The year that was: Rail opposition tops 2016 By Melody Kinser Managing Editor ith government officials, business and community leaders, and residents loudly voicing their opposition to a high-speed rail project through Ashland and areas in the western part of Hanover County, this ongoing issue is considered the No. 1 story of 2016. Ashland Town Council members recently were joined by the Hanover County Board of Supervisors in giving a big thumbs-down to the proposal. To them, the heart of the controversy is the impact the rail could have on residents in addition to disrupting the rural character of the region.

western bypass through the county or a third rail through Ashland as unacceptable options when considering the project that is still decades away from realization. Citizens’ groups have organized to oppose any option that would dissect the western part of the county with a bypass route. The board of supervisors agreed with council in stating there also would be no support of a third elevated rail through the center of the town. Supervisors also noted the impact a third rail may have on RandolphMacon College in Ashland. Coming in as the No. 2 story of 2016 is an April 23 wreck that claimed the lives of two and found a teen facing two counts of involuntary manslaughter charges. Nikolas Seth Fleming, 18, was indicted Sept. 20 in the deaths of Dylan Ballard, 17, and Elliott Hinton, 22, both of Mechanicsville. He was arraigned the next day and released on $20,000 bond. Sgt. James R. Cooper of the Hanover County Sheriff ’s Office said, “Fleming was the driver of the
2001 Dodge pickup truck that crashed on Cold Harbor Road on April 23, 2016, claiming the lives of Dylan Ballard, 17, and Elliott Hinton, 22.” FLEMING R.E. “Trip” Chalkley III, commonwealth’s attorney for Hanover County, told The Local that “the next thing that happens is we will select a court date, but I have no idea BALLARD as to when that will be until we find what available dates are with the court and the defense counsel.” Col. David R. Hines, sheriff, said, “I am very proud of HINTON our investigators who worked tirelessly to bring a successful conclusion to this investigation. Personal property taxes paid early get tax deduction HANOVER — Hanover County’s 2016 personal property taxes are not due until Feb. 5, 2017. However, payments made before this calendar year ends may be deductible on your Federal and State tax returns if you itemize your deductions. If you are mailing in your payment, the postmark must be no later than Dec. 31. Barring inclement weather, the Hanover County Treasurer’s Office will be open daily from 8:30 a.m. to 5 p.m. Monday through Friday in December. If you have not received your 2016 personal property tax bill, you may view and/or pay your taxes online by visiting the Treasurer’s Online Tax Services website at https://www. hanovercounty.org/. The topic of this year’s contest is “Rotary’s Four Way Test and What It Means to the Conduct of my Daily Life.” The Rotary 4-Way Test consists of 24 words that can help us create an attitude and atmosphere in which to better relate, share, and implement ideas. These four questions encourage us to apply principles of truth, justice and caring regard for our neighbors in our relationships with each other. The 4-Way Test asks us to consider these four questions when making decisions about what we think, say or do… 1. Is it TRUTH? 2. Is it FAIR to all concerned? 3. Will it build GOOD WILL and BETTER FRIENDSHIPS? 4. Will it be BENEFICIAL to all concerned? All fifth grade students in Hanover County (public, private, and homeschooled students) are eligible to participate. The essay must not exceed 300 words in length. The crash took place around 10:36 p.m. at 6089 Cold Harbor Road in Mechanicsville. Ballard and Hinton died when the 2001 four-door Dodge Ram pickup truck in which they were passengers struck a tree head-on. They were pronounced dead at the scene. The vehicle was heading east when the fatalities occurred. Three other people were in the truck and were taken to VCU Health Systems. The Richmond Times-Dispatch
identified them as Thomas B. Lumpkin of Aylett; Becca Clements, 20; and Patrick Hinton, 18, Elliott’s brother. Ballard was a senior at LeeDavis High School. His number 28 from his football jersey was displayed prominently in his memory throughout the area. Hinton, who lost his life just days before what would have been his 23rd birthday, April 28, graduated in 2011 from Lee-Davis. In the No. 3 spot is the new courthouse at the county government complex in Hanover. The ribbon was officially cut on Dec. 14 to celebrate the 115,000-square-
foot, $36 million courthouse. The project, which was in talks in 2006, was delayed due to the economic downturn in 2008. Plans were renewed by the board of supervisors in 2013. Supervisors chairman Aubrey M. “Bucky” Stanley, Beaverdam District, who was on the original committee, said the new building will allow citizens better access to records and court-related matters. He knew she was the one from the start
By Melody Kinser Managing Editor They met under unique circumstances: He was on a date with her best friend and she was recovering from being hit by a car and dragged several feet on a snow-covered road. Her injury occurred after Thanksgiving in 1950 and he joined her friend on a visit in April 1951. When he went home that evening, he told his parents he had met the woman he was going to marry. She had dated one of his friends and was scheduled to do so when he showed up instead. The friends agreed to swap dates. He was intelligent, dashing and funny, so she went out with him. On their second date, he informed her he would marry her before the end of the year. He definitely got her attention with that announcement.
Her parents had five daughters and one rule was they could not marry until they reached the age of 21. He approached her father around the time of her 21st birthday asking for her hand in marriage. Her father was straightforward in his expectations of a son-in-law: Take care of her. He promised that he would. He was working in the coal mines at the time after returning home from serving in the U.S. Army Air Corps. His stepfather, who raised him, had been injured in a mining accident so he returned home to help his parents rather than pursue a college degree through the G.I. Bill. When he proposed, he had selected a beautiful diamond ring from the finest jeweler in town. She accepted the proposal and they planned a wedding for Dec. 29. (Notice how he did
marry her before the end of the year.) Within a year, they had their first daughter and about four years later the second arrived. He changed jobs, leaving the coal dust behind for employment with an electric utility. He never complained when he was ill or how bad the weather was working as a lineman. He provided for his family. When they wed, he asked her what she wanted during their time together. She said she wanted to go to the Grand Ole Opry and Hawaii. He took her to the Opry several times and Hawaii once. He made good on making her travel dreams come true. Their daughters left home, pursuing their own careers and that empty nest never saw a dull moment. They always traveled, enjoyed the company of family and friends, and, most of all, were
devoted to their church and service to the community. Then, in June 1992, they received the news: He had lung cancer. He died suddenly on July 7 of that year. She was a 61-year-old widow, still very attractive, but with no interest in another man. She was his sweetheart and knows she will reunite with him one day. You may have figured it out by now, I’m writing about my parents. I was blessed to grow up in a loving, nurturing home. They had just over 40 years together when he passed away. Tomorrow would have been their 65th anniversary. Mom and Dad had an enduring love and they were dedicated to the vows they made on Dec. 29, 1951. I know tomorrow will be difficult for her, but that love lives on in her.

