that welcomes and accommodates new business and supports existing ones and a growing viable workface, businesses of all sizes continue to eye Hanover as the right destination for their new ventures. “The last 24 months have provided some of the strongest economic development growth Hanover County has seen within the last 10 years,” Linwood Thomas, economic development director, recently said. Some of those developments included: Blue Bell Ice Cream, Hartfiel Automation, Publix, Northlake Commerce Center, General RV, Lansing Building Products, Red Rooster, Hobby Lobby, and Cascades. School calendar changed to make up for bad weather days ASHLAND -- Since the beginning of the school year, Hanover County Public Schools has used five inclement weather days due to two hurricanes and a major snowstorm. As outlined in the 2018-2019 HCPS school calendar, the following changes will take effect: Jan. 24 -- Full day (originally an early closing for a staff/faculty workday) Feb. 18 -- Full day (originally an early closing for parent-teacher conferences)

As a reminder, there are 10 inclement weather days built into the calendar to recapture lost instructional time and meet state requirements. Some of these days are designated as “banked” days where a makeup day is not required, while others are designated as makeup days. Peace is known to work hard to understand the issues and to make sure his committee members also understand them. Surovell, representing Fairfax, Prince William and Stafford, has worked hard since 2010 when he was first elected to the state legislature to solve transportation problems along U.S. 1. He was elected to the House in 2010 and then elected to the Senate in 2016. As a state senator, Surovell has introduced legislation aimed at solving transportation problems on U.S 1 and has presented proposals for systematically adding funds yearly towards the Metro’s maintenance backlog. “Some of the most pressing problems we face in Virginia involve transportation and procurement issues,” Nancy Israel, executive director of ACEC Virginia, said. “These legislators are contributing solutions to solving the issue of our crowded roads and to building a quality environment. Both men represent leadership when it is badly needed.”

Publix hosts preview a day before first store opens in county By Jim Ridolphi for The Mechanicsville Local MECHANICSVILLE — On Friday, a day before Publix opened the doors on its newest store located in Brandy Creek Commons on Mechanicsville Turnpike, Hanover County officials and other interested citizens got a sneak peek at the latest edition to grocery shopping in Hanover County.

It’s the Florida-based company’s first venture into Hanover County, but 10 stores currently operate in the metro Richmond area. As groups of invited guests toured the new facility, first impressions were positive and officials said the new store provides shoppers with more options. State Sen. We can’t assume another’s circumstances

T

he week before Christmas was busier than usual around the office -- early deadlines to help with the press runs and preparing for vacation. With a staff of six, including yours truly, the news/sports operation was in overdrive. But something was amiss the morning of Tuesday, Dec. 18, with the sudden and compelling need to call a longtime friend. Personal calls are usually brief around here, especially during a frantic seasonal rush. Nonetheless, I grabbed my personal mobile and called. The distress in her voice was immediate. I knew she and her family had faced some financial struggles in recent months, but I had no

idea to what extent. She broke into tears and her voice was shaking. Alarmed, I tried to calm her down to learn how difficult her situation was as they prepared for Christmas. I had planned my holiday and the associated expenses, so I really didn’t know what I could do then. The conversation didn’t last long, but I got the gist of the severity of what was taking place. It weighed on me throughout the day. That evening, I was meeting some friends for a holiday dinner at a local restaurant. En route, the thought crossed my mind: Do they have money for Christmas dinner? I was so distracted I drove about two blocks past the restaurant. As soon as I pulled into the parking lot, I tried

calling my friend. The call went to voicemail, so I ventured into the restaurant. She returned my call right after my friends and I were seated. I excused myself because I had to ask about her family’s dinner plans. “Do you have money for Christmas dinner?” I asked. In a soft, teary voice, she said, “No.” I asked what she would need and then told her I would send more than that. When I got home, I told my mother about the day’s calls and the urgency in needing to help. She too sent money. I am blessed and I thank the Lord every day. We never know what someone else may be experiencing. With my friend, I told her sometimes we have to put pride aside. There isn’t anything wrong with asking for help, and it’s certainly right to respond.

