$9 million more added to expenses for COVID-19 By Jim Ridolphi for The Mechanicsville Local HANOVER – The Hanover County Board of Supervisors approved a budget amendment last week that adds more than $9 million to the current budget for COVID-related expenses. The allotment is the second installment of funds provided by the federal CARES Act to assist localities as they recover from financial impacts caused by the pandemic. “At the end of July, the Commonwealth’s Secretary of Finance notified the county that the state would be releasing the second round of federal Coronavirus relief funds,” said Director of Finance and
Management Services Jacob Sumner. “Hanover’s portion of these funds is another $9.4 million.” How, when and for what those funds can be used for are governed by strict guidelines that also were in place for the first round of relief. First and foremost, the funds must be used to address COVID-related issues incurred due to the pandemic. The funding also cannot be included in the current budget approved in March, and expenditures must occur between March1 and Dec. 31 of this year. “The eligibility requirements are the same as the first round of funding, but we now

Voter registrar clarifies absentee applications being distributed Staff Report news@mechlocal.com HANOVER – Hanover County’s Director of Elections/General Registrar Teresa F. “Teri” Smithson is clarifying absentee applications being distributed by persons not affiliated with her office. In addressing Hanover County voters, she said, “You may have or will be getting an absentee application from both political parties as well as non-profits such as the Center for Voter
Information.” “Our office didn’t have anything to do with this action. However, the applications can be used to request an absentee ballot,” she said. Those wishing to use one of those applications must complete them, which, according to Smithson, include “the last four of your social security number.” On Sept. 21, her staff will have the ballot drop box open to received

returned ballots. This is for those voters who would prefer to drop it off rather than mail to Smithson’s office. “The drop box area is under surveillance at all times,” she added. The Voting Center will be open starting Tuesday, Sept. 18, and until Saturday, Oct. 31, for in-person early voting in the Wickham building at the County Complex.
“Our hours are Monday through Friday 8:30 a.m. to 5 p.m. and Saturday, Oct, 24, and 31 from 9 a.m. to 5 p.m. On Election Day, Smithson said all county polling precinct will be open from 6 a.m. to 7 p.m. on Tuesday, Nov. 3. “If you are unsure of your voter registration status, please visit the Department of Elections website to check,” she said. “You can register to vote, update your voter information and even request an absentee ballot: https://www.elections.virginia.gov/registration/.”

Citizens sound off on school name changes By Jim Ridolphi for The Mechanicsville Local HANOVER -- A number of citizens expressed their displeasure with a recent decision by the Hanover County School Board changing the names of two county schools named for Confederate leaders at last week’s regularly scheduled Hanover County Board of Supervisors meeting. Last month, school board members voted to retire and change the names of Lee-Davis High School and Stonewall Jackson Middle School. A committee comprised of students, administrators, teachers, parents and atlarge community members appointed by the school board
is currently considering a list of names submitted to replace the old names. Mascots will be chosen at each campus, a process that involves administrators and students and does not require board interaction. Old Church resident Andrew Morehead said the process used to rename the schools was less than inclusive, allegedly ignoring a large number of residents who could not access the meetings. Hanover’s school board has been meeting virtually since April and residents can access the meeting via the internet or by phone. Public comments were received by email or phone, and many were read during the virtual meetings.
Even with those available lines of communication, Morehead said the process ignored the wishes of many Hanover residents. “What I have for the board today is the abomination committed by the school board, Morehead said. “It was alluded to, basically, and led me to believe in layman’s terms, that God Almighty was the only one with any domain over the appointed school board.” “You all control the purse strings. That’s my suggestion to you as the board of supervisors unless you don’t want to listen to your constituency,” Morehead continued. He said many residents in see NAME, pg. 17

