MECHANICSVILLE — The Virginia Alcohol Control Board (ABC) announced late last week plans to move the department’s headquarters and warehouse to Hanover County, a preferred site chosen from more than 15 locations in the metro Richmond area. The 315,000-square-foot facility and 95,000-squarefoot office building will be located on a tract near the intersection of Pole Green Road and Interstate 295.

No sooner had the news of the relocation been released, some were linking the announcement with a renewed effort to build a new baseball stadium near the Boulevard in downtown Richmond. Although city officials have expressed a desire to open areas in the corridor to accommodate a new stadium, officials said Friday’s announcement was more about efficiency, expansion and ABC’s goal to continue its revenue-producing mission.“ Enhanced facilities will allow Virginia ABC to con-

tinue its steady increase in revenue, and, consequently, its significant contribution to the Commonwealth’s general fund,� Travis Hill, ABC executive, said in a prepared statement. ABC contributed more than $2 billion in revenue to the state’s coffers during the past five years. HANOVER -- Hanover County Sheriff ’s Office investigators have arrested and charged Darius Sharrieff Dowtin, 24, of Henrico County, in connection to the larceny from automobiles that occurred on Saturday, Jan. 20. According to Sgt. James R.

Cooper, Dowtin was charged with two counts of grand larceny, two counts of motor vehicle tampering, one count of credit card theft, and one count of conspiracy to commit larceny. The sergeant, in announcing the arrest on Thursday, March 1, said Dowtin was lodged in the Henrico County Regional Jail

East. “The Sheriff ’s Office would like to extend our sincere gratitude to the media and community partners for sharing the photographs of the suspect that ultimately led to the apprehension of Darius Dowtin,� Cooper said, speaking on behalf of Col. David R. Hines, sheriff of Hanover County.

Paying it forward has its own rewards

By Melody Kinser Managing Editor He was seated alone in the restaurant, looking up occasionally to see who was passing by his table. After I caught a second glance, I knew what I had to do: Pay for his meal. There wasn’t any hesitation on my part -- and I had no idea what he had chosen for his late lunch/early dinner. All I knew was that I was going to pay for it, as well as tip his server. Maybe it’s the writer in me but I tend to consider the back story when I see someone alone, with the hope that they aren’t lonely. While I nearly teared up trying to piece together in my mind what his circumstances might be,

my heart got the message loud and clear from the Lord. And, despite any emotions tied to my wandering mind about this man and his life, I received an incredible blessing for that decision. I don’t know what was said to him when it came time to pay for his meal, but I do know you can’t put a price tag on the joy it brought to me. We all hear the term “Pay it forward.” Well, how many of us actually live by those words? This recent incident convinced me that I need to spread kindness as often as possible. God is good to me, I don’t do without, and helping others should be a priority for all of us. What makes this story more personal to me is the fact that until my father died in 1992 I was a

very self-absorbed person. Not particularly pleasant either. His sudden death changed me for the better. He gave back to his church, his family and his community. The reality of his passing erased any self-centered notions I had. I am blessed to have a job I enjoy and working with people who are like family. Mom and I have a good life here, with extended family in the area. When Dad would address men’s meetings at our home church, he would often tell the group to take their wives out for a good dinner and tip the server well. I’d like to think some of his generosity finally landed on his youngest daughter. Pay it forward -- you’ll be glad you did.

Artist’s story proves it is in the eye of the beholder By Jim Ridolphi Contributing Columnist

When it comes to art, I know what I like but have no idea why, or the theory that prompted the result. On the rare occasions when I do find myself in a gallery setting, I approach the viewing casually, usually gravitating to the works that appeal to me on a visual level. I do know enough to realize the real beauty of some of the greatest works are hidden in the stories of the

men and women who created them, and knowing the artist offers a new appreciation of their work. When I heard the story of Emery Blagdon, I was intrigued by both his work and, probably more importantly, his life. To those who knew Emery, describing him as an artist seems appropriate, but not exactly accurate when considering his creations, a collection of unique items that he called his “pretties.”

