ASHLAND — A recent change to Hanover County Public Schools’ dress code continues to draw comments from the public, but the nature of the remarks has taken a positive turn in the past 30 days. During a public comment period at the July meeting, a number of parents and students expressed their frustration with the new policy. The school board addressed those concerns
at this month’s regular meeting with discussion and consideration of a revised version of the policy that included relaxed restrictions on the length of skirts and shorts and allowed the use of leggings when worn with a top that covered some of the pelvic area. Teen gets 6 years for crash that killed two friends By Sean Gorman Richmond Times-Dispatch HANOVER — A former Lee-Davis High School student was sentenced Thursday to serve six years in prison for the deaths of two friends who were passengers in the pickup truck he drove off the road and slammed into a tree after he had been drinking last year. Nickolas Seth Fleming, 19, was sentenced on two counts of involuntary manslaughter in the deaths of Dylan Ballard, 17, and Elliot Hinton, 22. He had pleaded guilty this year.

City gathers in attempt to start healing By Patrick Wilson Richmond Times-Dispatch RICHMOND — Richmonders filled the plaza around the Slavery Reconciliation Statue on Sunday night to mourn the victims of violence in Charlottesville, encourage political action, and pray for President Donald Trump. “The battle to fight hatred, racism, prejudice and faces of evil is not over,� said state Del. Delores L. McQuinn, DRichmond, a pastor. She and the Baptist Ministers Conference of Richmond and Vicinity joined Gov. Terry McAuliffe, Mayor Levar Stoney and other political and religious leaders for an hour-long vigil in the hot sun at the statue — which was unveiled in 2007 in the former capital of the Confederacy to signify Richmond’s key role in the international slave trade. “There needs to be legislation and there needs to be other things that speak to what we have witnessed,� McQuinn said. June by the board with a number of other student conduct related revisions. Parents and students expressed frustration in finding items that would be allowed under the new policy, and many students wore outfits banned by the updated policy. Dibble heard those concerns and asked staff to reopen the discussion and consider revisions. The board formed an advisory committee last December to comprise a county-wide dress code. That focus group received public input and studied dress code policies in other school districts. Prior to the June approval, the student conduct code offered guidelines to proper attire, but school principals
made the ultimate decision regarding appropriateness on their campuses. “We were looking for more consistency in the policy,” Chris R. Whitley, HCPS public information officer, said. “The intent of this focus group was to recommend that we pull together for consistency’s sake and for clarity’s sake,” assistant superintendent Jennifer Greif said. Carrie Lindley is the spokesperson for a group of parents and students concerned over the dress code, and she applauded the division’s efforts to alleviate and address their objections to the new policy. “I think the process was wonderful,” Lindley said after the meeting. “They responded immediately, setting up meetings with us, getting students involved. They were impressed with what the stu-
dents had to say and took it to heart.” She also thanked Greif for gathering input from all the stakeholders as she prepared a revised code for school board consideration. “It’s been such a cooperative experience,” Lindley said. “The students who were part of that process have been empowered by what they did and feel the success they experienced.” Greif ’s comments also reflected the importance of the public’s input and the collaborative nature of the process. “I want to acknowledge our students and parents who have stayed involved in the process,” Greif said as she outlined her proposed dress code guidelines. “We heard from parents and students to highlight areas where we might need to go back and reconsider some of the lan-
guage that we used,” she added. Some concerns raised addressed equity, gender discrepancies, body image and age appropriate issues. The equity issue was a consistent theme at last month’s meeting. “We also heard about equity issues in terms of pricing and availability of clothing in our retail markets,” Greif said. The staff also considered age appropriateness and “if a dress codes should span K-12.” The final revisions left the new policy in place with some distinct revisions. “We didn’t want to throw the baby out with the bath water,” Greif said. She also noted the revised code and its guidelines will be revisited on an annual basis and adjusted accordingly. School officials have scheduled meetings with county principals to outline the new policy and ensure consistent

