Sale of Cold Harbor park OK’d By Jim Ridolphi for The Mechanicsville Local HANOVER – The Hanover County Board of Supervisors approved the sale of about 50 acres of land originally scheduled to become the Elton J. Wade Park in Cold Harbor. Action was taken during last Wednesday’s regular meeting. The county will receive a reported $1 million for two tracts of land from the American Battlefield Trust, an organization that preserves the nation’s historical venues and battlefields. “It’s a win-win situation,” Scott Wyatt, who represents the Cold Harbor District, said before the vote. The county announced its intention to build WYATT an athletic complex on the site nearly a year ago on the land the county acquired

from the Hanover County School Board. There were immediate objections to the plan from neighbors in the area who couldn’t imagine the hallowed ground being disturbed by thousands of soccer

and lacrosse fans. Several months ago, Thomas Gilmore of the American Battlefield Trust approached the supervisors and expressed his organization’s interest in acquiring the property and preserving it as a Civil War battle site. The property was home to two famous Civil War battles, Gaines Mill and Cold Harbor, both integral battles in the defense of Richmond. There were significant casualties in each battle and Gilmore said the site is unique in the fact that two major battles took place on a single tract of land. “The property was the site of two

momentous Civil War battlefields … and it is one of the only places in the United States that was the site of two major battles of the war,” Gilmore said. “We want to thank the board and county officials for the chance to work together to save this important history. The county realized the importance of saving this land and acted accordingly.” Gilmore also acknowledged the work of many adjacent neighbors who assisted in the effort to preserve the historical sites. He said many of those residents had lived on land surrounding the battlefields for generations. “In some cases, the ancestors actually witnessed these battles,” Gilmore said. A number of those residents spoke during a public hearing regarding the sale held last week. Brittany Lashae Wiggins, 26, received that sentence for her first-degree murder conviction for the death of Ashley Fricke, a 25-year-old Caroline County woman who was killed during a late-night confrontation on Feb. 18, 2017. Hanover Circuit Judge Patricia Kelly’s ruling on Dec. 12 imposed the life sentence the jury recommended at a September trial. Before the late-night dispute, prosecutors said Fricke and her sister were in her sister’s vehicle parked outside Walmart. ing environment means ensuring all of our students receive proper supports, including access to mental health professionals,” the Governor said. “Virginia’s school counselors play a critical role in creating a positive school climate and engaging with our students — they are an important source of support in the education system and we need more of them. We can create safer learning environments for Virginia’s students by taking a more holistic approach, and adding school counselors is integral to our success.” Earlier this year, Northam signed Executive Order Eleven, re-establishing the Children’s Cabinet and creating a Student Safety Work Group chaired by Secretary of Education Atif Qarni and Secretary of Public Safety and Homeland Security Brian Moran. The diverse group of stakeholders convened to develop recommendations to enhance the safety of students and schools, centering focus on the individual safety and wellbeing of Virginia’s students. A number of the work group’s recommendations are reflected in the budget proposals announced Thursday. Virginia schools reported 9,238 threat assessments in 2017— 50 percent of which were threats of harm to self. Suicide is the second leading cause of death among school-

Taking steps to provide additional supports to students, raise awareness about suicide, and ensure students, school professionals, public safety personnel and community members are equipped with appropriate training and intervention skills are critical to a holistic school safety strategy. The $36 million proposal would be the first installment of a three-year phased strategy to hire enough school counselors to reduce caseloads to 1:250 across all grade bands, the nationally-recognized best practice. The state currently funds

a ratio of 1:425 school counselors. In addition, the governor’s budget will provide $3.3 million to the Virginia Center for School Campus Safety, enabling it to fund critical positions; expand access to training for school professionals, school resource and security officers; supplement expired grant support for the annual school climate survey; and provide additional active shooter trainings. It also will add funding for a threat assessment case management tool, enabling consistent tracking and reporting of threat assessment data that will allow school and state leaders to better understand issues facing

schools and direct resources accordingly. “Investing in school counselors clearly demonstrates our commitment to best serving our students and all their needs,” said Secretary of Education Atif Qarni. “When it comes to the safety and well-being of our children, we can never be too vigilant. Providing funding for critical personnel, mental health supports, and highly relevant trauma-informed trainings is essential.” “Virginia has long established itself a national leader on school safety, in large part because of the tremendous work of the Virginia Center for School and Campus Safety,” said Secretary of Public Safety and Homeland Security Brian Moran. “Gov. Northam’s significant investment will bolster their work and enable the Center to hire additional staff, create and offer cutting edge training to our school and law enforcement communities, and provide technical support to local school divisions. Christmas brings memories of being downtown By Melody Kinser Managing Editor

T

he streets were abuzz with people, the shops had later hours, and the spirit of the season brought colors alive with decorations. Of course, The Salvation Army bellringer volunteers, including churches, civic organizations and student clubs, did their best to get donations in the famous red bucket. Such were many Christmases of my past growing up in a small town. The excitement of Christmas Eve last-minute shopping added to the fun as I’d encounter so many folks enjoying the pre-holiday fun.