He is well-trained and clean. Bandit does well with people he comes into contact with. He has been an inside cat for most of his life, so that will be the best living situation for him. Bandit will be a good companion for someone who is looking for a nice house cat. Butterscotch, Animal ID# 576278, is a 3-year-old female canine hound. She has had her first set of vaccines and is Heartworm test negative. Butterscotch is a nice girl that has had a rough one. She was rescued from a bad living situation from the City of Richmond. have a much more condensed time frame in which to spend the funds,” Sumner said. As in the initial round of funding, the lion’s share of the federal money is targeted for education. More than $350,000 is planned to support additional school personnel like temporary crossing guards, custodial hours, bus driver hours and other teacher support. The funds also will allow the system to purchase five new buses at a cost of $500,000 to allow for adequate social distancing when transporting students.
Additional classroom equipment and supplies will require an additional $1.5 million. The latest round of funding provides $2 million to provide devices for pre K-2 students and support staff. With the previous round of CARES funding, all Hanover students will have devices in the near future. There are some delays due to the increased demand for laptops and other devices, but school officials hope to complete distribution by year’s end. The CARES funding also will address technology upgrades at the Pamunkey Regional Jail. “This will include laptops for jail staff and wireless internet points for the medical
staff to conduct inmate health screenings within the unit,” Sumner said. The sheriff ’s office is slated to receive funding for additional patrol car partitions, a new transport van for court services and additional safety equipment. “The county intends to reimburse itself for public safety personnel costs ($225,000) directly related to COVID-19 pandemic,” Sumner said. Other projects included in the second round of funding include Fire/EMS equipment and a mobile response unit at a cost of $778,000, and almost $850,000 for community support. “This round of CARES funding will also allow the

Funds would also be available for additional testing and PPE.” Public Works and the Registrar’s Office will both receive funding to upgrade services required by the pandemic. The Pamunkey Regional Library will receive $264,000 for improved safety measures and more than $500,000 will be earmarked to improve customer and employee safety measures like sneeze guards at various county facilities. The Town of Ashland will receive $684,000, and $1.3 million is reserved for technology upgrades that enhance remote access and promote social distancing. These funds also will be used to extend fiber services to outlying county facilities and upgrading access at county buildings. Not included in the list of projects for the second round of funding is a small business assistance program contained in the first funding. County Administrator John Budesky said funds from the first CARES funding has not been exhausted and said he did not see a need to extend the program at this time. Funds needed for businesses during crisis (Editor’s note: The following letter was addressed to members of Asland Town Council.) Dear Councilors, Downtown Ashland Association supports the Town of Ashland’s efforts to help local businesses adapt to COVID-19 and its economic impacts. The town took quick action, allowing outdoor dining and providing safety early in the pandemic. These programs helped Ashland businesses to adapt more quickly and effectively. Now, as federal recovery funding is available to local governments, further action is needed to sustain local business during the economic crisis. There is a significant need for recovery funding to Ashland businesses. To date, the financial assistance offered to businesses within the Town of Ashland is not equal to assistance offered to businesses elsewhere in Hanover County. The county’s Small Business Resiliency Grant Program provides up to $7,500 for personal protective equipment, safety enhancement, technology and e-commerce, supplies, and other expenses, but excludes busi-
nesses within the Town of Ashland. The Ashland Economic Development Authority’s Small Business Resiliency Grant Program provides Ashland businesses up to $2,000, but only for personal protective equipment and safety enhancement expenses. At the same time, the Commonwealth of Virginia’s RebuildVA Grant Program offers up to $10,000, but excludes businesses who receive recovery funds from federal or local government. The result is a confusing system that does not provide Ashland businesses equitable quantity or flexibility of funding. During the global pandemic, our local community can focus on its long-term economic development. The global economy is forever changed in unforeseen ways due to COVID-19. Our community’s economic development depends upon businesses’ successful transition to the post-COVID economy. We are fortunate that the Ashland economy was in an upward trend before the pandemic. To enable future growth, the community must act to stabilize local businesses. Downtown Ashland Association supports the Town of Ashland dedicating federal recovery funding to provide small business grants up to $10,000 for purposes of both recovery and innovation, including protective equipment, safety enhancement, technology, e-commerce, supplies, and other expenses. We stand ready to help Ashland businesses under-

