Northam orders Virginians to stay at home By Melody Kinser Managing Editor RICHMOND – “The message is very clear: that is stay at home.” That is the statement Virginia Governor Ralph Northam opened his 2 p.m. Monday press briefing concerning the coronavirus (COVID-19). He said residents “should stay at
home to the greatest extent possible.” He also said that he is “depending on all of you to comply.” According to the Governor’s Office, the executive order takes effect immediately and will remain in place until June 10 unless amended or rescinded by a further executive order. Northam referred to the measure
as “a period of sacrifice in an unprecedented and difficult time. It will be hard for people, and I understand, but I have faith in you as Virginians.” He did say that “most Virginians recognize this and are complying.” “Across Virginia in the past few weeks we have seen people doing the right things,” including helping their
neighbors, making masks to help medical personnel, teachers driving through neighborhoods to feel connected to their students. While the Governor said adhering to social distancing and washing hands remain priorities, he added that “more people need to hear this basic message: see NORTHAM, pg. 11
Budesky returning as county administrator By Jim Ridolphi for The Mechanicsville Local HANOVER -- A familiar face will be returning to Hanover County, in his words, “fill some big shoes”. Goochland county adminis-
trator John Budesky was unanimously selected as Hanover’s next county administrator, filling a role occupied by Rhu Harris for 15 years. Budesky referred to Harris as a friend, mentor and colleague
as he made brief comments to the Hanover County Board of Supervisors after his selection was unanimously ratified at last Wednesday’s meeting. Even with the subdued setting and limited attendance,
Budesky’s hiring was more akin to a reunion for the lifelong administrator who has spent four years as Goochland’s chief administrator. He left his position as see BUDESKY, pg. 13

Wegmans’ officials submit latest proffers By Jim Ridolphi for The Mechanicsville Local HANOVER -- A public hearing scheduled last Wednesday regarding Wegmans’ application for proffer amendments fell victim to restrictions prompted by emergency declarations by Gov. Ralph Northam and similar declarations by local authorities limiting the number of people allowed to assemble. Although the Hanover County Board of Supervisors
did meet for its regular meeting on March 25, crowd limits were enforced and all public hearings scheduled for that night had previously been postponed. The hearing has been rescheduled for April 22, but some supervisors questioned if that might be optimistic considering the uncertainty of the current pandemic. Wegmans’ officials sent a letter and proffer comparison to board members earlier last see WEGMANS, pg. 8

Regional team: When to use 9-1-1 during COVID-19 Contributed Report news@mechlocal.com RICHMOND – Regional authorities that make up the Central Virginia All Hazards Incident Management Team are reminding citizens to call 9-1-1 only in the event of a lifethreatening emergency. Because of the outbreak of COVID-19, emergency resources may become stretched thin, so citizens can help by calling 9-1-1 only for medical emergencies. Citizens who believe they have contracted COVID-19 should call 9-1-1 only if they are experiencing either severe difficulty breathing or severe illness. Citizens should also continue to call 9-1-1 for non-COVID-19 medical emergencies. For information about COVID-19, including testing, citizens are asked to call the Virginia Department of Health (VDH) at 877-ASK-
VDH3 (877-275-8343) and not 911. More information also is available at the VDH webpage, Testing for COVID-19. Callers may be asked additional questions to identify potential COVID-19 cases. These questions are to ensure that first responders arrive with appropriate personal protection equipment, not to diagnose COVID-19.

