HANOVER — With the 2020 presidential election less than two months away, General Registrar/ Director of Elections Teresa “Teri” Smithson provided the Hanover County Board of Supervisors with an update on important deadlines regarding voting by absentee ballot at last week’s regular meeting. Smithson clarified that early voting in Hanover equates to casting a ballot by an already established

absentee system in person. Early voting begins on Sept. 18. “Early voting in Virginia is simply in-person absentee voting,”

staff members who will be managing the day-to-day operations in there,” Smithson said. The in-person absentee voting office will be open from 8:30 a.m. to 5 p.m. Monday through Friday, with additional hours from 9 a.m. to 5 p.m. for the last two Saturdays of October. Drive-thru curbside voting also will be available on those last two Saturdays. “The parties are excited about having a parade-like atmosphere as they come through and cast their ballots on the curbside,” Smithson said. Curbside voting will be set up in the rear of the Wickham Building where voters can pull up and call for service if attendants are not already in place. “No one will have to come into the building if they want to vote curbside.” Voters also will be able to access a ballot box where absentee ballots can be deposited avoiding concerns regarding recent United States Postal Service delivery issues. The box is under 24-hour surveillance and will be emptied three times a day by election officials and representatives from each political party. “This ballot box was a direct result of COVID,” Smithson said explaining that her office realized early (before recent General Assembly action that requires similar accommodation) that many absentee vot-

Voters in Virginia are not required to provide a reason to request an absentee ballot, and that adjustment in policy has resulted in an increase in mail-in ballot requests. “Throw in the issues with the U.S. Postal Service and that ballot box is even more important now because they have the ability to cast their ballot and it’s secure without having to worry if it will get there,” Smithson said. To date, Smithson’s office has received 8,200 absentee ballot requests for this year’s election compared with a total of 2,500 requests for the 2016 presidential election. “We have no idea what we are looking at when it comes to the inperson voting that’s going to take place in the voting center. We are projecting in the 34,000 to 36,000 range, and it’s hard to wrap your head around that number,” she said. Smithson said a recent study in Mecklenberg County, North Carolina, revealed that more than 60 percent of their voters opted for absentee ballots and she expects Hanover County’s numbers to be similar. “We anticipate to have that because we have the trifecta of everything that’s going on in our community right now,” Smithson said. Hanover voters can request absentee ballots until 5 p.m. on Oct. 23. “People think that our polls are not going to be open in November because they have to make appointments at the DMV to get their driver’s license,” Smithson said. “They think they have to make appointments with us to come in and register to vote. There’s so much miscommunication out there that we are doing our level best to try and dispel some of that anxiety.” Hanover polls will be open on Election Day, fully staffed to accommodate presidential type levels. Even with the anticipated increase in absentee ballots and number of people voting by mail, numbers at the polls could be substantial, according to Smithson. “There’s a large number of people who have requested an absentee ballot and are going to hang on to that ballot, and then decide to go to the polls on Nov. 3,” she said. “Then we have another issue.” The General Assembly recently passed legislation that requires localities to provide ballot boxes at each polling location. “When a voter comes in with their absentee ballot in hand, they’ll be either able to cast that ballot in that little box, or they’ll be able to surrender it and cast a ballot in-person.” Special electronic tracking

After an absentee ballot has been requested and sent, “If you go into a precinct and you check in with your name and address, they’re going to see a little banner on the electronic poll book that says there is an outstanding absentee ballot,” Smithson said. Voting by mail begins Sept. 18 and the last day to register to vote is Oct. 13. The last day to vote early is Oct. 31. No witness signature is required to vote by absentee ballot for this year’s election, and new measures are in place
to make sure ballots are filled out correctly. Curing the ballot is a process by which Smithson’s office can process ballots as they arrive and return ones with incorrect information to the voter for correction before the election. Ballots are qualified as they arrive and place in the machines, but will not be counted until election night. “If we see that you have missed your apartment number or didn’t sign it or had the wrong address, we get to call or email you or write you to let you know that you have the opportunity to come and fix this error,” Smithson said.”

Much of the added expense incurred setting up the Voting Center is covered by an $81,000 allotment provided by recent federal CARES [(Coronavirus Aid, Relief, and Economic Security) Act] funding. “We used some of that for some high-speed equipment that will help us to facilitate the election night and this onslaught of absentees.”

