HANOVER – Registration is underway for the 29th session of the Citizens Police Academy, which will take place from Sept. 12 through Nov. 14. The academy will be held at the Sheriff ’s Office every Tuesday between the hours of 6:30 and 9:30 p.m., and is free of charge. The deadline to apply is Saturday, July 15. The program is available to Hanover residents, business owners, or employees who are at least 18 years of age. Applicants must be willing to submit to a background check. Class size is limited and applicants will be selected on a first-come, first accepted basis. Those interested are urged to download an application, which needs to be notarized, at va-hanovercountysheriff.civicplus.com/ DocumentCenter/View/40, or contact Lisa

Hancock at 804-365-6112 for an application or additional information. The academy is designed to give participants an inside look into the law enforcement operations of the Sheriff ’s Office in an effort to develop positive and productive relationships with the citizens in our community. The training includes visual presentations, question-and-answer sessions, tours, and a variety of practical exercises. To date, more than 600 citizens have graduated from the academy since it was first offered in 1995. Sheriff addresses graduating recruits HANOVER – Five of the Hanover County Sheriff ’s Office newest recruits graduated on Friday, June 16, from the Hanover County Criminal Justice Academy at a ceremony held at the Hanover County Administration Building. Col. David R. Hines, sheriff, delivered an address to the

graduates, as well as presented them with their certificates and awards. Three of the graduates will enter into their final phase of their training as patrol deputies where they will spend at least 12 weeks with a field training officer. The two remaining graduates will receive addition-

Kroger nixes plans for new store

By Tammie Smith Richmond Times-Dispatch MECHANICSVILLE — Kroger is pulling the plug on a new store planned for Mechanicsville. The chain canceled plans to build a new Kroger on Mechanicsville Turnpike, just west of Compass Point Lane, in Hanover County. Instead, the company will spend $3.5 million to improve an existing Kroger store not far from where the new store would have been built. Also scrapped were plans to build a new Kroger in Colonial Heights. One analyst said Kroger’s actions may be evidence that the Richmond area has more grocery stores than the region’s population can support.

“Richmond has seen an explosion of new investment from food retailers in recent years, and the fact that about half of Martin’s stores were not picked up by competing food retailers would indicate perhaps that the demand is subsiding despite significant arrivals from Publix, Lidl and Wegmans,” said Jon Springer, retail editor for the industry publication Supermarket News. Springer said Cincinnati-based Kroger, the nation’s largest traditional supermarket retailer, has said new store returns have continued to exceed the cost of capital to build them, but its recent new stores have not been achieving the returns the company would have liked. “This is in part because of an overabundance of square footage devoted to

food in many markets — likely Richmond among them,” Springer said. “Kroger is also preserving capital for investment in other kinds of growth such as acquisitions of stores from retailers that have gone out of business, store renovations and addition of e-commerce capabilities,” Springer said. Kroger representatives informed Colonial Heights officials of the company’s decision not to move forward with the store during a closed session of a specially called City Council meeting Tuesday. The chain later released a statement. “We understand that our decision to not build the Colonial Heights store may seem confusing or cause frustration, and we sincerely apologize to those who antici-

Tomato Festival time spurs fond memories

Take the time to celebrate the 4th with a U.S. veteran

By Melody Kinser Managing Editor My first official day with Richmond Suburban News was July 14, 2008. I had driven in from Winchester on July 5 to see first-hand what the Hanover Tomato Festival meant to the community and what kind of turnout there would be for the annual event. Well, arriving around 1 p.m. was eye-opening, to say the least. Traffic was moving pretty well through Pole Green Park so I continued driving and catching glimpses here and there of what was taking place on the grounds. Fast forward to 2009 when I had settled in and was getting acquainted with more and more community, elected and business leaders, as well as our readers. That festival would prove to make history with over 40,000 people attending. Wow!

