Salutatorian of the class is Madison McLaughlin, who concludes her public education with a 4.56 GPA. Emma is the daughter of Stephen and Sarah Lambert of Mechanicsville. year (July through August 2019) at the Virginia Institute of Marine Science. Looking to continue her education, Emma said, “I will be attending the University of Virginia. I selected this particular college over others that I was accepted to because my father went to the University of Virginia. The school offers one of the best science programs in Virginia, and, when I toured the school, I loved the campus and extracurriculars it had to offer.” With her father having attended UVA, Emma said, “I have heard many great stories about the school and why he loved being there. By Hannah Mullen Throughout my academic life, the Mechanicsville Library has been a place of learning and solace. For as long as I can remember, stepping into a library gave me a rush of comfort. The smell of books and the comfortable chairs created such a peaceful atmosphere. I was able to sit and read for hours without being disturbed. I could also go home with new books and audiobooks to enjoy. Overall, the library has always been my happy place.

HANNAH MULLEN As a child, my grandmother used to take my brother and me to the library to participate in activities and check out books from the children’s section. This contributed to me learning to love reading, something I have retained to this day. Books have always been there for me when I was happy and, maybe just as important, even when I was sad. In fact, my love of books and voracious reading led to me eventually writing and publishing my own book by the time I was 13. “Experimentals” is still for sale today through Amazon!

If I had not enjoyed reading so much, this would not have happened, and it opened up so many doors for me that made my life what it is today. When I became a teenager, I decided to volunteer at the Mechanicsville library, promoting the summer reading program and shelving books. Everyone was very nice during my time there, and I got to know many of the librarians well. Shelving books was calming to me, and I was able to not think about anything else for a while I did this. Overall, this was a positive experience for the two summers I volunsee HANNAH, pg. 4

cross the country there are ongoing discussions pertaining to trust, transparency and accountability within the law enforcement community. Every citizen of this country has the right to feel safe and secure in their own home and as they walk the streets of their community. We cannot waver from this commitment. It has been said that a police system must operate so scrupulously that public sympathy and approval are not alienated. A community must trust its law enforcement officers. Trust is something that is earned and not easily

given. A breakdown of trust can impact those vital community relationships that are key to the success of any law enforcement agency and the community they serve. Right now across the nation that trust has been shaken, opinions HINES made, and perceptions garnered. Now the challenge to all law enforcement agencies is how trust can be assured amidst this environment.

me has opened my eyes up to unique aspects of the school that made me want to choose it even more.” After researching the different science programs offered by Virginia colleges, and as someone who wishes to major in biology, Emma said, “I learned that the University of Virginia offers an exceptional program that is ranked as one of the best in the state. My desire to earn the best education as possible has increased my desire to attend this college.” When she toured the campus, she said, “I was able to walk through the beautiful landscape and architecture that the school consists of, giving me an idea of what attending the school would actually feel like. Not to mention, while on the information tour, I learned about the many clubs and opportunities that the school offers, which appealed to my interests and hobbies.” Emma plans to major in biology and Spanish. “I wish to major in biology because

ever since the sixth grade I have wanted to pursue a career in marine biology. I remember watching the movie ‘Dolphin Tale’ and immediately wanting to help and rescue marine life like the people in the movie did.” She added, “Not to mention, I was given the opportunity to intern at the Virginia Institute of Marine Science in July and August 2019 as a part of a governor’s school program that I applied to. I absolutely loved the experience that I had with this internship and my interest in marine biology grew. One day, I would love to work at VIMS, an aquarium or any workplace where I could help protect and rescue marine life.” “I never imagined that I would become the valedictorian of my class,” Emma said. “I remember that at the beginning of the year I met with my school counselor because it was time to have the daunting discussion of my plans for the future. “I could tell that she was about to share my class rank with me, so I immediately said, ‘I don’t want to know my class rank,’ as fast as I could. I knew that if I had found out

my class rank, I would have become obsessed with it and all I wanted to focus on was trying my best without worrying about which number I was on a list.” Emma said she remembered talking with her friends predicting class rankings “and it seemed that everyone but me knew that I was going to be the valedictorian, which I thought was really funny.” When she learned she was, indeed, the valedictorian of her L-DHS class, she said, “I felt proud to see that all of my hard work had paid off. I am incredibly grateful for the opportunities that my high school has offered me and the growth that I have experienced because of them. I would not be here without the unconditional support that I have received from LeeDavis High School, my family and my peers. Thank you to everyone that has helped me to become the person that I am today!” Madison’s parents are Michael and Sherry McLaughlin of Mechanicsville. teered before I was able to work legally. In my late teen years, I was part of the Model UN program. We held our conferences at the library in conference rooms. It gave us a space to express ourselves and learn to debate civilly with each other about world issues. If we did not have access to the conference rooms in the library, we may not have been able to have conferences as productive as the ones we had. It was a fantastic venue, and this alone shows that the library is not just for books. Overall, the Mechanicsville library has greatly influenced me in both personal and academic ways. Having access to books and a public library space allowed me to have a safe space to learn and be myself. Although I will no longer have access to this particular library when I move to college, it will always have a special place in my heart.