Blagdon ended his education at an eighth grade level and spent the formative years of his life traveling and working a number of jobs, mostly at sawmills on the West Coast. News from his Nebraska home was usually bad, and Blagdon eventually lost two of his siblings to cancer. He returned to his farm near North Platte, and began a simplistic existence that centered on self-reliance, and Blagdon was often seen tending to his two enormous gardens.

When he wasn’t working his hands in soil, Blagdon retreated to a small shed adjacent to his barn where he created what he described as magnetic machines with mystical healing powers. The eccentric inventor and artist designed and manufactured more than 400 pieces, each strategically located in the small shack alongside a multitude of Christmas lights, aluminum foil and other reflective items. see EYE pg. 7 }

On Feb. 14, the Hanover County Board of Supervisors approved the 2017-2037 Comprehensive (Comp) Plan for Hanover County. The board did not expand the Suburban Service Area (SSA), reduced suburban maximum residential densities by 1.0 dwelling unit per acre, and eliminated a proposed bike-walk section (also known as the Active Living and Healthy Neighborhoods section). Reduced maximum residential density is the logical and justified response to major changes in the development model. Suburban development is predicated on the basics: adequate road, sewer/water, and other infrastructure. The development model is broken. Basic suburban infrastructure is inadequate in the SSA. m Traffic on Hanover roads is heavily impacted by major new developments and worsens daily. State funding for secondary road improvements has, however, largely dried up. m Sewer/water services are lacking in much of the SSA. Development only extends as far as the systems do. Sewer/water infrastructure grants have been phased out long ago. Residential development does not pay for itself. The county must make capital investments. Developers will no longer pay cash proffers for road improvements based on the number of dwelling units. For 35 years, Hanover has planned for separate subdivisions and dispersed rural parks connected only by roads. Blagdon’s relatives would often visit and marvel at his healing machine. To others in town, the eccentric recluse was somewhat of a tolerated oddity, and he made lifelong friends, most of them boasting at least one visit to the machine. Dan Dryden ran a small family pharmacy in North Platte, and encountered Emery when he entered the store and inquired about acquiring some “elements� for his machine. He explained his theory to Dryden, a somewhat muddled approach to energy fields and the gravitational pull of the moon. The pharmacist became good friends with Emery and supplied the elements he

requested. Dryden moved away about a year later and pursued a dream of becoming a sound engineer in New York City, a path he credits to Emery’s insistence that people follow their dream. Years later, Dryden returned to Nebraska and learned of Emery’s death in 1996. Elaborating on previous laptop stance Several weeks ago, I wrote a letter expressing my opposition to our school system acquiring laptops for all middle and high school students beginning in 2020. I described the lack of research supporting an increase in student learning when divisions implement a 1:1 program. In addition, I described a greater need for funding in the two areas of school infrastructure and human resources. I would like to elaborate further on my argument. The education sector is

quick to jump on technology as a “fix” for improving student achievement. There are numerous examples of school divisions getting caught up in the education technology frenzy, without first analyzing the original need for the technology. Technology for technology’s sake is not prudent, nor is it effective. Case in point, if you were to stop by many of the classrooms in the Hanover division that contain mounted Smart Boards (approximate cost $3,000 each) and projectors, you would more than likely see them being used as a glorified whiteboard versus an instructional technology tool designed to reshape instructional delivery.

The teacher is not completely at fault. In order to effectively integrate instructional technology into improving classroom instruction and student learning, intensive and sustained training must occur. This doesn’t mean a summer workshop or a few hours of professional development squeezed into a school year. It means a complete shift in the teaching paradigm, which would impact how university teacher preparatory programs prepare new teachers and how the divisions that hire these teachers expose them to robust and continuing professional development. Just as mounting a Smart Board on a classroom wall doesn’t improve student learn-

ing, placing a laptop into the hands of teachers and students and expecting them to revolutionize the way they teach and learn is both foolhardy and wasteful. There are more urgent needs in our school system. Currently, there are long-term proposals to replace three of our older elementary schools, including Washington Henry, Battlefield and Henry Clay elementary schools. Recently announced was a plan to build a brand new elementary school in the next 10 years. Couple all of this new building with planned improvements to existing structures such as Lee-Davis and Patrick Henry high schools and we’re

