Together, the partnership will help grow Covenant Woods’ already thriving Farm-to-Table program to new heights. Professional soil testing to determine the best fruits and vegetables to plant has already taken place, with an exciting demonstration coming to the Covenant Woods campus in the near future. On May 15, students and professionals from the VSU program went to the Covenant Woods campus for a unique and beneficial demonstration. Specialized equipment, not normally available to non-professional farmers, was brought in to build planting mounds in the Farm-to-Table garden, including installation

The partnership will allow Covenant Woods to expand its offerings from its Farmto-Table Program by offering new fruits and vegetables in both greater quantity and higher quality. Michael Scheff, Covenant Woods director of Dining, said, “It’s an amazing opportunity for Covenant Woods to partner with VSU so we can serve the freshest possible produce to our residents. This is a true Farm-to-Table program, our 8,000-square-foot farm is located 500 yards from our tables, is managed by a professional Master Gardner, and products are harvested daily by our staff.” Covenant Woods is a continuing care retirement community located in Mechanicsville. ECHANICSVILLE — Nearly 19 million households across the United States are spending at least half of their income on a place to live, often forgoing basic necessities such as food and health care to make ends meet. In Hanover County, an individual working minimum wage would need to work 111 hours to be able to afford a two-bedroom apartment with a fair market rent of over $1,000. The stability that housing should bring continues to remain out of reach for many people. Hanover Habitat for Humanity recently joined Habitat organizations across the country to launch a new national advocacy campaign aimed at improving home affordability for 10 million people in the U.S. over the next five years. Marking significant growth in Habitat’s commitment to ensuring that everyone has a safe and decent place to call home, the Cost of Home campaign seeks to identify and improve policies and systems through coordinated advocacy efforts at the local, state and federal levels. Cost of Home focuses on improving housing affordability across the housing
continuum in four specific policy areas: increasing supply and preservation of affordable homes, equitably increasing access to credit, optimizing land use for affordable homes, and ensuring access to and development of communities of opportunity.

Rules of the road: Common sense should prevail By Melody Kinser Managing Editor
D
oes a logical reaction have to be enacted into law to become a part of our driving etiquette? Some motorists don’t seem to think they’re supposed to yield when entering the interstate from a ramp or even consider that caution light as they zip through what became a red light. And then there are those who have the mobile phone leaning on their shoulder. I want to scream (but I’ve been working on my temperament for years and -- slowly but surely -- am making progress). No, I not a road rage type driver, but I the hillbilly can rise to the surface sometimes. This is particularly unsettling to my mother when she’s in the vehicle. OK, I’ll confess: More often than not, I’m the one who will stop traffic to allow those drivers delayed at some intersections without
lights to proceed into traffic. And I always give school buses the goahead to enter the roadway. A few months ago, I wrote about the Move Over Law in Virginia. I have been questioned about using the word required in referring to how motorists should respond when they encounter such a highway situation. To clarify, I’ll share what Section 46.2921.1 of the Code of Virginia (http://www.vsp. virginia.gov/SlowDownMoveOver_VAcode. shtm) states: § 46.2-921.1. Drivers to yield right-of-way or reduce speed when approaching stationary emergency vehicles on highways; penalties. A. The driver of any motor vehicle, upon approaching a stationary vehicle that is displaying a flashing, blinking, or alternating blue, red, or amber light or lights as provided in § 46.2-1022, 46.2-1023, or 46.2-1024 or subdivision A 1 or A 2 of § 46.2-1025 shall (i) on a highway having at least four lanes, at least two
of which are intended for traffic proceeding as the approaching vehicle, proceed with caution and, if reasonable, with due regard for safety and traffic conditions, yield the right-of-way by making a lane change into a lane not adjacent to the stationary vehicle or (ii) if changing lanes would be unreasonable or unsafe, proceed with due caution and maintain a safe speed for highway conditions. B. A violation of any provision of this section shall be punishable as a traffic infraction, except that a second or subsequent violation of any provision of this section, when such violation involved a vehicle with flashing, blinking, or alternating blue or red lights, shall be punishable as a Class 1 misdemeanor. C. If the violation resulted in damage to property of another person, the court may, in addition, order the suspension of the driver’s privilege to operate a motor vehicle for not more than one year. If the violation resulted in injury to another person, the court may, in
addition to any other penalty imposed, order the suspension of the driver’s privilege to operate a motor vehicle for not more than two years. If the violation resulted in the death of another person, the court may, in addition to any other penalty imposed, order the suspension of the driver’s privilege to operate a motor vehicle for two years. D. The provisions of this section shall not apply in highway work zones as defined in § 46.2-878.1. (2002, cc. 163, 341; 2008, c. 818; 2010, c. 289.) That being said, I’m going to continue to move over any time I see a vehicle in distress or a law enforcement officer alongside the road doing his/her job to assist or protect other motorists. Required or not, being mindful of those beside the highway merit our caution and decision to simply move over.

