HANOVER – The Hanover County Board of Supervisors received an update on the local impacts of a recent Medicaid expansion passed by the Virginia General Assembly earlier this year at last week’s August meeting. The approved legislation means more Virginians will be covered by health insurance, but it also represents a significant increase in the workload of local Social Service agencies. Sheila Crossen-Powell, director of Hanover’s Social Services, said increases are inevitable due to relaxed eligibility requirements for lower income recipients.

Candidates for eligibility must be between the ages of 19 and 64, income must be at or below the 138 percent of the Federal poverty line (for one person, about $16,700 annual income), and the candidate must not be eligible or on any other mandatory coverage group. Three groups of eligible citizens are now allowed to apply for Medicaid: childless adults who meet income requirements, parents of children who are currently covered and meet income guidelines and disabled citizens. Minimum incomes for parents and childless adults are increased under the expansion. Hanover County is expecting increases in

As part of our Five-Year Technology Plan, we continued updating the technology infrastructure at several of our schools to better support current and future teaching and learning needs. We also completed the installation of a new visitor management system at all of our schools as part

ANOVER -- The Hanover County Community Services Board has announced that the nomination period for the Jean C. Harris Award for Excellence is now open. In 2000, the Hanover County Community Services Board established an annual award in the name of long-time board member, community volunteer and advocate, Jean C. Harris. The Jean C. Harris Award for Excellence has been given annually to Hanover-based individuals, families or groups that demonstrate outstanding contribution in the areas of intellectual/developmental disabilities, mental health, and/or substance use. Acknowledging that many individuals, families and groups in Hanover are making a difference in these areas, up to three awards will be given this year. Nominations for those contributing in these areas in a professional capacity will be considered with clear demonstration that their service goes above and beyond their professional duty. Who was Jean C. Harris and why do these awards bear her name? Jean Harris is a shining example of a person of compassion who directed her time and energy to helping those in need in Hanover County. She made a difference every day. A native of Hanover whose father ran a country store, Harris worked as a secretary to a judge, was married to a local bank executive,

and raised three children. She was a tireless advocate for those without a voice. She noticed those in need and tried to help in big and small ways. She was feisty and persistent and was a founding member of the Hanover County Community Services Board. With her first appointment in 1977, she served for nearly 20 years, including as chairThe Jean C. man five times. Throughout her service, she focused on promoting the development of much needed community-based services and supports in Hanover County and has left a lasting legacy. While Ashland supervisor Faye Prichard did agree that unfunded mandates are a nuisance to local government, she endorsed the expansion and the thousands of low-income Virginians who will now have health insurance. â&#x20AC;&#x153;There will be people in the state of Virginia who will not die this year due to Medicaid expansion,â&#x20AC;? Prichard said. â&#x20AC;&#x153;If you are currently a fully disabled person in the state of Virginia making more than

Budget director Shelly Wright presented a budget appropriation request to fund the 3.52 full time positions requested by Social Services. The county received an additional $443,000 from the Commonwealth once the budget was finalized with $190,000 of those funds reserved to fund Medicaid expansion.

As school starts, try to include everyone By Melody Kinser Managing Editor They write about feeling lonely, isolated and separate of those around them. While one may think this topic reflects teens in today’s world, recent comments on a closed social media page devoted to my graduating class addressed those very issues. The surprise? My classmates were the ones expressing themselves and how their high school years were not filled with pleasant memories. I was saddened as I read through various posts with the same theme: feeling alone during a time that should be cherished. Some I knew, others I didn’t. Through class reunions and social media, I know them all now -- and had no idea what they had experienced. These people have held on to those feelings for over 40 years. Learning about their high school

years triggered an immediate reaction in regards to how today’s youth cope. To say today’s teens are under a microscope is an understatement. They have grown up in a world of mobile devices to capture photos or videos of every moment in someone’s life. So, if a student is already feeling like an outsider, how does social media impact his or her attempts to be included? This is where fellow students can make the effort to befriend someone who appears to be alone. Everyone wants to be accepted, and, based on the recent posts I read, age isn’t a factor. It is disheartening to realize people have carried that feeling of being alone for decades. I almost felt guilty for having enjoyed my high school years. I’ll admit to having been a bit self-absorbed, and I definitely was fortunate to have had a sup-

portive group of friends. As a member of the marching band, I was surrounded by a group that had a unique and strong bond. I look back and regret not taking notice to those who may not have had the joy of the camaraderie and friendships I hold dear. Despite the number of years, one of my best friends and I are doing what we can to assure those folks of their place in our class and our lives. Everyone is special and should be treated in that manner. My hope for those students who will head to class on Tuesday is that they will be observant of those around them. Just as there’s no place for bullies in our schools, the same could be said for alienation -even if it seems to be self-imposed. Everyone matters. Do your part to ensure that your classmates know that.