County’s ‘leash law’ goes into effect today for dogs HANOVER -- Every year, beginning April 1 through June 30, it is unlawful for dogs anywhere in Hanover County to be running off their property without being leashed. The county’s “leash law” applies throughout the year in the suburban area. Between April 1 and June 30, it is extended to the rural areas as
well because the births of vulnerable livestock, such as baby lambs and calves, tend to take place during this period. Wildlife activity and rabies cases also generally increase in the April 1 to June 30 timeframe. Any dogs caught running off their owner’s property will be impounded. Impoundment
fees are $25 for the first violation and an additional $10 for each subsequent violation within a 12-month period including a $5 per day boarding fee. Violations also can result in uniform summons or a written warning being issued. Each instance of a dog belonging to a particular owner running at-large is a
separate violation, and an additional penalty will apply regardless of whether or not the same dog is involved. If you see a dog running at large, please call Hanover County Emergency Communications at 804-3656140. Any dangerous animal can be reported by dialing 911 for immediate assistance, 24/7.

OPINION | The Local Views From the managing editor
Listen to the experts: Stay at home and healthy By Melody Kinser Managing Editor ou don’t have to tell me twice. Limiting outside contact hasn’t led to a case of stir crazy, but I expect that goes with age. This is a time unlike any in my lifetime, so I can’t imagine the “walls closing in” feeling for some. But, the reality is that this is life in an unknown scenario. Listen to the experts, those in health care and science. The few times that I’ve left the house have qualified as essential. I do wear my oh-sochick latex gloves and appreciate those I may be handing money to are taking protective measures too. Staying at home is recommended by those
Y
who are all too aware of the severity of the coronavirus (COVID-19). Please heed those warnings. Plan your time if you have children, especially those missing valuable classroom time. I am saddened for graduating seniors in high school who are in limbo as to whether they will take part in commencement ceremonies. Another significant milestone in leaving public school is the Prom. Sometimes, trying to live by the term “the greater good” is disheartening. I’m sure the seniors are anxious as they await definite answers as the days pass in this period of quarantine. This has not been a time to be lackadaisical about the information being disseminated on a national, state and local level.
Take the time to read the newspaper so you can fully absorb the data and, most importantly, adhere to the methods listed to prevent the spread of the coronavirus. The following were released in early March in a statement made by Dr. Michael Gill, superintendent of Hanover County Public Schools: 1. Stay home if you are sick. Avoid close contact with others and seek medical treatment if necessary. If you have a fever, do not leave your home until you are fever-free for at least 24 hours without the use of fever-reducing medications. Clean and disinfect frequently touched objects and surfaces. 2. Wash your hands often with soap and
water for at least 20 seconds. Use an alcoholbased hand sanitizer if soap and water are not available. https://www.cdc.gov/handwashing/ when-how-handwashing.html 3. Cover your mouth and nose with a tissue when you cough or sneeze. Put your used tissue in a wastebasket. If you don’t have a tissue, cough or sneeze into your upper sleeve. https://www.cdc.gov/healthywater/hygiene/ etiquette/coughing_sneezing.html 4. Avoid touching your eyes, nose, and mouth. We can’t dismiss the impact COVID-19 has had on a global scale. So, please, stay home. Plan those essential trips and keep your distance from others. This is one of the most frightening events in my lifetime. Let’s do what we can to survive.
Running the numbers: COVID-19 has doubling time of 5 days By Dave Lawrence Richmond Suburban News According to Johns Hopkins University's Coronavirus COVID-19 Global Cases database, as of midnight Sunday we had more than 720,000 confirmed diagnoses of COVID-19 around the world, with nearly 40,000 deaths. We began the current work week with more than 19.7% of the

There have been more than 770 deaths in New York City alone; more than 140 in King County, Washington, and elsewhere in New York State; more than 70 deaths in Orleans Parish, Louisiana; and more than 50 in both Wayne County, Michigan, and in New Jersey. patients in the U.S. recovered as of midnight Monday. Most of the U.S. cases – more than 137,700 – are still active. Despite some people’s claims that we have a good handle on the growth of the epidemic, the fact is that the number of cases is increasing exponentially in the United States. The R0 (basic reproduction number) of COVID-19 is more than
2.3, meaning that one COVID-19infected person passes the virus on to more than two others. The incubation time for the virus is a bit more than 4 days, with the appearance of symptoms inconveniently occurring at about 5 days. COVID-19 has a doubling time (time to double the number of infections) of about five days. The actual doubling time depends on the aggres-