Tyler Trent’s story is truly one that will inspire By Jim Ridolphi Contributing Columnist End of the year columns often reflect or offer perspective on the stories that inspired during the previous year, or recognize the many famous faces who departed during the previous 12 months. And there was an abundance of both during 2018. Familiar faces who shaped many of our lives, including a beloved president made their

final appearances this year, almost too many to list. Each and every one of them probably well-deserving of a single well-worded farewell. And inspiring stories? There was more than an ample amount of tales depicting heroic and meaningful acts, some changing just one life and many others touching the multitudes. As I make a mental list of the important stories of the year, or the memorable individuals who passed the previous year, it’s difficult to

choose just one — for all of them hold their own brand of importance, all of them touching stories of compassion and sacrifice. But, one stood out in my mind and I’m not quite sure why. Tyler Trent is a Purdue University sophomore who was diagnosed with bone cancer two years ago as he prepared to enter college. Fighting through grueling chemotherapy sessions, Tyler continued to return to campus, carefully plotting

his classroom destinations to accommodate his wheelchair. Trent became known as the Boilermakers #1 fan, and his bravery and tenacity was not lost on his classmates who soon recognized that Tyler was something special. Sadly, a cruel disease continued to take its deadly toll on the young sophomore, and, when football season began this year, Tyler had entered see INSPIRE, pg. 8

Date personal property taxes mailed at issue Thank you for the article on the Hanover County personal property taxes in the Dec. 19 issue. It dawned on me that we had not received our bill and turned our house upside down looking for it. How could we have missed it? Did I throw it away by mistake with the thousands of catalogs we received over the month or the other thousands of groups also looking for money? If we gave everyone a dime we’d be poor. So I tried to go online to find my bill and, of course, couldn’t remember my password. Clicked on “forgot password,” put in my email address and ... nothing. So, it’s Friday morning and I call the county, “Silly me, can’t find my bill.” The response was, “Well, they were not mailed until Dec. 14 and you should get it soon.” Are you kidding me? They’re due Dec. 31 -- technically -- but were not mailed until the 14th over the holiday mail season? Through it all, Tyler’s dedication to this team never wavered and when his Boilermakers faced a daunting task in a seemingly unwinable game with powerhouse Ohio State, he may have been the only guy on campus that believed his underdogs had a chance at an upset. Tyler predicted a win and the team invited him to the game, made him a special part

These men did this in a very careful and professional manner. I deeply appreciate their help. Upon their leaving they were offered money but refused it. Instead, I was greeted with a heart-warming gesture to

of the pre-game ceremonies, and then took the field and watched his team as they delivered one of the most shocking and one-sided upsets of the season. The week leading up to the game had been a rough one for Tyler and his presence was not assured until late in the week. The victory was important to Purdue fans for the obvious reasons, but also for the joy it provided for one of its students. The smile on Tyler’s face and the tears on the faces of the many fans who learned of his plight following the game

spoke volumes about one fan’s commitment, loyalty and tough-as-nails attitude. When the season ended, the Boilermakers got an invitation to the Music City Bowl in Nashville. Indianapolis Colts owner Jim Irsay offered his jet to transport Tyler and his family to the game, and the quickly becoming most famous Boilermaker served as honorary captain. Now, the game didn’t go well for Purdue, which faced a talented Auburn team that put the pedal to the metal against the Boilermakers. Somehow,

that final lopsided score didn’t deter from the joy of a team and its number one fan and a season that will last forever in the minds of those who lived it. A few days later, Tyler’s struggle ended when he peacefully passed surrounded by friends and family. The joy and happiness enjoyed just a few days earlier now turned to grief and sadness, and only the message of Tyler’s last days could console. But, his actions on a few Saturdays this past football season will inspire others who are facing enormous challenge or

perhaps fighting the same disease. His courage and enthusiasm for life offer a message for all of us as we enter a new year, full of hope and promise measured in daily doses. Perhaps, Tyler said it best in a letter he published shortly before the holiday season. “Though I am in hospice care and have to wake up every morning knowing that the day might be my last, I still have a choice to make: to make that day the best it can be. To make the most of whomever comes to visit, texts, tweets or calls me. Yet, isn’t that a choice we

all have every day? After all, nobody knows the amount of days we have left. Some could say we are all in hospice to a certain degree. So why don’t we act like it? Where is your gratitude? This Christmas, what are you thankful for? I had to write my will recently, and I’m just thankful I can give my family Christmas presents, maybe even for one last time. Let’s not forget my doctors gave me three months to live almost two-and-a-half months ago. So why can’t we live grateful lives? Why can’t we make every day count like it’s the last?”