The route was dotted with small hamlets, all of them formed along a railroad line that ran from Norfolk to Petersburg. We stopped along the way to purchase peanuts, and get fried chicken and ham biscuits at the Virginia Diner when it was little more than a restored railroad car. I never pondered the origins of the names along the way: Ivor, Waverly, Windsor, Cortland, and Disputanta. I paid none of it any mind until a lazy summer afternoon at my grandmother’s house in Maryland. I was always convinced that Miss Lilly could do anything, and I often observed her performing tasks you would normally associate with a male. It is the responsibility of the homeowner to regularly test water quality, maintain the water system, and address any problems. Affordable, confidential water testing and education will be offered through Virginia Cooperative Extension offices in Hanover County. Pick up your kits at 6:30 p.m. on Wednesday, June 26, at the Doswell Ruritan Club at 16433 Washington Highway in Doswell, and plan to drop off your samples from 7 to 10 a.m. on June 27 at the Hanover Virginia Cooperative Metro Creative Graphics Extension Office at 13015 Taylor Complex Lane in Ashland. Participation is voluntary and confidential. Water samples collected by participating homeowners will be analyzed for 14 parameters,
including bacteria, metals, nitrate and hardness at a cost of $55. Results and water system care and maintenance information will be shared at an information meeting. All information is kept strictly confidential and results are reported only to the homeowner. Seconds later, the large Webster’s Dictionary was strategically launched from her chair so the trajectory just missed me, cleared a set of double of doors, and missed Dudley’s head by only inches. That ended the episode, and Dudley again displayed a safe sense of timing in knowing when the bear had been adequately poked. I thought about the incident each time for decades when passing through Disputanta and I always notice the tiny sign that denotes another depot stop on the railroad that runs adjacent to Route 460. I recently learned that my grandmother’s dispute with Dudley was not the first time relatives had argued about the site. In fact, the very name of the depot town evolved from an argument from the man who designed and built the railroad and his wife.

General William Mahone was a well known decorated Confederate general and influential figure in Central Virginia history, and Route 460 east from Petersburg to Suffolk is now officially known as the General Mahone Highway. Once the line from Norfolk was completed, Mahone and his wife boarded a train to take an inaugural ride with a specific mission in mind. The pair would name the depot towns along the way as they travelled toward Petersburg. Legend has it that Mrs. Mahone was an avid reader of English literature with a devotion to the works of Sir Walter Scott. The influence is clearly evident in the names chosen for the then non-existent stops on the route. Exhausted, the couple reached the final stop at Disputanta and could not agree on a name, hence the oddly spelled version that has probably caused more arguments than the one I witnessed. And General Mahone and his wife provided one more tidbit of history available to those willing to take a closer look: and those anxious to argue about the spelling.