Shine on, shine on a very different kind of moon By Jim Ridolphi Contributing Columnist It’s no secret that in many parts of Virginia making your own moonshine is a storied tradition. But, a recent case in Floyd County may prove that you can take just about anything too far. Last spring, Debbie McCulley, 57, of Salem was apparently not too pleased with the outcome of a contest

that pitted her husband and coach’s JV softball team against a bitter rival. Mr. McCulley coaches the girls softball team for Glenvar High School. After a loss to rival Floyd County last May, official accounts state that Mrs. McCulley took things a bit too far when confronting the opposing fan base after the game. Now, we all know how things can get at high school sports events and

Public input urged with deferment of major project At the Aug. 16 public hearing for The Lake District at Glen Allen, the Planning Commission voted to defer action for 60 days. This is a welcome outcome considering the vast amount of input and analysis the proposal needs. But a 60-day deferral seems hardly enough. This development proposal was prematurely brought to a public hearing when far too little is yet known about the fiscal impacts. Indeed, residents learned on the night of the meeting that the county had contracted that very day with fiscal consulting firm TischlerBise. When matters of infrastructure stress, county budget and citizens’ pocketbooks are concerned, the inclusion of a fiscal analysis should not sound like an afterthought. Out of this meeting came promises to hold commission work sessions and to seek public input. farm to table gastronomy. This savory development has been well received in the region and has been enthusiastically embraced in Richmond, especially with its burgeoning restaurant scene. Those of us who love to eat are appreciative as is evidenced in the popular farmersâ&#x20AC;&#x2122; markets and myriad dining options. The evolution of this movement is ironically one that has long been a basic tenet of agricultural communities and lifestyles, if not as a byproduct of the environment then as an understanding of the value of food grown or raised near its origin. Many of the devotees of this trend are urban dwellers who find themselves some distance from these very lands. Regardless, the benefit to those whose livelihoods are contingent upon the good earth is multifold, particularly the smaller enterprises. Hanover County itself is home to a practice and structure that promotes this culture and that is our local cannery, situated off U.S. 54 on Taylor Lane.

The report also stated, according to the Roanoke Times, that she â&#x20AC;&#x153;stood on or close to the pitcherâ&#x20AC;&#x2122;s mound and pulled down her pants with her right hand to expose her right butt cheek.â&#x20AC;? Deputy Scott also noted there were children in the targeted group who now have a much clearer understanding of the term â&#x20AC;&#x153;Shoot the moon,â&#x20AC;? the latter my observation not his. Fully equipped with all implements and equipment one would require, this beautifully rendered kitchen almost serves as a functional agrarian history museum. This is even more vital now that the county is poised for exponential growth. The cannery manager, Chrissie, has dressed the old place up quite nicely and lends her considerable knowledge to whomever requires it. Every annum the faithful gather to engage once more in the satisfying toil of preparing the harvest for the chillier seasons to come. The sense of fulfillment and homage to farm and fields is something that should be experienced by anyone who appreciates such. A reward of shimmering jars of peaches to be savored as summerâ&#x20AC;&#x2122;s delight in the midst of brittle winter is testimony enough and I write this missive in the hopes that whomever few months has softened all sides concerned, and, last week, a Floyd County judge indicated the indecent exposure charges could be dropped if Mrs. McCulley stays on the straight and narrow and keeps her pants on. The judge presiding over the case local lawyers have dubbed the â&#x20AC;&#x153;moon over Floydâ&#x20AC;? agreed to continue the case for six months, a sign that a dismissal or suspended sentence could be pending if no further incidents occur. Apparently, Mrs. McCulley also has had a slight change of heart, and I wonâ&#x20AC;&#x2122;t speculate on the motivating factors that prompted such a move, but she did issue a written apology and has agreed to perform community service, according

With the start of high school football season less than a week away, the whole of this seems to present the perfectly timed platform for a message of togetherness, respect and good will for fans as they prepare to root for their favorite teams. It also goes to remind that you can always go too far, even in the fervor of a heated rivalry. Also not lost is the fact that itâ&#x20AC;&#x2122;s also a good idea to remain fully clothed when confronting large groups.

