Routine probably isn’t a word Jim Rosalez and Rick Rust would use to describe their work with the motorist assist program of the Hanover County Sheriff ’s Office. But, because of their commitment, they found themselves with the title of hero after an incident last February. It was about 5 p.m. on Feb. 26, 2016, when they were dispatched to an unconscious/not breathing male in the parking lot of Target on Bell Creek Road in Mechanicsville. Dispatchers had advised that the male was in the driver’s seat of a Volkswagen sedan in the side parking lot. Rosalez and Rust were in the Target parking lot when the call was dispatched. They found the vehicle and started life-saving efforts inside the vehicle. A deputy arrived, and

Rosalez and Rust helped remove the victim from the vehicle. He was said to be in and out of consciousness until Hanover Fire-EMS arrived. Fire-EMS administered multiple doses of NARCAN, and transported the male to Memorial Regional Medical Center for observation.
Sgt. R.B. Laine recommended that Rosalez and Rust “be commended for their quick thinking and motivation to help an individual in need. Mr. Rosalez and Mr. Rust did not hesitate to enter the victim’s vehicle and start lifesaving efforts until more help

There are always two riding together, Rust said. “The biggest thing we do is we relieve a deputy if we’re waiting for a wrecker to come.” Rosalez added, “There’s usually at least two or three deputies. What we do is come in and we can relieve those other two and they can go into the county and do other stuff. Waiting for a wrecker sometimes takes up to an hour or two.” Sgt. James R. “It’s good to see these young kids out on patrol. When you see them, they greet you like you’re family. That’s a lot of rewards.” Rosalez, whose father was from Spain and his mother from Mexico, has been helping a deputy who teaches a Spanish class. He speaks five languages – Spanish, Chinese, French, Russian and Mandarin – and is often asked to translate for the deputies. The two usually work Friday evening/night. “Civilians thank you,” Rust said. They frequent the Hanover Café, where people will “come up to us and say, ‘Thank you for what you do.’ ” “We do it because we enjoy it,” Rosalez added. “To us, it’s kind of different, it’s fun.” When he retired, Rosalez said, “I didn’t want to just sit at home; I wanted to get active.” That’s how he became involved with the motor assist program. He had been employed as the director of International Human Resources for an oil company in Bakersfield, California, managing the Latin America and Canadian operations. see MOTORIST, pg. 20

2016 proved to be the year of fake news By Roslyn Ryan Richmond Suburban News As we look back at the year 2016, it’s easy to conclude that it was a year like no other. There was the good (the Olympics), the bad (a vitriol-soaked Presidential election), and the just plain odd. And firmly in that last category, particularly for those who work in the media world or just follow it closely, we can add the rise of so-called “fake news.”
Even if you haven’t heard of fake news, the term given to false stories produced largely by websites and spread through social media sites, you have probably still come across at least a few examples — possibly without realizing it. Plenty of it isn’t actually dangerous: Who is truly hurt, for example, by believing a man in Spain has figured out how to train cockatoos to file your taxes for you? No one. But a fair amount of it — particularly when it purports to offer damning information about
candidates running for office — can have farreaching consequences. While I wish we could say that the New Year will allow us to leave fake news behind us, the way we do with last year’s fashions, we all know that isn’t likely to happen. So the best we can do, as both contentious news-consumers and champions of good oldfashioned common sense, is to make sure that we are always reading critically, and always challenging those who deliver us our news to
maintain the highest standards. As we move forward into 2017, we thank our wonderful, dedicated readers for their support, and pledge that we will continue to deliver information about our community in a way that is fair, honest and ethical. Reader: Reject Taylor Farm plan Taylor Farm’s proposal for 168 homes on 42 forested acres raises fundamental planning issues. First, two lane Atlee Station Road (ASR) averages 12,000 vehicles daily. Three schools, 20 subdivisions, and ongoing development create major traffic delays. Adding Taylor Farm’s 1,476 vehicles would produce intolerable traffic. There’s nothing in the county’s
2017-2021 capital program for widening ASR, and it won’t happen before 2023. Second, development of 920 approved units, 34% of county suburban development since 2011, is adversely affecting the entire ASR corridor. The corridor is being amputated by developers and doesn’t need another 168 units. Only after approved development is absorbed, and impacts known, should Taylor Farm be considered.