talking spending in the tens of millions of dollars. Now, let’s get back to the laptop initiative and all of the expenditures that accompany the initial purchase of the laptops and their long-term upkeep. First, and foremost, a stable funding stream, from local taxes for example, is needed for a full digital conversion such as the one being planned by our school division. The following is a list of financial obligations commonly associated with a 1:1 initiative. I have not included dollar amounts because that is dependent upon contract

machine. Appreciating his work and the unique style he achieved is one thing, but the real beauty for me as I looked at the works was the man behind the efforts. It’s inspiring that the works were produced minus financial or personal gain, with no intention of recognition or worldly achievement. I suppose it’s truly art for the sake of art, created for the purest of reasons. Experts will tell you there’s no real healing power in Emery’s reconstructed machine as it attracts thousands of visitors each year, but everyone who experiences it comes away

changed, some for minutes, others for a lifetime. Now I’m not sure about the magnetic fields, or the therapeutic value of Emery’s machine, but I can attest that the work does have power and influence. And when I look at it, it makes me feel better and maybe that’s the real healing power in his work. MECHANICSVILLE – Four children were trapped inside a two-story house early Friday morning after a tree fell into the structure. Hanover Fire-EMS crews were dispatched at 2:43 a.m. March 2 to the 7600 block of Rural Point Road in Mechanicsville. Upon arrival, Battalion Chief Gregory Martin, who serves as public information officer for Chief Jethro Piland, said crews confirmed a large tree had fallen into the house in the area of the children’s bedrooms with four children still trapped inside. Crews were able to quickly locate and rescue all of the reported trapped children. All four children were assessed by Fire-EMS. Besides earning her nursing degree from UVA, she was a follower of their sports, especially basketball, where she was an avid fan highlighted by her attendance at Ralph Sampson’s last college home game (March 6, 1983). Georgia. She made over 10 appearances throughout her year, including both the Ashland and Mechanicsville Christmas parades. Sarah recently wowed a crowd of Hanover County businesses at an employment symposium. WOOTEN She talked about the importance of employing people of all abilities and her own personal employment experiences. The video of Sarah speaking made quite an impact and currently has over 2,500 views online. The event shines a spotlight on these young women and serves as a fundraiser for Hanover Community Support Services. Hanover Community Support Services is a local nonprofit

that provides general and respite support to Hanover County residents who have a developmental disability, substance use disorder or mental health issues. All funds raised from the event will be used by the non-profit to provide financial support to the population it serves. Amy Gregory, president of HCSS, said, “I’m thrilled that Hanover Community Support Services is able to provide this opportunity for the young ladies in Hanover and the surrounding communities again this year.

Margaret’s life is nearly impossible to separate from her devoted husband’s. They loved, lived and worked together for 54 years until his sudden death in April of 2000. Margaret and Gilbert owned and operated The Greenhouse in Glen Allen and Greenhouse II in Richmond, which is now

owned by their son, George, and his wife, Cathy Miles. The business has humble backyard beginnings in the early 1950s. It grew to a substantial greenhouse operation in Hollywood Cemetery that Mr. Miles Sr. rebuilt and served a wide variety of Richmonders with plants for the yard and home. Then they gradually moved the business to a purpose-built facility at 2500 Mountain Rd. in Glen Allen in 1964, where they grew and matured an expanded collection of highlydesirable seasonal holiday plants, tropical exotics for the interior and their signature gardening plants, including the iconic geranium. In 1973, they

up and moving to get some of our federal tax dollars back to Virginia to assist with health care. As a conservationist working and serving with soil and water conservation programs over 50 years, I was pleased to see the engineering support in the House Budget for Department of Conservation and Recreation to assist our 47 local soil and

water conservation districts with water quality projects. Thank you and Del. Steve Landes, R-25, for providing that amendment. Also of much importance is the rehabilitation of one of our district dams in Augusta County. Please continue to support that funding to match the federal assistance to bring that dam into

compliance with our Virginia Dam Safety Regulations. While the proposed Senate version of the budget did not include the engineering support and dam rehabilitation funds, it does provide for the unrefunded marine fuel sales tax revenues to be transferred to the Water Quality Improvement Fund Reserves for improvement of the Chesapeake

