The Hanover County Board of Supervisors recently gathered with members of the Martha Ann Fields family to dedicate the newly renovated General District Court in her name. Fields was enslaved at Nutshell, the tract of land that now houses the government complex, and escaped with her 11 children during a Union raid on the property. HANOVER -- The good news is a plan is being designed to provide relief for the thousands who travel or live along Pole Green Road and suffer daily delays and backups along the heavily-traveled road. Hanover County officials held a citizens information meeting on Tuesday, Oct. 27, to introduce residents to a proposed plan to widen Pole Green Road from Rural Point Road to Bell Creek Road, alleviating a two-lane nightmare that has plagued residents for years. The good news was tempered with the reality of a timeline that doesn’t see any dirt turned until 2024. Joe Vidunas, traffic engineer and project manager, said the project is in its infant stages and designs are incomplete.

Affected citizens and residents are encouraged to provide public input to a project that Vidunas concedes will have a significant impact on residents in the area. “We know that this project is going to have significant impacts on your way of life,” Vidunas said. “We will do everything we can to try to minimize those impacts within reason but we are limited to some extent as to what we can do.” Realizing that residents’ properties are an important asset, Vidunas said he doesn’t take those impacts lightly. “I try to put myself in your shoes and how I would feel about certain things.” He also acknowledged the impacts will not be “equitable” and some residents will be affected more than others.

Joyce’s tenure with the Y has spanned over 35 years, the last eight of which he has served in his current role. During Joyce’s tenure, the YMCA of Greater Richmond has had tremendous growth in youth programming, as well as significant capital investments in historically marginalized communities to ensure equitable facilities for all. Following her escape from Nutshell, Fields and her children headed for a bridge over the Pamunkey River but found the structure burning and impassable. School district continues to serve free meals through end of year ASHLAND – Hanover County Public Schools will continue serving meals for free to children 18 years old and under through the end of the school year. The U.S. Department of Agriculture announced earlier last month that it has extended flexibility initially granted in August that allows for meals to be served to county students, both in-person and virtual, at no charge. ened a section of Pole Green that extends from U.S. 295 to Bell Creek, but a new ABC (Alcoholic Beverage Control) Distribution Center and numerous residential developments like Bishops Park prompted officials to continue on a plan that will eventually see four lanes from U.S. 295 to U.S. 360. Though unrelated, improvements in Commonwealth Park that include the new ABC Distribution Center and improvements at Antique Lane also will ease congestion in the area. Although the design plan is still in the planning stages, there are several elements to the Pole Green project that should enhance safety and decrease accidents on the road. Medians are included in the plan that will divide two lanes of traffic in each direction and a sidewalk is planned for the entire length of the project along the south side of Pole Green, providing pedestrian access to shopping areas. The plans also include a bike path that will either be incorporated in an outer shared lane in each direction or a marked path that will require additional right of way acquisition.

Pedestrian crosswalks also are planned at the Bell Creek intersection and continuous T’s or dedicated left turn lanes are outlined at Hanover Grove and Plum Grove. The project also will require three stormwater drainage basins, and the intersection at Lee Davis Road also will be improved. Vidunas admitted the addition of medians will prevent some homeowners from leaving their driveways and turning left, but said the intersections would facilitate easier and safer U-turns at several intersections. The project manager said citizens’ input is important and designs are still evolving, noting that several changes have resulted from citizens’ communication. Improvements at the LeeDavis Road intersection that include the elimination of the bump-out and an extended left hand turn lane as well as additional crosswalks at the Bell Creek intersection were changes initiated by citizens’ requests or input. The project’s total cost is projected at $24 million, the main chunk ($13 million)

derived from Federal funds. Vidunas said construction is scheduled to begin in 2024 and last about 18 months. The project is currently in the 10% stage, according to Vidunas, and a final design plan puts the project at the 30% complete stage. The next step involves right-of-way acquisition and utility relocation. A public hearing on the project is scheduled for next year, once a complete design plan is in place. Mike Flagg, Department of Public Works director, responded to questions submitted by citizens before the meeting as well as written requests from those in attendance. Some of those concerns were the lack of signals for intersections at Hanover Grove and other intersections. Flagg said the county does not control the process, and VDOT (Virginia Department of Transportation) enforces standards regarding when a traffic light is required. According to recent traffic studies, Flagg said those intersections did not meet those guidelines, but said improvements to those intersections like the continuous T’s and extended left turn lanes would enhance safety at those