Third, Taylor Farm features 128 narrow 45’ wide single family lots and townhouses. These ASR incompatible lots and houses are fused with a 3.93 units/ acre density, well above neighboring communities: Summer Duck — 1.7, Honey Meadows — 2.0, and Giles Farm — 2.1. Reducing Taylor Farm’s density consistent with these communities was recommended by planning staff, and the Comprehensive Plan (CP) states development shall “ensure” land uses “harmonious with surrounding
uses and residential density.” Taylor Farm violates the CP’s compatibility and density mandates. Fourth, in 2014, after reviewing Summer Duck’s pre-filed plan for 120+ homes, Angela Kelly-Wiecek, Chickahominy District representative on the Hanover County Board of Supervisors, stated it “would be difficult for citizens to accept.” She advocated for a “more compatible plan,” leading to approval of 68 single family homes on large lots and no townhouses. Assuming Taylor Farm’s approval, developers will be unconstrained in selecting homes and lots. Density will likewise be non-negotiable. A terrible precedent can be invoked, county-wide, regardless of community, school, or traffic effects; and the board of supervisors will be unable to alter subdivision fundamentals. HHMS plans need 2nd look Construction renovations are being finalized in King William County for the Hamilton-Holmes Middle School. A building dating back to 1951 certainly needs work, no one would argue with that point. It is, however, vital that the $12 million price tag be given a second look, referred to as a value engineering study to determine if that price tag can be shaved a bit. Too many times we see needless extravagances in public buildings paid for with our hard-earned money. Public buildings, including schools should be constructed for safety and functionality, not the examples we see today in some of the construction of these taxpayer paid structures.

In a county with 16,300 people and an already abnormally high real estate tax rate (one of the highest in Virginia), economizing isn’t a luxury but a necessity. Supervisor Bob Ehrhart has already proposed that the King William County Board of Supervisors conduct a value engineering study to determine if the costs can be lowered a bit. It is my understanding that Supervisor Dave Hansen also supports this be done. What is puzzling is the resistance they are running into. The question is why, who could be opposed to saving some money? It is a question that needs asked, and one demanding of an answer. Elderly and permanently disabled eligible to apply for county tax relief HANOVER — Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $50,000 or less. The application period for the upcoming year begins Jan. 3, 2017. The deadline is March 1, 2017, for the relief to be applied to the tax bills due (first half) on June 5, 2017. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres

The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income. About 1425 households currently participate in Hanover County’s tax relief for the elderly and disabled program.
The average tax savings is about $960 for those households; about 34% of the participating households pay no County real estate tax at all as a result of the program. Because of this program, qualifying Hanover County residents had their real estate taxes reduced by about $1.3 million last year. Disabled applicants must provide certification of disability. HARRIS This can be a statement from the Social Security Administration, a statement from the Veterans Administration, a statement from the Railroad Retirement Board or a sworn affidavit from two (2) medical doctors. Once an application is on file, only an affidavit is needed for the following two (2) years, unless there is a significant change in income or net worth. A new application is necessary only every third year. All information on the application is confidential and is not open to public inspection. Applicants must sign up by March 1, 2017, for the relief to be applied to the real estate tax bills that will be sent out later this spring and which are due (first half) on June 5, 2017. “This is a great program designed to help those taxpayers who most need the help,� said Scott Harris, Hanover’s Commissioner of the Revenue. “We invite all residents who think they might qualify to call our office.� To apply, call the Commissioner of the Revenue at 804-365-6128. George was the owner of Basic Mechanical Inc. He also was very active with the Boy Scouts of America, serving as Scout Master for many years at Chamberlayne Baptist Church and as an adult leader trainer on numerous Wood Badge as well as other courses. He served as a Scout Camp inspector for camps throughout the eastern region. He was awarded the Silver Beaver in 1980 and truly loved scouts and scouting. He was a longtime member of Jefferson Lakeside County Club and an avid golfer. He liked wearing Bermuda shorts and knee socks as a scout and continued wearing them as a golfer. Yearround George would put on his shorts, tootsie toes and knee socks and hit the links. She pursued a career in education and retired from the Henrico County School System as the principal’s secretary. Carol married her high school sweetheart, James R.
Smith Jr. of Caroline County, in 1966, immediately after his graduation from The Virginia Military Institute. Carol was a devoted wife and mother and is survived by her husband of over 50 years, James; her son, James R. Smith III; her daughter, Susan Smith Kowtna; and her grandchildren, James R. SMITH Smith IV, Emily Grace Kowtna, Christopher Matthew Jr., and Andrew William Kowtna. ‘Century Farms’ owners: keep rail out of history By Rachel Moore for The Mechanicsville Local
H
anover County is known for its rich history and historical properties. To date, 34 farms in Hanover County are designated as “Century Farms.” “The Virginia Century Farm Program recognizes and honors those farms that have been in operation for at least 100 consecutive years,” according to the Virginia Department of Agriculture and Consumer Services. Several adjoining farms in western Hanover recently attained “Century Farms” status, including Willow Spring Farm, Little Bethel Farm, Stillhouse Spring Farm, and White Oak Farm. “We just thought that was kind of unusual,” said Anne
Marie Samuel, co-owner of Willow Spring Farm, who noted that typically these historical farms are scattered throughout towns, rather than side-by-side. When talking with property owners, it is obvious these farms have been a significant part of Hanover’s history and culture for far more than just the past century. These are the farms that once solely supplied the town with local produce, goods, and services. These are the descendants of local store owners, pharmacists, pilots, mail carriers, local registrars, and Civil War doctors. On these properties are hand-built homes, passed down through the generations, some of which still boast original hardwood floors and doors, original chimneys, and ornate, hand-carved

