HCSB considers MRMC applies to add more beds new equity policy Contributed Report news@mechlocal.com

ASHLAND — The Hanover County School Board is considering adopting a new policy regarding equity and will take action on the proposal at next month’s meeting. Board members were briefed on that new policy at this month’s meeting by assistant superintendent Jennifer Greif, and a number of GREIF speakers address-ed the issue during a public comment period. The draft document “recognizes that every child deserves an education based upon fundamental principles of equity.” The proposed policy com-

mits to ensuring that equity applies to all Hanover students. “To that end, the division superintendent and all employees will create a barrier free educational experience for all students that accepts and acknowledges their individuality based on race, ethnicity, socio-economic status, cognitive/physical/emotional abilities, English language fluency, gender religion, sexual orientation and gender identity, and other personal characteristics,” the proposal states. The new policy outlines guiding principles designed to embrace equity, including classroom experiences that allow all students to have a clear path toward college or career with equitable resources and challenging curricula. All employees will promote a safe and welcoming environment and human resources will promote recruitment strategies see EQUITY, pg. 11

Thanks for supporting transplant efforts

| Reader Views

By Melody Kinser Managing Editor verwhelmed. That word best describes the response I received to last week’s column about a friend in need of a kidney transplant. Responses came in quickly via voicemail and emails. My heart was filled with the compassion and sincere attitudes of those who had benefited from transplants, as well as those -- like me -- have made the commitment to donate their organs when the end comes. I haven’t even talked to my friend about the column, but I will have called her by the time this appears in print. I will be seeking more information on becom-

O

ing a donor. One of the respondents reminded me that you may not be a match for one person but you are for another and the organs are, for lack of a better word, traded. That’s fine with me. Are you on a bone marrow transplant list? That’s been on my to-do list for too long. I must take action. As I’ve aged, the reality of what we can do beyond this life has become more important. It certainly became the case for me when I learned how dire my friend’s status is now. I am filled with pride to know that I live in a community that strongly supports the transplant process. To recipients and donors alike, God bless you for sharing your stories.

Yes, I will be following up with those folks who are willing to talk about their experience. It will comes down to saving a life. And, as in my situation, it’s the life of a very dear friend. She lives in West Virginia, so I don’t get to see her as often as I’d like, but the bond of friendship is unbreakable. And, as I said last week, I know her husband is providing the best care possible for her. To those who reached out, thank you. I will be contacting you about your story. Transplants save lives, and we should all make arrangements to become donors. It’s as simple as a check mark on your driver’s license. You never know when you or a loved one may be the one in need.

Gordon Ramsay puts his touch on a favorite eatery By Jim Ridolphi Contributing Columnist Gordon Ramsay brought his unique brand of obnoxious behavior to Tappahannock recently in an effort to revive and reboot a Virginia institution. Lowery’s has been around as long as I can remember. In fact, I can remember when there were two restaurants — one on each side of the Rappahannock River. I’m not sure of the story surround-

ing that arrangement, but the landmark location in the small town has been the stalwart of the operation for many years. There’s no doubt Lowery’s has stood the test of time, and many a Virginia family has assembled for special occasions or reunions at the landmark on the river. Like many eateries, Lowery’s has experienced challenges in recent years with an aging customer base and a menu that hasn’t changed much in

decades. Ramsay thought it was the perfect mark for his set of skills, and he arrived to revamp the once thriving location. Now, I am assuming that every restaurant owner is fully aware that inviting Ramsay’s crew for a makeover is risky business, and there’s rarely an episode where someone isn’t verbally whacked by his heavily-accented tirades. Add to that the fact that the tactless host showed up incognito and

exposed inadequacies that included less than fresh seafood being served to customers. There wasn’t much that Gordon did like in the landmark eatery. He immediately reduced the number of items on the expansive menu, and reorganized the kitchen staff and spiced up the familiar but outdated and tired decor. But, he quickly recognized that the problem at Lowery’s was more see RAMSAY, pg. 8