“Have a Merry Christmas”. I consider their help as a very fine Christmas gift. I certainly hope that these men and their families had a very Merry Christmas and their New Year to be the greatest they have ever had. Thank God for these warm-hearted folks. Roger Frankey Mechanicsville

OBITUARIES | Death Notices & Funerals ELAINE REED ABERNATHY Elaine Reed Abernathy, of Mechanicsville, passed away on Thursday, December 27, 2018, at the age of 76. She is survived by her husband of 55 years, Warde R. Abernathy Sr. She also is survived by two sons, W. Russell Abernathy Jr. (Valerie) and P. Ryan Abernathy (Sharon and Adam); her cherished granddaughter, Emily Abernathy Kitching (Kevin); her brother, John Reed (Sherry); and her sister, Carolyn Horner; along with many nieces, nephews and cousins who she loved dearly. Elaine was a proud graduate of Highland Springs High School. She was a wonderful lady who loved her family, friends and the Fairmount Christian Church community. She was an avid tennis and baseball fan and especially loved to watch the

Hanover Hawks baseball team. The family would like to thank the medical staff at Bon Secours Memorial Regional Medical Center for the excellent care they provided during her illness. BETTY JANE ATKINSON Betty Jane Atkinson, 70, of Mechanicsville, passed away on Saturday, December 22, 2018. She was preceded in death by her parents, Roy and Hazel Atkinson; and nephew, Brent T. Atkinson. Betty was a graduate of John Marshall High School. She retired from the Federal Reserve Bank

Geraldine Geneva W. Crockett departed this life on December 23, 2018. She was born September 9, 1928, to Gertrude W. Johnson in Hanover. She attended Van de Vyver High School in Richmond, and, in 1993, she retired from Nabisco Brands Inc. Geraldine was a member of many civic organizations, including the Women’s Auxiliary of the Chickahominy Baptist Deaconess Conference, Women’s League of Richmond, Court of Colanthians, Order of Tents, Baptist General Convention, First Union Baptist Deaconess Board, Past Worthy Matron of the Carey Wheaton Order of Eastern Star #204 and Lott Carey Baptist Foreign Mission Convention of America. RUBY A. HABRON Ruby Arvetta Habron, 86, of Mechanicsville, passed away on Wednesday, Dec. 26, 2018, at Heritage Green Assisted Living in Mechanicsville. She was born on August 12, 1932, in Luray and was a daughter of the late Elzie Williams and Effie Sours Williams. Ruby was a member of the Messiah

Lutheran Church, Crazy Quilters and Piecemakers Quilt Clubs, as well as the Forest Lake Hills Civic Association. On December 11, 1954, she married Ivan Lavon Habron, who died on August 10, 2017. She is survived by two sons, William Habron of Mechanicsville nd Richard Habron and wife HABRON Suzanne of Georgetown, Indiana; two daughters, Bonnie Habron and husband Mel Lipner of Chapel Hill, North Carolina, and Kathy Habron of Mechanicsville; a sister, Margaret Miller of Luray; six grandchildren, Rachel, Matthew, Amber, Michael, Zachary and Thomas; and one great-grandchild, Noah, who was born this year on her

birthday. She was preceded in death by a daughter-in-law, Mary Louise Habron. Funeral services were held at 11 a.m. on Monday, December 31, 2018, at Bradley Funeral Home in Luray by the Rev. LILA EVELYN LECARPENTIER Lila Evelyn Lecarpenter, 93, went home to be with her Lord and Savior on Saturday, December 29, 2018. STEPHEN “STEVE” LEE LITTLE Stephen “Steve” Lee Little, 60, departed this world for heaven on December 20, 2018, after a valiant battle with amyloidosis. His devotion to his wife and his firm belief in God supported LITTLE him in his struggle and ultimately gave him peace. Steve is survived by his beloved wife, Gennette; sister, Kathy Capra (Mike); as well as several nieces, nephews and extended family members. He was preceded in death by his grandmother, Hazel Corder; parents, Lloyd Luther Little and Delores June Little. JOHN GILL McKAY JR. John Gill McKay Jr., at the age of 90, left this earth to join his beloved wife, Ineze Gaulding McKay, on Saturday, December 22, McKAY 2018. He is survived by his daughter, Bonnie Lynn Mcfarland; and sons, John Gill McKay III and Bruce Gaulding McKay. Granddaughters are Kate Elizabeth Sundin, Dr. Brooke Allison Green, Rebekah Ellen McKay and Olivia Arlynn McKay. John was born May 28, 1928, in Richmond, to John Gill McKay Sr. and Helen Sutherland McKay. His father passed when he was 13 years old and he was then raised by his mother with sisters, Helen and Ann, in the section of the city known as Oregon Hill. He was very proud of that fact and of his service during World War II. He joined the

