MECHANICSVILLE – Charles Stevens, principal of Lee-Davis High School (L-DHS), is the Hanover County Public Schools winner of the 2018-2019 R.E.B. Award for Distinguished Educational Leadership by The Community Foundation. As a recipient, Stevens will receive a $7,500 cash grant, as well as an additional $7,500 towards a school project. Stevens plans to build a new Design Lab that will allow students to work creatively

with new technology. One principal from each school division in the counties of Hanover, Henrico, and Chesterfield, as well as the City of Richmond, receives the award annually. James R. Cooper, public information officer, said. Born in North Carolina, Cojack began his career with the Hanover County Sheriff ’s Office in December 2015. Cojack and his human partner were certified through the Virginia Police Work Dog

Smoke alarms wake family as house becomes ‘heavily involved with fire’ GLEN ALLEN – Smoke detectors proved to be lifesaving early Friday morning in the 11400 block of Caruthers Way in Glen Allen. According to Battalion Chief Gregory Martin of Hanover Fire-EMS, the homeowner said their smoke alarms activated, waking the family and allowing them to escape safely. Martin said crews responded around 3 a.m.

Library offers Black History Month display MECHANICSVILLE -- The Black History Month display, created by the Hanover County Black Heritage Society in conjunction with First Union Baptist Church History Ministry, is in its third year at the Mechanicsville Library. She seemed to have it all, but fell victim to drugs

he text was brief but to the point: “Our niece died of a drug overdose.” A longtime friend who lives on the West Coast shared those words with another friend and me early on the morning of Wednesday, March 6. Sadly, her niece, who was born and raised in Huntington, West Virginia -- too well-known for drug-related problems, especially opioids -- was killed when someone laced cocaine with fentanyl or heroin. A friend is a member of Huntington City Council and has been communicating with the

police chief as the investigation continues. For the sake of privacy at such a somber time, I won’t use names. As horrific as the overdose was, her life might have been saved had the man who apparently commandeered her car and placed her in it opted to leave her in a wheelchair outside a hospital. He did not seek emergency assistance, which probably led to her demise. She was not alone in ingesting the lethal concoction. A man also was given the cocaine cocktail. He was lucky though -- he was transported to a hospital and survived. Let’s talk about the victim. She was a mother, a daughter and a sister. She had excelled in gymnastics on the junior level. She had been a

cheerleader and a member of the track team. She graduated with honors from her hometown’s university, Marshall. She was a professional, having been employed as a school teacher and a sales representative. The family certainly has many questions that demand answers to ease their pain and sorrow. Whether they receive them is yet to be seen. How does it happen? How did a woman who seemed to have so many positives in her life wind up disposed in a wheelchair outside a hospital? My friend and I have kept the lines of communication open throughout this tragedy. The heartbreak will linger -- as will the questions. The Huntington Police Department has been actively working the case.

Educating the nation’s youth is not getting easier By Jim Ridolphi Contributing Columnist As another budget season draws to a close, it seems like an appropriate time to examine just what our local tax dollars fund, and what they don’t. After years of following local budgets, it seems like the more things change the more they stay the same. The major portion of any local budget is dedicated to education and public safety. It’s a portion of the budget that taxes the mostly highly skilled

Over those years of covering and writing stories regarding local budgets, it’s also become increasingly clear that the cost of educating our children is constantly going up. Peace an asset to state and especially the 97th If you ever heard the expression “Don’t throw the baby out with the bath water,” it applies in the case of the Republican nomination for the 97th District in the Virginia House of Delegates. Del. Chris Peace has been in the House of Delegates for 13 years and is at an age when many of his colleagues were first elected. He chairs the committee on General Laws and serves on the Appropriations Committee. His opponent, Scott Wyatt, is running a single-issue campaign based on inaccurate accounts of Del. Peace’s vote for our last budget. Had the budget failed to pass, the governor would not have hesitated to shut down state government for some Washington-style gridlock. Republicans hold the House of Delegates by the skin of our teeth. A shutdown would put Democrats in charge of the House with room to spare. These Democrats are nothing like the ones Republicans defeated in 1999. To those who care about life, the notorious “birthday abortion” bill would become law. To those who care about guns, a Democrat House majority would make it harder to own guns with some types that could even be confiscated! Any kind of Republican can win a general election here. I am convinced Del. Peace and others were looking at the bigger picture to forestall such a grim scenario. If Chris Peace loses the convention, the delegate for eastern Hanover will be the senior delegate for Hanover. OBITUARIES | Death Notices & Funerals ALLSBROOK, Pamela Kay “Pam,” resident of The Currituck House in Moyock, North Carolina, formerly of Mechanicsville, Virginia, went to be with her Lord on Monday, November 26, 2018, at the age of 76 years. Pam was born on February 2, 1942, to Wilbur and Mildred Allsbrook in Scotland Neck, North Carolina. The oldest of five children, during high school Pam played the clarinet and drums in band, sang in glee clubs and church and, at only 5’2” tall, managed to

