MECHANICSVILLE -- “I think we have a great story to share with you today,� Economic Development director Linwood Thomas told the Hanover County Board of Supervisors before presenting his 20182019 annual report earlier this month. This year’s report, according to Thomas, will serve as more than just an intra-county report on economic progress. “We want to use this as a marketing tool. We want to go out and use this report

to sell Hanover,� he said. Thomas’ presentation presented supervisors with a view of the local economy, an update on site-readiness in Hanover, the latest business THOMAS investments and announcements, efforts to assist existing businesses, an outline of marketing and

prospect development, and agriculture and tourism. “We don’t want to be reactive, we want to be proactive,� Thomas said, regarding the efforts of his agency in all of those identified areas. Thomas said Hanover is fortunate in the fact the local economy is not based on any one single industry or business and enjoys a variety of ventures in its portfolio. “We have a well-rounded industry sector base,� Thomas said. see ECONOMIC, pg. 4

DOSWELL – Since being selected as the 2019 Hanover Christmas Mother, Carolyn Bowles has committed herself to serve in the role to best help others during the holiday season. She said she was honored to be chosen, adding, “It is my sincere hope that you will support this program that has given all of us an opportunity to help our friends who are less fortunate than we.� The Doswell Ruritan Club has spearheaded the efforts of the Hanover Christmas Mother

since 1989. It is a non-profit and tax-deductible that, according to Bowles, “depends completely on the generosity of our Hanover friends like you by supplying canned goods and monetary donations from you, local businesses, civic clubs, churches, and our school children.� Donations received are used to buy meals, clothing, toys, and gift cards. Bowles said they also provide “the financial and emotional support that these families need to celebrate a truly special holiday season. Raise is a 501(c)(3) non-profit organization . The mission of Raise is to create opportunities for vocational training, employment,

and community engagement for youth and young adults with developmental disabilities. Raise currently funds sustainable coffee cart businesses in special education classes at eight public schools in Hanover County and one in Lousia. The organization is raising money for expanding its school programs, to create more integrated work opportunities in the community, and to find an affordable business space for its own Raise Coffee Shop.

HANOVER -The Hanover County Emergency Communications Department is pleased to announce an enhanced service offering to citizens and businesses within Hanover County. The Automated Secure Alarm Protocol (ASAP) is a national service that is the next generation for automating the delivery and processing of information from

alarm monitoring stations needing emergency public safety response. This protocol was founded through a joint partnership between the Association of Public Safety Communications Officials, the Monitoring Association, and the International Justice and Public Safety Network. With ASAP, critical life safety signals and accurate information are processed in

seconds, not minutes, through the NLETS system of state-tostate Public Safety Answering Point (PSAP) communication, insuring that complete and accurate information is transmitted to the PSAP every time. Vacancy rates for business sites are as low as they have ever been, according to Thomas, another indicator of a strong local economy. Hanover also boasts one of the lowest unemployment rates in the region at 2.4 percent. “Our labor force is really saturated,” Thomas said. The increases in local residents obtaining those new jobs in Hanover were small and Thomas said “many of those folks taking jobs in Hanover are living outside the county. “Everyone who wants a job basically has a job in the county.” Last year also continued a trend of increasing average annual incomes in the county. For the past five years, that amount has increased at about 1 to 2 percent a year. “Over the last year we

It’s up to you as to what happens Tuesday By Melody Kinser Managing Editor

Y

ou’ve got the power, so go out Nov. 5 and use it. There are few, if any, acceptable excuses not to vote. It is your right, your privilege, and your responsibility. Without hesitation, I can say my mother, who will be 89 on Nov. 10, and I will head to our polling place Tuesday morning. And what an Election Day it’s going to be. Our pages have been filled in recent weeks with support for and reasons why a certain candidate is the best choice. Yes, without hesitation, I’m going to say it’s going to be a doozy of a day. We are so fortunate to have Teresa Smithson and her staff in the Voter Registrar/Direction of Elections office taking care of Hanover County’s

voters and precincts. They prepare well in advance and are ready for whatever situation may arise. They also are some of the nicest and cooperative government representatives I’ve ever had the pleasure of working with in elections. As always, polls will open at 6 a.m. and close at 7 p.m. So you have plenty of time to get out and vote. And, yes, I am a firm believer that every vote counts. My father instilled in me as I approached the age of 18 about how important it is that I take part in the election process. There have been times throughout the years, especially when special elections are held on Saturday, that I feel a bit lazy. And then I can hear my dad’s words, and head to the polls. We do not endorse candidates in our pub-