Chalin MacLaurin Fairly graduated from the United States Naval Academy on May 24 with a Bachelor of Science Degree in Quantitative Economics and a commission as a U.S. Navy Ensign. He will soon begin flight school in Pensacola, Florida, as a student Naval Aviator in pursuit of becoming a Navy Pilot. Chalin, the son of Keith and Teresa Fairly of Center Cross, the grandson of John and Jane Dawson of Callao and the late Dr. John and Elizabeth Fairly of Richmond, grew up in Mechanicsville, where he attended Atlee High School. During his time at the Naval Academy, he served as president of Young Life College. He also was a member of the Club Lacrosse team that recently went undefeated and claimed the 2019 National Club Lacrosse League Championship title. In the fall 2018 semester, Chalin served the Brigade of Midshipmen as the 5th
Mexico. Chalin also enjoyed spending his leave on ski trips with friends and family. Founded in 1845, the U.S. Naval Academy today is a prestigious four-year service academy that prepares midshipmen morally, mentally, and physically to be professional officers in the naval service. More than 4,400 men and women representing every state in the U.S. and several foreign countries make up the student body, known as the Brigade of Midshipmen. The midshipmen study subjects such as leadership, ethics, small arms, drill, seamanship and navigation, tactics, naval engineering and weapons, and military law to prepare for their commissioning into the U.S. Navy or U.S. Marine Corps. His parents added this comment: “Please keep Ensign Fairly and his 2019 classmates, current military members, and veterans in your thoughts and prayers. Fair Winds and Following Seas.�

For some time, I imagine you have counted the days, weeks, or perhaps even months until the moment you will experience very shortly. Now, you can countdown the time until you reach the culmination of your high school career in mere minutes. As is the case when one nears any noteworthy milestone, it is typical to reflect upon the many accomplishments, as well as obstacles that you have faced along the way. Perhaps your mind has drifted back to when you met your best friend, a favorite memory from homecoming, the nervousness of your first exam, or maybe even further back to lunchtime conversations in middle school, or even stepping onto the bus for the first time in kindergarten. That date was Aug, 31, and, with the author’s permission, I will read a portion of this email to you: Good morning Dr. Gill, My name is Gini Bonnell, I live in Richmond, Virginia, and since the beginning of the year I have been hand-making and giving away “Be Kind� signs and to date have delivered over 850 signs all across the country. And I am so pleased to report that there are signs up in 239 schools in Virginia! I just watched the HCPS video and saw one of my signs in it! I currently have signs in 13 schools in Hanover County plus I have supplied your bus drivers with signs to go on the school buses starting next week (photos attached). Wow! This was and remains such a simple

Ms. Bonnell generously offered to donate additional signs for the remainder of our schools, and as I hope many of you have noticed, we graciously accepted. Each sign has an accompanying note from Gini that reads, “I started making the ‘Be Kind’ signs as a way to cope with all the negativity and polarizing messages that exist today. What began as a simple sign in my front yard has spread across the country.� Signs are now on display in schools, businesses, as well as in the front yards of friends and strangers as a way to remind people to simply be kind. The movement has taken off in ways I’m sure she could not have imagined and, in fact, now her signs can be found literally all over the globe. Her two-word message does indeed seem in stark contrast to the divisive times in which we live. Solar power plan OK’d by school board; Gill gets new contract By Jim Ridolphi for The Mechanicsville Local ASHLAND -- Hanover School Board members unanimously approved a contract with Sun Tribe Solar to install solar panels at eight county campuses at last week’s regular meeting. Utilizing a variety of ground-based and roofmounted panels, the 20-year contract with two five-year extensions is projected to save Hanover County Public Schools more than $10 million during that period. The ground-based campuses include Kersey Creek and Pearson’s Corner elementary schools; The Georgetown School; and Hanover Center for Trades and Technology. Roof-mounted units are planned for Hanover High School, Oak Knoll Middle School, and Laurel Meadow, and Cool Spring elementary

