Tax relief for elderly and disabled applications now available HANOVER -- Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $50,000 or less. The application period for the upcoming year begins today (Jan. 2, 2019). The deadline is
March 1, 2019, for the relief to be applied to the tax bills due (first half) on June 5, 2019. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as
the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres around it. The home’s owners can have a combined gross annual income of up to $50,000 and still qualify. The income of relatives living in the
home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income. see RELIEF, pg. 8

Family has courage to share story of addiction By Roslyn Ryan Richmond Suburban News
I
n this age of being able to read headlines from around the world, 24 hours a day, simply by pulling out your phone, it’s sometimes easy to miss those smaller stories that don’t involve natural disasters, major scandals or otherwise earth-shaking events. Such was almost the case a few weeks ago, when I happened upon a story about an obituary for a young Vermont woman that had gone viral. Over the course of my years working in newspapers I have had the privilege to read many, many obituaries and even write a few of them. There are those that stand out because of the deceased person’s many accomplishments (wartime service,
notable success in business), and sometimes because of how deeply they impact the community. And then, of course, there are the ones that simply break your heart. Madelyn Linsenmeir’s was one of those. Linsenmeir, according to the notice written by her sister and published after her death in October, was a loving mother, an immensely talented performer, and a cherished daughter, sister, and friend. She also was an addict, which was ultimately what took her life. The fact that the family chose not only to reveal the true cause of Madelyn’s death in the obituary but also to detail the devastating consequences of her battle with opioid addiction — including its impact on their own lives -- has been held up as an act of bravery by millions around the world. Through their efforts, they have helped many who might
harshly judge those struggling with addiction —calling them weak-minded, or worse — to begin to see addicts as human beings in need of help, support and empathy. As one of the millions and millions of people who has seen first-hand the devastating effects of opioid addiction on a family, I champion the idea that we need to hear these stories. The ongoing opioid crisis has left virtually no community untouched, yet so many people I know continue to believe it can’t find them. The people struggling with addiction deserve to be valued and understood, as do their families. Thanks to one family’s courage, we’ve taken a big step forward. Roslyn Ryan is editor of The Goochland Gazette.
Christmas traditions change but magic of season remains By Jim Ridolphi Contributing Columnist It seems that Richmond comes alive during the holiday season, a city aglow with twinkling lights and outdoor displays that would force even the most dedicated Grinch to feel a bit of Christmas spirit. Families flock to the Downtown Center to view a dazzling display of illuminated buildings and a collage of uniquely decorated trees. There’s even an elaborate toy train display elaborately designed to evoke a childlike
fascination to the oldest of admirers. The variety of things to do during the Christmas season is almost overwhelming at times, and visiting all of them takes careful scheduling and real determination to celebrate and enjoy every joy of the season. Families gather at these sites and begin traditions that will hopefully last a lifetime and provide the same memories that many of hold us dear to our hearts especially during the Christmas season. It was a different landscape in 1950s Richmond, but, looking back,

the sentiment was similar to what these new generations experience as they walk through the lights at Lewis Ginter Park. My earliest memories of Christmas in Richmond involve a Christmas Eve trip down Broad Street to a large insurance company business near what was then Tantilla Gardens. The dignified building sat mostly unnoticed for 11 months a year, but, during December, it became a destination attraction for kids trying anything imaginable to get a glance of St. Nick.
Christmas didn’t seem real and our lists not guaranteed until we rode by that building on Christmas Eve and viewed a small sleigh pulled by eight tiny reindeer stretched between chimneys atop the building. My parents told us that if Rudolph’s nose was blinking, it was almost a sure bet that Santa was on his way and our wishes had been mostly fulfilled. It was the final event in a calendar of holiday events that, sadly, will not be enjoyed by future generations. I took my first daughter to one of the last Christmases with the