County placed on front line in school talks The current situation with the Hanover County School Board is just another manifestation of the Marxist movement that is sweeping the country and the world. It is evident that the Commonwealth of Virginia is ground zero for this movement. We are now seeing our beloved Hanover County being put on the front line. The effort of the minority of the residents’ view of wanting the names and mascots of Lee-Davis High School and Stonewall Jackson Middle School changed is, seemingly, going to prevail. As with all current legislative matters from the federal government down to the Hanover County School Board, the “silent majority” is further being silenced by this socialist movement’s version of Joseph Goebbels’
“Big Lie” theory: COVID 19. Due to social distancing, public input is being limited to Skype and Zoom; there are no public forums. In effect, the only views being considered are those of millennials and screaming liberals. If I am 44 years old and do not have the technological prowess to access these forms of media, you tell me how folks from 60 to 99 can have their voices heard on this, and all, issues requiring public input? Furthermore, even if I knew how to utilize this technology, the means of telecommunications provided by previous Hanover County Board of Supervisors to the far reaches of the county (Old Church in my case) make it almost impossible for me, personally, to have my input heard. There are very few options that provide high speed internet in most of far Eastern Hanover, and various other pockets of Hanover County that allow access to such forms of media. My answer was to sit down for 10 hours over the course of two days and put in writing what would have taken me 90 seconds to voice in a true public forum from the top of my head. Prior to the June School Board meeting where the issue of the name changes had been placed on the agenda, this letter, which was printed several weeks ago in The Local, was emailed to every Hanover County School Board member, board of supervisors member, the superinten-

dent of schools, and was faxed to the school board office in Ashland. Following the shenanigans of the June meeting where the question regarding the name changes was never called for a vote, without even tabling the issue, it appeared at the 11th hour on the agenda for the July school board meeting. I have been active in Hanover politics from the time I was an early teen. By the time I got word that it was to be voted on, the “leave a voicemail” for your opinion to be heard time frame had expired. In a conversation with a trusted school board member, I learned my input was never read for the record. I have a couple of questions for the school board: Why was there no Survey Monkey poll done in 2020 as it was in 2018 prior to your vote on such an important issue? Why, now that the various versions of “Puff the Magic Dragon High School” have been offered by a 30-member panel that is nowhere close to being reflective of the demographic makeup of the county, do you all of a sudden have an online poll for public input? Why are you bowing down to the political threats of the NAACP, BLM, and Antifa from outside of this community that are in no way consistent with the will of the majority of your residents? Here is the deal: It cost the Hanover County School Board approximately $130,000 to have the previously filed NAACP lawsuit dismissed in federal court, which would the school board prefer, the threat of another NAACP suit from those who do not vote in this locality, which would probably be dismissed again due to lack of legal standing, or the execution of a petition already filed in Hanover Circuit Court on behalf of the residents of Hanover County? My suggestion to avoid a nasty, long, drawn-out, and costly court battle with your own residents, would be for Superintendent Michael Gill and Mechanicsville District School Board see LETTERS, pg. 8