siveness with which governments enforce social distancing. A strict response increases the doubling time and slows the spread of the disease. A lax response lets the disease run amok. To get an idea of what is at stake, I’ve run some back-of-the-envelope calculations. I’ve assumed a doubling time of five days, which is about what it would be under a lackluster control regime. As of the time I last updated this early Monday morning, we had AT LEAST 142,000 confirmed cases of COVID-19 in the United States. I know there are more cases – our testing effort has been embarrassingly inadequate. A lot of undiagnosed people are running around our communities. Until we can completely contain the spread of the disease, according to my math (which is conservative), in the U.S. we could have: see COVID-19, pg. 8

week, outlining the company’s position on the revised proffers as opposed to those offered in 1995. In the letter dated March 24, site development director Dan Aken began by addressing the current status of the project and how it is perceived by some in the Hanover community. “First, I want to start by apologizing that this project appears to have gotten off on the wrong foot. While we are attempting, with your help, to move the approval process along as expeditiously as possible, I believe there is a mistaken perception that we are not listening to, and do not care, about the concerns of the citizens, particularly those living within close proximity to the project site,” Aken wrote. “I can tell you that there is nothing further from the truth.” Aken said the modifications being sought enhance citizens’ protections and are, in fact, more restrictive than the 1995 measures. “Many of the neighbors appear to believe we are seeking a rezoning of the project,”

Aken said. “In fact, we are requesting only minor modifications to the proffered conditions that have been in place for 25 years.” Aken contends the Wegmans’ project will have less impact on surrounding neighborhoods than what could be built under the existing set of proffers. “It is our sincere belief that the project we propose, incorporating only minor proffer modifications, will have significantly less impact on the immediate neighbors than would a project developed in accordance with current zoning,” the letter stated. Aken said several meetings in recent months with neighbors have produced results and Wegmans is willing to “where possible, modify our plan in accordance with their wishes.” The letter lists a familiar group of items identified by Aken as examples of the firm’s willingness to accommodate concerns including: Plans for 1.7 million square feet of building, a reduction of 500,000 square feet from the 1995 proffers. The retention of 135 acres of open space on the 217acre site with a minimum of
wetlands disturbance. Traffic studies that indicate much lower traffic estimates than maximums established by the 1995 proffers, and a single entrance for trucks and cars on Sliding Hill Road and a single entrance for cars only on Ashcake Road. Numerous traffic improvements, including acceleration and turn lanes and the straightening of the curve near Silverstone Drive. Regarding buffers, the letter establishes the following guidelines: The plan proposes a 75-foot buffer along Ashcake Road, while the buffer is 70 feet to 350 feet in some areas on Sliding Hill Road, both accesses protected by a “board-onboard fence or chain-link fence with sound attenuation slats” located inside the required buffering. Along Egypt Road, 100 feet buffers are proposed. After originally requesting an increase in height of light poles, the most recent proposal reduces that to 25 to 30 feet along Ashcake Road. “Given the presence of heavily buffered areas near