Weekend stirs memories of Montgomery By Jim Ridolphi Contributing Columnist Growing up in Montgomery, Alabama, I was witness to more than one political protest and marches and demonstrations were not foreign to a state whose license plates bragged “Heart of Dixie.” The State Capitol sat at one end of Dexter Avenue, sort of looking like Babylon on the hill with its bleached white stonework and neatly manicured grounds. Montgomery’s downtown lined the remainder of Dexter Avenue with numerous businesses, restaurants and movie theaters. As the Civil Rights Movement progressed, the marches became more regular, and many Saturdays were marked with a demonstration usually scheduled around midday. It was more of a parade than the boisterous marches most of us associate with the era, and Gambians lined the streets just to watch the marchers as they proceeded toward the State Capitol. I recall a summer day when I climbed atop one of the many trash containers and hugged a strategically located street light pole to get a better view of the people in the march.
I was surprised to see a group of nuns and priests walking quietly down the center of Dexter, heads slightly bowed in defiance. As years progressed, we regularly heard of the efforts of one of Montgomery’s famous African American ministers named Martin Luther King Jr., and he spent many of his Saturdays organizing and participating in those marches. I’m sure the many whites who lined one side of Dexter Avenue just to watch were not void of their own sense of racism, but I don’t recall the level of hate I see today displayed by either side in any of these demonstrations. Montgomery had become infamous with racial tension and most associate the city with Rosa Parks and her efforts to seek equal treatment on public trasnportation. I remember the passion, the commitment and the tenacity displayed on both sides, but the lack of violence also is something I remember. What occurred in Charlottesville this weekend was much more than a demonstration or a protest. It was more of a call to action from a group that has spent decades attempting to obtain a legitimate seat at the political table.

No one denied their right to express their opinion, as vile and putrid as it appeared to most Americans, but both political parties resisted any attempts to legitimize those views. Civil society realized the need to shun views that were so extreme they represented a threat to the very fiber of our nation. While I understand the sentiments of those who sought a venue to legitimately protest decisions to remove Condederate statues from public parks in Charlottesville, but, somehow, I don’t think the scores of individuals who descended on the city were really concerned about a statue of Robert E. Lee, and they certainly didn’t display any of the values for which the General was known. Years after I left Montgomery, I have a much better appreciation for those marches and what they meant to equality in our country. I understood the importance of non-violent protest and the power possessed in mass spoken with one unified voice. Nothing that occurred on Saturday was even similar in dedication or purpose to those memories of Montgomery. Whatever message organizers hoped to convey was lost
in a tangled web of violence, hate, bigotry and murder. But, it was the level of hate on display, the chants, the signs that offered the most contrast to my memories of Montgomery. While I’m sure many in my hometown were not treated with the dignity they deserved during that turbulent era, my recollections do not include the violence I saw Saturday in Charlottesville. Maybe it’s the past years are forcing me to revise history and remember things much better than they actually were … but I don’t think so. Some messages must be repeated, and often, to ensure their intent is never assumed, or even worse, forgotten. As a nation, we must continue to stand united against racial hatred and maintain avenues for civil discourse that allow all voices to be heard. But, some things should never be tolerated, or considered part of legitimate partisan politics. And those who use those positions to validate a hatred that comes from deep within are just the type of individuals we don’t want marching in our streets … in Charlottesville or Montgomery.

