COVID-19 stories dominate Top 10 Pandemic takes most spots as we look back at 2020 headlines that close a different year By Melody Kinser Managing Editor As is probably the case with newspapers around the world, the coronavirus, more commonly known as COVID19, takes the lead, as well as six other spots, in our Top 10 Stories of 2020. The pandemic has changed the way Americans live and, sadly, die. Frontline workers in hospitals have been risking their lives for months to provide care to those patients whose futures are unknown once the diagnosis of COVID is confirmed. Families and loved ones are banned from being with the sick due to the severity of how contagious this virus is and how is spreads. As of Sunday, Dec. 27, there had been 4,854 total deaths (4,285 confirmed and 569 probable) in Virginia. The total cases were 333,576 (282,407

SHLAND -- On Friday, Dec. 18, a dream came true for the Roman family. After a lifetime of hard work and triumph through struggles, they became homeowners to their forever home thanks to the Hanover Habitat for Humanity program. The Roman family immigrated from the Dominican Republic in search of the American dream. They first moved to Hanover in 2005 and lived in a mobile home on land owned by the business they were working for. This property had no running water, forcing them to refill buckets at the truck stop nearby. Their bathroom consisted of a bucket and bag that had to be continually emptied. They lived like this for five years until one day they received a notice telling them they had to be off the premises within 30 days. During this time, Mrs. Roman suffered from a medical condition resulting in a major surgery that left her disabled; her husband felt like he had hit rock bottom and went

ICHMOND -- The COVID-19 pandemic has dramatically increased demand for pets as people seek adding a pet to the family to ease the loneliness and tension of prolonged time at home. Many feel that they now have more time to train a puppy. With this rising demand has come a spike in pet scams whereby online searching ends with a would-be pet owner paying hundreds of dollars or more to purchase a pet that ultimately doesn’t exist. BBB serving Central Virginia advises extreme caution when shopping for a pet online. Soon after cities and states began to impose tighter restrictions to curb the spread of COVID19, BBB Scam Tracker saw a spike in pet fraud reports, with nearly 4,000 scam reports received in 2020 from the U.S. and Canada. The median loss reported to Scam Tracker in 2020 is $750. Those aged 35 to 55 account for half of all puppy scams being reported this year. Law enforcement and consumer advocates now say a person searching online for a new pet is very likely to encounter a scam listing or website. A woman from Hampton Roads reported to BBB in November 2020 that she was looking online for a puppy for her mother’s Christmas gift. She decided to buy a dog for $550 from one of the sites she found online. She kept all the emails and transactions that were made. She was told her dog was being shipped and then learned the shipping company was just another part of the scam. She has yet to receive her puppy, but she’s out her money. The pandemic has given pet scammers a new tool in their arsenal. Scam Tracker reports show that many fraudsters are telling would-be pet owners they cannot meet the animals before sending money. RAYMOND SHRADER Mechanicsville is one of the lucky ones: He survived COVID-19. “It felt like my head was going to explode.” That’s how he remembers the most excruciating symptom he was experiencing when he became a victim of the coronavirus. “I didn't feel anything unusual Saturday morning. I was out running errands and by Saturday afternoon [March 28], I had to lie down because I suddenly started feeling bad.” He said he was in bed all day Sunday and knew that he would not be able to go to work on Monday. “I got my son to take me to my primary care doctor. They met me in the parking lot to refer me

to Med Express to be tested for COVID.” On Wednesday, April 1, he learned he tested positive. “I was instructed to stay home and treat the symptoms and to go to the emergency room if anything got worse. By Friday morning, I was struggling to breathe and my son had to call 911. I was rushed to MRMC [Memorial Regional Medical Center],” Shrader said. “All I remember in the ambulance was feeling like the driver was flying and the paramedic kept saying, ‘Stay with me, Buddy! Stay with me!’ I knew then I was in trouble.” The worst symptom he said he experienced when he was admitted to the hospital was “a raging headache.” On April 6, Shrader was moved to the Critical Care Unit. The following day, he was placed on a ventilator. “It was touch-and-go for a few days. The nurses told my family I was ‘very’ sick and the national average for COVID patients being intubated was two weeks.” “By God’s grace, and with prayer from so many friends and family, I was extubated only three days later, which happened to be Good Friday.” Raymond praised the efforts of the medical teams that helped him survive COVID. “I had so many amazing nurses and doctors. One of my nurses told me I was the first one who had been intubated and extubated and left CCU alive.”