dom people I happen to meet in the weeks leading up to Christmas (the more the merrier, we always say). It is a night when the focus in on family, food and fun — in that order — and as long as we have plenty of all three we consider the night a success.
This year, however, was going to be a little different. It would be our first holiday party without my husband’s father, who we lost to cancer last January, and to say that his presence would be missed might win for understatement of the year.

My father in law was the kind of person who could elevate a simple party to an event that people would talk about for years. Months ahead he would start rubbing his hands together with delight, talking about the dishes we would cook, the side items (never forget the sides!) we would choose, and the people we would invite. He was a man whose boundless, unbridled love for his family (and good food), was never more apparent than at Christmastime, and everyone fortunate enough to celebrate with him found their holidays that much brighter. While I wasn’t sure if we should have the party at all this year, I knew in my heart we had no choice. We knew what he would have wanted, see SORROW, pg. 8
Tax relief available for elderly, permanently disabled HANOVER — Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $50,000 or less. The application period for the upcoming year begins Jan. 3, 2017. The deadline is March 1, 2017, for the relief to be applied to the tax bills due (first half) on June 5, 2017. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres around it. All owners must live in the home. The home’s owners can have a combined
gross annual income of up to $50,000 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified

Once an application is on file, only an affidavit is needed for the following two (2) years, unless there is a significant change in income or net worth. an excellent opportunity. The Planning Department will hold a Planning Academy on five evenings beginning Jan. 30, 2017. In the 2017 Hanover Planning Academy, participants will learn more about rules and regulations governing zoning and subdivisions, the legal bases for planning,
planning for capital improvements, and ethics in the planning process. The course will include an opportunity for each participant to discuss the county’s future. The class will be limited to no more than 30 participants and will meet on the following dates, from 6:30 to 9 p.m.