United States Marines in 1945, and, after an honorable discharge, returned to Richmond. Upon his return, during a trip to her family’s riding academy in Hanover, he met Ineze, the country girl who would later be his wife of over 50 years. After a brief time in Woodbridge, the couple returned to Hanover and settled in Mechanicsville to raise their three children. They worshipped at Walnut Grove Baptist Church, where John served as a deacon for a period of time. Later, they attended Mechanicsville Christian Center. They lived on Cold Harbor Road until Ineze’s death in August of 1999. John remained there until 2016, when he moved to The Crossings of Hanover and resided there until his passing. A good husband, father and proud Marine, he will be missed by his loved ones and friends alike. He will be buried in Walnut Grove beside his cherished wife. A memorial service will be held in 2019 at a date to be announced later.

He was preceded in death by his parents, James and Lois Muir; two sisters, Jayne Fisher and Debbie Burroughs. She was never shy when it came to meeting folks and she could command the attention of any room with her wit and sense of humor. “As we look to attract new industries, our strategic location on the Eastern Seaboard lends itself well for logistics and distribution operations, but we must continue to work to attract advanced manufacturers, and technology-based companies along with middle office opportunities.� And recent developments on Interstate 95 will have a positive impact on the county’s development and allow increased opportunities. “Though Ashburn, Virginia, will remain the data center capital of the world, Hanover should position itself to take advantage of some of these data center opportunities as we will see more interest in the Richmond Region in the years to come,� Thomas said. “The Facebook data center announcement in Henrico was just the start.� Thomas attributes the recent successes to the county’s willingness to work with new and existing businesses, but, more importantly, points to a positive working relationship with local government. “The Hanover County Board of Supervisors has been extremely supportive of our efforts to attract new industries since my arrival in early 2017,� Thomas said. “Through their leadership and support we have been able to put together several major wins for the county over the last 24 months, including Cascades, which will eventually generate millions of dollars for the tax base.� Thomas said the county is not giving away the bank to attract new players. “I also think the citizens would be extremely proud as the county has remained conservative when negotiating incentives and has insured there are checks and balances in place so that no funding is provided by the county until at which point in time the company has made the promised investments in Hanover.� It’s a plan that is working regarding economic development, and Thomas said that plan should serve Hanover well into the future. “I believe, based on our Comprehensive Plan, we can grow effectively in our Suburban Services Area over the next 20 years from an economic development perspective,� Thomas said. “Hanover’s model is “healthy sustained growth,� with a true emphasis on the word ‘healthy.’ � That doesn’t mean that development will not occur in other parts of the county but the bulk is slated for the SSA.

All of that takes place in a department that well understands the importance of existing industries and businesses. “We will continue to make our existing industries a top priority and work to address challenges that business face so they can be more competitive,� Thomas said. It also means the county is becoming a competitor when industries search for new locations or areas to expand. “Hanover County has a .5% industrial vacancy rate and that is a challenge as companies want to be in Hanover but we don’t have a place to put them.� Innovative thinking, continued focused effort by the EDA and cooperation with local officials also could provide answers to that problem. “Our department will work with our board of supervisors and the EDA to come up with creative solutions to address these challenges as well.� Looking back, Thomas said 2018 had its share of success stories. “Overall, Hanover County has had an extremely successful year from an economic development perspective,� Thomas said. That success also was evident on the state level. “Virginia as a whole has announced some very large projects this year, including Amazon, Micron and Facebook to name a few -- even with success taking place across the state,� the director said. And how does Hanover stack up against other localities in the Commonwealth regarding economic development in 2018? “I would say that the county has performed in the top 10 percent of all localities across the Commonwealth over the last 12 months,� Thomas said. “Based on our pipeline I believe that momentum should continue well into 2019.�

CIP public hearing set; council readies priorities list By Jim Ridolphi for The Mechanicsville Local ASHLAND -- Setting priorities for a Capital Improvement Plan (CIP) is easier said than done, and localities across the Commonwealth are required to update and revise CIPs on an annual basis. Last week, Ashland Town Council members heard a report by Assistant Town Manager Matt Reynal outlining projects currently listed on several priority lists — one from the Planning Commission, another from staff and preliminary listing by council. In the end, priorities set by council are the ones that take precedence and will

guide the town regarding future financial decisions and serve as a blueprint for public improvements and projects. Reynal’s report did reveal what some council members perceived as a minor disconnect between the three entities, and -- although many of the projects REYNAL appeared on all three lists -- their orders of priority differed. “Once we go through this process and

you determine whether or not you want to go through the ranking process again, then I will update the individual projects to reflect council’s priorities,” Reynal said. “At the end of the day, council’s priorities end up being those that are listed as priorities. These are Planning Commission recommendations to you and now your priorities will alter that recommendation,” Town Manager Joshua Farrar said. There were overlaps in the three priority lists, and some items council had prioritized didn’t make the list on the Planning Commission and staff priorities. For example, seeking solutions to

importance of community input regarding this issue, but the response has been limited. “Feedback, thus far, has been limited,” Farrar said. Circles Ashland has been involved during the process and a letter from Habitat from Humanity presented its take on the discussions regarding affordable housing. “I think we do need to focus on hearing from a more broad section of our community,” Farrar said. He told members he would like to see the same kind of public input that facilitated a

workable Comprehensive Plan and how that input is needed when addressing affordable housing. “This is a topic that deserves that same level of input and vetting,” Farrar said. “I’d be hesitant for just the folks on this dais and a handful folks in the audience to chart a course. I’d love for it to be Ashland’s course, not just Josh’s course or town council’s course.” Farrar presented figures that confirmed a significant number of Ashland residents are experiencing cost burdens regarding housing. The Commonwealth recognizes housing that requires more than 30 percent of

the resident’s income as not affordable. About 35 percent of Ashland homeowners pay more than that figure for their homes. For those renting in the Ashland area, that affordable mark is even more difficult to achieve. The number of available units for rental or purchase also is low in the Ashland area, and Farrar said those units are quickly acquired and don’t stay on the market long. “Ashland is a wonderful place to live and people want to be here, but it’s very difficult to get in to our wonderful community,” Farrar said. Rental vacancies in the

town are estimated at about 1 percent. And there’s also the question of when government can help and what is the minimum income required to even qualify for affordable housing guidelines. Farrar said it’s important to establish that “floor” in order to proceed. “Should the town or the community or the region be able to provide housing for folks who are only making $10,000 a year. Right now, we don’t have it and should it be there,” Farrar said. “We need to decide where our decisionmaking point will be.”

In attempting to answer some of the nagging questions surrounding the issue of affordable housing, Farrar said he is considering all options. “I’m trying to create a path, not a solution,” Farrar said. Considering a regional approach to the problem also is important. “I’d hate for us to take an action that was in opposition to the region’s approach,” Farrar said. The state allows communities to set their own definitions of affordable, but Farrar suggested sticking with those state numbers until regional data is available.

He enjoyed playing guitar, exercising, and playing sports. His greatest love was time spent with his family. A Mass of Christian Burial was held for him and his beloved wife at 10 a.m.

relatives and friends. Eugene was baptized as a youth and attended Mount Zion Baptist Church. He was a John M. Gandy High School Class of 1959 graduate, and was recognized for being one of three of the first African-American firefighters at the Eastern Hanover Volunteer Fire Department. He also was a driver for several local trucking companies. In November 2017, after driving for Epes Transport Systems for 26 years, Eugene retired from tractor-trailer driving. R-MC women finding growth after injury By Dave Lawrence Sports Editor ASHLAND – For the past two and a half years, the Randolph-Macon women’s basketball team could rely upon a dominating All American presence on the court: forward Kelly Williams. That changed in December on the first day of the Las Vegas Hoopla tournament when Williams went down with a devastating, season-ending knee injury For an offense built around Williams’ towering 6-foot-3 presence, it was potentially a devastating, season-ending blow. But it won’t be if the rest of the team can help it. Williams’ absence has forced the rest of the Yellow Jackets play like headliners rather than supporting acts themselves, and, while the results haven’t always paid off with wins, even the losses – such as an 81-77 overtime loss to Old Dominion Athletic Conference nemesis Washington & Lee on Jan. 2 – revealed the team’s resilience. That resilience was on full display against visiting Ferrum at Crenshaw Gymnasium Saturday as 11-of-13 Yellow Jackets scored in a 73-41 taming of the Panthers. One of the players having to step up on the floor is fellow forward Charlotte Woods who now has to create the oppor-