3 — COVID SCHOOLS Phase I of remote learning for Hanover County Public Schools went into effect when campuses were closed on March 13. With uncertainty dominating operations, administrators started planning for virtual classes for the district’s 17,000 students. Since that initial closing, the status has been constantly changing, while presenting daily challenges for educators trying to provide quality instruction.

Superintendent Michael Gill said there have were days where questions outnumbered answers, but he was proud of the way in which his staff reacted to an unprecedented crisis. “Our teachers, administrators and support staff have truly risen to the challenge. Our curriculum staff has put together our virtual and package instruction to keep our students not only engaged but also to cover the material,” Gill said. Parents and students also were presented with a set of unknowns during the pandemic, with a myriad of questions regarding the future. County officials also came to rely on the Governor’s recommendations and the Virginia Department of Health’s guidelines. Phase II of the remote learning plan was initiated shortly after Spring Break and focused on required instructional guidelines. Hanover’s virtual learning efforts have been complicated by the lack of devices for all students. The division was in its fourth year of a five-year technology plan that was to provide Chromebooks for all middle school students this fall, and distribute devices to high school students the following school year. As for sports, Gill said all decisions are within the purview of the Virginia High School League (VHSL), and options are being considered. The impact of COVID-19 on the school system’s budget became significant to the Hanover County School Board in mid-April. To avoid any contact, members and Central Office leadership held their meeting through the Zoom application. Upwards of 80 people attended the virtual session. Terry Stone, assistant superintendent for Finance, told the board that initial estimates indicate the district is on sound financial ground and

“on track” to return unused funds from the year (20192020) to the county’s budget for use in the school’s Capital Improvement Plan. The fiscal year closed on June 30. Also, the school system pledged $750,000 to assist in offsetting the county’s fourth quarter shortfall.

COVID GOVERNMENT 4 -- Hanover County In early September, the Hanover County School Board met in a special meeting to request the release of more than $4.2 million in additional CARES (Coronavirus Aid, Relief and Economic Security) funding targeted for education. On Tuesday, Sept. 1, the Hanover County Board of Supervisors asked how some aspects of the funding would be spent regarding temporary positions, but voted to accept the federal funding. Some supervisors urged the school board to meet and approve the funding before the board’s next scheduled meeting on Sept. 9. But school officials had earlier moved the date of their next meeting to Sept. 16 in order to accommodate an in-person meeting at the Administration Building. That would have delayed release of the school funding by the supervisors until their Sept. 23 meeting. Since all CARES funding must be spent by the end of the year, the school board scheduled a special meeting to expedite the process and allow supervisors to finalize their approval at the upcoming meeting. When school officials first learned of the possible availability of additional CARES funding, they submitted a preliminary request that totaled more than $7.8 million in requests. County officials notified Hanover County Public Schools that the additional allotment was about one-half that amount, or $4,290,000. Supervisors approved a plan in late June that allot-

ted more than $9 million in CARES (Coronavirus Aid, Relief, and Economic Security) Act relief funds to a number of county agencies that must be spent by the end of the year. The federal funds are designated as assistance to be used for coronavirus mitigation or COVID-19-related projects such as installing sneeze guards or altering public spaces to allow social distancing. Finance Director Jacob Sumner presented a plan that provided those physical updates, but also allots more than $6 million to Hanover County schools for their mitigation efforts. The bulk of those funds will be used to purchase laptop devices for all students from third grade up to high school. Plans to distribute those devices during the next two years have been accelerated, highlighted by the need for remote learning highlighted during the recent crisis. Following an assessment by County Administrator Rhu Harris that outlined more than $10 million in cuts to his proposed FY21 budget, the board of supervisors approved the revised budget by a unanimous vote in early May. Harris highlighted a list of cost-cutting measures to compensate for lost revenues during COVID-19, including hiring freezes, delays in some projects, and the elimination of proposed merit increases for school and county employees. The result is a 10.2% decrease from Harris’ proposed budget presented in February. Supervisors approved a $478.2 million revised all funds budget that includes no real estate tax increase and no layoffs for current employees. Kale seemed to loom over holiday dinner By Roslyn Ryan Richmond Suburban News