The Hanover County Sheriff ’s Office and Hanover County Parks and Recreation staff, in addition to the Hanover Tomato Festival Committee, worked tirelessly to keep traffic flowing. That year’s event was so popular that vehicles were backed up to Interstate 295. Talk about a successful festival. Anyway, in the years since it has been a tradition for so many of us to head out the second Saturday in July (the date was changed from the first Saturday due to any conflict with the Fourth of July holiday) to Pole Green Park. That tradition will continue on July 8. I always get a little melancholy at Tomato Festival time though, since Oscar Watson, who was the driving force behind the event, passed away. He was a kind and helpful man. Oscar and members of the Black Creek

Volunteer Fire Department started the festival as a fundraiser to assist with purchasing equipment and paying for training. Proceeds from the sales of the Hanover Tomatoes go the fire department. As for the famous tomatoes, this year will be a sad one after the death of Robby Dodd, who supplied the fruit since 1978 when the festival began. His widow assured me after his passing that their farm would provide the tomatoes this year. What a legacy for Black Creek. Two key men who were involved in what started as a very small event remain part of the day. The festival runs from 9 a.m. to 4 p.m. at 8996 Pole Green Park at Pole Green Park Lane in Mechanicsville. Mark your calendar for Saturday, July 8. It is quickly approaching. See you on the 8th as we celebrate the Hanover Tomato and remember Oscar and Robby.

Here’s to ‘last call’ and remembering Harry Wood By Jim Ridolphi Contributing Columnist It’s funny how you sometimes think you know someone for almost a lifetime, and then you discover that you only were acquainted with a small portion of his or her time on earth. In the late 1970s, Shockoe Bottom was alive with activity as new liquor by the drink restrictions were eased, and, for the first time, Richmonders

bellied up to the bar for a mixed drink. The Tobacco Company Restaurant was in the center of the newly acquired tastes, and customers lined up four deep at the elaborate bar for service. I found myself on the opposite side of that bar, struggling with a group of enthusiastic bartenders trying in vain to keep up with the frenzied pace that seemed to never end.

It was my first encounter with Harry Wood, who came to work as a barback, the real driving force behind any bar. He humped ice and washed glasses, and quickly moved up to bartender. For years, an unbelievably talented staff manned the bar on the first floor as the restaurant secured a reputation for good food, drinks and entertainment.

For most of us, tending bar serves as a bridge to some other goal in our life, and it was no different for Harry or me. I finally graduated from college and obtained a job at the post office, while Harry pursued a career in the granite business. As we began families, our paths grew apart and the business of everyday life only supplied momentary see LAST CALL, pg. 8

We will soon be celebrating the Fourth of July in some cases with family and friends. Take a moment if you can and spend it with a veteran, no matter which branch. I know there’s a private war between the Army and Marines, but we don’t want to get their dander up. I was so glad, but saddened, when those who served in previous years and our veterans of the Vietnam era finally got that wall and a well deserved memorial. That Black Wall says it all. Young men who were proud to serve their country, but, at the same time, there was no choice. They were for the most part fresh out of high school and were forced to do so. The staggering number that never made it back home is still in our hearts. While Memorial Day remembers our fallen, the Fourth is our time to celebrate all those with us now. Vietnam has always been my focus, because those young men — most would have gone anyway — did not have the choice. They were drafted; Congress made that choice and forced them to go into a jungle, conditions unbearable. They did not have eyes on the enemy. They were sent to control many captured. If that wasn’t bad enough, they came home without getting that well deserved “Welcome Home!” They never got that. Many would become homeless. That’s on us because we did not give them the love and care they needed and deserved. I know decades later I went on a class trip with my daughter to an art museum in Washington, D.C. He diligently worked to make Hanover and the Richmond region a worldclass location for business . . . and an unsurpassed quality of life that we all treasure.” Last week, the group announced its winners for this year’s awards, naming Dominion Energy as its selection for large business of the year and the Hanover Education Foundation as the winner of the small business award. Workforce Development, was the keynote speaker and emphasized the importance of acquiring, training and maintaining good employees. Dunnigan said one of the first people she encountered when she moved to this area was Marc Weiss. “He loved this community and he shared my passion . . and he really understood the importance of workplace development and helping existing businesses in the county grow,” she said. “We have got to be very diligent and be very creative in the way we engage business and the labor market,” Dunnigan said. She noted the number of