Madison’s love for softball has found her helping to lead softball camps for kids. She has been playing softball since she was 6 years old and travel softball since she was 10. She has been a tutor in math and Spanish in her community, as well as volunteering at events like “Deck the Halls” to benefit Hanover Safe Place. Madison also has served as a Hanover County election page. Softball remains in her higher education plans, with Madison planning to play at Randolph-Macon College. She will be majoring in biology at the Ashland campus. “Though my time at LeeDavis was cut short, I made many great memories there. I am thankful for all of the friendships I have made over the past four years, and for all of the teachers who have helped me along the way. High school will be missed, but I am excited to start the next chapter of my life,” Madison said.

hree Hanover County students are winners of the 2020 Melissa J. Dopp/Bobby Ostergren Scholarship, awarded yearly by the Hanover Democratic Committee to graduating Hanover County seniors with the highest level of participation and involvement in Democratic campaigns and activities. Valerie Shcherbakova, a graduating senior at Hanover High School, won the first place award of $1,000. Daniel Richardson, also a graduating senior at Hanover High, and graduating Atlee High senior Nylah Brown are runners-up, each winning $500 awards. Shcherbakova, the daughter of Yulia and Yuriy Shcherbakova of Mechanicsville, plans to attend VCU in the fall.

She was president of the Young Democrats Club of Hanover SHCHERBAKNOVA High. She facilitated debates, worked on service projects and supported democratic values through weekly meetings. She also worked on the 2020 Sanders campaign and the House of Delegates campaign for Morgan Goodman. Richardson, the son of Qian and David Richardson of Butternut Lane in Mechanicsville, will attend Embry-Riddle Aeronautical University in Daytona Beach, Florida. He served as a Hanover

County Election Page in 2018 and 2019. He was an active RICHARDSON Young Democrats Club member at Atlee High. It’s an image that will burn in my psyche By Melody Kinser Managing Editor

I

t’s still incomprehensible to grasp what happened to George Floyd took place in this country. Where is the United States of America that led us to believe “all men are created equal”? Well, we all know that has never been the case. My heart is in pieces as I once again find myself writing about racism in what was once considered the most powerful and successful nation in the world. Sadly, that description has been shattered and I doubt there’s a time frame we can formulate to even estimate when we have a functioning normal society. I grew up during the Cold War, when the Union of Soviet Socialist Republics (USSR) was

our greatest threat. Now, the enemy is within. I didn’t witness racism in my hometown until I was in high school when public interracial dating started. White guys I’d known for years were heard saying the “N” word. I was shocked! They were insulting and threatening violence. That wasn’t the place I knew as home from birth. But, yet, there it was -- in school and on the downtown streets. Back to George Floyd. I don’t think I’ll ever be able to erase the sight of a Minneapolis police officer putting his knee to Floyd’s neck for nearly 9 minutes as three of his fellow officers watched. I cringe every time the news channels air the video. What was wrong with that officer that he felt compelled to continue to kill Floyd as bystanders were kept back.

Little did Floyd know that an impact is death would make on this country. People of all colors have had enough -- and they have been taking to the streets to say racism is not acceptable and bad police officers must be held accountable. We’ve all heard the old saying, “One bad apple don’t spoil the whole bunch”. Let’s make that our motto moving forward. There are far more good police officers than bad, and I do believe many would give their lives to protect us. Floyd’s death has sparked a needed awareness in our country. The plight of the black has not made the strides needed for true equality. Skin color has nothing to do with the person. And, most of all, let’s not forget the greatest man to walk this earth -- Jesus Christ -- was not white. Before attacking anyone of color, think about that for awhile.

Sometimes a legend really is stranger than fiction By Jim Ridolphi Contributing Columnist I’m sure Im not the only quarantined individual who is less than proud of some of the foolishness I’ve watched on television since this crisis began. I mean, who could have predicted that my son and I would sit in front of a television set and watch marbles race? So, it shouldn’t surprise anyone

that I found myself searching for options on one of those endless evenings too familiar for many of us during this pandemic and landed on a movie called “Bloody Mama” starring Shelley Winters. I was intrigued by the list of characters and noticed that a young Robert DeNiro was cast as one of the outlaws in the film. The movie was loosely based on the exploits of famous gangster Arizona “Ma” Barker and her four

Ma and her boys robbed, kidnapped and extorted their way across the Midwest, their reputations expanded following each crime, most of them landing on the front page of national newspapers. The movie ends when Ma and her boys are gunned down by FBI agents in a dramatic shootout in Central Florida.

As I watched the movie, I immediately got that feeling that I had been there before, and, after a few minutes, I realized I had been. In 1966, Ocala, Florida, was a sleepy town in Central Florida that still maintained all the trappings of days gone by. Democrats: End racial bias now! The Hanover County Democratic Committee stands in solidarity with black and brown Americans in Minneapolis and around the country. We must bring an end to systemic racism. No person should ever have to beg for his life or prove his humanity. It sickens us to know that there are citizens who daily live in fear of the very people who should protect them. We are grateful for the many men and women of law enforcement who serve with dignity and integrity. But, we need to admit that racism exists in all walks of life. As Rev. Dr. Martin Luther King Jr. said, “Injustice anywhere is a threat to justice everywhere.” We are hurting right now, but we are not broken. Together, as Americans, we can do better. There are many songs and slogans extolling the joy and pride of being born in America: We are a blessed nation. Therefore, we, by rite of our birth, must do all we can to ensure that all Americans are treated humanely and have every opportunity to better their lives. For too long we have been silent on issues that make us uncomfortable. We encourage everyone to start having meaningful conversations about race and oppression. Through open dialogue, we will find meaningful solutions. For the sake of our children, we must solve the problems created by racial bias. Each time I try to say or write something about where America has landed after the killing of George Floyd, my eyes swell with tears and the salty tears roll down my face -- the same salty tears that roll down the faces of any caring American, no matter what color. I have never seen anyone stop breathing, especially at the hands of a law enforcement official with his knee on a man’s neck and a smirk on his face. The image of George Floyd was crystal clear ... it rips into my heart like a dagger. Malcolm X said “it is criminal to teach a man not to defend himself when he is the constant victim of brutal attacks”. How did America get here? We were always here but the deep-seated racism was hidden in the hearts and minds of those who feel privileged and superior. All it took was one unbalanced election of the wrong person for that ugly racism to rear its head. Those nasty and ugly feelings were always there, hidden in a corner of minds and hearts; ready to come out by invitation of a president who encourages division. No words or actions could ever make a person participate in the violent and mean spirited actions we have seen this past week, unless it was already in their hearts. What makes any person feel superior to another because of their birth? No one

