SHLAND -- Terry S. Stone, assistant superintendent for Business and Operations for Hanover County Public Schools, was elected as president-elect of the Government Finance Officers Association (GFOA) on May 8. The election was held at the association’s annual business meeting in St. Louis, Missouri. Stone has been a GFOA member for 19 years. She has served on GFOA’s Committee on Retirement and Benefits Administration (2015-2018) and Committee on Treasury and Investment Management (20052013; chair, 2011-2013); GFOA’s Executive Board (2015-2018); and GFOA’s Nominating Committee (2013-2014). As assistant superintendent for Business and Operations at Hanover County Public Schools, Stone oversees areas including financial operations and budget, facilities and capital planning, risk management, longrange planning, pupil transportation, school nutrition, technology services, safety & security, and the Hanover Education Foundation. She also is the primary liaison with the county government. During her tenure as director of Finance for Hanover County, the county received its first AAA rating from Fitch Ratings. Stone also led a committee that modified retiree health benefits and established an OPEB Trust to address

the liability associated with GASB Statement No. 45, “Accounting and Financial Reporting by Employers for Postemployment Benefits other than Pensions.” As a result, Hanover County and Hanover County Public Schools’ OPEB liability is fully funded. Stone is involved in GFOA’s Alliance for Excellence in School Budgeting and has applied for GFOA’s new Award for Best Practices in School Budgeting. Under her supervision, Hanover County also received GFOA’s Certificate for Excellence in Financial Reporting and the Distinguished Budget Presentation Award in 2005-2008, when Stone was finance director, and in 19962000, when she was assistant finance director. Stone served on the King William County Board of Supervisors (past chairman, 2015), King William County School Board

(past chairman, 2004 and 2010), Virginia GFOA (past president, 2006), Virginia Association of School Business Officials (certification program instructor, 2014-2015), Chesapeake Bay Governor’s School, Virginia School Board Association (past insurance services supervisory board member, 2014), and the Bay Consortium Workforce Investment Board (20122013). She also served on the Family/Children/Youth Action Council of United Way Services (1999-2001). Stone has been a member of the American Institute for Certified Public Accountants since 1996. ‘In 2014, Stone received the Distinguished Local Government Leadership Award from the Association of Government Accountants. In 2005, she was awarded “Top 40 under 40” by Style Weekly in Richmond. She will serve on GFOA’s Executive Board for one year as president-elect. In May 2019, she will become the association’s president at its Annual Conference in Los Angeles, California. That membership provided the opportunity to perform “The National Anthem” at a June 2017 game of the Richmond Flying Squirrels. Ward also has been a

member of the National Honor Society and Key Club during his junior and senior years. His freshmen through senior years had him taking part in the Lee-Davis Spanish

Honor Society. He was involved in the PTA Reflections Program too. Ward captured first place in the Lee-Davis High School PTA’s Music Competition. He received a Certificate of Merit in the area of Music Competition from the Richmond District of PTAs. Ward also played an active role in his community, including working with Habitat for Humanity by building walls to be taken to Haiti for house construction. He has played the viola in a string quartet that performed at various nursing homes. He has taught preschool and elementary-aged children about stringed instruments and the orchestra program. Ward was the first chair violist in the Hanover Arts and Science Festival All-

County Orchestra performance. He volunteered for the Band’s Tournament of Champions. Ward joined with the Key Club in cleaning the “sign area” in the Village of Mechanicsville. He has volunteered as a trolley tour guide during Train Day in Ashland with the Key Club. He will be attending Virginia Tech in the Honors College, where he will pursue a major in Industrial Design within the College of Architecture of Urban Studies. Ward said this about his high school years: “High school was not without its academic challenges, especially throughout the IB (International Baccalaureate) program. But, throughout my last four years, I was able to experience a tremendous

amount of growth in myself -- going from a shy freshman trying to remain unnoticed to a confident senior who loves to spend time and joke around with friends really makes me really appreciate my time in high school; appreciate how it molded me into an individual better equipped to enter a future where I can confidently put myself out there and make a difference.” He added, “Class rank has really pushed me to maintain my academic standards throughout all of my high school career. As soon as I recognized my high ranking status early on, I knew I owed it to myself to push even harder and reach the highest I could. “I would rarely take the easy way out because I knew that going the extra mile is what sets one apart, that it would pay off in the end, preparing me to meet a variety of challenges as I move beyond high school. “As a result of my persistence, I can happily say that I am extremely proud of the academic success I have achieved throughout high school; an attitude that I believe is crucially important for constructing a platform off of which one can continue to grow into their future.”

