HANOVER – The Hanover County Board of Supervisors approved a Conditional Use Permit request by Glen Allen VFW Post 10657 allowing the organization to construct a 6,000-squarebuilding and turnaround access driveway at its Cedar Lane location. The new facility would house antique military vehicles currently stored on the property. While there was little opposition to the new building, Planning Department staff recommended several conditions be met before approval of the application.
Planning director David Maloney said the Unit was in violation of its current Conditional Use Permit in several areas. Activities on the seven-acre site had infringed into areas not govMALONEY erned by the CUP, specifically wooded wetlands located on the property. Maloney said those trails and its entrance on Cedar Lane must be closed and the wetlands area be allowed to renaturalize. The new CUP allows static displays of the vehicles and equipment but would prevent moving them around on the property. Sliding Hill Road widening project to start on Monday ASHLAND -- The widening of Sliding Hill Road to four lanes between Atlee Station Road and New Ashcake Road is expected to begin on Monday, Sept. 9. This project also will include other improvements such as adding sidewalks and bicycle paths. Over an estimated 15 months of construction, this section of Sliding Hill Road will be widened into a fourlane divided highway with turn lanes. Sidewalks will be constructed along select portions of the corridor, and bicycle accommodations will continue along the entire improved section. Upgrades will be made to the traffic signals at Atlee Station Road, Kings Charter Drive and Air Park Road. A pedestrian signal and crossing will be added to the signal at Kings Charter Drive.
During construction, which is expected to last until December 2020, the Department of Public Works urges drivers who use this section of Sliding Hill Road to consider alternate routes. The department also notes that the orange barrels used in such projects can be disorienting and urges drivers to use caution at all times when approaching them. Traffic patterns will change throughout the project. The contractor is Curtis Contracting Inc. ASHLAND -- Master Gardeners are trained community leaders working with individuals to increase knowledge and understanding of environmentally sound horticulture. They seek to improve the quality of life in their communities through education. Master Gardeners are specially trained by Virginia Cooperative Extension, which is a group of Specialist and Extension Agents who extend knowledge of Virginia’s Land Grant Universities: Virginia Tech and Virginia State. Washington, D.C., to visit the memorials dedicated to honor their sacrifice and service. ODHF Mission 1 departure points are the Indian River Road Park & Ride in Virginia Beach, Colonial Heritage in Williamsburg, and American Legion Post 175 in Mechanicsville. ODHF Mission 1 also will visit the National Museum of
the Marine Corps in Quantico, the Air Force Memorial in Arlington, and Arlington National Cemetery. The trip is free for veterans. ODHF serves veterans from Elizabeth City, North Carolina, up to Fredericksburg, (including the Eastern Shore) and west to Farmville. Veterans see HONOR, pg. 4

Why are tempers flaring over schools’ names?
Confederate names at local schools remain at issue

’ll go ahead and put it out there before I proceed: I am a transplant. I arrived in Winchester, Virginia, in 2005 after nearly 50 years in West Virginia. Mechanicsville became home in 2008, and I truly felt welcomed by the community as I settled into a new job and residence. Thank you to those who were and have been so gracious since that time. Now we’re at a crossroads of opinions following the NAACP filing a lawsuit seeking to change the names of Lee-Davis High School and Stonewall Jackson Middle School. We have cov-
ered the lawsuit since the action was announced. Our letters to the editors section and comments on our Facebook page have been varied to say the least. However, we shouldn’t have to act like a hall monitor to keep the conversation civil. Everyone is welcome to their opinion, but the profanity and ugly name-calling won’t solve anything, and it won’t ensure that the schools keep those names. This is a decision for the courts, which means it isn’t a matter for the Hanover County Board of Supervisors or Hanover County School Board to determine. I think some folks may have lost sight of that fact. The passion exhibited by some who are in the

