England replaces Marvin Fletcher, who retired May 29. England is a former deputy director of Hanover County Public Works and has served in leadership positions for several local governments in Virginia during his 25-year career in public service, including most recently as director of the Henrico County Department of Public Utilities. As director of Hanover County General Services, England will oversee a ENGLAND department of 35 employees. General Services provides services for county departments and includes a facilities division, a fleet division and a risk management division as well as the county museum. Four county schools achieve Exemplar status ASHLAND – The Virginia Board of Education recently named four Hanover County Public Schools as recipients of the 2020 Exemplar Performance School Awards. Pearson’s Corner Elementary School in Mechanicsville earned the Board of Education Highest Achievement Award. This award recognizes schools that achieved a state accreditation rating of Accredited and demonstrated

high levels of success across all school quality indicators, including success in narrowing achievement gaps. Schools earning this award also had to meet the following criteria: Level One accreditation benchmark for reading, mathematics, and science based on the student pass rate, not including growth or progress on assessments taken by English

Local court reporter named Register Professional Reporter Contributed Report news@mechlocal.com ESTON — Heather Gunn of Mechanicsville has earned the nationally-recognized Registered Professional Reporter (RPR) certification, having demonstrated her ability to produce a high-quality verbatim record from the National Court Reporters Association (NCRA), the country’s leading organization representing stenographic court reporters, captioners, and legal videographers. RPR certification distinguishes stenographic court reporters as being among the top contributors to the profession in terms of reporting skills, transcript production, reporting and operating practices, and professionalism. Earning RPR credentials is quite an accomplishment given the amount of preparation and knowledge that successful candidates must possess to pass. At the June 24 board of supervisors meeting, Chesterfield County unveiled the Know Your Rights and Resources webpage, https://www.chesterfield.gov/ CivicAlerts.aspx?AID=1474. The webpage is a regional effort

designed to connect residents to national, state and local organizations fighting discrimination in the areas of credit, education, employment, healthcare, housing, public accommodation, voting and more. Federal laws protect individuals from discrimination or harassment based on sex, race, age, disability, color, creed, national origin, sexual orientation, gender identity, religion and genetic information. Numerous institutions, many of which operate in the Richmond region, work to educate people about the laws that protect them, advocate for their rights and legally

Since federal guidelines require the money be allocated and spent by the end of the year, supervisors attached a sense of urgency to the funding. Devising a plan involved consultation with other locali-

ties designing similar plans. “The Department of Economic Development consulted with other localities throughout the Greater Richmond Region and Virginia while also working with our Finance Department, legal counsel and Economic Development Authority to ensure all necessary requirements were put in place,” Thomas said. “We have all moved quickly to roll the program out as we understand many of these businesses are still struggling and every little bit helps them get back on their feet.” In order to qualify, businesses must employ less than 50 employees and utilize the $5,000 maximum grant for

personal protection equipment, customer safeguards like sneeze guards or point of sale improvements that enhance touch-free transactions. Applications for the program will be accepted beginning July 17 and close on July 27. The application is available online at www. HanoverVirginia.com. All eligible applications will be bundled and selected at random “until all funds have been expended.” Regarding that demand outweighing supply scenario, Thomas acknowledged the realities. “There is a chance this could occur and, unfortu-

Interpretation can twist written meaning By Melody Kinser Managing Editor

F

irst, I’d like to thank our readers who took the time to share their thoughts and opinions on the ongoing controversy about changing the names of Lee-Davis High School and Stonewall Jackson Middle School. The Hanover County School Board may have taken action last night, so I’ll have to hold off on any comments since we went to press the day before. Instead, today I’d like to address interpretation -- and this isn’t the first time the topic has found its way onto this page. When my sister passed away, I inherited nieces and nephews, an absolute

godsend. But it’s been a learning experience for someone who never had children. They only know a world of “being connected” with some device held in their hand. The world of texting and messaging seems to be their preferred method of communication. That’s fine, but sometimes only one word can derail a message. With family and friends living in different time zones across the country, I often send texts and direct messages. But I prefer an actual phone conversation, hearing a voice that brings back memories from childhood through the teen years into adulthood. That voice can lead to laughs and tears, as well as an unbreakable connection. If I have a question about a text or message, I’ll

