Controversy swirling around 97th House seat By Jim Ridolphi for The Mechanicsville Local HANOVER -- With the delegate pre-filing deadline fast approaching in three 97th District jurisdictions for a Republican Party convention scheduled for May 3, the contest continues to be one of Virginia’s most controversial nominations. Incumbent Del. Chris Peace, a 13-year veteran in Virginia’s General Assembly, is being challenged by Scott Wyatt, who represents the Cold Harbor District on the Hanover County Board of Supervisors, for the Republican nomination. Traditionally, local committees honor the wishes of the incumbent candidate regarding which form of nominating process they prefer, convention versus primary.
In an earlier District Legislative Committee meeting, a three-man panel decided to opt for a convention even though Peace had clearly expressed his desire for a primary. That decision is again under scrutiny this week as Hanover County Republican Committee chair Dale Taylor claimed foul regarding the three-man decision. (Taylor’s press release appears in its entirety below.) The controversy involves Wyatt’s role in the decision to request a convention. Serving as Hanover’s legislative representative, Wyatt was seated on that three-man panel that ultimately opted against a primary. Although he did not attend the meeting, Wyatt sent a representative who voted in favor of the convention, a move some have described as “not

above board.” Last week, Taylor released a statement indicating Wyatt misled committee members regarding his intention to run for the office in question. The legislative committee meeting occurred on Jan. 19 and Wyatt officially announced his candidacy at a board of supervisors meeting on Jan. 23. “Prior to me becoming chairwoman, our former chairman, Russ Wright, appointed

Since Hanover has the largest number of Republican voters in the district that contains portions of Hanover and