Dustin, Animal ID# 573790, is a 4-year-old neutered male Labrador Retriever mix canine. He has had his first set of vaccines and is Heartworm positive. Dustin is a very nice dog that has been in the shelter for almost three months. He is very friendly and playful. Dustin has lots of energy and loves to run and play. He does really well on a leash. Dustin tested light positive for heartworms so he will need to be treated. He will do best in an active household. Chester, Animal ID# 574859, is a 7-year-old neutered male domestic-short haired feline. He has had his first set of vaccines and is FELV/FIV negative. Chester is a very sweet boy. He was surrendered a few days ago because his owner was moving. Chester is laid-back and gentle. He is well litter-trained. Chester is nice with people. He really likes to be scratched on the head. Sliding Hill Road, we feel the proposed 45-foot height is appropriate there,” Aken said. The letter also expressed the company’s willingness to preserve archaeological resources on the site and has agreed to skip the second step of a threestep examination process. Also expressed in the letter is a commitment to disturbing the least amount of wetlands possible and not depending on a 1995 study that delineates those areas. Aken said that six acres of wetlands would be disturbed by the project, requiring a purchase of wetland credits to offset the disturbance. Asked if those changes were the result of meetings with neighbors and county staff, Aken affirmed the input prompts those adjustments. “Yes, there are several changes that have been made as a result of the feedback we received at the large public meeting, the Planning Commission meeting, and the subsequent smaller meetings we have had with neighbors,” he said. “Specifically, we are removing the truck parking we had along Ashcake Road so we could increase the buffer and overall green space there, we have added sound attenuation fencing along Ashcake and Sliding Hill Roads. We have added an acceleration lane for trucks exiting our facility. We have provided for signage indicating no left turns for trucks on Sliding Hill (keeping trucks off of Sliding Hill and Ashcake), and we have substantially increased the buffers along the entire western edge of our property (from 25 feet to 100 feet).” Aken acknowledges the recent changes will not satisfy all concerns raised by neighbors. “While we have not been able to address all of the residents’ concerns, we hope this
high-level overview of just some of the modifications we have made, mostly triggered by citizen comments, demonstrates that we are listening, and we are attempting to make this the best project we possibly can while meeting our business objectives,” Aken wrote. Regarding current scheduling regarding the board’s consideration of the request, Aken’s letter clearly indicates the company’s desire to move forward as quickly as possible. “We understand some board members have requested a decision on this project
gravesides and archaeological resources. Opponents also have expressed concerns regarding the process that allowed the project, which they have described as secretive and less than transparent. While some have asked board members to defer a decision on the pending application, others have requested a denial of the Wegmans’ request. be deferred pending further dialogue with the community,” Aken said. “We feel we have made every effort to listen to community concerns and, to the extent feasible, modify our proposal to the extent we can, without sacrificing the viability of the project.” While acknowledging the county’s due diligence in canceling the originally scheduled public hearing, the letter was explicit regarding their wishes. “We fully understand the county’s decision regarding the cancellation of the March board meeting due to the current health crisis, and hope to be in a position to move this project forward with a positive vote at the next available board of supervisors meeting.” But opponents of the distribution center have raised consistent and organized objections to the project, including traffic, wetlands, compatibility with existing neighborhoods, noise and concerns regarding possible disturbance of
during the public comment period. Many have contended that Wegmans could not build the facility if the 1995 proffers remain in place. In an interview late last week, Aken indicated that was not the case. “We did ask for the same clarification from the county and have confirmed that Wegmans can build on the property, in conformity with the Zoning Ordinance, and the conditions of the 1995 zoning approval without further public hearing or input,” Aken said. Even under those circumstances, the project still requires a site plan approval from the Planning Department. “Wegmans is required to obtain site plan approval for development of the property, which is an administrative function of the Planning Department,” Aken said. “We would need to modify our building design slightly to

Don’t go to the store just for one thing, wait until you have a list,” he continued. “As of today, almost half of the COVID-19 cases in Virginia are in people under age 50. Every age group needs to act responsibly and stay home. No age group is immune to this virus. These orders are necessary to protect public health,” he said. “This morning, Virginia has more than 1,000 COVID19 cases. What we are seeing now is how people interacted two or three weeks ago.” “We need everyone to be patient with social distancing,” Northam said, adding that “it is critical that we all do our part and stay at home.” In looking ahead to hospitalization efforts, the Governor