All voters urged to take part in election process As the Presidential Primary election arrives on March 3, I just wanted to remind everyone that there will be a Democratic Primary; however, no Republican Primary will be held. I say this because I want to alleviate confusion and make sure Republican voters don’t show up to the polls unless they choose to. I ask everyone who wants to vote in the Democratic Primary to do so even if they identify as a Republican. It is, in my opinion, voting for the candidate that most fits your view will result in better governance. Every election (even primaries) are extremely important and voting in them will result in better representation. I look forward to seeing each and every voter at the polls. P.S. If you are interested in working the election, please reach out to your local registrar’s office. Alex Culp Mechanicsville

RAMSAY Continued from pg. 4

detailed than a shrinking customer base, an overabundance of deep fried entries and a less than enthusiastic staff. What most of us didn’t realize as we waited for a table at the popular restaurant in past years was a brewing internal battle involving the two brothers who own and run the restaurant. The pair has gradually grown apart, and the rift has left employees shaking their

heads at the lack of leadership and passion, clearly the result of the family squabble. Ramsay revamped the over-fried menu and replaced tired items with spiced up and more health conscious choices. The new menu features a familiar Hell and Back theme — pan-seared. The comments since Ramsay exited Tappahannock are generally good, and long-time devotees of the restaurant have expressed their approval of the new menu. Many others are just glad that an obviously quickly

sinking standby is taking steps to ensure its survival, and keep a Virginia tradition alive. Of course, some of the locals are not as pleased with the new selections, or the prices, but the owners have displayed a willingness to change, even when the inspiration comes from an over-energized celebrity chef. And loyal customers have vowed to continue their pilgrimages to the tiny hamlet on the river that always includes a lunch at Lowery’s. After I watched the show, I wasn’t convinced that Ramsay’s

style or palate are precisely suited for Central Virginia and less sure that the new changes would succeed. Honestly, It’s probably a sense of nostalgia that makes me remorseful of the absence of the large barrel where children would fish for prizes. But, after watching the show, I’m less nostalgic about the strange smell in the dining room. But, don’t get me wrong. I hope Lowery’s makes a fantastic comeback and continues to make memories for Virginia families, and I’ll surely make a

trip down Route 360 to sample the new fare. Knowing the realities of what goes on behind the scenes sometimes presents a clear case of too much information, and I’m not sure the show will hurt or help in the long run. But, if Gordon Ramsay can mend a broken relationship between brothers and offer their parents the hope of a secure future from the restaurant they started in 1938, more power to him; but, please, keep him away from my kitchen.

the heartland.” This was my first thought after letter-writer Jeff Kleb said that those wanting sensible gun regulations are “wannabe tyrants” who will “inch us closer to their totalitarian objective of a disarmed citizenry.” I’m getting tired of hearing such uninformed rants. The Supreme Court decision McDonald v. City of Chicago (passed in 2010 during Obama’s presidency) made it clear that an outright ban on ownership of all kinds of firearms would be unconstitutional. Why don’t the Jeff Klebs out there stop pretending it’s not the law or that it’s only a worthless, unenforceable interpretation of the Constitution? It is not. What is allowable under the Constitution are laws that have been passed and found constitutional at the state and local level, which (1) prevent persons with no legal right to own firearms to purchase them from “private sellers” without having their backgrounds checked, (2) prevent citizens from firing dozens of highvelocity bullets in seconds, (3) prevent someone to fire those bullets in urban areas where they can pass through walls and across streets, and (4) prevent an individual in severe crisis to remain armed until

money on lawyers and apocryphal lawsuits bullying the citizens of Hanover County into demonizing prominent Virginians. The lawsuit against the school system in Hanover County is sophistical, tyrannical, and propaganda in its simplest form. The NAACP is hoping for an easy victory in their credulous motives, with the citizens of Hanover County compromising outside of the court room -- a compromise that will be borne in monetary leverage by the NAACP and not in true bipartisanship with the Hanover County citizenry. Under the conditions premised by the NAACP, there can be no compromise. The citizens of Hanover County should stand up to the NAACP and expose this lawsuit for what it really is, the promotion of division, hate, and propaganda to push a political agenda of tyranny, selfishness, and fallacy. If the Hanover County School Board is fearful they do not have the monetary resources for defense in this lawsuit, I am confident there is support from the citizenry. All that needs to be done is ask. I am not talking about support from extreme organizations like Nazis or Unite the Right, but about support from