Those supporting the NAACP in pursuing the changing of the schools’ names are just as steadfast in their goal. The bottom line is the court system will have the final say in this deeply divided issue. In the meantime, keep it clean and avoid nasty remarks. The end to this story may be awhile before we learn the outcome.
The Lady and the Bull: female wows the in bullring By Jim Ridolphi Contributing Columnist This is a story about an amazing woman named Bette Ford. No, not the one who was married to President Gerald Ford and spelled her name in a more traditional fashion, but the one who left a modeling career in New York City in favor of the dust and danger of a bullring in Mexico. To describe Bette’s childhood as humble would be a huge understate-
ment. Born Harriet Elizabeth Dingeldein in Pennsylvania, Ford and her brother were abandoned by their parents and raised by relatives. Despite the early difficulties, Ford graduated from high school and moved to New York to begin a modeling career. Some will remember her as the Jantzen swimsuit girl or the Parliament Cigarette girl, but she gradually worked her way into the new world

A photo shoot in Bogotá, Colombia, provided the impetus for her life-changing decision to enter the bullring, a largely male-dominated sport still immensely popular in Mexico and even across the border in Texas. After attending a bullfight, Ford
became enamored with the sport, the spectacle and ritual aspects of the event and the romantic thrill of the ring. She returned to New York, but her heart remained in the cruel reality of the ring. Eventually, she packed up and pursued a career as a bullfighter. There were other women in the ring at the time, but female competitors faced blatant discrimination and exclusion among traditional matadors. see BULL, pg. 8