from my parents. Growing up in Mechanicsville, I was accustomed to acknowledging the people around me. I always waved to my neighbors and smiled at the mailperson. I made pleasant small-talk with the bank teller or the grocery store clerk. Basically, if I made eye contact with someone, there was always a smile, a “Hi, how do you do?” or some sort of cordial gesture, and each time it was reciprocated with a smile back or “Great, thanks for asking”, etc. When I made my move to a neighboring county when I turned 34, I took this congeniality with me. As usual, my smiles, nods and handshakes were always reciprocated with likeness. I finally returned to my humble hometown several years later in 2016. Again, I brought my normal congeniality back home with me, and I used it. However, I noticed a dra-

matic change in reciprocation. Initially I thought, well maybe that’s what I get for moving away, they’re just mad at me for leaving … wishful thinking. In Mechanicsville today, if I smile at neighbors or anyone at all … it is not reciprocated in the least. In fact, it seems to be quite frowned upon. The neighbors simply turn their heads away when passing one another. The bank tellers do not spark up a conversation and the grocery store clerks seem to just want to clock out and go home. It seems that if you attempt to make eye contact with someone, you are looking for a fight. I walk down the sidewalk and pass within inches of someone, smile and ask “How are you?” I immediately receive a very robotic response as if I wasn’t there at all. Acknowledging a fellow shopper at the grocery store will receive a blank stare as if to say “I don’t know you, why are you talking to me?”

I was walking from my car to my house in my apartment complex and noticed a pizza delivery person. I assumed that being in the hospitality business, this person would be somewhat conversational. However, as I approached the delivery person and said “Hi, how’s it going”, he quickly turned his head the other direction. He actually slammed the pizza bag they were carrying into my legs as we passed. I said “oh, excuse me”. He was completely silent and kept walking hurriedly. Within view and earshot of his destination, I overheard him knock on the customers’ door. The customer opened the door and handed him money. He handed the customer the pizza and walked away. These two people did not say one word to each other during the entire process. I was simply amazed at what I had just witnessed and what I have witnessed after making the move back home to Mechanicsville. What has happened to congeniality? What happened to the basic concept of acknowledging your neighbors, waving at the

mail-person or sparking up a small conversation with the store clerk? Has today’s technology rendered everyone so robotic that they are unable to acknowledge or recognize other humans? This is not the Mechanicsville that I remember. I do not like this form of Mechanicsville. Unfortunately, I do not foresee this getting any better in the near future. spoke against the park which was the maximum allowed. No citizens spoke in favor. As an adjoining property owner opposed to the “park,” I offer these comments. The entire concept of “park” is intellectually dishonest. The Parks and Recreation Department conceded at its public meetings that the driver for this sports facility is to generate revenue through field rentals and provide a lacrosse field for Lee-Davis High School. This is essentially a sports megaplex business venture of which we residents are shareholders. A group of us met with Parks & Rec and Scott Wyatt, Cold Harbor supervisor, to negotiate a compromise ... a community park intended for the residents of the Cold Harbor District. The Parks and Rec response was to reduce the fields from six to five, add a playset, and increase the parking from 300

to 320 spaces. I applaud Parks and Rec for trying to increase opportunities for athletic events, however, Mechanicsville Little League did not need the county to build a sports complex for them. Is it an urgent and compelling need for the county to subsidize private sports groups given our opioid epidemic, uneven Hanover County Sheriff ’s Office pay scales, and the explosion of special needs services mandated by federal law in our school system? The county’s comprehensive plan clearly states that the Suburban Service Area may be expanded based on the location of county facilities. This site is not contiguous to or near the existing SSA, so this proposal is essentially back-door comprehensive planning. The veiled threat is that a sports megaplex is better than a housing development. I believe the “park” will be a lure for developers, and SSA expansion will follow quickly. Most of us chose to live far from

the SSA. We chose to forsake the amenities, services, and conveniences of life in the SSA for a rural and pastoral setting. In our case, we had to provide a low-anxiety home for our adult, autistic son who is fully disabled. If county residents enjoy amenities and services inside the SSA, I salute you and hope you enjoy your freedom to choose a home inside the SSA. A responsible county government exercising good stewardship of our money should exhaust all existing county facilities before expanding government through green field sites. Parks and Rec has admitted it has too many ball diamonds and not enough soccer fields at Pole Green Park. PGP also has large acreage “reserved for event parking.” Both Cold Harbor Elementary School and Battlefield Elementary School already have paved parking, county water and sewer, turn lanes, etc. I believe their fields see LETTERS, pg. 17