A Louisa County teen died Monday, Dec. 19, from injuries received in an accident on Mountain Road. According to Sgt. James R. Cooper of the
Hanover County Sheriff ’s Office, Jaeden Cortez Athey of Bumpass was pronounced dead at the scene of the crash. Cooper said Athey, who was driving a 2007 Mazda sedan, was traveling west on Mountain Road, ran off the right shoulder of the road and struck a tree.
The teen was the sole occupant of the vehi-
cle. Deputies responded to the single vehicle crash in the 17000 block of Mountain Road around 11:21 p.m. Cooper also said that investigators are still collecting information and consulting

Town officials pleased; more rail studies planned By Logan Barry for The Mechanicsville Local ASHLAND — Wrapping up the year with an official Resolution passed on behalf of the town during its Dec. 20 meeting, Ashland Mayor James Foley thanked the Virginia Department of Rail and Public Transportation (DRPT) and the Commonwealth Transportation Board (CTB) for their recommendation that more studies be conducted in regards to the future of the DC2RVA proposal; in Ashland. “Be it further resolved that the mayor and
the members of the town council stand ready to partner with the DRPT and the CTB in the study in selection of a preferred alternative for the Ashland area,” said Mayor Foley, reading aloud the Resolution at the Dec. 20 meeting of Ashland Town FOLEY Council. Foley said that the Resolution would be sent to the Secretary of Transportation for the
Commonwealth of Virginia, the members of the CTB, the director and chief of the DRPT and the members of Ashland’s federal and state legislative delegations. Dominating the discussion after a thorough review and consideration regarding a conditional use permit (CUP) application filed by KM Hotels, council unanimously voted to approve the applicant’s proposed plans to build two fivestory, high-end hotels within Ashland’s corporate limits at its last regular meeting of 2016. “I move approval of CUP 16-1104 for KM Hotels as presented,” said council member
George Spagna. KM Hotels, a hotel management and investment company, received approval from the council to build a Tru by Hilton, as well as a Town Place Suites, whose parent company is Marriott International, targeting its site of construction in the town’s interstate sector. 3-vehicle crash sends SUV off bridge and into river near Kings Dominion By Bryan DeVasher Richmond Times-Dispatch DOSWELL — Two people escaped serious injury Thursday after a three-vehicle crash sent an SUV off northbound Interstate 95 and into the Little River near Kings Dominion. Virginia State Police said the crash happened about 7:45 a.m. at mile marker 96.6 in Hanover County when a 2011 Toyota Corolla rear-
ended a 2009 Ford, causing the Ford to spin and hit a 2014 Hyundai Santa Fe. The Hyundai overturned and struck the barrier wall, which caused the SUV to roll over the wall and fall about 50 feet into the Little River. Two men in another vehicle who witnessed the accident — Nathan Hypes of Prince George County and David Connelly of Providence Forge — immediately went down the embankment and into the water

DEBORAH SHEETS Deborah “Debbie” Ann (Jones) Sheets, age 61, of Mechanicsville, went to be with the Lord on Saturday, December 17, 2016, after more than a three-year battle with cancer. She was preceded in death by her mother, Dorothy Jean Jones (Ekdahl); and her father, Willard Thomas Jones. She is survived by her loving family that includes her husband, SHEETS

Every Kid in a Park programs at Richmond’s national parks emphasize the area’s rich Civil War and Civil Rights history, including a new program at Fort Harrison that explores soldiers’ experiences and the efforts of the National Park Service to protect the site. “These grants are planting the seeds for lifelong relationships with national parks and their programs,” said Will Shafroth, president of the National Park Foundation.
“By providing access to transformative experiences like listening to the sound of birds chirping, walking the halls of a school that tell a civil rights story, looking up at a dark night sky, or pitching a tent with a friend for the first time, these children are forever impacted. We appreciate the power of national parks and, through our support, the National Park Foundation hopes to share them with as many kids as possible.” This is the second year Richmond’s two national parks were awarded funds from the National Park Foundation. Last year, for the NPS Centennial commemoration,
the parks distributed more than 1,400 free Every Kid in a Park passes to fourth graders from Richmond, Henrico and Hanover Counties. The pass is good for one year, starting on Sept. 1, 2016, and enables students and their families to visit for free most federally managed lands and waters, including national parks and forests. “We appreciate the National Park Foundation’s assistance in bringing so many Richmondarea kids to their national parks,” said Richmond National Battlefield Park and Maggie L. Walker National Historic Site

As a young person and adult, she was blessed with natural musical talents that she nurtured with studies at James Madison College. Her guitar skills were a natural accompaniment to her lovely voice and she enjoyed singing with various choral groups as an adult. A memorial service celebrating Debbie’s life was held

