Bell Creek/U.S. 360 work gets closer to completion By Mollie Hargrove Reporter MECHANICSVILLE – Construction on the relocation of the intersection of Bell Creek Road and U.S. 360 (Mechanicsville Turnpike) is expected to be finished late summer through early fall. “We are relocating Bell Creek farther east, which should help with the evening backups of the Interstate 295 northbound to Route 360 eastbound ramp, Richmond District Area Construction Engineer Brian Ramsey with the Virginia Department of Transportation said. “This ramp has a
tendency to back up all the way to mainline I-295.� According to Ramsey, the delay occurring last year was due to inclement weather, causing a storm drain to be deeply excavated to compensate for all rain drainages. This utility work has been completed and the project is continuing above ground. “We plan on switching to a new traffic pattern in four to six weeks,� Ramsey said. People will begin to see widening of the road as pavement begins to be put down. There will be a new traffic signal put in place as U.S. 360 is closed off to complete
the construction. This will give citizens better access to I-295. Construction of the project slowed down due to winter weather, which Ramsey said is not an ideal time to lay pavement or complete the utility work. People should be seeing the project making quicker improvements now that the storm drain has been installed. The cost of the relocation project is $8 million. MECHANICSVILLE – A Life Scout with Boy Scout Troop 534 who is pursuing his Eagle ranking, approached the National Park Service about building a 100-foot bridge between lands that had been held by the Union and Confederate armies in the Civil War.
Wyatt Schneck contacted the Park Service about developed and soon-to-be developed lands at Gaines Mill on Cold Harbor Road in Mechanicsville. “I contacted the National Park [Service], Kristen Allen, and she said they don’t usually have things for Eagle Scouts but they just got this huge piece of land and they were
thinking about opening it up with this new bridge and battlefield,� Schneck said. The Park Service maintains the 60 acres and agreed to work with Schneck on his Eagle Scout project. In November, he asked about taking advantage of his love of history while gaining see EAGLE, pg. 25

Newspaper business does have perks

By Melody Kinser Managing Editor From the time I entered the newsroom at my hometown newspaper, I was directed not to accept anything from anyone — not even a cup of coffee, which, at that time, was 10 cents. It’s a matter of integrity and ethics and one I’ve adhered to for over four decades. But there are situations that provide memorable moments in this business. In the early 1980s Chuck Norris was going to visit a karate studio in which he had invested in Huntington, West Virginia. I got the assignment — even though I knew nothing about the action star or his movies. To my advantage, however, was the fact that I was the only female journalist taking part in the press conference.
Norris was incredibly gracious as he talked about his career and preparing to film “Missing in Action 2.” Fortunately, I have this ability to act like I know something when, in reality, I don’t have a clue. That’s how it was when he was talking about his movies. I hadn’t seen any of them. But it was cool meeting him, getting two autographed photographs, and, as the only woman, a few hugs and a couple of kisses on the cheek. Not a bad day’s work. A favorite story about the benefits of being a journalist took place when I was news editor at the Bluefield newspaper. Richard Gere was filming “Primal Fear” and three coal communities in neighboring McDowell County were being used. I think it was the second of three days when the assistant director approached me and said the
director wanted me to do a walk-on in a scene where Gere pulls up to get gas. I was asked to walk out of the convenience store as he approached. Even though I pulled rank on the reporters to cover Gere, I had to get to work and declined — still greatly puzzled by the request — the offer. When the movie was released, my sister referred to it as “The movie my sister wasn’t in.” The scenes from West Virginia were cut in the final edits, so what could have been a couple minutes of my 15 of fame were saved. Regardless of any brushes with celebrity, I still find the best part of this job is interacting with the readers. I enjoy it when someone calls or sends an email and feels familiar enough to call me Melody or Mel. So, when it comes down to it, the greatest perk would be you. Thanks for joining the ride.