I

t was a bitterly cold and rainy December evening, with a pre-Christmas dinner party looming, that I realized I had a kale problem. Not a problem exactly, but more like the kind of situation where a person starts out doing something fairly straightforward — in my case putting together a dinner menu — and somehow manages to overthink, overcomplicate, and overemphasize the task until outright decisionmaking paralysis settles in and absolutely nothing gets done. In this instance I was trying to figure out what kind of salad to serve my guests, whom I dearly loved and wanted to make happy. And, darn it, if I was going to make them a salad to go with dinner it was going to be the best salad I could possibly make, something that would communicate both my love and admiration for them as well as the fact that I am not the kind of hostess who careens through the grocery store produce section at the last-minute and snatches up some bargain bag of wilted iceberg.

This salad, in short, had to be perfect. The only issue was that, when a person who is not sure of how to make a perfect salad attempts to look up on the internet “how to make a perfect salad,” they are almost instantly presented with 4.6 million different recipes, suggestions and reviews, some — but not all — of which involve kale. Kale, as it turns out, is somewhat controversial (as an early Christmas present to yourself, just Google “I hate kale.” You won’t be sorry). I soon learned there was a good chance at least one of my guests would hate it, even it was mixed liberally with radicchio and baby greens, a recipe one person claiming to be a former celebrity chef (I looked at his profile and have my doubts) said was a can’tmiss option for creating a truly show-stopping salad. It looked good, but I was still on the fence, and I hadn’t even begun to consider croutons. What about croutons?! Maybe you too have faced this kind of holiday issue. Maybe in your case it was not about kale or croutons, but rather about some other thing that managed to grab hold of your better judgement and haul you down some Pinterest rabbit

hole for far more time than any reasonable person would spend -- a search for the perfect giftwrapping technique, perhaps, or how to make your Christmas tree look like Beyoncé’s (guilty on that one too). I wish I could say I finally came to my senses, threw over-analyzation out the window, and just made some deliciously simple dish that I hoped my guests would love. I’d like to proclaim that I realized what a waste it is to worry over things that don’t matter that much in the grand scheme, and learned to focus instead on what a blessing it is to have food on your table and friends to sit around it with you. Instead, I ended up doing a bit of both, obsessing over plenty of things but letting others be what they would be. Dinner turned out just fine, and it was a delightful evening full of perfectly decent food and the kind of laughs that make your sides hurt until the next day. Oh, and the salad? Debate centers on development vs. infrastructure The stasus of the debate on development vs. infrastructure is simple. Development has exceeded the ability of infrastructure to handle the load. How this happened and what can be done about it is in dispute. Virginia Law empowers municipalities to enact a Comprehensive Plan for Development. This State Law relies on local government to use good judgment and restraint. Good judgment and restraint seem to be lacking in Hanover County. Over the last 10, years every time our Hanover County Board of Supervisors said yes to development they could have said no. Good judgment and restraint? A perfect example is the Hickory Grove development. In this development the county used something called TIA scoping to bypass VDOT (Virginia Department of Transportation) traffic requirements. This TIA (Traffic Impact Analysis) scoping process will not pass the giggle test. It allows the county to ignore VDOT and accept the developers’ traffic studies -- if you can believe it. In spite of this, Hanover County is still 10 years behind on road improvements. It will always be 10 years behind unless something is done. Mr. Waddell mentions federal and state grants. This is referred to as “Pie in the Sky”. Both the Federal and State Government are short on money. This means little “Pie” for Hanover County. The Hanover County Comp Plan is a guide to orderly development. The Hanover County Board of Supervisors has the power to say no to any development for any reason. est decorations, and the question of icicles or not doesn’t resonate with today’s interpretation of tree decorating. Even with an appropriate appreciation for things past and events recalled, some of those items have made their way to the bottom of our single Christmas decoration box. They, too, suffer the annual indignity of being excluded from the varsity ornaments that made the cut. But, they too, return to storage each year, much too valuable for refuse, and each year I recognize fewer and fewer of the ornaments on our tree. But sitting there admiring the serenity of a lit Christmas tree, I took notice of a few that seem to return each year. A small embroidered model of a farm is one of my kids’ favorites, and they always ask about its origin. It’s a memory of an old girlfriend and summers spent on a farm in the Midwest and the many