gets to choose their parents, their race, their ethnicity. So what pleasure does one get out of violating another person because of their color? People who are so prejudiced that they would take another’s life are ignorant and insecure; they act disgracefully and disrespectfully to be validated. It has to stop! Now! No more! Ever! Black friend’s face told about being denied This letter goes out to the Hanover County white community of which I have been a part since 1994. I wish to address the racial tensions in our county and what we might do to take a little step forward. I grew up in the segregated South during the 1940s and 1950s. I just accepted it as the way things were. I did not think too much about it until I had an experience in 1964 that jerked me into awareness. I was part of a select group of college students participating in the Governor’s Internship in State Government in Raleigh, North Carolina. There were 22 of us and one was a black student. After one of our seminars a small group of us, including our black friend, went to a local restaurant for a snack. We sat down at a table and waited to be served. We waited and waited and no one came to our table. Finally, the manager came out and informed us that we could not eat there because the restaurant refused to serve any person of color. I and the other white members of our group were upset at this obvious rejection, but

when I looked in the face of our black companion I saw something else entirely. It was a look of shame. We saw what happened as a little injustice. He saw it as a signal that there must be something deeply wrong with him and that was the look I saw on his face. After that experience, I thought of myself as a person open to racial justice. I participated in some nonviolent marches of the Southern Christian Leadership Conference. I tried to be an advocate for social justice. But now, over 50 years later, I have discovered that I still carry around vestiges of racial prejudice. Recently, I read a book called “I’m Still Here: Black Dignity in a World Made for Whiteness” by Austin Channing Brown. She writes about being on the receiving end of racial prejudice, some of it obvious and overt, and some subtle and unthinking. After reading that book I had an experience that revealed that I still have that kind of prejudice within me. It was a Sunday when snow was forecast and so most churches, including mine, canceled services. But the roads were clear and there was almost no snow on the ground. I decided to see if a couple of churches in my neighborhood were having services but their parking lots were empty. Only later did it dawn on me that I didn’t even think about checking on the African American church in my neighborhood. Then I realized that the vestiges of racial prejudice are still with me. My fellow citizens of Hanover County, the same vestiges are still with all of us. I believe the first step toward a more promising future is to recognize and admit that this is true. It might be the first step in trying to remove that look of shame from my black friend’s

face. It might be the first step toward educating ourselves about some of those symbols like Confederate flags that we see on display. They came into use during the 1950s and 1960s as a sign of opposition to integration and an affirmation of white supremacy, and that’s still what they stand for. Lee-Davis High School and Stonewall Jackson Middle School were named during the same era, and those names are deeply offensive to our African American neighbors. I plead with my white brothers and sisters in this county to take a little step to help remove the shame from my black friend’s face. Recognize that we still bear in ourselves the vestiges of 400 years of racial prejudice. Let us find a more promising future for all of us by admitting that we are part of the problem and committing ourselves to make some steps in the right direction. The Rev. Dr. Stephen L. Resident: face masks order undermines us Overruling the position and recommendation of the Virginia Association of Chiefs of Police, Governor Ralph Northam announced that as of Friday, May 29, Virginia will require wearing face masks inside public buildings or business establishments, justifying his decree as necessary because science shows that masks mitigate the spread of COVID-19. Doubling-down with some arm-twisting, violations may be subject to a Class 1 misdemeanor, punishable by up to a year in jail and a $2,500 fine. ADAMS, Carina Isabel Verdeguer Marticorena, 40, of Mechanicsville, Va., ended her courageous struggle on May 30, 2020. For three years, she valiantly fought battle after battle with cancer until it was finally time to lay down her arms for good. It was a hard fight, and it was a painful fight, so she deserves the rest she has earned. She was a devoted mother to her only son, Alexander, and every day that she fought was one more she could spend with him. She was an architect with Poole & Poole Architecture for 15 years, where she was passionate about creating and designing, as well as being mischievous with her fellow co-workers. Carina loved chocolate, she loved apple pie, she loved to sing and she loved to do anything that allowed her creativity to flow. She had an infectious personality, and anyone who met her always remembered her. Carina was born and raised in Lima, Peru, and was called La Rulis by her friends, because of her beautiful long and curly hair. She leaves behind her heartbroken husband of 15 years, Phillip Adams; and her most precious eightyear-old son, Alexander Adams. Her mother, Gilda Marticorena Quintero; and father, Carlos Verdeguer Herrera, were by her side until she was finally at peace. In Peru, she is grieved by her maternal grandmother, Judith Quintero Ordenes; and