make the varsity basketball team – all while consistently earning straight A’s. She also represented her class at Girl’s State. She ALLSBROOK attended East Carolina University in Greenville, North Carolina. Pam served as

church secretary at various churches in North Carolina and Virginia and also worked at the Baptist State Convention. She retired from G.E. Corporation in Richmond. Pam’s life revolved around her family. Her siblings’ children became her children’ and she loved them as if they were her own. She devoted her life to serving her Lord through her church, as a Sunday School teacher, leading her Bible Study Class and, as many described her, as a true Prayer Warrior. Pam’s powerful soprano voice was a true gift and she loved nothing more than singing in her choir. Pam was predeceased by her parents, and her brother, Rick Allsbrook. She will be sadly missed by her siblings: Roger Allsbrook (Bill Fairbairn), Susan A.

Darke (Ed Darke), Peg A, Phillips (Rob Phillips), and sister-in-law, Barbara H. Allsbrook. Pam also will be fondly remembered by her seven nieces and nephews: Tracey, Stan, Rich, Elizabeth, Rachel, Jonathan and Hannah, in addition to her great-nieces and greatnephews. Pam was a steadfast and devoted friend to many: her former Pastor Ronnie Jones and his wife, Nellie; Virginia Lipscombe Smith; Rita and Joe Crowe, Phyllis Isbell, Teressa Pearson, Pastor Mark Miller and countless others. He was especially honored to be asked to serve on the Ford Service Advisor’s Panel for two years. He was very vocal on anything he had a passion about, especially about being a redhead, his Hawaiian shirts and his conservative political views and the state of our country. She was preceded in death by her parents, Joseph B. and Gladys Hammock. She is survived by her daughters, Debbie Miller (Bret) and Brenda Crumpler (Dwayne); three grandchildren, Mitchell (Ashley) and Joey Miller and Michael Crumpler; three great-grandchildren, Braxton, Nixon and Jordyn. She also is survived by her

cousins, Anne Melton, Brad Bullock and Kenny Yancey. Dorothy was a lifelong member of Gethsemane Church of Christ and retired after 30 years of service with the Provident Life & Accident Co. The family received friends from 6 to 8 p.m. on Wednesday, March 13, 2019, at the Bennett Funeral Home, 8014 Lee Davis Road, Mechanicsville, and where funeral services were held at 1 p.m. on Thursday, March 14, 2019. Six young women from Atlee, teacher win computing honor MECHANICSVILLE – Six Atlee High School students won 2019 Aspirations in Computing awards from the National Center for Women and Information Technology. The award encourages young women to pursue careers in computer science and technology. ECHANICSVILLE – Hanover Community Support Services (HCSS) will present the third annual Miss Hanover Abilities Pageant at 6 p.m. on Saturday, March 23, in the auditorium at Atlee High School in Mechanicsville. The event, which is being sponsored by Good Neighbor, Dominion Energy, and Cobb Technologies, will feature 16 contestants from Hanover County and the surrounding areas, all of whom have a developmental disability. They will compete for the title of Miss Hanover Abilities 2019 in a series of four areas of competition: Interview, Casual Wear, Talent, and Evening Gown. The winner will receive a bouquet of roses, a crown and sash, along with many other gifts from the community such as a portrait package sponsored by Jessica

RVA, and rode in her school’s own homecoming parade. Her final appearance will be on March 23 at the Richmond SPCA’s dog jog. The event will not only shine a spotlight on these amazing young women but also will serve as a fundraiser for Hanover Community Support Services. Hanover Community Support Services is a local nonprofit that provides general and respite support to Hanover County residents

who have a developmental disability, substance use disorder or mental health issues. Five thousand dollars of the proceeds from the pageant will be used for camp sponsorships for those who might not otherwise be able to attend. Individuals with developmental disabilities, already identified through a partnership with Hanover CSB, will receive financial support so that they have the opportunity to attend camps across the Commonwealth