lications. Our words of encouragement always encourage everyone who is registered to vote. I’ll admit that there was a time when I was party-driven in my voting choices. Well, it didn’t take long for me to realize that I needed to be better informed about the candidates, their platforms, their philosophies, and characters. Buford T. Justice, the Jackie Gleason character in “Smokey and the Bandit,” received a vote for sheriff in my home county. Dad never would admit to it, but I always suspected that was his write-in, because he didn’t care for either candidate in the race. He was a serious voter, so I know he didn’t take that write-in lightly -- if he did it. The bottom line is: It’s up to you -- and only you. Express yourself and stand up for the ability to go vote. Some countries aren’t as fortunate.

Today’s Halloween has become a different kind of scary By Jim Ridolphi Contributing Columnist Halloween has become one of the biggest holidays in America. Never mind the fact it’s an unrecognized celebration, and not the first business or service has decided to supply a day off for a holiday that involves ghouls and goblins. But, one only has to drive down a darkened avenue to realize that Halloween has become big business and increasingly glorified, a far

cry from the simple excitement the holiday provided in my childhood. Not unlike our nation, Halloween is a conglomerate of differing customs and rituals, some darker than others, with origins across the globe. It seems as if everyone who arrived in America from who could count how many distant shores each brought a bit of Halloween with them. As time passed, many of these international customs became instilled in our American

Halloween tradition. The holiday enjoys a sort of cultish popularity that appeals to almost everyone, and the single evening has the mystical power to bring out the spooky in all of us. It’s hard to imagine another celebration that invokes the sort of dedication that allows full grown human beings to dress like cats, or flying bats. When I was a child, the holiday was exclusive, and parental involv-

ment was limited to handing out candy while we were out collecting it. Realizing it’s a different world today, I suppose it’s hard to imagine a gaggle of kids taking over poorly lit streets on a steady course from door to door. Reader surprised at number of haters in county First, may I state that upon reading about the recent Hanover County School Board meeting, I am amazed that there are so many haters in Hanover County. I am a resident of Mechanicsville and my children attended Cool Spring, Chickahominy, and now Atlee schools. During this time, not once did I ever hear about any issues when it came to children who are living their truth. Yes, there was bullying, and, yes, there were issues with the bus, etc., but no one used the hurtful and derogatory language that was spouted at the Oct. 8, 2019, school board meeting, such as referring to a child as “it.” Adults who know nothing about a subject should not be pontificating as if they do. I cannot believe that there was no one at this meeting to contradict these extremely uninformed individuals, who seem to think that they have all the answers. Good thing that there will be educated adults in attendance at 7 p.m. on Nov. 12. God created us all and God does not make mistakes. Our brain is the organ that tells us who we are and how we feel. If you’re a child who knows inside who you are, but your body doesn’t match your mind/inner feelings about who you are, that can be a pretty scary thing. Being transgender is not a medical disorder or a choice; it is who a person is on the inside. always a danger of that broken bag that deposited the fruits of a night’s labor along the sidewalk, or the more unlikely occurrence of having your candy taken by an older trick or treater. But, more often than

not, it was a night that went off without a hitch. The holiday didn’t have the economic impact it has today. Candy sales for this year’s effort are counted in the billions and it is estimated that more than half of Americans will take part in some sort of All Hallow’s Eve celebration.

Yes, Halloween has come a long way since those simpler days when candy bars were only handed out by the richest of neighbors. It’s assumed a role as America’s second most celebrated holiday. That position is bolstered with indisputable evidence like almost $6 million is expected to be spent

this year on pumpkins. Families travel to cities that decorate the town for the holiday while others flock to too many to count haunted houses or farms … or even amusement parks. My kids began celebrating weeks ago; the decorations have been up even longer.

Few things remain from my memories of Halloween, and the holiday has, I suppose, outgrown me. I’ve become sort of a bystander to the energy of the season, and there’s no doubt watching my kids enjoy Halloween has replaced most of my childhood memories when the fuller the bag, the

happier I was. And the only thing that remains from those wonderful days of the 1950s is the smallest of reminders, a tiny tidbit of days gone by and a different kind of scary — a piece of candy corn. Some things don’t get better with time.