Renaming schools weigh heavy on the community (Editor’s note: The following was addressed to “Dear Hanover community”.) I hesitate to write this letter and rely on my faith to help guide my words. As the world is uncertain and things are not at rest, citizens must join and stand together for what is kind and what is just. I know all Hanover County residents have much on their minds and are dealing with elevated stress as to the unknowns of schools opening with two learning plans, one being online and the other face to face instruction. I commend the county officials in offering two options yet know it has been difficult on many levels to implement this plan as anticipated. I will keep praying that our community will stand behind the school system and with each other to make this school year a success, no matter what obstacles may hinder our journey. Another issue that weighs heavily on many hearts is the renaming of former Lee-Davis High and Stonewall Jackson Middle schools. Unfortunately, many in the community have clashed over this issue and do not understand all implications of this important project
while facing a pandemic and worrying how schools, businesses, and communities can thrive under such turmoil. The timing is not ideal to take on this serious issue, yet we still owe our students, and community justification in this process. If the community at large does not take the time for this, then we are only hurting ourselves and future generations. This issue is not to say, “Vote for anything because it does not matter in the end.” Many do not hold priority in this matter, and rightfully so, for they have more to think about in trying to give their families and students the best support and protection through surviving this pandemic. The school names are significant for the unity of this county, as well as family building principles for the students, faculty, and administration in the buildings. Without a name, that all can stand behind, then social, academic and emotional growth are not in line. I know the committee has put much thought and research into this process of renaming the schools, yet many in the community have been harsh and cruel with their remarks on social media. This committee is made up of many students and adults who all have put in much effort and time to make this next step for our community. With all groups and organizations, you will have distinctions and differences of opinion, yet through working together this group will make a single name recommendation, one for each school, and present their decision to the Hanover County School Board. With the help of this community, please vote your conscience and not be persuaded by others’ opinions or agendas. I know my child is honored to be a part of the renaming committee. I empathize see LETTERS, pg. 10

SPICER
SPICER, Walter Gravatt, 74, of Mechanicsville, went to be with the Lord on Wednesday, August 26, 2020. He was preceded in death by his parents, Linwood and Bernice Spicer; his brothers, Floyd, Tommy and Wayne; and recently a sister, Barbara Ogles. He is survived by his sisters, Beverly Parsley (Mason) and Sharon Robbins (Edward); Our county has never duplicated school names in the past, and many feel the county is immensely rich in history and geography to recognize multiple same-named schools. It only seems fitting that these students, alumni, and the community should be able to have a unique name, be proud of their school identity, and stand behind what is important to them.
Saturday, August 29, 2020. She is survived by her children, Todd Willis and Sherry Morey (Bill); four grandchildren, Rickey, Marina and Zachary Wright and Holly Willis; and a great-granddaughter, Bryleigh Molloy. A wonderful cook, Mema retired after over 30 years of service as a pharmacist’s assistant with Henrico Department of Mental Health and dedicated a large part of her life to the care of foster children. Services, with a period of visitation an hour prior, will be held 12 noon Thursday, September 3, 2020, at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd. Interment will follow in Washington Memorial Park.

WILLIS, Jeanette Beadles “Mema,” 79, of Mechanicsville, went to be with the Lord There are good, solid choices in the top three lists, and possibly there should have been room for a top-fourth choice since all recommendations were not highly favored by the group. I encourage all to vote for your top choice and consider that you are making a true difference and your vote does matter. In the recent committee meeting, the group was reminded, while they can submit a recommendation to the school board, the school board could potentially vote down their selection. mittee. No one wants their hard work and dedication to be possibly rejected in the end. I hope the school board will recognize how much thought, time, and commitment went into the committee’s choice and will not reject a name that possibly does not align with their vision. I do hope and pray the committee will not be persuaded in submitting a name that they are not 100% in favor of. Should the committee submit a name that gets voted down, then they can say they gave it their best and can walk away with their heads held high. Many blessings to the community and the committee. BPES PTA works with businesses to offer outdoor learning By Melody Kinser Managing Editor MECHANICSVILLE – To make the experience of returning to a different school environment next week, the Battlefield Park Elementary School PTA, with the full support of Principal Jackie McCaleb, has created an outdoor learning space for students. Emily Hulette and Kaitlin Atkinson, president and vice president, respectively, said McCaleb approached the PTA in July with her projected needs for the coming school year.
“Her big idea was to provide outdoor learning spaces for Battlefield,” Atkinson said. “Apparently it’s always been a vision of hers to have some learning spaces.” Hulette and Atkinson considered this to be a “great opportunity to provide that for the school.” “Emily and I took what her needs were as far as PPE, hand sanitizers, wipes for outdoor learning spaces,” Atkinson said. As she and Hulette became more involved with the principal’s dream, she said it became
her passion to get the tents, so students could take off their masks and learn. Atkinson and Hulette are the wives of a business owner and a business partner, so they decided to approach fundraising by involving community businesses. “Why can’t we make this happen for Battlefield Park?” Atkinson said they asked each other. “So, we came up with a donor letter, with the approval of the principal, got our budget passed by the general membership and went looking for sponsors. We have had such great response
with raising money,” Atkinson added. She said they started out with a target goal of about $5,000 “in order to purchase all the tents, along with other materials we needed for outdoor learning spaces.” She said they achieved the amount and even exceeded it. “We’re so thrilled.” The PTA bought six tents – one for each grade level and each has its own particular color. Yoga mats to sit on also were purchased, as well as clipboards. Atkinson said some teachers requested launsee PTA, pg. 13