We know this virus spreads primarily through human-to-human contact, and that’s why it’s so important that people follow this order and practice social distancing. I’m deeply grateful to everyone for their cooperation during this unprecedented and difficult time.” Last week, the Governor Northam issued Executive Order Fifty-Three closing certain non-essential businesses, prohibiting public gatherings of more than 10 people, and directing all K-12 schools to remain closed for the rest of the academic year. He acknowledged the good working relationship established in Goochland. “I am very proud of the work that the leadership team and I have accomplished in Goochland,” Budesky said. “We are known for our civic engagement, transparency, and listening. These skills have helped us to have solid relationships with our boards, commissions, and, more broadly, our citizens.” Even with the successful
run in Goochland, the lure of returning home to Hanover was too much to resist. Budesky and his wife have two children who attend Hanover schools. “Hanover is an amazing community, and the word is clearly out that it’s a great place in which to live in and make business investments,” Budesky said. He said maintaining that status is critical. “There is a delicate balance to protect the great things that define Hanover and manage growth and investment in the right locations. This
will be an ongoing challenge that we must confront,” the Pennsylvania native said. Those challenges are compounded with the issues prompted by the current health crisis, a situation that requires full attention at this tenure. “Responding to the current needs of our communities in regard to the COVID-19 pandemic is priority one right now,” he said. “As this crisis subsides in the future and we identify the impacts to our citizens and businesses, we will need to take appropriate measures to support vital opera-

Graduation Ceremonies: We are committed to celebrating the accomplishments of our senior class. Our sincere desire is to hold traditional graduation ceremonies for all four high schools. While we cannot predict when the Governor will lift the current restrictions on large gatherings, we are still maintaining our reservation at the VCU Siegel Center for Saturday, June 13. If this is not possible, we hope to hold ceremonies later in the summer, if per-
tions and prioritize the needs of our residents.” Board chair Bucky Stanley, Beaverdam District, welcomed Budesky to the county and voiced support for the new hire. “He already had a good reputation in Hanover and the Richmond region and has proven himself as the Goochland county administrator,” Stanley said in a press release. “We look forward to his leadership of the county
workforce in the implementation of the board’s vision for Hanover County.” Vice chair Sean Davis echoed those sentiments of support. “Mr. Budesky is the right choice at the right time,” Davis said. County attorney Dennis Walther introduced two temporary emergency ordinances that will better allow county officials to conduct business during the crisis. One allows remote participation on boards, commissions and committees during the crisis, while the other addresses
government continuity during the disruptive crisis. “COVID-19 has caused a substantial impact of the operations of all local governments. rent situation regarding levels of operation currently being observed in county offices. He said 30 to 40 percent of county employees are working remotely. As the virus has worsened, doors to offices have been locked but are still open for business, and citizens can still carry on normal practices such as applying for permits and other services. “We are open for business. You can file a business permit, review planning documents, pay your taxes . . .,” Harris said. He noted Fire-EMS and Sheriff ’s Office services have maintained normal levels of service during the crisis “They’ve never skipped a beat in regard to what they are doing,” Harris said. Davis agreed in an interview late last week. “Folks can be assured that we will continue to give the high level of service that Hanover residents demand. We will also provide up-to-date information through a policy of maximum disclosure with minimum delay.” The impact on county finances could be significant, according to Harris, especially for small businesses, lodging, and sales tax revenues that are plummeting with the closings. “It is our preliminary review right now that we think the impact to Hanover County for the remainder of this fiscal year . . . is going to be about $4 million,” Harris said. Earlier this year, county officials estimated that revenue receipts would be about $1.3 over anticipated amounts. Even with the surplus, that leaves a $2.7 million shortfall due to the virus. Harris expects to address that shortfall by asking departments to cut operating budgets by 5 percent and instituting a hiring freeze for non-essential personnel. “We are very confident that working together we can
find that $2.7 million. I’m here tonight telling you I’m sure we will get there,” he added. Next year’s budget also could be affected, but Harris said that issue will be addressed at a later date after effects on the state budget are revealed. “The numbers when the General Assembly left town are not the numbers that will move forward as a budget . . . that will certainly impact us on a local level,” Harris said. Harris also lauded the efforts of Economic Development director Linwood Thomas and his office’s efforts to assist local businesses during this emergency. “There are ongoing conversations throughout the region as to how we help these small businesses,” Harris said. “He’s right there in the forefront with the other partners doing our part for Hanover County.” The board also announced new guidelines regarding county meetings during the crisis. Whenever possible, the county will align itself with state-issued crowd limitations that will require some adjustments to public hearings and comment periods. Cancelled public hearings (excluding Wegmans) from last week’s meeting will be conducted in a special meeting April 15 with public comments being accepted by phone or email. Persons wishing to address the board in person will be allowed to do so, but the 10-person limit will be adhered to when possible. An April 1 public hearing on the budget and tax rates will be conducted per those guidelines, and the April 8 regular meeting also will adhere to those restrictions. Groups from each public hearing will enter the board room as the previous case’s participants exit. Contact phone numbers and email information are see BUDESKY, pg. 15