ask to make sure I understand the actual meaning -- not the one I first assumed. And I have always been notorious to jump to conclusions. If I don’t think I understand an email, I’ll reach out by phone and, more often than not, explaining a word or two changes the thought pattern. Communication is beyond the most significant part of our industry. If you have a question or concern, I welcome you to reach out. Richmond’s Arena was once the place to be By Jim Ridolphi Contributing Columnist As we rode down Arthur Ashe Boulevard, it was hard not to notice the obvious contrast presented by this year’s Fourth of July opposed to others. The usually busy avenue was nearly deserted, and the normal hustle and bustle surrounding the Diamond was hauntingly missing. As crews prepared to present a remote fashion of what has become a Richmond tradition, Fourth of July

fireworks at the Diamond, the ticket booths were deserted and the large parking lot adjacent sat empty. As we rode past and headed home, my eye wandered to a space behind the Diamond that now houses the Sports Backer Stadium, a modern facility that sponsors a number of high school and college events. I thought of an image of that same area from a time many decades ago, before the constant hum of the interstate traffic or intermittent bus arrivals made their mark on the area.

Before there was a Robbins Center, Richmond Coliseum or Ashe Center, there was a monstrosity of a building called the Richmond Arena. For many Richmonders, that facility holds fond memories of their first basketball game, concert or that first time on a pair of roller skates. The building wasn’t fancy, a sort of half-barrel inverted design that resembled an aircraft hangar. Now, my memories of that area are faded, but names like Moore’s Speedway and the Richmond Stockyards remain in my

earliest recollections of the city. It was a time in Richmond when high school football was played at both City Stadium and Parker Field, and high school basketball was played at The Arena. For many years, the unheated and non-climate controlled Arena served as the home of University of Richmond basketball games. It was the venue for any big indoor sporting event, including boxing and see ARENA, pg. 8

Concern noted if names aren’t changed soon I am so glad you want to hear from citizens on why they support or don’t support the name change of Lee-Davis High School and Stonewall Jackson Middle School. I feel the name needs to be changed, and, due to recent events, I worry for the safety of those schools in the fall if the name change debate is not resolved. There were many that oppose the change standing on the sidelines during a recent protest who yelled rude comments at protesters and made it known they were gun-carrying citizens. One of those citizens is a teacher at LeeDavis. How can students who are working to get the names changed going to feel safe when there are teachers who are trying to intimidate them from speaking up? I have lived in Hanover County all my life. I have numerous friends who do not support the name change. They all try to say the name is historical and not meant to oppress. I have included an article from the 1956 Herald Progress that proves that is not true. In the article citizens state their intent to keep the schools segregated. It is easy to assume since LeeDavis was built three years later and opened as a segregated white school that the name was chosen to deter black students. While most citizens have evolved since 1956, by continuing those names, we are carrying on the legacy or “tradition,” as some like to call it, of the citizens in 1956 to deter black students from attending. I have actually heard supporters of the name say “If you don’t like the name, then move” see LETTERS, pg. 8

ished. The crowds found other venues like the Coliseum to enjoy basketball or concerts, and roller skating moved to smaller facilities or disappeared. But, for many of us, memories made of times spent at the Richmond Arena stand the test of time.

Don’t confuse militants with protesters

George Washington and other monuments to America’s identity, even Ulysses Grant. Who among them ever took up arms in the defense of the freedom they enjoy or lived in a dictator-governed nation or one under communism or socialism, a culture they seem to embrace? If ever they stepped on foreign soil, they were well-armed with U.S. currency/credit card(s) and the American Embassy covering their backs. With all of its problems, America has been and continues to be the envy of the world; militants fixed on anarchy who hate our country are least qualified to chart a course for any nation, much less one that has proven its resiliency over and over. They should take up temporary residency in North Korea, Iraq, China or Venezuela, nations they could mount rebellious campaigns against real social injustice. Confederate states. Many generals lived in Confederate states, but had serious ties to the federal government, and had extended family north of the Mason Dixon Line. These generals were going to be a huge asset to one side or the other in this war. It was a gut-wrenching decision for many to choose between preserving the union to stay “united”, or to honor “state’s right” from their own state. This book was not so much about the war itself, as it was about these generals and their continuous battle, and praying to God for guidance. I think it is a disservice to these honorable men that did the very best they could under the circumstances. It was merely a sign of the times for slavery in this country. Many very prominent and admirable men had slaves because it was acceptable and considered a “necessary evil” by many in order to have a thriving economy in the South. Now, things have gotten very much out of hand, simply because of the one major issue -- racism and physical abuse (including killing) by police while carrying out their duty to protect the citizens. Naming schools and removing statues may be a consideration, but it does not solve the underlying problem, but distracts from it. We need to take a step back, and have these issues taken under consideration by our governing bodies in a reasonable length