friends who made those days well worth an ornament. Other items are not so subtle. A pair of bongo drums and a golden Little Drummer Boy are all attached to my lifelong association with drums. Although it’s been months since I held a drum stick in my hand, the influence and effect of music and the community that dwell in it has greatly enhanced my well-being. Even the bulbed lights reminiscent of a past era are a special reminder of memories long ago when my father would sort through endless cords of tiny mazda-styled lights. It was an annual source of irritation for him, and, each year, he pledged to trash the ancient lights. Turns out, the lights had their own badge of honor, purchased when my father was discharged from the Army following World War II and accepted a job as a manger of a Western Auto Store in Pensacola, Florida.

Long story short, those lights were purchased at his store in Florida and adorned my parents’ first tree at a small apartment blocks from the Gulf of Mexico. Now, these lights were designed, or maybe not designed, so that one burned out bulb caused the remaining lights to go out, making it impossible to find the naughty one. “These things are bug house,” I heard him say on many occasions as he unscrewed each one bulb after another, plugged in the cord until the lights reappeared. The procedure played itself out on a regular basis as the season progressed, each episode fraying revived nerves and disrupting our celebration. After my father passed away, I knew the lights would not survive. My mother had cursed them and my father’s insistence to maintain them for years. I feared they would be the first thing to go.

Years later, I discovered that old Christmas box in my mother’s attic. I sorted through boxes of old ornaments, most of them faded and dull from the years. When I reached the bottom of the box, I encountered that same group of leftover items that adorns the bottom of everyone’s Christmas box. There were photos of my sister and me that had been transferred into small decorations, pieces of a old manger scene and other old ornaments. As I lifted up a long forgotten felt skirt that anchored our trees decades ago, I stopped and stared at a single strand of tree lights that looked like antiques. To my surprise, it was the last strand of remaining “bug lights” on this planet. I surmised that my mother was willing to discard several lines of tree lights that never worked very well, but not willing to forget the special memories that accompanied them.

It also is about the people who have lost and about people who do not want to lose friends, relatives, their job, their business. And what about emergency workers, doctors and nurses? I figured when COVID-19 did not disappear on Nov. 4 as was the belief of some 74 million people, the reality of it being true may take over. He failed at the polls for (among other reasons) ignoring the advice of CDC experts and risking the lives of millions of Americans (Republicans included) by convincing people that COVID-19 was a hoax. He said don’t listen to the CDC

and that it is your constitutional right to ignore local government and CDC guidelines that would have reduced the spread of COVID-19. A similarity would be like the fire department spraying water into a building to extinguish a fire and another group spraying an accelerant into the building to keep it burning. Trump again failed at overturning the election by failing to prove fraud or illegal activity. The conservative Supreme Court of the U.S. gave him a 9-0 defeat and a big embarrassment for the party. Someone else acting this way would be considered armed and dangerous and probably shackled for the next 30 days or until the results of a mental evaluation is completed and made available. restrictions on travel and gatherings in response to COVID19 had an immediate impact on the state and local economies,” Harris said. In addition to closing schools and disrupting the lives of millions of citizens, the coronavirus (COVID-19) crisis is having devastating effects on local businesses. Despite an array of government-based grants and loans, the challenges of surviving a total shutdown of the economy are significant. In addition to attracting new business to the county, the Hanover County Office of Economic Development also is charged with supporting existing businesses in the county. When news of the pandemic emerged, the agency began a robust effort to gauge the impacts and provide assistance to local businesses. “Hanover County quickly moved to partner with ChamberRVA, along with our regional and local partners, to put together a survey that polled the businesses in each of our jurisdictions in the Richmond Region,” Linwood Thomas, director, said. “There were over 550 respondents and Hanover County received about 40 responses directly.” Budget Director Shelly Wright updated the board of supervisors in early April on the financial impacts of the COVID-19 virus on the local budget, specifically a significant decline in revenue receipts. “It’s no surprise to any of you that the COVID-19 pandemic is having a devastating effect on both people and economies around the world,” Wright said. “In comparison to the loss of life and suffering this pandemic has caused, the financial impact is much less important, but my job today is to help the board appreciate the financial impact.” With a statewide forecasted

