STOPS AT EVERY HOME IN TOWN

Icy cold exiting this week By Melody Kinser Managing Editor MECHANICSVILLE – Frigid temperatures and a snowy blast had Hanover County in a deep freeze late last week into Monday. Old Man Winter is exiting as temperatures are expected to rise into the 60s by week’s end. The National Weather Service reported anywhere from 2 to 2½ inches of snow blan-

keting the county Wednesday night into Thursday morning. With the Greater Richmond area breaking a record for cold on Sunday at -3, Monday’s commute to work found motorists again facing slick road conditions. Temperatures were gradually climbing on Tuesday, with today’s high to be 46. By Friday, spring-like conditions will be welcomed with a high of 64.

Icy conditions prompted Hanover County Public Schools to cancel classes Thursday, Friday and Monday. Students returned last Wednesday from their Christmas break. Virginia Department of Transportation crews worked around-the-clock to clear highways of snow and ice. Photo courtesy of Battalion Chief Gregory Martin Sgt. James R. RICHMOND – On Wednesday, Jan. 3, Gov. Terry McAuliffe announced awards totaling $499,521 in grant funding for six agriculturerelated projects aimed at providing assistance and creating new economic opportunities for farmers and agriculture organizations across Virginia. The grants are from the Commonwealth’s Rural Rehabilitation Trust Fund (RRTF), managed by the Virginia Department of Agriculture and Consumer Services (VDACS). The awards resulted from a solicitation of project proposals issued by the Secretary of Agriculture and Forestry. The projects represent a range of diverse initiatives that strive to boost economic opportunities in rural areas of the Commonwealth through education, workforce development, entrepreneurship, food access, and local farm production. “Agriculture is one of the Commonwealth’s McAULIFFE largest private industries and a key component of growing and diversifying the new Virginia economy,” said McAuliffe. “I am pleased we are able to provide grants to these six projects which focus on enhancing economic opportunities in Virginia’s rural areas through initiatives like education, workforce development, food access and others. When we boost agriculture, we improve the health and economy of the entire Commonwealth.” Basil I. Gooden, Secretary of Agriculture and Forestry, said, “The appeal of these projects is twofold: they help boost the bottom line for farmers and others involved in the agriculture chain, and they touch citizens at the level where it counts most, the food and farm products we consume.” Grants totaling $499,521 were announced for the following recipients and projects: Mobile Agriculture Education and Demonstration Project, Small Farm Outreach Program, Virginia State University Center for Agricultural Engagement: This project will

assist VSU in developing a mobile agricultural educational and training center as a cost-effective way to train small limited-resource producers as the next generation of farmers. The center also will educate communities about food and nutritional health and provide learning opportunities to youth that exposes them to careers in agriculture, natural resources, conservation and STEM education. Award amount: $175,000. Demonstration Greenhouse and Aquaculture Educational Project, Collegiate Future Farmers of America (FFA) Chapter at Virginia Tech in coordination with Tunstall High School FFA Chapter in Pittsylvania County: The grant will help the FFA chapters develop a greenhouse and aquaculture system to educate students on effective production practices in these fields. Award amount: $14,595. Agriculture Based Professional Development Training and Support for Educators across Virginia, the Virginia Foundation for Agriculture in the Classroom: This project will support agriculture based professional development training for educators across Virginia help to align agriculturebased curriculum with Virginia’s standards of learning in pre-K through 5th grade. Award amount: $15,000. Agricultural Workforce Development and Training through Specialized STEM and Vocational Instruction, the MathScience Innovation Center Foundation: The center’s goal is to link farming communities in Central Virginia with food insecure students in public schools while building a farm-to-table model that can be replicated in other schools and rural communities. Award amount: $225,000. Local Food Access, Southern Virginia Food Hub: The project will provide training to address several issues - the lack of access to local foods in certain rural communities, food waste due to lack of retail and processing options and training and certification for food processor entrepreneurs. OPINION | The Local Views From the managing editor