Laws are state to state, but, in researching all states, there are few if any doctors nationwide who will perform gender reassignment on a child. The exception is on a child with ambiguous genita-

successful years across the Commonwealth … projects like Cascades,” Thomas said. “It’s one of the largest industrial announcements we’ve had.” Blue Bell, Publix, two new hotels and 2,200 new jobs are evidence of that success. “Over the past three years, from a fiscal perspective, we’ve had three of the strongest years we’ve seen in the last 10 years, with the past year being the strongest in that period,” Thomas said. The county’s growth in new jobs is about double the state average. “That’s pretty impressive, in my opinion,” he said. In addition to the 53 new business announcements, almost a dozen businesses have engaged in expansion projects totaling more than $40 million, including “It’s important that we are making inroads into growing our existing busi-

nesses,” Thomas said. To further those efforts, Thomas’ department visited 136 businesses during the period and assisted 130 of those existing businesses last year. “I think a lot of that success comes down to the fact that we are asking the right questions ... to uncover those needs.” the director said. Last year, 21 businesses in Hanover County were recognized as legacy businesses with more than 50 years of service in the county. “It’s just a way of saying thank you,” Thomas said. Farms were included in that list of legacy businesses. After 30 months on the job, Thomas said his goal has been to turn his department into a proactive tool for economic development. “We want to be out there sharing the message of Hanover,” he said. “We’ve revamped our website to make it more user-friendly. People want to access those things

very quickly.” Website and social media visits recorded significant increases during the last 12 months, and the department has added Google translate so Hanover’s message can be viewed globally. To further those efforts, Hanover County partners with the Greater Richmond Partnership and other organizations to generate leads, but the majority of leads are department-based. “Farming is still a critical component to local Hanover industry and the economy,” representing hundreds of millions of dollars a year infused. Tourism of all sorts continues to increase in Hanover and across the Commonwealth. Travel spending was up almost 5 percent and lodging taxes increased 3.7 percent. Thomas said it’s important to keep an emphasis on sports and agri-tourism and continue to attract those events.

retirement. But I have to admit that he hurt my feelings one time. Yes, he did! It was about 40 years ago when I was pastor of Walnut Grove Baptist Church. I was having some persistent throat problems that wouldn’t seem to go away with my OTC skills. So I went to the Medical Center, the only one in town to see the doctor. Dr. Bosher was the one I saw. He was substituting for one of the physicians there. I think it was for Dr. Wysor. I explained my problem and he looked carefully at my throat, asked me to make some noises while he was watching. He checked me over very carefully and then looked again at my throat. He looked me straight in the face and said with great conviction: “You have the preacher’s disease. You talk too much.” Oh, it hurt me deeply! It took me years to get over it. (His brother, Dr. Bill Bosher, would have told me that for nothing.) Of course, I’m just kidding. I saw red lights flashing and sirens blaring. There is a phrase or word used when someone tries the same thing over and over again and comes up with the same results. Let’s look at counties in and around us that now have elected school board members. How many times have we heard of school board members having legal battles with members of either city council or board of supervisors members or vice versa? The moment one is elected to something, getting re-elected is priority. What county with a large school system has all of its schools accredited? Yes, it is Hanover County. Can any county or city in our area with elected school board members claim that? What county in Virginia has the lowest “dropout rate”? Yep, you guessed it, Hanover County. What county has one of if not the highest graduation rate in Virginia? If you said Hanover County -- spot-on. I have seen counties that in the past that were highly-rated experience drastic declines in student performance once they initiated having elected school board members. Officer Chip Watts, Public Information & Community Policing for the Ashland Police Department, said the closure will be from Stebbins Street south to Francis Street. Both the Francis Street railroad crossing and Myrtle Street railroad crossing will be open to all traffic. “In past years, many of our homes on this street have seen over 600 children trick or treating. seen some interstellar visitors of another sort. Sorry, nobody on board. A strange object was detected on Oct. 19, 2017, some 40 days after its perihelion passage (closest approach to the Sun). It was somewhat reddish in color, and estimated at 100 to 1,000 meters long and 35 to 167 meters thick. It resembled a rocky asteroid, but none of the catalogued asteroids are that elongated. It could have been a comet, yet it showed no coma or