Local couple struck, killed on spring break Staff Report news@mechlocal.com MECHANICSVILLE -- South Anna Elementary School teacher Holly Willis Nicolette, 39, and her husband, Alan Anthony “AJ” Nicolette Jr., 37, were killed Monday, April 1, in Kitty Hawk, North Carolina, while on spring break. The Richmond Times-Dispatch, citing Kitty Hawk Police Police Chief Joel Johnson reported Friday, April 5, that David Archer, 81, of Kill Devil Hills, North Carolina, had been charged with three misdemeanor offenses: one count of driving left of the center line and two counts of death by motor vehicle. Six people, including the Nicolettes, were HOLLY NICOLETTE walking north on the southbound side of State Route 12 on the shoulder of the road around 2:30 p.m. when a northbound pickup crossed the center line and hit the couple and a child.
The Nicolettes, residents of the Summer Walk subdivision in Mechanicsville, were flown to Sentara Norfolk General Hospital where they died from their injuries. The child was treated and released from The Outer Banks Hospital. “Our investigation has determined that Mr. Archer had an unknown medical incident or fell asleep while driving before he struck the victims,” Johnson said in a news release. “Alcohol was not a factor and it was not intentional, nor was there any malice.” He also was taken to The Outer Banks Hospital where he was admitted for observation. According to the TimesALAN ‘AJ’ NICOLETTE Dispatch, police said the six people were following state law when they were struck from behind by the pickup. Dr. Michael Gill, superintendent of
Hanover County Public Schools, released the following statement about the loss: “We are heartbroken to learn of the tragic death of Holly Nicolette and her husband. We extend our deepest sympathy to her family and loved ones for their devastating and unimaginable loss. We are grateful for her dedicated service to Hanover County Public Schools and the positive impact that she had on the lives of her students and colleagues. We will provide extra support to our students and staff as they return to school on Monday and begin dealing with this incredibly sad loss.” Principal Alicia Cecil offered these words to “families, faculty, and staff:” “I am writing to share heartbreaking news with you. Yesterday evening, I was informed of the sudden passing of one of our fifth grade teachers, Mrs. Nicolette, and her husband who were involved in a tragic accident while on vacation in Kitty Hawk, North Carolina. ell, folks, it looks like we’re going to have a doozy of a Republican Primary Election on June 11. Last week, the ballot was determined in the office of Teresa F. “Teri” Smithson, Director of Elections/General Registrar. In my nearly 11 years here, I think this will be the most, let’s say, “active” election, with the majority of incumbents facing opponents this go-round. One of the most talked about campaigns is for House of Delegates District 97, which includes part of Hanover and King William counties and all of New Kent County. Scott Wyatt was elected to the Hanover County Board of Supervisors in 2015 to represent the Cold Harbor District. He announced his intentions to pursue the District 97 seat in February.
Heard that Dale Taylor’s decision to remove Wyatt from the Legislative District Committee for that office had politicos buzzing last Wednesday. A post, based on an email submitted by Taylor, chairwoman of the Hanover County Republican Committee, went up on Facebook that morning. Wyatt is challenging incumbent Chris Peace, who was first elected to the House in 2006. With Taylor’s action, the plot thickens, as a Mass Meeting of the committee is scheduled for 7 p.m. tomorrow (Thursday, April 11) at the Hanover County Administration Building Room at 7516 County Complex Rd. in Hanover. The purpose of the Mass Meeting is to elect up to 793 delegates and alternates to the 97th Legislative District Convention, scheduled to start at 10 a.m. on Saturday, May 4. The 97th Legislative District is composed of the following Hanover precincts: Mechanicsville District (601-Village, 602-Lee Davis, 603-Mechanicsville, 604-Hanover
Grove). Henry District (502-Rural Point, 503-Newman, 504-Studley, 505-Totopotomoy, 506-Georgetown, 507-Laurel Meadow). Cold Harbor District (401-Battlefield, 403Cold Harbor, 404-Black Creek, 405-Pebble Creek, 406- Beaverdam Creek). Chickahominy District (301-Clay, 303Shady Grove). Those wishing to be delegates to the 97th Legislative District Convention had until 5 p.m. Thursday, April 4, to file. Since this week has been mostly dedicated to the 97th District race, rest assured we will do our best to keep you updated on the upcoming Primary -- and looking toward the Tuesday, Nov. 5 General Election. Taylor Farm issue prompts support for Tom Walsh At the initial Taylor Farm rezoning meeting, serious environmental issues were raised with developing a forested 42-acre property with a multi-branched stream, wetlands, and problematic soils with high erosion potential. Development would impact the established Honey Meadows community and pond directly downstream. Ignoring environmental red flags, Taylor Farm was approved on Chickahominy District Supervisor Angela Kelly-Wiecek’s motion. After construction plan review, the developer cleared land to the water’s edge, disturbed sensitive soils, failed to control construction runoff and erosion first, and altered stream hydrology and wetlands. Damn the environment -- full speed ahead. The county issued stop work orders, but the damage was major. Honey Meadows pond was degraded, its excellent water quality history. With Angela, developer plans trump our communities and property values every time. She’s supported a 532-unit megaproject and 1,521 dwelling units total in the Chickahominy District -- both tops among county districts! True conservatives practice conservation. Dismissing environmental risks and community impacts is neither conservation nor conservative. Angela claims she stopped one development. False. After she approved five extensions totaling 30 months, the developer withdrew the request but can resubmit anytime. She offered a comprehensive history and explanation of a culture that seemed destined for extinction. In days before telephones or amplified sirens, local farmers developed a system of hollering that often alerted neighbors of impending danger, emergencies or calling cows back to the barn. Around the tiny community of Spivey’s Corner and other rural communities across America, the art of hollerin became a passed-down tradition, and when the festival began in 1969, a number of the old-timers with iron lungs dominated the competition. The clerk told me the real confirmation of the nearly lost art lay in a group of tape recordings, made in the 1950s and 1960s, of actual locals displaying their hollering skills. Fearing the art would go
the way of the rotary phone coupled with a need to raise funds for the local fire department prompted residents and local historians to begin the festival in 1969. So, what exactly is involved in a hollerin contest? Precisely what you would imagine. Contestants are grouped by gender and age and take turns on the stage screaming into a microphone, yelps the clerk claimed could be heard for miles. Throughout the 1970s, the contest grew in popularity and winners regularly appeared on late night television to display their trophies and talents. As the years passed, so did the old-time hollerers and the event transitioned to a heritage type festival and the hollerin event took second fiddle to more traditional festival offerings. Most of what I learned at that tiny college in North Carolina I’ve forgotten, but that picture in my mind of bearded
old men screaming at the top of their lungs on that porch never left me. In 2016, interest in the contest was almost non-existent and efforts to interest younger generations to enter the competition met with little success. It seems kids are much better at yelling at each other than actually putting the skills on the line to be scored. The contest was actually costing the local fire department money, and, sadly, the event was cancelled … and Spivey’s Corner went silent. And I suppose few will lament the loss of the Hollerin Contest as I recall its formation more than 50 years ago. But there’s something special in those tapes donated by Erman Godwin back in the ’60s, and the sound of farmers calling cows somehow is meaningful enough to remember in a world where most kids have rarely seen a farm. And who said silence is golden?