unemployment rate of 20% and businesses closed around the county, Wright said she has consulted with regional peers and county officials to revise and update impact projections. “We had to settle on a set of assumptions that we feel are reasonable and we have done that,” Wright said. “Given the life of the stay-at-home order and an appropriate amount of time for businesses and individuals to start to rebound, we assume that it will be close to the beginning of 2021 before people are financially back on their feet and retail sales have recovered.” That situation results, according to Wright, in a sales tax revenue shortfall for the final months of the 2020 budget and the first half of the 2021 proposed budget. In addition to late payments on personal property taxes, Wright said real property sales also are expected to decrease. Technology came to the forefront in early April for the supervisors, who welcomed citizen input in a public hearing through a new remote system that accepts public comment via email or voicemail. The live-streamed meeting was plagued with technical difficulties that prohibited many online viewers from accessing the event live, a situation caused by the livestream provider. In order to comply with Governor Northam’s edict that citizens limit assemblies to 10 people or less, the board enacted the special measures in March in response to the coronavirus crisis, allowing citizens email and phone access to air public comments.

5 -- Ashland In an attempt to boost restaurants and breweries impacted by COVID-19, the Ashland Economic Development Authority agreed in October to help through an Outdoor Heating Assistance Program. Joe Topham, the town’s business retention and expan-

sion manager, said the heaters will make using patios “livable” for November and December. “We can cover all the cost or most of the cost for them.” “I think it’s a relatively modest step,” he said. “We can help some of our restaurants, who, quite frankly, don’t have a lot of cash right now.” He did point out that the funding is available to those restaurants and breweries that support the town’s meal tax. Topham said the restaurant or brewery seeking a heater “has to be current with all local tax and business license.” A question pertaining to assisting non-profits, the Ashland Museum or the Ashland Theatre arose. Topham said they must limit funding to ensure the $20,400 appropriation. That amount, he continued, would “cover each one (restaurants and breweries)” up to that now. Each business would be eligible for $1,200 to purchase outdoor heating devices, up to a maximum of $300 per heating device. How to disperse funds received from the CARES Act to small businesses dominated an early September meeting of Ashland Town Council. Town Manager Joshua Farrar, who said the funding would be handled in the form of a FY2020-2021 Budget Amendment, said the town’s first half of funding under the CARES Act of 2020 was $684,010. Those monies were received by Hanover County from Virginia. The county then provided that portion to Ashland. Farrar said the county notified town staff in July about the second half. Referring to the action as “very formal procedural,” he said council would need to adopt a budget amendment and appropriate the CARES Act fund. Farrar also said the CARES spending plan is similar but separate as to what was origi-

nally passed. He said the town will focus on business support, which was designated by the federal program trying to stay afloat during a pandemic. He said the goal is “to support local governments in their responses to the pandemic.” Direct dollars are being spent on PPE (personal protective equipment). Farrar also noted that the funding is being utilized to “help your community engage in and live in a COVID-19 world.” With counties being the primary recipients of state funds, Virginia directed that “a fair share” be given to towns. Farrar said that was “the extent of the instruction. There is no real set formula on how that was to be distributed.” Saying Ashland has a “good relationship with Hanover County,” he said the town portion – based on population – comes in two batches of $684,010 each. In an effort to continue to meet local businesses’ safety needs as phased reopening continues, the Ashland Economic Development Authority (EDA) approved in July a second round of $35,000 in funding for the Safety Enhancement Grant program. “This is a critical time for many small businesses here in town, and we want to step up and support our business community as they navigate this challenging environment,” said EDA Chairman Tim Shelton. “With town council’s consideration to dedicate CARES Act funds to support this effort, we are able to take this additional step to make sure our businesses have the resources they need to safely open their doors to the public again.” Established by the EDA in May, the Safety Enhancement Grant program assists local businesses with the costs of reopening after closure or impact due to the recent State of Emergency declaration for COVID-19 and subsequent executive orders in response to

the pandemic. Designed in concert with local business owners, the program aims to be as flexible as possible to meet the needs of the diverse business community that calls Ashland home. Grants are available to Ashland businesses for up to $2,000 to help cover the costs of supplies and materials needed to meet safety regulations set forth by the state and various trade and professional associations.