Remembering a kind and caring community leader By Melody Kinser Managing Editor Rain was falling steady outside the bay of the Black Creek Volunteer Fire Department that summer day in 2008. As crew members and residents filled the area, one gentleman stood out as he greeted and chatted with those gathered to celebrate a new fire truck (if memory serves me). I was still a newcomer to Hanover County and that was my first journey to Black Creek. I quickly learned the gentleman was Elton Wade, who represented the Cold Harbor District on the Hanover County Board of Supervisors. He approached me with a warm welcome before the program started. His impact in Black Creek was evident based on the response of his constituents. Sadly, Mr. Wade passed away on Christmas Eve. He had served as a supervisor for 24 years. He is remembered as a kind and caring leader

who truly supported those he was elected to represent. He was a lifetime member of his beloved Black Creek VFD. He also was employed for 52 year by Hanover County Public Schools as a bus driver and traffic guard. Mr. Wade had a smile and a gracious manner in his personal and professional actions. When I regularly covered the meetings of the board of supervisors, he maintained a cool and calm disposition as he voiced his decisions involving his county. Some colleagues expressed their thoughts about Mr. Wade and shared them with us: Sean Davis, vice chair and Henry District representative on the HCBOS: “Elton Wade was one of the dearest people I have ever met. “When I came home from the Marine Corps, Lisa and moved into Elton’s district. Within a week, I received a note from him welcoming us to our new home. “It is hard to even comprehend the enor-

mous impact Elton had on so many lives. “I feel privileged to have known Elton Wade and greatly look forward to the day we will see each other again.” Canova Peterson, Mechanicsville District: “I had the opportunity to get to know Elton before my election to the board through my work as an architect. I often represented clients before the board and had a chance to deal with each of the members individually on cases in their districts. Elton was always available and attentive to items I brought before him. “While we were not always in agreement, our workings were always kind and respectful. “Once I began working with him on the board I found him to still be the same kind, considerate and respectful person I already knew. He was open, honest and a man of solid values. I don’t think Elton was ever a politician, he was simply, no commendably, a citizen servant. “I have missed his presence on the board and I will miss him even more in the community.”

Scott Wyatt filled Mr. Wade’s seat on the board when he chose not to seek re-election after his 24-year tenure. He said this about his predecessor: “Yes, my family and I are saddened by the passing of our neighbor and friend Elton Wade. “He served Hanover County as Cold Harbor supervisor for 24 years and was a true gentleman and public servant. “Elton was a family man who was community-minded and always willing to give back. He never forgot he was serving the citizens. He always brought their needs to the forefront and supported their concerns, which made Hanover a better place. “He will be missed by many in Hanover.” We echo the sentiments of these men who knew Elton Wade the way our county will remember him: a caring gentleman who was always about service and home.

PETA: Mauling incident calls for regulation The tragic mauling of a Goochland woman by her own pitbulls should serve as a wakeup call for the need to regulate breeding pitbulls and confining dogs outdoors 24 hours a day. Dogs that are confined to chains or pens are more likely to be neglected and to become territorial and aggressive. Pitbulls are especially vulnerable, targeted by dogfighters and others who chain, beat, and starve them to turn them into cheap alarm systems or living weapons. Pitbull overpopulation, abuse, and attacks can be addressed logically and humanely with legislation that regulates ownership of these dogs. Such ordinances have proved effective: In San Francisco, the

number of pitbulls euthanized at the city’s animal control facility dropped by 24 percent just 18 months after the city passed an ordinance requiring that pit bulls be sterilized. Just one year after San Bernardino County, California, passed a breed-specific law, it experienced a nearly 10 percent decrease in dog bites. In Aurora, Colorado, officials reported that nine years after banning pit bulls, bites involving the breed were down 73 percent and euthanasia of pit bulls was down 93 percent. Response: America not a democracy Reading the letter from Ted Mentz in a recent Mechanicsville Local, an old question was brought back to mind: Is it that our schools are so miserably failing to teach civics and theory of government?