(DPRT)’s website, DRPT is “working to improve intercity passenger rail service in Virginia and throughout the East Coast to offer a viable, efficient transportation choice” that is slated to ulti-
mately connect the Southeast from Washington, D.C., to Raleigh North Carolina. This route passes directly through Hanover County along the Interstate 95 corridor, with the western bypass option slated to run through several historical farms in the western portion of the county. Currently, there are three alternatives being studied: “one alternative would result in a two-track bypass going to the west of Ashland and another would add a third track through Ashland beside the existing tracks. A third build alternative would not add any tracks through Ashland, but would include various improvements to crossings, signals, and safety systems,” according to the DPRT’s project website. see CENTURY, pg. 21

The same is true for Norman and Caroyln Burnett of Little Bethel Farm, where the proposed western bypass would pass just beside their barn and backyard, cutting their property in half. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t want to sell and move; we want to stay here,â&#x20AC;? said Carolyn Burnett, who added that theyâ&#x20AC;&#x2122;d hoped to one day pass the property down to their three grown children. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re not going to want it with the railroad going through it,â&#x20AC;? she said.
David Hamilton of Stillhouse Spring Farm echoes his neighbors concerns. â&#x20AC;&#x153;My farm is a total of 173 acres and it will pretty much cut my farm in half. It will take 75 to 80 acres and landlock 75 to 80 acres,â&#x20AC;? he said. â&#x20AC;&#x153;This property has never been out of the family. It goes back to about 1720,â&#x20AC;? said Hamilton. â&#x20AC;&#x153;It is my retirement. I am the last of the line thatâ&#x20AC;&#x2122;s owned it. You donâ&#x20AC;&#x2122;t want something just taken away from you without being able to plan for what youâ&#x20AC;&#x2122;re doing.â&#x20AC;? While only some residentsâ&#x20AC;&#x2122; land may be directly affected
by the proposed route, the prolific amount of â&#x20AC;&#x153;NO HIGHSPEED RAILâ&#x20AC;? signage dotting the area shows that many are worried about the proposed railâ&#x20AC;&#x2122;s impact. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a quiet neighborhood. It will affect our other neighbors even if it doesnâ&#x20AC;&#x2122;t take any of their property,â&#x20AC;? said Burnett. Even so, while many residents are not happy with the proposed western bypass, they also acknowledge that the other proposed track, through the town of Ashland, isnâ&#x20AC;&#x2122;t ideal either. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s pitted neighbors
against neighbors,â&#x20AC;? said Samuel. â&#x20AC;&#x153;We are trying to unify. It would tear up and destroy Ashland as well.â&#x20AC;? David Hamilton said, â&#x20AC;&#x153;I hope they donâ&#x20AC;&#x2122;t do anything, but Iâ&#x20AC;&#x2122;ve always felt like the trains should stay in the CSX right-of-way.â&#x20AC;? According to a 2006 DPRT Third Track Feasibility study, â&#x20AC;&#x153;there may be sufficient room within the existing CSX rightof-way to construct a third track, with only a few parcels totally less than an acre having to be obtained.â&#x20AC;?

While that is being held in the new Worship Center, there will be a Kids Fest in the churchâ&#x20AC;&#x2122;s Family Life Center with bouncies, games, and other entertainment. The study did mention, however, that “final engineering would need to completed before the actual amount of right-of-way requirements could be determined.” The study also noted that utilities may need to be relocated for this proposal, which could result in “substantial costs.” Regardless of which track is selected, several residents are still not convinced of the necessity of this project. “From my understanding, it will cut minutes off the
travel time, but, in order to do that, you’re disrupting so many lives and farms,” said Burnett. David Hamilton remained concerned by the taxpayer dollars involved to fund this project. “It’s poorly spent money for what they are going to get back from it. There’s so much more work that needs to be done on highways and bridges and things that are already [in existence]” he said. Anne Marie Samuel summarized what seems to be the sentiment of many local area residents: “It doesn’t mean anything to them, but it means a lot to us.”

