Josh Farrar, Ashland town manager, and David Maloney, director of the county’s Planning Department, are among the community leaders selected from throughout the region FARRAR to participate in LMR’s flagship program, Leadership Quest. HANOVER -- Hanover County Board of Supervisors chairman Sean Davis recently told fellow board members he had received a number of calls from the “recovery community” offering support for the Healing Place, an in-house recovery program sponsored by CARITAS. “CARITAS is an umbrella organization that has four programs,” said executive director Karen Stanley. Those services include the Healing Place and an emergency shelter accessed by local church congregations. The organization STANLEY also operates a furniture bank and an employment program that assists people with significant barriers to employment. Founded in the early 1980s, CARITAS began the Healing Place for men in 2005 “to solve a gap we had in our homeless services system.” Stanley said more than 10,000 men have been helped by that program since it opened its doors more than a decade ago. In 2008, they obtained the furniture bank, allowing about 100 families a year to obtain the see CARITAS, pg. 18

ICHMOND -- When Andrea Stoneburner scratched her Extreme Millions ticket from the Virginia Lottery, she could see that it was not a winning ticket. However, instead of throwing the ticket away, the Mechanicsville woman entered it in the Virginia Lottery’s Extreme Millions Second-Chance Promotion. That ended up being a million-dollar decision. When the drawing was held on July 3, her ticket was drawn out of more than 272,000 entries to win the million-dollar top prize. When she was informed of her of win, she said she thought it was a scam. In fact, when she told her mother about it, her mother sent her information about scams and fraud. Stoneburner, a labor and delivery registered nurse working toward her midwife certification, had the choice of taking the full $1 million prize over 30 years or a onetime cash option of $657,030

before taxes. She chose the cash option. There will be two more million-dollar prizes drawn in the Extreme Millions Second-Chance Promotion. Those drawings will be held on Nov. 6, 2018, and April 2, 2019. Players can enter their non-winning Extreme Millions ticket in order to be eligible for a chance to win. When it comes to education, the Virginia Lottery is game.

The Lottery generates more than $1.6 million per day for Virginia’s K-12 public schools. HYSC gathering school supplies through Aug. 17 HANOVER -- In the middle of their summer vacation, the Hanover Youth Service Council (HYSC) is coordinating a county-wide school supply drive. All supplies benefit Hanover’s elementary, middle, and high school students in need. This signature service project has been conducted by HYSC for 19 years. The drive is taking place through Friday, Aug. 17. HYSC is collecting generic backpacks, composition books, supply boxes, 2-pocket folders, glue sticks, erasers, dividers, durable binders,

supply boxes, pencil pouches, notebooks, hilighters, crayons, pencils, markers, colored pencils, loose leaf paper, scissors, sanitizing wipes, dry erase markers, hand sanitizer, tissues, index cards, and any other school supplies for all grade levels. Arrest made in malicious wounding, abduction case Staff Report news@mechlocal.com HANOVER – On Tuesday, Aug. 7, William Joseph Bossieux, 24, of Mechanicsville, was arrested without incident. As of Wednesday, Aug. 8, he was incarcerated at the Pamunkey Regional Jail and was being held without bond. The Hanover County Sheriff ’s Office had requested the public’s assistance in locating Bossieux, who was wanted for

malicious wounding, abduction, and preventing someone from calling 911. These charges stem from an incident that took place on Jan. 29, 2018. On that date, depuBOSSIEUX ties responded to the 7000 block of East Boulevard for a domestic disturbance.

Once deputies arrived on scene they located a female victim with injuries. Bossieux was initially arrested and charged with domestic assault on Jan. 29. “The Sheriff ’s Office would like to extend our sincere appreciation to the media for their efforts in communicating this information to the public,” Sgt. James R. Cooper, HCSO public information officer, said. “We would also like to thank all the citizens that shared this information on social media.”

Buckle up: Simple action really does save lives

By Melody Kinser Managing Editor eed the warning. Electronic signs above the interstates remind motorists to buckle up -- and, yes, seat belts really do save lives. I know first-hand how a simple act can make a difference when an accident takes place. My brother-in-law was traveling to our hometown when a tire blew and flipped the small Toyota three times, landing on its roof. When residents of Kegley, a small community outside of Princeton, West Virginia, arrived at the scene, Michael was hanging upside down dangling from the seat belt. He was injured and transported by helicopter to a hospital in Roanoke, but there is no doubt that the seat belt saved his life. The bruises may have been reminders of how that lap belt prevented him from being ejected and possibly killed. Buckling up should be an automatic action as soon as you get into a vehicle. I don’t even think about it, as it’s become routine.