her paternal grandparents, Jose Verdeguer Garboza and Carmen Herrera Eyzaguirre. She will be missed immensely by her many cousins, aunts, uncles and friends in Peru who were unable to see her one last time; and stepfather, Fernando Castano in Connecticut. Her in-laws, Fonda and Bill Adams; and three brothers-in-law (Will, Brandon, Josh) lose the only daughter and sister they ever had. Phillip is forever grateful for his family and friends and their continual support provided over the past three years, as well as her employer Poole & Poole, who was always there for her. Carina will be loved and missed always. Come unto me, all ye that labour and are heavy laden, and I will give you rest (Matthew 11:28). A memorial service will be held later in the summer.

BOUFFARD BOUFFARD, Roger J., 100, of Mechanicsville, Va. and formerly Upper Marlboro, Md., passed away May 25, 2020. He was preceded in death by his wife, Suzanne Bouffard, after 61 years of marriage. He is survived by his son, John Bouffard (Marcia); and daughter, Denise Bonovitch (Harold); and three grandchildren, Emilie Bonovitch, Christopher Bouffard and Lauren Bouffard. He was preceded in death by his oldest son, Gregory Bouffard in 1970. He was an Air Force veteran

who served in WWII, Korean War and Vietnam War. After his military career, he became a civil service employee, working for Naval Surface Warfare Center. He enjoyed playing golf up until his early ‘90s. He also enjoyed buying and selling cars. Exercised every day and loved playing Bingo. A graveside service was held on June 1, 2020, at Resurrection Cemetery in Clinton, Md.

BURGESS BURGESS, Joyce Luck, 83, of Spotsylvania, passed away at the Masonic Home of Virginia on June 3, 2020, where she has resided for the past seven years. She was predeceased by her husband of 52 years, Walter D. Burgess, who passed away December 26, 2010. She was a woman of great faith and dedicated her life to church and the love for her family. She had a special knack of finding the good in everyone. She is survived by three daughters, Linda Peaco (Ellis), Janet Martin (Sonny), Susan Palmer (Ricky); five grandchildren, eight great-grandchildren; a sister, Doris Pritchett; a brother, Sherman Luck (Dean); nieces, nephews; her dear friend, Rose Cullingsworth; and many other friends. We would like to thank the nurses and caregivers that not only cared for her but loved her. A very special thank you to April Green (aka Opal), who mom thought of as her granddaughter. GRUEBL, Mar y Catherine, age 85, snuck peacefully away to her spot in Heaven on June 3, 2020, at her King William home. She was born in Highland Springs, Va., on September 21, 1934, the daughter of Henry and Sarah Williams. Mary (or Grammy, as we all called her) was an amazing woman - a secretary for the original seven astronauts, an executive secretary for Reynold’s Metals and the loving wife of James Gruebl, who passed in 2005. She saw her life as an investment in her family and constantly worked to make a better home and world for those who surrounded her. Christmas was always amazing at Grammy’s home - she had so many presents that you couldn’t fit them into the room! Her sharp mind and strong heart brought our family to revolve around her love and hard work. We’d watched her fade in the last years but weren’t quite ready to say goodbye. HARMON HARMON, Michelle Montecalvo, 54, of Mechanicsville, Virginia, gained her sparkly angel wings and entered the kingdom of Heaven on May 28, 2020. She was born to parents, Ellen and Michael Montecalvo, on April 13, 1966, in Providence, R.I. Michelle met Pat Harmon in 1979 on the Eastern Shore of Virginia. A beautiful love story began when he would later propose to her on the top of a Ferris wheel at the Wachapreague Town Fair. They were married on February 15, 1986, in Richmond, Virginia. Together they raised children, Patrick and Tiffany Harmon. Michelle was a stepmother to her son, Christopher Beasley. Lastly, she served as a second mom to so many including her beloved nieces and nephews. Michelle defied all odds when she returned to high school at the age of 30 to complete her diploma requirements at LeeDavis High School. She graduated in 1996. Michelle often

displayed her work ethic by holding multiple jobs to help support her family throughout the years. She lived a life of great service to her customers through her employment at several family restaurants, including Theresa’s Italian Villa, Italian Kitchen West and Italian KitchenMechanicsville. For the past four years, Michelle provided her smile and amazing service at The Giambancos Italian Grill in Mechanicsville, where she will be missed by her many regular customers and supportive co-workers. Michelle also worked as a Kindergarten Instructional Assistant at Mechanicsville Elementary in the Hanover County Public School system for 23 years. In 2004, she was honored as the Hanover County Support Employee of Year for her unwavering commitment to education and always excelling in her love for the students she served. She enjoyed and loved her fur babies, the warm sand of the beach and hosting a holiday family gathering. Michelle is survived by Pat Harmon, husband; Tiffany Harmon, daughter; Patrick Harmon, son; Christopher Beasley, stepson; David Montecalvo, brother; Theresa Sturgis, sister; Regina M. Thompson, sister; Dory, her beloved dog; many nieces and nephews, aunts, uncles and cousins. She was preceded in death by Ellen and Michael Montecalvo, mother and father; Maria M. She was preceded in death by her husband, Lawrence Johnson Sr.; a son, Lawrence Johnson Jr.; brothers, Julian, Bruce, Charles, Sidney and Eugene; and a sister, Olivia. She is survived by her daughters, Wanda Mountcastle (David) and Nita Gary (Bubba); five grandchildren, Michele, William “Boo,” Stacy, Chris (Rhonda) and Alison (Marty); dear longtime family friend, Melissa and her family. She was a loving mother and grandmother and everyone knew and loved her as “Nannie.” She retired from American Tobacco Co. after 37 years of service, and was a member of Fairmount Christian Church, where she was a member of the Forever Young Club. Harris on retiring: He’ll miss the people the most

