ASHLAND — When Hanover County Public Schools officials initially began considering a new budget last year, the prospects looked promising with a recovering economy and a slightly increased enrollment in county schools. That optimism was replaced with a healthy dose of reality last week as Dr. Michael Gill, superintendent, presented s Hanover County School Board members with his 2017 budget proposal … and there are challenges. When Gill said he realized the early
numbers were not sufficient and more money would be needed, he worked with county administrator Cecil R. “Rhu” Harris Jr. to solve the problem. Dr. Michael Gill, superintendent of Hanover County Public Schools, proposed a $175.6 million budget for 2017.
“The county administrator stepped up to the plate and recognized that — while the funding was not forthcoming from the state as we had expected
— we would be able to make up for that locally,” Gill said. “We want the state to continue to fund what we feel is their share, but the conversations with the county administrator have been very beneficial and are the reason that I am able to come to you with this budget this evening.” The county’s share (local funding) for the budget increased by $2.5 million, while state lottery funds only increased about $300,000. Since state funding did not meet preliminary expectations, the local share did increase in order to preserve the school board’s original budget goals
to provide a pay raise, keep salaries competitive, and decrease class size. Gill proposed a $175.6 million budget for 2017 for the board’s consideration. The document contains a 2 percent raise for all employees, an additional $1 million ($2 million total for 2017) for technology upgrades, 16 new teaching positions and no increases for employee shares on health insurance. Despite last -minute “financial curveballs” thrown at the county’s budget process, the new budget addresses the school board’s stated budget objectives.

Planning Commission defers hearings on local developments Public hearings for Chickahominy Falls and Big Oak moved By Debbie Truong Richmond Times-Dispatch HANOVER — Developers for two major proposed developments in Hanover County asked the planning commission to defer hearings on their respective projects Thursday night. Developers for both
Chickahominy Falls, a proposed farming-based community, and Big Oak at Bell Creek, a proposed mixed-use development consisting of 335 housing units, including more than 200 apartments as well as 123,500 square feet in office and warehouse space, requested during a meeting that the panel defer planned public hearings for the projects. Andrew M. Condlin, a lawyer who represents developers of both, requested that the hearing for Chickahominy
Falls be deferred to the commission’s February meeting and Big Oak to the March meeting. Cornerstone Homes, developer of Chickahominy Falls, is asking the county to rezone 180 acres of land from agricultural to either suburban residential or suburban multifamily for the project located off Cedar Lane and Holly Hill Road. Condlin said additional time for the proposed development, which would feature homes clustered in a village-
like setting, is needed for small adjustments. Big Oak developers asked the county to rezone 63 acres of land designated for agriculture near Left Flank Road and Bell Creek Road. They are asking that 40.84 acres be rezoned to a multifamily residential district and 22.33 acres to a limited industrial district for the proposed project. Twenty-seven singlefamily homes, 94 town houses and 214 apartment units are planned for the
development as well as the office and warehouse space, according to planning documents. A planning analysis of the proposed development states the project would not be harmonious and “out of character” with surrounding uses, a criteria used to evaluate rezoning requests. Before motioning to defer the hearing, planning commission member C. Harold Padgett Sr. said “considerable issues” have been raised about the project, warranting the controlled substance on Mechanicsville Turnpike.

Reasons to remember Lee, Jackson

Music is one constant that links good times Despite having recently lost two major musical influences from my teen years — David Bowie and Glenn Frey — the memories of their music brings a smile through the sadness of two very talented and creative geniuses. Music is a staple in this writer’s life. And my selections from iTunes are definitely eclectic. Many would be surprised at the variety of artists and genres that grab my attention. Of course, the early purchases by Bowie and The Eagles were vinyl singles and albums, 8-tracks and cassettes. If you aren’t familiar with any of those — as my parents said to me back in the day — “Look it up.” There have been moments of reflection with both artists. Their impact on the music world will live for generations. I think of Bowie’s style and how he wowed the music and fashion industry by being so daring in his “look.” The song “Changes” has gone through my mind so many times since his death was announced. “Modern Love” is on my Top 10 list. And then the news was released about Frey and the end of an era. The Eagles were scheduled to be recognized last month at the Kennedy Center Honors, but, due to Frey’s illness, his band mates asked that they wait a year so he could attend. Sadly, that acknowledgement with all the members will not take place. It only seems fitting to close with a sense of a “Peaceful Easy Feeling” for the good times shared with friends as a teen in a small town where hanging out on the curb of a local drive-in and listening to The Eagles, Lynryd Skynyrd, Edgar Winter and so many others made life sweeter.
Put on your seat belt — it’s almost budget time Not one to envy the work of the Hanover County Board of Supervisors or Hanover County School Board, we’re well into budget talks season. When public comment time comes around, if you have a concern, express yourself. Our government leaders can only help you it you ask them. Melody Kinser