unfilled jobs listed in Virginia, many of them remaining vacant due to a lack of qualified applicants. “Those unfilled jobs are unrealized potential,” Dunnigan said. Creating a highly trained and accessible workforce is one of the board’s major objectives, and Dunnigan said that takes a team effort involving businesses, government and citizens. Virginia’s economy is situated to take advantage of a confluence of factors that creates what Dunnigan described as the perfect storm. less veterans in the park area where we were and we were to ignore them and not have any contact with them. That made me angry and is still stuck in my mind today. Even family members of veterans would downplay their reactions to different situations. There was person I worked with for a short time. I would listen to her husband who, at times, would break into tears. She would always pass it off and say he was just being silly and he’d get over it. That’s usually when he’d leave the area. The symptoms were ignored by doctors. Now, decades later, they finally work up and labeled it PTSD (Post Traumatic Stress Disorder). I wasn’t there, but I can understand. I was a victim of domestic abuse. An uncle of the abuser saw the bruises and told me “not to say anything,” he’d take care of it. Several months later we moved out of state. Though there is no comparison, I can relate. I had to learn behavioral patterns, being aware of my surroundings, trying to stay a step ahead of the enemy on my own, shutting that part off from the world. In their minds, you don’t exist. Blame yourself for what you may have done or did not do. So, if you don’t know any of our veterans, get to know them. Be mindful — some loud noises, sudden movements

you leave so you know they work when you want them to work. Today, there are hundreds of inexpensive trail cameras. Set some outdoors and at least one inside. Post signs that your property is electronically monitored. Please, please, please, never, never, never send a blanket email “Please don’t send me e-mail for the next two weeks because we will be in Florida”. Believe me, Joe and Sally will have a big “Thank you” note plastered all over your house when you return. “Thanks for the beautiful silverware, for all those high-priced firearms, that 64-inch TV and, oh, yes, that beautiful mink coat!” Make entering your home as difficult as possible. If you don’t have storm doors that have a lock on them, replace your doors’ handles so they can be locked. If you have a garage, lock the vehicles you won’t be driving. Tell your “trusted” neighbor or family member that you will be on vacation. Call the Hanover County Sheriff ’s Office and get House Watch. I do this even if I am going to be away only two nights. A super service and, believe me, you are paying for that service, so use it. Maybe your neighbor would be willing to park one of his vehicles in your driveway some nights. Make every effort to present a picture “We are

home!”

Remember the song “Summer Time”? One of the lyrics went something like “Summer time and the living is easy”.

Well, believe me, there are those out there singing that song because they are the ones thinking “What is mine is mine and I am going to get what is yours if I can.” Vacation time is the prime time when Joe the Crook and Sally the Heister are busy 24/7. Now there are some things we all can do to keep these crooks out of our home and prevent them from getting our property. Preparation is the key! Ever go by those homes with two weeks of newspapers on the front lawn? The megaphone is blaring “I am not home so come on in!” Ever see packages stacked by the mailbox? “Take what you want and a thank you is not necessary!” Please stop your newspaper delivery two to three days before you leave. The message “Stop delivery” might not have gotten to the person delivering you paper. If you have “home delivered mail”, again, have it stopped at least two days before you leave. If need be, go by the post office and get your mail before you leave. Joe and Sally are cruising your neighborhood constantly and they really gets excited when they see a house’s whose lights are off “all night long” consistently. Get a timer and set them so they will come on at approximates time you do your daily routine. Set those timers at least three days before

And while I can count the list of great bartenders in this city on one hand, Harry’s skills and personality became legendary. As a former bartender, I certainly appreciated Harry’s patience and tenacity slinging drinks. It’s not an easy job, and when I left the profession in the early 1980s, I vowed that any future drinks I made would be strictly personal in nature. Never say never. When my

twins were born in 2004 and I realized that two sets of diapers costs twice as much as one, I picked up a part-time job tending bar at the Hilton. It was only one night a week, but I found myself counting the minutes until last call, and the romance of tending bar had lost its glamour for me. I only lasted until my kids were potty trained. But, Harry continued,