Better late than never: The story of Sugar Man By Jim Ridolphi Contributing Columnist Like many former musicians, Sixto Rodriguez finally succumbed to the frenzied madness of the music business in the early 1970s, gave up the journey and settled in Detroit for what could be described as a humble life.
He left behind the smoke-filled bars and small hole in the wall venues where he played his unique blend of lyrics and melody for years replaced by a work-a-day existence in Motown. His efforts hadn’t gone unnoticed. In 1967, he released “I’ll Slip Away” and landed a minor record contract.

Following up on Pole Green Road congestion issue As a recent newcomer to Hanover County and someone who is employed in the transportation industry, I read with interest the letter from William and Aubrey Long pertaining to concerns about large trucks on Pole Green Road. Their concerns are certainly legitimate, but perhaps I can shed some light on this issue. Not only are there businesses — from restaurants and schools to grocery stores and convenience markets — but there is a lot of new residential construction occurring in the area and there is even a refuse/disposal site nearby. None of these entities can function without items being delivered by commercial vehicles. Don’t forget FedEx, UPS and other delivery services that use larger than normal trucks to bring everyone the things we want now in today’s fastpaced competitive society. Even the gasoline in your car, the heating oil in your home and the propane in outdoor tanks (common around here) arrive in a large truck. New homes cannot be built without cement mixers, dump trucks, flatbeds pulling lumber and bricks, excavators, etc., etc. Don’t forget the furniture and appliances in your home that were delivered directly to you, nor the weekly garbage pickup right from your driveway . . . all with the use of large trucks. In a nutshell, it is a type of dilemma. Most people hate big trucks — but everyone needs and demands what we carry as cargo and nobody wants their freight to be late for any reason. Until much-needed improvements are made to Pole Green Road (as the traffic volume will increase significantly in the coming years) to make it see LETTERS, pg. 8

government auction house, a residence he still calls home some 40 years later. Rodriguez transformed his thought-provoking lyrical talents to a desire for change and involvement in politics. He ran for mayor and other public offices but never won, and continued what would be considered a normal life in declining Detroit.
Thousand of miles away in a country ripped by racial tension and turmoil, an album that never sold in the United States was capturing the attention of a generation of followers who took solace in his words of wisdom and protest. South Africa was not a bastion of independent thinking at the time – quite the opposite. A society lived under the censorship of an oppressive government and a policy of apartheid was tearing at the very fiber of the troubled nation. Cold Fact found a dedicated following and some estimates placed sales of the re-released album at close to a half million copies. The wave of Rodriguez popularity went unknown to the artist, who spent days toiling away stripping houses or doing demo work turned down by everyone else. As South African authorities struggled to locate copies of the album and scratch the contents, Sixto raised his family in a hand-to-mouth fash-
ion in the old house that never seemed fully finished. And that’s how it stood for the years between the mid-1970s until 1997 when his daughter happened across a website created to find Rodriguez. After initial contacts with the site’s developer, the shy guitarist’s fame was no longer a secret, at least to all but U.S. listeners. I learned of Rodriguez’s story through the documentary Searching for Sugar Man, an award-winning film by Swedish director Malik Bendjelloui. It chronicles the efforts of two die-hard Rodriguez fans from South Africa who set out on a worldwide mission to find out what happened to the elusive singer. He’d become a legend in South Africa, and his albums, mostly bootlegged, were unequaled in popularity, even by the stars of the day. Of course, the fact that the government banned them didn’t detract from the enormous interest in his work. Popular lore told a sad a
story regarding Rodriguez’s untimely end. One account told of a meltdown on stage followed by a gunshot while another retold a bizarre incident where the singer set himself on fire while performing. The two devotees were more than relieved to discover Rodriguez was alive and well in that same Detroit home. Rodriguez revived his on-hold music career and traveled to South Africa for a sold-out concert tour shortly afterwards. His albums were rereleased and Rodriguez became widely accepted, even in the United States with network late night appearances and numerous bands covering his songs, most notably Dave Matthews who routinely performed Sugar Man on his tours. The story intrigued me for several reasons. Initially, I found it almost impossible to believe that in a constantly shrinking world, a man worked and lived almost a
lifetime without realizing his immense notoriety on another continent. And, there are the lyrics. I purchased a selection of Rodriguez songs and listened to the lyrics that inspired a generation in South Africa, and capture a spirit of independence around the world today. The lyrics are grittier, more earthy that Dylan and not as melodic as Cat Stevens, but they do tell a message of the struggles and realities of life, woven in a unique almost mystical rhythm. Today, Rodriguez performs in music festivals and venues around the globe, and I suppose he’s achieved that financial success that was always elusive. Somehow, it doesn’t seem important to the artist, and some accounts say he gives most of the money he makes to his family and friends. Still the humble warrior, he walks the streets of Detroit, a man known to millions, and unknown to millions more.