It was like a who’s who to be downtown in the days and evenings leading to Christmas. While I have a great appreciation for shopping malls, the atmosphere of Christmas on a cold, snowy street provided a unique experience -- especially since we didn’t know what we were missing since malls didn’t become a real presence in that area until the early 1980s. I lived a few blocks from the downtown for several years and would often trek into the business area just to check out who was out and about preparing for Christmas. Carols could be heard streaming from different shops and restaurants offered enticing smells that wafted onto the streets.

Just like here in Hanover County, holiday parades brought everybody into the city. The hometown Christmas parade was -- and still is -- held in the evening, with spectators lining the route. I have so many fond memories of that time in my life. Throughout Hanover County, there are so many holiday festivities that remind me of those Christmases of my past. Excitement starts to build with the parades in Ashland and Mechanicsville. And you know who’ll make an early appearance in both events. You’re right, it’s Santa Claus. This season isn’t one that is limited to age. I know I feel like a kid as Christmas nears. I’d encourage you to take time to travel

around the county to check out the decorations. My mother and I have made this a tradition since we moved here. I would certainly be remiss if I didn’t include the reason we celebrate the season: the birth of Jesus Christ. Churches throughout the county have special holiday services scheduled as part of their observances. I have always been a fan of Christmas cantatas. Winning isn’t the only way that a team can become champions By Jim Ridolphi Contributing Columnist Someone much smarter than me once said that life is about the journey, not the destination. And so it was as the Goochland Bulldogs began practice earlier this year. In those hot days of August, it was sometimes difficult to envision anything beyond that next water break or the final whistle of practice. But, for this group of Bulldogs,

many of whom had played together since childhood and formed friendships that transcended well beyond the playing field, there was a defined unity of purpose -- and an eye on a champioship. Even in that sweltering heat and seemingly endless drills, many in this group had visions of a much colder place, a near frozen field in Salem. “This was where we wanted to be from day one,” one of them said last week after suffering a crushing defeat

throttle by late season. It was an inspired group of athletes led by dedicated coaches and staff who never wavered, opted out of shortcuts, and kept improving each week. Standing on the sideline, I noted a confidence among this group of men that increased with each victory. I also saw willing students who quickly learned from mistakes and responded positively to correct them. So, I shared that sense of loss and disappointment in Salem on Dec. 8 as the Bulldogs (14-1) endured a talented Graham team as well as a rash of unfortunate and untimely injuries. They never quit or ducked their heads. Their enthusiasm and pursuit of that dream was as evident in the fourth quarter with the outcome decided as it was at the opening whistle. Contributed Report news@mechlocal.com HANOVER -- Dick Gibbons is the 2018 recipient of the Virginia Conservation Assistance Program (VCAP) Individual Leadership Award for urban conservation. According to the Hanover-Caroline Soil and Water Conservation District, Gibbons was honored at the December annual meeting in Roanoke of the Virginia Association of Soil and Water Conservation Districts (VASWCD). A Cornell University graduate and a landscape architect, Gibbons served most of his career in Virginia’s Department of Conservation and Recreation, beginning in 1965 when he joined the Division of State Parks as a State Park Planner. Over a 38-year span with that division, he ultimately became the Planning and Recreation Resources Environmental Program Manager where he continued his responsibility for the development of the Virginia Outdoors Plan; the Virginia Scenic Rivers program; open space, recreation planning, and resource management; coordination of environmental review comments relating to the Department’s programs and resources and coordination of the Division’s involvement with the Virginia State Land Use Assessment program. currently serves as a trustee and treasurer of Scenic Virginia, a statewide organization focused on preserving important scenic resources of the Commonwealth. He also now chairs the Landscape and Garden Committee at Covenant Woods, a continuing care retirement community and his residence. In that role he has brought many partners, including VCAP, into contact with Covenant Woods to help transform their grounds into a sustainable, native landscape. To date, VCAP projects at Covenant Woods include impervious surface removal, permeable pavers and conservation landscaping. In 2017, the latter was accepted into the Virginia Treasures Program. A program of the Virginia Association of Soil and Water Conservation Districts (VASWCD), VCAP provides cost-share in the form of grants for installation of small scale urban conservation practices.