HANOVER — Under different circumstances, Hanover County Administrator Rhu Harris and his wife would be spending their first leg of retirement at a tiny village in Belgium called Bruges, prepping for a trek to Amsterdam to enjoy the world famous tulips in full bloom. “I should be somewhere in Belgium right now,” Harris said with a smile last week. It was a trip planned months in advance to celebrate Harris’ decision to retire after 36 years of public service, the last 16 as county administrator. All of those plans changed quickly. News of the COVID-19 outbreak and subsequent closures quickly put the barge/ bike vacation on hold, and Harris vowed to stay on past his announced departure date to guide the county through unknown waters. “I knew the county could use an extra set of hands, and John (Budesky) wasn’t coming on board until July 1, so there was no reason to leave these guys shorthanded for that amount of time,” Harris said. He didn’t realize at that time that, in terms of challenges, Hanover County has saved the best for last. “The last 90 days have been challenging,” Harris said. “I certainly didn’t expect to coast out of the door, but I did not anticipate such a unique and fluid situation like the one we face now.” Staring down the barrel at the thought of leaving a place that has become home for Harris, the reality of departing hasn’t escaped the youthful looking 62-year-old.

“These folks have become my family, so I know it will be tough to not be here around them every day,” Harris said, referring to the administration and staff. “I don’t plan on being a stranger and maybe the extra time will allow me to spend time with them.” Harris planned a May departure date, but extended to address pressing needs of the county due to the coronavirus, including a shutdown of most county facilities with the majority of county employees working from home. “I announced my retirement in November, expecting to depart in mid-May,” Harris said. “I had intended to get the budget adopted, the BOS [Board of Supervisors] initiatives approved and get our major construction projects of the former District Court Building and the Atlee Library ready for opening before I handed off the job to the new county administrator.” Harris said he is in constant communication with incoming county administrator John Budesky. “His being here three years ago is an advantage because he is familiar with our policies and how we do things,” Harris said. It seemed like a plan that was coming together until the crisis hit. “In addition to all of those other projects, I got the opportunity to deal with the COVID19 pandemic, which affected all of our daily lives,” Harris said. “We had to close our doors to protect our employees all the while finding ways to continue to serve the public.” Admittedly, this is not Harris’ first rodeo when it comes to emergencies, and he’s dealt with his share of disasters.

“Not that you ever get used to having hurricanes, but debris cleanup and things that come with that type of disaster are a little more aligned with your everyday functions,” he said. “This has been so different from our everyday work.” The county administrator had the foresight, which he attributed to luck, to test the county’s ability to telework one week before the first closure. Employees with laptops were sent home to gauge just how effective the remote working environment would be. “We found out some very interesting things that helped us the next two weeks on how to increase the percentage of employees working from home,” he said. While Harris acknowledged the last 90 days have been some of the most challenging of his career, he’s proud of the results. “With the use of technology, we have successfully maintained high levels of service, created policies and procedures to deal with new federal and state laws from wearing masks to social distancing.” The work in areas like technology continues, and Harris said the recent crisis has placed a new emphasis on needed upgrades, especially in the school system. Later this month, he will recommend allotting $6 million to technology needs in the county with the main emphasis on schools. Hanover County received $9 million in CARES Act funds that must be spent by Dec. 31. the aging homes in shade. I was visiting a friend for Spring Break who was staying with relatives. Other relatives owned a boardinghouse just on the outskirts of downtown Ocala and she insisted I’d be more comfortable there. The old house was her family’s homestead, and her grandmother ran the place, known then as a Tourist Home, that hosted a variety of characters, a representation of every form of humanity from all walks of life who gathered nightly for a home-cooked meal at a large table. The stories that passed around that table would fill volumes for a more ambitious writer than me, but, for our purposes, it’s where I first learned the story of Ma Barker. A traveling salesman who was renting a room at the house explained his connection to the famous shootout by displaying a cartridge supposedly picked up in the yard of the cottage where the shootout took place. Now, considering the amount of manure that passed for truth and was shared at that table, I was skeptical, so I followed him to the large parlor where diners gathered after each meal. I gave him a slight nudge and a wink and inquired where

he really obtained the casing, and he assured me it was dug up from the front yard of a small cottage not a half hour away from where we sat. He relayed a story of how Ma Barker and one of her sons had come to their end in a rented cottage near Oklawaha, a small village that sits on the northern edge of Lake Weir. In this case, after viewing the movie, I realized that in the movie’s case the truth wasn’t actually stranger than fiction; it was fiction. My friend and I made the short drive to the small town the next day to confirm the crumpled salesman’s story. Just about anyone you meet in Oklawaha knows the Ma Barker story and it’s the town’s only claim to fame since a couple seasons of frost and blight destroyed a once thriving citrus industry throughout the area. Directly across from an abandoned fruit packing plant, a small country store and post office comprised the entire town. The clerk in the store gave us directions to the cottage that she said was still owned by the same family who rented it to the Barkers back in 1935. But unlike the tale portrayed in the movie, Ma didn’t move in with her four boys. Only her youngest, Fred, accompanied her to the idyllic setting on Lake Weir, a favorite