As I sat in a small filled sanctuary last week along with Harry’s many friends, I quickly realized that Harry’s kindness, generosity and congeniality affected more than the customers who faithfully followed him through decades of bartending. Although I had known

As his daughters sang and recited poems and his sister memorialized him, Harry’s real impact on this world was no mystery. He was a devoted husband, father, brother and friend first … and a great bartender second.

Talking to trusted people can be helpful. Some memories can be helpful in the end. That will be your gift. Don’t tell them or advise them what to do. Don’t feel sorry for them — they don’t need that. Our company has made a decision to focus our efforts on improving the customer experience at existing stores through renovations and innovative technology,” the Kroger statement said. “As a result of this new direction to focus on our 18 existing stores in the Richmond market, Kroger will invest approximately $3.5 million into its Mechanicsville Turnpike location to enhance the store in its current location, instead of building a new store,” Kroger’s statement said. The Colonial Heights and Mechanicsville stores had been in the planning stages for some time. Plans for the Colonial Heights store date back to 2013. In late 2015, Kroger bought the former Colonial Heights courthouse site for $2.56 million with plans to build a 95,000-squarefoot store. The 9½-acre courthouse lot is about a quartermile west of Interstate 95. “We are disappointed for several reasons. It was going to generate over 200 jobs and revenue for the city,” said Colonial Heights Mayor T. Gregory Kochuba. “That whole area over there would be given a face-lift. We’re very disappointed,” he said. Kochuba said the sales contract with Kroger for the property contained clauses that see KROGER, pg. 26

On this recent Father’s Day, my thoughts were with Harry’s four beautiful daughters as they encountered the day without him … or maybe not. He left them with memories that will last a lifetime and the satisfaction that Harry’s most important role in a life well lived was being their father. RIP, Harry. OBITUARIES | Death Notices & Funerals CHARLES ARNETT JR. Charles Bradley “C.B.� Arnett Jr., was born on July 31, 1935, in Charleston, West Virginia. He graduARNETT ated from West Virginia University and then joined the United States Navy in 1956. Following basic flight training, he became an A-4 pilot, stationed at Oceana Naval Air Station in Virginia Beach. During his Navy career, which he

completed as a Lieutenant Commander, he not only achieved “Double Centurion� status with over 200 carrier landings, he served in a duty he loved, as a Landing Safety Officer (LSO), delivering countless pilots and aircraft safely back to the carrier without incident. Following his navy career, C.B. flew Boeing 707s for Pan American Airlines. He then spent the next 20 years in the real estate business. Upon retirement in 2000, he and his wife, Pat, moved from Virginia Beach to Mechanicsville, but he had plenty left to do. While in Mechanicsville, C.B. served five years as a page master at the Virginia General Assembly. He also served several years as the Oak Knoll Middle School assistant

Additionally, he served as a member of American Legion Post 175 for many years until his passing on June 17, 2017, at the age of 81. C.B. is survived by his wife of 56 years, Pat; his daughter, Vicki, and her husband, Kerry; his son, Brad, and his wife, Cheryl; his granddaughters, Kelly and Cassie; and his grandsons, James, Kyle, and Jake and his wife, Amanda. He was a loving husband, father and grandfather, as well as a man of service. He will be sorely missed not only by his family, but also everyone who knew him. He was born and raised on “Othma Farm” in Sandy Hook, the only son of Earlie and Connie Rigsby who preceded him in death. Gaines’ Mill boardwalk built by scout, volunteers Contributed Report news@mechlocal.com RICHMOND — At the Battle of Gaines’ Mill on June 27, 1862, Boatswain’s Creek was an obstacle that separated contending Union and Confederate forces. Today, thanks to the efforts of local Eagle Scout Wyatt Schneck and dozens of volunteers from Scout Troop 534 and Fort Lee, a new boardwalk at Gaines’ Mill Battlefield allows visitors to safely cross the creek and follow in the footsteps of the soldiers. This project marks part

