OďŹƒcials, public not happy with DRPT review process By Jim Ridolphi for The Mechanicsville Local ASHLAND — The ire of the public rose almost as fast as the temperature at a Department of Rail and Public Transportation’s Citizens Advisory Committee held last week at RandolphMacon College. A standing room only crowd braved almost intolerable conditions to express their opposition to proposed routes for a high-speed rail connection between Richmond and Washington, D.C. A capacity crowd packed Birdsong Hall on the R-MC campus and spilled into the hall

and third floor of the building. The oversized crowd endured sweltering temperatures as the HVAC unit struggled to cool the overfilled room. It was apparent early in the meeting that this gathering was going to be different from the two previous editions where DRPT officials talked and the public listened. Board members set the tone early with indications that they were prepared to eliminate Jim Ridolphi for The Local some of the proposed routes Some groups wore blue, and some groups wore red, but groups of residents who live in proposed routes, both eastern and from consideration. western and third rail, voiced their opposition at a meeting with a citizens advisory committee established to study the alternative DRPT project analyst Emily routes. COL. DAVID R. HINES

HANOVER – Col. David R. Hines, sheriff of Hanover County, is always looking for new ways to keep the citizens of the county safe and secure as challenges continue to increase and expand. Hines updated the Hanover County

Board of Supervisors last Wednesday on one of the tools he is employing to keep citizens better informed and less anxious regarding local, national and international events. In addition to routine crimes like robbery, assault and a variety of offenses being perpetrated in the county, Hines and his staff also are focused on terrorism threats.

His concerns were heightened when thousands of spectators from around the world descended on Hanover County for the time trails of the 2015 ICI Bicycle championships. “We never thought we’d be in the terrorism business, Hines said. The SHIELD program had humble beginnings when the New York City Police Department began a program to

share information with VIPs and large businesses. Shortly before the bike race, Hines brought in a retired security expert to provide training for Hanover’s officers. The consultant also suggested Hines’ department partner with NYPD. Hanover remodeled the NYPD

Stock said she thought “That would be helpful.” She outlined the alternatives being considered for the Ashland portion of the project. “We are looking at all different options,” Stock said. They include through town and bypass options, a number of third track plans, and the construction of an underground tunnel through the Town of Ashland. But threading the needle and negotiating a path laden with opposition from residents affected by all of the various alternatives won’t be easy. Ashland Mayor James Foley addressed concerns raised at last month’s meeting regarding an eastern bypass option, a plan officials said was unworkable due to disturbance of wetlands and park areas. “Not looking at the eastern bypass option because of a horse trail is ridiculous,” Foley said. “This group is not going to recommend a third track. It’s not going to happen,” Foley said, indicating a western bypass also is not acceptable. But a number of citizens

voiced opposition to Foley’s description of the park in question, Washington Lacy. Speaker after speaker touted the benefits of the park that serves as a buffer from the noise and pollution of Interstate 95 and a recreational area for neighborhoods in the area. At the June meeting, the idea of moving the park’s boundaries were introduced as options that make the eastern bypass more plausible. Foley said he was not endorsing an eastern bypass option, but said the idea warranted further study. “I would hope we don’t have a bypass to the east or the west or a third rail through town,” said Hanover County CAC representative Aubrey M. “Bucky” Stanley, who represents the Beaverdam District on the Hanover County Board of Supervisors. Stanley and Foley agreed that the best option might be a deep bore tunnel through the town, eliminating the need to remove downtown storefront access. It’s an ambitious option that utilized a 9,000-foot tunnel that would transport a train underground from Vaughn Road to the north to Ashcake Road to

the south. That type of tunnel would require three air ventilation shafts that tower about three stories high, and emergency access grates every 2,000 feet. “I’m here tonight to tell you we can dilly-dally and talk about this and everything else, but the people here want to know where the train is going,” Stanley said. He also voiced his support for the tunnel option. “I’m supporting the underground (option) with that deep bore.” Another representative addressed the impact this discussion is having on the community. “This issue has fractured our community. This is something out of our control . . . And we have to make decisions on the facts presented to us and I feel like we could use more facts,” said Hanover representative Carey Carlisle. She also asked if and when the committee could begin the process of eliminating options. “Are we in a position to go ahead and say this option needs to be removed? Is there anything that would keep this group from saying ‘We do not want this option considered any further,’ ” asked Cecil R. “Rhu” Harris Jr., county administra-

tor of Hanover County and board representative. “What I really want to know is what can we do to put a nail in the coffin for the third rail and for some of these other options so that they don’t keep coming back?” asked Foley. “Technically, all of the options that we are talking about today are included in some way, shape or form in the draft (EIS),” Stock said. “Right now everything is on the table, but the preferences of the community are taken into account.” One of those options involves utilizing the Buckingham Branch connector route through Richmond for passenger and possibly freight trains. Mitchell said there is a difference in the scope of improvements if track is being used for passenger only, freight only or both. Another drawback to routing freight on the Buckingham Branch is the absence of a connection to Acca Yard, where most freight trains stop for various reasons. And one speaker said the discussion of utilizing the Buckingham Branch amounts see DRPT, pg. 19