He is seeking one of two open seats that are up for grabs in the May 1 General Election. He is married to Dr. Patricia Cook, and together they raised their three sons in the Center of the Universe. He holds a BA in Biology and a Master’s in Administration and Supervision from the University of Virginia. He currently works as an educator and has served the last 21 years working as a teacher, assistant principal, and program coordinator. “Ashland’s sense of community and the activeness of its citizens is what inspired me to run for Ashland Town Council,” Cook said.

“In Ashland, people are always willing to help when needed.” As an Ashlander, Cook has served as a coach for multiple recreational youth sports teams, co-commissioner of the Ashland Youth Association Basketball COOK League, board member of the Hanover Arts and Activities Center, and a Sunday School teacher at Duncan Memorial United Methodist Church. ASHLAND -- For the fourth year in a row, The El Balderinos are going all out to raise money for the St. Baldrick’s Foundation. The event, which is free of charge, will be held from 1 to 10 p.m. on Saturday, March 10, at the Center of the Universe Brewing Company at 11293 Air Park Rd. in Ashland. Each year, this St. Baldrick’s team -- named after a Center of the Universe Brewing Company beer (El Duderino) -- partners with COTU to raise money for the annual shave event at the Church Hill Irish Festival. The festival has welcomed St. Baldrick’s ambassadors and participants for 13 years to host

a show of solidarity for cancer patients: a community headshaving. While the shaving is just one part of the big Irish Festival, it means a great deal to those who participate. The El Balderinos are just

RICHMOND -- The Speaker of the Virginia House of Delegates recently appointed Del. Christopher K. Peace, R-97, to the House conference committee for the state budget bills. Six members of the House of Delegates serve on the committee, which negotiates with the Senate conference committee members on the content of a 2019-2020 final budget. “We have a dedicated team of conferees who work well together and understand the necessity of having a balanced and responsible budget,” said Speaker Kirk Cox. “This team will be able to articulate the House’s position clearly to our colleagues in the Senate as we begin to finalize the budget. I appreciate all of their hard work on behalf of the House and I encourage our conferees to begin work with their Senate colleagues as quickly as possible so we can reach a final agreement on the budget.” Peace, who was selected as the lone Richmond regional representative, said, “[t]he problems we must solve together are great, but I am con-

fident that our team will put the needs of all Virginians first. I am humbled by the Speaker’s faith and Chairman [Chris] Jones’ confidence. This further opportunity to serve our beloved Commonwealth is a great honor.” At the beginning of session Peace was appointed chairman of the House General Laws committee. The General Laws committee considers matters related to housing, real estate, alcohol and beverage control, Freedom of Information Act, as well as procurement maters. In his capacity as chairman, Peace appointed his Hanover County colleague, Del. Buddy Fowler, R-55, to his first chairmanship since being elected. Fowler serves as chair of the General Laws Subcommittee #1 dealing with important issues related to veterans. “Serving as chair of subcommittee #1, Del. Fowler has shown strong leadership and dedication to the work of the committee. Working with Buddy on this committee has shown to be a benefit to residents of our native county, Hanover,” Peace said.

Located about a dozen miles from its current location on Hermitage Road near the Diamond, the current warehouse is both outdated and over-capacity, and ABC said drive time for its current 500 employees was a consideration along with available nearby amenities, crime statistics, freight costs and proximity to nearby interstates. “Be assured, we are sensitive to the fact that moving the central office and warehouse affects each of us differently, and we are confident that with the selection of the Pole Green site, we have struck the best balance between taking care of our employees, while positioning the Authority to meet current and future business needs,� the agency said in a statement. H&M Construction will develop the project. The