intersections. Flagg said the road will be designed to handle traffic for the next 20 years and actual traffic study results and projections will be available in a written summary next month. While acknowledging the construction is a sacrifice for those living along the design route, Flagg said homeowners will have access to their sites, excepting rare exceptions, during the construction period. He said most work will be done during normal business hours, but some paving or similar work could take place at night. The director said the project is at a stage where options are available, and public input is important and sought as design plans are configured. “We want to hear from you, especially those residents who live along the project,” Flagg said. “We’ve learned a lot from the interaction we’ve had and we want to hear from people that we may have missed during this early phase. We’re going to take these comments under consideration.” Several members of the Hanover County Board of Supervisors and Hanover County Planning Commission attended the meeting at the Administration Building.


HCPS receives Chromebook shipment; all students get one ASHLAND – Hanover County Public Schools has received a shipment of more than 9,000 Chromebooks that will be distributed starting this week. Superintendent Michael Gill said he was “thrilled to announce an exciting development in [the school division’s] ability to provide the necessary technology for all students to learn in the GILL digital world.” The accomplishment, paid for through CARES Act and local funding approved by the Hanover County School Board and Hanover County Board of Supervisors, means every HCPS middle and high school student will have a

Chromebook by Thanksgiving break, which starts Wednesday, Nov. 25. Elementary school students will receive their device in December. HCPS previously distributed more than 6,600 Chromebooks and roughly 600 internet hotspot devices to students enrolled in the fully virtual Hanover Online School. “The receipt of these devices, at a time when there is a national shortage of Chromebooks, is a significant advancement for our school division and our ability to serve the ever-changing needs of our students and families,” said Dr. Gill and Terri Hechler, director of Technology Services. “We pride ourselves on our Tradition of Excellence, which entails providing a top quality education to students. Now more than ever, this technology is a necessary tool for our students’ toolbox — keeping them connected to learning outside the classroom, no

matter the circumstances.” “Without question, technology will never replace our great teachers. A couple of weeks ago, I was covering the Dominion Energy Charity Classic when I felt what I thought was an old friend coming on: allergies. My nose was getting itchy. Drainage was irritating my throat. But it didn’t feel like a big deal and I wasn’t worried. I was wearing a mask, keeping my distance, and being careful about not touching anything more than I absolutely needed. Overnight, while I was trying to prepare the forthcoming sports sections for the week’s Locals (Mechanicsville and Ashland-Hanover), it started to feel like more than mere allergies. I was stuffy, sneezing and coughing. By Monday morning, all I wanted to do was slap my sections together and go back to bed. By Monday night, I was running a fever. By Tuesday morning, I had met enough criteria for COVID-19 that I went to my doctor to get tested. Because of the usual trajectory my body typically takes with any kind of respiratory infection, she also began treating me for bronchitis. I spent the ensuing two weeks in isolation. I got tired of being stuck at home. But that is irrelevant. I’m not writing all this to kvetch to you readers. I’m writing because there’s an important lesson to be learned. When the nurse called me to give my result, she said it was “negative.” I used the term “nega-

tive” myself in describing the result. Most people, after getting a similar result, would likewise use “negative” to describe their COVID status. Here’s where the cautionary bit comes in: The lab report does not say my result is “Negative.” Instead, it says, “Not Detected.” You may be guessing the punch line at this point. … Yes, there is a difference between “Negative” and “Not Detected.” In my years as an environmental regulator reviewing toxic substance monitoring reports, I never saw a report that said a chemical was not present. If the substance was detected, there would be a number representing the concentration of the pollutant in the sample. If the sample was not detected, there would be some notation like “DL” that was shorthand for “below detection limit.” Most biological or chemical assays are only so sensitive in that there must be a minimal amount of whatever of interest for the test to register. That is referred to as the detection limit. At or above that minimal amount, the test can quantify how much is there. But, if the amount of the thing of interest is below the detection limit, you cannot do the opposite and conclude it is not in the sample. It might very well be in sample, but in an amount too small for the test to be able to measure. We run into this dilemma with the COVID19 tests. If the results say the virus has been detected in your sample, odds are you are infected. The tests have not had a big problem with false positives – except where, as with the initially rolled out version of the Centers for Disease