MRS. GISELA GRASHOFF Mrs. Gisela Grashoff, of Mechanicsville, passed away unexpectedly on August 14, 2018. She was born on April 16, 1935, in Bottrop, Germany, to Albert and Maria (Blazek) Mika. Gisela immigrated to the United States with her husGRASHOFF band, Wolfgang; and their children, Martina and Armin, in 1977. Gisela is survived by her son, Wolfgang Stolte (Baerbel) of Eutin, Germany; her daughter, Martina Ruetten (Bernard) of Elizabeth City, North Carolina; and her son, Armin Grashoff (Julia) of Mechanicsville. Gisela has six granddaughters, Jessica, Pia, Christina, Rebecca, Brianna and Kirsten; and three greatgrandsons, Yannick, Jona and Jesaja. Also mourning are her sisters, Marlies Mika of Ashland and her sisters in Germany, Erika Weiss, Helga Schaellhammer and Karin Blazek. JOHN A. HOPE John A. Hope, 91, of Mechanicsville, went to be with the Lord on Monday, August 20, 2018. He was preceded in death by his wife of 63 years, Audrey Hope, and his sons, HOPE John H. and Richard W. Hope. John is survived by his son, Michael L. Hope (Terry); daughter, Lynne Pauley; four grandchildren; Robert S. Pauley Jr., James K. Pauley, Andrew N. Pauley and Jocelynn Knight (Josh); and a great-grandson, Sebastian Pauley. John served his country in both the U.S. Army and Air Force during World War II. He retired from the State of Virginia Department of Health after many years of service. As a young child, Seth’s love for baseball began and spanned his entire life. He began playing baseball at the age of 5 with his New Kent teammates and continued through 8th grade. He also was a travel ball player with RBA in Mechanicsville since the age of 10, which began when he called the coach and asked to try out for the team. Seth continued his baseball career at Benedictine College Preparatory and was a graduate of the class of 2017. While there on the baseball diamond, Seth was a key member of the Cadets’ state championship team as a senior in 2017,

ranking second among pitchers in appearances. Seth ranked fourth on the WILSON team in innings pitched over his two years on the varsity baseball team. After graduating from Benedictine, Seth continued his baseball career at Potomac State College of West Virginia University. He also began a stellar wrestling career at Benedictine and excelled in that arena from 2016 to 2017. Seth wrestled in the 195 weight class. He had a record of 28-20. He placed third at the John Carroll Tournament and third at the Easter View Tournament. He placed third in VISAA State and was a Prep National Qualifier. He was the #5 seed at the State Tournament and placed third, garnering much needed points for the Cadets to win their fourth consecutive state team title in wrestling. He was a part of a team that finished in a ranking of #3 in Virginia, among all public and private schools. Seth went on to wrestle at the Division III level for Coach Tommy Owens and the Averett Cougars in 2017 to 2018, and was a starter at a weight of 197. Throughout high school, Seth worked in his father’s business, Machinery Movers & Erectors; he started his career by sweeping the floors and worked his way up to become a rigger and future CDL driver. He had a very loving heart and giving spirit. He lived life without fear, knowing that the Lord was by his side. We hope this partnership will not only expand access to services for more seniors throughout the county, but will also provide valuable information related to ride usage and demand within our community. Our goal is to use this pilot to inform future transportation service delivery for seniors and other special populations.” For a limited time, the pilot program will offer direct, nonstop door-to-door transportation for medical appointments at a rate of $6 one way and $12 round trip. Riders must be able to walk (including with the use of a cane or walker). Ride requests can be scheduled with as little as 48 hours’ notice. Trish FitzPatrick, UZURV’s vice president of Corporate Outreach, said, “UZURV is pleased to partner with Senior Connections in this pilot. Our mission, to provide access to a better quality of life for all people through on-demand, reliable transportation, is perfectly suited for this project. We look forward to serving seniors in