HANOVER -- Hanover County is preparing citizens to respond to emergencies in their communities by training them as a Community Emergency Response Team (“CERT�). Twelve citizens graduated on Wednesday, May 9, from the most recent Hanover County CERT class. The class was held at the

Farrington Volunteer Fire Department. Graduates of the most recent CERT training class were: Sharon Bradshaw, Dana Cosby, Nan Frascogna, Dianne Ganley, Don Ganley, Wayne Gilchrest, Beth Hawkins, Paula Mackay, Carin Patterson, Joe Paulchell, Sherry Paulchell and Charles Williams. These volunteers complet-

ed five sessions that covered various aspects of preparation for a disaster in their community, including providing medical assistance to victims and, light search and rescue operations and disaster psychology and team organization. Classes are taught by professionals from Hanover Fire/ EMS, the American Red Cross and other agencies that are

Campers entering grades 1st through 8th grades in the 2018-2019 school year will have the option of picking from two sessions. Session 1 is June 18-22 and Session 2 is July 16-20. Don’t forget what those crosses represent By Melody Kinser Managing Editor In Flanders fields the poppies blow Between the crosses, row on row . . . As a seventh grade student, those words didn’t carry with them the meaning they do today. At that time, it was an assignment in my English literature class. We had to memorize the poem by John McCrae. That would have been the 1969-1970 school year, and the significance of “In Flanders Fields”, written in May 1915, did not impact a classroom full of 12-year-olds. As I aged, those two sentences have run through my mind countless times. I was raised in an area that sent many men and women to the military. Through the years, those crosses in cemeteries have come to mean a great deal to me and

their relevance to those who served. When Mom and I travel to our hometown to decorate family graves during the Memorial Day observance, a flag will be placed at my father’s gravesite. He was fortunate enough to have been in the U.S. Army Air Corps during peacetime, but his two older brothers served in the U.S. Navy during World War I. The oldest survived the attack on Pearl Harbor. The hillside where the cemetery is located will be a sea of flags with red, white and blue dominating the decorations remembering loved ones. A female cousin, who is five months younger than me, was a Blackhawk pilot in the Army. She keeps track of the military careers of our family members. The children of our cousins now continue that tradition. It is with great pride to be part of a family that has such devotion to our nation.

When I think of Memorial Day, the image of all those crosses and flags at Arlington Cemetery always comes to mind. Let us not forget what those crosses represent. Those are the souls who lost their lives protecting us. God bless them. Locally, Hanover County will once again present its Memorial Day Program at 10 a.m. Monday, May 28, at Hanover Wayside Park on U.S. 301. Veterans who have served or are serving will be honored. This is a very poignant and solemn occasion to remember those who have given so much for us. Whatever your Memorial Day plans may be, take time to remember those who have served us and continue to do so. We are very blessed.

I was interviewing a soldier who was retiring after a storied career as a medic in the U.S. Army, and I antici-

pated a long narrative of battlefield memories and stories of survival. And this guy had seen all of those things, but he was much too humble to mention any of them as we talked of his many tours of duty. He had seen men die in his arms, and suffered through some unthinkable horrors in unspeakable situations. “When they know they are not going to make it, they call for their

Disastrous actions counter recent letter I read with interest a letter in your recent edition. I am surprised by the length people go in defense of a man who: 1. Recently uttered his 3,000th demonstrable falsehood in office. Has staffers who routinely lie, dissemble, evade, blame others, and obfuscate, not to mention insult war heroes and Gold Star families; 2. Announces spontaneous and often irrational, policy decisions and firings by tweet; 3. Installed a director at the EPA (Environmental Protection Agency) who is more interested in corporate profits than clean air and water, and is making our country more polluted with each act. And an Interior secretary whose fondest dream is to drill and mine on public lands and national parks, after he sells them off; 4. Does not read, cannot hold attention long enough to read daily security briefs, has no use for expertise, and has limited capacity to form sound judgments; 5. Is so erratic a world leader, that recently the President of the European Union, referring to his administration, stated “With friends like this, who needs enemies?”; 6. Eliminated science from almost every federal policy-making process; 7. Drastically back consumer protections and, 8. Regularly vilifies the two checks on the abuse of presidential power, the free press and the justice system. I could go on, and develop a very long list of this administration’s disastrous actions (racism, cruelty to immigrant children), but I would suggest, instead, that people regularly read a national newspaper, and not solely listen to Fox News and Alex Jones. see LETTERS, pg. 7

Scout function or Little League game with me. I can recall many functions where boys showed up with their fathers, and I arrived accompanied by my mother. Even more challenging was fielding questions from a young boy searching for answers in a world that seemed confusing after my father died. Queries most times reserved for man to man discussions were routine questions, and the answers most guys got from their fathers, I received from my mother. She also provided that swift kick in the rear end that boys often need, often tempered with the soothing shoulder that only a mother can provide. On her final day on this earth, I hurried to the bakery to get my sister a birthday cake

on my way to the hospital. Somehow, every minute seemed important, and the long line of customers moved more slowly than usual. When I arrived at my mother’s bedside, my sister rushed up to me and said, “She’s been asking for you.” I grasped her hand as she tried to speak. “Don’t try to talk, just relax.” Now, I’ve often wondered what those final words might have been, but I have a confident hunch it might have been a final lesson in life, one thing maybe she had forgotten to instill in all those years of single parenting. With enormous effort, she took her other hand and placed on top of mine; and looked at me and smiled. Minutes later, she was gone.