HCBOS amends Comp Plan By Jim Ridolphi for The Mechanicsville Local HANOVER — A pair of changes to Hanover County’s recently revised Comprehensive Plan were approved Dec. 12 by the Hanover County Board of Supervisors following public hearings held last week. Approval for the Lewistown Commerce Center’s request to rezone a portion of its Winding Book properties that would allow the construction of 85 townhomes on the commercially designated land required a change to the county’s current Comprehensive Plan. The land use is currently designated Destination Commerce, a classification that does not permit residential components. But Austin Haynes of Holladay Properties said the townhomes are necessary to support current retail operations located in the area anchored by Bass Pro Shops. Many of the retail outlets located off Lakeridge Parkway opened in anticipation of a large outlet mall planned for the site. That construction never materialized and some of the businesses are experiencing a lack of traffic in the area. The townhomes would add needed rooftops to support those businesses and enhance commercial development in the area, according to Haynes and others in support of the

project. The applicant asked supervisors to rezone about nine acres to a mixed-use designation and allow the residential element to proceed. Achieving that goal required an amendment to the county’s current Comp Plan, a move that some supervisors considered a step too far. But other members pointed to a need to support Winding Brook and the businesses located there. Planning Department staff originally included the Carter Heights neighborhood in the area requested to be included in the Comp Plan amendment, but the Hanover County Planning Commission limited the request to the site identified in the applicant’s request. Planning director David Maloney said extending that area west to Lickinghole Creek better suited the residential nature of Carter Heights and a petition received by his department expressed their support to be included in the amendment. Supervisors agreed and allowed Carter Heights to be included in the amended Comp Plan. “The proposed townhouse development simply makes sense,” said Beaverdam resident Mark Williams. He has worked on several projects in the development in his capacity as a civil engineer, and noted the slow progress of

development since the Outlet Mall backed out. “I’ve come to realize over my 12-year history with Winding Brook how incredibly difficult it has been to get retailers to commit to this area.” He encouraged the board to apply innovative and creative thinking regarding Winding Brook and its future. “If the past is any indication of the future, proceeding ahead with the status quo and without a willingness to change our mindset and approach to this area of the county will result in another decade passing us by without seeing the ultimate build-out of Winding Brook. Lack of development in Winding Brook benefits no one,” he concluded. Ashland supervisor Faye Prichard cited that sentiment when she announced she would support the amendment and the rezoning allowing the project to proceed. She also cited a concern for existing retail businesses located in the Winding Brook area and their viability. South Anna supervisor Wayne Hazzard also expressed his support for the rezoning and amendment. “This project has been relying on the future development of an Outlet Mall ever since

He is survived by a loving extended family. John Michael Jones III graduated from John Marshall High School. He attended Virginia Tech. At the height of his 34-year career, he was a Senior Executive Vice President of Qualex. After he retired from Qualex, he worked for Prospect, a contractor for American Airlines, as a customer service agent. He was a loving husband, father, brother, uncle and grandfather. ECHANICSVILLE -- Alexandra Hubbard, the daughter of Stuart and Jacquie Hubbard of Mechanicsville, is one of three finalists for the 2019 Snow Queen for Richmond’s Legendary Santa and she needs your support. Alexandra is a junior at Atlee High School, where she is pursuing the International Baccalaureate diploma. She is a member of the National Honor Society, the Latin National Honor Society, Beta Club, Latin Club, School Counseling Advisory Committee and Key Club. She also represents her school as a cheerleader and as a member

of the competition show choir, Elegance. The Snow Queen serves as a role model for young girls, exemplifying internal beauty and character while reflecting and celebrating The Children’s Museum of Richmond’s commitment to inspiring creativity and individuality. The winner will receive the honor of making public appearances in 2019 with Legendary Santa, including the Richmond Christmas Parade and The Jefferson Tree Lighting. The Snow Queen is the honorary recipient of a $3,000 college scholarship granted in memory of Cameron Gallagher. Alexandra is an active member the Hanover County community. She is a mem-