Well, Larry Johnson has outed himself. Yep, he went to Lee-Davis High School in the mid-1960s. Actually saw black people walking into a classroom at a school named after a Confederate general. And he feels bad about it. Only took 50 years, Larry, but, you mustered up the courage to remember how bad you feel now about how bad you felt then. But the worst part was the horror of that 1966 Pep Rally. I can’t believe you’ve survived all these years. And you still live in Hanover County, Virginia -- the epicenter of worldwide racism. Slavery ended 150 years ago. Maybe we look forward. We can’t change the past. Larry and anybody else wanting to remember suddenly how bad they felt, go study your history. First; if you do not believe that the wanton, evil, desperate, sick and disgusting revival of centuries-old racism is upon us all now (again, after 400 years of strife. No one is crying “wolf.” If you’re espousing an absence of this hateful disease, then you’re either a sheep or an ignorant enabler (“ignorant” unlike my issue of “stupid” is only temporary; it can be remedied). Second; let me try to educate you. The Constitution (I defended the danged thing for
nearly 24 years, starting with the oath to guard it with my life if need be) was written in good faith. However, I’ve always had an issue with the “all-men-arecreated-equal” portion and the “every-citizen-has-the-right” portion ... therein. It sucks for these reasons (black folks [and to a lesser extent: women] didn’t even have those rights in the beginnings here!). You’re calling attention to the “right to/of assembly” (of this “controversial group”) of these people didn’t fare well with black folks who simply wanted to assemble and vote (years and years after the
13/14th Amendments to the Constitution). They were all scattered and lynched -- hung in a tree because they wanted to vote, or they were successful, or they (lie) whistled at a white girl, or they (tried to assemble, etc.). Then you use the “extreme left” as an epithet. Let me tell you: “liberal” comes from the Greek word(s) which give way to “Liberty,” which freed us from the tyrant George III in our American War of Independence. the adjective(s) “far-left” and “liberal” are/were (historically ... please see Adolf Hitler’s Germany in any high schoolleveled world history text) on the polar opposite side of the political spectrum (again refer to the text cited above). If “objective and fair-minded” people do not see the wanton, evil, desperate, sick and disgusting revival of centuriesold racism, then they need to get their heads out of the sand. Today’s “political environment” is so filled with racism (white fear actually) and is being fanned by the (perceived) white messiah in the White House; that a fourth grader can see it. If an adult cannot see this then I’d suggest a redo (of third grade). Then your “controversial group” .... Ha! Just call a spade a spade man. Yes, the Ku Klux Klan does have a “constitutional right” of free speech. Question: Does this “free speech” border on yelling “fire” in a movie theater? I think it does (but I’m nobody and there’s nothing I can do save these letters to attempt to educate). The “far-left” sees much, much more than a “political issue.” They see a resurrection of hate, which began to simmer underneath it all when a black man dared to take the Oath of Office for President of the United States in January 2009. They see the sleepy little town of Charlottesville explode into a mini-race-war
almost exactly two years ago (yes: happy anniversary again) because tiki torches (OMG, again) paraded around the night before it all with more chants (from Nazi Germany). They see (very) unnecessary and over-reactive manslaughter with “stand-your-ground” and (a few bad apples) copsstopping black guys (for tail lights out). They see (Trump inspired) mass-murder “to protect against an invasion?!” Your letter, which obviously dilutes the race-hate issues) is killing our fledgling infant country (China is 4,000 years old and Russia is a 1,000 years old) and will add to the ongoing death of a dream to selfrule set aside for us by our forefathers’ own dreams. Davis was an ineffective leader and was hated by the military, Congress and the working class public as he favored his rich and powerful plantation supporters. He encouraged the poor boys to die for the Confederacy. He considered Yankee and Negro rule of the South oppressive after the war and after his cowardly escape from Richmond to Danville ahead of the Union Army he continued his rants on slavery being states rights. He said he was the “Champion of slave society which embodied the values of the planter class.” He tried to gain support of European nations to support his cause threatening them with cotton supplies but his efforts failed. It was a glad site to the see a photo last week that the Jefferson Davis Memorial Park sign has been removed. General Robert E. Lee was not a slave owner – yes, his wife was and now that family property is Arlington Cemetery. Lee was an honorable man of character and obeyed his commander who was Davis. There is no other relationship other than Lee was a general under Davis’ very ineffective command and they should not be in the same sentence together. When I moved to Mechanicville six years ago, I
was stunned and ashamed of the name of the high school that my grandchildren will attend. It is offensive to many whites as much as to the blacks in the area and then to add insult, their mascot is Confederates. For the Hanover County Board of Supervisors to be so insensitive is racist in itself and the cost of defending a lawsuit will be far more expensive than finally changing a name after so many decades of being asked to do so. There is no good reason to continue with controversy. Mechanicsville High School Bulldogs is non-offensive to anyone. Why is it necessary to sue to get your attention? My daughter is a teacher in Fairfax and her first statement when seeing the Lee-Davis Confederates is that the racism is blinking red lights. But, the story didn’t begin with him as a successful writer. He was a lawyer. John Grisham said that he could hardly give away his first book, “A Time to Kill.” By any standards, it was a flop. John wasn’t deterred. Like his first book, his second book, “The Firm,” wasn’t advertised; it was reviewed but not a lot and what reviews he did get were all bad. But, the people who read “The Firm” liked it; and they told a friend, “You should check this book out”. More people did that and more people did that until, ultimately, “The Firm” spent 47 weeks on The New York Times bestseller list and has sold well in excess

Open enrollment for land use program available until Nov. 1 HANOVER -- Hanover County offers a Land Use Taxation Program under which qualified landowners can have their property assessed at “use value”, which may be lower than market value and reduce taxes owed. The application period for
this program began Sept. 2 and extends through Nov. 1, with an additional enrollment period of Jan. 1 through Feb. 1, 2020. Landowners who have kept their property in agricultural or horticultural use for at least five years can qualify for the
land use program. The property kept in agricultural or horticultural use must be at least five acres in size. Property that has been zoned Rural Conservation (RC) also can qualify for the Land Use program.
If the land use is changed, the tax reduction must be repaid with simple interest for the current tax year and potentially up to the previous five tax years. About 3,554 parcels and 155,085 acres are currently enrolled in Hanover County’s
Land Use Taxation program. This represents about 54% of the county’s total acreage. The total tax deferral realized by these property owners is about $5.3 million. For more information about the Land Use Program or other tax relief programs

Both of those activities would be prohibited under the new agreement, but the holiday events could continue on the property with static displays. Scott Courtney represented the VFW at the public hearing held last week. He addressed

