John Axselle was reappointed to the Beaverdam AXSELLE District seat and George Sutton was tapped to man the Henry District seat at last Wednesday’s Hanover County Board of Supervisors meeting. Both nominations were approved

by unanimous votes. Former Henry District school board representative Marla Coleman had expressed a desire to continue her service on the board at a public hearing where nominations were accepted last month. Coleman, a career educator and administrator, did not attend the meeting and but did reply to requests for SUTTON a statement. “I was not reappointed to the Hanover County School Board for a second term,” Coleman said in an emailed statement. “As you can imagine, there are lots of

questions regarding my reaction to being denied reappointment. I certainly can confirm that I am disappointed,” she added. Cooper and Unterbrink get scholarships from SWCD Contributed Report news@mechlocal.com ANOVER -Lindsay Cooper and Guinevere Unterbrink are the 2019 recipients of $5,000 scholarships awarded by the Hanover-Caroline Soil and Water Conservation District. The District annually awards a $5,000 college scholarship to a high school senior in each of the counties of Hanover and Caroline. Applicants must indicate they have chosen to pursue academic studies in conservation, agricultural or environmental fields. Cooper, a Hanover resident, graduated from Patrick Henry High School. She was a member of Beta Club, National Honor Society and Science National Honor Society. She also played varsity softball and volleyball among other extracurricular activities. For her Girl Scout Gold Project, she worked with the Tidewater Oyster Gardener Association in oyster shell reclamation for rebuilding oyster reefs.

(Editor’s note: R.E. “Trip” Chalkley III, commonwealth’s attorney for Hanover County, submitted the following information about laws that went into effect on Monday.) As always, July 1, 2019, will see new laws and amendments to existing statutes take effect in the Commonwealth. The following is a summary of those new statutes and amendments to existing laws that I feel are of interest to my fellow Hanoverians. Should the reader have any questions about the laws noted herein or any statute not mentioned, please contact me at 365-6186. The definition of “adequate shelter” for certain animals was amended to require the provision of shelter that, during hot weather, is shaded and does not readily conduct heat and, during cold weather, has a windbreak at its entrance and provides sufficient bedding material. It is now required that in order to meet the mandate that an animal be given adequate space, a tether must be at least three (3) times the length of the animal or ten (10) feet in length, whichever is greater and not cause injury or pain, not weigh more than one-tenth of the animal’s body weight, or have weights or heavy objects attached to it. Agricultural animals are exempted. An amendment provides that any person who tortures, willfully inflicts inhumane injury or pain not connected with bona fide scientific or medical experimentation, or cruelly and unnecessarily beats, maims, or mutilates any dog or cat that is a companion animal, whether belonging to him or another, and as a direct result causes serious bodily injury to such animal, is guilty of a Class 6 felony (up to 5 years in prison or up to 12 months in jail and/or a $1,000 fine). A’s for the year were impressive, but, knowing the real story behind the final grades, I couldn’t help but ponder the amount of work and effort it required for Jack to achieve these results. It also supplied me with an overwhelming sense of pride as I noted the look of accomplishment on his face as he presented the grades. Hours later as I noticed the report card laying on the table, I reflected on a year that had its share of victories accompanied by a unique set of challenges, and how Jack had continued

to fight what some would call insurmountable odds to achieve perfection. Father’s Day also was special because it was Jack’s first day back from MDA camp in Wakefield, a gathering of kids from across the Commonwealth who suffer from Muscular Dystropphy and other muscular diseases. It’s a special week that allows this group of special kids to enjoy a week without stares or judgmental comments, or the cruelties that life presents see HOPING, pg. 7

Will re-election mean president totally in charge? Good news for Trump Country residents, your man’s a shoo-in for 2020. According to Trump, a poll he recently did shows him ahead by 97.6%. He said the poll included 536 million U.S. citizens and, according to Sean Hannity at Fox News, this is the largest pre-election lead in the last 7,500 years. Lindsay Graham thinks it may go back as far as the dinosaur era and Rudy Guiliani said he can’t remember much beyond 1900 B.C. Overwhelmed with this new development, the Democrats are throwing in the towel after being promised jobs as acting Republicans. This move has prompted a name change from Trump White House to Trump Studios due to most -- if not all -- employees and politicians being placed in acting positions. Not too sure what these changes might do to our Pledge of Allegiance. Good chance it could end up as “One Nation Run Entirely by the President” and that will definitely affect our “with liberty and justice for all”. Ted Mentz Old Church

Kathryn Francis Hodge, the daughter of Bob and Latrelle Francis, has retired from the Roanoke City Fire-EMS Department in Roanoke. She served the city as a firefighter and EMT for 21 years. Hodge is a 1988 graduate of LeeDavis High School and played for the softball team for three years. She is married to Ricky Hodge and has two children, Jackson, 16, and Grayce, 14, Edwards. Hodge is working part-time with the Carilion Clinic as an EMT. Her parents said, “We are proud of her accomplishments and service to the citizens of Roanoke, Virginia.”