Snow Queen and Santa luncheons at Miller and Rhoads. She marveled at a Richmond tradition that, for many children, was the first sign of the season and a slice of reindeer cake confirmed that certainty. Our Christmas shopping involved a trip downtown with my mother who arrived equipped with a detailed and strategic list of items to acquire. Some purchases required my sister and me to wait in other areas of the store, and we anxiously awaited the end of the day when Christmas began for us. Once all the items were purchased, the entirety of them set to arrive in neatly wrapped boxes in trucks with the name of the department store on the side days before Christmas, we strolled along Grace Street and marveled at the huge display windows. Each of them presented a different view of the holiday, but the best one always occupied the prized corner location. A toy train circled a collection of the most wanted toys of the season, and it was easy to confirm these most important decisions by simply staring see TRADITIONS, pg. 8

ones I remember as a child, while realizing how much of the same it represented. It occurred to me that those traditions involve people more than places, and the true memories and blessings of the season are still achieved by enjoying the things that make our lives special every day. And missing those traditions is nothing more than an overactive sense of nostalgia, and, per-
haps, a desire for a simpler time when the season didn’t arrive as early, but seemed to last for months. But, the magic of the season still lives in the enchantment displayed on the faces of our children, and a well-baked Christmas cookie is still the best. The lights are different and there are more of them, but the glow they produce still produces a magical spirit that only comes around once a year.

The application period for this program begins Jan. 2, 2019 and ends the close of business, Feb. 1, 2019. Landowners who have kept
their property in agricultural or horticultural for at least five years, or wish to use the open space or forestry categories, can qualify for the land use program. The minimum qualifying acreages are five acres for agricultural, horticultural and open space and 20 acres for forest use. Property that has been zoned Rural Conservation
(RC) also can qualify for the Land Use program. If the land use is changed, the tax reduction must be repaid with simple interest for the current tax year and potentially up to the previous five tax years. In recent years, the Hanover County Board of Supervisors modified the program to allow property rezoned for specified, see LAND, pg. 14

Raiders advance to Henrico Hoops final By Rob Witham For the Mechanicsville Local HENRICO – In the midst of a four-game losing streak to open their season, Atlee boys basketball head coach Rally Axselle saw a silver lining. He saw better, more purposed play from his Raiders. It didn’t translate into a win at J.R. Tucker that night, or a win against defending Class 5 state champion Varina the following week. That corner was turned with back-to-back wins over county rivals Hanover and Lee-Davis. So Atlee’s 74-60 triumph over previously unbeaten Monacan in the opening round of Henrico Holiday Hoops 2018 Wednesday night came as no surprise to the closest team observers, while many others thought otherwise. The road less traveled had paid off dividends. Monacan entered as defending Henrico Holiday Hoops champion. “Lee-Davis, they were very good and very athletic,” Axselle explained. “We played Varina, who is very big and athletic and we played well against both of those. Coming in here, I think had we not been tested, we would have been shell shocked.” Instead, the Raiders were not intimidated by the Chiefs, their record, their ranking or their best player: Joe Bamisile, a transfer from Montverde
Key to keeping the Chiefs at bay was limiting their other athletic players in their offense. While it was hard to stop Bamisile, who has NBA range on his 3-point shot, his 30 points to lead all scorers accounted for half of Monacan’s total. Cook and Warren manned the lane defensively, while Jackson Baitinger and Nick Conway limited turnovers in the transition game. The balance of the game came down to contributions all over the floor from Alan Williams, who scored nine points, Andre Coleman, who added eight, and Donnie Oliver, who scored 14 points and was seemingly everywhere defensively, using speed and length to deny any other Chief not wearing jersey number 23. Walker Posey and Johnathan Mondrey each scored nine points for the Chiefs, but no one other than Bamisile reached double figures. “Donnie brings more than what you see on the floor,” Axselle noted. “What he brings to practice, his leadership, his energy, he’s always picking guys up. He’s been doing a lot of shooting, and you can see that Nick Liberante for The Local the drills, they’re paying off.” Atlee’s Tyler Warren (10) gets an offensive rebound against Pikesville of Maryland in the semifinals of the Henrico Holiday Hoops When Warren putback an tournament Thursday night. He then turned and hit a jump shot for two points in the Raiders’ 65-52 victory. Atlee miss to make it 59-56 Academy who scored 49 points to a pregame technical on the in the paint offensively from who also scored 10 in the first with 4:16 left, fans geared for Andrew Cook, who scored 10 half, as the Raiders withstood a photo finish. Atlee accepted two free throws due the first half, getting timely play teaming with Tyler Warren, a 38-35 halftime lead. see RAIDERS, pg. 22