Unfortunately, some members of Congress want to privatize, cut or weaken Medicare, which would put the health of tens of millions of retirees and
others at risk, drive up health costs, and weaken economic security. Registered nurses say “No!” We must not or privatize Medicare. In fact, we must stand up to protect it, improve it, and expand it to cover everyone. Instead, on Medicare’s anniversary, let’s recognize Medicare’s accomplishments and improve and expand Medicare to all. That’s the best prescription for healing what ails Americans. safer, the best we can hope to do is to have the county and/ or the Virginia Department of Transportation (VDOT) post “No Through Trucks” signs between Bell Creek Road and U.S. 360, but that is still not very easy to enforce. VIRGINIA FAULKNER Virginia Scott Faulkner, 77, of Mechanicsville, has bid farewell to her family and friends here on earth. On Thursday, March 30, 2017, she departed this life. She is at peace now, reunited with her beloved husFAULKNER band of 20 years, W. George Lester. Mrs. Faulkner was preceded in death by her parents, W. Ramsey and Nellie H. Faulkner; and her first husband, Martin M. Goriczynski. Mrs. Faulkner leaves behind her daughter, Theresa Goriczynski; and son-in-law J. Curtis Tucker. Virginia also is survived by cousins, Lynne H. Gardner, Richard H. Harrison, Eugene L. Harrison, Anne G. Allen and Phyllis Broaddus. Following high school, Mrs. Faulkner earned a business degree
from Madison College. After her first marriage to Martin M. Goriczynski, the family moved to Florence, South Carolina, Frenchtown, New Jersey and Smithfield. In Smithfield, Virginia served as the Town Secretary. After returning to Richmond, she worked in the Executive Secretary’s Office of the Supreme Court of Virginia, and following that as Housing Coordinator at Westhampton College. She retired from Ethyl Corporation, where she held several executive secretarial positions. Virginia will be remembered well for her love of dogs and her generosity to the Hanover Humane Society. “Saving one dog will not change the world, but surely for that one dog, the world will change forever” -K. Davison. The family has requested that, in lieu of flowers, donations be made to Laurel Park United Methodist Church, 2700 Hungary Rd., Richmond, VA 23227 or Hanover Humane Society, 12190 Washington Hwy., Ashland, VA 23005. Mark grew to be a creative, intelligent, motivated businessman and entrepreneur with a passion for leading-edge technology. He was fun-loving with a kind heart for his wife, daughters, family, friends and dogs. He enjoyed fishing, war gaming, kayaking and camping. A Celebration of Life was held at 10 a.m. Monday, April 3, 2017, at the Hope Church at 12445 Patterson Avenue in Richmond. Stevens fills post vacated by new town manager ASHLAND – Former Ashland Planning Commissioner Felix Stevens has agreed to fill the finance director’s position that was vacated when Josh Farrar became town manager. He brings to the job a wealth of local government experience in the department he will oversee. “I was familiar with Felix’s roles with Hanover County and had always had outstanding interactions with him. He was also recognized for that commitment to excellence in his work and community by the Treasurer’s Association of Virginia in 2013,” said Farrar. Before taking his seat on the Ashland Planning Commission, Stevens worked for 12 years with the Hanover County Treasurer’s Office, with his last role serving as the deputy treasurer for collections. He sat on the Planning Commission for about seven years before accepting the town’s finance director office. Responsible for supervising Ashland’s finances and its reporting, Farrar said Stevens will receive a salary of $73,634. Farrar made the final decision in his hiring. “[He] performed very well during the interview process and it was clear that he had done his homework and was committed to the position and town,” Farrar said. Using Bright and Associates (BAI), a popular accounting software that is used across the commonwealth, requires an important set of skills in which Stevens is considered an expert. In fact, he provides training on the software to other localities