Applications will be accepted until 5:00 p.m. on Friday, January 19, 2018. Applicants selected to participate will be notified by the Hanover County Planning Office shortly thereafter. For additional information and to request an application form, contact: Tiffany M. Burton Hanover County Planning Office 7516 County Complex Road P.O. Appropriate documentation must be provided to the county office. If a perennial forage crop is reported with the intended use of “cover only,” “green manure,” “left standing,” or “seed,” then the acreage must be reported by July 15. see FSA, pg. 17

Or is it just plain old willful ignorance, and believing what makes us comfortable rather than what’s true? Sorry, Ted, but America is *not* a democracy. A democracy is rule of the mob, a case of two wolves and a sheep voting on what’s for dinner. America is a democraticallyelected representative republic, where the rule of law, not the wolves, dictates. Most importantly in this context, it is a system that -at least as designed -- protects minorities from an oppressive majority. Such an oppressive majority erected those statues with one thing in mind: reminding the former slaves and their descendants just who was in charge. It’s important that our system correct this injustice, and our system was artfully designed to do exactly that. Maybe it was getting sober and that job that cleared your head, Ted. Or maybe it was the creeping selfishness and fear that age all too often brings. Either way, it’s time to reopen your eyes and your soul. And maybe learn some actual civics. EDA ends year by looking at ‘Ashland by the Numbers’ By Logan Barry for The Mechanicsville Local ASHLAND -- Economic development in the Town of Ashland wrapped up the year with an inside look into “Ashland by the Numbers,” and what the Dominion Resources Innovation Center has in store for the future of technology. Nora Amos, director of the town’s planning and community development department, used statistics in a presentation to Economic Development Authority (EDA) members to welcome them “to the world of planning” by showing how the two governmental departments interconnect. In the “Ashland by the Numbers” 2016 report

that Amos presented to Authority members, it explains how it “was developed to help spark discussion on all things Ashland.” “Numbers and graphics help us examine preconceptions, analyze trends, evaluate against other small towns, identify market position and AMOS understand our context within Hanover County, the Richmond region and Virginia,” the report’s introduction reads.

“Ashland by the Numbers” focuses on six demographic elements regarding the town and its citizens. These include: poverty, employment, and housing (affordable and executive), as well as median income. It looks at how all of these demographics within Ashland’s corporate limits affect its economic development. While the report looks into everything, a particular topic was discussed during the Nov. 30 meeting. According to Amos, approximately 29% of the Town of Ashland’s child population is living in poverty, making up almost one-third of its children. “In talking about the economy, it all ties back

to population and town housing, the conversations we’ve had about the hotels and motels and the conversations we have when Joe [Topham] is prospecting with a business or [when] we’re looking to provide initiatives. What is the income that we’re going to be paying their employees and how does it impact our numbers here?” “So, I think our poverty numbers are quite shocking; I think there are a lot of people out there who probably aren’t aware of the poverty issue that we have here in the Town of Ashland.” Other statistics mentioned during the EDA meeting were how Ashland’s unemployment rate has been kept fairly low and how 77%

Amos said anyone interested in seeing the 2016 report can access it on the town’s website at www.town.ashland.va.us by entering in “Ashland by the Numbers” in the page’s search box. Amos also talked about questions asked in regard to the town’s Comprehensive Plan. What is it? How does it impact development or future land use? These were some of the questions the presentation considered. Amos also addressed the town’s relationship with Randolph-Macon College (R-MC), asking: “Are we a college town or a town with a college?” Lastly, she also talked about Ashland’s relationship with its business partners, such as the process required to open a business in the town, its coordination and perception.” Amos said they’ve recently done a lot of work to improve that perception. “We’ve improved our process. It used to take a long time to get approval in the town. We have approved our applications.” During the final economic

Most insurers use PPC for underwriting and calculating premiums for residential, commercial and industrial properties. In order to provide this risk type of analysis to insurance companies, ISO evaluates a community’s fire protection system to include: • The fire department. • The emergency communications system. • The municipal water supply system. • Community Risk Reduction efforts (additional points awarded).

