HANOVER – The Hanover County Board of Supervisors unanimously approved a $440.5 million Fiscal Year 2018 budget last week. The new budget addresses pressing Fire/EMS issues, bolsters
the Sheriff’s Office, and provides initial funds required to revamp the school system’s technology and information systems. Vice Chair Sean Davis, Henry District, said this year’s budget is “the best one I’ve seen in the five years I’ve been here.� But, Davis and other members of the board are express-
ing reservations regarding the approved budget’s inability to address vital road issues in the county. State funding cuts for road building prompted the county’s Community Development Board to suggest options to see ROAD, pg. 7

When is trying to help considered intrusive?

By Melody Kinser Managing Editor He exited the grocery store on a motorized scooter with his purchases and pulled up beside his vehicle. Moving slowly, he methodically organized the bags and gradually loaded them into his SUV. The urge to offer assistance was overwhelming, but there was that hesitance of not wanting to insult him by inserting myself into his independence. As I’ve aged, I’ve certainly become more sensitive to the elderly — nearly breaking into tears when I see a man or woman alone trying to manage lives many of us take for granted. I find myself wondering about their circumstances and praying they aren’t alone.
I know I am blessed to have a healthy 86-yearold mother, who is extremely active, still drives and, as a matter of fact, was grocery shopping while I waited (this ankle situation is still an issue). Watching more and more elderly people exit with their groceries, my mind started going in so many directions in regards to their lives. That’s when my eyes got a bit teary, worrying about whether someone was at home when they returned or if family members or friends keep a check on them. Back to the initial thought. I felt sad and guilty after the gentleman loaded his groceries, managed to get off the scooter, and drove off. Yes, I should have at least offered to help him. Even though I’m still limping, I could have assisted him with his groceries.
There’s no doubt in my mind that I erred in not offering to help. Trust me, that won’t happen again. I consider myself a people person and, more importantly, a Christian. We should help when we can. I recently decided to give money to those who may be considered panhandlers. I don’t know how their lives came to that point. But I do know that whatever their circumstances may be, I can help — and should. I’m not wealthy but the Lord provides and I’m beyond the age of giving back. Moving forward, I will step up and offer aid — and I’ll give cash to someone in need. The bottom line is we should simply be kind to one another every day. If we have the resources to do for those in need, then that’s exactly the path we should take. I know I will.

many years, and the challenges they met together. The two seemed destined to spend a lifetime together from the earliest beginnings in New Concord, Ohio. Their parents were best friends, so little Johnny and Annie often were placed in the playpen, side-by-side. After they married, Glenn pursued his career as a test pilot and was
eventually named as one of the seven original Mercury astronauts. While Glenn became the first American to orbit the earth, Annie stayed home in Arlington, Virginia, and raised their two children. Her husband routinely made the trip home from his training base at Langley. see HERO, pg. 8

Resident: Fowler refusing credits for basic studies Del. Buddy Fowler, the champion voter repressionist, now wants to punish immigrant kids with limited English proficiency by refusing to let them earn credit for marginal failures in reading, writing, and math. See his No-vote in House Bill 936. Nevertheless, the gerrymandered 55th District representative is all heart. He wants us to pray for these students. See his Yes-vote on prayer in House Joint Resolution 762. Del. Fowler’s unwillingness to cut a little slack for bilingual kids suggests a position that Virginia should prefer one type of child over another. His vote against HB 936 implies that immigrant students are not deserving of a plan that serves their unique needs. This unfortunate, provincial position held by Delegate Fowler is discriminatory. It ignores the fact that elected officials are responsible for serving all of their constituents, not just a chosen few. Successful schools that are most effective are the ones that take into consideration the unique needs of all children. Perhaps prayers for these immigrant kids might help. Let us hope so. It appears that’s all they’re going to get from Del. Fowler. They should have chosen different parents. So pray for these kids. It will make Jesus proud and it won’t cost a dime. Dale Hanks Ashland

The Sliding Hill Road project was funded in the first round of Smart Scale allotments, but the U.S. 360 project has not fared as well. The latest round of funding did supply funds for the Caitland Road project, an improvement that triggered the state’s safety rating, but funding for U.S. 360 was not available. Flagg indicated there may be light at the end of the tunnel for funding the U.S. 360 project following a concerted effort by county officials to reopen an examination of the improvements. “It’s very unique,” Flagg said describing the 360 project. “It’s been a longstanding priority for the county and had funding allocated. He drove an old compact car that often drew the jeers of his fellow astronauts as they pulled away in their Corvettes. But, they knew John Glenn had something much more important than the flash of the pan of a squealing tire or the limelight of a flash bulb-filled night club. He had Annie, who he described as his launching pad. Equally important, she had him.