She has served many community organizations, including Young Life Capernaum, Miracles in Motion, Bridgebuilders, Challenger Sports, and Miss Hanover Abilities. At 17, she has already selflessly dedicated herself to volunteerism for the past six years, serving 10 to 12 hours per week. She performs in a leadership role as a youth representative for Hanover Community Support Services Board, where she serves resi-

dents with developmental disabilities, substance use disorder, and mental health issues. is a specialized learning center serving students in grades 6 through 12 who need academic and/or behavioral enrichment in order to be successful in the school setting. She has assisted students, who are at risk of dropping out, prepare to take the GED exam. Without Linda’s individualized, unwavering compassion and dedication, many students would not pass the math portion of the exam. She has helped over 45 students pass the GED and

become independent, contributing members of the community. The category’s sponsor, Covenant Woods, represented by Elizabeth Pace, made a contribution to the Georgetown School. Lee and Neal Hanchey received the “Spirit of Family” award. This couple has worked for the last five years to build a Community Garden at the Atlee House of All Souls Episcopal Church. banks in the Mechanicsville area and beyond, feeding over 200 families monthly. February through November, the Hancheys and other volunteers spend countless hours planning, planting, plowing, weeding, harvesting, washing, packaging, and delivering pro-

duce, resulting in an overall donation of 9,255 pounds of food between 2012 and 2017. They also provide outreach and education by organizing local events to educate special populations on various topics. He was preceded in death by his parents, Eva and Mel Walker Andrews; and is survived by his loving wife and best friend of 61 years, Delores B. Andrews; devoted son, Steve Andrews (Rhonda); grandchildren, Amber Nadeau (Shawn), Holly McCray and Matthew McCray; and great grandsons, Andrew, Keegan, Blake, and Grayson. Doug was a Korean Conflict U.S. Army veteran and a retired electrician from Philip Morris USA. He became a volunteer fireman for Mechanicsville Fire Department in 1961. Doug was a founding member of Eastern Hanover Fire Department in 1967. He continues to serve as a volunteer

fireman for 57 years. Doug was a past member of the Hanover Ruritan Club for 20 years and was a member of Pole Green Church of Christ. He and his wife, Delores, enjoyed traveling and one of his favorite visits was ANDREWS Alaska. Doug always looked forward to their yearly Florida trips each February. Sonny also was a former deputy with the Hanover County Sheriff ’s Office for several years. He was an instrumental leader in the building of Hanover Fire-EMS’ strong foundation. She was a homemaker, avid gardener and a matriarch to her own family and a whole community of neighborhood kids who loved her dearly. She had seven grandchildren she adored, Michelle (Roger), Marvin Jr. (Thea), Robert, Michael (Heather), Melissa, Kayla (Wil) and Vincent; four great-grandchildren and three great-great-grandchildren. Council OKs rate increases to support new budget By Jim Ridolphi for The Mechanicsville Local ASHLAND -- Residents got their opportunity to express their opinions regarding the proposed FY2018-19 budget at last week’s Ashland Town Council meeting. Town Manager Josh Farrar outlined the advertised budget and highlighted the process involved in devising the proposed plan and some changes that accompany the new budget. Staff began working on the budget in January, and Farrar said the process has emphasized the importance of public input and citizens’ comments. The proposal adheres to the town’s strategic plan and also contains four major tax changes, including an increase in the real estate tax from 9 cents per assessed $100 of value to 10 cents per $100. The lodging tax is proposed to increase from 7 percent to 8 percent, and the meals tax increases from 5 percent to 6 percent. Farrar said the meals tax increase does not affect the bottom line of the businesses affected, and the increases are derived from customers. “Lodging, in particular, grabs people who are not residents,� Farrar said. “It’s not as though it’s taking our part of the profits of those businesses.� Admittedly, the meals tax will impact local residents, about 40 cents on a $40 dining bill, but Farrar said the majority of that revenue is derived from areas along the interstate, meaning non-residents are adding to Ashland’s overall quality of life. The budget also includes a proposed increase in the threshold for inclusion in the Business Professional Occupancy License. Currently, businesses with profits that exceed $100,000 pay a BPOL fee. “Right now, any business

in town that makes under $100,000 pays a flat $30 fee,� Farrar said. “Anything over $100,000, you apply a tax rate of 0.7 cents per $100 of gross receipts and that’s the amount of tax you pay.� The proposal would raise that threshold to $1 million. “What that means is any business that makes up to a million would pay a flat $30,� Farrar said. That would make Ashland’s threshold the highest in the state, and compares favorably to Henrico’s $300,000 ceiling. “That makes Ashland a great place to start a small business,� Farrar said.The reduction would affect more than 50 percent of the businesses currently operating in the town. Expenditures are accountable for the budget’s 8 percent increase with two major projects prompting the bulk of the higher figures. “We’re doing a lot of really big things for a small town,� Farrar said. That includes the Ashland Theater renovation, and two legacy projects, the Carter Pool ($1.5 million) and the town hall ($8 million). The debt service on those two projects is about $750,000 annually. When those capital improvements are removed, the operat-