in Virginia; something Farrar couldn’t help but notice. “We had [the] finalists do an exercise in [Microsoft] Excel to confirm both their back-
FELIX STEVENS ground using the software, but that also allowed us to get a better understanding of how they might approach a problem. Felix excelled not only in using Excel, but in his approach to the task,” Farrar explained. Farrar said there were 15 candidates who applied for the position. Originally from the “Tar Heel” state, Stevens attended the University of North Carolina at Chapel Hill, where he received his Bachelor of Science degree in Industrial Relations. He also is a Master Governmental Treasurer (MGDT) through the Treasurer’s Association of Virginia. Asked if he was excited for his new career, Stevens replied “Absolutely – I can’t wait to get started. I mean, it’s just a great opportunity.” “I’ve always been interested,
I mean, I’m on the Planning Commission with the town now, and I know these types of opportunities present themselves. I knew that Charles [Hargrove] left and that Josh was recently hired to fill his position, so when [the position] was available, I applied,” Stevens said. In beginning his new job, he said he first wants to get a feeling for what his roles are, and become comfortable with what the position entails. “I just need to realize what my whole role encompasses and then go from there. I want to get comfortable and get to know everything first before I make any moves. You’ve got to get comfortable first,” he said. Farrar, the former finance director, will be close by to assist Stevens after having just served in that capacity. “Josh is really bright and talented, and I will be in his office with any questions I have. You know, I’ve gained a lot of experience here and Hanover County working for Mr. Miller; he’s just a great leader and a great mentor,” he said, referring to his work with Hanover Treasurer Scott Miller. In a press release from the Town of Ashland, it states that Miller said Stevens and his staff maintained collection rates of about 99% in real estate and personal property taxes. Adding that while Stevens’ position as a commissioner did not play any role in his hiring, Farrar pointed out that he did think it offered him a unique perspective that will be beneficial to him in his new job as the director of finance. “Land use and the town’s finances are inextricably linked. The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Chubbs, at left, 472761, is a 1-year-old male neutered lab /pitbull mix. He has had his first set of vaccines given and is Heartworm check negative. Chubbs is a nice dog that has been at the shelter for a month. He previously lived with a nice family. Chubbs is very good with people. He loves to run and play as well. He also loves to go on car rides. Chubbs knows some basic commands such as sit and stay. He also has done very well around other dogs. Jack, 472696, is a 3-year-old (estimated) male neutered pitbull. He has had his first set of vaccines given and is Heartworm check negative. Jack came to the shelter as a stray last month. He seems to have been someone’s pet at some point because he is well mannered. He gets along great with people and other dogs he comes into contact with. Jack loves to play and run. He does well on a leash too. He will make a good family pet. Lindgren told about 150 friends and family paying tribute Saturday to James E. Henry. A conference room at the college was dedicated to Henry, who provided service to the college for over 45 years. Henry served as the founding supervisor of the Randolph-Macon Print Shop. He was described by his colleagues and friends as the goto person for getting the job done. Starting as a custodian at the college, Henry was noticed by a staff member, giving him
the opportunity to work the printing press. “Henry has seen more exams than any student,� Lindgren said, commending Henry on his essential role