schools. The power purchase agreement allows county school officials to lock in electricity rates at .0876 cents per kilowatt hour for the life of the contract.
“That rate is maintained for the entire 30 years. That is about 17 percent less than what we are paying today,” Terry Stone, assistant superintendent of Business & Operations, said.
Studies indicated electricity rates increase by about 3% annually. The schools will purchase their power from Sun Tribe, and extra-generated power
will be sold to Dominion by Sun Tribe. The company approached school system officials in March with a plan to install the systems at five campuses, but at the request of the school board and administration, expanded that proposal to include eight total campuses. Stone and other administration officials worked with Sun Tribe to establish the contract presented at the Tuesday, June 4, meeting. Each school requires a separate agreement. John Axselle, Beaverdam District representative on the HCSB, asked about the termination fee for early withdrawal from the contract. Stone said the projected savings would decrease with early termination, but still result in cumulative savings. Sun Tribe will own and operate the systems, and it is

For example, if the county decided to withdraw after 20 years in a 30-year contract, the savings would be reduced and termination fees could exceed $3 million. The company also is responsible for obtaining, planning, and zoning approval. If for some reason, those
approvals cannot be obtained, the county is released from the contract. Stone said initial discussions with Planning Director David Maloney indicate Conditional Use Permits would be required for groundmounted projects. Norman Sulser, Cold Harbor District school board member, asked if the Hanover County Board of Supervisors had expressed an opinion on this proposal. Stone said Wayne Hazzard, South Anna District, HCBOS, reviewed the documents and Canova Peterson, HCBOS chairman and Mechanicsville District representative, also requested more information regarding the project. Bob Hundley, chairman and Chickahominy District on the HCSB, pointed out that a number of supervisors attended a presentation by Sun Tribe at a Joint Education Committee meeting. “If I understand right, we are saving the taxpayers of Hanover County $10.2 million over 30 years,” Sulser said. Seth Herman of Sun Tribe Solar said his firm is the only provider that offers full service, including planning design, construction, and maintenance. He told board members Sun Tribe is actually contracted by other providers to construct their projects, one of them currently taking place at Huguenot High School. Stone said the company had won all but one of the RFPs (Request For Proposal) for similar projects in the Commonwealth. In other matters, in order to conform to federal regulations, lunch prices in Hanover County will increase next year. Elementary school lunches
will increase 5 cents to $2.95, while middle school prices will increase from $2.90 to $3. High school lunches will see a 10 cents increase from $3 to $3.10. Adult lunch prices will be
set at $3.75, an increase of 20 cents. Finally, next month’s school board meeting will occur on the first Tuesday of the month as opposed to the regular sec-
ond Tuesday scheduling. The meeting begins at 7 p.m. on July 2. The board is scheduled to reorganize and elect new officers at that meeting.

As an accredited member of Main Street America and the Virginia Main Street program since 2013, Downtown Ashland Association works in partnership with the Town of Ashland to revitalize Ashland’s historic downtown to

Running at-large laws apply through end of month for dogs anywhere in the county HANOVER -- Every year, from April 1 through June 30, it is unlawful for dogs anywhere in Hanover County to be running off their property without being leashed. The county’s “leash law” applies throughout the year in the suburban area. Between April 1 and June 30, it is extended to the rural areas as well because the births of vulnerable livestock, such as baby lambs and calves, tend to take place during this period. Wildlife activity and rabies cases also generally increase in the April 1-June 30
time frame. Any dogs caught running off their owner’s property will be impounded. Impoundment fees are $25 for the first violation and an additional $10 for each subsequent violation within a 12-month period including a $5 per day boarding fee. Violations also can result in uniform summons or a written warning being issued. Each instance of a dog belonging to a particular owner running at-large is a separate violation, and an additional penalty will apply regardless of whether or not the same dog is involved.