Control and Prevention test, the test kits (or samples) are contaminated in some way. If you have no COVID symptoms and your sample comes back “Not Detected,” it may be reasonable to conclude that you are not infected. Nevertheless, you could be mistaken. If you’ve had a recent close contact, you still need to be careful. Testing of my sample was done via LabCorp. The results of my sample came back “Not Detected,” but that’s where the detection limit comes into play. I could still be COVIDpositive, yet shedding virus at levels too low to register. According to LabCorp’s emergency use authorization documentation, the viral test – which looks for copies of viral genetic material, not the antibodies we may (or may not) produce against the virus – has a detection limit of 6,250 copies per milliliter. Other tests have been developed that can detect far lower concentrations of virus, but some can only detect higher concentrations. As with everything, cost/benefit considerations apply, and the LabCorp test is intended for a mass, not a niche, market. “The LabCorp test is likely sufficiently sensitive to identify patients who are ‘infectious’ on the day of testing assuming the sample was collected appropriately,” wrote Harvard University researcher James E. Kirby via email (response slightly edited for clarity). “It is one point in time. Detected viral load usually precedes symptoms; see COVID, pg. 8

Hickory Grove rezoning impacts East Ashland The proposed Hickory Grove mixed use rezoning on Route 54 east of the Town of Ashland features traffic manipulation and deception. The developer’s traffic study falsely denies the existence of the massive, approved but undeveloped East Ashland project which would add over 33,000 vehicles across from Hickory Grove. East Ashland impacts traffic on Route 54 and the Interstate 95 Exit 92 interchange and has proffered road improvements along Route 54. In 2016, the General Assembly passed legislation specifying that a proffered road improvement should be attributable to a development creating the need for it. If East Ashland’s traffic and road improvements had been included in the traffic study in compliance with express VDOT (Virginia Department of Transportation) guidelines, Hickory Grove’s development would create a need for major proffered road improvements to the Exit 92 interchange and likely Route 54. By denying the existence of East Ashland, however, Hickory Grove falsely claims a temporary traffic signal on a wooden pole at the Exit 92 southbound off ramp as its only proffered road improvement. How convenient. Hickory Grove can claim compliance only because its traffic study ignores East Ashland, cumulative impacts, and VDOT guidelines. There’s more. Although East Ashland’s traffic is ignored and it pays no cash proffers, county staff resurrects the 33,000 vehicle trips in calculating Hickory Grove’s cash proffers. Without support, traffic from far away developments near the U.S. 301/ Rural Point Road intersection also is included. Because these vehicle trips see LETTERS, pg. 8

Uninvited silence and understanding importance of words By Jim Ridolphi Contributing Columnist Joe Biden is my hero. Contrary to what may first enter your mind, this is not a political statement. I’m not sure who won the debate last week, or who will become president in less than a week -- but, I know personal courage when I see it. As a child, Joe Biden was what has been described as a serious stutterer, and suffered as his schoolmates teased and bullied. He lived the fear of that day in English class when oral book reports were due and the sleepless nights that preceded, or the disappointing look from a teacher who equated a stutter with stupidity. He felt the sting of the chuckles when simple introductions in class became a source of endless anxiety, or attempting to answer an easy question using only the limited volume of words that came out easily. And, somehow through all the indignities that accompany individuals who have a speech impediment like stuttering, he chose to not only endure, but over-achieve. That might seem

like ambition to some, but, to me, it’s a badge of courage displayed by the few who decide to live and achieve despite the uncomfortable situations or disabilities. To the contrary, Biden placed himself in the fray, and fought through speeches and public appearances that might have intimidated many with the good fortune of perfect speech. During the recent debate, I sat with nervous anticipation as I noticed Biden’s stutter become more noticeable than in past performances. I stumbled over the words with him, and noted each time a word was changed at the last possible second to avoid a stutter. I suppose only a few could realize the difficulty in answering a difficult question while also juggling a selection of “usable” words. Somehow, it always leaves one robbed or shortchanged of an opportunity to say more, if only the words could have arrived more easily. So, how do I know so much about the intricacies of stuttering and how it can affect what seems like simple communication to most of the population?