of a larger effort by the National Park Service in Richmond to create a trail on 300 recentlyacquired acres on the Gaines’ Mill Battlefield. On 7 p.m. on Saturday, July 8, the park will hold the first public tour to cross the bridge, along with a ribbon-cutting ceremony. HANOVER — Each July Fourth, thousands of people, most often children and teens, are injured while using consumer fireworks. Battalion Chief Jason Williams, who serves as public information officer, said Hanover FireEMS recommends enjoying one of the many public fireworks displays in the area put on by experts. “Hanover Fire-EMS is opposed to the con-

sumer use of fireworks. Even sparklers and firecrackers burn hot enough to cause third degree burns,� he said. In Hanover it is unlawful and a class 1 misdemeanor, punishable with up to a $2,500 fine and up to one year in jail, for anyone who discharges fireworks without a permit. This includes any firecrackers, sky rockets, or any object that explodes, rises into the air, or travels laterally, or fires projectiles into the air. Exceptions to this are sparklers, fountains,

National Park Service staff built the foundation of the bridge during a series of volunteer work days utilizing nearly 100 local volunteers, while Schneck and an additional cadre of scouts and volunteers completed the bridge by adding decking boards and curbs.

Facts: In 2013, almost 16,000 fires were caused by fireworks in the U.S. Through Schneck’s fundraising campaign, a number of local organizations provided financial support, including Apache Lumber, Moose Lodges, VFWs, the Mechanicsville Ruritan Club, several individual contributors, and a fundraising dinner organized by Schneck. The Mechanicsville Home Depot also donated materials and a generator. The Battle of Gaines’ Mill, part of the Seven Days Battles that occurred near Richmond in 1862, was Confederate Gen. Robert E. Lee’s first major victory during the Civil War, and it was one of the costliest days in American history at that time.

The new church will have more office space, a larger sanctuary and a family life center/gym area. “We’re working hard in the school,” Miller said. “We have been so appreciative to Pole Green Elementary and their staff – they have helped us so much. And also Broadus, they have certainly been a huge blessing to us.” An enthusiastic and grateful Miller acknowledged that the purchase and upcoming new church are due to the Lord’s work. “I give all the glory to God throughout this process.”

RICHMOND — The Virginia Department of Agriculture and Consumer Services released its pollinator protection plan just as a task force for the Council for Agricultural Science and Technology published a commentary examining honey bee health stressors. Virginia’s Voluntary Plan to Mitigate the Risk of Pesticides to Managed Pollinators addresses solutions to reduce the risk of pesticides to honeybees and other pollinators. The guidelines dovetail with the findings in the CAST commentary. “Here in Virginia and across the nation, people are concerned about the loss of honey bees,” said VDACS Commissioner Sandy Adams. “And we have developed a plan that focuses on communication between pesticide applicators and beekeepers and the use of best management practices by farmers, beekeepers and pesticide applicators to protect our pollinators.” Nearly one-third of fruits and vegetables depend — directly or indirectly — upon insect-pollinated plants by species, such as honeybees and other pollinators, noted Tony Banks, a Virginia Farm Bureau Federation commodity marketing specialist. “Virginia crops that depend on pollinators to develop their fruits include apples, pumpkins, cucumbers, squash and blueberries,” he said. The pollinator plan emphasizes reducing pesticide exposure to managed pollinators. Examples include:

Avoid Zika carrier Asian tiger mosquito Contributed Report news@mechlocal.com ASHLAND – The emergency coordinator for the Chickahominy Health District, which includes Hanover County, reminds residents to be mindful – and careful – to avoid the Asian tiger mosquito that can transmit the Zika virus. Steve Rykal shared the following facts about the Asian tiger mosquito: They breed in standing water that has collected in containers and other man-made items. They don’t breed in ponds or

puddles of water over soil. They live throughout Virginia. They tend to bite during the day rather than at night. The usual pesticide spraying is not effective against them. They typically spend their entire lives within a 200-yard area. They develop into adults in about 10 days. Rykal encourages residents to pick one day a week through October to check for breeding sites on their property. He said pick one day per week to

empty or change the water in these possible mosquito breeding sites: Bird baths. Boat and cover. Buckets. Drain pipes. Artificial fish ponds. Flower pots/trays. Items behind a shed. Items under a deck. Pet food/water bowls. Rain gutters. Any other man-made items that hold water. Rain barrels and cisterns. Recycling bins.