Hanover County.” The initial financial support of this pilot comes from funding provided by Senior Connections and community partners. Senior Connections acts as the Regional Transportation Coordination Entity for Specialized Transportation in the Greater Richmond Area. “Senior Connections is excited to support this project which will help us determine the needs of older residents in Hanover. With the current funding available we are projecting to offer approximately 600 rides,” noted Thelma Watson, executive director of Senior Connections, The Capital Area Agency on Aging. Through a short-term pilot partnership between Hanover Senior Rides, Senior Connections, The Capital Area Agency on Aging; Hanover County and UZURV, a Specialty Transportation Network Company in Richmond, older residents will have expanded options for door-to-door transportation services for medical appointments. “We understand that transportation can be a challenge for many older adults,” said Lisa Adkins, administrator for the Hanover County Department of Community Resources. “We are extremely fortunate to have these partners come together to help address the need. This short-term pilot program will increase options for older adults in need of transportation specific to medical appointments and for those who may need to schedule their ride within a shorter window than Hanover Senior

Raptor Visitor Management System implemented by HCPS ASHLAND -- Hanover County Public Schools (HCPS) will begin using the Raptor Visitor Management System in all of its buildings this year as part of the system’s ongoing commitment to enhancing the safety of students, faculty and staff. This new addition will allow staff to know who is in the building at all times, such as vol-

unteers, contractors and other visitors, which is essential to maintaining a safe and secure environment. Upon entering the building, all visitors will be asked to present a valid state-issued ID, such as a driver’s license, which will be scanned into the system. The Raptor system will check the visitor’s name against a national sex offender

registry database to prevent offenders from entering the buildings. The Raptor system only scans the visitor's name, date of birth, and photo for comparison against this database. It does not collect any additional data from the visitor’s state-issued ID (e.g. driver’s license number) and is not connected to any other system, such as the Department

Rural Point Elementary School’s School Garden is buzzing with activity, and that is all because of the tireless, selfless effort of the school’s dedicated community sponsors: the Old Ivy Garden Club, Krickovic and Ziegler Builders, Kirby Landscaping, the RPES PTO, and the RPES staff garden committee. It is because of the combined efforts of these many organizations that have brought RPES’ School Garden to life with a variety of seasonal flowers, herbs, vegetables, and fruit plants creating their very own garden habitat. Students, using their powers of observation, measurement, comparing and contrasting, predicting, analyzing, reading, and writing, are able to explore, discover, and understand that they are part of an ecosystem full of consumers, producers, and decomposers. R-MC seeks town’s approval for monument sign By Jim Ridolphi for The Mechanicsville Local ASHLAND – Randolph-Macon College officials are hoping a proposed new monument sign will more clearly define campus boundaries for visitors and students. The problem is the selected monument design exceeds current size limitations in effect in Higher Education (HE) zones. Current regulations prevent signs that

exceed 30 square feet, but the proposed R-MC sign measures about 75 square feet. The college wants to construct the monument-style sign at the corner of Henry and England streets in front of the historic St. Ann’s Catholic Church. Ashland Town Council members considered an ordinance text change that would allow officials to grant waivers for signs that exceed that limit in the Higher Education zone. An approval

of that text change would clear the way for the R-MC sign, but it also would allow other businesses located in that district to request such a waiver. Council members were confident a list of considerations contained in the text amendment would allow them flexibility in future considerations. Issues that could be considered during the waiver process include location of sign, site

clearance historical impact, proximity and number of other monument signs in the area and design. Anne Marie Lauranzon, director of Marketing & Communications, representing the college, explained the reasoning that prompted the request. “We’ve been wanting this front entrance since 1868 when we moved in to Ashland,”

MECHANICSVILLE -Patsy Anderson and Wanda Gahm have been members of the Hanover Towne Garden Club for almost as long as the club has been in existence. They recently shared some memories and current activities of the club. In 1974, it was founded by Barbara Goodfellow, who at the time was a member of Spring Meadows Garden Club, but wanted a garden club closer to her home. In 1975, the club was federated by joining National Garden Clubs Inc. It has been going strong since 1974 and in 2014 celebrated its 40th anniversary with a party at Patsy’s home. Over the years, Hanover Towne Garden Club has been involved in many civic and community activities, including landscaping Rural Point Elementary School. Currently, they maintain the garden at Rural Plains Homestead, also known as the Shelton House at Topomotomy Creek, and decorate for special events; they provide flowers for Hilliard House on Mother’s Day; and