L-D boys come from behind for Classic win By Andrew Spencer for the Hanover Local MECHANICSVILLE – Slow starts nearly doomed both LeeDavis’ boys and girls basketball teams on the final day of the Lee-Davis Southerner Holiday Classic basketball tournament Friday. But while the girls could not overcome a 1-point first quarter in the girls final, the boys overcame a 6-point deficit with a 21-point rally in the fourth quarter to come away with a 5047 win over Pasquotank High School in North Carolina. The Confederate boys managed only 10 points in the first half, but head coach Chad Bishop had faith in his team. “We told our guys the whole time that this was their game,” Bishop said. “They just needed to cut out the turnovers and really pick up the intensity, especially on defense.” A series of four consecutive 3-point field goals – two each by Jahmarcy Smith and Elijah Jones – in the fourth quarter created a surge of momentum that Lee-Davis rode to take the lead for the first time in the game with just over five minutes left to play. “We talked to them at halftime about their shooting percentage, and I think they came out and shot with a lot more confidence in the second half,” Bishop said.

just three points, 37-34, to Pasquotank in the girls final. “They definitely came out flat in the first quarter,” said Lee-Davis assistant coach Crystal Byars. “Offense was flat, defense was flat, and you just can’t win games like that. We told them that this was a more aggressive team than they’d seen earlier in the tournament, and if they came out flat, they’d lose.” What may have hurt the Confederates worse, however,
was their performance from the foul line, where they shot just over 50 percent. “We missed ten free-throws,” said Byars. “We lost by three points. That’s pretty easy math.” In the fourth quarter, however, it looked like a fairy-tale ending just might to happen. The Confederates were down by nine at the start of the quarter when they ramped up the intensity. The defense began to stifle the Panther shooters,
allowing Pasquotank only two field goals the entire eight minutes. Offensively,theConfederates shot with confidence, tying the game at 33 with just 2:35 remaining. But Pasquotank got a layup from Dazia Williams and two free throws by Miksaia Jordan – the latter with seconds left to play – and a potentially tying 3-point shot at the buzzer by Lee-Davis Kaitlyn Hilliard went wide right.
MECHANICSVILLE – The Hanover Hawks wrestling team isn’t what it used to be. But, coach Larry Allen is a veteran of Hawks wrestling and sees some serious potential in the lineup for the three-time defending Conference 20 champions – once they get healthy. The Hawks hosted the Hanover Duals on Dec. 30 and saw some elite competition from around the area, including Powhatan and Louisa, as well as teams from out-of-town such as Grafton, Peachtree Ridge, Kellam and Hickory. But, because of the injuries, the Hawks were forced to forfeit a number of matches. “Times are tight, we’re very lean,” Allen said. “We see HAWKS, pg. 27
R-MC repeats as Coaches Tournament champ By Brad Bess Richmond Times-Dispatch ASHLAND – Grayson Midulla, according to coach Josh Merkel, had been RandolphMacon’s best player in practice the two days before the R-MC Coaches Tournament. After the Yellow Jackets’ 69-62 win over York (Pa.) in the tournament championship game, he was officially named best player in the tournament. Midulla and Daniel Noe each scored 13 points, Randolph-Macon hit a seasonhigh 12 3-pointers and held on late to defeat York on Friday at Crenshaw Gym. Midulla, coming off a 21-point night in RandolphMacon’s 81-61 win over FDUFlorham the day before, was named tournament MVP. “It feels great,” said Midulla, a Glen Allen grad. “It was a big team effort.” Midulla, a 6-foot-4 sophomore, scored 12 points and hit all 3 of his 3-point tries in the final 5½ minutes of the first half, propelling Randolph-Macon to a 37-29 halftime lead. York cut R-MC’s lead to 4642 midway through the second half, but the Yellow Jackets went on a 14-4 run to get back up by 13 with about five minutes left. A 14-3 run by the Spartans pulled York to within 5 at 6661 with less than a minute to go, but Noe and Midulla made free throws late to seal it and give Randolph-Macon its first three-game win streak of the

They had just two turnovers in the first half, but finished with 14. “I actually think we’re shooting too many 3s,” Merkel said. “But it’s always good when you’re making them. I thought we’ve shared the ball much better. The high-level tournaments do a lot for the Hawks team. “What it does for us is expose us to different styles,” Allen said. “Just different mentalities. We have teams here today with kids that are wrestling for real and the stakes are the level we’ve wrestled at in the past. Part of
the process is wrestling these teams and our younger kids learning they’re on the upward side of the pendulum. In order to get to that level, you have to see that level.” The Hawks will host Atlee, Lee-Davis and Patrick Henry on Jan. 11.