ing budget actually shows a percentage decrease, and the town has traditionally under spent its budget projections. This year’s budget relied on a $1.1 million transfer from the General Fund reserve to balance the budget, but $750,000 of that money will be used to pay down costs of the two major construction projects. “We always budget high for expenditures preparing to the worst case scenario,� Farrar said. “We budget conservatively for revenues so we don’t put ourselves in a bad place where we’re not taking in what we thought,� Farrar said. The town’s unreserved balance after the increased expenditure outlays is more than $3 million, and Farrar said the town is currently “debt-free.� During a public comment period, Jennifer Morris spoke in favor of the pool project. “The children of our community need a working facility that is in good condition to learn to and practice swimming to develop this lifesaving and life-long fitness skill,� Morris said. “The pool is one of the few places in town where all walks of life can come together and build relationships.�

Jon Jewett had a different take on the proposed projects and their impact on the budget. “It strikes me that on these projects the town is spending a lot of money for the benefit of a pretty small number of people,� Jewett said. “There are benefits but these are nonessential services.� Jewett also had concerns with the proposed revenue side of the budget. “I’m also not happy about the real estate taxes jumping

up, but a bigger potential problem for me is the increase in the meals tax,� he continued. “I think the restaurant owners are the ones who will feel the effect.� Jewett said restaurants could play a large role in the future development of the historic downtown district, and was not in favor of increasing the meals tax. Council also held a public hearing regarding property value increases that amounted to more than 1 percent in the

latest year. “This year we have the increased value, which is good for the community and the rate increase,� Mayor Jim Foley said. Council considered four ordinance motions that enabled the four rate increases, and approved all of the alterations. Council members will consider and vote on the advertised budget at their June 5 meeting, which will get underway at 7 p.m.

School nurses provide more than band-aids By Jim Ridolphi for The Mechanicsville Local ASHLAND -- With Wednesday, May 9, designated as National School Nurse Recognition Day, it seemed more than appropriate that a group of local nurses attended a recent meeting of the Hanover County School Board meeting to support a presentation by their leader, Health Services Director Terry Woody. The director told board members that the role of today’s school nurse is much more involved and technical than the traditional image of a school nurse might suggest. “The timing is well suited as tomorrow is National School Nurse Appreciation Day,” Dr. Michael Gill, superintendent of schools, said. “School nursing is a highly specialized field that requires knowledge in many areas,” Woody said. “School nurses were once thought to be just ice, lice and band-aids, but I assure you that is not the case.” Today’s school nurses, including the 24 registered nurses, two licensed practical nurses and one paramedic provide a myriad of services, and their expanded role has allowed more students to attend and stay in class. “Students who were once homebound due to medical needs are now educated

alongside their peers,” Woody said. School nurses treat a variety of illnesses, but asthma, allergies, seizures and diabetes are the top four categories most seen by campus providers. Woody also said there’s an unfortunate rise in the number of students who seek care for depression, anxiety and other emotional issues. “We need to think about those conditions and tailor our services to meet the needs of those students,” Woody said. “Some of those students are looking for a soft place to land.” Each day, a steady line of students makes their way to the nurse’s office. About 12 percent of those visitors have Individual Education Plans

Health Services also provides first aid and CPR(cardio pulmonary resuscitation) training for all county school personnel, reaching about 300 staff members this year. Woody said one founding function of the position remains strong in the minds of the current providers. “Our job is still to keep students safe,” she said. In other matters, Ashland resident and Together Hanover member Rachel Levy responded during a public comment period to the board’s recent decision not to consider a name and mascot

change at Lee-Davis High School and Stonewall Jackson Middle School. “Our members were very disappointed by your vote at last month’s meeting to maintain the Confederate school names and mascots,” Levy said. “We are asking this evening that you begin the name change process anew.” Levy pointed to technical and ethical issues surrounding the survey issued by school officials to gather public input. Despite assurances the survey was just one piece of the decision-making process, Levy said results of that survey were cited as major reasons for five of the seven-member board voting not to approve a name or mascot change. “Five of you did not use the survey as ‘just one piece of the puzzle.’ You used it as a referendum. And that was not what the public was told it would be used for,” Levy said. Levy asked the board to utilize a third party independent group to consider the name change process. “It is time to end Hanover County Public Schools’ endorsement of the Confederate cause and of the cause of Massive Resistance. It’s time to stop compelling students to celebrate the causes of the Confederacy and Massive Resistance,” she concluded.