Budget talks start; formal proposal planned April 2 By Jim Ridolphi for The Mechanicsville Local ASHLAND — Ashland Town Council held its first of two special workshop sessions regarding the FY2020 budget last week. Town Manger Josh Farrar emphasized this presentation is more of a wish list than a budget proposal and the requests will have to be scaled down prior to his formal budget proposal on April 2. “This is not my budget,” Farrar said. “This is not the budget I’m going to submitting at the end of the day.” Farrar said he hoped the presentations and requests would spur conversation and gather input before he prepares the final proposal.

“Earlier is always better when it comes to input,” he added. In addition to an informal budget work session in February, council scheduled two budget sessions in March, the second of which is scheduled for March 26. “The further you get into the process the harder it is to change anything,” Farrar said. Farrar began the budget presentation FARRAR with some good news regarding personnel. The town is experiencing no increases in health insurance premiums for the upcoming year He tempered those encouraging

figures, explaining recent trends indicate the rates go up around 12 percent one year and zero percent the next. “That’s just the way it’s been going,” he said. There also is a proposal in this year’s budget to adjust compensation scales to ensure competitiveness with neighboring localities in order to retain the town’s workforce. Council adopted a policy three years ago that adjusts that compensation scale to keep salaries and benefits competitive. In addition to the compensation scale, which mirrors the Consumer Price Index, there also is a merit-based fund that provides funds for raises to department heads to distribute as they see fit among their employees. see BUDGET, pg. 19

It was a team effort to attract Cascades to Hanover County, an effort spearheaded by the Economic Development Authority, the Governor’s Office and the Board of Supervisors. But, the real good news came in the form of a return to work for more than 140 idled employees. Cascades planned to retool the plant and produce its major product, recycled packing paper and container board used by many large shippers to ensure safe handling of shipped packages. Converting the plant was estimated to take about two to three years, but a lease to the old owner White Birch would allow the facility to reopen and produce newsprint within three months of the announcement last year. When more than 150 employees returned to

Last week, that all changed with White Birch announcing it had again shuttered the plant and 165 jobs had been lost. “On Friday, March 8th at approximately 8:15 a.m. we were notified of the impending shutdown of the facility, effective immediately,” Hanover County EDA director Linwood Thomas said. “Hanover County had no prior knowledge, or THOMAS notice of this announcement.” The surprise nature of the announcement took some officials by surprise, but others said there were impending signs. “We defer all questions regarding the shutdown to White Birch Paper at this time,” he added. Thomas said there’s no reason to believe that

Cascades is not still fully committed to its $275 million investment at Bear Island. “As a separate venture relating to the Bear Island facility, Hanover County continues to make progress with Cascades in regard to their anticipated project investment of $275 million announced in July of 2018,” Thomas added. But, the real impact of last week’s news is the affect it has on the employees who rushed back to the plant in a seemingly solid reprieve. “Currently, our biggest concern is for those employees who will be affected by this decision,” the director said. “We want those employees to know that the Hanover County Department of Economic Development and our resources at the state are on hand to assist them during this transition.” Some county officials said they expected the plant to idle at some point to allow Cascades to retool for future operations, but had not anticipated such a long shutdown. The plant opened in 1979 and added a recycling plant in 1994 to the 600,000 square feet facility. When White Birch reopened the plant less

Farrar also expressed a desire to address the problem of salary compression. That problem often means employees who are just starting careers make just a few thousand dollars less than senior employees performing comparable jobs. Farrar said the merit system is “helping to deal with that problem.� The proposals also contain a recommendation for a Code Enforcement Officer. “That’s probably not going to be in this year’s budget, but, if you really want to dive into neighborhood revitalization in FY21, it’s something we’re going to need to do.� Forty-six employees are participating in the employees’ wellness program that encourages healthy lifestyles and regular medical checkups. “This is something we would need to fund in FY20 so participants in the program could take advantage of it,� Farrar said.