The notoriety of those Mercury astronauts was welcomed by most of the participants, but Annie approached the new-found notoriety with a fear with which few of us could relate. Suffering from a crippling stutter since childhood, Annie chose her friends carefully. She recalled in her book that many of those friends would finish sentences for her in an effort to console her inability to speak. She noted that John always waited for her to finish her sentence, no matter how long it took to complete. He shielded her from the prying eyes of a press that couldn’t understand her hesitancy to enter the spotlight that notoriety brings.
Through it all, John and Annie Glenn forged a partnership that served as a model for couples seeking a sound and lifelong relationship based on love and respect. She willingly entered the public arena again in 1998 when her husband again placed his name in the annals of American heroes. At at a time when many his age were learning to like oatmeal, or getting fitted for a snuggly-fitting diaper, Glenn again entered space on Shuttle Discovery, becoming the oldest person to travel in space. Along the way, Glenn found time to serve his beloved Ohio as its U.S. senator. Again, Annie graciously assumed the role of a senator’s
wife, and in her unassuming and dignified way, placed her signature on that role. As Annie sat among family and friends, as Glenn was buried with full military honors, no one noticed the small diamond ring on her left ring finger. It’s the same ring that John purchased with his last $125 when they were engaged. According to a 2013 newspaper article, her husband offered on many occasions to replace the modest ring, but Annie liked it just the way it was. “It’s shiny, and he picked it out,” she said. “I don’t need anything larger to make me happy.” And neither did he.

The series explores the world of antique “picking” on History. Wolfe and Fritz are considered two of the most skilled pickers in the business, as they hunt for America’s most valuable antiques. They said they are always excited to find sizeable, unique collections and learn the interesting stories behind them. As they hit the back roads from coast to coast, Wolfe and Fritz said they are on a mission to recycle and rescue forgotten relics. Along the way, the Pickers want to meet characters with remarkable and exceptional items.
The pair hopes to give historically significant objects a new lease on life, while learning a thing or two about America’s past along the way. Wolfe and Fritz have seen a lot of rusty gold over the years and are always looking to discover something they’ve never seen before. They are ready to find extraordinary items and hear fascinating tales about them.

and numerous members of the Dawn community, she owned and operated Dyson’s General Store, where she became a friend and mentor to all she encountered. She was a member of the Eastern Star, the Hanover Ruritan Club, the Doswell Women’s Club, the Hanover Christmas Mother, and Concord Baptist Church, where she sang in the choir. Her faith in God carried her through her 91 years of life. She leaves behind to cherish her memory her son, James A. Dyson Jr. (Linda); daughter, Jacquelyn Dyson Lazzuri (Caesar); four grandchildren, Jeff Lazzuri (Lisa), Heather Dyson, Jennifer Lazzuri Dockum and Amanda Dyson; eight great-grandchildren, Allison, Anna, Abbey and Alex Dockum, Wyatt Dyson, Peyton, Paige and Piper Lazzuri; loving brother, Strother William “Ted” Lewis (Margaret); sister, Hannah Lewis Chance; sister-in-law, Lorraine Carlton (Harvey); devoted daughter-in-law, Fredricka Dyson; and a host of nephews, nieces, cousins and friends. Always one to sacrifice and put others
first, she was fiercely loyal to the Lord and loved Him with all her heart. Since moving to Warrenton, she attended Warrenton Baptist Church. She is survived by her children, Henry James Goodwin of Hanover County, Maria Elizabeth Craig of Chester and Matthew Shaw Goodwin of Amelia County; and three grandchildren, Ryan, James and Dale Goodwin. Funeral services were held at 3 p.m. Tuesday, April 18, 2017, at Moser Funeral Home in Warrenton, with the Rev. Jay Lawson. Monica was employed by the city of Winston-Salem, North Carolina. She graduated from North Carolina State University with a degree in Fisheries and Wildlife. She did post-graduate work on the red wolf project in Manteo, North Carolina, and on a project tracking coyotes in south central Georgia. She was much loved and will be missed not only by her family and co-workers, but also by her many life-long friends with whom she shared her love of animals, music, and Okracoke. A memorial service will held at a later date.