Technology paved the way for uninterrupted classes By Melody Kinser Managing Editor ithout today’s technology, students in public and private schools, as well as all other forms of educational institutions, would have lost most of the 2019-2020 year. It appeared as though all modes of education systems did their best to keep students on the learning path. Overall, while in a different environment (home), students were able to maintain their classes online. It wasn’t that long ago that such a feat would have seemed impossible. During my seventh grade year (19681969), the bus drivers went on strike. As I recall, they were members of the Amalgamated Transit Union. Even though we

were responsible to arrive at school however possible, classes went on as usual. I had a cousin who was attending the Logan Branch of Marshall University and living with our grandparents. He would give me and some neighborhood friends a ride to the junior high school every morning. So, we were among the “lucky” ones who still attended classes. If memory serves me (that’s not always 100%), the scene throughout the two buildings that made up grades 7 through 9 was somewhat chaotic. Administration and staff did their best to keep order under extraordinary circumstances. All I remember actually learning were two poems: “Trees” by Joyce Kilmer and “Flanders Fields” by John McCrae. After all these years, I
still can recite most of both. Anyway, so the point is, we didn’t have the options of logging on to a computer to “see” our teachers, submit our assignments, or take part in the classroom. I guess the most challenging part of the off-site experience is the lack of social contact. Who among us didn’t eagerly await the next morning to see that cute boy or girl before the first bell rang? And, of course, there was the missed opportunity of gathering with your best friends or, on a larger scale, the gang you ran with after school and on weekends. To the members of the Class of 2020, I sympathize with you in regards to the events you did not get to take part in as you left behind your public education. Hopefully, whether it’s in the coming year, or at a class
reunion, you can celebrate your rites of passage through some type of commencement ceremony. To all the students, administrators and staff who are returning to the classrooms in the coming weeks, stay safe, adhere to all the guidelines, take care of yourself and those with whom you have been charged to protect. Yes, it’s a much different world than when a bus strike changed a school system’s schedule. But, let’s support Hanover County Public Schools and parochial schools in their commitment to provide safe and secure sites for learning. Thank you to those leading the way in this unique endeavor. So, now it’s time to log on and get to studying. The future belongs to the young.

While most are celebrating the end of summer, I’m left wondering what happened to not only summer, but the preceding season as well. Who could have imagined when the lions of an epidemic first blew in last March that when that first nip of
cold air appeared, we’d still be talking about our desire to return to some form of normalcy. That’s not to say we haven’t made progress or things haven’t improved from those dark months of despair when thousands of Americans lost their lives to a ferocious virus. It all seems like a blur now — the searches for toilet paper and hand sanitizer, empty shelves at the super-