The Town of Ashland has a great group of talented and smart folks, and I just can’t wait to get in and participate and hopefully provide some ideas,� Stevens said. Ashland’s finance director position previously was conjoined with deputy town manager. That dual role has been excluded. “I have actually separated the deputy town manager function from the role of finance director, and Mr. Stevens was hired solely with the expectation that he would be an outstanding finance director. After some time getting my feet under me as town manager, I will reconsider the role of deputy or assistant town manager and consider where those duties should be placed within the organization,� Farrar said. Farrar was hired as Ashland’s town manager in January after Charles Hartgrove resigned to become deputy city manager in Lynchburg.

ECHANICSVILLE — A tradition of the Cold Harbor Ruritan Club, which is located in Mechanicsville, continues this year. The Shrimp Festival will be held Saturday, June 3. Hours are 4 to 8:30 p.m. at the Hanover/ Cold Harbor Ruritan Park. According to Keith Rigsby, Shrimp Festival chairman, Cold Harbor Ruritan Club, the festival is always presented the Saturday at Memorial Day. “We have been having this event for well over two decades and it’s bigger than ever,� Rigsby said. “This event has grown nearly 400% over the last three years selling out each year,� he added. As far as the menu, Rigsby said, “We have shrimp, fish, hush puppies, cole slaw and all
types of beverages.� This year’s entertainment will lead off with Infinite Monkey Theorem followed by Tony Jackson.

identity theft and other scams,” Sgt. James R. Cooper, speaking on behalf of Col. David R. Hines, sheriff, said. How can you reduce your risk of becoming a victim of identity theft? Be aware of scams and “phishing” schemes. Do not give out personal information over the phone, through the mail, or over the internet unless you have initiated the contact.
Protect your personal data. Use security software with firewall and anti-virus protection. Use strong passwords. Shred all documents that contain personal information. Do not click on links or download attachments from unknown or suspicious emails. How can you reduce your risk of becoming a victim during in-person transactions from online sales?

the Eagle designation. Service projects which led to attaining the highest Scout honor include working with nonprofit organizations to plan, develop, and give leadership to others. Since the Park Service acquired Gaines Mill, it has been a struggle to find a solution to link the two sides, which are separated by steep hills and Boatswain’s Creek. “To make things a little easier, we split it in half. The National Park is taking care of the frame of the bridge,” Schneck said. “To bring visitors across the creek right there is the most obvious way to introduce others to this side of the creek, because there’s not a lot of public access to this side. There’s been no ideal way to get to this side of the park,” Allen said. Thanks to Schneck and some other Eagle Scouts, a costly project has been made fiscally realistic for the Park Service. Volunteers are helping and fundraising has brought in monies. “We’re just starting to get the word out for donations, either lumber yards that will
donate material or hardware, equipment rentals, that kind of thing,” Tara Schneck, Wyatt’s mother, said. As project manager, Schneck has spent over 50 hours with the Scout Master, the Troop Committee and the Heart of Virginia Council to gain approval for the project,

develop a plan to secure materials for the bridge’s foundation and add rails. His estimated budget is set at $2,700. Schneck planned to raise the funds through donations and fundraisers such as pancake breakfasts and spaghetti dinners. The National Park Service has split the project with him, helping to provide some funding and materials. Members of the military completing training at Fort Lee recently offered their time to help, cleaning out the forest
and carrying materials to the building location of the bridge. “It’s an enormous amount of work and money because the materials we’re using are 8 by 8 by 8-foot logs. I mean, they’re huge, that’s why we reached out to Fort Lee,” Tara Schneck added. Easy access to the Confederate army’s side of the park is not available. Representatives of Fort Lee, as well as volunteers, carried heavy, large materials down the steep hill to the bridge site. The bridge will provide easy access for park-goers to explore the historic battlefield from the Union and Confederate sides. “Park Day” was observed Saturday, April 1, with construction starting with assistance from Fort Lee troops and the public. Gaines Mill was the largest single-day battle of the Civil War in the Richmond area, occurring on June 27, 1862. Boatswain’s Creek that divides the two army sides, was a major obstacle during the battle, obstructing military efforts. The bridge will enable visitors and history enthusiasts to walk in the footsteps of those who fought in the Civil War.