ber of Shady Grove United Methodist Church, Burkwood Swim and Racquet Club, Girl Scout Troop 5884 and Boy Scout Explorer Law Post 495 mentored by McGuireWoods, LLC and Williams Mullen. Lass keys comeback in Big River victory By Nick Vandeloecht Richmond Suburban News ASHLAND – Punts were prevalent and flags flew onto the field, but Lee-Davis quarterback Zach Lass dug deep, found the heat he needed in his arm on a soggy Saturday afternoon at Randolph-Macon College’s Day Field and connected with dynamic Highland Springs receiver Antwane Wells to lift the North-Stars past the South 25-13 in the Big River Rivalry high school all-star football game. Wells earned MVP honors in the sixth edition of the Greater Richmond region’s high school showcase, which annually features the clash of standout seniors from North and South of the James River at the end of each high school season. Wells made five catches for 125 yards and two touchdowns. Ky’mon Pope of Dinwiddie was named the South All-Stars’ MVP. He carried the ball 25 times for a fiery 140 yards on the rainy afternoon and added 51 yards passing on four completions against two interceptions and a rushing touchdown. Lass completed five passes for 144 yards, two touchdowns and no interceptions. Highland Springs’ D’Vonte Waller completed nine passes for 109 yards, a touchdown and one interception. Two C-feds claim titles in Holiday Classic By Rob Witham For the Mechanicsville Local MECHANICSVILLE – Six area teams finished in the top ten at the Lee-Davis Holiday Wrestling Classic Saturday in Mechanicsville, but it was Sussex Central of Delaware taking home the team title with 258.5 points. Benedictine placed second at 220, while the host Confederates placed fourth at 180 points, producing two champions and one Most Outstanding Performer winner. In December, while team wins are good and have importance, the focus is more on the development of each individual wrestler, building depth in case of injury, and gaining experience for newcomers. In the case of Liam Harris of Atlee, who placed seventh overall with 134.5, it was an arrival. Overseas for two years due to his mother’s employment, Harris returned to the United States a year ago, but missed his freshman season due to a back injury. Cleared just a couple of months ago to wrestle this year for the Raiders, the sophomore knocked off second-seeded Noah Loving of Lee-Davis 6-4 in the semifinals before pinning top seed David Steigler of Orange for the 138 pound championship in 2:55. “I spent a lot of time doing Greco and freestyle, a lot of different types of wrestling,” Harris said of his time in Europe. “I learned a lot there, and here on the sideline, watching every match.” Teammate Evan Buchanan cruised to the 126 pound title, winning four matches by fall, defeating Peter Walls of James River in the final in just 15 seconds. In a tight third period with James Miller of Warhill, Daughtry used a lightning-fast arm drag to send Miller to the mat, forcing a pin moments later to win the 285 pound title. “Less than a second,” Daughtry said when asked how long the window of opportunity is to make such a game-changing move. “I don’t know how, but the body just responds.” Teammate Brenden Barnes grabbed the 113 pound championship by fall in 1:09 over Lance Bass of Colonial Heights, while Riley Vaughan won at 145 pounds with a 5-2 decision over Brandon Greenlee of Sussex Central. C.J. Griffith finished second at 160 pounds while Ryan Tremain was runner-up at 170 for Benedictine. As for using his finals win moving forward, Daughtry knows where he needs to improve. “I have to work on the bottom. Getting up, shooting up right from the call of the whistle,” Daughtry said. “Definitely working on the bottom, then working more of my shots.” Because now, as the regular season grind really gets underway, it’s all about refining your craft to be ready when the postseason arrives. Powhatan, who placed sixth overall at 142.5, was led by 120 pound titlist J.D. Patriots, Hawks split basketball doubleheader By Rob Witham For the Mechanicsville Local ASHLAND – The best kept secret in Hanover County basketball is a secret no more. Just ask the Hanover Hawks. Hanover, expected to be the top girls basketball team this season, ran into a buzzsaw in young, aggressive Patrick Henry on Friday night as the Patriots used an 8-0 run to end the first half, never relinquishing the lead again in a 57-49 victory to improve to 5-1 on the season. It was Hanover’s first defeat as the Hawks fell to 3-1. It was not a cakewalk for the Patriots, however, as the Hawks launched a late comeback attempt and drew within five points in the final minute. But three made free throws in the final 38 seconds finished the win for Patrick Henry head coach Phillip Cobb, who breathed a sigh of relief when the clock reached 0:00. “I had to sit down for a minute. I told my son, get up, I’ve got to sit down,” Cobb said with a smile. “Hanover’s a rivalry game, and like a Dallas/ Redskins game, regardless of the talent, even last year, we played them somewhat tight. Clothes make the team (win) in Hawk tourney By Dave Lawrence Sports Editor RICHMOND – The idiom says the clothes makes the man. Maybe it should be modified to say the suit spurs the team. Western Albemarle’s coach Dan Bledsoe has a knack for standing out among the widespread holiday-themed sartorial choices sported by coaches, parents, fans and athletes at the holiday-themed Hawk Invitational swim meet. His suits say “Merry Christmas!” loudly and clearly. And Saturday, it might have helped spur his Warriors to a dominant sweep in both the boys and girls competitions at the Collegiate School Aquatic Center Saturday, with the Western Albemarle boys winning by 212 points over secondplace Blacksburg and the girls winning by 45 points over second place Douglas Freeman in their competition. Lee-Davis Tanner Tinsley is a firstyear head coach for the Confederates, but walks in to a good situation with a couple of state qualifiers in his rotation. Junior Andy Aldridge (182) has already won a pair of state titles while senior Noah Loving (138) was a state qualifier last season and is someone Tinsley says he can consistently count on. Behind the duo are several young wrestlers looking to step up. “We are a young team but are gaining experience quickly,” Tinsley said. Sophomores Wyatt Mesco (145) and Kyle Whitlock (195) are expected to start at their respective weight divisions while a trio of freshmen, Brady Bollander (113), Jake Owens (126) and Trevor Loving (132)