When did we as a society become so mean? By Melody Kinser Managing Editor To say I was appalled was an understatement when I started reading the most vile and vicious posts about U.S. Sen. John McCain, R-Arizona, on Facebook. I didn’t recognize the group leading the bashing of a true American hero. Posts actually said the brain tumor the longtime senator and Vietnam prisoner of war survivor was caused by God because he wasn’t in full support of President Trump. Whaaaat?! It was bad enough when Trump, while campaigning, said McCain wasn’t a military hero because he was captured. Our President didn’t spend over five years as a POW in North Vietnam. As a matter of fact, he didn’t serve in any branch of

the military. But, this isn’t about Trump, it’s about these vicious comments. As one who has had her share of confrontations, I don’t hide behind social media with an opinion. And I certainly don’t belittle, demean or purposely attempt to hurt anyone — especially someone who has done so much for our country. When did Americans become so cold-hearted and downright mean?! I don’t believe that the Lord made McCain ill because of any political disagreements. If the senator tries to work with Democrats to do what’s best for the nation as a whole, then more power to him. It isn’t always about political parties. Let’s take into consideration the issues facing the U.S. Congress. Who really wants to take health care away from a sick child or eliminate

Social Security when it’s the only income some retirees have? McCain has tried to work with his colleagues for we the people. Those three words still stand strong in our world. The best we can do at this time for McCain is pray for his recovery. If you aren’t a religious person, positive thoughts can be powerful too. The nasty behavior exhibited by some folks on social media reminds me of scuffles on the playground in elementary school. I do believe very few of these insensitive people would be so bold as to say these things in a forum other than social media. Better yet, they shouldn’t be saying them at all. I support free speech but at the expense of someone with a brain tumor is going too far.

There are some days when my flying car just won’t start By Jim Ridolphi Contributing Columnist I’m gaining a new perspective regarding high speed rail in America. For the past two months I have attended meetings where state rail officials have gathered input from citizens who might be affected by a proposed high speed train project from Richmond to Washington, D.C. The project is years away from construction, but one major hurdle

has plagued the project from day one. The effect of rail improvements on the people who live and work along the tracks is a big deal, especially to the ones whose property is situated on the fault line, so to speak. As the rest of us consider the wisdom of disrupting the lives of hundreds of citizens to provide track that will improve the travel time by an estimated 15 minutes, it’s painfully evident that infrastructure improve-

ment is a complicated issue, at least when it comes to trains of the future. To be honest, the current project is beneficial in that it provides more frequent and on-time service; but —as a futuristic project that evokes a sense of shock and awe — it fails. When compared to the latest version of high speed provided by the private sector, the vision seems shortsighted and outdated before the first rail is installed.

I speak of the recently announced plan by billionaire and transportation capitalist Elon Musk that would provide high speed service between Washington and New York — in 30 minutes. Now, Musk’s vision of 700 mph “Hyperloop” trains that don’t run on rails and enclosed in a buried tube is far short of a detailed plan, but the project does have that jaw-drop facsee FLYING, pg. 8

Animal Control warns: heat can be deadly for pets HANOVER — In the brutal heat of the summer, Hanover County Animal Control reminds all citizens that leaving your pet in your vehicle for even a few minutes on sunny days – even if the windows are not rolled up – can be critical to them.

Comp plan public workshops continue HANOVER — Hanover County is working on the Five-Year Update of the Comprehensive Plan. The Comprehensive Plan is an analysis of past growth and land development trends and sets forth a statement of goals and objectives with a 20-year horizon for land use, transportation and community facilities. Public workshops have been scheduled to solicit citizen input; comments from the meetings will be summarized and forwarded to the

Planning Commission for consideration when formulating recommendations to update the Comprehensive Plan. The scheduled workshops will consist of the same subject matter and held at various locations and dates to provide options for attending. The remaining two of four workshops will begin at 6:30 p.m. Wednesday, Aug. 9,