tunities that she and the others often counted on Williams to create for them. “The whole situation with Kelly, that took a toll on the whole team,” Woods said after her game-high 14 point effort against Ferrum. “When we

came back from Vegas, when we started our first day back from practice, we all sat down and talked and we all just wanted to focus on trying to improve our game and coming together as a team to make sure that – now that Kelly is not able

to play – that we’re able to continue keep pushing forward.” Woods herself has begun to assert herself as a leader for her mostly young teammates. “I’m always there during practice, working my hardest, trying to push everybody else

so that – since before we relied heavily upon Kelly – we get the mindset that we can progress and do as well with and without her,” Woods said. Woods was that leader against Ferrum, nearly netting a double-double with nine

rebounds in addition to her 14 points. She tag-teamed with fellow forward Aimee Debell, who also had nine rebounds, with Debell getting six of her boards on the offensive side while Woods got seven of hers on the defensive end of the court. Three other Yellow Jackets scored in double figures: Lauren Lewis scored 12 points, while Elise Knobloch and Michal Ross added 10 apiece. Ferrum was led by Jasmine Barr with 13 points and Maggie Self with 12. Williams should return next year, as should most of the team – only two seniors, guards Jayla Wade and Kelsey Wisner, will graduate this year. The experience of finishing this year, especially going through the usually bruising ODAC tournament, without Williams should be a good growth experience for the rest of the team. “Everybody, including me, … now we have to think, like, it’s my turn to get some points and show everybody what I’m capable of doing,” Woods said. “Kelly’s amazing. Before, I felt like most things were geared toward her. They’ll see her and just lob it up and she was able to grab it down and put it in the basket. Hawks get schooled on finishing on court MECHANICSVILLE – One team finished, and one did not. In each case it proved lessons learned by both the Hanover boys and girls basketball teams at home Saturday facing Region 4B rival Eastern View. For the boys, it began with scoring the first 10 points of the game and enjoying a 24-13 lead after a period. But by halftime, the Cyclones’ withering backcourt pressure wore down the Hawks, and Eastern View took a 39-37 lead to intermission. Everything that could go wrong for Hanover did early in the second half, from constant turnovers to lack of communication. A free-wheeling Cyclone offense, intent on breaking to the basket at every opportunity, built a 75-64 lead with just under three minutes left. The remainder of the contest, however, became Exhibit A in the textbook of why a team doesn’t quit. It began slowly, as Kion Murphy was fouled twice, and hit all four free throws to make it 75-68. After a Cyclone turnover, leading scorer Will Fahed drained his third 3-pointer of the half. Eastern View, who a possession earlier decided to run a set offense for the first time in the second half, committed a travel. D.J. Sims answered with a 3-pointer, and it was suddenly a one-point game. “I think we just started getting to our spots and started doing our assignments a lot more clearly,” Hanover head coach Darren Thornton noted. “I think the communication near the end started happening, where guys were talking to one another, and that made the difference.” Cole Wallace gave Hanover

(6-4) the lead for good on an inside basket. Then, after forcing a steal, Sims laid one off the glass for a 78-75 edge. Ten seconds later, the Hawks forced another steal, and the final points came at the free throw line, Hanover scoring the game’s final 19 points. Hanover was led by Fahed with 25 points. Sims finished with 22. The win provides momentum as the Hawks prepare to host rival Lee-Davis Friday. Can they put together 32 minutes of solid, consistent basketball? “We have to make sure we have a consistent practice,” Thornton said. “They have ups and downs in practice. We look great at times, and sometimes, we look like a total mess.” The Hawks will face a LeeDavis team that ended the week with a 95-56 thrashing of Clover Hill Friday. The Confederates jumped the Cavaliers in the first quarter, outscoring them by a margin of nearly 4-to-1, 35-8. Lee-Davis let up a little in the second quarter, allowing backups a significant amount of playing time, then continued the pummeling of Clover Hill in the third. “We got off to an extremely hot start with a couple different