It evokes mixed emotions for parents and families who trust the well-being of children who require constant care to a dedicated group of volunteers and specialists that operate the camp. For me, it’s a difficult week because being away from Jack for any amount of time makes me sad and I eagerly await his return each year. But, it was this particular year that made me more aware of the magnitude of Jack’s importance to his family, and how, even when he’s away, he’s always with us. Sometimes, it’s easy to overlook the influence of a child on our everyday lives, but, in Jack’s case, the impact is easy to understand.

With certain exceptions, any person holding a handheld personal communications device in his hand while driving in a highway work zone is subject to a mandatory $250.00 fine. A private or religious school is now allowed to employ a school security officer and to authorize said officer to carry a firearm in the performance of his duties. The criteria for carrying a firearm are the same for a school security officer employed by a local school board. Again, I emphasize the above is only a summary of certain legislation enacted by the General Assembly. Through his courageous journey to combat a cruel and heartless killer called Duchenne, Jack leads by example and has instilled a sense of tenacity in the people he loves. Anyone around or touched by Jack quickly realizes the importance of a moment, or a day, and learns to treasure each as if it were a lifetime. Even when he’s away, he’s always with us. On the days when tasks seem impossible and the challenges of the day seem overwhelming, he’s not far from our thoughts as we realize our complaints seem petty in the face of the enormous daily struggles confronting him. At times when our best effort is elusive, it’s the thought of Jack and his dedication to doing a job well and completing a task that motivates us to achieve our successes.

And on those nights when the surmounting reality of Jack’s disease and its gloomy prognosis will not allow me to find peace and the only remedy is an uncontrolled cry, he’s there with me forcing me to look forward instead of down. I thought of all of this as Father’s Day 2019 came to a close, as Jack and I talked about his experience at camp. He asked questions about other kids with Duchenne, friends of his who had deteriorated in their abilities since he had last seen them. I was silent as I saw him ponder a future that is uncertain in some ways and painfully certain in others, somehow seeing what lies ahead for him in his friends. “They’ll come up with something soon, won’t they, Dad?” he asked, referring to a long list of treatments that

He was preceded in death by his parents, Thomas and Marcella Brazier; and siblings, Thomas Jr., Nancy, Eugene and Kathleen. Both candidates have for weeks claimed they are the rightful nominee according to two separate nominating contests — a May 4 convention attended mostly by Wyatt supporters and a June 1 firehouse

appointments, but said this recent process left an indelible impression Stanley said he met with nominee Scott Bray and was impressed with his compassion and dedication. “I’ve never had a meeting with anyone that I cared more about,� Stanley said. Although Stanley opted for Axselle to begin his seventh term on the board, he assured his fellow board members that Bray’s talents would not go unnoticed. “Mr. Bray was not the person I selected to be the school board person, but just watch here in the next couple of weeks and Mr. Bray will be appointed to something in the county because he’s a good person who needs to be part of our government,� Stanley said. Axselle begins his seventh term on the board with 24 years of service, but said he is constantly reinvigorated working with Hanover County students and its school system. He said one of his goals is to maintain Hanover County Public Schools’ excellent reputation in an ever-changing educational arena. “We are constantly trying to make sure that our kids have a good solid base that is wellrounded and will prepare them for whatever the job market is,� Axselle said. “It’s an honor to be reappointed,� he said. “Whenever we interface with these kids, it makes you realize what you do and the importance of making a difference in these kids’ lives,� Axselle said. “It makes it all worth it.� primary in which Peace prevailed. Six Hanover seniors graduate from Bon Secours program Contributed Report news@mechlocal.com MECHANICSVILLE -- Bon Secours recently recognized six Hanover County high school seniors with intellectual and/or developmental disabilities at Bon Secours Memorial Regional Medical Center in Mechanicsville for their completion of Project SEARCH, a national schoolto-work program. Project SEARCH provides hands-on training to students with disabilities through internships at health care facilities and other businesses, with a goal of employment upon completion. Bon Secours operates four Project SEARCH sites across the state; three in the Richmond area and one in Portsmouth.