On the agenda at the 3 p.m. July 26, 2017, meeting of the Hanover County Board of Supervisors was a report by the chairman of the Bicycle and Pedestrian Citizens Engagement Committee. He gave a glowing report

on the benefits of bike riding. Bike trails should be shaded when possible. After this report, the chairman of our board of supervisors (Angela Kelly-Wiecek) said that Hanover County has some money in a transportation fund and she could not wait to spend this money on bike trails. (Shaded when possible.) We have a lot of transporta-

tion needs. Should we be spending transportation money on bike trails? (Shaded when possible). Are bike trails necessary? A lot of citizens do not think so. There are a lot of better places to put transportation funds. Larnie Allgood Mechanicsville

the woods. Musk’s adventures in space travel, world class electric cars and now high speed travel do make a reasonable argument that real technological advanc-

es emulate from creative minds who are best accommodated in the private arena. Projects like SpaceX have proven themselves worthy of utilizing the latest technology

and scientific advancements, and, before we laugh off the reality of a tube train, we should at least consider the vision. Not to mention the fact that anyone willing to spend their own money to make drastic futuristic improvements to our transportation system should be heralded, not objectified. My limited experience with the recent efforts to improve an aging rail system offers a hint of what a project like Musk’s might encounter when and if it reached the point of possibility. There would be thousands of opponents with an equal number of concerns regarding a massive national project like the one envisioned by Musk. All this would lead one to question the possibility of any major project that requires

condemnation of private property gaining approval or ever reaching the point of construction. I have no answers but maybe if a project is radical and innovative enough, vis-avis the tube train, citizens are more likely to sacrifice to make it a success. Maybe the vision of a tube train that instantly transports people like particles in space is adequately appealing to allow its construction. Find a place to build that tube that doesn’t disturb a single landowner or doesn’t displace a single business and you have a winning project. I’m not sure if the current RVA2DC project will become a reality or if Musk’s magnetic train will defend its first case of whiplash, but one thing is certain. Building the future depicted in The Jetsons will be a long

and tedious process . . . and it’s complicated. Musk tweeted he has obtained preliminary approval for the Hyperloop project, and the White House issued a statement supporting private sector ventures that target infrastructure improvement. And Musk urged supporters of the project to write their local representatives to ease the permitting and approval process. He’s optimistic about the project’s approval and said putting the project underground will eliminate some of those property rights and quality of life issues confronting the RVA2DC route. Musk also was seeing a glass half full regarding a timeline for the project and said the approval process should proceed with few hitches. Wanna bet?

Jury seated as Davis vs. Style Weekly trial opens By Jim Ridolphi for The Mechanicsville Local HANOVER — A sevenmember jury has been impaneled to decide the outcome of a civil lawsuit filed by Sean Davis, a member of the Hanover County Board of Supervisors representing the Henry District, against Style Weekly and reporter Peter Galuszka. The jury, with two alternates, was seated during the first day of a trial that is scheduled to run through next week at the Hanover County Courthouse. In the suit, Davis claims that stories published by Style Weekly and written by Galaszka defamed his character and caused undue stress to the second term supervisor first elected in 2011. In the story, Galaszka alleges Davis exercised undue influence regarding censorship issues and abused his power as a supervisor by seeking to have teachers disciplined or removed from their positions. The complaint filed in Hanover County District Court said the article “states, directly or indirectly implies, infers and insinuates that Mr. Davis abused his position as a Hanover County supervisor to have teachers suspended and fired and to have books banned from Hanover County Public Schools.” Style Weekly attorney Conrad Shumadine defended the publication and said Galuszka believed the facts printed were correct, contained no malicious intent, and wrote the story in good faith. Charlotteville attorney Steven Biss told jurors that everything written in the article was “categorically false.” Stafford County 15th Circuit Judge Michael Levy

voir dired about 30 potential jurors from a pool of 69 Hanover citizens. After some candidates were removed for cause, specifically medical or hardship issues, each defense team utilized its four strikes without cause and opening statements began. Biss described Davis as a former United States Marine and public servant with an “untarnished reputation.” When Style Weekly published a story entitled “Are politics threatening an open educational environment in Hanover?” on Dec. 8, 2014, Davis suffered what Biss described as “devastating effects.” Biss told jurors the story accused Davis of public malfeasance and abuse of power and caused Davis to feel a “deep sense of betrayal and a lost sense of trust” with the media. Davis’ claims results from the article’s publication and republication have been “devastating, both emotionally and professionally. In addition to severe anxiety, stress, panic, sleeplessness, knotted muscles, and the sense of betrayal and deep disappointment, the defamation permanently injured Mr. Davis in his business and profession.” Biss said the initial article and two subsequent stories published days later even associated Davis with the banning of books and art in Hanover High School classrooms. The plaintiff acknowledges that Davis’ wife Lisa did correspond with HHS principal Dana Gresham in September 2014 regarding an issue with AP English teacher Michael Goodrich Stuart and her daughter who was enrolled in his class. Mrs. Davis accused Goodrich Stuart of calling her