draftsman trainee. “I said, ‘I don’t even know what that is,’” LaHaye recounted. “He said, ‘Oh, you’ll draw up plans for the park.’ I said, ‘Well, okay. I can’t draw, but I’ll be glad to offer any advice.’” LaHaye was hired. She later developed a friendship with Rachel Anderson, who helped establish Randolph-Macon’s women’s athletics program. In
part due to her competitive nature, LaHaye asked Anderson if she could assist her somehow at the college. The answer was yes, if she didn’t mind volunteering as assistant women’s basketball coach. That was for the 1980-81 season. Two seasons later, she was named head coach. The early years presented adversity. The team competed
in Division II because the men’s program was there. Opponents included future Division I schools like Longwood, Radford and Liberty. The job also presented challenges for LaHaye on other fields of play. “We started the women’s soccer program in 1981, and I was the first coach,” LaHaye
An era has come to an end at Randolph-Macon college. Yellow Jacket head women’s basketball coach Carroll LaHaye announced that she was retiring last week. She has left a tremendous legacy at the college. The statistics speak for themselves: 38 seasons, 647 wins, 418 of which came in Old Dominion Athletic Conference play – making her the winningest basketball coach – men’s or women’s – in ODAC history. Her teams won eight ODAC regular-season and 12 ODAC tournament championships; they reached the NCAA Division III women’s basketball tournament 12 times, with four appearances in the Round of 16 and one in the national championship game. see LEGACY, pg. 23
see LEGEND, pg. 23
The statistics do not capture, while impressive, are not an accurate measure of LaHaye’s stature as a person. I wish I could say I remember how long I’ve known Carroll. I don’t – it has nothing to do with her. Those who know me know
that I have a hard enough time remembering who I talked to this morning – though if you bet on the dog, you’re probably on solid ground. I do know that I have known Carroll for quite a few years, and few coaches have made me feel more welcome and at ease in their presence on bad days as well as good. Coaches have differing ways
of dealing with the press. Some want to talk to you on the floor or the field. Others retire to the dressing rooms and – if you need to talk to them – you park outside the door and wait for them to emerge. Carroll would usher us into her office. Always focused on her players, she would stay outside while we interviewed them first – giving them the players
the space to get comfortable and speak for themselves. Afterward, it would be a one-on-one with her. Unless I’m on a tight deadline, I start an interview with small talk. Part of it is to get us both comfortable. Part of it is because I am interested in the interviewee as a person. I have enjoyed getting to know Carroll on human, rather than just pro-
fessional, terms. Part of what makes Carroll a great person to engage with was her lack of ego. While I am sure she has one, it was never in the forefront. She put her players first. Even when the Yellow Jackets had a less than pleasing performance on the court, she would defend her players – and her assistants. She always took responsibility for the outcome. If her teams did not perform as they should have, Carroll said it was because she did not prepare them as she should have. Whether or not that stance was justified, it was always admirable. And it earned the loyalty of generations of former and current players. When Carroll and I talked, her Down East accent would occasionally sneak out. From the time I first heard it, I suspected she was from Maine – a state I love, and where two of my grandparents are buried. Still, I did not get around to asking her about it until this year. So, before getting down to business that night, we shared memories of that state. I revisited my grandparents’ graves in my memory. And for a moment I shared a bit of a bond with Carroll around a landscape we both love. That moment is one I will never forget. Dave Lawrence can be reached at dlawrence@mechlocal.com.