Swimming pools. Tarps. Tires/tire swings. Toys. Trash cans. Watering cans. Wheelbarrows. Utility carts. Advice on protecting yourself from mosquito bites includes: Use mosquito repellant. Post 175 back from beach week with a bang By Dave Lawrence Sports Editor MECHANICSVILLE – Local American Legion baseball teams took most of the past week off for Beach Week, but Mechanicsville Post 175 returned from the break ready to hit the basepaths. On Sunday, Mechanicsville jumped on visiting Lakeside Post 125 early with five runs in the second inning and coasted to a 12-3 win at Lee-Davis High School. Post 175 shortstop Jonathan Spaulding had only one hit against Post 125, but he made it count, sending it into the LeeDavis stadium parking lot for a three-run home run. “I was being aggressive at the plate, but I had a couple of pop-outs – so that wasn’t too great,” Spaulding said. But the recent Patrick Henry graduate used his head when he connected for the home run off Lakeside starter Jake Lingle. “He was struggling to throw some strikes, actually,” Spaulding said. “I took a first pitch, and I said if the second one is there, I’m hitting it. “I’m a first-pitch kind of guy. Coach [Sam] Hart at PH, does not like it. We always joke about it. • MECHANICSVILLE – Atlee will be holding a girls lacrosse camp for rising third through rising ninth graders on the Chickahominy Middle School football field from July 10-12 from 9 a.m. to noon each day. Atlee names new track coach By Dave Lawrence Sports Editor MECHANICSVILLE – Atlee High School has named Tyler Busch as the Raiders’ new head cross country and indoor and outdoor track and field coach. Busch, who has served as head coach of Monacan’s cross country and track and field pro-

grams the past three years. He replaces the retiring Jim Triemplar “It’s going to be different. It’s going to be tough,” Busch said. “There’s no way that I can fill his shoes in some regard, but I definitely want to continue the traditions that he’s got — of having fast kids, for one, but more importantly, good kids.”

Lenart has big night for Racers in pool and out By Caroline Naumann and Dave Lawrence Mechanicsville Local ROCKVILLE – Rockville head coach Cody Lenart, who also doubles as a star swimmer for the team, said it was not only the energy the swimmers had in the pool, but also the energy and enthusiasm shown outside of the pool that was a key component to their victory Wednesday over the visiting Piranhas from Pebble Creek. “I was very proud not only with how we swam, but how much energy we had,” Lenart said. “When I was standing behind the clerk of the course I could feel the excitement radiating from the kids.” That energy has kickstarted the 2017 Greater Richmond Aquatic League summer season for the Rockville Racers with a victory in their first meet of

The Piranhas have struggled in the beginning of this season due to the absence of 18 of their swimmers. “We’ve had a little bit of a rough start missing 18 of our swimmers at both of the first two meets,” said Pebble Creek head coach Morgan Steiner. “I’m really proud of the swimmers for having fewer disqualifications than we had at this point last year, so I’m optimistic about the rest of the season.” The Racers added to their win by breaking four records along the way. Lenart took a break from coaching for a few minutes to break three of those records himself, as well as swimming the butterfly leg of the 200 medley that broke the team’s fourth record of the night. The CTB’s decision to include the US. 360 project in its six-year improvement plan was the result of a collaborative effort that included Mike Flagg, director of Public Works, and Board of Supervisors chair Angela Kelly-Wiecek, Del. The original project application did not make the state’s final cut, but Peace and KellyWiecek would not take no for an answer and attended a CTB public hearing in May and spoke in favor of the project’s funding. project. In a meeting with Flagg, Peace learned that the intersection improvements were one of five envisioned more than two decades ago that remained uncompleted. After meeting with KellyWiecek and other officials, including CTB members, Peace decided to include the project’s request to the already completed list of approved projects. The need to explore every option when it comes to road funding also was on KellyWiecek’s mind. “There are a lot of conversations going on about how we address secondary roads, and, again, we are eager to partner with our General Assembly delegation where we can make real progress.” Kelly-Wiecek said the state’s SmartScale program is achieving its goals of prioritizing projects, but it won’t solve all of Hanover’s road problems.