daughter “a slut” and allowing students to post objectionable art on classroom walls. The school investigated and issued a letter of reprimand. Goodrich Stuart eventually accepted the disciplinary act of having a monitor in his classroom during all classes. Named Hanover Teacher of the Year in 2014, Goodrich Stuart no longer works in Hanover County Public Schools. Biss contended that Davis did not intervene in the case in any shape, form or fashion. “Mr. Davis does not become involved in [Hanover County] School Board matters,” Biss said. He outlined a scenario where Galuszka was contacted by three community activists who “fed him the story.” Biss said Galaszka did nothing to vett these sources and published the story with a “reckless disregard for the truth” and “predetermined ideas.” The plaintiff ’s list of witnesses included a number of school district central office employees and board members while the defendants planned on calling a number of students and two disciplined teachers in addition to local citizens Ragan Phillips, Phyllis Theroux and Catherine Lee. Shumadine opened his client’s case by stating that Style Weekly “believed in every word and thought they were serving the public interest.” He said Galuszka supplied Davis with every opportunity to respond before the story was published, but the Henry District supervisor did not fully respond to questions. Shumadine said Style Weekly editor Jason Roop contacted Davis’ initial legal representative and offered to correct any errors in fact, invited Davis

Life is still good for 100-year-old Alex Olenic Staff Report news@mechlocal.com

O

n Sunday, the father of a Mechanicsville resident will celebrate his 100th birthday. According to Elsie Browning, her dad, Alex Olenic, was born Aug. 6, 1917, to Matilda and John Olenic. His parents came to the United States from Russia “to find a new and better life,” she said. Alex was one of 10 children. He was about 15 years old when the Great Depression struck the country. “You had to scratch for every penny you could get,” Alex said. He wasn’t old enough to work at the steel mill where his dad was employed, so he would get odd jobs to help his family. President Franklin D. Roosevelt, in an attempt to improve what had become a worsening economy, proposed the New Deal legislation that included the Civilization Conservation Corps (CCC) camps. The CCC camps involved manual labor, helping to develop and conserve resources in rural areas of the U.S. Through the program, young men earned food,

14

clothing, medical care, and, most importantly, $1 per day with the requirement that $22 to $25 be sent monthly to a family dependent. As the Great Depression worsened, the Olenics were

decided to sign up for the CCC to save the family’s home. He was 16 at the time. While in the West Point CCC camp, he would go to Richmond. That’s where he met his wife, Evelyn, who

passed away when she was 83. She was described as a

loving wife and mother. In March 1942, Alex and Evelyn welcomed a daughter, Elsie. In April 1945, a boy they named Al joined the family. Shortly after Elsie was born, Alex received notice from the Draft Board that he would be drafted soon. He completed Boot Camp and was assigned to the USS Hobson that cruised the Atlantic Ocean. Alex said he is very proud to have served in the U.S. Navy and the country that he loves. He was in the Navy for three years. For his duty within the continental borders of the U.S., Alex received the

American Theater Ribbon. He also was the recipient of the World War II Victory Medal, which commemorated his military service during the war. Eleven days after being discharged from the Navy, Alex, with

only 50 cents in his pocket, found a job at Lucky Strike (American Tobacco Co.), where he worked for 35 years. He retired from there. Elsie said her dad “always worked very hard to provide for his family.” He gave financial support to his parents and siblings and, of course, his wife and children. “At age 100, he is still a pleasure to be with,” Elsie said. “We all love hearing his stories.” She said he has always enjoyed sports teams from Pittsburgh, including the Steelers, Penguins and see ALEX, pg. 15

Apply ice packs or cool towels to your pet’s head, neck and chest only. Let your pet drink small amounts of cool water or lick ice cubes. Finally, take your pet directly to a veterinarian—it could save its life. If you see an animal in a car exhibiting any signs of heat stress, call 911 immediately. Hanover County Animal Control will be patrolling certain areas, including parking lots looking for pets and other living things that may be in heat distress because of being left in vehicles.