Valente; and is survived by two daughters, Beverly Starke (Steve) and Bonnie Gibson (Danny); two grandchildren, Wesley Starke and Wendy Jenkins (Michael); three great-grandchildren, as well as several nieces and nephews. Elsie was the longest active member of Fairmount Christian Church. She was a loving mother, grandmother and great-grandmother. with understandable reason given, is the most vicious, ignorant, insulting, and inflammatory letter I have ever read in The Mechanicsville Local, and I have read nearly every copy since day one. Pardon what might seem intemperate language here, but there is certainly nothing temperate about his letter. Many, and likely most, of the anti-Confederate letters that have appeared in The Local over the years are from persons who have no roots in Hanover County. They are from individuals who have moved here from out of state or other localities in Virginia. In defending the Confederacy, I am defending my own heritage and own turf that goes back centuries. My ancestors were among the first settlers of Hanover County and participated in the Revolutionary War. My maternal great-greatgrandfather owned the “Cold Harbor Property,” all 182acres, before, during and after the War Between the States. His son, my great-grandfather fought and bled for the
Confederacy, along with other ancestors. No, I’m not abandoning their memory or sacrifices! Neither should others abandon theirs. Today the pressure to do so is great due to the fact that the media, academia, business, government and entertainment are all bumping into each other to see who can be the most politically correct. The local branch of the NAACP, which has filed an unjustified Federal lawsuit to change the names of two Hanover County schools are among those who protested the recent appearance of the KKK at the Hanover Courthouse. My own father, the TimesDispatch’s first editorial cartoonist, before becoming internationally syndicated with the Chicago Sun Times, was a target of the KKK because of his Catholicism back in the days when the KKK was very strong. In my published book, “Whistling Down the Halls,” which contains some 800 of his cartoons and a biography, I
cover that topic. (My book, incidentally, was praised by Tom Silvestri, publisher of the Times-Dispatch, as “an absolute delight.”) I was a cartoonist for a short-lived, mostly blackstaffed weekly newspaper in the mid-1960s.

The group will explore an acidic oak-heath forest, a mesic mixed hardwood forest and lastly, a relic piedmont prairie habitat rich in late-summer wildflowers and numerous ecologically important grasses. New North Anna River bridge open on Route 658 Contributed Report news@mechlocal.com FREDERICKSBURG – A new bridge has opened over the North Anna River on Route 658 (Mount Olive Road), restoring a connection between Hanover County and Spotsylvania County. Construction to replace the 1943 single-lane structure with a two-lane bridge began in April 2018. The Virginia Department of Transportation (VDOT) closed the prior bridge for motorist safety in March 2015 after a routine bridge inspection found cracking in key support elements.