Years ago, I was asked to speak at a support group for stutterers. As I visited with the attendees before the event, I was amazed at the cross-section of America represented by these people who found solace among friends. In this one place, they were judged on who they were, and their thoughts were valuable, no longer how long it took to express them. I spoke with doctors, lawyers and other professionals as well as deliverymen, plumbers and IT specialists. Some told me that their careers mirrored their desire to perform tasks that required a minimum of oral communication or explanation. Others seemed to have selected careers that challenged their speech limitations, purposely accepting careers that required constant interaction and speech. All had suffered the same indignities I described above, and the shared suffering was somewhat the tie that bound this unlikely band of brothers. It was a unique experience just being in an environment where jokes with delayed punch lines were appreciated, and moments of

strained silence were approached with patience and understanding. As the time approached for the event to begin, I felt some very familiar emotions brewing in my mind, and I immediately rushed through a mental checklist of preventative measures. I thought briefly of those horrifying oral book reports, but there was no time to dwell on the unpleasantness. I slowly walked to a podium, carefully timing my arrival with the first words of my comments. “I am a stutterer and you are my heroes,” I said with words that emerged without a hint of hesitation. So, as Joe Biden spoke to millions of Americans in what would have a difficult forum for any former or current stutterer, he placed himself in glorified air in my mind. Voters decided who won the debate, and who knows how the election evolved, but Joe Biden’s words represented a victory for the millions of Americans who suffer through uninvited silence, and reminds us all that all words are important.

(I have that asparagus thing, so I can recognize when something is “off.”) In my case, the smart play is to assume I am positive and do all the things I’m supposed to do to avoid spreading COVID to others: isolate, wear a mask when I can’t, wash my hands, cover up

my coughs, be careful about touching my face and surfaces around the house, etc. I’ve been trying to be a good boy. I’m not perfect, but the effort is there. I would prefer to see more of our fellow residents taking this more seriously. Instead, I see far too many people refusing to wear masks, not respecting other folks’ social distance, and – at least the last time I was in a public restroom

At that meeting, there was a line of residents with two petitions signed by more than 50 people urging a “No” vote, but the commission wants more commercial business. The residential aspect of this application doesn’t bother residents, but the commercial side can only bring “commercial” blight to our area on top of 7,120-vehicle visits per day of additional traffic. Although what’s “in the mix” for what those commercial enterprises will be, at present it includes a 2,800 square feet fast-food restaurant, 5,600 square feet convenience store with 16 fueling station gas station, and two

restaurants of 4,000 square feet and 7,000 square feet, respectively. And not more than one mile away are numerous similar businesses across Interstate 95 with many vacant store or office spaces. And the traffic impact is a minimum number and does not include the future “East Ashland” project. As the director of planning said, this “mix-use” rule is a guide, it’s not a law. Let’s just go with residential alone and save our pristine rural setting on Route 54 between Ashland and Hanover. John Denler Ashland

He is survived by his wife of 45 years, Carolyn Haley Barrett; and their son, Richard E. (Ted) Barrett Jr.; his daughter, Jenifer B. Saufley, her husband, Randy and their son, Ethan; his son, Jeffrey L. Barrett and his wife, Stephanie; his stepdaughter, Krista M. Davis, her husband, Keith, their son, Walker and their daughter, Grey; his stepson, Kenneth D. McArthur Jr., his son, T. and his daughter, Millie. Living siblings are Margaret B. Carter, Mary B. Blaylock, Julian E. Barrett and wife, Shirley, Marjorie B. Jewell and husband, Ron, Barbara B. Jackson and husband, Gordon. Numerous nieces and nephews also survive him. The youngest boy of nine children, son of farmers from the Northern Neck, Richard learned early on that hard work, determination and a bit of luck was a combination for success. His entrepreneurial spirit was evident through his tomato farming, raising of animals and membership in the Future Farmers of America. Growing up on a working farm laid the foundation for the work ethic that embodied who he was to the end. Richard spent a number of years in the lumber industry before pursuing his dream of founding and running his own

lumber and specialty pallet business, BC Wood Products, Inc. His success with his business was respected in the industry and for many years, he was an active member in the Virginia Forest Products Association. He served as an executive director of VFPA and in 2016, was recognized for his exemplary leadership and service by being awarded a lifetime membership to the association. He was also involved with the National Wooden Pallet and Container Association. In 2000, when a potentially crippling fire ignited in his manufacturing plant, many believed that the company would close. But Richard and his wife, Carolyn worked night and day to rebuild and continue providing the quality products to their clients. Richard considered this experience to be one of the most challenging in his life, and for many years used it as an example of how perseverance and hard work pay off. In 1992, the Barretts embarked on a renovation of the historic property, Dundee, in Hanover. For 28 years, Richard enjoyed the beauty of the property by walking the paths, hunting deer, turkey and upland birds, and cultivating his garden, sharing fresh vegetables with friends and family. He hosted many groups of hunters and enjoyed sharing stories over a homemade bowl of oyster stew and a glass of honey bourbon. Bringing folks to his beloved Dundee brought him joy and pride. He forever left his mark on this beautiful part of rural Virginia. His whole life, Richard was an avid hunter and active conservationist. Because of his love of the sport, he traveled many places, such as Argentina, Canada and South Dakota. But his favorite