If your animal dies as a result of being left in a vehicle, you could be charged with cruelty to animals, which is a felony and if convicted could lead to jail time and/or a fine. Here are some additional tips for taking care of your pet in hot weather: Don’t force your pet to exercise after a meal in hot, humid weather. Exercise it in the early morning or evening, and keep walks to a minimum. Never leave your dog standing on hot asphalt. Its body can heat up quickly and sensitive paw pads can burn. Do not take an animal to the beach unless you can provide a shaded spot and plenty of fresh water. Rinse it

Ashland residents provide input for plans on future of town hall By Logan Barry for The Mechanicsville Local ASHLAND — Originally built in 1955, even though previous versions of Ashland’s town offices were located across various locations within the municipality over the 20th century, the current town hall recently was evaluated in a study to gain a better understanding on what is needed for its future. staff and PMA Architecture as an opportunity to ask questions and offer their ideas on the study. PMA Architecture is an architectural engineering firm that was requested by the action of Ashland Town Council to perform the evaluation and assessment. Ashlanders who attended the informal and open meetings had a chance to provide their input on the evaluation’s report and preliminary designs of constructing a new town hall that will be used by town staff and PMA Architecture to develop

potential designs. The facility’s assessment also evaluated the current town hall and what it would require for it to be operational another 50 years. The two recent public input sessions, which were held at the beginning and end of July, came after an introductory community input session that was held on Dec. 7, 2016. That first meeting, held at Henry Clay Elementary School, focused on compiling see TOWN HALL, pg. 21

Town receives grant to help with Holland/Axselle site Staff Report news@mechlocal.com ASHLAND – The Town of Ashland recently received a grant in the amount of $29,500 to be used toward the Holland/Axselle site. Ashland was among eight grant recipients awarded through the Virginia Business Ready Sites Program (VBRSP). According to Gov. Terry McAuliffe’s office, “The VBRSP, administered by the Virginia Economic Development Partnership (VEDP), is a discretionary program established to help Virginia localities develop and market their existing industrial or commercial sites to prospective businesses, McAULIFFE thus enhancing the Commonwealth’s infrastructure and promoting its competitive business environment.” The VBRSP development grants were Phase II across the Commonwealth totaling $1,188,288 in grant funding.

“The Virginia Business Ready Sites Program is a valuable tool that helps to identify and improve marketable sites for prospective businesses,” said McAuliffe. “As we continue to diversify and build the new Virginia economy, these sites will offer prospective business partners potential homes where they can locate, thrive and create opportunity in communities across the Commonwealth. I congratulate all of the Phase II grantees on bolstering Virginia’s marketability for economic development projects.” Through this public-private partnership program, localities can apply for funding to identify marketable properties greater than 100 contiguous acres. Acreage readiness is ranked from Tier 1 to Tier 5, as outlined below: Tier 1: The site is not zoned and minimal or no due diligence has been performed; Tier 2: Owners have agreed to a competitive sale price and the comprehensive plan reflects that the site is intended for industrial or commercial development; Tier 3: Sites are zoned for commercial and industrial use, due diligence has been completed and the estimated costs of development see GRANT, pg. 18

This Home Repair Blitz is part of Habitat’s new Neighborhood Revitalization Initiative, a block by block approach to building stronger neighborhoods. It is Habitat’s goal to deliver critical repairs to improve the health, safety and well-being of area residents.

This program serves qualified low-income families who may have struggled to maintain their homes. The Blitz provides a “handup,” not a “hand-out”. Families are required to pay a small portion of the repair cost. Residents, if physically able, will work alongside volunteers to repair their homes. model to better fit the Hanover community and now is one of the founding members of a network that includes other agencies. His department has continued and maintained programs that assist his agency with partnering with the public to ensure good communication

and seek community sensitive solutions to crime trends. “You have to get the community to buy-in for what you are doing,” Hines said, “whether that’s at a community event, a business opening or if it’s a deputy putting up a mailbox for someone who had their mailbox knocked down. That’s what we do.” The Shield program is one of those community-based partnerships

opportunities. Rhodes was flanked by by Hanover’s JSRCC board members Anne Marie Lauranzon and Mark Creery, who expressed their appreciation to the Hanover board for their continued support of the local community college. The pair also noted how important the JSRCC campuses are to the community and the access to higher education it

umbrella to connect to our entire community,” Hines added. More than 5,000 citizens have joined the network that accounts for about 72,000 citizens, about two-thirds of the county’s population. “We can send them anything to keep them updated on what’s going on in the county when it comes to crime trends and terrorism,” the sheriff said. The network also can supply information regarding upcoming community events. But the network also enables the Hanover County Sheriff ’s Office to better connect with other agencies both locally and nationwide, a significant tool when considering the fact that 62 percent of all crimes committed in Hanover are perpetrated by non-residents.