Gymnasts begin season with room to grow By Dave Lawrence Sports Editor MECHANICSVILLE – Gymnastics season began in earnest at the end of November with a lot of new – or at least relatively new – faces on the mats for Hanover County teams. But a leavening of experience, with some depth, should keep local gymnasts competitive within their respective regions this year. Blowers has excelled throughout her high school career despite a number of setbacks. “She’s a good kid. She works really hard,” said Lee-Davis

Planning Academy applications available HANOVER -- Anyone who wants to learn more about how Hanover plans for future development of the County is invited to apply for the Citizens Planning Academy, which will be held on five evenings beginning Jan. 31, 2019. The Academy will provide each participant with a planning framework that is specific to Hanover County. A primary goal of the Academy is the enhancement of citizen knowledge about the planning process, the legal foundations of planning and the role citizens can play in developing a dialogue regarding Hanover County’s future. The class will be limited to no more than 30 participants and will meet on the following five dates, from 6:30 to 9 p.m.: Jan. 31; Feb. 4; Feb. 11; Feb. 21; and Feb. 25. Each session is expected to last about 2½ hours. Participants will be recognized by the

MARYLOU MASON WREN Marylou Mason Wren passed quickly and peacefully from this life to the next on Saturday, November 10, 2018. She was born April 7, 1929,

in Pittsburgh, Pennsylvania, and grew up there as the only child of Lou and WREN Marie Mason. Mary-lou graduated from Stephens College and Northwestern University where she was a Tri-Delta. She met Jim Wren, an SAE, at Northwestern and married him on October 1,

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Nicole, 531871, is a 3-year-old (estimated) female hound. She has had her first set of vaccines and is Heartworm test negative. Nicole is a super nice dog. She has lots of loveable energy. Nicole enjoys running and playing with other dogs. She also does very well on a leash. Nicole should fit in with anyone who wants a sweet, active dog as a pet. Candy, 534546, is a 3-monthold (estimated) domestic medium-haired feline. She has had her first set of vaccines and is FELV/FIV test negative. Candy is a very sweet little cat. She is in the stage of having tons of playful curiosity. She loves to run and chase her cat toys. Candy has been around plenty of other cats and kittens, so she is very used to them. She also is well litter-trained. Candy will probably do best in an indoor living environment. 1950. They made their home in Little Rock, Arkansas, until work took them to Richmond, and then to Woodbridge, Connecticut. They retired to Little Rock then moved to Mechanicsville to be close to their daughters, Jennifer Newcomb and Katy Cutchins. At the time of her death, Marylou lived in Virginia Beach, having moved there with Katy. Mary-lou was a dedicated wife, mother and homemaker, and a proud grandmother and great-grandmother. She was an accomplished

cook and baker, a voracious reader and a lifelong learner. Marylou loved to travel. New York City was her favorite place in the world. She celebrated her 80th birthday there, shopping, taking in the sights, attending a Broadway show ,and eating at her favorite restaurants. Marylou pursued her love of horses and horseback riding throughout her adult life. Her last ride was on a Lipizzaner stallion at the age of 85. Marylou is survived by her daughters and their husbands, Dennis Newcomb and David Cutchins; her

grandchildren, Bryan Newcomb, Jessica Newcomb Leeson (Nick) and Hope Cutchins; and a greatgrandson, Brooks Leeson. In addition to her parents, she was preceded in death by her husband; and their three infant sons, David, Steven and Jeffrey. Marylou will be buried next to Jim and the boys in Little Rock, where a service will be held early in 2019. In her memory, please consider a donation to Heifer International, an organization she volunteered for and felt did good in the world.