Raider defense played its best basketball of the season, and Atlee finished the game on a 15-4 run. Atlee entered the double bonus with 2:53 left,
Nick Conway sinking a pair at the line for a 66-58 lead. The expected Monacan counterpunch never came, guaranteeing that Henrico Holiday Hoops would have a new champion for the sixth straight year. “Going into the season, I
thought we’d have the depth to have multiple scorers,” Axselle said. “We’ve had injuries to go through, but to have seniors, seniors like Donnie come in, to lead us to victory. That’s what seniors do.” Thursday night, the Raiders earned a berth in the tourna-
afloat, scoring 11 of her gamehigh 17 points in the first half as Lee-Davis took a precarious 19-18 lead to intermission. It was the play of another senior insider, Tori Heller, that jump-started Lee-Davis in the second half. Heller scored four of her six points out of the gate, and played strong defensively to help the Confederates build their lead. Down 30-21 after three, and desperate for an offensive spark, a critical juncture came for the Wolverines when, down by 11 with 3:43 remaining, Lee-Davis’ Gracie Pappas drove to the basket, scored, and drew a foul. After the play, a technical foul was called on North Stafford head coach Josh Regan. Pappas converted the free throw, Heilig hit a pair of free throws, and a five-point possession gave LeeDavis a 39-23 lead, and, effectively, the game. Madison Butler and Megan Brooks each scored four points while Madison Williams and Pappas finished with three apiece. After an 0-7 start, it was a refreshing night for the home team, Heilig coming to the bench late in the game jumping for joy after a called timeout. The Confederates hope to use this momentum into the new year, when they find themselves on the road for four straight games, tangling with Armstrong, Hanover and Henrico after a Jan.4 date at Clover Hill. Great reasons to visit your local library Many people have a wonderful resource at their disposal just minutes from their homes. This resource can transport them to distant lands, teach their children valuable lessons and serve as a great place to meet new friends. So what is this magical place? The local library. Libraries are filled with books for adults and children. But libraries have even more than books to offer, making them an invaluable resource for the entire community. The following are just a handful of the many great reasons to visit your local library. Reading may help improve longterm mental health. A 2001 study from researchers at Case Western Reserve University found that patients with Alzheimer’s disease were less active in early and middle adulthood in regard to intellectual, passive and physical activities than people who did not have AD.
Young adults and middle-aged men and women who visit their local libraries and check out a good book might decrease their risk for cognitive decline later in life. Reading can improve your vocabulary, even as you get older. Reading for pleasure as a child has long been linked to helping young people age 16 and under develop strong reading and math skills. But a recent study from researchers at the University of London that examined how the vocabularies of more than 9,400 people developed between the ages of 16 and 42 found that vocabulary continued to improve long after teenage years. By continuing to read books from their local libraries into adulthood, adults can further develop their vocabularies. Libraries provide lots of free entertainment. Libraries are home to thousands of books, but that’s not all you can find at your local branch. Newspapers,

magazines, CDs, and DVDs are some examples of the forms of entertainment available at local libraries. Better yet, such entertainment is free to card holders. Libraries offer age-appropriate programs for kids. Some parents may lament the lack of programs available for their youngsters. Such parents are urged to visit their local libraries, which are often home to many programs that
can inspire kids to read and foster their creativity. The scope of kid-friendly programs at your local library is wide and may range from sing-a-long sessions for toddlers to group art programs for preschool-aged children to STEMbased programs for elementary and secondary school students. The local library is an invaluable resource than can benefit people of all ages. - Metro Creative