Minimally invasive heart valve replacement available at MRMC RICHMOND – Patients in need of a heart valve replacement have a new option for care in Hanover County. A multi-disciplinary team of cardiac surgeons and cardiologists at Bon Secours Memorial Regional Medical Center are now offering transcatheter aortic valve replacement, or TAVR. TAVR is a minimally invasive method of treating valve disease without open heart surgery. Instead of making a large incision in the chest, the medical team inserts a catheter into one of the leg arteries, which serves as a conduit to deliver the new valve. The new valve is crimped very tightly on a balloon, advanced through a catheter to the diseased valve and put in place with balloon inflation. Upon deflation and removal of the balloon, the new valve is
immediately functional, and most patients experience instant clinical benefit. “We are thrilled to launch this program at Memorial Regional Medical Center and look forward to treating patients with complicated aortic valve disorders,” said Sohail Chaudry, M.D., interventional cardiologist, Bon Secours Advanced Cardiac Valve Center (ACVC). All patients suffering from aortic stenosis may be potential candidates for this approach. The team performs the procedure, which typically takes approximately 60 minutes under local anesthesia, in a newly renovated, state-of-the-art cardiac cath lab. TAVR carries a very low risk of complications and patients are often ready for discharge within 24 hours.

Council approves Stormwater Quality Fee ordinances Contributed Report news@mechlocal.com ASHLAND -- Stormwater quality is important for the health of Virginia’s streams, rivers, and the Chesapeake Bay. For many years, the state has required stormwater management to be implemented when constructing new commercial and large residential development projects. Stormwater management has not been required for residential construction projects that are not part of a larger development. However, with increasing density and increasing requirements to improve stormwater runoff, the Town of Ashland incorporated an ordinance change that will begin requiring stormwater management for all new construction that results in increased impervious area. As an alternative to implementing stormwater management devices or facilities, the builder or homeowner may pay a fee to the Town of Ashland. All fees collected by the town will help pay for larger stormwater management projects that will compensate for the new construction plus mitigate older developed areas that were built before stormwater management was a consideration. This ordinance change provides developers of small subdivisions of 5 or less lots with the option to make a one-time payment to the Town instead of construct and maintain stormwater management facilities. At the Aug. 4 meeting, members of Ashland Town Council passed new two ordinances to support the town’s continuing efforts to improve stormwater quality. Effective Sept. 1, the town is requiring stormwater management facilities or stormwater fee payments for new construction on residential lots that are not part of a larger subdivision or plan of development, including single-family homes, additions and accessory buildings, etc. Also, stormwater fees may be paid, instead of building stormwater facilities, for subdivisions of 5 lots or less and disturbing less than 1 acre. As an alternative to paying the fee, a property owner may choose to construct a stormwater management facility on site in accordance with the Virginia Department of Environmental Quality's requirements, enter into a long-term maintenance agreement for the stormwater management facilities and post a performance bond.