that attract a diverse and highly qualified staff. Professional development will focus by providing information that assists developing strategies that support all learners. The document includes a commitment to promote funding strategies that provide additional resources to the neediest schools and students. The public will be able to see the results related to equity by postings on the Hanover County Public Schools’ website that will include data and findings as well as recommendations to promote “transparency, cultivate continuous improvement and build trust. If approved at next month’s meeting, staff will prepare an annual equity report that will include information on equitable opportunities, student achievement, discipline outcomes human resources and resource allocation. The Community Equity Board assisted in the preparation of the new policy, and will continue to meet and provide annual recommendations to the board. Finally, the division’s longrange plans will contain specific equity-related goals and methods to achieve them. Rachel Levy, representing Together Hanover, endorsed the new policy during a public comment period at last week’s meeting. “We would like to thank the Equity Committee for all of their work in general and in particular would like to voice our enthusiastic support for the full proposed equity policy that will be the subject of a first

read on your agenda tonight,” Levy said. She indicated the new policy would result in a safer environment for students. “We have many members in our organization who identify as LGBTQ or who are allies of the LGBTQ community, and many of us have children who identify as LBGTQ,” Levy said. “We are sometimes concerned about their safety in Hanover schools.” Levy said the new policy is a much needed step for Hanover schools. “ She said the new policy would help “Hanover County Public Schools to foster and nurture an equitable and safe educational experience for LGBTQ students that accepts and acknowledges those students’ identities.” “We urge the School Board to support this policy in its entirety,” Levy concluded. Also during the public comment period, two students made poignant presentations addressing their own brand of equity. A seventh-grader revealed her struggle with eating disorders and expressed a desire for Hanover schools to better inform and educate students and teachers regarding the problem. She suggested that at least one health class each year focus on eating disorders and each school have a point of contact for students struggling with the problem. The seventh-grader’s mother explained that children with eating disorders are 12 times as likely to commit suicide. Another parent and her son spoke in favor of inclusion in Hanover schools for students with special needs. Allison Thurman, chairman of All dogs must remain on a secure lease and have current license and rabies vaccination. For more information, contact Hanover County Parks and Recreation, at 804-365-7150 or

the county Special Education Advisory Committee, said classroom inclusion plays a major role in determining the success of special needs children when they venture out into independent living situations. “You should be the same with me as you are with everybody else,” her son said. He expressed a desire to attend college and his love for Guitar Hero, n o t unlike many s t u dents in his age AXSELLE group. In other matters, the board announced a policy that would reward any employee that successfully recruits a school bus driver. Both the driver and the recruiter will receive $500 if the driver completes the entire year. The recent resignation of board chair Roger Bourassa and elevation of Sue Dibble to the Hanover County Board of Supervisors leaves the school board with only five members and required reorganization at last week’s meeting. John Axselle will serve as chair and Ola Hawkins will be vice chair for the remainder of the year. Another member will be appointed for the South Anna seat at a Board of Supervisors meeting later this month, and Bourassa’s vacancy will be filled next month. The annual budget process continues and a public hearing on the proposed document is scheduled for 7 p.m. Tuesday, Jan. 28, at the Central Office. parksandrec@hanovercounty. gov. Downtown organization seeks Railroad Park input Staff Report news@mechlocal.com ASHLAND – The Downtown Ashland Association is seeking the community's input on the concept of a Railroad Park. Lorie Foley, president of the organization,

said, “We invite you to a presentation and discussion on Thursday, January 23 at 7 p.m. in Ashland Library. Please come to hear about our proposal and share your thoughts.” According to Foley the Downtown Ashland Association is suggesting “creating a permanent walking tour through Downtown Ashland, pre-

sented as a series of small parks. “ “Each park or exhibit would tell a piece of Ashland's railroad story, from the 1830s through today, she continued. “The goal is for the Railroad Park to serve as an attraction and entertainment in Downtown Ashland, showcasing our town's unique story

and increasing foot traffic to support local businesses,” she added. Residents’ opinions are requested, whether they are able to take part in the meeting. Foley said the online survey may be found at https://www.surveymonkey.com/r/ KZFD7QJ.