OSWELL — Agriculture touches our everyday lives, and it also will play a significant role at the State Fair of Virginia, which will run Sept. 27 through Oct. 6. Fairgoers can walk through gorgeous gardens, view baby chicks hatching, admire prize-winning animals and crops, marvel at giant watermelons and pumpkins, try their hands at milking a cow and watch youth and adults take part in livestock animal competitions. “A big part of our mission at the State Fair of Virginia is to showcase agriculture and show how it impacts our daily lives,” said Marlene Jolliffe, the fair’s execu-
tive director. “Agriculture is Virginia’s largest private industry, with an economic impact of $70 billion annually. That’s why it’s so important to showcase it at the fair.” Here’s what’s happening in the fair’s Harvest Landing area: The ever-popular Young MacDonald’s Farm exhibit, presented by Farm Credit, will feature sheep, pigs and beef cattle and the iconic chick incubator and baby duck slide. The Southland Dairy Farmers Center will feature a milking parlor, dairy calf births and opportunities for fairgoers to hand-milk cows. Nearby will be the Papa John’s Pizza Garden, where visitors can see how ingredients used to make
tasty pizza pies are grown. There also will be an urban garden exhibit with raised beds, and a plot of Virginia row crops like corn, soybeans, peanuts, cotton and tobacco. The giant watermelon and giant pumpkin weigh-off will take place at noon on Sept. 28 in the Blue Ribbon Tent. The Horticulture Pavilion will showcase entries in various crop competitions. Additionally, the pavilion will include a “Farmer for a Day” exhibit that allows young fairgoers to “harvest” apples and gather eggs in farm-like surroundings. New this year is a Best Tasting Tomato Contest on Sept. 28 that will feature Richmond meteorologist
Nikki-Dee Ray as the guest judge! There also will be a corn creation competition for youth, in which participants can decorate an ear of corn, similar to the Mr. Potato Head competition. Returning to the fair’s Sunbelt Rentals’ Thrill Pit for a third year, the Virginia Loggers Association will demonstrate how professional loggers move, load and unload cut trees. Demonstrations will take place Sept. 30-Oct. 1. At Virginia Farm Bureau’s booth in the Meadow Pavilion, fairgoers can use virtual reality glasses to experience farm surroundings up close. There also will be an outdoor display that features a corn box for children and the opportunity to explore a tractor! Local foods will be available for purchase from 10 a.m. to 6 p.m. on Fridays, Saturdays and Sundays at the State Fair farmers market outside the Ticket Plaza.
Returning this year are Virginia’s Finest Sundays, which will provide fairgoers with an opportunity to purchase local, Virginia-made foods from vendors, many of which feature Virginia agricultural commodities. The 2019 State Fair of Virginia will run from Sept. 27 through Oct. 6. Information is available at StateFairVa.org. The State Fair is held each fall at its permanent home at The Meadow Event Park in Caroline County and attracts 250,000 fairgoers. The event celebrates the best of Virginia’s past, present and future through scholarship initiatives, creative programming and a focus on the commonwealth’s agriculture and natural resources industries.

Last stop nets season-opening win for PH By Rob Witham For the Mechanicsville Local ASHLAND – On a night which saw 76 yards and nearly a thousand yards of combined offense, it was painfully obvious throughout the second half of Patrick Henry football’s 2019 season opener against Osbourn Thursday night that the team making one extra defensive stop would win the game. In the game’s final second in Ashland, the Eagles 9 yards away from a would-be tying touchdown, linebacker James Epps fought through the line, chased down Osbourn quarterback Chance Hollingsworth, and brought him to the turf. With a huge sigh of relief, the Patriots, tied three different times, celebrated a 42-34 victory over the Eagles. It was the first victory for new head coach Ken Wakefield, and the fifthstraight opening night win for the Patriots. Catching up to Hollingsworth, who tore up the Patriot defense through the air going 26-of-41 for 367 yards and four total touchdowns, three passing and one rushing, was the one task that seemed just out of Patrick Henry’s reach. It tested Wakefield’s defense, who didn’t get a full scrimmage before the season. “Late in the game, we tried to get a little bit of pressure on him, but he’s so elusive,” Wakefield