a contribution to All Souls Community Garden at Alpha House. The “Spirit of Team� award was shared by the Night to Shine Team and the Wings of Hope Ranch Volunteers. The Night to Shine Team is led by Alex Brito, Darlene Blaum and Clint and Jen Dowda, who four years ago heard that the Tim Tebow Foundation was seeking church partners to host its inaugural event in cities around the country on the same night. The team instantly joined. The event pairs individuals who have special needs (aged 15 to 78) with a volunteer Buddy. This magical prom night involves a red carpet, dinner, photos, limo ride, dancing, and more. In February 2017, the Hanover Team raised over $40,000 to host 368 guests with special needs, 350 parents, and 600 volunteers at the Altria Theater. The Wings of Hope Ranch Volunteers provide a recreational therapeutic riding program for children ages 5 to 18 in foster care or living with intellectual disabilities. Over 100 volunteers currently support the program, contributing over 9,256 hours since launching their ministry in 2006. The eight horses in the program have been rescued, rehabilitated and trained to work with children of varying abilities, serving more than 6,066 hours over the past 10 years. Copy Cat, the award’s sponsor, made donations to the Tim Tebow Foundation and the Wings of Hope Ranch. There were two “Spirit of One� winners, Bob DeLille and Lori Vest. DeLille started Ashland Open Door (AOD) in 2015 to assist local families living in motels and in need of permanent housing. Through AOD and DeLille’s leadership, over 45 families in need have

been able to receive short-term financial assistance and access to a specialist who could help with long term housing and related needs. DeLille saw the community need of housing insecurity and took on the responsibility of mobilizing community resources, engaging the faith community, starting a nonprofit, and ultimately reducing the homelessness crisis. Vest has served for 11 years as a passionate advocate and volunteer for school music programs within the Lee-Davis High School band program. She has taken on roles such as chaperone, Scholarship Committee chair, pit crew member, and Band Boosters president, to name just a few. Vest’s fundraising involvement is especially noteworthy as she has coordinated and prepared many events like the Tournament of Champions and Bingo Programs. In 2017 alone, she raised over $40,000 to go towards props, instruments, repairs, and needy student funds. The category’s sponsor, Rappahannock Electric Cooperative, made donations to Ashland Open Door and the Lee-Davis Band Boosters. Barry Bland received the “Spirit of Inspiration� award, which goes to an individual who has volunteered for 20 years or more within a specific organization. After retiring from 28 years of service in the Hanover Sheriff ’s Office, Bland continues to serve his community today with the Hanover County Volunteer Rescue Squad, Fire/EMS, Ashcake Volunteer Rescue Squad and at the Sheriff ’s Office where he started the Explorer Post program 25 years ago. This program mobilizes volunteers aged 14 to 20 to serve their community through crime prevention education, fingerprinting, event organizing, and more. Each year, Bland volunteers an average of over 100 hours with the Explorer Post

alone and serves many additional hours in other positions throughout the community. Bland has positively impacted both youth and older adults within the county. Award sponsor Grace Community Presbyterian Church, represented by Dave Reppert, made a contribution to the Hanover County Sheriff ’s Office to support the Explorers Post and the Adopt-A-Senior programs. Last year, volunteers in Hanover collectively contributed over 382,000 hours of service. That total reflects the reported work of over 20,000 volunteers. These hours of service are calculated to have had a value of over $10.3 million. “This night is a night of gratitude and celebration for all of us across this county,� Hanover County Board of Supervisors Chairman Sean Davis told the attendees. “As board members, we participate in numerous events throughout the year that serve our community and are created by the personal investment of countless volunteers. This evening gives all of us an opportunity to acknowledge that strength of volunteer service that is the foundation of Hanover’s people, tradition and spirit.� Cheryl Miller, anchor and reporter for WTVR-6 and a member of the Virginia Communications Hall of Fame, was the guest host for the event. Vanessa Diamond, chair of the Governor’s Advisory Board on Service and Volunteerism, delivered special remarks on behalf of the Governor’s Office and the Virginia Office of Volunteerism and Community Service. chosen-- in a blind selection process by Ashland Kiwanis’ Scholarship Committee -- from a large number of qualifying applicants from the four sponsored high school Key Clubs,” said John McDaniel, Scholarship Committee chair. The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Ellie, 502920, is a 1½-year-old (estimated) spayed female hound. She has had her first set of vaccines and is Heartworm test positive. Ellie has been in the shelter since just after Christmas. She has come a long way. Her sociability level was low at first, but she has gotten much better. She also has been in the process of being treated for heartworms. Ellie still has some trust issues, but shelter staff members said they believe that her trust and personality will grow exponentially in a home environment with a loving owner. Jean, 513755, is a 2-year-old (estimated) female domestic long-haired feline. She has had her first set of vaccines and is FELV/ FIV test negative. Jean is a sweetheart of a cat. She has been in the shelter for two weeks. She is very friendly around people. Jean seems to like to lounge on her perch and observe her surroundings. She is nice and calm. She also is well litter-trained and keeps her living area clean. Jean is the perfect candidate for a sweet house cat. Hanover Hawks cheerleaders Rise Against Hunger Contributed Report news@mechlocal.com MECHANICSVILLE -- On Sunday, May 6, the Hanover High School Hawks cheerleaders hosted and sponsored a Rise Against Hunger meal packaging event. Over 60 volunteers, including the cheerleaders, other Hanover High students and their families and friends packed just over 12,000 meals. These meals consist of highly