She has had her first set of vaccines given and is Heartworm test negative. Missy is a very nice girl who has been at the shelter for a few weeks now. She came in as a stray. Missy is playful and sweet. She loves to talk to you when she wants your attention. Missy gets along well with other dogs too. She loves to run. Missy was more than likely an outdoor dog before, but she has adjusted well to her indoor kennel. She will be a good companion for any owner. Coconut, Animal ID# 573522, is a 3-year-old (estimated) female domestic short-haired feline. She has had her first set of vaccines and is FELV/FIV test negative. Coconut is a sweetheart. Patriot girls stifle Raider offense in win By Rob Witham For the Mechanicsville Local ASHLAND – After what could have been a soul-crushing loss last week to unbeaten Hanover, Patrick Henry girls basketball entered Friday’s home game against rival Atlee with two wins for the week, looking to make it three and jumpstart their Region 4B playoff hopes. On this night, it was the Patriots, and not their opponent, who clicked on all cylinders, playing perhaps their best half of basketball so far this season, building a 15-point halftime lead and holding it for a 48-33 victory over the Raiders to improve to 8-5. “We were prepared. We put the time in this week, we were focused, we had a game plan,” said Patrick Henry girls head coach Phillip Cobb. “We changed some things up to try to shake things up a little bit in practice, focus a little bit more, and it definitely proved beneficial tonight.” Defense was key. Patrick Henry committed to stopping Atlee guards Kayla Maxson and Kelly Ayer. Maxson went 0-for4 from the field in the first quarter as the Patriots built a 12-2 lead while the Raiders saw inside presence Grace Gulliford commit two fouls. T’Niyah Baylor scored 7 of her 10 points in that first

22

period. Ava Smith and Logan Nuckols combined for 17 firsthalf points. Meanwhile, Ayer scored her first and only points of the half with 4:32 left in the second to make it 19-8 Patriots, while Maxson scored her 5 firsthalf points in the final 2:44 even as Patrick Henry built its lead. The Patriot guards would hound Ayer and Maxson all game long. Maxson would pick up 8 points in the second half, but Atlee could never seriously threaten, as Patrick Henry’s defense turned in a standout perimeter performance. Smith led Patrick Henry with 7 points, while Nuckols had 10 and Jessica Osuanah added 8, all during the first half. Maxson led Atlee (10-4) with 13 points while Ava Kelvin scored 6. With Region 4B splitting their ten playoff spots into groups of five, one group for teams north of the Richmond area, the other for teams in the Richmond area, Patrick Henry fights with Hanover, perennial power Monacan, Huguenot and others for a playoff bid. Atlee, in Region 5B, is in good shape for now, but nothing is secured with 17 teams vying for 10 spots. The same is true for the boys, as Patrick Henry, who started the season 4-2, saw a home win slip away late as Atlee

Hawks sweep C-feds in basketball doubleheader By Dave Lawrence Sports Editor MECHANICSVILLE – The opening game of the doubleheader at Lee-Davis was a no-contest. The nightcap was anything but. In the end, the Hanover Hawks emerged victorious in both. The Hawk boys engineered a stunning turnaround, trailing by more than 20 points at times in the first half before coming out after intermission and stunning the host Confederates with a 78-73 win. In the opener, Hanover’s girls demonstrated why they are the dominant team in the county, hammering Lee-Davis with a 72-19 performance. The Confederate boys came out on fire in the first half of their game. They outrebounded the Hawks and converted rebounds and turnovers into baskets on their end of the court, holding Hanover to just 9 first quarter points. But Lee-Davis began to lose a bit of steam just before halftime, as the Hawks bit into what had been a 20-point lead with about 3 minutes to go and cutting it to just 14 points. The momentum carried over into the third quarter. The key to the Hanover turnaround was defense. “Defense. That’s what I’m trying to get our guys to understand is that it’s all about defense,” said Hanover head coach Darren Thornton. “We gave up way too many points in that first half. We gave up about 44 points in the first half.” The Hawks gave up just 21 points in the second half – 8 in the third quarter – while their own offense began to find its rhythm. “The guys bought in. The guys played together, making the extra basket,” Thornton said. “It was a great team effort.”