COVID CANCELLATIONS 6 – Ashland Due to concerns about the potential for community spread of the coronavirus, the Town of Ashland and Kiwanis Club canceled the Olde Time Holiday Parade. The announcement was made in early September. This was the first time in 51 years that the parade had been canceled. According to Ranny Robertson, parade chair, Kiwanis Club of Ashland, and Douglas A. Goodman Jr., chief of police, Ashland Police Department, the parade attracted over 110 units with 2,100 combined participants last year. Thousands of spectators lined the parade route in close quarters, sometimes two and three rows deep. “In keeping with concerns over virus transmission and the current limitations of gatherings outlined in Governor Northam’s Executive Order #67, we cannot in good conscience move forward safely,” Robertson and Goodman said. The Ashland Harvest Run 5K/10K, which was sponsored for 16 years by the General Federation of Women's Clubs' (GFWC) Ashcake Woman’s Club, was canceled. It is a fundraiser to benefit local charities. Woman’s Club members agreed to cancel this year’s event, but did decide to raise funds through a GoFundMe

campaign. Recipients were the Arc of Hanover, We Are Unique, and the Hanover Interfaith Free Clinics organizations. One of Ashland’s biggest attractions – Train Day – was canceled due to COVID-19. Plans, however, are underway for “a stellar” event on Saturday, Nov. 6, 2021. Maggie Beal Longest, director of the Downtown Ashland Association, said the organization “sadly reports that Ashland Train Day 2020 is canceled. This was a difficult decision for the Board of Directors, but one we feel is a necessary precaution in the face of COVID-19.” Another favorite in “The Center of the Universe,” the Ashland Strawberry Faire was canceled. After months of behind-the-scenes planning, the board made the difficult decision to cancel the June 6 event. “Based on local information regarding COVID-19 and its possible impact on our ability to hold the Faire, we decided to cancel it. It was a hard decision,” President Sharon Chidsey said. The Faire provided options to vendors already committed to the Faire, including rollover of fees, receiving a refund minus a nominal administra-

tive fee, or a donation of all/ part of the fee to be earmarked for the Hanover County Public Schools and Randolph-Macon College scholarship program. The financial impact of canceling the Faire was expected to produce a shortfall of funds. This situation made it difficult to grant scholarships and keep seed money in the bank to start next year’s Faire. Jenkins. David was known as an honest, hardworking man. He left high school during the eighth grade to get a job and help support his family. His first career was that of a tile setter, laying ceramic tile. He later went on to secure a job with DuPont, where he worked his way up to become a well-respected supervisor. Although he never graduated high school, he did later go on to secure his GED. He was very proud of that accomplishment. David was an avid fan of youth sports. He became a coach for both of his sons’ little league teams. Once his kids were grown and the grandchildren came along, you could find him on the side lines of every game. His favorite thing in life was spending time with his family. He took great pride in his grandchildren. After taking early retirement from DuPont, he went on to physically construct his new home in King William, Va. He did everything from the drafting the plans, to the framing, plumbing, electrical, roofing, flooring, painting and tile. Aside from his family, he felt the construction of this home was one of his biggest accomplishments! David was preceded in death by his wife of 45 years, Freida Clark Jenkins; brothers, Arthur Cornelius “Neil” and wife, Debra Lloyd, Grover Stanley “Bootsie” Jenkins. He is survived by his brother, Ryland