After hearing about dancing and its place in colonial society, the Colonial Dance Club of Richmond will take center stage to give a live demonstration of the popular steps of the 1700s, along with live music and audience participation. Following the interactive demonstration, LeHuray will be available to sell and sign copies of his book and guests will have the chance to tour historic Hanover Tavern by night. According to Heather Shurm, it is a local family they were told about by a guidance counselor at Pearson’s Corner Elementary School. “Our realtors and employees did an amazing job making it happen for this family of eight (six kids and two parents),” Shurm said. “Realty Richmond and Shurm Homes are small companies but we knew we could make it happen for this big family. Enrollment for Land Use program opens on Jan. 4, 2017 HANOVER — Hanover County offers a Land Use Taxation Program under which qualified landowners can have their property assessed at “use value” which may be lower than market value and reduce taxes owed. The application period for this program begins Jan. 3, 2017, and ends the close of business on Feb. 1, 2017. Landowners who have kept their property in agricultural or horticultural for at least five years, or wish to use the open space or forestry categories, can qualify for the land use program. The minimum qualifying acreages are five acres for agricultural, horticultural and open space and 20 acres for forest use. Property that has been zoned Rural Conservation (RC) also can qualify for the Land Use program. If the land use is changed, the tax reduction must be repaid with simple interest for the current tax year and potentially up to the previous five tax years. In November 2013, the Hanover County Board of Supervisors modified the program to allow property rezoned for specified, more intense, uses to remain eligible for land use. Under this change, property rezoned for manufacturing; transportation and warehousing; professional, scientific and technical services; hotels and motels; and professional offices can still be in the land use program. Roll-back taxes would not apply until the actual use is changed. About 3,550 parcels and

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Izzy, 434449, is a 2½ -year-old spayed female pitbull. She has had her first set of vaccines and is Heartworm test negative. Izzy has been in and out of the shelter twice now. She originally came in with several puppies that she nursed and then we adopted out. Izzy is one of the friendliest dogs you will come across. She is very playful and jubilant. She does great with people she comes into contact with but she still likes to jump. With a little training, Izzy will be a great dog for anyone. Tyson, 461864, is a 2-year-old male pitbull. He has had his first set of vaccines and is Heartworm test positive. Tyson is a sweet young man who came to the shelter last month. He has a very sweet disposition and loves to play. Tyson did test positive for heartworms but otherwise seems very healthy. He does well walking on a leash too. He seems to be a dog that lived inside at one point because he is well house trained. Tyson would love to be part of your family. ‘Spirit of Volunteerism’ nominations for 2017 honors now being accepted

Nominations are now being accepted for Hanover’s 2017 Spirit of Volunteerism Awards. March 17 is the deadline to submit nominations recognizing outstanding volunteer service throughout our county. These awards allow the community to acknowledge the work for those whose efforts change the lives of many. County officials are asking the public to help them recognize these “unsung heroes” who help make Hanover County such a great place to live. Awards are granted in the following categories: Spirit of One (honoring an individual over
18); Spirit of Youth (honoring youth or youth group up to age 18 or still in high school); Spirit of Dedication (honoring an individual 60 and over); Spirit of Team (honoring two or more adult volunteers working toward a common cause); Spirit of Family (honoring two or more family members working together toward a common purpose); Spirit of Inspiration (honoring an individual who has volunteered 20 years or more for a specific organization); and Commitment to Community (recognizing a Hanover business which has
demonstrated a sustained commitment to supporting the community). Award recipients will be selected from each category. All will receive an engraved plaque and a financial donation of up to $250 made in their honor to the tax-exempt organization designated on the honoree’s nomination form. The county also will nominate the award recipient for the statewide Governor’s Community Service and Volunteerism Awards. All nominees will be recognized and award recipients will be announced at the Spirit of Volunteerism Celebration at 7 p.m. on Tuesday, May 16, in the Hanover High School
auditorium. The event is free and open to the public. The goal of the celebration is to pay tribute to all volunteers within our community, as well as honor award nominees and announce the 2017 award recipients. Nomination forms for Hanover’s 2017 Spirit of Volunteerism awards will be available on Tuesday, Jan. 3. Since the town government passed an ordinance that limits motel stays to 29 days maximum, the Apple Garden Inn, another motel in its corporate limits, was forced to shut down after undergoing complaints concerning unhealthy living conditions and criminal activity. Now the Red Carpet Inn will be added to that list of motels closing in Ashland since the ordinance was passed in November of last year. Also approved during last week’s meeting were amendments to the town’s comprehensive plan, as well as the construction of Strawberry Fields. After consideration of the construction plans proposed by the applicant, William Bulifant of Renew Homes, council approved the 12 single-family home development, which will be located near North Macon Terrace on Haley Court.