County teams test legs at Lee-Davis meet By Dave Lawrence Sports Editor MECHANICSVILLE – Thanks to a Virginia High School League rules change, weekday track and field meets mean more than they have in the past. A number of county athletes took advantage of that rules change to earn their tickets to their respective state championship meets Wednesday night at Lee-Davis High School. In past years, VHSL required at least 10 teams be present before athletes could earn state cuts in events. This year, only five teams are required to meet that standard, which means coaches – and athletes – can secure berths in their better events early on while giving time to give other athletes on their teams a chance to earn bids. Lee-Davis, Hanover and Patrick Henry brought many of their best Wednesday night, while Atlee gave many of its newer athletes a chance to get experienced. Three Hawks have their trips to the Group 4A championships guaranteed: Makenzie Joiner in the girls 800-meter run, Deysia Oakrum made state cuts in the girls long jump, and boys pole vaulter Joey Badalamenti, “We’ve got some places to grow and things to work on, but overall, I’m pleased with

our performance,” said Hanover head coach Rich Firth. “We had several first-place finishes or high finishes, which is good.” Joiner won the 800. Oakrum won the long jump and triple jump, and Badalamenti finished second in the pole vault. Teammate Nathaniel Good won the boys 800 run. Lee-Davis’s Nicholas Corbin won the boys 110 hurdles and high jump. The Confederate boys 800- and 1,600-meter relay teams also finished first in their events. Lee-Davis had a number of top-five finishers on both the boys and girls teams.

The junior right-hander from Hanover, who missed last season after undergoing elbow surgery in 2015, registered a career-high 10 strikeouts as No. 19 U.Va. chipped away at an early VCU lead and took a 4-2 victory on Wednesday at The Diamond. Casey struck out the side twice in 6 1/3 innings before a crowd of 4,024. Hanover offense catches fire in 13-7 victory By Billy Fellin Richmond Suburban News POWHATAN – It was just the kind of game that the Hanover boys lacrosse team needed. On March 29 against Powhatan, the Hawks’ offense was showcased. Their defense was challenged at times throughout the game, but they still came away with a 13-7 win. The win over the Indians was Hanover’s first win of the year. “It was big for us,” said Hanover coach Dave Daly. “It was a monkey off our back right now. We had a pretty tough stretch to start. These boys have been working and we were finally able to get one.” After a first period that was very back-and-forth – with the Hawks edging the Indians 3-2 in that frame – the Hawks came out in the second quarter and allowed one more goal to make it 3-3. Then, the offense came alive. Hanover scored six unanswered goals, which bled into the start of the third quarter, to
Smithers added two more for the Hawks. “He shot the ball better than he has, which was big,” Daly said of Cryster’s play. “His shot selection is maturing at this point. He’s doing really well.” After the win over the Indians, Daly hoped that momentum would carry forward. It certainly did on March 30 in a 6-4 win against Patrick Henry. The schedule won’t get any easier for the Hawks as they faced Glen Allen on April 3 and visit rival Atlee tonight at 7:30 prior to spring break. “We have a busy couple days before get ready for Atlee,” Daly said. Hanover rotation, which includes Josh Plummer (Tennesse) and Camden Grimes. Hanover used four pitchers Monday — everyone except Grimes. Altogether, they gave up two earned runs, five hits and five walks. The Hawks scored six runs in the second inning, blowing open the game. Deep Run (2-2) shot itself in the foot by allowing three walks and a hit by pitch and committing an error. With the bases loaded,
senior Brian Sisson slammed a double to the gap in right-center, scoring all three runners. That hit broke open the game, giving Hanover an 8-2 lead. “We had good energy from the first inning,” Sisson said. Sisson faced a 1-2 count with two outs. Deep Run Eli Weisner threw a low fastball, and Sisson fought it off, sending it to the opposite field. “That really broke the ice,” Hanover coach Charlie Dragum said. “It let us breathe.” Hanover has owned the No. 1 spot in the Times-Dispatch Top 10 since the beginning of the 2016 season. But at times

Three errors were committed and several walks issued. “I think we could be really good,” Charlie Dragum said. “We’ve got some highly skilled guys. But we still are learning.” Jack Dragum was walked three times and scored twice. Grimes had a double and scored a run, and Plummer went 2 for 3 with a double. Hanover hosts No. 2 Mills Godwin next Monday. Eli Weisner and Jamari Baylor each had three hits for Deep Run.