starters in Tyler Berry and Dana Woodley filling in,” said LeeDavis head coach Chad Bishop. “Avery Fusco made his first six 3-pointers to pace all players with 24 points. ... In the second half Eli Jones took control scoring 19 points and grabbing 15 rebounds. “All in all I was very pleased with our effort and ability to put them away and give us a chance to really expand our bench to some [needed] guys in the future such as Cody Willet, Manny Booth and Bain Marsh. It was another great bounceback win after a tough loss to close our tournament out the week prior.” The Hanover girls team members who cheered on the boys to their comeback win left the Bird Cage Saturday wondering why they couldn’t have enjoyed a similar finish. In a back-and-forth affair with the Cyclones, the Hawks used a 14-2 run in a three minute stretch midway through the fourth quarter to take a 52-48 lead. At that point, the Cyclones worked at answering basket for basket, then chipping away at the short margin. After a Julia Mardigian basket, the Cyclones scored twice to make it 56-54

with 1:22 left. Sarah Johnson worked inside for two, but Eastern View answered with a trey. It was 58-57 Hawks with just 52.5 seconds left. A Cyclone steal and basket gave them the lead, then leading scorer Jordan Davis was fouled. Davis went 1-of-2 at the line to tie the game at 59. With eight seconds left, Eastern View buried a 3-pointer to seal the win, as a Hanover heave from mid court missed as time expired. Davis led the Hawks with 24 points, but Hanover (4-7) went 10-for-18 at the charity stripe in the second half, a costly performance. The Hanover County Board of Supervisors will hold a public hearing on Wednesday, January 23, 2019, at 7:00 p.m. in the Board meeting room, Hanover County Administration Building, 7516 County Complex Road, at Hanover Courthouse, Hanover, Virginia, on the proposed adoption of a resolution and a motion relating to the following: The proposed issuance of airport revenue bonds of the County in the estimated maximum principal amount of $2,400,000. The purpose of the proposed bonds is to use the revenue, together with other available funds, to finance a program of capital improvements for the Hanover County Airport including, without limitation, construction of additional hangar space.

ORDINANCE NO. 18-11 AN ORDINANCE AMENDING ORDINANCE 10-01, WHICH ESTABLISHED THE HANOVER COUNTY RECYCLING SERVICE DISTRICT PURSUANT TO VA. CODE SECTION 15.2-2400 AND FOLLOWING SECTIONS, BY THE ADDITION OF THE FALLING CREEK ESTATES SUBDIVISION. THE DISTRICT IS ESTABLISHED TO PROVIDE FOR AN ASSESSMENT FOR FUNDING OF SOLID WASTE COLLECTION IN THE NATURE OF RECYCLING SERVICE. THE ANNUAL TAX ASSESSMENT IS THE AMOUNT NECESSARY TO FUND THE SERVICE, TO BE ESTABLISHED BY THE BOARD OF SUPERVISORS IN THE SAME MANNER AS OTHER TAX LEVIES, PAYABLE BY EACH PROPERTY OWNER WITHIN THE DISTRICT, AND CONSTITUTING A LIEN ON EACH PROPERTY IN THE DISTRICT.

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.

Ashland’s downtown parking problem was listed as a Priority Level 2 item on the panel’s ranking but not prioritized on the other two lists while downtown sidewalks appeared as a Level 1 priority on all three lists. That project could integrate with a revamping of England Street and would be completed in stages. Public input will be an important part of the process for that streetscape improvement. Farrar said he envisions that project beginning with a study much like the one conducted when Ashland Town Hall options were considered. Projects that did not fall into Levels 1 or 2 Priority were listed as Vision items. Other items like the Fiber Network Build-out, Comprehensive Stormwater Management and downtown sidewalks appeared as Priority 1 on all three lists. Some of the projects in the presentation are fully funded while others have obtained partial or no funding at all. The projects were divided in to three categories: Parks and Recreation, Transportation Facilities, and Public Facilities. Mike Davis, Public Works director, said a variety of funding mechanisms are utilized to accomplish the desired results including state revenue sharing, SmartScale and a variety of Virginia Department of Transportation assistance that could help in funding several of the projects.