“We needed a mechanism to help us better connect across the nation,” Hines said. The SHIELD program has allowed the office to receive important information that is properly verified from law enforcement across the nation. More and better information for citizens results in a better prepared community that is less anxious when fully informed with the facts. Hines’ department had conducted 11 active shooter seminars where citizens learn how to react to dangerous situations. “We want to better prepare you to deal with a terrorist event,” Hines said. “The more we can educate our public, the more we can tell them what’s going on, then the less anxiety

they have.” Hines outlined his vision and how SHIELD might assist on achieving his goals of better communication. “SHIELD is not a program. It’s a philosophy,” Hines said. The national SHIELD program is associated with national corporations like the NBA, Dominion, Six Flags, and Capital One. Hines said SHIELD is just another tool in a comprehensive effort to keep the citizens of Hanover safe, involved and informed. “Without good information, we’ll never keep our communities safe,” Hines said. “If we lose the support of the community, then there’s no way that we’ll keep each other safe.”

wore blue to coordinate their message. One said he was surprised that the eastern bypass was even being considered as an option. In any case, the message was clear. “The people east of I-95 have come together to save our communities and our cultural and natural resources,” said Providence resident Mitchell Goldstein. Del. Buddy Fowler. R-55, suggested focusing on the option that would have the least amount of impact, but he noted that any solution would require compromise. He likened the process to

his experiences in the General Assembly where give-and-take is often necessary to make laws. “Both sides have to give a little bit and then we can at least come up with good legislation. I think we need that type of situation here.” The next CAC meeting sponsored by DRPT is scheduled for Monday, Aug. 28, at a site yet to be determined. As the future meeting schedule was announced, one audience member interjected, “You’re going to need a bigger room.”

feedback from town residents regarding the current building. It heard ideas from the public in what it would like implemented into a new structure or in a renovation of the existing one. On June 6 of this year, town council won a vote to authorize the development of conceptual designs for the construction of a new town hall. Council then formed an ad hoc committee to evaluate an assessment of the current building and produce suggestions on how to move forward with its plans and what will come of them. Matt Reynal, operations manager in the town’s Public Works Department, is leading the project from the staff ’s perspective along with Town Manager Joshua Farrar. He said there also were a couple of work sessions held before previous council meetings in March 2016 that were open to the public to show community members some of the damages they were dealing with in the current town government building. “They were just to show the issues that we were dealing with, and that was before we

had even hired the architectural engineering firm,” Reynal said Friday. The most recent public input session on the town hall study was held last Wednesday, following one on July 11. Reynal reported that there were nine community members at the July 11 meeting, in addition to five students and chaperones from Patrick Henry High School who attended. “Earlier this week on the 26th, we had six community members active.” Referring to those meetings, he explained how they “were really a follow-up to the architect’s work that they gave the council in June of this year – [which looked at] the deficiencies of the facility, sort of ‘this is what it would cost to renovate and bring all of town staff under one roof.’ ” He said the local government’s staff is in two different locations in Ashland. He said he also gave options for what it would look like and potentially cost to build a new structure on the existing site. In that June meeting with council members, Reynal said he added more input on the study, but also that they really wanted to look at [constructing] a new building just due to

the high cost of renovating the existing facility and not getting a whole lot of improvements out of it even with the renovations because of all the issues. Asked if the public members who attended the input sessions held any shared ideas and viewpoints for the preliminary designs, Reynal confirmed there were. “Overwhelmingly, [they were] in support of building a multi-story structure – as opposed to a single-story structure – a lot of them mentioned that it was because it was near the rest of downtown.” One of the areas for construction being looked at is the town’s property where the Ashland Farmer’s Market operates, at the back of the current site. Another location being reviewed is the triangle-garden at the front of the current site. In the evaluation’s report that was performed by PMA Architecture, the author notes different problems with the building, dealing with issues such as: roof leaks, issues with conditions of its exterior, its interior, mechanical system, electrical system, plumbing and soil conditions. It was their conclusion that see TOWN HALL pg. 28

Solid waste convenience centers taking one-pound propane tanks HANOVER — Hanover County residents can now drop off one-pound propane containers for no charge at any of the county’s six solid waste service convenience centers during regular business hours. One-pound propane tanks are the kind that are generally used with outdoor lanterns, small grills and similar prod-

ucts. The tanks will be collected by the Central Virginia Waste Management Authority through a contract with Massie, Wood and West. “This is an exciting program that extends our recycling opportunities while improving safety,” said Steve Chidsey, director of Public

Works Operations. Previously, the County had only been able to recycle 20-pound tanks. Hanover’s solid waste service convenience centers are open from 7 a.m. to 7 p.m. seven days a week, except for official holidays. Virginia’s summer is coming along just peachy — and that’s literal RICHMOND — To see the phrase “everything is just peachy” in action, take a good look around Virginia this summer. The Virginia Department of Agriculture and Consumer Services (VDACS) said that farmers anticipate a very good

peach crop this year with heavy volumes being harvested between now and the end of August. The state’s peach season just began with the first early varieties and the abundant supply should last through early September.