“When you put our secondary projects in to a SmartScale type model, they’re just not competitive enough.” The solution to that problem could be a regional partnership or transportation authorities like those established in Northern Virginia and Tidewater. The authorities can utilize a variety of methods to keep local revenues in the district and resulted in major projects like the widening of Interstate 64 to the beach and the Interstate 66 project in Northern Virginia. “People are actually benefiting from the money generated in their area,” Peace said “The question is how much longer are we willing to wait in the Richmond region before we have some of those same benefits.” Kelly-Wiecek said exploring regional options when it comes to a long wish list of road projects would comprise a vital part of the funding equa-

tion. “We are going to look at projects from a regional basis and regional funding.” Peace agreed. “There’s not enough money in any six-year plan to address major road construction without something like an authority,” he said. Both agreed that the revenue sharing program that supplied funding in the past is not robust enough to meet growing needs. The past five months also have ensured that Hanover County officials are well acquainted with the SmartScale application process, a factor that could prove valuable for future projects. “I have full confidence that Mike Flagg and his staff to work at the requirements of SmartScale and make our applications as competitive as possible,” Kelly-Wiecek said. Peace pointed to another positive consequence of the efforts to obtain funding for

the U.S. 360 project. “As part of this process, VDOT (Virginia Department of Transportation), Mike Flagg, Angela and county leaders agreed to try and work together and workshop and share ideas that the county has to VDOT, the CTB and to the Secretary’s office suggestions to improve legislation or just the policy process,” Peace said. “I think that’s the other result of this endeavor to add this project to the six-year plan. It was simply to open that channel of communicate and get suggestions from an important locality to the state.” The inclusion in this year’s round of funding for the state’s six-year plan represents a victory for citizens who encounter that intersection. More importantly, it’s the culmination of a process that could provide additional solutions in the future. “As we move forward, I think it’s important that we

are highlighting our successes and thinking about new ways to collaborate and solve the challenges that are coming our way,” Kelly-Wiecek said. Peace and Kelly-Wiecek agreed on the importance of the recent CTB announcement adding the Lee-Davis project to the list, the need for future collaboration is vital to solving local secondary road projects. “We need to look for ways to collaborate with one another where funding is available, particularly in finding new ways to partnership going forward after this success to address secondary road issues in Hanover and New Kent counties,” Peace said. A summary of the project on VDOT’s website lists the date of construction as 2022. Engineering for the project is completed. Funding for the project is around $9 million in state funds with a county share of approximately $700,000.

Wayne Hazzard, who represents the South Anna District on the Hanover County Board of Supervisors, questioned the readiness of some job seekers to exhibit a level of enthusiasm and professionalism during the interview process. He said young applicants often gaze at their phones and

seem uninterested in obtaining a job. He said he doesn’t question their aptitude, but has issues with their attitudes. “One of the things I’ve seen is a change in attitude,” Hazzard said. “I’ve often said that aptitude is important, but attitude is everything. Some seem to think if they have the credentials, then they have the job.” Dunnigan said there’s no substitute for good work expe-

rience for youths. The problem is that fewer are working now than at any time in history. She suggested programs like internships and job-sharing opportunities could address those problems long term. The Hanover Business Council receives applicants for the annual Marc Weiss awards, and a committee of council members evaluates and selects the winners by the following published criteria.