A first generation American of Serbian and Croatian parents and the last of 12 siblings, Rose was loved by many and will be greatly missed. A resident of Mechanicsville and a previous long-term resident of Newport News, she was preceded in death by her loving husband of 54 years, Thomas Francis Searls. HARRIET VAUGHAN Harriet Chilton Vaughan, 90, known as Hallie, a resident of Westminster Canterbury in Richmond, passed on to be with the Lord on Saturday, April 8, 2017. She was the daughter of the Right Rev. Samuel B. and Harriet M. Chilton, and was born in the Hanover Courthouse community on September 16, 1926. She was a 1944 graduate of Randolph-Macon College in Ashland, and taught English for two years
at Blackstone College in Blackstone. She was a member of the Daughters of the American Revolution (DAR), past regent of the Louisa DAR Chapter, and a member of St. James’s Episcopal Church in Richmond. Hallie raised her family in Louisa, where she worked at the Louisa County High School library for many years. She was a soft-spoken, dedicated, compassionate, and hardworking gentlewoman who preferred to let her actions speak louder VAUGHAN than her words. Described as humble and filled with grace, she was always ready with a good book recommendation or unjudging words of support. Whether Mom, Hallie, Grandma, Mum-Mum or GG, she will always be fondly remembered as the adventurous, loving and talented lady that she was. She was predeceased by her husband of 54 years, Alexander B. Vaughan Jr.; daughter, Cathy V. Gill; and brother, Thomas H. Chilton. She is survived by her brother, Charles A. “The Town of Ashland seeks to be an attractive community for people of diverse backgrounds to live, work, shop and play – with play being an important factor in the health and happiness of Ashland’s residents,” states the current master plan vision statement. Collins told the committee that he essentially cleaned up the organization and format of the master plan; changing headings and organizing text to make it more reader-friendly. Collins and Farrar then outlined to committee members the Parks and Recreation Fiscal Year 2018 budget and other capital items. The MathScience Innovation Center will be holding its Technology Saturday for high school students. The GhostRed Challenge is designed and conducted by a volunteer team of GE Analysts and will challenge students to solve problems in areas such as programming, technology, trivia, networking, and cryptography. Students with any level of interest in technology as well as students of all skills levels are encouraged to sign up. There is no cost for this program. Lunch will be provided for all participants. Counties partner for Child Abuse Prevention Month HANOVER — In recognition of Child Abuse Prevention Month, the Hanover Court Appointed Special Advocate (CASA) Program will be distributing educational materials at both Hanover and Caroline County Juvenile and Domestic Relations Courts. CASA also has partnered with Hanover Community Services Board to plant pinwheel gardens at various county offices. The pinwheel is a newer symbol for child abuse prevention and reflects childhood hope, health and happiness. CASA worked with youth during the Global Youth Service Day (GYSD) kickoff to make pinwheels to be distributed at the courthouses.
A cardboard “house” was built and youth were asked what they believe constitutes a safe and stable home. These houses with the youths’ responses are on display at both Hanover and Caroline County Juvenile and Domestic Relations Courts. Abused and neglected children are less likely to be school-ready and more likely to exhibit behavior disorders, to become teen parents, to abuse alcohol and drugs and to enter the juvenile justice system. Child abuse and neglect are often characterized as part of a cycle, because many people may act toward their children the way they were treated by their own parents. Breaking this cycle