Plenty of rain this spring was good for the trees, and drier conditions in June and July were perfect for bringing out the fruit’s sugar to develop a sweet-tasting peach. Successful peach production requires growing varieties that are adapted to local grow-

ing conditions. Many varieties perform well in Virginia and the state’s growers offer an assortment of yellow, white and donut peaches as well as nectarines. The state’s main peachgrowing regions are in Central, Northern and Southwestern Virginia, but consumers may find pickyour-own farms in many

other areas. Because different varieties ripen during different times of the season, there’s a plentiful supply of fruit throughout the summer months. Right now farmers are picking Ruby Prince, Red Haven, Summer Pearl, Sure Prince, Challenger, LA White, Topaz and other varieties, to be followed by Blake, Encore, Laurol, Loring,

Redhaven, Sentry, Sugar Giant, Sugar May and White Lady. Peach fans can visit VirginiaGrown.com to locate pick-your-own orchards and markets selling tree-ripened Virginia peaches. In addition to fresh peaches, some orchard markets and

the film had been shown in Hanover County schools in previous years and a subsequent review of the documentary did not remove it from the system’s list of resources. The policy regarding controversial material in the class was changed to require parental notification and provide alternative assignments for students not wishing to be included in the group presentation. Shumadine said the efforts prompted more than 240 students to form a group promoting freedom of choice in advanced classes and allowing controversial material to be shown to some students. Many of the members of that group appear on the defense witness list, and Shumadine stood by Galaszka’s story. “What Style [Weekly]

published was newsworthy, important and the people of Hanover County needed to know about this.” The only witness called in Friday’s proceeding was county attorney Sterling Rives who outlined the relationship between the board of supervisors and the school board. On cross-examination, defense attorney Brett Spain produced a letter to Rives from Davis dated 2012 that expressed the supervisors’ concerns regarding a teacher. The plaintiff ’s case continues on Monday. The trial is scheduled to run through next week and Judge Levy seems intent on adhering to the timetable that allows equal time between defense attorneys and the plaintiff ’s representative.

The defense pointed to Davis’ response to the airing of a film in some Hanover classrooms entitled “Roots of 9-11” by award-winning documentarian and journalist Thomas Friedman. Davis was then serving as board chairman and showed a portion of the film at a board of supervisors meeting in September 2014, and expressed his disgust with the message. Dr. Jamelle Wilson, who was superintendent of HCPS at the time, was at the meeting to provide an update on the opening of schools and replied to concerns expressed by Davis and several other supervisors. At the time, Wilson said

Many neighborhood markets, grocery stores and supermarkets also offer Virginia Grown peaches. According to the latest U.S. Department of Agriculture data from the 2012 Census of Agriculture, Virginia has 244 peach farms with a total of 1,375 bearing-age acres. In 2012, Virginia produced

6,500 tons of peaches valued at almost $6 million. The five-year ag census will be updated after the 2017 growing season. opportunities to earn an Associate’s Degree. In addition, class sizes at Reynolds are comfortably small with an average of 13 students per class. “People ask me what’s the difference between J. Sargeant Reynolds and one of the fouryear universities,” Rhodes said. “It’s not the quality of instruction. It’s really class size for the most part . . .and the cost.” Rhodes said a degree for Reynolds makes economic sense with a savings of about $20,000 over attendance at a state university during a twoyear period. Making his 15th annual appearance before the board, Rhodes said young people view student debt as more of a threat than North Korea. Almost 2,200 Hanover students attended JSRCC last year and 249 high school students earned dual enrollment credits through partnerships with the college. Another partnership, the Advanced College Academy allows students to attend some classes at JSRCC and obtain enough college credits to earn an Associate’s Degree upon their gradation from high school.

tiered seating for demonstrations and cameras. In addition to providing JSRCC students a state-of-theart training facility, the project will impact the area and its residents. “There’s nowhere in that

area where you can go and buy groceries,” Rhodes said. “We think this will significantly change that part of the City of Richmond in a very positive way.” The state’s 23 community colleges were formed to

allow access to higher education for all Virginia students, and Rhodes said that’s still an important part of the mission. But, he’s also focused on graduation and completed certificates and providing the base for well-paying careers.

Jim Ridolphi for The Local

J. Sargeant Reynolds Community College President Gary Rhodes was joined by Hanover JSRCC board members Anne Marie Lauranzon and Mark Creery as he provided an annual update to the Hanover County Board of Supervisors. This was Rhodes’ 15th year at the podium.