of time and manner. The problem got out of hand (violence, looting and burning) because of lack of action after prior protests consisting of the same mayhem. And, it will happen again and again if not enough is done to fix that one issue. Ronald D. Reed Beaverdam

There is an ideological abyss between the militants who leveraged the ChauvinFloyd incident to pillage and destroy compared to the protesters who assembled to improve social justice and resist racism in America. I guess the word “God” was there because most (if not all) the generals were believers, because, back in that day, almost everyone was, the nation being founded on Christian belief and freedom of religion. Also, the country had just been named the “United” States of America; and all the citizenry behind that 100%. Now that the Civil War has broken out, it ceased to be “united”. Almost all the generals were prominent citizens and played a serious role in the government; many in a federal role, with extended family in

They wrote it in articles in the newspaper, it was no secret. L-DHS grad: wait until new school is built I am writing you in response to your invitation to comment on the name change at Lee-Davis High School. My name is Marty Bohannon and I am a graduate of Lee-Davis High School (Class of 1977). I also have 12 members of my immediate family that also attended and graduated from Lee-Davis. I now reside in Tallahassee, Florida, and keep in touch with family and friends that still live in Hanover County. I am in favor of keeping the school name the same. My reason is simple: the school is 62 years old and is on its last legs. I understand that the county has plans to build a new school in the next five to six years. The property that the two schools set on is very valuable to developers and will bring a nice price when a new school is built. Why would the county spend a ton of money to change the name of a school that is about to be replaced in the next several years? The money spent would put a burden on all residents of Hanover County and would jeopardize education programs that ben-

efit all students at Lee-Davis. Lee-Davis is a blue ribbon school! I think a name change also would divide the teachers, students, and residents of Hanover County. To me, it is basic economics. People that want a name change will have a chance to change the name when a new school is built. The county can take a vote at that time on names that have been submitted by taxpaying residents. Alumni several years ago (2016?) answered a survey on whether to change the name. The percentage was overwhelmingly in favor to keep the name. I visit my family and friends (black and white) in Hanover at least one to two times a year. I do not hear and see a lot of the talk of changing the name of Lee-Davis. Before writing you, I spoke with some teachers, students, and lifelong residents of Hanover County and the consensus of these people is that it is a power grab by the NAACP and a few administrative people in both schools. (L-DHS and SJMS). They stated that every election year this issue seems to arise. Why aren’t administrators dealing with real issues within these schools? Teachers, students and parents are outraged at the drugs, alcohol and disrespect for authority that exist today. Changing the name of the school is not going to make these problems go away. In closing, you asked the question of why people do not care about the “deep scars� the school names cause? I don’t hear it and I don’t see it. My question is that if you have such a deep hatred for the name of the school, why go there? Why would alumni move back to this school district, if they have deep scars caused by the name of the school? These two schools are blue ribbon schools! Why would you destroy a young commu-