There also is a request to reclassify a sergeant’s position to a lieutenant’s position in the Ashland Police Department. Farrar also introduced a proposal for s 1.2 percent salary adjustment for police officers. “This would bring us to the highest level of starting salaries for police officers in Richmond,� he said. Farrar also suggested hiring a new public works director to replace retiring Mike Davis and said a one-month overlap would be prudent. With the emerging broadband efforts, Farrar said it would be necessary to train current employees regarding the network, including learning to fix breaks in the system. There are two proposed changes to the Compensation Plan that categorizes employees into five bands or groups. The plan relies on other localities to gauge salary increases for town employees. Instead of using Richmond as one of the models, Farrar suggested replacing that sector with

Goochland. Another area examined in the budget presentation was council compensation. Farrar suggested $5,500 annually for the vice mayor and regular council members and $7,000 annually for the mayor. Regarding revenues, real estate assessments were up 1.8 percent. “That’s not all that great of an increase,� Farrar said. “We are not changing our tax rate.� Business tax revenues remain strong, including meals and lodging, and sales tax. “We’re doing well here,� Farrar said. He pointed to a continued hesitancy on the part of the Virginia General Assembly to allow localities to raise revenues. “I’m not recommending any taxes or changes in this current budget as it stands unless I hear otherwise from you,� Farrar told council members during the special budget session. “We’re always looking to grow the pie and not take see BUDGET, pg. 20

MECHANICSVILLE -- Stonewall Jackson Middle School PTA and Hanover Cares Coalition will host Café Conversations from 6:30 p.m. to 8:15 p.m. on Monday, March 25, at Stonewall Jackson Middle School at 8021 LeeDavis Rd. in Mechanicsville. Several community prevention partners will be in attendance with onsite resources targeted toward both youth and adults. Dinner also will be served. Dinner and Resource tables will begin when doors open, at 6 p.m. Café Conversations is designed to engage parents along with their middle school youth in an open and honest conversation about substance use, peer pressure, social media, how hard it is to be a kid today, and other issues facing our teens. The event will be filled with fun and engaging activities that will help ease the apprehension parents often feel of “where do I start” with setting guidelines and expectations through this valuable experience. Parents will walk away from this event with the knowledge and skills to continue these important, and sometimes difficult, dialogues throughout their child’s teen years. Youth will walk away from this event with confidence and skills to talk to their parents about being a teen and issues they may encoun-

RICHMOND – A public meeting designed to identify unmet intercity bus needs across the Commonwealth will be held at 10 a.m. on Wednesday, March 27, at the VDOT Ashland Residency at 523 N. Washington Hwy. in Ashland. The Virginia Department of Rail and Public Transportation (DRPT) invites all interested members of the public to attend. Created under the Federal Transit Administration’s 5311 (f) program, Virginia launched its first intercity bus service, known as the Virginia Breeze in 2017. The daily round-trip service connects passengers from Blacksburg to Washington, D.C., along the Interstate 81 and Interstate 66 corridors, with stops along the route in Christiansburg, Lexington, Staunton, Harrisonburg, Front Royal, Dulles International Airport, and West Falls

Aggressive Confederates hammer Rebels By Jonathan Howard For the Mechanicsville Local MECHANICSVILLE – LeeDavis head softball coach Jackie Davis was hoping to build some confidence in her team with the season’s opening two games before hosting Prince George on March 19. Based on the results of Thursday night’s contest against Douglas Freeman, that mission has been accomplished. The Confederate offense pounded the visiting Rebels from the beginning and Savannah Henley struck out 14 batters and allowed only one hit in a 15-0, five-inning rout. Lee-Davis (2-0) hitters hammered Douglas Freeman pitchers Maggie Linthicum and Angie Brooks with nine extrabase hits, including four triples and a pair of home runs. The Confederates were aggressive right out of the gate with three straight hits to start the game. “They were aggressive at the plate tonight. One of our goals was five extra-base hits. They were working hard to hit that goal,” Davis said. “I think I actually like that goal now because it changed their approach at the plate. They went up to the plate thinking they were going to attack and drive the ball to the gap, and it worked out well.” With plenty of run support in her back pocket, Henley recorded all but one out via