Her final victory, number 647, was an NCAA first-round upset of then ninth-ranked Transylvania on March 6 in Lexington, Kentucky. The 647 wins places her 55th all-time across all college divisions of women’s basketball coaches. Her 38 years at Randolph-Macon tie her with the late legendary Tennessee coach Pat Summitt and Montana’s Robin Selvig for most seasons at the helm of a single team.
The personal accomplishments, while gratifying, aren’t what satisfies LaHaye’s soul. “I’m overwhelmed with wonderful messages from former players, colleagues, friends, family,” LaHaye noted. “I’m very blessed.” The one regret of her decision was totally out of her control. She had to break the news to her team Wednesday via a video conference call due to the COVID-19 pandemic. Early in her tenure, LaHaye
thought of trying to return to Maine to coach, to be closer to her family. Then, as she noted, the years flew by. Friendships here became family. While she now has time, and plans, to spend more time with her family in Maine and elsewhere, Ashland is definitely home, and her post-coaching plans are coming together. “I told friends I’ve developed three passions recently: horse racing, NASCAR racing, and golf,” LaHaye said. “I can’t
afford any of them. I don’t bet on the races, but I love to go and watch the horses run.” LaHaye also plans to spend time working in her yard, and caretaking at her spiritual home, Ashland Christian Church. If you think about it, those activities mirror what she has done in the lives of literally thousands of people over nearly four decades at RandolphMacon College. LaHaye invested by planting seeds in the lives of young
women, nurturing their growth, then setting them free as maturing adults ready to face the world, raise families, and serve the communities where they live. Carroll LaHaye’s career, brought to Ashland by a park with “poor” in its name, has harvested riches which our community, and many others, will benefit from for generations to come. said. “Rachel also said, you’ll have to coach lacrosse. I said, I don’t know anything about lacrosse.” She was a quick study, leading the Yellow Jackets to a fifth-place finish in the 1981-82 Association for Intercollegiate Athletics for Women’s (AIAW) national tournament. But with the National Collegiate Athletic Association (NCAA) recognizing women’s sports in 1982, the college named LaHaye head women’s basketball coach. “And, as they say, the rest is history,” LaHaye said. With Randolph-Macon’s move to Division III and the Old Dominion Athletic Conference, there came equitable opportunity. By the mid 1990s, the Yellow Jackets were in the upper echelon of the conference to stay, winning their first ODAC championship in 1996, finishing 28-2 and advancing to the Round of 16 in their first-ever NCAA Division III championship appearance. It would be the first of 10 ODAC Championships for the Yellow Jackets under LaHaye – the last coming just a month ago when Randolph-Macon, as a No. 4 seed, knocked off Guilford for the title – and 12 NCAA appearances, which included four trips to the Round of 16 and one trip Final Four, in 2005, where the Yellow Jackets reached the national championship game. The 2005 team was the first to ever go 20-0 in ODAC play, setting the program record for consecutive victories with 23. Personally, the historic wins kept coming. Her 400th victory as Yellow Jacket coach came in 2007, while number 500 came at Crenshaw with a win over Roanoke in 2012. On Jan. 20, 2018, LaHaye notched her 600th win on the road at Lynchburg en route to capturing the Yellow Jackets’ ninth ODAC championship.