nity’s opportunity for a great education? Politics and power? I’m 62 and retired. I enjoyed my years at both schools and have had a successful career in business. Changing names asks: At what cost? All Hanover County taxpayers have currently spent $75,000, above and beyond the $200,000 that the county’s legal insurance policy put forward on the NAACP lawsuit to change the names of Lee-Davis High School and Stonewall Jackson Middle School. In the ruling, the judge has laid out what was missing, which is a road map for the appeal. Any and all legal steps in that appeal will be paid from Hanover County tax coffers. So yes, the Hanover County School Board (HCBS) votes to change the names; the Hanover County Board of Supervisors (BOS) votes to approve the funding to continue the lawsuit. All 14 members of those two boards have some say in this. I’m not a lawyer, but this seems pretty basic common sense, and all taxpayers should be interested as all Hanoverians are footing the bill for this lawsuit and any future ones. As I understand it, the way forward for the appeal is: (1) to identify specific victims who have been harmed by the schools names in the past two (2) years. I cannot imagine that such individuals would be difficult to find. Any family that enacted school choice and asked to transfer out of L-DHS and had that request denied see LETTERS, pg. 12

Courthouse, departed this earth on Monday, June 29, 2020, to reunite with the love of his life and wife of 65 years, Mabel Harris Nelson. John was born on June 7, 1930, in Richwood, West Virginia. He was the youngest son of the late Dr. William and Rosa Pelter Nelson. A 1949 graduate of Greenbrier Military School, the Nelsons soon moved to Hanover, Virginia. Through fate and a successful blind date to Westmoreland State Park, he met Mabel and they were married on May 22, 1954. Together they raised their two daughters and became important pillars in the Hanover Courthouse community. John was very involved in various organizations. He was a 63 year member of St. Paul’s Episcopal Church, Hanover Courthouse, where he served on the Vestry and as Senior Warden. He was also a member of the Courthouse Ruritan Club and the Descendants of the Signers of the Declaration of Independence (DSDI) group. For over 60 years, he was a member of Ashland Lodge #168 A.F. and A.M. where he was Past Master (1965) and Past District Deputy Grand Master (1969). He worked as a Sanitarian for the City of Richmond, Henrico County and the Commonwealth of Virginia assigned to Hanover County. After retiring, he started researching his family history and enjoyed watching his grandchildren grow up. John was known for his mischievous sense of humor and later became legendary for the Facebook comments he made on a daily basis. In addition to his wife and parents; he was preceded in death by his brother, William Nelson Jr. (Bill). He is survived by his two daughters, Anne Carroll Nelson King (Norman) and Judith Wingfield Nelson Kahl (Anthony); three grand-

equates to a victim. Any athlete who objected to wearing a LDHS jersey and was told by a coach, teacher or administrator that to compete he/she had to wear the team jersey in order to participate equates to a victim. Without the ability to compete, college scholarships could be on the line – that is potential harm. (2) A victim also implicates a “perpetrator”. I’m wondering if there are any SJMS or L-DHS coaches, faculty, staff or administrators willing to ‘volunteer’ to fill *this* role? (3) In addition, if there is a victim who has been harmed, I also have to wonder what a personal injury claim will cost the county taxpayers? As a AAA-bond rated conservative county, where are the funds allocated for costs such as these? We have a National Park in Hanover and it’s a fitting tribute to the heritage that is the Civil War. If we want to honor heritage without the negativity that the names SJMS and L-DHS carry, why not change school names to Cold Harbor Middle School and High School? If the entire state of Mississippi is ready to change a state flag, the United States Marine Corps and NASCAR have both banned displaying the 1950s version of the “Confederate flag” (actually the modified version of Gen. Robert E. Lee’s Army of Northern Virginia battle flag), it would seem our county should wake up too. We can frame school name change as “bowing to pressure of a lawsuit” or we can frame it as “getting with the times”. In addition, when we’re hearing that COVID-19 is severely impacting county revenue, outlying rural areas do not have internet for youth to participate in distance learning and the coming school year will certainly have this need,

how can the supervisors and school board leaders justify continuing to spend taxpayer funds on lawsuits? Understanding both sides on school names I wanted to respond to your question in this week’s paper. Hopefully from a perspective that’s being considered, but likely not one too many are thinking of with all the emotions flying from both sides. I have a daughter that graduated from Lee-Davis High School and attended the middle school, Stonewall. I also have a son currently at the high school and had the best middle school years at Stonewall. However, I really don’t have a personal connection to the names themselves. I understand that there are people that have deep feelings for and against them. I can absolutely understand the feelings on both sides though. Here, though my hesitation in changing the names is much more about the cost. Not just the dollar cost, but the effect of that dollar cost on the students and staff. There are already a tremendous amount of things missing in these schools that affect the ability of the administration/ teachers and students from