tail. To make it seem weirder still, it underwent “non-gravitational acceleration as it was being tracked. This latter behavior is seen in some icy comets, but there was even speculation that this was an alien probe of some kind. (There were no radio emissions, so there is no reason to believe that.) Wyatt asked his people if they had the list of names to remove (Chris Peace supporters). They prevented Hanover County residents from joining the Republican Party in fear they would vote to retain Dale Taylor as chair. Against all their rules, they installed a paid political consultant, Nick Collette. They kicked Ashley Peace, the wife of Del. Chris Peace, out of the Republican Party for supporting her husband. Are these the type of people you really support? They have threatened to kick your current delegate, Chris Peace, out of the Republican Party if he does not do exactly what they say. What can we do to send these elite Republicans a message? In the Oct. 16, 2019, edition, Tywana Hampton writes: “I have a great deal of respect for Chris Peace and his family and his assistant. I love them all.” Perhaps she can share the love and join thousands of voters who will be writing in Chris Peace for House of Delegates on Election Day. In looking at the numbers as we head into the Nov. 5 General Election: 486 -- The number of votes cast at the Convention; 470 votes were cast for Scott Wyatt, I think. Everything is converted to weighed votes and he got 244 weighted votes, so it is hard to tell exactly what happened. You see in the rigged 97th District, everything is weighed in favor of Hanover County. A Hanover County vote counts more than a New Kent County vote and a King William County vote is the same as a Hanover County vote. 2,448 -- The number of votes cast in the Firehouse Primary. Chris Peace got 2,271 votes. These are actual votes. A New Kent County vote and a King William County vote are are the same as a Hanover County vote. Think of that.

The Bosses were confident that after stealing the nomination, the 75% of voters who always vote Republican in the 97th District would vote for

It has been given the name Oumuamua, which is a Hawaiian word meaning “traveler from afar for the first time.� It is officially designated as 1I/2017 U1 – the “I� means “interstellar.� On Aug. 30 of this year another interstellar visitor was seen for the first time, this one more closely resem-

bling an ordinary comet except for its hyperbolic orbit. Casually known as Comet Borisov (named for its discoverer, an amateur astronomer using his home observatory), this object was first designated C/2019 Q4 and now officially 2I/Borisov. Already showing coma and tail, this comet is estimated to have a nucleus 1.4 to 6 km in size. It won’t reach perihelion until Dec. 8, and should be observable well into next year. As with Oumuamua, it was never close to any of our planets. Discovering two interstellar visitors in just two years suggests that we should keep looking for them. The “kickoff ” of the community’s Salt Fish Breakfast Buffet will be held from 8 to 9:30 a.m. at Enon UMC at 6156 Studley Rd. in Mechanicsville. The menu includes: salt fish, scrambled eggs, bacon, biscuits, sausage gravy, corn cakes, hashbrowns, apples, waffles, and beverage for $8 (ages 6 and under are admitted free of charge). ASHLAND – If you think it’s tough being a fan of Atlee girls volleyball this year, imagine being their head coach. Nothing has come easy for the Raiders, fighting for a top seed in Region 5B, and their rematch with Patrick Henry Tuesday night, a team fighting for at least the second seed in Region 4B, was an all-out war. “I think we surprised them when they came to our place,” said Atlee head coach Curtis Carpenter, referencing a 3-0 win on Oct. 1. “I told my girls, this is a good team, and they’re not going to go away.” Indeed, the Patriots came out firing, leading 15-8 before a 10-1 Raider run gave Atlee a 23-21 lead. Patrick Henry erased three set points, finishing the first set on a 5-0 run for a 26-24 win. The battle was on. “We did not give [Atlee] a good effort the last time. To go five tonight and give it our best effort, I’m so proud,” said Patriot head coach Jessica Jones. The Raiders would take sets two and three before Patrick Henry played their best volleyball in set four, forcing a tiebreaker that Atlee finally wrestled away from Patrick Henry 15-13. Setting, serving, offense, defense – everything was on display.

Atlee, with the win, upped their winning streak to six. Kaylin Strichman fired 20 kills, while Jada Foreman had 18 kills, and seven big blocks. Bri Brown dished out 27 assists, served five aces and added four blocks. The Raiders needed every one of them. After Atlee took wins of 25-22 and 25-18, the Patriots turned the tables with a 25-19 Set 4 win. Alexis McNair was everywhere for Patrick Henry (16-5) with 17 kills, three blocks and five digs, while Claire Williamson led all players with 36 assists, adding nine digs, four blocks and a pair of aces. Getting a small lead early in the tiebreaker was critical for the Raiders, who saw Patrick Henry tie them at 10-10, but never take the lead. “We gained a lot of momentum in the fourth set,” Carpenter said, noting a late Atlee charge despite falling. “We made a run to make it close, and I told them, you’ve got momentum, you’ve got to keep the pressure on.” The postseason pressure is just around the corner for both teams, as Patrick Henry hosts Powhatan Wednesday night in a match that could determine the second seed in Region 4B, while Atlee, its season complete, awaits seeding in Region 5B.