Tennessee-based company specializes in construction of distribution centers and manufacturing facilities. Design for the project will begin in July and continue through April 2019, with construction beginning in late 2019. A move to the new facility is anticipated in the spring of 2021. Local reaction to the late Friday afternoon announcement was guarded. Hanover County Board of Supervisors chairman Sean Davis, Henry District, expressed concern regarding a facility that would provide no tax dollars to the county. He also noted that jobs would not be created, only transferred from the Richmond location. “Additional traffic from tractor trailers as well as commuter traffic from the estimated 500 relocated employees is going to be an issue,� Davis said. “Pole Green Road has problems now, and will only increase with the reduced state funding for secondary roads as well as

the addition of the ABC on an already stressed roadway.� Davis also had other concerns. “Additionally, this property will be taken out of the private sector potential tax base,� he said. “Remember, the state won’t be paying taxes on the facility.� Davis said he would continue to follow the state’s plans for the facility, but hoped some accommodation could be made to assist Pole Green Road. “I hope there is a plan for Polegreen Road. I’m very concerned at this point,� Davis concluded. Hanover Economic Development director Linwood Thomas said he understood the reasoning behind ABC’s choice. “We do believe ABC has corroborated in what we have seen for some time in that corporations see the significant value of Hanover County’s strategic location from a logistics standpoint with easy access to both I-95 and I-295 and a very affordable cost to do business.�

Sixtyhour weeks were routine and no days off during seasonal peaks. Margaret and Gilbert were married for 54 years. They enjoyed their friends and traveled worldwide. Family, too, was important spending precious time with their boys and their families. Spoiling their grandchildren became a serious hobby, yet more like an art form for MiMi and Papa. Given their humble beginnings and life trials, they grew up in the The Great Depression. Serving in and surviving WWII, raising a family and growing a successful business over 63 years defines what the “Greatest Generation” has

bequeathed to our nation. Margaret always enjoyed her pets and loved them dearly. Her favorite stories were about her youth or an experience she and Gilbert Sr. shared in their travels. REV. ALLEN MINTER

The Rev. Allen Daniel Minter, 93, passed away on February 16, 2018. He was preceded in death by his parents,

Charles E. Minter Sr. and May B. Minter; a sister, Corinne Spencer; and a brother, Charles E. Minter Jr. He is survived by a son, Allen Minter Jr. (Trish); a MINTER daughter, Janet Minter; his wife, Shirley J. Minter, and her four daughters, Joyce Williams (Noah), Jadell McPherson (Bill), Adena Seitz and Jeanene Milanak; 18 grandchildren and eight great-grandchildren; a sister, Flora Grahm; and two brothers, Richard (Helen) and Jimmy. He was a World War II Army veteran and served in India, China, Guam and Okinawa with B-29s. Upon graduation from Randolph-Macon College, he entered the ministry

of the Virginia Conference of the United Methodist Church, where he ministered for 38 years. He served Mechanicsville, Irvington-Lancaster, Westmoreland, McKenney, Parkview in Newport News, Providence in Richmond, Charles Wesley in McLean, and Dunn Loring. Allen was an Eagle Scout and served for two years as a District Scout Executive, serving eight counties in Virginia. After retiring from the ministry, Allen served as a police communication assistant with the Fairfax County Police Department for 14 years. A memorial service was be held at 2 p.m. on Tuesday, March 6, 2018, at Providence United Methodist Church at 901 South Providence Road in Richmond. Interment was private in the Virginia Veterans Cemetery at Amelia. In lieu of flowers, donations may be made to Providence United Methodist Church.