getting the absolute best education. Example: Many schools have laptops for students -- not these schools. In fact, a lot of the technology-related courses are lacking because the computers and equipment needed are so out-of-date and limited. They don’t get books because of their cost, but don’t have online abilities to supplement the textbooks. The teachers (as with most schools true) often spend out of their own pockets for supplies and tools that the budgets already don’t afford them -- not to mention their salaries are nothing near their valuable service. The buildings are old, worn down and even unhealthy in some parts. My point is that the cost to change these things just takes that much more from the staff and students. I had heard an astronomical figure that in my mind is not worth the cost to their education. My curious thought is: Could the mascots be changed without these costs? Another thing is to my understanding there are two new schools set to be built. I have not seen the details of this, but couldn’t this be the compromise? Could there be an agreement that the new schools will be different names and mascots? Long gone are the days of compromise -- the days of weighing the pros and cons. I just don’t see why in either case these new schools can’t be the compromise. Those for the names would see their pride retired in a positive way, while those wanting the changes will have this new path going forward to the changes they so desire. I’d challenge everyone to become a bit more educated (especially with regard to LeeDavis, who was quite vocal against slavery) and to consider the cost to all the students, including those they feel are being hurt with the current

names. They all will feel the brunt from slashed educational budgets. I hope this gives a peaceful perspective without emotional attachment. Ashland EDA approves another $35,000 to help local businesses Contributed Report news@mechlocal.com ASHLAND – The Ashland Economic Development Authority (EDA) recently approved a second round of $35,000 in funding for the Safety Enhancement Grant program, allowing the program to continue to meet local businesses’ safety needs as phased reopening continues. “This is a critical time for many small businesses here in town, and we want to step up and support our business community as they

navigate this challenging environment,” said Tim Shelton, chairman of the town’s Economic Development Authority. “With town council’s consideration to dedicate CARES Act funds to support this effort, we are able to take this additional step to make sure our businesses have the resources they need to safely open their doors to the public again.” Established by the EDA in May of this year, the Safety Enhancement Grant program assists local businesses with the costs of reopening after closure or impact due to the recent State of Emergency declaration for COVID-19 and

subsequent executive orders in response to the pandemic. Designed in concert with local business owners, the program aims to be as flexible as possible to meet the needs of the diverse business community that calls Ashland home. Grants are available to Ashland businesses for up to $2,000 to help cover the costs of supplies and materials needed to meet safety regulations set forth by the state and various trade and professional associations. “We are pleased town businesses can continue to count on the EDA’s grant program

for financial support during this challenging time.” said Ashland Mayor Steve Trivett. “The economic needs are still there, but so too are the EDA and town staff. We appreciate our businesses and all they do to provide the goods and services to keep our local economy rolling.” This second round of funding brings the total invested by the EDA in Safety Enhancement Grants to $70,000. Planning Director Nora Amos said a request to create a new zoning district and amend restrictions on another was designed to eliminate development that was incompatible with existing development patterns, under-utilization of prime industrial sites and nuisances impacting neighborhood properties. She said Ashland currently has one industrial zoning district while the town’s Comprehensive Plan outlines two industrial use areas.

The new ordinance also would modify limitations in the M-1 District by removing heavy industry and designating them M-2. This website has continued to see high volumes of traffic as we are utilizing our email list serves, social media and online presence to disseminate new information that could be useful to these small business owners,” Thomas said. In addition, the county has partnered with other localities in the area and ChamberRVA to distribute PPE kits and more than 170 of those kits have been distributed to Hanover businesses. Local businesses also were

their support of a local small business grant program. If we are able to help one or two of these businesses stay afloat I would consider the program a success,” Thomas said. Ashland has its own small business relief program for businesses located within the town limits. Applicants should contact the Ashland Economic Development Authority for more information. “Those industries that may be in the Ashland District but fall outside of the town limits should still apply through the Hanover County Department of Economic Development,” Thomas said.