Note that the school year is slated to begin on Tuesday, Sept. 7. Similar to the start of this school year, the school district will limit attendance on the first day of school (Sept. 7) to pre-K, kindergarten, first grade, sixth grade, and ninth grade students to allow its newest learners and those facing the most significant transitions into its buildings first. All other students will begin instruction on Wednesday, Sept. 8. Here are other notable highlights that school leaders hope will be helpful as you begin planning for next school year. What is a Flexible Learning Day? The Flexible Learning Day is an asynchronous learning day in which students will participate in carefully designed and meaningful learning activities from home. The activities will be designed to be completed independently and will not require students to login to their class. The activities can be completed and turned in to be counted within two days of the Flexible Learning Day. The Flexible Learning Days will provide teachers with opportunities to collaborate within their content area, provide time to plan instruction, participate in professional learning activities, and assess individual needs of students. Students will be provided activities prior to the day. Students who complete the activities will be counted as attending school for that day, allowing HCPS to maintain 180 days of learning. More information regarding student learning opportunities and Flexible Learning Days will be shared in the coming months. According to Michael Gill, superintendent of schools, the proposed calendars were developed by a committee of parents, teachers, support employees, and administrators and in coordination with the other major school divisions in the metro-Richmond area. “Thank you to everyone who submitted questions or comments during the calendar planning process,” Gill added. Each month, Village Bank and a local business host the Village Bank Cash Mob to encourage customers to buy local. During the event, customers can vote between three nonprofits to win a donation from Village Bank. Little Bean Coffee Co. graciously matched the prize making the total donation of $500. Cash Mobs are designed to encourage people to shop local by incentivizing shoppers with a monetary gift for the first (i.e. 50) customers to arrive at the event. The Village Bank Cash Mob offers customers $5 in Village Bank Bucks to go towards their purchases.

Building off of the concept, Village Bank also is offering customers the opportunity to vote for one of three nonprofits featured at the event to receive a donation. “Local businesses continue to ramp up their efforts working towards economic recovery in the wake of COVID-19 shutdowns. In a typical setting, this type of activity would be perfectly acceptable but school is not taking place in a typical setting this year: It is taking place in the midst of a global pandemic that is only getting worse. It is in this current setting that a Mechanicsville High School teacher hosted a Thanksgiving Feast in their class without any proper social distancing, further showing the flaws in Hanover County’s current educational plan. In a statement made by a senior who took part in the Thanksgiving feast, speaking on the basis of anonymity, “Recently at Mechanicsville High School, I had a teacher that decided to host a party involving food to celebrate the holidays. Even worse, this particular class was missing several students due to an active quarantine that was taking place in that very same class, as confirmed by further conversations with the senior. Despite the risks, the teacher still chose to host the party. Even more concerning, according to the senior who took part in the feast, “This teacher did not ask for permission from the principal, stating that it would be easier to ask for forgiveness than permission.” The students were told this information directly by the teacher, which implies that the teacher understood their actions would not have been approved by administrators. It is egregiously reckless to think that in the midst of a global pandemic, an educator was able to host an unsafe Thanksgiving Feast in a class, missing half of its students due to an active quarantine, putting

their students in unnecessary danger. What is even more shocking is that presumably the flimsy logic this was based on was that “they would rather ask for forgiveness than permission” or, in other words, they would rather put their students’ health in danger than not have a party for Thanksgiving. This Thanksgiving Feast is just another example of how the Hanover County Return To Learn Plan is weak. The plan itself lacks effective structure to cover these types of situations and what little structure it does have is often ignored. Further examples of concern are the Return To Learn Plan has guidelines for staff to verbally screen students as they enter the building, which is entirely ignored. The Return To Learn Plan has guidelines for bus seating, which is inconsistently managed and in some cases ignored. The Return To Learn Plan says students may not share food, which in this instance only takes one negligent teacher to put the lives of multiple children in danger. John Wade Mechanicsville

Real estate tax relief available for senior and disabled residents HANOVER -- Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $52,500 or less. The application period for the upcoming year begins Jan. 4, 2021. The deadline is March 1, 2021, for the relief to be applied to the tax bills due (first half) on June 5, 2021. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres around it. The home’s owners can have a combined gross annual income of up to $52,500 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which

is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income. About 1,276 households currently participate in Hanover County’s tax relief for the elderly and disabled program. The average tax savings is about $1,200 for those households; about 35% of the participating households pay no county real estate tax at all as a result of the program. Because of this program, qualifying Hanover County residents had their real estate taxes reduced by about $1.5 million last year. Disabled applicants must provide certification of disability. This can be a statement from the Social Security Administration, a statement from the Veterans Administration, a statement from the Railroad Retirement Board or a sworn affidavit from two (2) medical doctors.