More than 235 of those county residents earned certificates or degrees, and JSRCC awarded $66,000 in scholarships to Hanover students. “We also have a partnership with the Hanover County Fire/EMS Academy ongoing for several years,” Rhodes said. The college also is involved in workforce development, and is partnering with a local developer on a special project in Church Hill. Recognizing the need for a grocery store in the east end of

Richmond, developer Stephen Markel contacted Rhodes to explore the possibility of a partnership that would solidify his plans to build a much-needed grocery store in the area. In addition to a new planned grocery store, the resulting plan will locate four commercial grade kitchens in the new complex located about a mile from Creighton Court. The entire culinary department at JSRCC will relocate to the new facility complete with a teaching kitchen set up with

Leapfrogging locals make waves at Champs By Dave Lawrence Sports Editor RICHMOND – Many of Hanover County’s Greater Richmond Aquatic League teams were not content to stay in their place on the second place of the GRAL’s Champs swim meet at SwimRVA this weekend, surprising even their coaches as they surged upward in the standings Sunday, the second and final day of the meet. Burkwood’s Barracudas led the place-jumpers, starting Sunday in second place behind Canterbury, but soon overtaking and sweeping aside the competition to win by nearly 300 points, 1,130-832.5, over Canterbury for their first league championship since 1999, when they competed in the James River Aquatic league. Mechanicsville Recreation Association jumped from a top10 to a top-five finish, and Atlee Recreation Association and Kings Charter likewise jumped in the rankings to top-10 finishes. Burkwood trailed Canterbury by 12.5 points after Saturday’s swims, but that was actually a good sign. “Our first day, we were supposed to be behind anyways,” said Burkwood coach Madeline White. “We were a lot closer that we were expecting.” Burkwood head coach

Burkwood’s Madison Schmidt swims to one of her four victories of the day, this one in the varsity division of the 15-18 girls 100yard freestyle, in the Greater Richmond Aquatic League’s Champs swim meet at SwimRVA Sunday. Schmidt finished in 58.24.

Karen Seeber said the weekend was full of surprises. “We had a lot of surprises yesterday – even today. We were just amazed with the time drops,” Seeber said. “We had to do some rearranging. … We had a kid get sick, and the relays have to be within certain time standards. We got a little nervous because that could have impacted three relays, but we were able to save all that.” Burkwood was led by quintuple winner Chandler Rose, quadruple winners Jack Huffner

and Madison Schmidt and triple winner Bryce Newton. One theme among county teams was punching above their weight – outperforming teams with more swimmers. For example, Mechanicsville, a GRAL Division 2 team, beat five Division 1 teams. “We did really, really, really well,” said Mechanicsville head coach Ari Brothers. “We had a lot of first-time qualifiers and one-event qualifiers, which is great. Atlee jumped from 13th Saturday to seventh Sunday. Its rise was driven largely by a spectacular performance by swimmer/coach Molly Sheffield, who won four events

with four record-breaking performances: in the 100-yard individual medley (58.48), the 100 butterfly (55.75), the 100 backstroke (57.40) and the 50 butterfly (29.58). But she wasn’t the only one excelling for the team. “I think we have 85 percent of our kids drop times,” said Atlee head coach Thomas Curley, who, like Brothers, ended his coaching tenure Sunday. “We had a lot of kids see CHAMPS, pg. 31

The team won its championship round opener with a 19-2 drubbing of Tazewell. It edged North Springfield by a more modest 8-5 score. In the final, Fort Hunt stifled Atlee’s normally whitehot offense to advance to the Southeast Regional tourna-

ment, which begins Friday at Little League Southeast Park in Warner-Robbins, Georgia. “The boys battled. I’m really proud of that,” said Atlee Majors manager Jamie Sanford. “We were down at times and always battled back until that very last game.”

The summer clinic is open to all high school girls. Sessions will be run by Yellow Jacket head coach Jay Howell and his staff. The camp will include technical sessions and goalkeeping sessions as well as small-sided and full-field games. For more information, go to www.rmcwomenssoccercamps. com.

Atlee LL Juniors win Series opener By Dave Lawrence Sports Editor Atlee Little League’s Juniors softball team made its Junior Softball World Series debut with an impressive display of offense in a 14-0 victory over the AsiaPacific champion, Tanauan (Philippines), at Everest Park in Kirkland, Washington, Sunday. Atlee, the Virginia state and Southeast Region champions, tallied 16 hits and 14 runs – 10 earned – in a series-opening shutout. Pool play ends Wednesday. The top four teams out of each five-team pool will advance to the single-elimination championship round, which begins Thursday. Atlee scored all the runs it needed to win in the first inning, but it took advantage of four hits, three walks and two errors to build a comfortable 70 margin in the second inning. The team added two runs in the third and five more in the fifth before the mercy rule was invoked and the game ended after five complete innings. “We jumped on them, scored a couple early, and then just kept nipping away,” said Atlee manager Scott Currie. “We just did our normal thing – played defense, made all the routine plays.