King William artist among 40 impacted by COVID-19 Staff Report news@mechlocal.com RICHMOND — An artist from King William has been named the recipient of a $5,000 grant through a special program to help visual artists impacted by COVID-19. Ethan Brown has been recognized by Governor Ralph Northam, First Lady Pamela Northam, and Virginia Museum of Fine Arts Director and CEO Alex Nyerges. Brown is among 40 Virginia artists receiving the grants. The Virginia Artist Relief Fellowship Program, which launched in June, is distributing a total of $200,000 in funding. “Art has a profound way of inspiring, healing, and providing meaning during challenging times — and we need that now more than ever,” said Governor Northam. “These artists hail from more than 20 Virginia cities and towns, and their different backgrounds and talents reflect the tremendous diversity of our Commonwealth. Pam and I are proud to join forces with VMFA amid this pandemic and support their important work.,” he added. “Artists’ livelihoods and their ability to continue making art have been directly impacted by cancelled exhibitions and gallery and museum closures as a result of the pandemic,” said
Nyerges. “We sought to use resources we have available to help sustain artists in Virginia through this critical time,” Nyerges said. The Virginia Museum of Fine Arts (VMFA) received more than 350 applications for this program. Recipients were selected by a jury made up of three VMFA staff members: Valerie Cassel Oliver, Sydney and Frances Lewis Family Curator of Modern and Contemporary Art; Natasha Campbell, head of the museum’s fellowship program; and Jeffrey Allison, head of statewide programs. The Virginia Artist Relief Fellowship Program is funded utilizing the accrued excess balance of the museum’s existing Artist Fellowship Endowment established in 1941 through a generous gift made by the late John Lee Pratt of Fredericksburg. Pratt stipulated that the funds be used to support professional artists as well as art and art history students in the Commonwealth and not for other purposes. Through this endowment, VMFA has awarded nearly $5.8 million to Virginia artists in the Commonwealth over the past 80 years. change the names, because the residents clearly did not … that you let the school board under what you’ve already allotted them in the budget try to figure out how to rob Peter to pay Paul to pay for it and then they are going to end up looking like Peter, Paul and Mary.” Morehead is the public information officer for a group called Voice of Virginia, a collection of Hanover residents formed, according to a press release, to “give a public voice to those who otherwise would not have one, specifically, children and the aged who are at the mercy of, as a generalization, a flawed Guardian Ad Litem system designed to, supposedly, have their best interest in mind.”
The group filed a complaint earlier this month against the school board with the Hanover County Circuit Court asking them to intervene in the namechanging process. Among other violations, the filing alleges the school board made the decision to change the names without consent from the board of supervisors. The complaint asked the court to overturn or reverse the recent decision by the school board. In a press release earlier this week, Morehead said, “In closing, it is extremely unfortunate that ‘We The People’, due to lack of intestinal fortitude by the vast majority of elected and appointed govern-
ment officials, have to fund complaints and petitions in the court systems to have our collective voices heard to peacefully combat the Marxist movement that threatens the very existence of our civilized form of government.” At last week’s meeting, Morehead was joined by several speakers who echoed similar sentiments. Alan Glass questioned the legitimacy of outside groups entering Hanover County and dictating policy regarding school names. “It’s wrong to let an organization come into this county and dictate how we spend our tax dollars on changing the names of those schools,” Glass
said. Glass alluded to a 2018 survey where a majority of residents voted against the name changes. “It’s time to take another vote and rewrite the wrong that’s been done,” Glass said. William Barnett told supervisors there is no guarantee in the U.S. Constitution that protects the right not to be offended. He also suggested that students be forced to demonstrate that the name change would improve grade point averages. “If it doesn’t, let them pay for the changes,” he said. “I think it’s a bunch of bull and we’re being pushed around by a bunch of people who do not
pay taxes in this county to start with.” Donnie Goodman said funds being allocated to change the names could be better used in other educational pursuits, and expressed a concern that history should not be erased. Kimberly Thurston noted the lack of funding currently facing Hanover schools, and said those funds should not be depleted by costs associated with the name changes. “Make the ones who have called for and emailed to change the school names pay for them,” Thurston said. “A majority of your taxpayers did not vote for this school name change and it should be put to a vote by those citizens.”
Angela Kelly-Wiecek said. Sumner said that information was provided to the Finance Committee. The chairman of that committee, Canova Peterson, explained that the Hanover County School Board had not had the opportunity to study those figures and the breakdown. “We may want to wait for them to bring that information back to us,” Peterson said. South Anna supervisor Sue Dibble encouraged school board members to consider the
allocation as soon as possible. “I think it’s very important that our school board members review this detailed list and vet this list and approve this list before it comes to us,” Dibble said. “I think that step in the process is very important to protect our students and our public.” “We have no desire to hold up funding for the schools,” Ashland supervisor Faye Prichard said. “However, in the second round there is some lack of clarity from our end
about how that funding should be dispersed. We would very much like the school board to have an opportunity to look at that before we make the final decision about whether we agree or disagree.” Prichard said she would like to accept the education portion of the money without specifying where the funding would be spent to allow the school board time to study the issue. Assistant Superintendent for Finance Terry Stone
informed board members of the possibility that next month’s school board meeting currently scheduled for Sept, 8 could be moved back a week to allow access to a venue capable of accommodating more people. The upcoming school board meeting will be the first in person event since the pandemic began in March. The board of supervisors is next scheduled to meet on Sept. 9, so the consideration requested would not be
available at that time unless a special meeting of the school board is held in the interim. School officials announced the following day that a special school board virtual meeting would take place at 6 p.m. on Tuesday, Sept. 1, to consider the funding. The regular September meeting of the school board also has been rescheduled for 7 p.m. on Tuesday, Sept. 16, in the County Administration Building at the Courthouse Complex in Hanover.