Post 175 gets off to ragged start in opener By Dave Lawrence Sports Editor MECHANICSVILLE – The first week of any American Legion baseball season is fraught with challenges: rosters thrown together at the last minute, limited practice time, and the annual migration of just-graduated high school seniors from the hinterlands to the beach. So, when the season starts, play can be a bit ragged as the teams begin to congeal. Sunday night, in both teams’ 2019 season opener at Hanover High School, Powhatan Post 201 and Mechanicsville Post 175 showed signs of such raggedness, but Post 201 wore it better, jumping to an early lead and holding off Mechanicsville in later innings for a 6-4 win. Both teams were working to control pitching, and both teams had to employ a number of pitchers over the course of the seven-inning game. Powhatan deployed three, with starter Tommy Preston getting the win, and Mechanicsville sent four to the mound. With a severely beachdepleted roster, Post 175 head coach Ken Schrad was busy improvising. “We were down six guys today, so we were out there patching things together and trying to roll things and don’t really give our pitchers enough time to warm up like they

should because they’re coming off of position play,” said Post 175 head coach Ken Schrad. “Frankly, we gave them the game. I think we committed four errors at least. I think two of the runs scored on either

passed balls or wild pitches. … It’s the first time a lot of these kids have played together. I think we returned four or five from last year’s team.” Post 201 did not lose as many seniors to the beach, but
head coach Eric Mead likewise had little team to get his team together, with his roster finalized at 5 p.m. the day before. “We’re starting a lot of underclassmen on this team,” Mead said. “This past spring, a
lot of these guys were just getting their feet wet with respect to varsity baseball. … I told them at the beginning of the game that all the young ones had to play big today. They did a good job.”
Powhatan’s win broke a seven-game run of losses to Mechanicsville. “This was a good game, to come out here on this first game and get a win against 175 – that’s a good baseball program,” Mead said. Mechanicsville mistakes proved costly. Post 201 recorded only two RBI. Powhatan got much of its run production from the bottom of its batting order: second baseman Stone Talley went 3-of-4 for two runs scored. Third baseman Connor Woodel was 2-of-2 with a walk, a run and one of the team’s RBIs. Post 201 tagged Post 175 starter Landon Smith for four runs – only two earned – in the first two innings. By the bottom of the second, however, Mechanicsville started a comeback, closing to within 5-4 after four innings, two off Post 201 starter Tommy Preston in three innings, and two off of reliever Chase Gayness in the fourth. Mechanicsville catcher Hunter Beck was responsible for half of the team’s runs, going 3-of-3 with a walk and two RBI. But Powhatan reliever Alex Kyle came in in the fifth inning and kept Post 175 from getting home – though Mechanicsville threatened to score several times – to preserve the Post 201 win. All the cheers for Morgan, who raced only in the 25 freestyle last summer, was for completing the race, and conquering a new task. And, when it comes to opening night for Milestone, and every GRAL team, writing new chapters, and growing as a swimmer, whether it be Morgan or a veteran like Jones, is what it’s all about. Milestone continues their season Wednesday night when the Makos hit the road to face Mechanicsville at 6 p.m.
By Rob Witham For the Mechanicsville Local MECHANICSVILLE – Wyatt Jones, frankly, wouldn’t quite know how to plan his summer vacation if it didn’t include copious time spent at the Milestone swimming pool. “I’ve been swimming here since I was 5 or 6,” Jones explained following one of his four victories in Milestone’s win over Goochland YMCA in the Makos’ 2019 Greater Richmond Aquatic League opener Wednesday night. “I don’t do much else during the summer, so why not?” Jones, one of six quadruple winners for Milestone, had just completed the 15-18 boys 100meter breaststroke in a new best time of 1:22.81. After just a couple of questions, he was headed back to the check-in tent, the 50 butterfly quickly approaching. Jones won that in 30.34, a half-second off his personal best. While Jones knows the ropes when it comes to GRAL events, for some of the younger Makos, while returning, they’re still building their own summer swimming tradition. But, overall, Milestone returns a lot of competitors this season, which excites assistant coach Alli Pryor. “The first meet is usually a little chaotic as we’re trying to get into the swing of things as school is ending,” Pryor explained. “I couldn’t have asked much more, especially our 8-and-unders. I started tearing up a little bit, because some did the backstroke for the first time, some were in a new age group. I am pleased with all of our swimmers.” Joining Jones as four-time victors were Noah Brant, Chase Dudley, Emory Sproull, Emily Stevens and Jenna Stevens. Triple winners for the Makos