Peace’s action on Medicaid protects people Several years ago when the Supreme Court ruled the Affordable Care Act (also known as ObamaCare) was legal, as tax legislation instead of a social program, Medicaid expansion became an option for each state. Virginia businesses have been paying federal taxes of Medicaid in Virginia until the state legislation in 2018 included the provision that the expansion would be rescinded when/if federal funding dropped below the 90% level
promised in ObamaCare. ObamaCare greatly reduced the federal subsidy to hospitals for indigent care, because it anticipated health insurance coverage being provided for all through the expansion of Medicaid and subsidies through health insurance exchanges. Virginia’s 2018 legislation expanding Medicaid and subsidies through health insurance reimbursed for treating persons now eligible for Medicaid, with the federal government paying 90% of the cost. Chris Peace has the experience in the House of Delegates to influence Virginia legislation to include the necessary caveats to protect Virginia citizens and businesses, and to oppose legislation lacking those protections. Members of Girl Scout Troop 3137 recently completed their Silver Awards and celebrated with a ceremony. Each girl completed a project that took at least 50 hours. Their projects benefited elementary schools, churches, Hanover Safe Place, and Together Hanover. The Silver Award is the highest award girls can earn at the middle school level.

Vandenburg created several “petite designs,” illustrating to club members how difficult it is to make a “petite design.” She said it is required to follow the guidelines adopted by the National Garden Clubs Inc. The National Club changed the name of the design from

“small” to “petite” at its 2018 meeting, which was held in Richmond. During the program, Vandenburg shared her many talents with the club members as she showed how to arrange beautiful “petite” designs. The Clay Spring Garden will be taking a field trip in April to tour the gardens in Williamsburg. A “Save the Date” has been announced by the club. A Plant Sale will be held from 8 a.m. to 3 p.m. on Saturday, May 11, in front of Peebles Department Store at 205 N. Washington Hwy. in Ashland.

ASHLAND -- Ashland Town Manager Josh Farrar told Ashland Town Council members last week that his proposed 2020 budget strikes a theme of balance and compromise. The $20.1 million proposal provides funding for an Ashland Police Department Cadet Program, a longevity program that rewards seniority, an increase in council salaries, more money for increased hours for attorney services, pool expansion, and money to cover increased solid waste and recycling costs. In forming this year’s proposal, Farrar said he considered the current economic environment where many experts are monitoring signs of a weakening economy and a trend toward recession. “There’s no direct impact to our budget, but it’s always wise to be aware of these things down the road. We don’t want to set ourselves up for failure in a year or two,” Farrar said. Another factor influencing this budget is some uncertainty regarding the new Ashland Town FARRAR Hall construction and the costs associated with that project. Bids for the project have been delayed and are scheduled for this week, but it’s still unknown if the bids will come back at or near the $8 million budgeted for the project. “Before your public hearing (May21) we’ll have those answers,” Farrar said. “This is the biggest construction project we’ve done and a lot of local dollars went into it.” That bid process could affect the budget numbers and force adjustment. “If