his community are unable to access meetings via computer either due to their age or the inability to access WiFi in those areas. “How many of the more mature folks who are constituents of yours do not have the capability? You’re ignoring the majority of your constituents that are tax-paying multi-generational families of this county,” Morehead said. “The only input you’re getting on this are from the millennials and screaming liberals,” he continued. “My suggestion to you that if the school board wants to

Some supervisors expressed a need for more specificity regarding school personnel funding and just how those funds are expected to be utilized. “There was going to be a discussion a little bit on the specificity of the school funding for positions, and I wanted to see that information,” Chickahominy supervisor

Carol Valentine, the current president of the Catholic Woman's Club of Richmond, unveiled the marker. Deacon Charles Williams, the director of the Office for Black Catholics of the Catholic Diocese of Richmond, blessed the marker. For more information about the Foundation, go to www.norahouston.org.

Kickers gut out win against No. 1 Triumph By Dave Lawrence Sports Editor While the contest between Greenville Triumph SC and the Richmond Kickers had a lot riding on it – a pairing of the top two teams in USL League One – it was not played in a vacuum. It began with both teams on their knees for seven minutes, one minute for each time Jacob Blake, a 29-year-old Black man in Kenosha, Wisconsin, was shot in the back by a Kenosha police officer the week before. But after the seven minutes of silence, the game began in earnest, and the action never let up. By the time it was over, the No. 2 Kickers one-upped the Triumph, holding on a man down the final 15 minutes of regulation plus and additional five of stoppage time for a 2-1 victory. The victory brought Richmond to within 3 points of Greenville in the USL League One standings. Greenville (5-21) has 16 points to the Kickers’ 13. Richmond head coach Darren Sawatski wasn’t always thrilled with the way the Kickers (4-1-1) played during the game, but he was pleased with how his team fought when the momentum seemed against them. “Greenville’s a good team,” said Richmond head coach Darren Sawatski. “They made the final last year and [Triumph

The Virginia High School League is considering a plan where teams would play 60% of their normal regular-season games, followed by a shortened time frame for regional playoffs and two rounds of state playoffs. The plan would cut region playoffs in football to four teams and eliminate state quarterfinals in all sports. In late July, the VHSL’s executive committee voted not to play sports this fall because of the coronavirus pandemic and rearrange the three seasons – winter, followed by fall see VHSL, pg. 22

because they really defended well.” Richmond, which had struggled in terms of possession time this season, was on a more equal footing with the Triumph, the team that handed the Kickers their only defeat earlier in the