“It’s been over five years since I went to your office, Dr. [George] Spagna, and spoke to you about my desires for the Holland Tract,” Allen said. “Since that time, there’s been a lot of water under the dam, but a lot of good conversations with town leadership about the Holland Tract.” Allen is now teamed with Scannell Properties as a potential purchaser for the tract with the intention of building a distribution center on the site. During discussion taking place in those five years, Allen said county officials agreed that a distribution center would be necessary on that site

as the Holland Tract. The creation of a new zoning designation and the accompanying amendments came as a surprise to Allen. She addressed council members at their most recent meeting earlier this month, and expressed her displeasure with the action and asked that the four parcels in the Holland Tract be exempted from the provisions. Allen told council members that she has been engaged in ongoing discussions with the town for the past five years regarding development of that property as a distribution center.

By Dave Lawrence Sports Editor MECHANICSVILLE – There are fewer teams, fewer meets, no Champs, and no head-to-head competitions in the same pool this season, but the Greater Richmond Aquatic League managed to launch a 2020 season despite the COVID-19 pandemic. This year, there are only five Hanover County teams participating in the GRAL season: Ashland, Burkwood, The Federal Club, Hanover Country Club and Pebble Creek. There is only four weeks of competition: The last meet is to be held by July 31. Each team swims in its own pool, they may not swim at the same time of day, maybe not the same day, and they may schedule separate sessions for younger swimmers and older swimmers to keep the numbers on the pool deck down. Some teams may be swimming in meters, others in yards, and through the magic of computers and math, the results of any individual meet are combined to determine order of finish. It’s complicated. But for the swimmers, it was worth it. Technically, Burkwood was “away” at Church Run Wednesday for its first meet of the season. But its swimmers stayed close to home, with 8-and-unders swimming in an

early evening session and older swimmers later that night. “The kids had a good time. The parents loved it because it was so short and they were in and out in an hour and a half. It was kind of a work-in-progress, but overall it went really well,” said Burkwood head coach

Karen Seeber. “We were really excited about it – lots of time drops. The kids had fun. They did a nice job of social distancing. The parents were really helpful.” Seeber said one of the challenges was with timekeepers. Normally there are two to a

lane in case one of the timers has issues with the stopwatch. Because of the need to social distance, they only allowed one timer per lane – but got through the night with no mishaps. The absence of the other team did affect the atmosphere somewhat.

“You’re not in all the excitement of having the other team there and seeing a lot of the people you’ve coached against for a long time and . . . and seeing friends from other teams and so forth,” Seeber said. “But, you know, the kids seemed to really enjoy themselves.”

Other GRAL action The only meet featuring a pair of county teams last week was that of Pebble Creek “at” Hanover Country Club. It was a close scrap, with Pebble Creek edging Hanover in point total with 748 points to 712. Pebble Creek was led by a pair of quad winners, Jordan Debruhl and Sydney Minton, and six triple winners: Emily