The long list of projects presented included Railroad Crossing improvements, town drainage issues, numerous road improvements, several new park proposals, and the acquisition of additional undercover space to store town vehicles and equipment. Items such as a North Ashland Park were priorities for the Planning Commission and staff rankings, but it was not included in the council’s final list. “I’m kind of surprised that North Ashland Park is Priority Level 2 for Planning and Priority Level 1 for staff and it’s not in either bracket for us,” council member Kathy Abbott said. “Are we missing something? Why is this a high priority for Planning and staff?” Reynal said that project missed council’s final list by only one point, and Farrar cited the need for a northern located park. “I really do think we have a deficiency of parks on the north side of town,” Farrar said. “This is something that has been in the Planning Department for a long time.” Mayor Steve Trivett said the park was prioritized when he served on the Planning Commission. “That was pre2005,” he said. There was obvious overlap regarding some of the projects. For example, Trails and Pathways was listed as priority by the Planning Commission and staff, council addressed it by including a Community Connector Trail on its priority list.

“I think you’ll see the Trails and Pathways project being a catch-all and then individual portions being pulled out for funding over time,” Farrar said. Farrar said there has been increased community interest in pedestrian safety and walkable, connectable communities. “I think Trails and Pathways is a great way to accomplish that,” Farrar said. With the Feb. 5 public hearing looming, council opted to re-examine the priority list and present those changes to Reynal as soon as possible. That final priority list will be compiled and considered at council’s Jan. 15 meeting. “I understand that potentially we could consider adjusting priorities in the Jan. 15 meeting and still make the Feb. 5 public hearing,” council member John Hodges said. Farrar said that would not present a problem if priorities were just adjusted and no additional projects were added. Hodges said he didn’t foresee additions but wanted to digest what he had learned from the presentation. He also said updated and improved cost estimates for the projects would be helpful. “I’m rethinking some things,” Abbott said regarding priorities. “I think, given this discussion tonight, that my priorities might have shifted,” suggesting that council members supply staff with revamped lists for consideration. “In the end, it’s council’s priority that comes out of this and it will give us the direction we need,” Farrar said.

January 1, 2019, surrounded by her family. She was the daughter of the late Mayburn and Grace Farmer. Barbara was preceded in death by her loving husband of 52 years, Walter C. Wyatt; and is survived by two children, David J. Wyatt (Beth) and Carol W. Steiner (Dan); three grandchildren, Preston Wyatt and Morgan and John WYATT Steiner; three siblings, Harold Farmer, Wallace Farmer (Melva) and Linda Compton; as well as numerous nieces and nephews. She was a longtime member of both Shalom and Northside Baptist Churches. Barbara’s kind, sweet heart found joy in helping others and gave of her talents and means to serve the Lord, her family, friends and community. Barbara retired from American Filtrona Corp. after 30 years of service. The family extended thanks to the staff at Heritage Green Assisted Living who took such good care of her. Funeral services were held at noon on Monday, January 7, 2019. Interment followed in Signal Hill Memorial Park. In years past this was the only product available for insulation from heat, sound or electricity in all types of buildings and ships. The war effort in World War I

and World War II would have been greatly impaired without the use of asbestos. There are no goods and services that are beyond the destructive reach of lawyers. ROBERT GORDON YARBROUGH Robert Gordon Yarbrough, 87, passed away on December 30, 2018, in Virginia Beach, while visiting his daughter and her family for the holidays. He is survived by his loving wife of 58 years, Ada Lee Yarbrough (Bullion), and resided YARBOROUGH at their home in Mechanicsville. Robert was born and raised in Richmond, and shared great stories about riding streetcars down Broad Street, fishing and swimming under the Nickel Bridge with his father and going to the 10-cent matinee all day on Saturday. He’ll always be remembered for his love of family, fishing and making friends and strangers laugh with a round of corny jokes. He was preceded in death by his younger sister, Doris Yarbrough Davidson; and his older sister, Blanche Yarbrough Beasley. He also is survived by his daughter, Rhonda Kunsch; his son-in-law, Greg Kunsch; and grandchildren, Marissa and Alexander Kunsch. Funeral services were held at 2 p.m. on Saturday, January 5, 2019, at Monaghan Funeral Home at 7300 Creighton Parkway in Mechanicsville. Interment was private.