C-feds shows plenty of fight in loss to Saints By Dave Lawrence Sports Editor MECHANICSVILLE – Friday night, Lee-Davis hosted one of the top private schools in the state, and one of the top teams in the metro area: St. Christopher’s, ranked No 8 in the Times-Dispatch poll. For most of the first half, the Confederates were able to hold their own against the Saints, but after St. Christopher returner Nikkos Kovanes returned a Lee-Davis kickoff 79 yards for a touchdown, the visitors held the advantage and prevailed in a 35-14 win. The Saints may have prevailed, but it’s hard to say they thrived. While Gill Williamson completed 12 of 25 passes for 208 yards and two touchdowns, five St. Christopher’s rushers – including Williamson – gained just 103 yards. The Lee-Davis defense forced three Saint turnovers. “We’ve got to just keep getting better every week,” Confederate head football coach Ryan Turnage said of his underclassmen-laden team. “I think we have, but sometimes we take two steps forward and two steps back. … We weren’t the better team tonight.” For the first 21 minutes, however, Lee-Davis gave as good as it got, holding its own on the line of scrimmage on both sides of the ball, making it difficult for the Saints to establish their ground game and helping force Williamson into tossing two interceptions. The Confederate offense matched St. Christopher’s touchdown for touchdown. The Saints’ first drive ended in an interception. The Confederates’ first drive ended in a punt. The Confederates were undaunted, however, repeating their previous 80-yard march to score on a 5-yard run by Lavell Williams. led 21-14 at intermission. In the third quarter, both offenses seemed stuck in neutral. While Lee-Davis controlled the ball for much of the frame, the Confederates couldn’t score. Neither could the Saints. But at the end of the quarter, St. Christopher’s began a 74-yard drive that culminated in a 10-yard touchdown run by Trent Hendrick. The Saint defense picked up a bit more energy, dominating the line of scrimmage more and more and keeping Lee-Davis off balance. “We knew we were going to be undersized this season, and [the line is] all young. … All those guys are tenth graders, with two seniors. They’re all young kids,” Turnage said. “We had some opportunities in the third quarter. We didn’t cash in in the red zone. I think if we score right there it’s a different game.” The Confederates got to the St. Christopher 10 on the first drive of the third quarter. That was as close as they got in the second half. Increasingly desperate, LeeDavis attempted to convert on fourth down deep in its own territory. The gambit backfired, as Joyce was sacked for a big loss. The Saints got the ball on the Confederate 19 and took four plays to cover the distance and end the drive on Hendrick’s 9-yard run. St. Christopher’s increasing strength on the line forced Lee-Davis away from its ground game, but the Confederates could not get the results they desired. “We got behind and we had to throw the ball, and that’s not what we like to do,” Turnage said. “It makes it hard on the offensive line when you’re down and they’re just teeing off on us see C-FEDS, pg. 29

Cadets’ QB depth proves too much for Cavaliers By Liam Nolan for the Times-Dispatch CENTRAL GARAGE – Anthony Fisher had never started at quarterback in a high school game leading up to Friday’s night matchup at King William. But it was hard to tell. Fisher racked up 243 yards and three touchdowns for Benedictine in the Cadets’ 47-0 shutout of the Cavaliers (5-3). With starting quarterback Jay Woolfolk out after undergoing season-ending surgery, and backup quarterback Tate Plageman recovering from a broken wrist suffered last week against Woodberry Forest, Fisher, a defensive back, was the next man up for the Cadets (6-2). “Anthony’s a good athlete and a smart football player. He doesn’t get wowed by the moment,” said Benedictine coach Greg Lilly. “We’ve known all year that he’s a guy that we could play at quarterback if we needed him. He does a great job on both sides of the ball.” Fisher was 5-of-8 for 160 yards passing, and added 73 yards and three touchdowns on the ground. One of those rushing touchdowns was a 55-yard tuck and run. “This was a big win heading into the playoffs,” he said. “I just trusted my coaches and my team, and they had my back.” That trust is reciprocal. “Anthony brings another element to our offense in that he can tuck the ball and run 60 yards down the sideline,” said Lilly. Thanks to some encouragement from his mom Debbie Lunsford, he took the leap into the world of music. And now the 16-year-old from Mechanicsville is preparing to move to Texas to pursue his dream. On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.