Lee-Davis turnovers costly in loss to Deep Run By Arthur Utley For the Times-Dispatch GLEN ALLEN – Deep Run football coach Chad Hornik was a nervous coach going into the Wildcats’ season-opening game against Lee-Davis. How nervous? “This is probably the most nervous I’ve been before a football game ever,” Hornik said. “The biggest reason I was nervous was because of how much work we’ve put into the offseason. It was just one of those things where we were going to go out there and do exactly what we did or we were going to stink up the joint. I was really nervous about that. “Thank God they did what they did because the amount of work my coaches and my players put into this … it’s unprecedented how much work we did this year compared to the past so I’m super proud of these guys.” Run-oriented Deep Run showed power and speed on the ground and thrashed the visiting Confederates 37-7 on Thursday night. Miles Ellis rushed 16 times for 155 yards and two touchdowns. Quarterback Bo Kite had 15 carries for 124 yards and three touchdowns. Lawyers help drive effort for better heat safety By Dave Lawrence Sports Editor MECHANICSVILLE – Sometimes it takes outside pressure to force change. The sports world – especially in traditionbound sports like football – is not immune from the human tendency to keep doing things the way they’ve always been done, and in some areas, the resistance to change is not a problem. But, when the resistance to change leads to preventable deaths and injuries – as it has over the decades with respect to heat stroke and heat illness – someone has to step in and get everyone’s attention. Mike Craven of True Fitness Solutions in Mechanicsville said that is where lawyers often have to step in. “Lawyers play a big role,” said Craven, who has worked with a number of law firms over the years on exertional heat safety cases. “Lawyers … are probably the ones that make the biggest change.” One of those helping drive improvements in athlete safety is David Dickey of the Yerrid Law Firm in Tampa, Florida. He’s no stranger to the sports world, having grown up immersed in the football life – his father, Doug Dickey, was head football coach at the University of Tennessee from 1964-1969 and at the University of Florida from 1970 to 1978; his brother, Daryl Dickey, was a quarterback at the University of Tennessee who led the Vols to a 35-7 victory over Miami in the Sugar Bowl in 1986. David Dickey, who took up law after serving in the U.S. Navy, and his firm have represented and are representing athletes injured by failure to adhere to safety standards on the practice and playing fields. He is currently representing the family of Hezekiah Walters, a 14-year-old incoming freshman at Middleton High School in Tampa who died during conditioning drills in June. He said lawyers are part of a team. “We in the legal profession … we’re the conductors,” Dickey said. “The actual people playing the instruments are in that particular field or specialty. We wouldn’t be anywhere near where we are without people like Doug Casa at the Korey Stringer Institute and the University of Connecticut. They’re the ones that really are setting and saying, ‘Hey, this is the standard and this is why.’ We know better. And once we know better, the coaches should know better. “We in the legal community are just taking up these
cases and then working with the appropriate professionals to really set the standard of care. Sometimes … a jury may not agree. And they may say, ‘No, that’s not quite the standard of care. We’ll give them a pass on that.’ But we would never get in the courtroom and get past the judge on a summary judgment standard if we did not have the appropriate professionals available to comment.” The team, so to speak, extends beyond the legal, health and scientific experts. Craven credits the marketing and public relations work of the makers of Gatorade in improving understanding of the importance of hydration. Lloyd Snook, of the Snook & Haughey law firm in Charlottesville, said that family’s can play a big role, too. Snook is representing the family of Patrick Clancy, a soccer player at Monticello High School in Albemarle County in 2017. Clancy was participating in an off-season conditioning session when he collapsed from
exertional heat stroke. No trainer was available, an adequate supply of water was not available, they were on the second day of a heat advisory – and they were conducting the session on an artificial turf surface in which the surface temperature can be dozens of degrees higher than a similar surface covered by grass. Clancy’s family retained Snook’s firm, and Albemarle County school officials have

But Snook said the lawsuit – which is ongoing – may not be the main driver of the current reforms. “My understanding is that, by virtue of Emily Clancy (Patrick’s mother) getting up and fussing at school board meetings, the school board has on its own decided to start requiring trainers at all preseason, even pre-preseason, practices,” Snook said. “Now you have to have a trainer there for everything. “There was a story just in the last couple of days about how the trainers are all being trained in how to use the wetbulb thermometers, how to assess the physical circumstances, and how to make sure that they’re continuing to stay on top of how the kids are doing and things like that.” While it is unclear whether the VHSL’s 2017 heat guidelines were in effect at the time that Patrick Clancy was injured, the VHSL did have a standard – dating back to 2007 – in place. “They (Monticello High School) violated those, too,” Snook said. While Snook is not sure whether the Clancy legal case
is making much of a difference in Albemarle County yet, he is certain of one thing: Whatever steps one takes to get the public’s attention can help get the authorities to take action. “There are some good things happening,” Snook said. “I can’t say that in Albemarle’s case it is specifically the result of our lawsuit. It is certainly specifically the result of the Clancy’s fussing, because it appears that – if it had been up to the main school administration – it would have just been sort of covered over and nobody would have paid any real attention.” Still, history has shown that institutions can disregard the wishes of constituents and the advice of experts. When that happens, the lawyers step up. “We may take the blinders off,” Dickey said. “Certain people, they have the blinders on because it’s cheaper, let’s say, or doesn’t cost as much money, but the appropriate professionals are saying, ‘No, we need to do it a different way. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.