vacation spot for locals who enjoyed its white sand beaches and spring-fed crystal clear waters. It was Ma and Fred who faced off with the Feds in January 1935, in an extended gunfight with at least a dozen agents. When news of the ongoing gunfight spread, the newspaper reported that high school students from Ocala raced to the scene and joined other spectators who watched the agents fire until they ran out of ammunition. When the firing ended, agents sent in a cook hired by the Barkers, to enter the home and inspect the damage. He assured the G-men that Ma and her son were dead. I suppose this whole episode confirms several wellfounded beliefs. When a movie says it’s based on a true story, take that information with a grain of salt. Secondly, one never knows when an obscure moment in life will provide memories that last a lifetime; like that day spent in Oklawaha more than five decades ago. Those memories were almost lost until Shelley Winters jarred them loose. By the way, the house was purchased by the county and moved across the lake to a new park, where visitors can now visit the infamous cottage, complete with bullet holes

from the infamous shootout. After all, it is the only historical spot in Oklawaha.

an abortion, which is elective? Abortion procedures are time sensitive. And while you may not approve of someone’s choice to have an abortion, it’s their right to do before the 24 weeks after conception. Why should you stay inside but yet heat and sunlight kill the virus? Good news! You should absolutely go outside! But please don’t gather in large groups and also make sure you are socially distancing. Also, we haven’t yet proven that heat and/or sunlight kills the virus given that nearly every country in the world has experienced COVID-19, including in Africa and South America. Why don’t people know that these are “recommendations” -- not laws --because they have not gone through due process? Some are recommendations and some are legally enforceable because there are major risks to the community. Not sure where this one is coming from, but good news that most of the state can get haircuts in public establishments as long as they adhere to the appropriate rules. Why the fear, when this virus has a less than 1% death rate? That is good news for Virginia! But, that death rate is with the restrictions in place. As we look at other states, we can see that this virus spreads quite quickly and is very virulent, so we’re all supporting our healthcare providers so we don’t overwhelm the system, leading to more deaths. What makes one person essential and another not? Essential businesses and workers ensure the ongoing health and well-being of our communities. Doesn’t shelter at home mean there is a whole popu-

lation of people, not staying home so we can? Yes! Our essential workers are doing the brave and hard work to ensure that people are being taken care of while the rest of us can stay home. We appreciate them! Why are they dividing us? It’s really encouraging to see how many government officials, companies, workers, friends, family and other community members are united in ensuring that the health and safety of our state and local community and, specifically, our most vulnerable members is the top priority. We all should work together to continue to support the activities that will ensure the best outcomes for our citizens. How do people not know that we are a republic, not a democracy? Probably because we’re both! Technically, we have a federal democratic republic – in which we (the people) participate in direct governance but through the process of choosing elected officials. Many people tend to use the word democracy to describe our governmental process; it seems that even the Framers used that term as a descriptor. Where has the flu gone? Sadly, the flu is not gone, but it is decreasing as is typical for the flu season ending in late spring. Unfortunately, testing within the homeless community is challenging for a variety of reasons, but we do know that homeless shelters are definitely seeing significant infection rates: https://www. cdc.gov/mmwr/volumes/69/ wr/mm6917e1.htm#T1_down Why are they telling us to mask up after two months of lockdown? Because masks slow the spread of infection in the community! So, if you need

to go out into public, please do you part by wearing a mask. Why have most other death rates dropped since the virus? Some good news is that sheltering in place means death rates due to things like car accidents have gone down. Unfortunately, that doesn’t mean that death rates have dropped overall. Typically, death reports lag – for example, the CDC (Centers for Disease Control) released the 2018 data in January of this year. Why are the common people being controlled by the government and no one is controlling the government? That’s definitely a concern. The United States government was set up with a checks and balances solution with three separate branches of government to help ensure that one branch doesn’t attempt to overtake or ignore the will of the voters. Unfortunately, nothing is foolproof and we should all participate by contacting our officials and voting. Why are hospitals paid more for COVID-19 deaths? It is true that hospitals that treat Medicare patients do receive a premium for treating COVID19 patients, which appears to be due to the cost of care needed for treating patients (i.e. additional isolation, cleaning, protective gear, etc). Why are some doctors speaking out and then getting silenced? Accurate information, particularly medical information, is exceptionally important in ensuring the safety and well-being of Americans. Ensure you’re getting updates from reputable sources, particularly those doctors who are actively engaged in at hospitals and laboratories that are treating COVID. Why are they infringing on Christians’ religious freedoms? It may feel difficult not to socialize with your support groups – particularly those from your religious communisee LETTERS, pg. 15

You are obviously unhappy with the idea of being told to stay-at-home except for essential needs: food, medicine,

Those of us who have a serious preexisting medical condition could easily die if we contract this virus. We have our rights, just as you have yours. We have the right not to be exposed to this virus, by others who are so infatuated with the current

South Anna fifth grade teacher named Innovator of the Year MONTPELIER – Whitney Wells-Corfield, a fifth grade teacher at South Anna Elementary School (SAES), has been named the 20192020 Hanover County Public Schools Innovator of the Year. The award seeks to encourage and empower teachers to transform learning by continuously challenging, inspiring, and engaging students using new and relevant ideas.