I once had a car that had an automatic belt that attached to the seat belt. There’s no way you can forget to buckle up when it’s halfway done for you. There’s no logical excuse not to use a seat belt. I’ve known people who said they were uncomfortable. Well, buckling up is better than the consequences of a wreck. I do appreciate the state’s efforts in reminding drivers to buckle up. I also applaud law enforcement officers who note whether someone involved in a vehicle mishap was wearing a seat belt at the time of the incident. A visit to the Virginia Department of Motor Vehicles website provided the following information as to why everyone is encouraged to wear seat belts during every trip. impaired, aggressive and distracted drivers. m Seat belts hold drivers and passengers in place, helping the driver maintain control during a collision. Seat belts keep the driver from pitching forward into the steering wheel, dashboard and windshield, and keep everyone from being ejected and from flying around the vehicle injuring others. The DMV site also stated that Virginia law requires all front seat occupants of motor vehicles be restrained, and any passenger from birth to 18 years old be properly restrained in an appropriate child safety seat or seat belt, no matter their seating position. Virginia law also requires that rearfacing child safety seats be placed in the back seat of a vehicle. Another segment on the website was titled “Busting Myths”. Myth 1: You are safe in the back seat without a belt. Wrong! Among rear seat occupants, seat belt use can reduce the

risk for death by 60%. Myth 2: Buckled drivers are safe even if their passengers are not wearing belts. Wrong! Multiple studies show the increased risk of death for those wearing seat belts when people in the back seat are not. One study by the Centers for Disease Control showed that the odds of driver death more than doubled in fatal frontal crashes when there were unrestrained rear-seat passengers. Myth 3: Larger vehicles, such as pickup trucks, will protect you in crashes if you aren’t buckled. Wrong! The research shows the opposite -- that there are more unrestrained pickup truck deaths versus unrestrained car deaths. Myth 4: Crash exposure is lower in rural areas because of less traffic. Wrong! More crashes, and more unbelted fatal crashes, occur in rural versus urban locations. Myth 5: Airbags replace seat belts. Wrong! Airbags may further reduce the risk of death or injury when used in conjunction with a seat belt. Bottom line: Buckle up! The life you save may be your own.

Citizens urged to attend meeting on Lake District At the Aug. 16 Planning Commission meeting, Marchetti Properties will present its proposal for “The Lake District at Glen Allen,” a gargantuan 323-acre mixed use development located on Mountain Road (U.S. 33) at the Henrico line in the South Anna District. Citizens need to show up and pay attention. By the numbers, this mixed use community will feature a build-out of 2,820 residential units; a minimum 313,140 square feet of retail and office space and various recreational amenities situated around an existing 16-acre lake. The residential metrics break down to 1,588 multi-family units, 1,103 townhouses and 129 single-family detached units. Residential density is 8.7 units per acre. This mammoth proposal will require mammoth tailoring to achieve something on a reasonable scale. That assumes that the citizens even want such a development. At a community meeting held by Marchetti Properties on April 9, citizens identified concerns over traffic, already impacted by the Tyson’s plant; school capacity; light pollution and success of the commercial area. Additionally, county departments have pointed out the probable need for a new elementary school; a possible new fire station and sewer improvements at build-out. These all come with whopping big price tags. How will these and other infrastructure improvements be funded? Serious challenges loom. Citizens should be asking pointed questions now of their Planning Commissioners, supervisors and county officials. Pattie P. Bland Hanover

Sights, sounds and smells that create a significant appreciation By Jim Ridolphi Contributing Columnist I stood in the checkout line of my local grocery store and waited my turn as a fully middle-aged couple completed their transaction. “Wow, this cake looks good,” the clerk smiled. “It’s for my husband. It’s his birthday today,” she replied. The clerk proclaimed her birthday wishes as the man continued to place his groceries in the bags. “Another day older and deeper in debt,” joked the man as he completed the task. No, some wouldn’t have known to what his comment referred, but my father was a Tennessee Ernie Ford fan and one of the few 45 rpm records we owned was “16 Tons.” I