nutritious dehydrated ingredients comprised of rice, soy, vegetables and essential vitamins and minerals and will be used primarily to support school feeding programs in developing countries. According to the website, “Rise Against Hunger is an international hunger relief organization that distributes food and life-changing aid to the world’s most vulnerable, mobilizing the necessary resources to end hunger by

are hosting a Future Hawks Cheerleading Camp. Through this camp, the cheerleaders mentor and coach young girls from the community and teach the importance of teambuilding and hard work, and serve as positive role models for the young girls that attend the camp. In addition, every girl who participates in the camp is invited to cheer on the sideline with the Hanover cheerleaders at the first home game of the season. The Hanover cheerleaders

Dunk your favorite public official for charity By Lorie Foley Ashland Strawberry Faire ASHLAND – Hanover County is fortunate that many of our public officials believe in the work of local non-profit groups. Mayor Jim Foley wants to end his term on Ashland Town Council with a splash. “Getting dunked for the Hanover Arts & Activities Center will be my honor and pleasure,” the mayor said. The Center will not receive critical funding in 2019 because the Ashland Musical Variety Show will be postponed until the following year. The venue for the Variety Show, Blackwell Auditorium at Randolph-Macon College, will be under construction in 2019. The Ashland Musical Variety Show is a biennial production and typically raises more than $20,000 for the Center. Losing this funding in 2019 will be a hardship for the Center, so Foley is hoping to

help fill in the funding gap and have fun doing so. “In typical Ashland fashion, I plan to wear a costume and a swim cap for my grand dunking,” Foley said with a laugh. Ashland Town Manager Josh Farrar is willing get dunked for Mamas With a Mission, a nonprofit group that views themselves as “collection warriors.” Mamas With a Mission collects and delivers bereavement baskets to parents who have experienced the loss of a child. “There are so many great nonprofits and charities in town, it is hard to choose just one. I’ve gotten to know Stephanie Hare over the past 10 years and learned she is coming from a place of love and empathy for others in working with Mama’s With a Mission,” Farrar said. Council member Kathy Abbott has chosen Circles Ashland for her charity.

Circles Ashland is an extraordinary program that offers a more permanent solution to poverty in our com-

munity by bringing together a group of people around a family in need, to address and resolve the unique challenges that the family faces. “If it helps to continue their work lifting families out of the circle of poverty, I’m happy to take a dunk for them,” said Abbott. Faye Prichard, who represents the Ashland District on the Hanover County Board of

Supervisors, will be dunked for Hanover Safe Place. “I have always had a passion for issues that affect women and chil-

dren, and I am especially proud of the work that Hanover Safe Place does,” Prichard said. Like Abbott, Prichard hopes that the Dunk Tank will draw attention to the needs of all worthy local community organizations. Viewers and gawkers are guaranteed a good time with Bobby Brooks, the president of the Hanover Arts & Activities Center, as the emcee for the Dunk Tank festivities.

HCPS Classrooms of the Future winners announced ASHLAND – Two innovative teachers have been named as the winners of the 2018 Classrooms of the Future initiative. Carolyn Hechler, a fourthgrade teacher at Cold Harbor Elementary School (CHES), was awarded $28,000, and Kelly Pace, an English teacher at Atlee High School (AHS), was awarded $15,000 by the Hanover Education Foundation to transform their classrooms. This Classrooms of the Future initiative was first introduced in 2017 by Dr. Michael Gill, superintendent of Hanover County Public Schools, to promote innovative, relevant, and active learning spaces that focus on collaboration, creativity, critical thinking, and communication. Hechler worked with her students to design a studentcentered, research-backed space focused on meeting the cognitive, social, emotional, and physical needs of elementary students. They evaluated a variety of factors, such as complexity, color, organization, flexibility, and lighting. In addition, she plans to incorporate additional technology, such as laptops, iPads, and recording equipment to provide students with access to authentic tools and resources. “Ideas about the classroom I wanted have been floating around my head for years now, and this year I shifted my thinking to creating the classroom that my students want. Working with my students has been an incredible and eye-opening journey, and I am so excited to announce that I am looping with the class that inspired the design! These kids will get to experience the room they have been imagining and leave a lasting imprint on their school community. We are so thankful to the Hanover