Recycling event to be held at local solid waste center
HANOVER — Hanover County will hold a special recycling event from 10 a.m. to 2 p.m. Saturday, April 29, at the Mechanicsville Solid Waste Center (east side). During the event, Hanover County residents can bring electronic waste or household hazardous waste for free recycling and personal information or documents to be shredded. “E-waste” items accepted at no charge will include computers, computer accessories (cables, wires, keyboards, mice, speakers, etc.), printers, scanners, copiers, fax machines, telephones and cell phones, VCRs, camcorders, stereos, microwaves or anything with a plug. “E-waste” items for which there is a charge include TV and computer monitors under 27 inches measured diagonally ($10). Units greater than 27 inches measured diagonally will cost $20. There is no charge for flat screen monitors.
Hard drives can be destroyed on site for $5 each. Payment can be made only by checks. For liquids, aerosols and solids which are classified as household hazardous wastes, there will be no charge but a 5-gallon limit. These are based on container size. Examples of materials accepted include oil-based paints, flammables, organic liquids, aerosols, oxidizers pesticides, herbicides and corrosive liquids and solids, including: pool, hot tub and spa chemicals, household cleaners, muriatic acid, acetic acid, drain openers, oven cleaners, grease and rust removers, glues, mold and mildew removers, art and hobby supplies and photographic chemicals. Mercury thermometers and switches also will be accepted. No batteries, tube fluorescent light bulbs, explosives or radioactive materials will be accepted. New this time will be latex paint recycling. Is your basement, garage, closet or
storage space collecting old paint cans that you want to get rid of? Bring them to the event for recycling. Do not mix paint together. In order for the paint to be properly used, the contents need to match the label on the outside. There will be a $5 charge per container (cash, check or charge accepted). Service will be provided by Yuck Old Paint www.yuckoldpaint.com. Paint that is usable is distributed to reuse channels, including humanitarian construction projects, theater groups and licensed contractors. Up to four boxes (10” by 12” by 18”) of documents also will be accepted for shredding. This event is for Hanover County residents only (ID required). No businesses will be permitted. High-mileage discount nears May 1 deadline HANOVER — If your vehicle has a high amount of mileage, you may apply for a reduction in your personal property assessment. The qualification is based on NADA mileage tables. Monday, May 1, is the deadline to apply for this reduction, which is offered by the Hanover Commissioner of Revenue’s office. Proof of mileage at or near Jan. 1 of each year must be included with your application. The success of the 2017 Ashland Musical Variety Show is shown on the faces of the many children and young people who took part in the every other year production. He also said that $150,000 has been positioned to go towards the Carter Park Pool renovations; noting that it will go towards a snack bar at the pool, or the pool. Town council decided to push back the start date of the big pool. Farrar said it would be budgeted for in fiscal year 2018-2019. The presentation stated that email had been sent to swim team representatives. Their presentation also mentioned that lifeguard orientation has been set for April 20 and May 9, and that interviews will be held before orientations. Opening day for the 2017 Carter Park Pool season is May 27, and a ribbon cutting ceremony will be held for the new kiddie pool and bathhouse.
Collins told committee members that he would send them more information once they obtain more information. Coming directly out of the master plan itself, Collins explained that $27,500 would go towards the replacement fund for all of Ashland’s parks that have playgrounds. Grant funds in the amount of $1,640,000 issued by the state will be used to construct the historic Ashland trolley line, which Farrar recently explained in his town manager’s budget as capital project funds – not stemming from residents’ tax dollars. Farrar and Collins also proposed that a property near West Vaughan Road and Henry Street as a potential site for North Ashland Park. “I couldn’t help but notice that space and think – ‘that’s really attractive’,” Farrar said. The site is privately owned, and committee members said they loved the idea and sug-
gested that it would be a good idea to start having conversations with the property owner. Updates were provided on the current status of the Ashland Skate Park, as well as some improvements that are needed for safety measures. The town had a professional who sells skate park ramps, Dustin Nash with American Ramp Company, examine the park’s condition, and said that “surprisingly, it was in great shape,” Collins quoted. He said the park is in great shape for its age, and could survive another three to five years. Collins added that most wooden ramps in this climate rarely survive 10 years. The ramp strapping has been replaced, and the skate park has been reopened. Collins told the committee that he would send out an email of all the changes that he made and just presented, and suggested a deadline of one week for committee members to respond.

amazing creatures as pets. “Loving Critter Camp” is a five-day program, offered from 9 a.m. to 5 p.m. Monday through Friday, July 24- 28, at Hanover Humane’s facility in Ashland, located four miles north of Virginia Center Commons Mall. Nestled on 5 acres, Hanover Humane’s facility has a full-service Boarding and Grooming
Kennel and a home equipped with a Wellness Clinic, a kennel, play yard, and wooded walking trails. Camp activities will be conducted both indoors and outdoors, weather permitting. To better meet the needs of the campers, course materials and activities have been arranged for rising second

Hanover wins rematch of state title game By Dave Lawrence Sports Editor MECHANICSVILLE – Hanover’s Nick Zona had stepped up to the plate three times before in the Hawks’ rematch Thursday night against fellow VHSL Group 4A state finalist Liberty Christian. He put the ball in play those three times, with little to show for it: two groundouts to second base and a flyout to third base. The fourth time, in the bottom of the eighth inning, Zona was looking at two strikes, two outs, and a runner, Will Lopez, at third. He really wanted to get a hit – and he did. Zona earned a postgame dogpile and drenching by grooving a pitch off of Bulldog reliever Jacob Williams into shallow right field to score Lopez and end the game with a 4-3 victory for the Hawks. Zona said he knew what kind of pitch to look for. “I was watching the at-bats before, and he was throwing to hitters mainly fast balls. His curveball wasn’t really in the zone much,” Zona said. “I knew he was going to come in with a fastball at some point because he had just thrown me two breaking balls in a row – they were both out and away. I was hunting for a fastball.” When he got it, Zona – who had made contact in each of his three previous at-gats – rapped

it again, dropping it into shallow right field for a single and a game-winning RBI. The two teams last met in the VHSL Group 4A state championship game at Liberty University in June. It was a wild, see-saw affair with plenty of action and a result that was in doubt up to the last out. It was much the same when the two teams met for the rematch on the Hawks’ home diamond. Hanover spotted the Bulldogs three runs in the third inning on one play. Two runners – Connor Austin and Noah Robbins – came in on a single by Williams that was very nearly an out. They changed that perception with four runs that inning to tie it, then claimed a 6-5 victory – and doubleheader sweep – over the Hornets when Brandi Mulvena hit a sacrifice fly to center field to score Jen Balcom.