those bids do come back higher than we’d originally budgeted, were going to have some hard conversations.” Projects at the new Atlee Library and a middle school in Chesterfield County are experiencing higher than expected costs associated with those projects. “Those have come in over-budget,” Farrar said. A combination of economic fear and a bustling construction industry are creating higher costs for projects. The proposed general fund budget for 2020 is $10.2 million while the capital project budget is gauged at 9.9 million, bringing the proposed total budget to $20 million. Farrar said revenue derived from meals and lodging taxes remain strong and additional revenues resulted from financial service taxes and charges. “We are a business tax-based economy. Our bread and butter is more meals, lodging and sales tax,” Farrar said. “We’re fortunate to see good growth in those areas.” The town’s fund balance took a hit this year due to $750,000 allotted from those monies to help fund the Ashland Town Hall project, but remains well within state-mandated levels.
There are no recommended tax rate changes associated with Farrar’s proposed budget, but real estate assessments did increase by more than 1 percent and will require a separate public hearing. Both public hearings are scheduled for May 21, beginning at 7 p.m. Council will consider the proposed budget at its June 4 meeting. “I believe this budget plan strikes the right balance for the upcoming year, and look forward to working with the community, elected officials, stakeholders, and staff to continue progress towards our collective goals.” Council also heard a request from Ashland citizen Phyllis Theroux regarding diversity on council and other community boards. She suggested offering incentives for candidates in the town that might allow more diverse candidates and recommended creating a fund that would assist potential candidates with campaign expenses. Vice chair Daryl Carr described Taylor’s release as ill-timed and called for the chairwoman to resign as the
district’s president. “Scott Wyatt asked no less than three times back in late January and early February that Dale Taylor remove him due to the appearance of a conflict. She refused stating you and Russ, then Republican Party chairman, created this problem and I will not remove you. Now two days before the filing deadline for the convention, she takes this action causing conflict within the Republican Party by the appearance of supporting one candidate over the other. As the vice chairman of the committee, I am strongly of the
opinion, Dale Taylor should resign now,” the Facebook post penned by Carr read. Wyatt was measured in his response to Taylor’s comments, but strongly contends he offered to resign his position as representative on at least two occasions prior to the district meeting, a request that was denied by Taylor, according to the supervisor. “I read the article today and I announced in January that I was going to run for the House of Delegates,” Wyatt said in response to Taylor’s statement. “Three months later, the unit director decides she’s

reason he chose to seek office. “The board of supervisors has two major responsibilities with regard to Hanover County Public Schools: They approve the schools’ annual budget and they appoint members to the school board. I believe that it’s of paramount importance that the board of supervisors includes members who have children currently in the public school system.
That first-hand knowledge of what’s working and what improvements may be necessary will be very useful in making funding decisions,” Doran said. “A major focus for my campaign is ensuring the salaries of our teachers remain competitive with similar sized counties in the Richmond region, something that hasn’t been the case in recent years,”