WHAAAAAT?” While most of the nation centers on a holiday to honor Dr. Martin Luther King Jr., Virginia also celebrated Lee Jackson Day a few days prior to the national MLK Day. It’s a holiday that puzzles people who have origins above the MasonDixon Line. At first glance, its opponents have described the recognition as a “Confederate fetish,” and some localities, including Charlottesville, have decided to cease in its celebration of the holiday. And the numerous posts on
Facebook were brutally unkind to the expression of Southern pride, and equated the celebration to the continuation of a legacy of defeat. I understand the sentiments, but cannot endorse efforts to disqualify the holiday as a racist attempt to revive a commitment to the cause. I don’t see it that way. It seems completely appropriate for states to celebrate the actions of past heroes. It’s also historically accurate to separate Generals Lee and Jackson and the men who fought under the Confederate banner from the serious political issues underlying the conflict. The Civil War in the South represented more than an episode, described more accurately as an era
that ended an era. Some argue to simply forget the four years of conflict and sacrifice represents a better path for the “Never Forget” crowd. Few could argue that remembering and celebrating significant figures from a region’s past is a right left best for each state to decide. Or, in a recent example, each locality. Charlottesville is the latest to derecognize LJ Day, recently voting to discontinue its official observance. It’s a move that angered more than a few citizens who view it as a continuing example of political correctness run amuck. I’m not sure the observance of see REASONS, pg. 8

Christmas Mother shares feelings about generosity As I sit back and reflect on this past holiday season, I can’t help but marvel at the kindness and generosity shown by so many. You made Christmas a special time for families who, for whatever reason, may have gone without. In October, I was honored to have been asked to serve as the 2015 Christmas Mother for Hanover County. In doing so I have come away with, among many things, a new appreciation for the volunteers who make this wonderful tradition a reality each year. The men and women of the Doswell Ruritan Club work tirelessly from late October when the new Christmas Mother is introduced, until just before Christmas when the boxes of food, bags of toys and gift cards are handed to the final recipients. From counting and separating each food item, bagging toys and loading them onto tractor trailers, the descriptions of these work days and nights could range from “organized chaos” to “poetry in motion”! Volunteers from other Ruritan clubs, Boy Scout troops, Hanover firemen, Dominion Power employees, hunt club members and ordinary citizens came to lend a hand, and each individual was appreciated for their willingness to serve and take part in this community project. I would be remiss if I didn’t acknowledge the many
donations received. Our Hanover school children donated 13,000 cans of food! The Patrick Henry High School NJROTC held a toy drive in front of the Ashland Walmart for four hours on a Saturday in December and came away with, not only an SUV packed with bags of toys from front seat to back door, floor to roof, but also over $1,000 in monetary donations! Many churches and civic clubs were well represented and gave generously, including handmade hats and scarves, monetary donations and toys. The Village Banks as well as county fire stations came forward, offering their help in serving as collection points for food donations. see LETTERS, pg. 8

Our community rallied and individuals gave from $1 to over $1,000. No amount was too small and every dollar became a gift of love to our neighbors in need. This past Christmas 120 senior citizens were given gift cards for food and 668 families, which included 1,578 children, received help in the form of food, gift cards from Martin’s grocery stores and Peebles Department Store, as well as toys from the Christmas Mother program. Perhaps the most gratifying and humbling event for me occurred on a Saturday in December when I had the opportunity to meet many of these families as they came to pick up their gifts. There were no expectations, only sincere appreciation for what they were to receive. I experienced so many