City should embrace history for tourism I wish to bring to your attention a matter, which concerns most of the citizens of Virginia, the rewriting of history proposed by Levar Stoney, the current mayor of Richmond. The City of Richmond, its historic venues, and our battlefield sites have long been a magnet for history buffs from around the world. Why does not Virginia — and especially Richmond — embrace the opportunity to increase its revenues by attracting more visitors rather than pushing them away by installing revisionist signage, which would distract from the avenue’s ambiance? The Confederate monuments along Monument Avenue were gifts to the city, the cost of construction and the maintenance being borne by individual citizens across the state and nation. The only maintenance the city provides for these statues is to clean off the graffiti after they have been vandalized. Other than the Arthur Ashe Monument, the City of Richmond has no vested interest in any statue along the avenue. The third point I wish to make is that, as a result of the last annexation of portions of Chesterfield County (1970s) by the City of Richmond in order to gain a sustainable tax base, the Commonwealth of Virginia agreed to subsidize the city if Chesterfield County would cease resisting the annexation. Pursuant to this agreement, the City of Richmond would forfeit any future attempts to annex land from either Henrico or Chesterfield County. Prosecutors said that Fleming and his friends were tailgating and drinking at Richmond Raceway, and that after that day’s NASCAR race, the group dropped by a friend’s house to go swimming. One of the passengers in Fleming’s vehicle told investigators that all five passengers had been drinking and smoking marijuana at a pond after the race, according to court documents. The friends then drove to a “garage party” in Mechanicsville, where they drank more. The friends decided they needed to make a beer run at one point, and they piled into Fleming’s truck and drove to the Fas Mart at Creighton and Cold Harbor roads, according to the prosecution. At 10:26 p.m. — minutes before the crash — a surveillance camera captured Fleming’s truck parked outside the store, where his friends purchased beer and loaded it into the vehicle. The force of the crash “nearly split his truck in half,” Royalty said. Good Samaritans who rushed to the crash scene
heard Fleming say, “I can’t go to jail” or “I won’t go to jail.” He also said, “Yeah I’m wasted,” Royalty said. The prosecutor also said that when Fleming was asked how much he had been drinking, he answered, “A lot.” The prosecutor said various analyses found Fleming’s blood-alcohol level was between 0.067 and 0.078 percent. For adults, the legal limit for driving in Virginia is 0.08 percent, but Fleming is underage. Donna Ballard, Dylan’s mother, took the stand to say that it has been 587 days since she last saw her son alive. She described the time since Dylan’s death as “587 days that I have cried, 587 days of living with a broken, shattered heart.” “Dylan was a perfect example of life,” Ballard said. Danny Hinton, Elliot’s father, told the packed courtroom about the things he would never see as a result of the crash that took his son’s life. He said he would never see a grandchild from his son, and would never be able to have a complete family portrait done again. “I’m never going to see Elliot grow up and become a man,” Hinton said. Pat Hinton, Elliot’s grand-
mother, said he was like a son to her. “I still cry when I cook the food that was his favorite,” she said. Jenifer Hinton, Elliot’s mother, said her son is the first thing she thinks of when she wakes up in the morning and the last thing she thinks about before she goes to sleep. “He was my whole heart, and my heart has not been whole,” Jenifer Hinton said. She said Elliot was her firstborn — the first to take a bath in the kitchen sink and her first child to graduate from high school. Brenda Harding, Fleming’s mother, offered her own emotional testimony about the crash’s impact on her son, who she said suffered two broken legs and a broken jaw, among other injuries. “He constantly worries about me, his dad, how this has affected us,” Harding said. She said her son is “tenderhearted” person who cares about his friends. “He takes full ownership of his choices that night, but he’s also a kid, a kid that made a terrible choice and wants to do better,” Harding said. In addition to Fleming, the other people who were injured in the crash were Becca Clements; Patrick Hinton,
brother of Elliot; and Thomas Lumpkin, of Aylett. All but Lumpkin were students at Lee-Davis or had graduated in recent years. Fleming apologized during his own statement to the court. “I never meant to hurt my friends,” Fleming said, adding, “I’m deeply sorry for my actions.” Fleming’s defense attorney, Carl Witmeyer, said his client was close friends with the Dylan Ballard and Elliot Hinton. Witmeyer said Fleming has to live with the knowledge that he