immediately recognized the line from the lyrics. I thought about that man as I celebrated my 68th birthday on Aug. 5. I suppose his one-sentence quip could apply to many of us, but it’s not what I’m thinking about as I approach seven decades on this wonderful planet. The foremost thought in my mind as another year passes is how we increasingly appreciate the little things in life as we get older. Following that reasonable progression, I also questioned why those seemingly simple things don’t matter as much, or, in some cases, at all in younger years. I thought about all of this as I sat beside a large box of cantaloupes that sat near the entrance of a small neighbor-

hood market I frequently visit. When I returned to the car, I got one complete and glorious whiff of that odor that can only be described as heavenly. And that one aroma brought back so many memories of summer vacations, family reunions, beach getaways and early mornings at the breakfast table with that same smell permeating our small kitchen. I sat there for more than a minute, windows fully open in order to get the full affect of nature’s aromatherapy. The next morning I awoke to the sound of a distant lawn mower of some homeowner getting an early jump on a week of rain-infused grass. Again, the sound prompted memories of hot summer

Chenault served seven terms as Commissioner of the Revenue, and is the only woman to serve as a constitutional officer in Hanover County. She began her

Lois Jean Sala Giles passed away on Friday, August 10, 2018, at her home in Mechanicsville. She was 79. Lois was born September 24, 1938, to the late Rev. Robert and Hilda Sala in Detroit, Michigan. The family lived in Pennsylvania and Tennessee before settling in Richmond, where her father founded Epiphany Lutheran Church. Lois graduated from Douglas Freeman High School and completed a two-year program at Marion College. She married Bill Giles in GILES 1958. The couple settled in Hanover in 1969 and raised four children. Lois was a loving and generous mother and grandmother, as well as a skilled homemaker and avid gardener. She was preceded in death by her husband, Bill; and son, Steven Giles. She is survived by her children, son, Rick Giles, and wife, Stacey; son, Mike Giles, and wife, Laura; and daughter, Diane Iannone, and husband, Dave, all of Mechanicsville. She also is survived by six grandchildren, Cole and Henry Giles, Lindsey and Shane Giles and Maylin and Darcy Iannone; brothers, Ed Sala of Roanoke and David Sala of Chester; brotherin-law and sister-in-law, Robert and Faye Giles of Mechanicsville; and numerous nieces and nephews. Stanley said some of those applicants wait up to 90 days for service. “In order to restore their families, individuals have to first work on themselves and that’s what the Healing Place for Women will be for folks needing this assistance,” Stanley said.

In 2016, more than 64,000 Americans died from drugrelated causes, more than the 58,000 soldiers who lost their lives in the Vietnam War, according to Stanley. “This is a major issue and that’s why it is getting so much attention,” Stanley said. “This is a great time for us to be working on a new project.” The agency has obtained a 420,000-square-foot warehouse near Maury Street in the Southside that will house all of the services under one roof, a huge advantage for its clients. “Our vision and our dream is to create an innovative national best-practice model of incorporating all the solutions for treating homelessness and addiction under one roof,” Stanley told the supervisors last month. “This will allow us to have a Healing Place for Women and consolidate all of the CARITAS programs other than the Healing Place for Men,” Stanley said. “We’ll be able to have a total sober living community under one roof.” The new women’s facility will provide about 100 beds for clients.

The cost of the project is about $24 million, with more than $12.7 million of the $14 million required already raised. The remaining funds are derived from tax credits. Stanley said the agency hopes to begin construction on the project in 30 to 40 days. “We would love to have Hanover County’s help,” Stanley said, noting that Henrico Chesterfield and the City of Richmond are already committed to the project. “We’re hoping there is a way that Hanover County can be involved in investing in this project,” she added. Michael Carter has a painfully close relationship with the services associated with CARITAS. He and his wife lost their son to an overdose three years ago. Prior to his relapse, Graham had spent a year at the Healing Place and continued a relationship for the following year. “The Healing Place gave our son back to us, albeit for only two years, but it was a wonderful time and we cherish those memories,” Carter said. “I want that opportunity to be available to other people.”