She joined VDH’s Office of Emergency Medical Services and guided the grant program, providing funds to rescue squads across Virginia. More recently, Carol was proudly involved with programs for first responders to help them cope with job related stress. She will be fondly remembered by her sons, Matthew M. (Robin) and Ethan N. ready to retire, Richard worked for the Virginia State Golf Association as the Director of Championships until his latest endeavor, implementing and running the Junior Youth Golf Tournaments. As a devoted member of Slash Christian Church in Ashland, he served as the congregations’ treasurer for 30 years. He was an avid golfer and a member of Hermitage Country Club in Manakin-Sabot since 1978. During his golfing career, he won many championships in the area, including the Richmond Open Amateur and RGA Seniors Open. Hermitage Country Club made Richard a lifetime honorary member in 2007 for all of his many
years of service to the game of golf and it members. In 2008, the PGA Middle Atlantic Section presented him with the David Wortman Citizen of the Year Award for his outstanding community leadership and generous and tireless support of golf, the PGA, and the Middle Atlantic Section. Council OKs height exemption for R-MC building By Meredith Rigsby News Editor ASHLAND – RandolphMacon College’s request seeking an exception to the height regulations was approved Tuesday, Jan. 19, by Ashland Town Council. R-MC asked that a new addition to the Copley Science Center be constructed, noting Section 21-123(b) of the Town Code, that would match the size and scale of the existing building and would not exceed 54 feet in height. The new building will be buffered from residential areas near the campus by the existing
Copley Science Center, which is located between where the new building will be constructed and residences along Caroline Street and Macon Circle. R-MC has sent letters to abutting property owners to make them aware of its plan to make the height exemption request. The height of the building will be measured from the eave to the ground, which will be in-filled with about four feet of dirt before the building’s construction, creating a four-foot grade on which the building will sit. During the presentation, Nora Amos, director of plan-
ning and community development, listed the heights of other already existing buildings on the campus to provide some perspective as to the height of the new building. Andrews Hall is 31 feet tall, Birdsong Hall is 50 feet tall, the Copley Science Center is 46 feet tall and the library is 42 feet tall, Amos said. All HVAC (heating, ventilation and air conditioning) equipment for the building will be enclosed within the structure and the proposed new addition is shown in Randolph-Macon’s previously approved Master see HEIGHT, pg. 20

Gill said the county received a significant slash in state funding due to a reformulated Local Composite Index (LCI), the method the state utilizes to determine education funds allotted to that community. Hanover County had the largest increase in its LCI and that equates to fewer dollars for this year’s budget. In addition, this year’s state budget under consideration contains no salary increases for teachers. Salary increases are funded in the second year of the governor’s budget in 2018. With the General Assembly session still in its infancy, Gill said hundreds of bills regarding educations have already been introduced, so the final allotments could contain more, or less, for Hanover County. “We’re always optimistic,” Gill said. Adding to the challenges are the county’s mounting technology costs, including
bandwidth upgrades and other infrastructure improvements such as providing devices for all teachers. The proposed budget also fully funds the Health Specialty Center and CTE Summer Governor’s School programs, and provides 15 new buses to the county’s fleet. The proposed budget figures represent an increase from last year’s $171.8 million tally. The salary increase will cost the system about $2.5 million and increased contributions to VRS (retirement) will cost another $1.1 million. There was some good news. The county saved $200,000 in lowered fuel costs with falling prices at the pump. Ashland representative Hank Lowry asked if this budget contained funding that addresses the school board’s desire to cut teacher workloads by decreasing their number of total students. Gill said 24 new teachers at a cost of about $1.6 million would be required to comply
with a 130-student maximum for county high school teachers. That funding was not included in the budget, as proposed. “If additional funding were to come from the General Assembly, the board would certainly have a choice to make on where our priorities are as a division,” Gill said. Lowry said he would focus attention on that commitment during the school board’s work session scheduled for Tuesday, Jan. 26. The proposed 2017 budget also includes $50,000 to supplement the fee paid by lacrosse athletes in the county. The program was established three years ago, but was instituted as a self-funding extracurricular activity. John Axselle, Beaverdam District, asked why the county was providing funds to a program that organizers said would never cost the county a dime. David Myers, assistant
superintendent of business and operations, said the sport is not supported by any federal, state or local taxes and is funded through gate receipts. But the money agreed to by the lacrosse community when the county agreed to add the sport, has not been forthcoming. Myers said the funds were paid the first year, but none have been received since. Since many of those founding players have cycled through the system, participants now are asking why they are the only sport that requires a payment. Parents now subsidize the S OT 3 LT! Y L F ON L E

Diners may choose from
a buffet, which will include scrambled eggs, plain or blueberry pancakes, biscuits sausage gravy, bacon, breakfast potatoes, grits, fried apples, coffee, tea and juice. Cost is $8 per person. Proceeds will go toward the many projects American Legion has for veterans and the youth of the community.
Veteran programs include: meals and financial assistance for needy veterans, veteran assistance to register for VA benefits they have earned and bi-weekly nutrition classes held at the Post by the Veteran’s Administration. Youth programs include Boy’s State, Girl’s State, American Legion Baseball,
JROTC sponsorships, Boy Scouts, Cub Scouts, Oratorical Contests, Essay Contests and Junior Law Cadet program. The Post 175 Honor Guard is now in high demand as part of all patriotic municipal ceremonies in addition to public school ceremonies and ceremonies at veteran funerals.