Evelyn Elizabeth Wine Tyler, 95, died Friday, August 11, 2017, at Lexington Court in Richmond, where she had been a resident for six months. Born in Norfolk on November 9, 1921, Mrs. Tyler was the daughter of the late Polly Elizabeth Hall and John Murdock Midgett. She was preceded in death by two husbands, Chester Allen Wine of Richmond and William Samuel Tyler of Mechanicsville. She also was preceded in death by her sons, Allen Keith Wine of Saraland, Alabama, and John Ray Wine of Richmond. Mrs. Tyler is survived by her son, Arthur Eugene Wine of St. Charles, Illinois; and her granddaughters, Sherri Wine Owens of Chickasaw, Alabama, and Jeanne Kristin Wine Cox of Moseley; greatgrandsons, Robert Allen Sturtz of Mobile, Alabama, and Reagan Thomas Cox of Moseley; and great-granddaughters, Kathryn Weiss Cox and Caroline Elizabeth Cox of Moseley. Mrs. Tyler was raised in Norfolk. She was a Navy wife of 30 years and was beloved by all her family and friends. Mrs. Tyler was a dedicated wife and mother, a doting grandmother and great-grandmother and she never met a stranger. Harry Browning Walton Jr., 90, of Mechanicsville, originally of Lynchburg, went to be with the Lord Sunday, August 6, 2017. He was preceded in death by his wife of 60 years, Carleen B. Walton; and is survived by his children, Kathy McChesney (John) and Tony Walton; three grandchildren, Beth McChesney Shoup (Chris), Anthony Tyler Walton and Tereleen Kala Walton; greatgrandson, Brady Shoup; as well as his dear friend and loving companion, Jean Webster. Harry was retired after 23 years of service as a Master Chief Petty Officer in the U.S. Navy. His Naval career carried him and his family all over the world. Harry was proud of his 23 years of service to our country and the U.S Navy. He was a devoted volunteer at Church of the Redeemer, visiting the sick and taking them Communion in the hospital and in their homes. Harry loved the beach, fishing, RVing, wintering in Florida and vacationing in Nantucket. A Mass of Christian Burial was held at 11 a.m. Friday, August 11, 2017, at the Church of the Redeemer. We haven’t asked for improvements to Chapman [Street], we’ve been very clear we wouldn’t ask for those,” added Nora Amos, director of planning and community development. Amos included that they

She was in ICU for four weeks and has been in rehabilitation for the past 2 1/2 months. Amanda’s daughter was 9 months when the surgery took place, and, due her brain injury, she missed her first birthday. Amanda is unable to walk on her own and requires assis-
tance with most daily living activities. She is confused and needs to be redirected and reoriented frequently. The family’s medical bills are growing and home caregivers is not covered by the insurance company. If anyone knows a CNA or can help with any medical cost, the church memership said it would be greatly appreciated. The cost of the picnic is $12 for adults and $5 for children.

CP Implementations “Our comprehensive plan, it’s a 300-page document, we’ve got a lot of goals in there,” explained senior planner Garret Prior, as he presented to Planning Commissioners an overview of the CP’s implications, and how they will be put into action going forward. “Lots of great ideas about what makes Ashland, Ashland,” Prior said. Ashland’s CP is periodically checked up on and updated on
a consistent basis, and contains any policy or goals that are recommended. Prior explained how it runs on 10-year stints, with a check-in occurring every 5 years. “[This document] basically shows you how each one of the things that is mentioned in the CP – we are working on accomplishing,” he said. Prior also said that they were working to create an easily accessible document for citizens to view on the town’s website. Sharon Lucas, the recently elected president of the Mechanicsville Lions Club, attended the Centennial International Convention in Chicago, where this year’s 5 Legacy Areas of Service was introduced, highlighting the expense of the organization’s many service areas that members are involved with throughout the world. Lions is an international network of 1.6 million men and women in 210 countries/ territories dedicated to making a difference locally and globally. It is the world’s largest service club organization with its service as diverse as its members and serving communities where members live, as well as globally. Last month, over 40,000 gathered in Chicago to celebrate their Centennial International Convention where it all began, and Lions were asked to commit to 5 Legacy Areas of Service: Hunger, Vision, Environment, Diabetes and Pediatric Cancer. Church of Creator Youth Group helps Buchanan town By Jennifer Mullen Special to The Local
M
ost of us know that going on a mission trip means spending time helping others. It’s a time to share Christian faith with people through the demonstration of God’s love – in practical and tangible ways. But what some youth from Episcopal Church of the Creator may not have known was that they would leave behind, and take away for themselves, so much more than they might have anticipated. In June, the Church of Creator Youth Group (CYG) put their skills, and faith, to the test when they traveled to Hurley. Nestled in Buchanan County, a short distance from the Kentucky and West Virginia borders, Hurley’s livelihood is dependent mostly upon the coal industry. Unfortunately, the steady decline in that industry has contributed to a steady decline overall in the Hurley community: unemployment is high and economic prospects few and far between. Add to that a worsening
economy and Hurley residents have found it difficult to make ends meet, resulting in even more difficulty in keeping up with home repairs and renovations. What more deserving place, right here in Virginia, than this tiny Appalachian town for CYG to help make a difference. “We had 17 youth and nine adults ready to do everything from home repairs to possible even environmental cleanup,” said 16-year-old Emily Earls, who led the year-long mission trip efforts, and whose mom and brother also went along to help. “The group was more than double what we had last year, so I was really excited to see what we could accomplish. Our goal was to help the community in every way we could with the skills God has given us to use in his name, to allow our relationship with God to grow stronger through our work, and to grow closer as a group.” And, work they did. Through rain and shine, CYG did a little bit of everything, from demolishing and rebuilding porches and reconstructing a roof, to installing drywall, replacing moldy floor