I spoke to a friend who had a different take on the last few months. She told stories of family outings, trips to the lake and camping excursions that
allowed her family to recapture something that had been lost in the fervor of the normalcy we enjoyed before COVID-19. I suppose the same thing happened here in a fashion. gammon and my daughters are more than prepared for upcoming driver examinations, so I suspect I may be looking at the past three months through a half full lens. In any case, as my children prepare to begin school online for the first nine weeks, I’m attempting to remain optimistic, ignoring the messages of impending doom looming. Like students across the nation, my kids are facing a new situation where virtual instruction becomes a reality. Their situation is not unlike the dilemma facing millions of Americans as we celebrate a holiday that recognizes the resiliency of a labor force that has often been asked to bob and weave in critical situations. Barnes; children, Rene Barnes Melton (Randy), Troy Barnes (Tammy Johnston), Denise Barnes (Garry King); grandchildren, Chad Melton, Blake Melton, Travis Ward, Cooper Ward; and great-granddaughter, August Melton. at the telephone company for over 30 years and after retirement she had several part time jobs. She most loved being a bagger at Ukrop’s because of the chance it gave her to interact with others. She played softball and basketball in high school and in leagues most of her adult life. She was an avid college football fan -- Go Bama! Go Hokies! Go Army! She was an advocate for first responders and participated in the Citizen’s Academy through the police department. Five years ago she moved into Legacy Park, where she found an amazing community of friends. She was the daughter of Novella Hatcher, Fred Jones and Sam Hatcher. Her siblings and their families will carry on her legacy and spirit: Barbara England (Charles), Will Hatcher (Jane), David Hatcher (Jane) and Glenn Hatcher (Christi). She treasured her time spent with Barbara, whether on road trips or potting around town, and loved her annual Williamsburg time with all the siblings. Mary Kay was a person with a big personality and even bigger heart. The family will be celebrating her with a private service. MUDD, Robert Gardiner “Bobby.” Bobby Mudd, 75, a lifelong Richmond resident
and beloved father, grandfather, husband, brother and friend to so many, died peacefully in his sleep on Sunday, September 6, 2020. He leaves his wife of 53 years, Blair, to cherish him. Bobby was a gifted artist, a talented chef, a winning fisherman who occasionally exaggerated his catches, a Sudoku master, a collector of rods and reels and broken lawn mowers and just about anything else. He was a modern day Renaissance man who loved Hershey bars, caffeine free Diet Coke, Doritos and his family, although not necessarily in that order. He was also a tough but loving dad to Randy, Tommy and Brian. And he was Granddaddy/BopBop to his 10 grandchildren. He could fix anything or at least fiddle and fool with it until it was functional again. Bobby relied on his vast collection of spices and seasonings to whip up gourmet meals for his family, although his 10 grandchildren always looked forward to the specialty of the house when they visited hot dogs, mac and cheese and applesauce. He loved his grandchildren fiercely and was immensely proud of them, whether they were winning high school cross country races, hooking a big fish at their house in Mathews County, getting a perfect report card or following in his footsteps by creating beautiful art. He loved painting landscapes of rolling hills, river scenes, abstract oils. Some of his favorite pieces hang in his own private art space in the basement of his home in Mechanicsville. He and Blair spent hours together creating masterpieces with their friends with the Rivah Rat Painters group in Mathews. Bobby was born and raised in Richmond, just as his parents were. He met the love of his life, Blair, when they swam together for the Ginter Park Pool swim team. Bobby also was a proud Eagle Scout. Bobby and Blair both graduated from John Marshall High School, and then he went on to
pursue degree in architecture at the University of Virginia. He worked at Fluor Daniel for 20 years and then at Circuit City until he retired in 2008. He traveled often but always came home in time to see every one of his three boys’ football and basketball games. Bobby had a rumbling voice and a wide grin that commanded attention. He was kind and creative, and he loved life and all its joys especially his family. He will be missed dearly and celebrated often by his wife, Blair; his three sons, Randy (Kristin) of Mechanicsville, Tommy (Regan) of Midlothian and Brian (Paige) of Mechanicsville. His grandchildren will continue to make Bobby proud through all of their achievements. They are all Mudds through and through: Andrew, Rachel, Daniel, Courtney, Beau, Dylan, Whitney, Presley, Townshend and Campbell. He is also survived by his brothers, Dick Mudd (Donna) and Bill (Gladys); and many nieces and nephews. A Celebration of Life will be held on Wednesday, September 30 at 11 a.m. at Mechanicsville Christian Center, 8061 Shady Grove Road, Mechanicsville. Masks are required.

“SUSIE”; a son, James Linwood Rice III (Jimmy) predeceased him. He is survived by his son, Gregory Rhodes Rice (Melissa); brothers, Jeffrey G. Rice and Kenneth Harland; five grandsons and six great-grandchildren. He was a longtime resident of Hanover Courthouse, Va. and a member of St. Paul’s Episcopal Church, serving as Senior Warden for two terms and currently as Trustee. Heck was a 50-plus year member of Ashland Masonic Lodge 168. He attained the rank of Eagle Scott in 1956. He was an active member of Duck’s Unlimited and was an award winning decoy carver. Heck graduated from Thomas Jefferson High School and Cadet Corps in 1956. He later attended VPI for one year, but became a fiercely loyal Hokie fan. The family would like to express many thanks to the Henry Fire Co. Station #6 and the Hanover EMS along with the loving care and professional attention provided by the nurses, doctors and daily staff members of Memorial Regional Hospital. They are truly heroes of today. Due to COVID-19, there will be no service at this
time. A life celebration will be planned at a later date. In lieu of flowers, memorial contributions may be made to St. Paul’s Episcopal Church, P.O. Box 441, Hanover, Va. 23069.

STEVENS, Genevieve Myra Johnson “Gen,” 86, of Mechanicsville, passed into eternal life surrounded by her family on September 7, 2020, after a life of faith, service to her students and church and love for her family and friends. Genevieve was born May 10, 1934, in Bakersville, N.C., to the late Ernest and Ella Johnson. She received her B.A. and M.A. in Education at Western Carolina University and began her teaching career in Charlotte, N.C. After meeting the love of her life, Robert “Bob,” she moved to

Virginia, eventually settling in Mechanicsville and continued teaching in Henrico County for 30 years while raising three daughters. She was recognized as Henrico’s Teacher of the Year in 1978 and spent the last 15 years of her career teaching in The Talented and Gifted Program. Gen retired from Henrico County in 1992. Even today, many of her students describe her as their favorite teacher and stay in touch with her. Gen was a faithful member of Fairfield Presbyterian Church for 59 years, where she served as Elder for many years and joyfully participated in the Forum Sunday school class. She enjoyed being part of the Flower Guild which served to beautify the services. Gen was a member of the Commonwealth Chapter of the Daughters of the American Revolution. She served 12 years as part of the Decorating Committee for the Festival of Trees fundraiser in support of Memorial Regional Hospital and had a gift for decorating as reflected in her holiday decorations. Gen enjoyed reading, water aerobics and traveling with Bob and her best friends, Nancy and Billy Walls, and see OBITUARIES, pg. 19