He said he will focus on ensuring any growth the county has is matched with the necessary infrastructure to handle it. “One of the major roads that residents of the Cold Harbor District use to get to and from work and school is Mechanicsville Turnpike,” Doran said. “Any future planning decisions that are made by the board of
supervisors have to take the already congested roadway into account.” Doran earned his bachelor’s degree in Finance from James Madison University and his MBA from the University of Richmond. He, his wife Jennifer and children Jay and Anna have made their home in the Cold Harbor District for 15 years. He has volunteered regu-
larly with the Lee-Davis High School Band Boosters at bingo fundraisers, has served as a coach for youth basketball and soccer teams in Hanover, and raises money for the Leukemia and Lymphoma Society in memory of his mother by training for and running marathons. Special recycling event to be held on April 20 at Verdi Lane center HANOVER -- During a special recycling event that will be held from 8 a.m. to 2 p.m. on Saturday, April 20, at the Mechanicsville Trash and Recycling Center, Hanover County residents can bring household hazardous waste for free recycling and personal information or documents to be shredded. For liquids, aerosols and
solids which are classified as household hazardous wastes, there will be no charge but a 5-gallon limit. These are based on container size. Examples of materials accepted include oil-based paints, flammables, organic liquids, aerosols, oxidizers pesticides, herbicides and corrosive liquids and solids including: pool, hot tub and spa chemicals, household cleaners,
muriatic acid, acetic acid, drain openers, oven cleaners, grease and rust removers, glues, mold and mildew removers, art and hobby supplies and photographic chemicals. Mercury thermometers and switches also will be accepted. No batteries, tube fluorescent light bulbs, explosives or radioactive materials will be accepted. Up to four boxes (10” by
12” by 18”) of documents also will be accepted for shredding. This event is for Hanover County residents only (ID required). No businesses will be permitted. Spagna suggested removing $500 from the proposed council member raises to fund the program. In other matters, council designated April as Donate Life Month in an effort to encourage and educate citizens regarding organ donation. The designation hits close to home for one council member who knows the importance of organ donation and how it can change lives,
first-hand. “Nineteen years ago, I donated a kidney to a colleague,” Spagna said. “Because of that donation, Russell was able to see his children graduate from high school.” Spagna emphasized the need for donors and said the bumper sticker currently on his car sums it up best. “Don’t take your organs to heaven because heaven knows we need them here.” There are currently 116,000 men women and children in America awaiting an organ donation. Farrar said citizen input regarding the budget is still being accepted and considered, but the longer the process goes the harder it is to make changes.

Pitchers’ platoon leads Hanover to victory By Dave Lawrence Sports Editor MECHANICSVILLE – Game-wise, Hanover had no need to deploy four pitchers against visiting Fredericksburg Christian Thursday afternoon. But Hawk head baseball coach Tyler Kane needed to get some work for his hurlers – who are expected to be quite busy this week – so he did just that, sending out a platoon of four pitchers to hold the Eagles to three hits in a 5-0 shutout of the visitors. Cole Wallace started for Hanover, giving up just three hits and striking out three in three innings of work and earning the win. Eric Anderson pitched the fourth and fifth innings, allowing just one hit with four strikeouts, while Chase Hustead and Colby Hutnan pitched an inning each. Hustead’s outing was the most efficient, taking just seven pitches to get three outs. Kane said this year’s Hawks have a lot of familiar, though not necessarily experienced, faces. “It’s an old group,” he said. “While there’s a lot of new faces in the lineup, these guys have been around the program for four years for the most part, so That philosophy played we’re excited. during the tournament. They exploded offensively for an 18-7 win over Caroline in the opener, then held a talented St. Christopher’s batting order to just three hits in the semifinal victory. Lee-Davis scored both of its
runs in the second inning as Caden Plummer singled deep in the hole at shortstop, moving to second on a sacrifice from Noah Smith. Nik Talley’s single to right scored Plummer, then Lee-Davis executed a double steal. When the Saints’ throw to third base sailed into left field, Talley scored what proved to be the game-winning run. St. Christopher’s answered with a run in the fourth, but the unassisted Strattman double play left two Saints aboard. Sorokowski allowed a walk in the fifth, a single in the sixth, then sent the Saints down in order in the seventh to earn the save, and the win for Stanley. Carter Trice and Cole Jenkins each doubled for Lee-Davis. Coming out of Spring Break, Lee-Davis sees the schedule send them on the road for six out of seven games. For a young team, one may think this to be a disadvantage. Johnson sees it as an opportunity. “Honestly, I like playing on the road,” Johnson noted. “The guys like it. It doesn’t take out a lot of pressure, but it is calming going out on the road. We don’t have as much to do (in field preparation). It doesn’t seem like a lot, but we’ll go on the road and play our game. We’re excited.” Lee-Davis, already 4-1 away from Mechanicsville this season, heads to Ashland Friday to battle Patrick Henry. “We had some timely hits, and we ran the bases pretty well,” Kane said. “We were aggressive going to second base and we were fortunate enough to score a few runs early. That’s what we’re all about. We’re trying to set the tone early to put ourselves in a good position throughout the rest of the
game.” The Hawks added two runs in the fifth inning. Lipscombe opened the Hanover fifth by getting hit by a pitch and stole second. One out later, Doggett was hit by a pitch as well. Hutnan singled in Lipscombe and advanced Doggett to second, but Goleski then hit into