MECHANICSVILLE – S & S Painting LLC recently received first place in the Picture It Painted Professionally (PIPP) contest at the Painting and Decorating Contractors of America’s Middle Atlantic Council Conference held in Williamsburg. The winning submission in the interior residential category was a project completed in May at a Mechanicsville resident’s home. The customer hired the interior painting company to update and brighten her family room. The project included a color change, wood trim conversion, and whitewashing the fireplace. “I was so proud of the teamwork in making this customer’s wish a reality,” Stacey Spear, founder of S & S Painting LLC, said when accepting the award. Because of the regional
first place win, S & S Painting LLC is automatically entered into the PDCA’s National PIPP competition; the winner will be announced later this year in San Diego. CHAMPIONSHIP SEASONS County teams, athletes take home trophies By Dave Lawrence Sports Editor Hanover County teams proved again they had the right stuff worthy of the title, “Champion.” Patrick Henry’s boys volleyball team brought the Ashland school its first team state championship in more than 20 years. The Patriots swept Princess Anne 25-22, 25-13, 25-22 in the Virginia High School League Group 5A state championship at the Siegel Center on Nov. 17. The Patriot boys volleyball team had last played for a state title in 2001 – when current head coach Michael Townsend was a member of the team. Patrick Henry’s last state team championship came in 1994 in football. Diamonds seem to be the county’s best friend, as

was also not satisfied with its two recent titles – a Group AAA state title in 2013 and a Group 4A title in 2014. The Hawks, who were eliminated by Jefferson Forest in the semifinals in 2015, met Liberty Christian Academy in the 2016
final on the Bulldogs’ home turf – the Liberty University baseball stadium. The game proved a wild, seesaw contest in which Hanover took the lead, yielded the lead, see SEASONS, pg. 27

Hawks fall to Springers in TDIT By Andrew Spencer for the Mechanicsville Local RICHMOND – The Hanover Hawks turned up the offense in the second half, but their 39 points after intermission – 20 in the third quarter alone – were not enough to cool hard-charging Highland Springs in the game to determine fifth place in the Times-Dispatch Invitational Tournament. The Springers scored 50 points of their own in the second half at the Richmond Coliseum to roll to a 75-59 victory over the Hawks. “If you’d told me before the game that we’d score 20 points in the third quarter and still lose, I wouldn’t have believed you,” said Hanover head coach Darren Thornton. “Our guys fought really hard today. … They played really well together. It just didn’t work out for us today.” But there was no denying the offensive power on display when the Springers had the ball. With four different players notching double figures – led by Nathaniel Pollard’s 19 points – Highland Springs was able to keep up with Hanover’s intensity and use their own secondhalf scoring surge to overpower the Hawks. The Springers started somewhat slowly in the first half, heading to the locker room at halftime with just 25 points on the board. The Hawks went into the break within easy striking distance with 20 points of their own.

Both teams clearly made some halftime adjustments, though, and the pace picked up noticeably in the second half. The Hawks had their chances to steal away with a win, especially in the third quarter. Nick Zona gave the Hawks their first lead of the game in the third quarter when he sank a pair of free throws to put Hanover up by one. The Springers, though, came back. With just a few minutes left in the third quarter, Jaylin Ross tied the game at 36 with a nice jump shot. That would be the last time the Hawks were so close to a win. Highland Springs’ Malik Grant started a fourth-quarter scoring rally for the Springers with a perfect three-pointer. Nathaniel Pollard added an exclamation point for Highland Springs by sinking his own three at the buzzer. The Hawks shot 70 percent from the foul line and outrebounded the Springers, but what might have been the most impressive stat line of all was the 27 points Highland Springs put up in the fourth quarter. The Springers’ Christian Wilson scored 9 of his 11 points in the final eight minutes. The Springers’ depth was evident throughout the game, especially in the offensive zone. Every player who entered the game for Highland Springs scored. And Nathaniel Pollard led a stifling defense that forced a multitude of Hawk turnovers. “We’ve got to take care of the ball better,” Thornton said. “We’re making way too many

And while he credited the whole team for their collective effort, he called out Jaylin Ross and Josh Plummer as the Hawks’ standouts. “They both played really hard today,” he said. “They were pushing on both ends of the