The children of Gabor “Bill” and Betty Fulop happily announce their parents’ 50th wedding anniversary. Bill and Betty were married on September 12, 1970, at First English Lutheran Church in Wheeling, West Virginia. They have been blessed with two children, Heather (and Scott) Palumbo and Will (and Rachael) Fulop, and one grandson, Hunter. Bill recently retired from his contracting business, and Betty retired from Verizon. They enjoy spending time with family and friends, traveling, working in their yard and a good cup of coffee.

Canteen: Ashland’s new ‘eatertainment’ reinvents restaurant
SHLAND -- The landmark Ashland Coffee & Tea has been imaginatively reinvented as Canteen by owner Cate Hawks and new partners Jason Alley and Michele Jones. The restaurant boasts great food and fun games, with a deep commitment to the community. In the center of Downtown Ashland — at Railroad Avenue and Route 54 -- Canteen is a funky casual eatery that fits the neighborhood vibe. For over 20 years, Ashland Coffee & Tea served the public with food and entertainment. Canteen looks to build upon that foundation and to evolve. The new restaurant offers an expansive breakfast and lunch menu, while brewing locally roasted coffees, whole leaf teas, and tisanes. Craft beer, wine, and specialty mimosas also are on tap. Outdoor and indoor seating is available, and you will find lawn games and live music to make the dining experience complete. Members agreed to review the conditions for the use. Part of Rockville quarry operations to be moved ROCKVILLE -- Residents living near a Rockville quarry may soon notice a bit less noise in the neighborhood after the Goochland County Board of Supervisors approved a request last month to relocate part of the operation from its current location to a property farther to the north. Martin Marietta Materials Inc. had received a Conditional Use Permit (CUP) for the quarry in 1989, and was not seeking any changes to the original agreement. Instead, the request was part of an ongoing update
to the company’s Rockville facility. The company plans to relocate its existing processing plant and equipment onto newly acquired land that is farther away from residents on Rockville Road and to create vegetated berms and provide buffers from public roads. The new processing plant will employ new equipment to be quieter, more efficient, and more environmentally friendly. higher-end and that there is a need to protect the “higher-end that we currently have.” Those living there, he said, are “folks bringing higher-paying jobs.” If the CUP were to be approved, Tucker said it would expand the footprint and operations of the 2009 Master Plan, while, if denied, R-MC would stay within the existing campus footprint from the Master Plan.
He again referred to the impact of the pedestrian/ walkable environment, as well as confining the college to the footprint in existence. Following Tucker in addressing the planning commission was Robert Lindgren, president of R-MC, who pointed out that he resides at 305 Caroline St. “The college and town are inextricably linked, and tonight is another example of that,” he said in his opening remarks. “I am here to support
this Conditional Use Permit for 301 Caroline St. This would be a CUP that would be identical to the one approved for this property’s next door neighbor at 303 Caroline St. That one was approved by this body on Feb. 8, 2012, and by town council on March 6, 2012.” The only distinction between 303 and 301 Caroline St., Lindgren continued, is that “today the subject property had the college effectively boarding it on two sides, whereas the
college boards three sides: east, north and west.” He said there is a “stronger case for this CUP,” with the college intending “to use this building for our marketing and advancement staff; 303 houses our alumni staff.” He said it would be a “seamless transition from our alumni, media and other important visitors to visit the campus in one of those two buildings when they come to campus.” Lindgren said he was “grateful for the partner-

cherished her trips to Europe, Alaska and Hawaii. Gen was known for her kindness and always putting others before herself. Her steadfast faith and generous spirit were reflected in her day to day life and served as a role model for her children and grandchildren. While she loved her life and friends in the Richmond area, she longed to travel to her beloved Western North Carolina and to visit with her remaining family there. In addition to her parents; Gen was preceded in death by her brother, Douglas Eugene Johnson of Brighton, Mich. She
is survived by her loving husband of 62 years, Robert Lewis Stevens Jr. of Mechanicsville; daughters, Myra Stevens Moore (Michael), Tamara Stevens Loving (Jamie) of Stafford and Lori Stevens Jessey (David) of Charlotte, N.C.; sister, Susan Johnson Conley (Ted); brothers, Billy Warren Johnson (Betty) and Daniel Lee Johnson (Penny), of Bakersville, N.C.; and sister-in-law, Gloria Johnson of Brighton, Mich. Gen is also survived by her beloved grandchildren, who adored their “Gee Gee,” Robert James Loving of Raleigh, N.C., Benjamin Garrett Loving and Caroline Blair Loving, of Stafford and Cole David Jessey and Alexander Fairbanks