By Rob Witham For the Mechanicsville Local GLEN ALLEN – In the fourth inning of Tuesday’s semifinal game with St. Christopher’s at the Deep Run Spring Break Baseball Classic, Lee-Davis faced a bases-loaded situation against the Saints with only one and a 2-1 lead. Junior Connor Sorokowski took the mound in relief of starter Jake Stanley. Griffin O’Ferrall lined a pitch towards first base. Jalen Strattman flashed his glove, snaring the ball in the air, then dove towards first base to double up the Saints baserunner. The inning was over, as was St. Christopher’s final threat, as the Confederates prevailed to advance to the championship. Little more than 24 hours later, Lee-Davis would look up at the scoreboard and see a “5” in the error column. Defense, and pitching, which led the team to the title game, gave away too much to a veteran Benedictine squad which scored five runs in the first inning and cruised to a 10-0, five-inning win for the Deep Run title. The defeat placed the Confederates at 6-2, not a bad position for a team that has relied a youth infusion this season. “I told our guys they’re really good. They’re even a lot better when you give them opportunities,” Lee-Davis head coach Tyler Johnson said after the Wednesday defeat by the 14-0 Cadets. “They didn’t have to earn a lot. Northam proclaims April as Highway Safety Month Contributed Report news@mechlocal.com RUCKERSVILLE – Gov. Ralph Northam recently proclaimed April as Highway Safety Month in the Commonwealth of Virginia. While the total number of crash deaths in Virginia was down in 2018, pedestrian fatalities in the Commonwealth were at a 10-year high. Northam is calling attention to the rise in pedestrian casualties in the Commonwealth and nationwide to elevate awareness of dangerous behaviors and help save lives. In 2018, 123 pedestrians were killed in crashes in Virginia, a nearly 62% increase over the number of deaths (76) reported 10 years ago in 2008. “I am encouraged that, overall, crash deaths are down in the Commonwealth, but we still have a lot of work to do, particularly when it comes to reducing pedestrian fatalities,” Northam said. “Whether crossing the street or
behind the wheel, each of us has a responsibility to engage in behavior that will make our roads safer for everyone. Highway Safety Month is a tremendous opportunity to bring a renewed focus to our efforts to save lives and move closer to our goal of achieving zero deaths on Virginia’s roadways.” Speaking at an event at the Insurance Institute for Highway Safety Vehicle Research Center (IIHS) in Ruckersville, the Governor called upon members of his Executive Leadership Team on Highway Safety to help elevate the importance of pedestrian safety. As pedestrians, we can make a concerted effort to use crosswalks when available and focus on our walk rather than our phone. It’s also good advice to lock eyes with a driver before you cross the street. Just because you see someone, doesn’t mean they see you.” The average number of pedestrian fatalities over the past 10 years was 93 deaths per year, although half of the years in this time frame reported fatality numbers in the 70s. in 2016 and, tragically, have remained at a higher-than-average rate each year since,” said Secretary of Transportation Shannon Valentine. “But, as the families and friends who have lost loved ones know far too well, one death is too many.” Throughout the month, the Governor’s Executive Leadership Team on Highway Safety will launch a variety of campaigns, both as a group and as individual agencies, on important issues such as Work Zone Awareness, Toward Zero Deaths and distracted driving.