Wells-Corfield received $1,000 from the Hanover Education Foundation and plans to purchase math kits for every grade level to help enhance the level of math station work in SAES classrooms. She has been employed with Hanover County Public Schools since 2014. Wells-Corfield encourages her students to be problem solvers and risk-takers. She

and her students developed and currently coordinate a math podcast for children, Mic Drop Maths. Students record each instructional segment with math jokes, book reviews, mathematically-sound lessons, and common misconceptions. In the process, they reflect on their own understanding of the math concepts and engage in public speaking, while also

enhancing their interdependency and collaboration skills for a product that has a worldwide audience. Wells-Corfield said, “Being surprised in this way, with this recognition, is a wonderful honor. I'm beyond grateful for the South Anna administration for creating a culture that encourages innovation; my grade level teammates for their constant collaboration;

Lindsey Paulson for not only nominating me, but for helping me bring my seedling ideas to life; and my students for their willingness to try new things, venture out of their comfort zones, and make their own contributions. Ashland Police Department joins in peaceful assembly in town

A peaceful assembly took place last Wednesday afternoon on the grounds of the Ashland Police Department. Included in the event was a moment of silence that lasted 8 minutes and 26 seconds, the time it took to take the life of George Floyd in Minneapolis, Minnesota, with a knee to his neck. Participants also took to the sidewalks to walk east on England Street to gather on the side lawn of the Ashland Police Department. They then walked the same route back to Ashland Town Hall. Chief Doug Goodman and Maj. Anthony Callahan were among APD representatives taking part in the gathering.

Opinion: Minorities deserve respect 24/7 By Dave Lawrence Sports Editor MECHANICSVILLE – Back when the states, exercising their dubious “rights” felt it was their business to tell citizens what race they were, I was legally black. That would come as a shock to many of you. I don’t look it. Maybe if you look closely enough you’ll see signs of my Asian (Chinese) ancestry, but my African heritage is buried deeper than my skin. My Chinese ancestors came to this country in steerage. My African ancestors came in the holds of slave ships. Growing up, the Asian part of my ancestry was obvious – my mother wears it clearly in her eyes – and that was enough to get us both threatened with death in Louisiana in the early 1960s. The “good” white people of the state did not want their prized European lines contaminated even with Asian strains. While I was obviously not “white” in the eyes of many, my main threat to their sense of superiority was my African heritage. Louisiana backed off the one-drop standard by the early 1970s, but I met the fractional standard for blackness until 1983 when the state finally got out of the business of racial classification. I tell you this because Black Lives Matter very much to me. I

wish our lives mattered to more of you. Saturday, a group of coaches from throughout Virginia gathered around the Arthur Ashe statue on Richmond’s Monument Avenue to call for a change in the way we Americans treat our populations of color, with African Americans such as the legend-

ary Ashe the most threatened of that group. The gathering by the 804 Coaches for Change Saturday was a good step. I hope many whose ancestors weren’t kidnapped from Africa listen. I hope the movement started at the base of the Ashe statue keeps its momentum going forward.

But the fact is that too many of us have died at the hands of people scared of or intimated by our blackness. We have been held down, deprived of our rights and property, and treated as largely subhuman by the majority population. Our intelligence and creativity goes largely unacknowledged, our contributions to American

society are minimized – or the credit for them is stolen by others. The banjo, for example, wasn’t an instrument invented by Scotch-Irish moonshiners in the Southern Appalachians. Please, don’t tell me I don’t know what I’m talking about. Since I pass for white and grew up in a largely white community, I have heard for decades

what many of you really think about us. Sure, the white majority loves African Americans when they perform well on the field, court or stage. But only when we limit our visibility to performing well on the field, court or stage. When we demand equal treatment under the law, or when we stand up for a moral cause, all of a sudden many of the majority turn on us and treat us like pariahs. It happened to Muhammad Ali when he practiced the kind of civil disobedience that made the white Henry David Thoreau famous: Ali chose jail over service in a military whose actions he saw as unjust. Like any man of honor, he accepted the conse-

quences, but many white people spent years heaping scorn on him for his principled stance. I am old enough to remember John Carlos and Tommie Smith raising their fists in a Black Power salute on the medal podium at the 1968 Mexico City Olympics. I also know what many white people said about them – the words that came out do not reflect well on the speakers. Carlos and Smith (and Australian silver medalist Peter Norman, who supported

them) were heroes to me then. They remain heroes to me now. I know many whites who celebrated the assassination of Martin Luther King Jr. Some I overheard celebrating that murder in this century, not the last. Most recently, I saw and heard many whites condemning former NFL quarterback Colin Kaepernick for his rather dignified, in my mind, protests during the National Anthem. He showed a lot more respect for this nation and its flag by silently taking a knee than many white people did quaffing beers, running their mouths, and checking their cell phones

in the stands; but, somehow, he was deemed less of a patriot than they were. We will have equality in this country when the majority respects minorities for standing up for their rights. If the majority supports us only when we perform for its amusement and condemns us when we stand up for our lives, much less our rights, all other times, the majority should not kid itself that we are being treated equally under the law – or anywhere else. School district again expects full accreditation

For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.