maintain the planter at the Atlee Branch Library. In March, they will make floral arrangements with and for residents of Autumn Care. In October, for the fifth year, they will participate in a booth sponsored by the Virginia Federation of Garden Clubs at the State Fair. Programs at HTGC, presented by local professionals and garden enthusiasts, have taught members to use their creativity in gardening and floral design. There have been monthly programs on conservation, bee-

keeping, butterflies, good bugs and bad bugs, landscape design, making plant dyes for spinning and weaving and making hypertufas. A program this year on native plants is scheduled. Members of the HTGC also tour community and member gardens, as well as taking part in activities of the Piedmont District and the Richmond Council of Garden Clubs. So, besides the civic and community activities, why join a garden club? Patsy and Wanda said because they love flowers, they love to garden, they love to have fun, and they have made

friends for life. They describe Hanover Towne Garden Club as having “Strong Roots. The program on Sept. 13 will be on African Violets and will cover the basic growing of African Violets and the variety of different types. Those interested are invited to attend. can be upgraded to “tournament” level much cheaper than green fielding a new facility. Sixteen acres are currently for sale adjacent to CHES and the county water tower within the SSA. Parks and Rec refuses to provide a study of costs by an independent land use consultant to improve or repair existing county facilities because the Parks and Rec vision is to hold massive tournaments on one site. If Parks and Rec does not plan to hold tournaments, they should add a proffer to the CUP prohibiting tournaments. Please note: Parks and Rec and Hanover County Public Schools have a memorandum already in place to share facilities for school and Parks and Rec athletics. The Hanover County Board of Supervisors has begun the process to relocate Lee-Davis High School to a larger parcel with better transportation nodes and better athletic fields. In one small area, they consistently got a strong reflection from the bottom of the ice nearly a mile below its surface, consistent with reflection from liquid water. Team scientists have been working ever since, with continued observation and lots of theoretical calculations, to eliminate other possibilities. The radar data do not tell us how deep the lake is. The extremely cold temperatures on Mars also indicate that the lake is briny with dissolve salts and minerals. A similar feature in Antarctica on Earth is Lake Vostok. Lunar phases for

What is the urgent and compelling need to build now? Is the time value of money on $3.1million (initial “park” estimate) so great a two-year delay will threaten the project? Also, I feel for the residents who live near Pole Green Park, but I am skeptical this new “park” will greatly relieve their suffering. Is Parks and Rec going to refuse rental requests at Pole Green Park after the new “park” is opened? Will they greatly restrict PGP operating hours? If so, they should amend the conditional use permit for Pole Green Park to prove it. The intersection of Cold Harbor, Crown Hill, Beulah Church, and Rock Hill roads is difficult to negotiate even by those of us who use it every day. The addition of 200 to 300 cars passing through in the dark by residents of other districts and counties will only increase the accident rate. The Parks and Rec engi-

neering consultant cited traffic count statistics and claimed the average daily traffic was far less than the Cold Harbor and Creighton Road intersection. Not mentioned was the historic “five points” style intersection is a pariah by traffic engineering standards, and that the current intersection was laid out for animal carts prior to 1860 when the average daily car and truck traffic count was zero. This is the same intersection to which Stonewall Jackson marched his army and turned right towards Gaines Mill to change the outcome of the battle in 1862. This historic intersection was the strategic focus of the battle in 1864 for both sides, and gives its name, Old Cold Harbor, to both the 14-day long battle and the current magisterial district. The county firearms ordinance states that citizens cannot discharge firearms within 300 feet of where the public gathers. Much of my property and of other adjoining owners will be within 300’ of the property boundaries. This “park” denies my family and others our Second Amendment right

to safely bear arms on our own private property. If you are a member of Black Creek Gun Club, please note your reports are clearly audible on the proposed athletic fields. While not within 300’, some sports attendees or participants who traveled from other districts and counties may feel threatened by the sounds we residents accept and relish outside of the SSA. Those of us who live near the proposed site use domestic wells for our residential water supply. The new “park” will use water wells to irrigate the playing surfaces and supply water to the amenities. The Parks and Rec engineering consultant claims that the new wells will be 400 feet deep and draw water from a different aquifer than the shallow wells of nearby. My well and others are over 400 feet deep. A citizen asked Parks and Rec to produce a report by an engineer specializing in ground water hydrology to assess the impact of the county’s new wells. None has been provided. Parks and Rec did promise not to water the playing fields

Time between sunrise and sunset will get shorter, but the days are still 24 hours! Mercury rises to the east before sunrise, but will only be visible for the early part of the month. Venus is bright to the west northwest at sunset; it will set around 8. Jupiter will set in the west at 10 p.m., at the same time look south for Mars, which will set around 2 a.m. Saturn is due south at 8 p.m., setting at midnight.