Atlee’s Woodall handcuffs Douglas Freeman By Dave Lawrence Sports Editor MECHANICSVILLE – Atlee starting pitcher Justin Woodall did his part. And he had plenty of help from his friends. Woodall handcuffed visiting Douglas Freeman Tuesday night, giving up just one hit in 4-2/3 innings of work, while his offense pounded – and pounded – his Rebel counterparts, amassing 12 hits in a 14-0, fiveinning walloping of Freeman in both teams’ season opener. While the Raiders did their part, Atlee head coach John Corbin said that a large contributor to the victory was the fact that – with the help of a huge tarp in the infield – they have been able to get almost all of their practices in on the field this spring. “Basically it comes down to, three weeks in, we’ve only been off the field one day,” Corbin said. “That tarp has been a huge help to us. Our guys are way ahead of a lot of teams that haven’t been able to get outside.” One of those teams who haven’t been able to get outside much is Freeman, whose outfield is carved out of a slope so that rainwater – especially when there’s a lot of it – drains into the infield rather than away from it. Douglas Freeman head coach Ray Moore said his Rebels have only been able to use their full field for the equivalent of a week’s worth of practice. Despite the advantage in practice time on the field, the Raiders had work to do. And Woodall was masterful, striking out eight Rebels before being relieved with two outs in the fifth inning. The Patriots scored 16 runs the first two games of their season, evenly dividing the runs between an 8-5 win over Midlothian in their season opener Tuesday and an 8-3 win over Powhatan Wednesday. In their win over Powhatan, they manage four extra-base hits: two doubles, one by Saxon Radcliffe and the other by Blair Rhodes; and two home runs, one each by Riley Dull and Erin White. Hanover defense repels persistent Powhatan By Nick Vandeloecht Richmond Suburban News POWHATAN – Hanover weathered an onslaught of pressure and fiery kicks from hosting Powhatan to win 1-0 on a high-traveling kick from sophomore Gus Guarnieri. “The win was fantastic – Powhatan was very strong tonight, very present on the ball and a lot of movement. They were pushing us and pushing us the whole night and the boys held it to the last minute,” said Hanover head boys soccer coach Laurent Body. Guarnieri’s kick sailed into the top corner on what Body said “was a beautiful shot” in the final 20 minutes of regulation. “I was just in the center getting scraps if anything came back out,” Guarnieri said. “I was excited … it felt great.” Hanover was without its top keeper, but both players who played in goal for the Hawks – sophomore Ethan Samardge in the first half and junior Zack Cannon in the second – stepped up against a fast and relentless Powhatan offense that fired shot after shot to the goal to force several saves. “Any time you outscore a team 5 or 6, 7 or 8 to 1 … and don’t come away with a victory, in fact you come away with a loss, it’s a hard pill to swallow,” Powhatan head coach Tim Cristian said after the game. “It’s very disappointing to outplay a team that well and still get a loss on a corner kick, which was just a lack of concentration in an area of the field. Those are things we’ve got to get better at.” The Indians ramped up the pressure through the first half, piling on the shots on goal that mostly flew either over the goalpost and through the field-goal uprights up above, or into the ready arms of Samardge. teammates around him stepped up to stop cold a couple kicks in the late stages of the half. Powhatan freshman Parker Sloan in the second half sliced a big aero-shot across the post and threaded the needle through multiple defenders

save a long-sailing air ball in goal within the final 28 minutes of regulation, but Cannon answered right back within 24 to snatch hold of a hard-hit kick and fall to the ground with the save clutched tightly in his grasp.

After Sloan went out of the game due to cramps close to the 22-minute mark, Cannon slid to the ground to make another big stop and a fast break set up the corner that led to Guarnieri’s goal. Sloan returned to the game,

but Cannon and the Hawks’ defense continued to hone in on the ball when it flew their way. Cannon reached out and batted away an inward-turning kick from Sloan inside the last three minutes. “I’m just going to point to the fact that we couldn’t score – we hit their post and guys couldn’t finish – but frankly I wasn’t happy with the way we defended,” Cristian said. “We’re going to have to get better against even better opponents. Lot of work to do, but obviously a lot of promising points there with how dangerous we were. We had lots of scoring chances. We work on those and improve on those chances and I think we’ll get the victory next time.” Powhatan (0-1) will look to bounce back with back-toback home games next week versus Western Albemarle on Wednesday, March 20 at 7 p.m. and Orange County on Thursday, March 21 at 7 p.m. “I think it’s going to be one of those years where we get wins that we maybe shouldn’t and we’re going to have losses that we probably shouldn’t,” Cristian said. “It’s going to be one of those years. It’ll be fun. It’s going to be a lot of close games.” Hanover opens the season 1-0. “The first game is so important for the morale, especially against a good team like Powhatan today,” Body said. “It’s very encouraging, and you can see it on the faces of the kids that they were super-happy.” The Hawks next host Courtland on Friday, March 15. “I can’t wait for the rest,” Body said.