recommends using some of those funds to move that program up and provide devices for students from third grade up as soon as possible. “We’re going to spend over $6 million in technology as a result of that $9 million … and a lot of that is going to the schools,” Harris said. “Our school system does not have computers in the hands of high schoolers and we are going to use some of this money to do that. We’re even going to go

all the way down to the third grade with tablets or computers.” Harris said he would like to “button up” those plans before he leaves this month, but final approval requires a public hearing. When Harris arrived in Hanover in 1984 there was little to indicate that he’d spend most of his career working there. Following his graduation from the University of Richmond, Harris worked as a CPA (certified public accountant) in the private sector for five years before arriving at the

courthouse to accept the assistant financial director position. “I had done governmental audits so government wasn’t foreign to me,” Harris said. “I knew a little bit but didn’t understand and appreciate quite all of the rules and regulations.” Under Richard Johnson’s tutelage, Harris progressed and mastered the intricacies of government service. Some of his early assignments were less than ceremonious. He explained a state law passed in 1984 that required localities to audit bingo games

was the catalyst for initial hire. “One of my first tasks was to audit bingo games throughout Hanover County,” Harris joked. “I audited those games for two years and then hired Joe Casey (current Chesterfield County administrator) and then he took over that assignment.” Casey remembers his first encounter with Harris and the long relationship that followed this way. “Hard to imagine 33 years ago I was the outside auditor meeting a young finance director for the first time,” Casey

said. “The rest is not just history, but the future.” Casey noted Harris’ influence in the public arena but also his impact on his colleagues and their careers. “He’s shaped so much in policies, people and public service that will have a lasting impact,” Casey said. “I simply wouldn’t have pivoted from a CPA career to local government if it weren’t for him. Then I got to have a front row seat to his career, and enjoyed riding his coattails along the way. More importantly, I have also enjoyed a

lasting friendship.” Harris spent about 10 years in the finance department with expanding duties, and then spent another decade as a deputy county administrator followed by 16 years as county administrator. Throughout those years, Harris formed invaluable regional friendships that allowed the county to participate and benefit from regional partnerships. “I have been very fortunate over my career to have enjoyed true friendships with

many people,” Harris said. That list includes local leaders like the two Jack Berrys, Stewart Roberson, Richard Johnson, Stewart Cook, John Vithoulkas, Joe Casey, Dave Hines, Lane Ramsey and Virgil Hazlet; and also includes Jamelle Wilson, Michael Gill, Jay Stegmaier Sterling Rives and many others. “It’s almost like a family. We really look out for each other.” What resulted is Hanover County becoming an integral

player in metro Richmond planning and development that includes memberships on a number of regional boards and commissions. “Our relationship with Richmond tourism and Jack Berry has been incredible,” Harris said. “We have enjoyed strong support as well from the Greater Richmond Partnerships and Capital Region Airport for many years. These organizations as well as many more are truly important for our Central Virginia community of which Hanover is a significant portion of,” he

added. Harris said those partnerships, coupled with a supportive community, have accounted for numerous successes during his tenure, a development he readily credits to the people who surround and support him. For example, deputy county administrators Jim Taylor, Frank Harksen and Kathleen Seay were hired by Harris and have spent decades at his administrative side. Those successes were tempered by a number of challenges that arose as the county

grew by leaps and bounds during Harris’ tenure. “Had I not been so busy in the last weeks, I was going to go back and count the number of local disasters I have declared from hurricanes and flooding to our most recent pandemic,” Harris said. “We have worked hard to improve our core services of public safety, schools and human services. I am very proud of the accomplishments in all of these areas as well as so many others, but, above all, I am proud of the people we have hired.” Harris said he had a per-

sonal hand in hiring many of those positions, and feels a personal connection to many of his co-workers. “We have an incredible staff in Hanover,” he said. “From the front level customer service providers all the way to management, we are so very fortunate. Issues will come and go, but the great community that Hanover is will always find ways to improve itself.” Harris is more than confident in his successor’s ability to hit the ground running and guide Hanover through its next era of success.

He noted the county’s AAA bond rating and lowest real estate tax of any large locality in Central Virginia, but acknowledged there will be challenges. “Like any great sports team, maintaining that excellence will be a challenge,” Harris said. “We are looking at the need to replace or renovate a number of our older schools and that will be costly.” One problem that has perplexed local leaders for years is the lack of road funding for local projects, but recent action

by the General Assembly could alleviate some of those concerns.” “With the addition of the Central Virginia Transportation Authority, Hanover will have new funding to help address our transportation needs and I think you will see a real difference in meeting these needs in the

next five years,” he said. It’s estimated that fund could provide $9 million in a dedicated stream of revenue for road improvements in Hanover, projects that local leaders will designate and oversee. Maintaining a high level of service for its residents, in Harris’ estimation, includes economic development. “The only way we can maintain

both our quality of life and low taxes is by investing in economic development,” Harris said. “We have had great success recently, but we must continue the effort if we want to keep both the quality of life and low taxes.” A lot has changed since Harris arrived in Hanover more than three decades ago, but he likes to consider the things that have remained the

same: the people. “It is and has always been about the people and that’s what I’ll miss the most,” Harris said. “I know I’ll miss the daily interaction with so many of those people. These people are part of my life.” With no plans for future employment, he’s looking forward to some time off.

“I don’t have any specific plans right now other than enjoying time with my family, especially my three grandkids, and to hopefully travel a little.” And that canceled trip to Belgium is on again complete with bicycles, barges and tulips. “Bruges is scheduled for next year — same time, same place!”