The three Richmond sites are in partnership with local public education systems, VCU Rehabilitation Research and Training Center, and the Virginia Department for Aging and Rehabilitative Services. These partners provide funding and instructional support, as well as job coaching and supported employment services to students in the program. “This celebration represents more than the completion of an internship. It represents the incredible growth we’ve seen within these students overcoming their disabilities; it represents the bonds that have been formed with their supervisors; and it represents the impact these students have had on our employees here at Memorial

Regional Medical Center,” said Leigh Sewell, president, Memorial Regional Medical Center. “We are so proud of the commitment these students have made through Project SEARCH this year, and we are thrilled to celebrate their accomplishments in front of their family and Bon Secours friends.” At a celebration event, Bon Secours awarded certificates to six students with intellectual and/or developmental disabilities for completion of nine-month Project SEARCH internships at Memorial Regional Medical Center in Mechanicsville. Secours St. Mary’s Hospital in Richmond and Bon Secours Maryview Medical Center in Portsmouth. Through Project SEARCH, the students are assigned to a Bon Secours hospital in their locality; each student rotates through three hospital departments. Teachers, teaching assistants and job coaches provide them with direct instruction during the rotations, collaborating with hospital department supervisors. Working with hospital supervisors and staff, the students receive hands-on skills

training, including stocking supplies, filing, copying, assembling paperwork packets, making deliveries, cleaning, sanitizing equipment, turning over patient rooms and putting together supplies for the nursing units. Each student sets a goal of gaining employment by the end of the school year. Bon Secours Memorial Regional Medical Center’s partnership with Project SEARCH began in 2013 as part of a VCU research study designed to gather research on examining how to best

help youth with autism gain and maintain employment upon graduation. After being proven as highly successful, the program has continued following the completion of the research in 2017. With 22 students receiving diplomas this month for the completion of Project SEARCH internships at four Bon Secours sites across Virginia, the health system has awarded a total of 188 diplomas to students with disabilities since 2009. The 2019 Ashland July Fourth Celebration & Parade will get underway at 10:15 a.m. at Henry Clay Elementary School with the lineup for the non-motorized parade. This fun-filled parade will kick off at 11 a.m. and wrap up at the Hanover Arts & Activities Center at 500 S. Center St. in Ashland. As usual, HAAC is sponsoring the Fourth of July celebration. At noon, a patriot concert will be presented by the Hanover Concert Band.

Plan, required by the U.S. Environmental Protection Agency, the plan commits Virginia to innovative solutions aimed at reducing nutrients and sediments released into the Chesapeake Bay. According to the Federal Emergency Management Agency, in its draft National Mitigation Strategy, living shorelines “can improve water quality and quantity by reducing storm water runoff and treating it at its source; reduce pollutant loads discharged in combined sewer overflows; reduce flood risk; and provide water for outdoor irrigation or recharging groundwater.” The MPPDC’s Living Shoreline Incentive Program funds are offered in the form of loans of $1,000 to $10,000 financed for up to 60 months, and for up to 120 months for loans greater than $10,000. Interest rates are set at the Wall Street Journal Prime Rate as of the day of loan approval. Soil and Water Conservation Districts can provide grant funding reimbursed at 75% of total costs with a maximum payment of $15,000 per parcel per year.

Middle Peninsula waterfront landowners interested in accessing grant funds to construct living shorelines should contact either the Tidewater or the Three Rivers Soil & Water Conservation District for more information, Clyde Cristman Department of Conservation and Recreation director, said. “The threats of storms to our region are inevitable and this is a way we can help property owners and the region enhance the resilience of our shorelines while also doing our part to continue to contribute to improving water quality,” said Lewie Lawrence, MPPDC executive director. Living shorelines can include the installation of the following: Vegetation. Native plant roots along shorelines hold soil in place to reduce erosion, provide a buffer to upland areas, break small waves and slow inland water transfer. Edging. Edging structures, which can include living reefs, hold the toe of existing or vegetated shoreline and protect against further shoreline erosion. Sills. Installed parallel

