Preliminary figures for FY 2016 indicate a continued pattern of steady growth and fiscal responsibility regarding the county’s budget and its projections. variances in several categories,” Sumner said.
Property taxes exceeded expectations by $1.2 million, and personal property taxes topped their expected figures by $850,000. “Total expenditures were also favorable to the budget,” Sumner said. Year to date, he said expenditures only accounted for about 94 percent of the allocated amount with savings in several departments accounting for a major portion of those funds. Finance director named deputy county administrator HANOVER – Kathleen T. Seay has been appointed deputy county administrator effective Oct. 1. County Administrator Cecil R. “Rhu” Harris Jr. made the announcement last Wednesday during the regular meeting of the Hanover County Board of KATHLEEN T. SEAY Supervisors.
Seay has been serving as Hanover County’s director of Finance and Management Services since 2010. She supervises 21 employees and is responsible for the department’s Budget, Accounting and Purchasing Divisions. She served as director of Internal Audit from 2001-2010. Prior to being
hired by Hanover County in 2000, she had been a vice president and nationwide audit manager at Bank of America in Richmond from 1981 to 2000. “Kathy’s leadership in Hanover’s Finance and Audit departments made her a very appealing fit for this position,” Harris said. “She has been a leader within
our senior management team as well as within her professional organizations.” Seay is president-elect of the Virginia Local Government Finance Officers Association (VGFOA) and has chaired several committees in the organization. see FINANCE, pg.5