Local teen taking talents to Texas By Melody Kinser mkinser@mechlocal.com Abram Dean’s “first real thing” in terms of performing paid off earlier this year when he captured the title of Hanover Junior Idol. Thanks to some encouragement from his mom Debbie Lunsford, he took the leap into the world of music. And now the 16-year-old from Mechanicsville is preparing to move to Texas to pursue his dream. On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. Debbie said she suggested Abram enter the Hanover Arts and Activities Centersponsored Idols competition because he “wants to get into this music thing, so let’s see TEEN, pg. 14 `

Professional golfer’s treatment of fan proved how special he is By Jim Ridolphi Contributing Columnist As we watch golf on Sundays, it’s easy to forget the majority of professional golfers who struggle through tournaments around the world seeking that upgrade to major tours or fighting for that one exemption that will give them an opportunity at a major tournament. Even for those who travel with that exalted status play a
daily game of how to maintain top level play and retain their status in the big league. Brandon Matthews is one of those pros, waiting for a chance to break through, sink that one putt that places them among the elite. Last year, it appeared those efforts would finally pay off, but it wouldn’t come easy. Embroiled in a heated four-hole playoff with fellow golfer Ricardo Celia and an
invitation to the prestigious British Open on the line, Matthews felt confident as he lined up an eight-foot putt that would ensure the playoff ’s continuance. As he began his motion, a fan yelled from the gallery, and a seemingly easy putt slid past the hole. Matthews was visibly upset by the disturbance, thinking some overzealous fan had intentionally caused the disruption and

PUBLIC HEARING NOTICE HANOVER COUNTY BOARD OF SUPERVISORS The Hanover County Board of Supervisors will hold a public hearing on April 15, 2020, at 7:00 p.m. in the Board meeting room at the Hanover County Administration Building, 7516 County Complex Road, at Hanover Courthouse, Hanover, Virginia, on the following ordinance being proposed for adoption ORDINANCE NO. 19-09 AN ORDINANCE GRANTING RELIEF TO FAIRCLOTH REALTY INVESTMENTS, ON BEHALF OF GWENDOLYN VIEW, BY PAYING TO IT THE SURPLUS FUNDS RECEIVED BY HANOVER COUNTY FROM THE HANOVER COUNTY CIRCUIT COURT FROM THE DELINQUENT REAL ESTATE TAX SALE OF THE PARCEL DESIGNATED AS GPIN 7863-82-7700 PURSUANT TO VIRGINIA CODE SECTION 58.1-3967
allowed his Colombian opponent to capture the title, and a trip to the British Open. Tournament officials immediately apologized to Matthews and offered an explanation of the outburst. The fan who yelled in excitement was a mentally challenged lover of the game who had become overcome with the moment and screamed with excitement. Matthews immediately asked to meet the fan and assured the overzealous fan he was not angry. The two talked and hugged with Matthews eventually gave the fan a signed glove and ball. It was a moment of spiritual renewal in a world where many high-profile players seem out of touch or detached from the crowds who watch breathless with each stroke. While Matthews’ game may still have a ways to go before we see him at the top of the leader board, he’s achieved a social maturity and understanding that has alluded many of his col-
Metro Creative Connection
leagues. His act of kindness toward the fan speaks volumes about the soul of the individual, and the people who raised him. Matthews’ mother worked in group homes with mentally challenged patients for years, so he was exposed to that community and at an early age, and learned the importance of these individuals. In addition, Matthews’
best friend’s sister had Down syndrome, so he interacted with special needs people on several levels. Perhaps, that involvement allowed him to immediately recognize the situation at Argentina’s Visa Open last year. After the incident he told reporters he didn’t want anyone to be mad at the fan, and wanted to make sure the fan knew he was not angry with him. He gave the fan a big hug before signing the ball and glove, a gesture returned with a big smile from the fan. The whole incident provides a heartwarming testament to the goodness of humanity, and the compassion of one man who has chosen his path, with eyes wide open. Asked about the incident following the disappointing loss, Matthews put the disappointing loss in proper perspective. “Some things are bigger than golf, and this was one of them,” he told reporters. That, my friends, makes Matthews a winner in my book no matter what the leader board says.