five concerts in Ashland. The Daryl Davis & Josh Christina Band is a five-piece rhythm and blues rock band of the highest order. Davis is described as an extraordinary man, a great singer, pianist, guitarist, composer and fantastic boogiewoogie player.
The band’s instrumentals feature keyboards, rhythm and bass guitars, saxophone and drums and truly classic rock vocals. Davis has worked with the Muddy Waters Legendary Blues Band, Elvis Presley’s Jordanaires, Chuck Berry, and other rock and blues greats.

Planners discuss comp plan and name Flanagan vice chair By Logan Barry for The Mechanicsville Local ASHLAND — The Ashland Planning Commission recently listened to a request (SUB17-0802) for a preliminary plat on the “Lauradell” development, as well as a presentation about implementing the town’s comprehensive plan (CP), coming after a work session in which commissioners convened in discussion focused on a residential zoning update before the regular meeting began. Planning Commissioner Bob Flanagan became the new vice chair of the Ashland Planning Commission during an official election at the beginning of the Wednesday, Aug. 9, public meeting. “I would like to nominate Bob Flanagan. I think he has some seniority here and would be very good at it,” said Lou Ann Jewel, chair.
In Ashland, the individuals who cast their votes to elect a vice chair in the planning commission, are the members that compose the current commission. All commissioners voted “aye,” giving their approval to elect Flanagan as vice chair, except for Flanagan, who abstained. “We welcome our new vice chair, so you’ll have to sit next to me next time,” Jewel joked to Flanagan. GLEN ALLEN — A Louisa County man was killed Monday, Aug. 7, in a singlevehicle crash on Mountain Road. Sgt. James R. Cooper of the Hanover County Sheriff ’s Office said 54-year-old Joseph W. Butler of Bumpass was driv-
ing a 2015 Chevy van that was traveling west on Mountain Road when it veered off the highway and collided with a house. The occupants of the house were not injured. Butler was the only person in the vehicle. He was pronounced dead at the scene. The fatality occurred around 5:55 p.m. in the 13000 block of Mountain Road.
“Investigators are still collecting information and consulting with the Medical Examiner to determine the circumstances that led to this tragic incident,” Cooper said. The sergeant, speaking on behalf of Col. David R. Hines, sheriff, said, “We extend our sincerest condolences to the family of Joseph W. Butler during this difficult time.”

The work session also focused on a “traditional neighborhood design,” according to the agenda, and looked at future land-use classifications for areas like the town-edge, traditional neighborhoods and mixed neighborhoods. It also asked, “What’s next for Ashland neighborhoods?” and focused on: “Green Acres” (Lauradell), Woodside Lane, Maple Street, James Infill, Wesley Infill and “East Ashland.” Commissioners also examined uses and definitions pertaining to zoning districts, the matrix, and the town’s housing checklist. Josh has been working with veteran musicians since he was 8 years old when he had his Junior Blues Brothers act. Josh caught the attention of Nashville-based producer Kent Wells (Dolly Parton’ producer), who immediately got to work with Christina on his sopho-

More than a decade ago, he returned home to a lengthy stay at Walter Reed Hospital after losing his leg when an IED exploded in Iraq. McGuire doesn’t remember much about the incident, but he has a vivid recollection of his thoughts as he lay in Washington, D.C., recovering. “Are my soldiers safe?” McGuire asked his father who maintained a bedside vigil at his son’s side. Most of them were, but McGuire

Minutes before, they were greeted by flag-waving supporters as a Hanover County Sheriff ’s Office patrol escorted them to their new home on a street lined

Project manager Taylor Neal headed up the construction for R-CI and said this build represents the efforts of a community. “This is a great cause for the community to come together and support,� Neal said. “We all came together to get this done. Every construction project is a challenge but this one had such a great story behind it. This is about patriotism.� R-CI’s Ray Melton also contributed to the project, and managed to save enough wood from removed oak trees to create a dining room table for the new home. R-CI co-founder Mike Chenault said this project reflects the real compassion and unity in the Hanover community.