The bride is the granddaughter of Mr. and Mrs. Robert Wilson of Texas, and Mr. and Mrs. Kenneth Hoag of Georgia. The groom is the grandson of Mr. and Mrs. Sherell Cole of Mechanicsville, and Mrs. Mary Corley and the late Mr. Bernard Corley of Ashland. The bride was escorted by her brother, Joshua Wilson, and given in marriage by her family. Savanah Dicken, friend of the bride, served as maid of honor. The bridesmaids were Caitlin Sasser, friend of the bride, Melissa Wilson, sister-in-law of the bride, and Krista Cole, cousin of the groom. Myers presented the system’s 2017 Capital Improvement Budget that includes $10 million for 2017 and $41.5 million over five years. “One of the goals of this five-year plan was to catch up on our deferred maintenance goals,” Myers said. “I’m happy
to say we can do that with this plan.” Many professional teaching organizations had requested a 6 percent raise with an end to the 6 X8 class schedule, and they would have an opportunity to speak at the workshop session Jan. 26. Confederate wrestlers throw down Hawks By Dave Lawrence Sports Editor MECHANICSVILLE – Three of the best high school wrestling programs gathered at Hanover High School Wednesday night. While Benedictine swept the night against Hanover and LeeDavis, the Cadets left and the Hawks and Confederates ended the night with an intense match before a noisy local crowd full of Hanover and Lee-Davis partisans. By the time that final match was over, the Confederates outdueled the hosts 40-18, with two matches, Ned Anthony’s defeat of Hanover’s T.J. Allen in a 182-pound match and Austin Tingle’s triple overtime victory over Hanover’s Cole Bordonie in a 160-pound match. Anthony was mobbed by his teammates after his 2-1 decision over Allen, a defending Group 4A state champion. He could never feel comfortable about his lead. “I just kept grinding it out, just like in practice,” Anthony said. “I was just trying to finish the whole way, never give up.” A vocal group of supporters from the eastern side of Mechanicsville cheering him on. He said he wasn’t aware of the noise. “When I’m wrestling, I’m in a zone,” Anthony said. “But when [the ref] calls time, I

The two wrestlers were looking tired even before going into overtime, but neither one could get an advantage. Tingle was focused on not giving one. “Just keep being patient and trying not to rush moves, don’t get put in a bad situation,”
Tingle said. “Once we got into overtime, I looked over and all my friends were just yelling and cheering me on. It was like I had to win this for the team.” That burst of energy gave him what he needed to win in the final overtime.
“I was just ready to go,” Tingle said. “So I went in and was able to get him on his back, and I think that’s when everything just turned and I was able to catch the win.”
MECHANICSVILLE – While the county’s swim teams begin focusing on preparing for the postseason. Atlee and Hanover joined Patrick Henry in ending their regular seasons during meets last week. The Raiders hosted the Confederates, who still have a meet against Colonial Heights this week, at Randolph-Macon Tuesday. Hanover hosted Maggie L. Walker Governor’s School at Randolph-Macon Thursday. Yellow Jacket offense falters against Quakers By Dave Lawrence Sports Editor ASHLAND – Guilford’s women’s basketball team had a plan to thwart RandolphMacon’s offense when the Quakers visited the Yellow Jackets in Crenshaw Gymnasium Thursday night. Despite that plan, RandolphMacon, with a strong defense, led much of the second half and was in a position to win late. Unfortunately for the Yellow Jackets, they could not get the shots they needed in the final four minutes and fell 66-63 in a game that gave Guilford the top spot in the Old Dominion Athletic Conference. The Quakers kept senior Hannah Livermon off her pace, holding her to eight points. The Yellow Jackets as a team shot just 25 percent from the floor. Their 75 percent free-throw percentage – with some key misses down the stretch – cost them dearly. “It’s been our defense that’s let us down in many games this year. … I thought our defense was much better tonight,” said Randolph-Macon head women’s basketball coach Carroll LaHaye. “We let [Guilford’s leading scorer Anais] Weatherly start out really strong – she had