MECHANICSVILLE – A 51-year-old Henrico man has been arrested and charged with indecent exposure following an incident that took place on April 8 at a business in the 7200 block of Bell Creek Road in Mechanicsville According to Sgt. Matthew Ratchford, deputies with the Hanover County Sheriff ’s Office took James L. Robinson Jr. into custody on May 6. Robinson was accused of exposing himself in public. A citizen who saw Robinson expose himself in the aisle of the business reported it to authorities. “The Hanover County Sheriff ’s Office ROBINSON would like to extend our sincere gratitude to our media and community partners for sharing the photographs of the suspect, which ultimately led to his arrest,” Ratchford said, speaking on behalf of Col. IONE LARSON DABEL SCHEUER Ione Larson Dabel Scheuer, age 95, died May 19, 2018. She was born in Antigo, Wisconsin, on September 10, 1922, to Ferdinand B. and Adele Kiefer Larson, both deceased. She graduated from Stout University, formerly Stout Institute, with a degree in dietetics and married Lyle R. Dabel, also of Antigo, in March 1947. Ione is predeceased by her daughter Danene Dabel (1969), her son Darryl Dabel (2010), son-inlaw Steven Blair Thompson (2016), and her husbands,

Lyle Dabel (1989) and B. Ney Scheuer (2001). Ione lived in both the Fredericksburg and Front Royal areas, and most recently in Ashland. She was active in the Fredericksburg Women’s Club, the American Cancer Society, and Christ Lutheran Church. She loved travel, bridge, the

KAZUKO TINSLEY Kazuko Tinsley, 83, originally of Mitsuke-City, Niigata Prefecture, Japan, died peacefully on Monday, May 14, 2018, at Morningside in the West End in Richmond. Kazuko, or Yori, as she was known by close friends and family, was a beautiful

Japanese schoolgirl who lived near the port and loved swimming in the Sea of Japan. She was an extraordinarily talented singer and even mastered martial arts, having a black belt in Judo. She met and fell in love with a handsome American soldier during the Korean War at a Christmas party hosted by the U.S. Embassy in Tokyo, Japan. Jimmy P. Tinsley asked her to wait for him and, for over two years, she did. He kept his promise, returned to Japan

and asked for her hand in marriage. Forsaking her career in the medical field, as a bone setter, she chose to follow her heart. They married and went on to live a full and exciting life in Europe, Far East Asia, Central America and the Caribbean; he, as a Foreign Service Officer with the U.S. State Department and she, as a wife of a U.S. diplomat. In her free time, she enjoyed growing and showcasing her rare, beautiful orchids and practicing her Buddhist faith. After her husband retired, they settled in his childhood state of Alabama and she affectionately called him a “Shelby County Redneck.” They raised three children, Janet (James) Brett of Mechanicsville, Theresa (Steve) Bradley of Marietta, Georgia, and Michael (Linda) Tinsley of New Bremen, Ohio. Kazuko was married for 53 years before her husband died and then she moved to Virginia. She is survived by her three children; and six grandchildren, Nathaniel, Ethan, Celeste, Madeleine, Alex and Kate. She also has four stepgrandchildren, Niccole, James, Dale and Rosemary, who survive her.

FLETCHER GILMORE “GIL” WELLS III Fletcher Gilmore “Gil” Wells III, 54, passed away peacefully on May 4, 2018. He was born in Richmond on August 17, 1963. He was preceded in death by his father, Fletcher Gilmore Wells Jr.; and his mother, Gwendolyn Creasy Wells. He is survived by his devoted sister, Dana Wells; godmother, Shirley A. Conover; and WELLS doting

faithful friend, Christo-pher F. Board. Gil adored and cherished his four-legged children, Smile, Baboobshka and Chewy. As the owner of Catering By Gil, he dedicated his talents not only to the preparation of menus, but, additionally, applied his unique design styles that were admired and envied by all. Travel was a hobby he enjoyed -- from the beaches of the Outer Banks to the beaches of Hawaii. As an avid lover of new restaurants, he would deem them worthy or not worthy based on the golden crispiness of the fries. He learned his faith as a member of Reveille United Methodist Church. Gil was a kind, giving person who would kindly open his heart and home to those in need. He loved to laugh and often did so, as friends and family gathered every summer beside the pool, or inside for a feast. A memorial service was held at noon on Saturday, May 19, 2018, at The Manor at Scots Landing at 10324 Scots Landing Drive in Mechanicsville. PRISCILLA “JOY” LUND WILLIAMS Priscilla “Joy” Lund Williams, 81, of Mechanicsville, passed away on Saturday, May 19, 2018. She was preceded in death by her husband, Raymond “Buddy” Williams; and is survived by her children, Cindy Williams, Todd Williams (Katie), Dawn DiSavino (Howard) and Jennifer Williams; 12 grandchildren, 11 greatgrandchildren; and her devoted caregiver, Rose Blake. IVA MARIE WINFREE Iva Marie Winfree, 90, of Mechanicsville, passed away on Friday, May 18, 2018. She was preceded in death by her parents, Mr. and Mrs. Hugo Maters; WINFREE and siblings, Cora M. Iva is survived by her loving husband of 67 years, Milton “Mickey”; three sons, Michael, Steven (Joy) and Mark (Sandra); sister, Shirl Keiser; three grandchildren, Amanda, Michael (Kathryn) and Ashley; and one greatgranddaughter, Sydney. A family prayer was held at 6 p.m. on Monday, May 21, 2018, at Monaghan Funeral Home at 7300 Creighton Parkway in Mechanicsville. championship Sunday. “We didn’t really play all that great the first three games. We won ugly. I think you have to do that here and there this time of year,” said RandolphMacon head baseball coach Ray Hedrick. “But we put it all together that last game and it was good to see.” It was a good turnaround for a team that had found itself taking an early exit from the Old Dominion Athletic Conference