to existing or vegetated shorelines, sills reduce wave energy. Beach nourishment. Adding sand from an outside source to an eroding beach can move the shoreline seaward. A combination of any of the above. An especially unique feature of the MPPDC incentive program, Lawrence said, is that it also “insures” the living shorelines by providing replacement costs of any plants that fail to take within the first two years of the project. Homeowners looking to begin the loan process, or get direction in accessing grant funds, should reach out to MPPDC staff to discuss program eligibility. The Clay Springs Ruritan Club recently honored winners of an essay contest for 4th graders at John M. Gandy Elementary School. The essay was to be written on “Water Conservation?” The 1st and 2nd place winners from Gandy Elementary were Lucy Lynne, 1st place, and Scarlett Gentry, 2nd place. First, 2nd and 3rd place winners and their families were invited to attend the May 6 Clay Springs Ruritan Club meeting for dinner, after which winners read their winning essay. Each winner received a monetary award, Rudy Bear, and Certificate of Recognition for their great essays. Scarlett Gentry, left, and Lucy Lynne are shown with their certificates. MECHANICSVILLE – Every swimmer mattered, every point a necessity, as Wednesday night’s battle between the Ashcreek Crocs and the Atlee Gators came down to Event 55. Three and a half hours of swimming built a crescendo to the night’s final race, as a onetwo sweep in the advanced division and a win in the senior varsity division of the 15-18 mixed 200-yard freestyle relay gave the homestanding Gators a 959-956 win over Ashcreek. Every division was tight, with margins of victory as few as seven points. It was the perfect atmosphere to get both teams prepared for the end of season Champs event held annually by the Greater Richmond Aquatic League at the end of July. For Atlee head coach Jeremy Edwards, the midway point in the GRAL regular season means it is time to improve on the finer points, which made the difference against their rivals. “We’ve pretty much got our endurance up, now we’re mainly working on technique,” Edwards explained. “Getting our turns right, getting starts right, and making sure the kids are all having fun and getting their strokes correct.” One of the joys of a GRAL meet is the absence of a score-

board. Even though competitors want to win and ask a lot of questions about the scores during and after meets, it correctly shifts the focus to the two areas Edwards underscored: becoming a better swimmer and having fun. In all, 27 Champs qualifying times were met by the Crocs and Gators combined during the meet, including two by Atlee quadruple winner Mauren Verity, winning the 5-8 girls 50-yard freestyle in 43.62, and – by virtue of winning the novice division of the 5-8 girls 25 backstroke in 23.10 –qualifying as junior varsity in that event. Verity improved her 50 freestyle time by nearly 16 seconds. Teammate Ava Jones, who ran second in the event, bested her time in the event by more than nine seconds. Other quadruple winners for the Gators were Avery Jenkins, Jake Kilpatrick, Isabelle Lindsey, Elijah McEntire, and Alannah Simmons. McEntire broke the minute barrier in winning the 13-14 boys 100 freestyle in 58.81, then posted his first sub 30-second finish in the 50 butterfly, winning in 29.04. Attrition takes toll on Post 175 in close games By Dave Lawrence Sports Editor CHESTERFIELD – After getting six of its newly graduated seniors back to play after their return from Beach Week, Mechanicsville Post 175 is again struggling with a spare roster. Sunday night, in a game against host South Richmond Post 137 at L.C. Bird High School, Mechanicsville had just 11 players as injury and illness conspired to thin the ranks. The lack of players took a special toll on the pitchers mound in the fifth inning. Post 175 led 7-3 at the start of the inning, but hit the wall in the bottom of the inning and yielded seven runs to the hosts to give South Richmond a 10-7 win. Post 175 starter Landon Smith pitched well into the fifth, but gave up a couple of bad-break hits to start the South Richmond half of the inning, and left with two runners aboard. Post 175 manager Ken Schrad turned to second baseman Connor Konecny, who had not had any time to warm

up, and it took some time for Konecny to find his groove – by which time Post 137 had managed to leave with seven additional runs. “We need to get healthy. We’ve played seven games, and I think we’ve had the lead in all seven of them and only won one. We’ve got to figure out the right pitching combination,” Schrad said. “We get into the fourth inning, that starting pitching is cruising along, then we kind of hit that wall. When you’ve only got nine or 10 guys, I haven’t got anybody warmed up.” Post 175 took the lead with a seven-run inning of its own in the fourth. With one out, Noah Smith singled. Thanks to some encouragement from his mom Debbie Lunsford, he took the leap into the world of music. And now the 16-year-old from Mechanicsville is preparing to move to Texas to pursue his dream. On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. Debbie said she suggested Abram enter the Hanover Arts and Activities Centersponsored Idols competition because he “wants to get into this music thing, so let’s see TEEN, pg. 14 `

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.

The demand for joint replacements is expected to rise in the next decade in the United States; total knee replacements are estimated to increase by 673 percent by 2030, while primary total hip replacements are estimated to increase by 174 percent, according to The Journal SEWELL of Bone and Joint Surgery.