The American Legion took part in this annual Leadership training event. Youth movement takes over area golf teams By Dave Lawrence Sports Editor

MECHANICSVILLE – Area high school golf teams wasted no time taking back to their respective golf courses in August, but this year begins with a good but of uncertainty. Graduation took its toll on local schools’ rosters; in some cases, the toll was pretty high. Still, all local teams return key players – most notably defending King William’s defending Virginia High School League Class 2 state champion Taylor Hubbard – and, if those key players can get the support they need from improving teammates by the end of September, several local team should be able to mount credible postseason runs. Hanover The Hawks, with six seniors on the roster, may at first glance look to be the most experienced team in Hanover County, but few of them – mainly Christian Dyer, who appeared in the VHSL Group 4 state tournament as a freshman, and Robert Patina, a mainstay of the Hawks’ top six over the previous years – return with a significant amount of experience. Much of the Hawks’ punch will come from its sophomore class: Andrew Wilkinson, younger brother of Ward Wilkinson, who finished run-

The good part is the three juniors have been around. It’s their third year, so they can help the five freshmen.”

Lee-Davis The balance of the Confederates’ team is tipped toward seniors and juniors, but many of them haven’t had a lot of experience playing golf. But for those with less experience, the goal is to improve steadily throughout the season and make some noise at the end. “Roster-wise, we’re senior heavy, but match-wise, we’re young because not a lot of our guys have participated in matches in the past,” said LeeDavis head golf coach Tyler Johnson. “Our top guys will match up well with other schools’ top guys later on in the season. The more experience they get, the better they’ll be.” Lee-Davis will be led by senior Landon Watkins, who was the Confederates’ leading scorer in the match against Patrick Henry. Johnson expects a battle for the No. 2 spot. “There are three or four guys who can play our two spot. We’ve got Tanner Mahoney, Erik Hoare, Bradley Dillard and Drew Gilbert,” Johnson said. “They’ve been on the team but haven’t had much match experience. Those guys will probably round up our top

ever changed by the experience. “First of all, I’m a proud dad for sure, with my son playing. It was a ton of fun to see,” Johnson said, tipping his cap to Brooks, who was the winning pitcher in Saturday’s Perry County victory. “Then, our kids, how well they improved, and the support and rallying around from Rockville, the families. It was tremendous, and completely unexpected.” It’s safe to say life, and expectations, on the ballfields in Rockville, won’t be the same after not one, but two, unforgettable weeks in Florida. at the Virginia High School League Girls Open last year has given her a well-earned boost to her confidence. But she wants to do better “I want to shoot under [par] at regionals and I want to get top-five at states,” said Rathbone, who has played fewer tournaments than in recent summers because she’s been attending classes at J. Sargeant Reynolds Community College. “I played more tournaments in the summer last year than I did this year, but I’m playing the same that I did last year and I

can do better.” Watkins started the day a little rusty – the Confederates began tryouts just three days before hosting their first match. But the rust didn’t last for long. “I started off a little slow, but I came back and did better toward the end,” he said. His improvement was evident on the seventh hole. After Rathbone had drained about a 30-foot putt that bounced over the hole, ricocheted off the back lip back toward Rathbone, then reversed itself and went back into the hole, Watkins drained an even longer putt to match her score. The duel on the green had all its witnesses chuckling, some shaking their heads in

disbelief. For Watkins, this year – his second year of playing competitive golf – requires a different mindset than his first year. “It feels different because I kind of lead the team as a senior,” Watkins said. “Last year, you had people helping you out. Beehive distribution program First case of Eastern Equine has been closed to applications Encephalitis reported in state Contributed Report news@mechlocal.com RICHMOND -- The Virginia Department of Agriculture and Consumer Services (VDACS) recently announced that the Beehive Distribution Program is closed for the year due to the extraordinary number of applications received by VDACS. “The Beehive Distribution Program generated overwhelming interest from Virginia’s citizens,” said Commissioner Jewel Bronaugh. “We have received nearly 2,700 applications since the opening of the application period on July 1. Based on the number of applications received to date, we anticipate that the cost of the equipment to fulfill the current applications will exceed available funding for the program.” VDACS is reviewing applications and those applicants who will receive beehive equipment

will be notified this. Once all funds have been exhausted and beehive equipment distributed, VDACS also will notify those individuals who submitted an application but did not receive beehive equipment. The Beehive Distribution Program resulted from action by the 2018 General Assembly and provided funding for the hive units. The legislation provided equipment directly for up to three beehives per eligible individual. The horse, a Quarter Horse mare from Suffolk, entered the North Carolina State Veterinary school hospital in late July and subsequently died. The disease has an 80 to 90 percent mortality rate. The hospital received notice Thursday, Aug. 9, of the EEE positive result. The horse was vaccinated incompletely with an initial vaccination but not the follow-up shot.