But Foley expects his young players – none of whom had any appreciable, if any, varsity playing time last year – will find their footing and learn to hold their own for a full 32 minutes on the court. One of Foley’s players, Eli Lewis, had a huge game, scoring a game-high 31 points. Drew Ware scored 17 for the Confederates. Hanover was led by Charlie Rohr with 13 points. Trevor Brooks and Jack Belcastro scored 11 points apiece, and Grant Belchor scored 10. In the opener, the Hawk girls jumped out to a 20-8 lead in the first quarter and never eased up on the pressure as the Confederates struggled offensively. Lee-Davis had its share of shots, but the Confederates could not get the ball through the goal for much of the game. Julia Mardigian led the Hawks with 13 points. Jordan Dave Lawrence/The Local Davis scored 11. The shot attempt by Hanover’s Jordan Davis (15) is thwarted by Lee-Davis forward Maddie Butler in the Hawks’ 72-19 win Friday. came from behind late to steal a 40-36 victory Friday. While defense ruled, both offenses struggled to find footing as well. It wasn’t until Tyler Warren hit a jumper with 4:04 left in the game when Atlee (7-7) took the lead at 35-34. “We told them before the game this could be a 65-60 game, or we could win 40-38,” Atlee boys head coach Rally Axselle said, almost picking the final score exactly. “Tuesday did not go well for us. We regrouped Wednesday and Thursday and

remembered to play our style.” Tuesday was a 73-39 drubbing at Henrico. Friday, Atlee played deliberate basketball, never allowing Patrick Henry, now 4-5, to establish a sustained rhythm despite trailing most of the contest. Tysen Brown scored 8 points in the first half for the Patriots, but was held to 2 in the second. Myles Derricott scored all 10 of his points before intermission. Jayden Mines, who had 2 first-half points, led the Patriots in their frustrating second half with 6, finishing with 8. Atlee felt frustration, too. After taking the lead, two possessions were squandered. After a timeout, the Raiders scored

to up the lead to 3. With under a minute left, the Patriots had a chance to tie but missed a 3-pointer. Warren, who led Atlee with 21 points, hit two free throws with 30 seconds left to seal it. The Patriots will look to right the ship Friday at LeeDavis, while Atlee heads to Hanover, in a familiar position when it comes to postseason hopes. “We were in the same spot last year, so we talked about it,” Axselle explained. “We did it last year, and, we have to do it, or else we’re going to be out of the playoffs.” Rob Witham can be reached at sports@mechlocal.com.

Yellow Jackets exact revenge against Quakers By Rob Witham For the Mechanicsville Local ASHLAND – Entering Saturday, Randolph-Macon senior Corey Bays had just 5 points in his last two games, shooting a combined 2-for-11 from the field. In two minutes against defending Old Dominion Athletic Conference champion Guilford, Bays erased that frustration, jumpstarting his Yellow Jackets with a personal 8-0 run as sixth-ranked RandolphMacon exacted some revenge for two painful losses to the Quakers last season with a 64-39 victory and holding Guilford to its+ lowest point output of the season. Ian Robertson, who led Randolph-Macon (15-1, 7-0) with 15 points, remembered the frustration well. “They were the only team in the ODAC we didn’t beat last year,” Robertson noted. “We were up by 15 at Guilford last year at halftime and we lost, and they beat us in the ODAC championship. They’re a tough team. We had to be the tougher team, and be more physical than them.” The Yellow Jackets did so in the interior, in spite of the presence of Kyler Gregory, a 6-foot6 bruiser who led the Quakers with 11 points. But RandolphMacon only allowed Guilford 12 points in the paint. That, combined with 24.5 percent shooting from the field, made for a long afternoon for the defending champs. Robertson helped put away the Quakers by hitting four of his five 3-pointers in the second half, one capping a 7-0 run to give Randolph-Macon a 44-27 lead with 12:04 to go. Later, another triple from the right side put a big smile on coffin was a sequence with 9:31 but rebounded at will. them the past couple of days. Because (Ian) is high character, because all of these guys are coachable, they answered the challenge. He did it for his teammates.” Bays ended with 11 points, while Mallory and Buzz Anthony each had 9. The Yellow Jackets dished out 23 assists and committed just six turnovers. Randolph-Macon heads to Virginia Wesleyan Wednesday night, one of two teams at 6-1 in ODAC play, a game behind the 7-0 Yellow Jackets. The Marlins are 14-2 overall and will be a huge test. Rogers picked as Hawks head football coach

Hanover has struggled to win, notching no more than three wins per season. The program has suffered declines in participation, as it must convince kids

to play football in a community where lacrosse is on the rise. Between 2012 and 2018, the number of players on the Hanover football ros-

ter dropped from 82 to 44, a 46 percent decline. Only two schools in the Richmond area have suffered steeper drops. Rogers said restocking the

program starts with the kids who are already on the team. He’ll have to build a culture the kids can believe in, and in turn, convince other players to join.