hunting grounds were always at Dundee. He was an enthusiastic member of the Newtown Hunt Club and Boulware Shooting Society, and will be remembered for his accurate shot with .20 gauge and his colorful embroidered corduroys. CLINE, John Ross, left his worldly journey to begin his heavenly walk October 27, 2020. His fearless, yet full-hearted life was left behind along with his wife, Rosalee Chappell Cline; his daughter, Sabrina Minter (Gill); grandchildren, Audrey and Colton; stepdaughters, Lindsey Congable (Jeff) and Elizabeth; and brother, Lee Cline. Born on November 24, 1947, in Petersburg, West Virginia, John was raised in Harrisonburg, Virginia, by

two loving parents, Ross and Kathleen “Kitty” Cline. John graduated from Harrisonburg High at the top of his class and excelled in several sports there. He entered the Department of Chemical Engineering at University of Virginia. He went on to work for Esso Refinery in Baton Rouge, Louisiana. In 1983, he returned to Virginia where he would work for PEPCO in Washington, D.C. He eventually moved to Hanover, Virginia, and made it his home. He continued his lifelong passion for learning by earning a law degree at the University of Richmond. He had a fulfilling career as an environmental lawyer at a prominent firm in Richmond before forming his own practice. His love of learning was second to his love of family. While he always referred to “his four girls,” his commitment and love for his wife, Rosalee was palpable. Their 22-year marriage was rooted in love, dedication and true friendship. Throughout his life, being a father was a role that John was most proud of. The sacrifices he willingly made as a single parent to his daughter, Sabrina shows his truly unconditional love. This love was felt through his grandchildren, Audrey and Colton, who will always remember their grandfather as kind, generous and giving the best hugs. He was a private man, which is what made those close to him truly cherish the openness with which he shared his heart, his advice and his relentless love. His other loves included the New York Yankees, a passion for cars, traveling in the Southwest and watching soccer. The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Elvira, Animal ID# 576760, is a 1-year-old female domestic shorthaired feline. She has had her first set of vaccines and is FELV/FIV test negative. Elvira is a sweet kitty that has been at the shelter for a few weeks now. She came in as an outdoor cat. Elvira has a sweet disposition. She is very friendly around people. Elvira seems to be well littertrained. She would be an ideal indoor/ outdoor pet. Lakai, Animal ID# 576625, is an 8-month-old neutered male Australian Cattle dog/pitbull mix canine. He has had his first set of vaccines and is Heartworm test negative. Lakai is a ball full of energy. He has been in the shelter for over a month now. Lakai is very friendly, but is still learning his boundaries. He is learning not to jump up on everyone. Lakai loves to run and play with other dogs. He also has done really well on a leash. With continued obedience training, Lakai will be a great companion. He will probably do best with an owner who can keep him active. HANOVER -- Hanover County will host an e-waste recycling event from 8 a.m. to noon on Saturday, Nov. 7, at the Mechanicsville Solid Waste Convenience Center at 7427 Verdi Lane. Flat screen monitors will cost $6 per unit to recycle and flat screen televisions will cost $14 per unit. CRT (old convex style) monitors or televisions will not be accepted. Computers, tablets and cells phones will be accepted and shredded (hard drive only for computers) at the event for a $5 charge. Printers under 25 pounds will cost $2 per unit to recy-

cle and those over 25 pounds will cost $5 per unit. You will be able to pay with checks or cash. Credit cards will not be accepted. All other electrical items (anything with a plug except appliances that contain Freon) including microwaves will be accepted without charge. All items with plugs will be recycled. In addition, rechargeable batteries will be accepted for recycling at this event. Be aware that these batteries can pose a fire hazard. Hanover County solid waste facilities have experienced numerous fires related to rechargeable batteries.