Our mid-month view of the sky, about two hours after sunset, finds Cygnus (the Swan) at zenith, appearing to glide along the Milky Way from northeast to southwest. The bright star Deneb marks the tail of the swan, about 10 degrees northeast of zenith. At a similar angle to the west we see brilliant Vega in the constellation Lyra. These two bright stars make a triangle with Altair, about 30 degrees south of zenith. With binoculars, on a clear dark night, just east of Deneb you may find the ghostly, familiar outline of the “North America Nebula. Cassiopeia is to the northeast, looking like a W tipped backwards. If you follow the line of the “left” side of the W toward the east you’ll notice the faint

fuzzy patch of the Andromeda Galaxy, about 45 degrees above the eastern horizon. It’s best seen on a clear, moonless night, and best by “averted vision” without binoculars. That you can see it at all gives some sense of the scale of our Universe, since this is the most distant object visible to the naked eye. It’s practically in our back yard! This spiral galaxy is only 2.2 million light years away, and is on a collision course toward our home Galaxy … it will be “here” in about 5 billion years, roughly when the Sun becomes a red giant! Miller, of Shalom Baptist Church, officiated the ceremony. The bride is the daughter of Tim and Kim Stanley of Mechanicsville. The groom is the son of Don and Elizabeth Dickason of Chesapeake. The maid of honor was the bride’s sister, Kameron Stanley, and the bridesmaids were Brittney Ellett, Allison Johnson, Allie Wertz, Michelle Morley, and Kendra Amis. The flower girl was Julia Rose Johnson. The best man was Dean Ali and the groomsmen were Justin Dickason, Ryan Dickason, Philip Kyle, Cory Ramsey, and Alex Owens. Madison graduated from Longwood University and currently teaches fourth grade in King William County. Matt also graduated from Longwood University and currently works at KPMG in Norfolk. The Planning Commission recommended approval of the text amendment by a 3-1 vote, citing concerns regarding the maximum size of proposed signs and the number of waivers that could be requested in the HE zone. Council member John Hodges asked that additional language be added to the amendment that would limit any sign to a maximum of 75 square feet. Council member Dan McGraw asked if the text amendment could set a precedent for requests in other dis-

tricts of the town. Town Attorney Andrea Erard said council would not be legally bound by approving the text amendment allowing the waiver. Town Manager Josh Farrar said flexibility in the code has allowed town officials flexibility in addressing specific requests. â&#x20AC;&#x153;Something weâ&#x20AC;&#x2122;ve done here for a long time here -- and itâ&#x20AC;&#x2122;s been successful -- is being able to be responsive to our community,â&#x20AC;? Farrar said. â&#x20AC;&#x153;We actually welcome talk about the code -- itâ&#x20AC;&#x2122;s not just a stagnant thing that sits forever. We say â&#x20AC;&#x2DC;Letâ&#x20AC;&#x2122;s engage and talk about it and letâ&#x20AC;&#x2122;s make sure itâ&#x20AC;&#x2122;s rightâ&#x20AC;&#x2122;.â&#x20AC;? Hodges moved for adoption for the ordinance amendment and council approved, but the panel deferred the R-MC request until next

McGraw said he didnâ&#x20AC;&#x2122;t feel confident approving the waiver without the benefit of public input and suggested the deferral. Hodges said he thought the public had been notified in the form of the text amendment announcement. Council also received an update on the Town Hall Design and Construction presented by PMA Architects. As the construction documents stage comes to a close, the project is on schedule and budget as the final stage, actual bids and construction begins. An optimistic schedule calls for actual plans being delivered in October for council approval with the project headed for bids by Nov. 1. Those offers should be received by Dec. 1,

and construction could start in January. Council is still seeking design suggestions for a proposed bandstand/gazebo planned for the public park portion of the project. Council also appointed members to its newly formed broadband committee. McGraw will serve as council representative and citizens Billy Brothers and William Copeland also will sit on the committee. The broadband committee was formed â&#x20AC;&#x153;To advise town council and staff in the development of a municipal broadband network through public advocacy and education.â&#x20AC;? Council also announced plans for a special joint meeting at 6 p.m. on Wednesday, Aug. 29, with R-MC officials at Peele Hall.