“The best recruiters are the kids themselves,” Rogers said. In 2019, Hanover used a spread offense that utilized run-pass option and zoneread principles, contrasting the power running style Hanover often employed when Rogers was quarterback. He said he’ll continue to adapt the offense based on the players’ abilities. At age 24, Rogers becomes one of the youngest football coaches ever hired in the Richmond area. Not long ago, high school football coaches typically spent 5 or 10 years working their way up as assistants. Now, as turnover in high school football coaching has become rapid and the workload is increasing at a rate higher than the pay, coaches are being hired at younger and younger ages – especially if they have name recognition. Perry Jones, a University of Virginia grad, was hired last year by Glen Allen at age 28. He was one of 12 new coaches in the area in 2019. Phillip Sims, an alumnus of Alabama, Virginia and the NFL, was 24 when he was hired by John Marshall in 2017. There will be at least five new coaches in 2020. Meadowbrook hired Kevin Healy earlier this month, and there are openings at Varina, J.R. Tucker and Huguenot. Eric Kolenich can be reached at ekolenich@timesdispatch. com.

as Roanoke used a 16-7 run in the middle of the second half to pull away for a 76-69 victory. Tied at 38 midway through the third period, RandolphMacon (6-8, 5-4), watched as the Maroons scored 12 of the game’s next 15 points. A Janelle De Guzman trey with 20 seconds left in the third period cut

the deficit to 50-44. The first 3:23 of the fourth period saw the Maroons dominate again, a 10-3 run for a 60-47 lead. Randolph-Macon responded with an 8-0 run to cut the margin to 5 with 4 minutes left. Becca Arrington’s 3-pointer with 2:42 left got Randolph-Macon within 4 at

64-60, but two empty possessions late allowed Roanoke to put it away at the free-throw line. Michal Ross and Kelly Williams each had 18 points for the Yellow Jackets, now alone in sixth place in the conference as they prepare for a rematch with Hollins University at Crenshaw

Gymnasium Saturday at 2 p.m. The Yellow Jackets defeated Hollins 61-51 on Jan. 4, and now must collect as many victories as possible down the stretch to at least ensure a home game in the first round of the ODAC tournament on Feb. 24. Rob Witham can be reached at sports@mechlocal.com.

By Eric Kolenich Richmond Times-Dispatch Hanover High School turned to a familiar face Wednesday when it named Sam Rogers its new football coach. A 2013 Hanover graduate, Rogers walked on at Virginia Tech before becoming a starter and scholarship player and being drafted into the NFL. He was taken by the Los Angeles Rams in the sixth round of the 2017 draft but never appeared in a regularseason game. Since leaving the pro ranks, he was an assistant coach at Benedictine in 2018 and Hanover’s offensive coordinator in 2019. He runs his own personal training business at Sports Reality Performance Training across the street from Hanover High. As a high schooler, Rogers was a quarterback and fierce rusher. He was the TimesDispatch offensive player of the year as a senior, and he graduated Hanover with school records in touchdowns (93), passing yards (3,778) and rushing yards (4,070). He also was a scholarathlete finalist, graduating with a 4.14 GPA. Coaching at his alma mater was something that has been in the back of his mind for awhile. Then when the job opened up, he felt he needed to apply. “It was something I felt called to do,” Rogers said. “I wanted to throw my hat in the ring and get Hanover back where it’s supposed to be.” Rogers replaces interim coach David Butler, who went 2-8 in 2019. Between 2007 and 2015, Hanover boasted one of the area’s top programs. It won nine games or more six times in that span and reached the state semifinals four times. But in the past four seasons,