Alkaline batteries or smoke detectors will not be accepted. There are some special requirements for residents participating in this event: All residents must wear masks. The Commonwealth Transportation Board, with support from the Office of Intermodal Planning and Investment, the Virginia Department of Transportation and the Department of Rail and Public Transportation, is developing an I-64/664 Corridor Improvement Plan. The plan will be developed as part of a data-driven study to (i) identify key problem areas along the corridor, and (ii) identify potential solutions and areas for additional review and study. Revised wetlands request open for comment - again By Jim Ridolphi for The Mechanicsville Local RICHMOND -- It could be as late as March 2021 before the State Water Control Board considers a revised Wetlands permit application submitted by Wegmans to build a distribution center in Hanover. Following a hearing in August where dozens of citizens submitted or voiced objections to the original permit request and its wetlands delineation, the Department of Environmental Quality (DEQ) has announced a second round of public comment regarding the project. The agency issued a press release earlier this month announcing the extended public comment period. Input will be received until Dec. 4, and a public hearing is scheduled for 7 p.m. on Thursday, Nov. 19. The release includes the following statement regarding the agency’s intentions regarding the application: “DEQ’s preliminary decision is to recommend issuance of the permit. Final action on the permit will be taken by the Board, at a regular or special meeting, after the close of the public comment period.” The statement also acknowledges the long list of concerns raised by citizens at the earlier hearing that included improper wetland delineation resulting in fewer surface waters identified onsite. z inadequate analysis of secondary impacts from the proposed project. z inaccurate compensatory mitigation requirements; insufficient off-site alternatives analysis. z increased flooding from the project. z environmental justice concerns. z location of historic resources onsite. Since the closing date for that additional input is Dec. 4, the application will not be considered at the SWCB’s December meeting. The panel meets quarterly and the next scheduled meeting is not until March. A group of concerned citizens, many of them from surrounding subdivisions adjacent to the project, focused their efforts on the July meeting, and, apparently, DEQ officials heard the public input. Many citizens requested the DEQ re-evaluate the amount of wetlands affected or destroyed

and conduct additional studies regarding environmental justice as it pertains to the Brown Grove Community. A team from the U.S. Army Corps of Engineers re-surveyed the property in August and issued a revised PJD (Preliminary Jurisdictional Determination) in mid-September. Additional wetlands affected by the project were discovered. Although only 6.1acres were identified in the initial filing, Corps officials determined that figure was 14.8 acres in a revised finding. In its revised application, Wegmans agreed to mitigate the identified wetlands damage by purchasing 29.41 acres of mitigation credits. Hanover resident Rod Morgan has been active in the opposition to the project, beginning with its approval late last year, and was instrumental in prompting a second look at the project by board members in the form of revised proffer amendments Morgan also is a plaintiff in a case filed against the county regarding the Wegmans approval, and said the revised DEQ application still falls short of a resolution of what he terms critical issues. “There are at least five major defects with the new application,” Morgan said. “Some are with the Corps, some are with both DEQ and the Corps.” He cites a continuing lack of communication with the community by the Corps, and said the wetlands delineation remains suspect. “Although the Corps correctly eliminated the mosaics and now regards those areas as 100% wetlands, there were other issues relating to the delineation than what originally done,” Morgan said. Many considered the initial survey invalid due to drought-like conditions during the initial inspection. The revised study only examined areas previously identified as mosaics, but did not include the entire property, according to Morgan. “Air Park's own consultant, RK&K, found 33.8 acres of wetlands on-site. This should be the Corps starting, not ending point,” Morgan said. Although other Hanover properties were considered for the project, the new application asserts the Ashcake Road site as LEDPA (Least see WETLANDS, pg. 17

Four Public Utilities facilities receive multiple national awards HANOVER -- Four wastewater treatment plants operated by the Hanover County Department of Public Utilities have been recognized as being among the top performers in the nation or state. The Ashland, Totopotomoy, Doswell and Hanover Courthouse Wastewater Treatment Plants were awarded by the National Association of Clean Water Agencies (NACWA) with Peak Performance Awards for permit compliance in 2019. The Ashland Wastewater

Treatment Plant was recognized for 21 years of perfect permit compliance and the Totopotomoy Wastewater Treatment Plant for 15 years of perfect permit compliance. The aim of this campaign is to collect and distribute toys and gifts to children in King and Queen, King William, WestPoint, New Kent, Essex and surrounding counties. Toys donated locally are distributed locally. “Aylett Toys for Tots” is the local coordinating organization for the Marine Corps Reserve Toys for Tots Program and covers 10 counties where there is no reserve unit. Marine Corps Reserve Toys for Tots Program is a 73-year national charitable program that provides happiness and hope to children during each Christmas holiday season. The toys, books and other gifts collected and distributed by the Marines offer these children confidence and a positive memory for a lifetime and such experiences help children become responsible citizens and caring members of their community.