in Lynchburg the previous week. “We went into Lynchburg and the teams we were playing were much more desperate to maintain a hold on their season,” Hedrick said. “Our guys had a pretty good idea, based on their body of work that we’d be playing into the next week. That doesn’t mean it’s acceptable or that we should be happy with the way we played, but I just don’t think we had the right

mindset – and that comes back on me.” The Yellow Jackets did get stellar pitching performances, which included their first two complete-game appearances of the year. Hawks upend Wildcats 9-5 By Dave Lawrence Sports Editor

GLEN ALLEN – After an explosive third inning that left Hanover’s softball team leading host Deep Run by two runs, the Hawks settled down for what was looking to be an uncomfortable slog to the end Tuesday night. The slog was made more uncomfortable after the Wildcats cut Hanover’s lead to 1 in the sixth inning. But the Hawks, with the help of a two-run double in the top of the seventh by Julia Mardigian, got a comfortable cushion it needed for a 9-5 win. The Hawks and Wildcats generated 14 and nine hits, respectively, in what became something of a slugfest. More important for Hanover, however, was the resilience it displayed as Deep Run closed in in the sixth. “It comes down to intensity. It’s a long season,” said Hanover

This past week, the county tennis teams in postseason play battled Mother Nature, complacency and uncertainty as matches were scheduled, postponed, rescheduled, and postponed again. As the week drew to a close in team play, the lone survivors both hailed from Hanover High School. Hanover, the defending Class 4 state champion girls

first since finishing the regular season unbeaten back on May 3. “It’s been an interesting week with all the back and forth. Luckily, they’re pretty resilient, and they’ve had opportunities to practice outside of school.” The Hanover boys have waited even longer, last playing back on Tuesday, sweeping Patrick Henry 5-0 in Region 4B quarterfinal play. “You know that, if you lose, you’ve got to play that night and then you’ve got to come back and play two the next day if you want to win a championship,” he said. “So we knew going into that that we had to put ourselves in a position to win that game. … Christopher Newport played up until 1 in the morning on Sunday, then had to come back and play in the afternoon. “It was huge. Hanover boys edge Patriots in scrappy contest By Dave Lawrence Sports Editor ASHLAND – The only goal of Hanover’s boys soccer contest at Patrick Henry on Tuesday, May 15, came on a penalty kick. With the way the Hawk and Patriot defenses were playing, that was probably the only kind of play that would work. As it was, Hanover was the team that got the penalty kick – by Ashton Poythress in the first half – to claim a 1-0 victory as the regular season came to a premature end because of the rains that plagued the area the rest of the week. “It was going to take a penalty kick for either team to score,” said Patrick Henry head coach Jacob Shuman. “[Hanover’s] defense was fantastic, too. I’ll say all year, our best player is our defender, Collin Vaughan. He had another great game eating stuff up. It was going to take a fluke sort of goal for someone to win and, unfortunately tonight, it went [the Hawks’] way.’

The lack of scoring, especially in the first half, was a bit frustrating for Body. “We controlled the game A to Z,” he said. “We had the wind, but we didn’t use the wind very well. We didn’t shoot enough, so we didn’t create as much occasions [to score] as I would have liked.” The intensity and physicality of the game increased after halftime.

“In the second half we got challenged – physical, a lot of fouls,” Body said. “This is the end of the season. Everybody is wanting to have a good record for the placement in the [Region 4B] tournament, so I understand they’re a little feisty.” Shuman said the Patriots have picked up the intensity since he took over as head coach less than a month ago. “I’m not going to take credit for that. I’m going to lay it all on the kids,” Shuman said. “They have really taken the opportunity of saying, ‘Hey, this is our team.’ … Every game they’re playing, where there’s a brick wall, they’re running through it. Thanks to some encouragement from his mom Debbie Lunsford, he took the leap into the world of music. And now the 16-year-old from Mechanicsville is preparing to move to Texas to pursue his dream. On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.

County receives VACo honor Hanover County has been recognized by the Virginia Association of Counties as the recipient of the 2010 Achievement Award for the Dominion Resources Greentech Incubator. The county was honored for its model local government program in the category of Community/Economic

The staff and families of New Hanover Christian School recently celebrated the life of their beloved teacher, Suzanne O’Donnell. Funny stories and memories were shared and “The Goodbye Book” by Todd Parr was read to the students before 75 biodegradable balloons were released in her honor. O’Donnell had left her mark by teaching students at the preschool for 11 years. She will be remembered for her generous spirit and contagious giggle.