kindness? How does kindness relate to the diploma that will soon rest in your hands? During the entirety of this school year, a dedicated group of educators pondered similar questions and built upon work that began last year to create a guiding document entitled, Profile of a Hanover Graduate. Their goal was to define specifically what your diploma represents. It, of course, symbolizes the passing of various tests and thousands of hours of school attendance, but we wanted to go f u r ther by explicitly stating the GILL knowledge, skills, and abilities that you, as graduates, will possess when you embark on your post-secondary plans. In short, we want that piece of paper that you have worked so hard for to hold significant meaning. We want to say to the world that a Hanover County graduate is life-ready! The document has four overarching domains: 1. Empowered Learner 2. Globally Engaged
Communicator 3. Resilient Individual 4. Responsible Citizen Each of these domains includes a series of grade-levelappropriate “I can” statements, such as: “I can connect, assess, and extract relevant information,” in the empowered learner domain, or “I can use positive coping strategies to address life stressors,” in the resilient individual domain. The totality of these statements embodies the commitment we are making to go beyond the basic curriculum to ensure the relevance of your education. Again, however, it is fair to ask, “Where does kindness fit into the domains that we now outwardly say will ensure a successful Hanover County graduate?” The answer, quite simply, is all of them. You see, the knowledge that you have gleaned since kindergarten will empower you to make a greater impact in the world. However, when kindness and knowledge act in unison, you will make a more meaningful impact. To look at it through Roosevelt’s lens, it allows your “where you are” in life not to simply be a physical place, but rather the potential that you have for influencing those around you. Similarly, your “what you have” refers not to physical possessions, but the wisdom that you have to impart. The work you
have done that led you here today, your profile as a graduate if you will, is strong and will forever change your impact potential. As the old saying goes though, it’s not what you say, it’s how you say it. Or, perhaps more accurately, it’s not what you do, it’s how you do it. Too often, there are those who have good intentions but mistakenly believe that acts of kindness may compromise their stature or even make others question their beliefs when they show kindness to those who may be somehow different from themselves. Do not be fearful of doing what is right. I believe that those who are most secure and grounded in their own beliefs are the most willing to be kind to those who have different perspectives than their own. Similarly, living a life of kindness does not somehow prohibit one from acknowledging the very human emotions of anger, hurt, or loneliness. Unfortunately, you will continue to experience every one of those emotions, and many more, during your life. However, kindness is the strength to persevere in a way that makes a positive impact on others, even when we are hurting inside ourselves. And, by doing good for others, we often experience cathartic healing. In her book, A Passion for Kindness, Hanover County teacher Tamara Letter dis-
cusses her kindness journey, as well as how tragedy and heartache brought her to a crossroads in her life. She could have remained mired in the hurt, lashed out at the world, or taken a different path. Fortunately, she chose the latter. As she explains in her own words, “That’s the beauty of kindness; it doesn’t have boundaries. It isn’t limited to race, religion, gender or location. It can be small. It can be grandiose. It’s a characteristic of the soul, a universal language of the heart. It’s a mindset you either embrace, or you don’t. It’s a choice.” You do indeed have a choice, graduates, and I implore you today and every day that follows to choose wisely. You don’t need to undergo a ceremony, make a public profession, or post on Instagram or Snapchat in order to begin. As Mrs. Letter explains later in her book, “Kindness is being the best version of you every chance you get.” That’s it—nothing secret or out of the ordinary. The best version of you is more than adequate to make a tremendous impact in this life. Your profile as a graduate is strong. You now have tremendous powers. Use your powers for good! Congratulations Class of 2019, I could not be more proud of you. The world awaits your impact. Go, and make it a kinder place.

Linwood was born and raised in Hanover County and Betty was raised in California and moved to Richmond at 16 years of age. Linwood is retired from Hanover County where he worked for several years as a plumbing inspector. Betty is retired from Nations Bank. She was employed as a bank teller for several years. They brought four children into this world. They have nine grandchildren and nine great-grandchildren.