Last year, the Marine Corps fulfilled the holiday hopes and dreams of 7 million less fortunate children in over 800 communities nationwide. Since 1947, over 265 million children have been assisted. Join in and help share the “Joy of Christmas” to children in need. MECHANICSVILLE -- What do you do when a global pandemic threatens to halt your high school theatre program? And what do you tell the talented teens that need the training and experience you provide? You produce a play anyway; you perform it online, and you pick one that deals with teen issues. “Puzzle Pieces”, by Krista Boehnert, explores such issues through a series of monologues. Characters speak frankly about their fears, their futures and their day-to-day lives. Like pieces in a puzzle, they learn that they are all connected and that they need every piece to complete the puzzle. Meg Switzer is the drama director for Mechanicsville High School’s No Name Players. “Puzzle Pieces” will run at 7 p.m. on Saturday, Nov. 7. Runners beat weather, PRs at Pole Green By Dave Lawrence Sports Editor MECHANICSVILLE – The threat of foul weather hung over the field at Pole Green Park Sunday morning, and it did eventually arrive, but no matter how dreary the scene looked, plenty of runners showed up for the WERC Invitational 2020. Three of the four races beat the rain, and plenty of runners beat themselves, not just beating their personal records, but in some cases shattering them. “It was actually glorious up ‘til about 10:30, and then it started pouring,” said West End Run Club coach Jeremy Dobrinski. “The first two, three races were already over, and then the storm came in and [the runners] got drenched – but there were some pretty decent performances in that race as well.” Out-of-state runners won the two “A” races. Elliott Kleckner of Newport, North Carolina, outpaced Brogan Giffin of Aldie, Virginia, for a 4-second winning margin of 15:23 in the boys “A” race. Patrick Henry student Trevor Mason was not far behind, coming in third in 15:32 for the best local finish – and beat his previous PR by 30 seconds. Mechanicsville’s Cole Lewis likewise beat his previous PR by 30 seconds, finishing eighth in 16:08. In the girls “A” race, Anna Avila of Kensington, Maryland,

at 93 mph and is “every bit as good offensively as he is on the mound,” Kane said. Gabello was hitting 88 mph as a freshman in 2019 when he pitched two innings in Hanover’s Class 4, Region B championship victory over Midlothian. Teams didn’t play this past spring because of the coronavirus pandemic. “He’s a big, physical kid,” Kane said. “He really excels in

the classroom, he’s a great kid, and he’s a hard worker. Fuel assistance applications being accepted through Nov. 13 HANOVER -- The Hanover County Department of Social Services is now accepting applications for the Fuel Assistance Program. Fuel Assistance is a temporary program that helps eligible households with the costs of heating their homes. The amount that is received will not necessarily cover all of the winter heating costs but will be a supplement. Those who have been accepted for eligibility in past years are

automatically registered for this year’s program. Benefits are based on the availability of funds and the number of applications received within the state. In order to be eligible for fuel or utility assistance, your household’s income must be less than the maximum allowed for the number of people in the home, and you must be responsible for paying the heating bill. Applications will be processed as soon as

possible but must be received or postmarked no later than Nov. 13, 2020. Funds are sent directly to the vendor beginning the first week in January. The Richmond Times-Dispatch once printed an article about his fossil collection used for his high school project. Bart was passionate about life and had many interests. He loved politics, nature, sports, sports card collecting, photography, rocketry and the NASA space program. Back in the 1970s, he had the opportunity to meet and shake hands with Wernher von Braun at Richmond International Airport. An accomplished mechanic, he worked at Hawthorne VW, where he rebuilt engines and transmissions along with general maintenance. While there he held positions as a

salesman, mechanic, service adviser and service manager. Bart served our country in the United States Army as an air traffic controller, serving at Yuma Proving Grounds in Yuma, Arizona. He was also stationed at Camp Humphreys, Pyeongtaek, South Korea, the Army’s most active airbase in the Pacific, where he received the Korea Service Defense Medal. It was Bart’s wish to be cremated and his ashes spread in a favorite location. He did not want a viewing or formal service and the family is honoring his wishes.