(“VNG” or “Company”), filed with the State Corporation Commission (“Commission”) an application pursuant to Chapter 10 of Title 56 (§ 56-232 et seq.) of the Code of Virginia (“Code”) requesting authority to increase its rates and charges, effective November 1, 2020, and to revise other terms and conditions applicable to its gas service (“Application”). VNG indicates that the proposed rates and charges are designed to increase the Company’s annual rate base revenue by approximately $60.1 million per year, which includes $10.5 million currently being collected by the Company outside of base rates in a surcharge associated with its Steps to Advance Virginia’s Energy plan (“SAVE Plan”) pursuant to Code § 56-603 et seq. VNG states the requested increase in annual rate base revenue reflects its costs and revenues for the test year ending December 31, 2019, the increase in the Company’s average rate base since its last base rate increase in 2017, an updated capital structure and requested return on equity of 10.35%, and certain rate year adjustments that “can be reasonably predicted to occur” during the 12 months ending October 31, 2021 (“Rate Year”), as permitted by Code § 56-235.2. VNG states that, since its last rate case (PUR-2016-00143), it has made significant investments in its system to serve customers better. The Company represents that it will have invested approximately $494 million to improve the integrity and performance of its system from the beginning of 2017 through October 31, 2020. VNG projects that it will invest approximately $133 million more during the Rate Year. The Company states that its SAVE Plan was designed to facilitate the accelerated replacement of SAVE-eligible natural gas infrastructure and was implemented in 2012. VNG represents that it will have dedicated approximately $161 million of its capital expenditures through October 31, 2020, to its SAVE Plan. VNG states in its Application that, in the time since its last Rate Case, it has experienced changes in its operating costs and has launched and expanded several new initiatives to improve safety systems, modernize internal processes, bolster the technical workforce, and better engage with customers. The Company indicates that its non-gas operations and maintenance (“O&M”) expenses have increased by approximately $17 million and that this increase is primarily attributable to workforce development and customer service enhancement initiatives, safety and compliance, depreciation, and shared services costs. In its Application, the Company provides further detail on these and other O&M initiatives, including additional staffing and employee changes, utilizing predictive analytics to identify excavation tickets most likely to result in damages, and increasing the scope of the Company’s cross bore surveying program, as well as safety, customer satisfaction, and community outreach initiatives. VNG also proposes numerous revisions to its Terms and Conditions and Schedules for Supplying Gas. These include, but are not limited to, implementing a meter tampering charge, updating connection and reconnection charges, discontinuing and updating various other charges, creating a fixed bill rate design option for customers, implementing a multifamily pilot program in which builders and developers may participate, creating a program to recover investment costs for converting neighborhoods to natural gas service, and including bill-payment transaction fees into rate base. VNG represents that a typical residential customer with average usage will experience an average increase of $11.20 per month under the proposed rates. The details of these and other proposals are set forth in the Company’s Application. Interested persons are encouraged to review the Company’s Application and supporting exhibits for the details of these proposals. Before pursuing this latest project with Scannell, Allen said her first choice was a hospital for the site. When that

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Houdini, Animal ID# 575788, is a 3-year-old male sterilized domestic short-haired feline. He has had his first set of vaccines. Houdini is quite the special cat. He is quite accustomed to being around people and he also knows how to open lever-handled doors. Houdini loves to interact with anyone he comes in contact with. He also enjoys to sun bathe. Houdini will do best in a house with no dogs. Lenny, Animal ID# 575460, is a 2-year-old male hound/retriever mix. He has had his first set of vaccines and is Heartworm test positive. Lenny is a sweetheart of a dog. He loves people and gives great big smiles when he greets you. Lenny came to the Animal Shelter as a stray several weeks ago. He has obviously been cared for previously. He does well with everyone he comes into contact with. Lenny loves to run and play. He will make a great family pet. Needless to say, he intentionally chose to do that in the middle of the COVID19 pandemic, which has sickened approximately 2,740,000 people in the United States, of whom approximately 130,000 have died. By the time this letter is published, those totals will obviously have increased substantially. He knows this virus will cause lifetime pre-

He has proven beyond a reasonable doubt that he wants to be nothing other than a Nazi for however much longer he remains in the White House. If five Justices of the Supreme Court rule in favor of Der Fuhrer the First (and last) of the United States, they will have given him free reign to fulfill his biggest fantasy of the last four years, and they, along with Der Fuhrer the First (and last) of the United States, will die -- preferably in a supermax federal prison -with the blood of many millions of people on their hands. They will have become coconspirators in committing crimes against humanity, by giving Der Fuhrer the First (and last) of the United States what amounts to a license to have more people killed in the United States than Hitler had killed in all of Europe. Some people will surely cast aspersions at what I’m saying in this paragraph. I won’t sink to their level and

give them the written response they are expecting. My mother had a brother who was killed in World War II. He was killed for a noble cause. He died trying to keep someone like Der Fuhrer the First (and last) of the United States from ever being able to get anywhere near the White House. Preserving democracy is an idea good enough to kill and die for. I do not want my uncle’s death to be in vain. This country must never again let anyone even remotely similar to Der Fuhrer the First (and last) of the United States get anywhere near the White House. I’ll quote the late Elijah Cummings, “This is not who we are. We are better than this”. It is incumbent upon everyone who is legally eligible to vote, has a moral compass, and just one scintilla of decency, to vote for the Democratic candidates for President, Senate, and House this November.