Daniel C. “Danny” Powers Jr., 84 of Richmond, passed away on Monday, February 19, 2018. Danny attended Benedictine, graduating in 1952. He retired from Orkin after 30 years of service. He then retired from Virginia Builders after 19 years of service. He was an avid sports fan and was inducted in 1996 to the Central Virginia POWERS ASA Softball Hall of Fame. He was preceded in death by a son, Bubba Powers; brothers, Billy, David and Johnny Powers; sisters, Kathy Bucker and Betty Allen. He is survived by his

loving wife of 62 years, Ann Williams Powers; children, Stephen Powers (Sharan), Chris Powers, Stephanie Burns (Mark) and Kelly Liptak (Dale); daughter-in-law, Debra Powers; sister, Mary Ann Baker; brother, Jimmy Powers (Helen); sister-in-law, Frances Powers (David); brotherin-law, Garland (Moose) Williams. He was a proud Papa to 11 grandchildren and five great-grandchildren. He also is survived by numerous nieces, nephews, cousins and a host of friends. A funeral ceremony was held at 2 p.m. on Friday, February 23, 2018, at Bliley’sCentral at 3801 Augusta Avenue. Interment followed in Forest Lawn Cemetery. R-MC falls in 2nd round of NCAA tourney By Adam Culler Richmond Times-Dispatch ASHLAND – Coming into the season, Randolph-Macon coach Carroll LaHaye had plenty of questions about what to expect from a team returning so little experience and only one senior. Picked to finish fourth in the preseason in the Old Dominion Athletic Conference, the Yellow Jackets outperformed all expectations with a 23-win season and an ODAC tournament title. Although enjoying the great outdoors is probably high on many a to-do list come spring, by the end of winter, homes can probably do with a muchneeded overhaul. The earlier one begins spring cleaning, the more quickly he or she will be able to head outside and bask in the warm spring sun. Spring cleaning tasks can be stretched out across several days to make the jobs more manageable. While certain spring cleaning tasks can be time-consuming, many projects can be started and completed in 30 minutes or less. Look up Start by looking up at ceilings, molding and ceiling fans. Chances are strong that some cobwebs and dust have formed in these areas. Always begin cleaning by working from the top downward so you don’t have to clean any tables countertops or floors twice. Static-charged dusting cloths work well to catch and contain dust. Use a pillowcase on ceiling fan blades to clear the dust and keep it from cascading to the floor. olar panels are seen more and more on roofs of residential homes and even some businesses. Due in part to more aggressive marketing by solar energy companies, as well as greater awareness by customers, solar energy has become increasingly popular in recent years. The Solar Energy Industries Association reports that solar energy in the United States is booming. The association offers that, since the passage of The Solar Investment Tax Credit in 2006, solar has experienced a compound annual growth rate of more than 60 percent. While many might assume that environmental preservation is the driving force behind the growing popularity of solar energy, it’s actually the financial benefits of solar energy that are leading the way. One Block Off the Grid polled nearly 200 solar homeowners to learn more about their motivations for going solar. Roughly 75 percent would not have gone solar if there was no economic benefit to doing so. A number of people who have switched to solar say they are getting a high rate of return on the investment. The average electricity bill a person saw prior to solar energy hovered around $177 a month. After the conversion, bills were now as low as $55. Those who are still pondering the decision to go solar may want to know more about how it works. Although the guidelines vary depending on location and the energy company issuing the bill, here are some of the basics. Generating solar electricity Solar electricity is generated through a process known as the photovoltaic affect. Sunlight shines on solar panels, which are

mounted on the roof of the home or in another prominent location. Each panel typically has between 60 to 72 solar cells strung together. These photovoltaic cells use the irradiation in sunlight to stimulate the flow of electrons in the semiconductor material, which creates direct current, or DC, electricity. Systems that directly convert the DC to alternating current, or AC, the type of power voltage used in a house, do so by way of an inverter. The inverter feeds power to the circuit board. Demand and excess When the demand from a home or business is equal to the amount of solar power being generated, the system is working optimally. When solar power falls a bit short, grid power will make up the deficit. There’s also the possibility that excess electricity will be produced. In a grid connect system, certain areas may operate with a 1:1 net metering policy, states Solar Reviews, which offers consumer reviews of solar products. This means that the utility company will credit a homeowner 1 to 1 for every kilowatt hour produced in excess because the excess energy goes back into the grid system. This is called ‘back-feeding’ the grid. It’s handy for powering homes at night with standard electricity at no additional cost. If the production of kwhs exceeds what is purchased from the utility each year, some utility companies will continue to credit for the excess. Solar electricity systems are changing the way people think about energy.