Keselowski talks big, wins big in playoff By Dave Lawrence Sports Editor RICHMOND – Early last week, Brad Keselowski said he expected to dominate and win at Richmond Raceway in the Federated Auto Parts 400 Saturday night. He did not have to search for recipes for crow for his postrace meal. Keselowski, in his No. 2 Western Star/Alliance Parts Ford, led for 192 laps – nearly four times as many as Austin Dillon, who was next on the number of laps lead list with 55 – and, more important, slipped past Dillon on Lap 352 for the final lead change of the night to claim his 34th career Cup Series win, fourth win of the season and 20th top-10 finish this season. Keselowski said it was not easy to back up his words with results. “These are some of the best drivers in the world and they’re not easy to beat,” Keselowski said. “I knew we were going to have a great car. I knew I had put a lot of work into what I needed to do as a driver to be really good here and to find a really strong rhythm, and if I could pair those things with an execution race, a race with great execution, I felt like we could win it – and we put all those three together, and here we are. That feels really incredible. It’s

Late pass gives Enfinger ToyotaCare 250 win By Dave Lawrence Sports Editor RICHMOND – Grant Enfinger led only 18 of the ToyotaCare 250’s laps Tbursday night, but it was the seven laps he led at the end of the race that made all the difference. Enfinger slipped his No. 98 Champion/Curb Records Ford past Matt Crafton’s No. 88 Ideal Door/Menards Ford on lap 244 and fought him off to the finish line to claim his third win of the season and fifth in in the NASCAR Gander RV & Outdoors Truck Series overall. Enfinger said it was a nice change from his recent fortunes as the Gander series heads into the playoffs. “It’s been a rough last month and a half to two months or so,” Enfinger said. “We really have struggled with speed, probably with the exception of Michigan [on Aug. 8]. We’ve just been a little bit off with speed. “We haven’t been terrible, but we’ve dug ourselves a hole in the first stage whether it be just handling or whatnot. We get the truck better, but then we bury ourselves in bad track position and we just haven’t had a truck good enough to overcome it.” But Enfinger and his crew made some adjustments for Richmond and they paid off. “Myself and Jeff Hensley, we

Late pass gives Enfinger ToyotaCare 250 win By Dave Lawrence Sports Editor RICHMOND – Grant Enfinger led only 18 of the ToyotaCare 250’s laps Tbursday night, but it was the seven laps he led at the end of the race that made all the difference. Enfinger slipped his No. 98 Champion/Curb Records Ford past Matt Crafton’s No. 88 Ideal Door/Menards Ford on lap 244 and fought him off to the finish line to claim his third win of the season and fifth in in the NASCAR Gander RV & Outdoors Truck Series overall. Enfinger said it was a nice change from his recent fortunes as the Gander series heads into the playoffs. “It’s been a rough last month and a half to two months or so,” Enfinger said. “We really have struggled with speed, probably with the exception of Michigan [on Aug. 8]. We’ve just been a little bit off with speed. “We haven’t been terrible, but we’ve dug ourselves a hole in the first stage whether it be just handling or whatnot. We get the truck better, but then we bury ourselves in bad track position and we just haven’t had a truck good enough to overcome it.” But Enfinger and his crew made some adjustments for Richmond and they paid off. “Myself and Jeff Hensley, we

Gilliland and Ankrum clinched the final two playoff berths Thursday night. Hill, who finished eighth Thursday, clinched the Gander truck series regular season title. The Gander series playoffs begin on Sept. 17 in the UNOH 200 at Bristol Motor Speedway. The final race of the 2020 season will be the Lucas Oil 150 on Nov. 6 at Phoenix Raceway. The Ashland Theatre is still showing outdoor movies, and the Hanover Arts and Activities Center is coordinating with the theatre to have some outdoor musical events. The next meeting of the Ashland Planning Commission is scheduled for 7 p.m. on Wednesday, Oct. 14, at Ashland Town Hall at 101 Thompson St. in Ashland. He said there are “many, many other functions” that take place there. As for the students, Lindgren said they “provide tens of thousands of hours to the town. With the exception of dealing with COVID-19, we welcome our neighbors sitting around the fountain, and we keep lights on the football field to walk the track.” “During my 14 years, any properties that we have acquired mostly have been to create a buffer between our taller buildings and the surrounding areas, purchased them at retail prices,” he continued.