and spring - into a condensed calendar starting in December. The VHSL executive committee met during a working session Monday to discuss a draft -- but not a final plan -- for the regular season and postseason formats. Region playoffs would be conducted in one week. For region playoffs except for football, VHSL executive director Billy Haun said each region could determine the number of qualifiers and the format, although only one team would advance to the state semifinals in all sports. Football generally has eightteam regionals, but teams can only play one game a week, Haun said, and the plan has only two weekends to play games. Football teams would be given seven weeks to play six regular-season games, starting Feb. 22 and running through Friday, April 2. Regionals could begin on Wednesday, April 7, and run through Saturday, April 17. The state semifinals would be on April 24, with the championship games on May 1. “I’m a half-full guy all the time,” Highland Springs coach Loren Johnson said. “I’m looking at the positive. We get to play, and that’s what I’m excited about, if everything works out.” Basketball also has eightteam regionals, with two teams from each region moving on to the state quarterfinals. Basketball teams would start play on Dec. 21 and have 14

season. The Kickers’ dominated early and struck first in the 15th minute after Matt Bolduc found running room down the right side, then slipped the ball from the corner to Emiliano Terzaghi in front of the Greenville box. Terzaghi sideswiped the ball with his right foot past Triumph keeper Dallas Jaye. It did not take long for
Greenville to equalize, however. The Triumph found its mojo and attacked vigorously, catching Richmond off balance when Brandon Fricke sent a ball high toward the net. Kickers’ keeper Fitzgerald got a hand on the ball, but deflected up to the crossbar. In a bit of bad luck, the ball ricocheted straight down toward Fitzgerald and off his
regular-season games. Regional tournaments would run Feb. 8-13. The state semifinals would be Feb. 16 and the finals Feb. 20. “At this point, I would just be happy to get back with my team and practice, whether we’re playing 14 games or 22 games,” said Monacan boys basketball coach R.J. Spelsberg, whose team advanced to the Class 4 state tournament last season as the Region B runnerup. “I just think that these kids rely on sports. It’s good for them mentally, academically, as well as athletically. I would just be happy to play in some format. “I want to be picky and complain like this many teams should get in, but at this point, I think everybody just wants to get back to playing sports.” Under what the league called the “Championship + 1” format, teams that do not advance to regional tournaments can schedule another game, as long as it’s completed by the deadline for region playoffs. Spring sports would start play April 21 or 26, with the state finals finished by June 26. The number of regular-season games/meets for: gymnastics (6), indoor track (6), swim and dive (6), wrestling (8), competition cheer (3), cross country (6), field hockey (10), golf (8), volleyball (12), baseball (12), lacrosse (9), soccer (10), softball (12), tennis (10), outdoor track and field (9). For other state tourneys: • Wrestling would have an eight-person bracket contested in one day; Cross country would have the top team from each region
and the top five individual finishers; Indoor track would have the top three region finishers in each event; • Outdoor track, as well as swimming and diving, would have the top four region finishers in each event; • Boys golf would have the top team from each region plus the top three individuals; girls golf would have zone qualifiers; • Gymnastics would have the top team from each region plus the three individual finishers in each event. Also under the plan, regular-season games that are not played because of COVID-19 issues would not be considered a forfeit. The executive committee will give regions a chance to digest the plan and give feedback before meeting again on Sept. 3. Any plan still is contingent on more athletic activity being allowed to start in the winter. With the state still under Phase Three reopening restrictions, sports considered high risk, such as football and basketball, likely can’t be played until the guidelines are loosened. “Before we even get to a point where we can play, they’ve got to let us back in school,” Johnson said. “When it’s all said and done, if we can play, I’m ecstatic about that. I want to play. If we can play and have some playoffs, even better.” Tim Pearrell can be reached a tpearrell@timesdispatch.com.

back into the net. Richmond struggled to find opportunities for much of the rest of the first half, but pounced in the 45th minute. Luke Pavone took a bouncer and fired it hard toward the net, a shot that may have been slightly deflected, and the ball came back hard off the right post toward Ryley Kraft, who was wide open. Kraft fired it toward the far corner for the game’s final goal.