According to Martin, the resulting Public Protection Classification rating system establishes a range from a Class 1 (the highest obtainable property protection system) to a Class 10 (does not meet the ISO minimum standard). “In our 3/3Y rating, the first number represents Class 3. This is an evaluation of the properties in Hanover County within five miles of a fire station and within 1,000 feet of a credible water supply, such as a fire hydrant. The second number or 3Y, represents the properties within five miles of a fire station, but not within 1,000 feet of a credible water supply source,” Martin said. “Due to the improvement in Hanover County’s PPC rating, it is recommended that you contact your insurance carrier to see if you can expect a premium reduction upon your policy renewal. The ISO projects that a savings of up to 5% per PPC class improvement is predicted to be the national average,” Martin added.

Adams gives R-MC boost over Shenandoah By Dave Lawrence Sports Editor ASHLAND – RandolphMacon’s men’s basketball team began its year with a depleted roster, with a couple of stalwarts – Jon Nowell and Darryl Williams – on the bench because of injuries from a freak accident in practice. The remaining Yellow Jackets, facing their first opponent of 2018, found themselves with their hands full against visiting Shenandoah Wednesday in Crenshaw Gymnasium. The Hornets held their own for much of the game – even led for much of the first half – but eventually the Yellow Jackets, with some especially timely baskets from junior forward Montese Adams, pulled away for an 80-66 win. Adams led all scorers with 19 points – 13 in the second half. He knew something about sitting out with injuries himself, having sat out RandolphMacon’s Coaches Classic tournament on Dec. 29-30 because of an ankle injury. “I felt fine. Our trainer had me in the training room doing rehab and stuff like that,” Adams said. “I just felt like I was good enough to play. I trusted him, got it wrapped up and came out here and got it done.” of them on the boards,” Adams 43 rebounds, compared to Adams said the team missed said. “They outrebounded us, I Randolph-Macon’s 39 boards. The Hornets fought to stay in the game, closing to within five points once and to within six points twice after RandolphMacon had opened up bigger leads. But the Yellow Jackets weren’t worried. “Our assistant coach [Chris Hamilton], he’s always, like, if we give up a lead … he always says ‘Calm down, we’re going to win the game.’ And we just trust good on a 3-point goal by Luke in that and we just keep fightNeeley with 33 seconds before ing,” Adams said. “Yeah, we’re intermission. We just have to [regroup] on how we’re going to get back on defense and how we play on the next offensive possession.” The first time Shenandoah cut Randolph-Macon’s lead to six, sophomore guard Korey Turner hit a jump shot to give the Yellow Jackets a 53-45 lead with 11:50 left in the game. The Hornets’ Aaron Patterson connected on a 3-pointer to cut RandolphMacon’s lead to five points, but freshman guard Buzz Anthony connected on a 3-pointer of his own to get the Yellow Jackets back up by eight, 56-48 with 11:03 left in the game. Randolph-Macon extended its lead to 11 points, 61-50 with 8:54 left on a layup by Adams, but Shenandoah chipped at it and cut the Yellow Jackets’ lead to 61-55 on a layup by Christian Meredith with 6:27 on the clock. After that, though, the Yellow Jackets steadily pulled away. While the Hornets got close, they didn’t get as close as Hobart did in the Randolph-

Macon’s previous outing. “The second-half defense, which has been really bad the last three games, tonight was better,” said Yellow Jacket head coach Josh Merkel. “We were upset at halftime about our defense. Those guys know that we weren’t playing to our standard. We did a better job in the second half. “They take some tough ones and then they put you on your heels some with their drives. Then it’s all about habits and getting your hands up and trusting the guy behind you.” Dave Lawrence can be reached at dlawrence@mechlocal.com.