Cold Harbor Ruritans donate to Hanover Adult Center Contributed Report news@mechlocal.com MECHANICSVILLE — The Cold Harbor Ruritan Club has been a faithful partner of the Hanover Adult Center, supporting the agency’s mission for over 20 years. In 1977, Hanover Friends Church identified an unmet need in the Mechanicsville community and initiated the formation of the Hanover Adult Center. Hanover Adult Center is now a small, 501(c)(3) not-forprofit agency, providing care during the daytime only, for adults who need support to remain in their own homes and communities. Two distinct programs are provided by the Hanover Adult Center. The day support program, which is licensed by the Department of Behavioral Health and Developmental Services and certified by Medicaid, provides options for center-based group day support and/or community engagement day support, for adults with intellectual or developmental disabilities. The adult day health services program, which is licensed by the Department of Social Services and certified by Medicaid, provides a safe, loving, interactive environment; it is a place for adults to gather for activities in order to avoid social isolation and institutionalization.

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Kourtney, 488553, is a 2-year-old (estimated) female Labrador Retriever mix. She is spayed and has had her first set of vaccines and is Heartworm test negative. Kourtney is a sweet dog. She came to the shelter at the end of July as a stray. She started off shy, but Kourtney has really come around with the staff. She seems to be sweet and loving. Kourtney will do best as the only dog in the household. She will make a very good pet. Misty, 488498, is a 1½-year-old (estimated) female feline. She has had her first set of vaccines is a FELV/FIV test negative. Misty is a good-natured cat who came to the shelter last month as a stray. Her beautiful color patterns also match her personality. Misty loves to snuggle with everyone. She is super sweet and playful. Misty will make a great indoor/outdoor pet. By Dave Lawrence Sports Editor MECHANICSVILLE – The Fall 2017 athletic year has begun, with most of the area’s golf teams already with one or more matches under their belt and with the usual infusion of new faces. This year, however, many of the new faces are at the top of local teams’ organizational charts as three of Hanover’s four high school teams have new head coaches. Patrick Henry head coach Dave Hudak, who was the newcomer to the county five years ago, now finds himself the dean of county golf coaches. “I think I’m the only one back, so that makes me the granddaddy of golf coaches in Hanover,” joked Hudak, a former head football coach at Granby High School in Norfolk. “It took me 20 years in Tidewater to do that.” Two of the county’s new head golf coaches are familiar faces at their schools, however. Hanover’s new head coach is assistant baseball coach Hunter Hoy. Lee-Davis’ new head coach is head baseball coach Tyler Johnson. The only true “newcomer” is Atlee head coach Stan Thorne, a former PGA golf professional who has been active in the area as a youth coach for Atlee Little League.

area before I went on to work 20 years with the county, so I’m not new to the game or to teaching it – I taught the game for over 30 years. “That’s one thing I love about this opportunity. I’ve got a good group of young people and I can help them, not just with managing their self around the golf course, but with their
golf swings.” The Raiders will be led by a trio of seniors – Spencer Talley, Nick Carlo and Colin LaCroix – but have a number of promising underclassmen who should be seeing plenty of time among the top six: junior Jack Emerson, sophomore Collin Freeman and freshman Jack Miller. Talley, Carlo, Emerson and
Hanover Hunter Hoy took the helm of the Hawks’ golf team less than a month ago, after former head coach Chris Pace left for a teaching position with Massaponax High School in Spotsylvania County. Hoy inherits a team that advanced to a state tournament – the VHSL Group 4A state championship – for the first time last year. While the team is missing Ward Wilkinson, a senior last year who finished as state individual runner up after a sudden-death playoff and who is now enrolled in the U.S. Naval Academy – the Hawks have plenty of talent returning: seniors Jimmy Hill and Jack Proctor and junior Christian Dyer. In addition, Wilkinson’s brother, Andrew, should have an impact as a freshman. Other returning Hawks include junior Robert Patina and senior Bella Seip. “A few of the kids are kind of hit or miss, but now they’re practicing every day and from the first day of practice to now they’re already getting more consistent,” Hoy said. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments.