Once an application is on file, only an affidavit is needed for the following two (2) years, unless there is a significant change in income or net worth. A new application is necessary only every third year. All information on the application is confidential and is not open to public inspection. Remember, applicants must sign up by March 1, 2021 for the relief to be applied to the real estate tax bills that will be sent out later this spring and which are due (first half) on June 5, 2021. “This is a great program designed to help those taxpayers who most need the help,” said Scott Harris, Hanover’s Commissioner of the Revenue. “We invite all residents who think they might qualify to call our office.” To apply, call the Commissioner of the Revenue at 804-365-6128. In a press release sent to The Local just before press time on Monday, Aug. 17, the two addressed “the difficult decision,” pointing out the cancellation was “due to the uncertainty and risk of potential spread of COVID-19,” as well as “the organization’s concern for the health and safety of our loyal participants, attendees, vendors and volunteers.” The parade, which makes its way through the Village of Mechanicsville, is a favorite every year, bringing spectators from throughout the region to fill the streets. Fuller and Atwood had released the following statement: “The difficult decision has been made by the Mechanicsville Rotary Club to cancel the 2020 Mechanicsville Christmas Parade due to the uncertainty and risk of potential spread of COVID-19 and the organization’s concern for the health and safety of our loyal participants, attendees, vendors and volunteers. “We did not come to this decision lightly. We as volunteers spend countless hours planning, staging and working this large-scale, free community event. A 4-3 vote – Sterling Daniel and Ola Hawkins making the motions with the support of Kelly Evko and Robert Hundley and nays from Sutton, John Axselle and Norman Sulser – for approval passed. The latest efforts to change the long controversial names began in 2018 when school board members considered a

petition seeking the changes, but voted 5-2 to maintain the status quo. Hanover NAACP president Robert Barnette said the vote is a positive beginning in an ongoing conversation regarding equity. “The school names have been a symbol of inequality for the African American community. Tomato Festival – also fell victim to COVID-19. Started in 1978 as a fundraiser by the Black Creek Volunteer Fire Department, the Tomato Festival brought thousands of people into Pole Green Park. Raceway learns from past, looks to future By Dave Lawrence Sports Editor MECHANICSVILLE – The past year has been no less challenging for Richmond Raceway as it has been for the rest of society. NASCAR began its 2020 season in much the normal way, but as the pandemic surged across the nation, the sport had to make some jarring adjustments to avoid contributing to COVID-19’s spread. Among those adjustments was the cancellation of a number of races, including the spring races in Richmond. And once live racing resumed, it resumed without fans in the stands. But, for Richmond Raceway President Dennis Bickmeier, that hasn’t meant the need for connecting with racing fans has diminished. Nor has the track’s efforts to develop new ways to nurture and grow the relationship with fans waned. “Even when we didn’t have fans here a couple weeks ago, we tried to make sure we could still keep them engaged and entertained by doing virtual things,” Bickmeier said shortly after the fall races. “So we had some virtual driver appearances, driver Q and A’s. … We did a virtual midway, just whatever we could do to try to stay connected to the fans. “That that’s the main piece. We did all that, you know, just

So we tried to re-imagine some of the things we would normally do at a live event, just do it virtually.” When the fall race week arrived without the presence of fans, Richmond Raceway

officials repeated much of what they had done in the spring. “I feel like we had a pretty good dress rehearsal with our iRacing event in the spring,” Bickmeier said. “I feel like we’ve gotten pretty good at that – staying connected with our fans virtually, and certainly through all of our social media channels as well.” Richmond Raceway has a

Hanover, Mechanicsville and Patrick Henry won’t benefit much from teams sitting out in postseason. As of the VHSL’s latest update, Region 4B will only be missing George Wythe and Huguenot from among its potential playoff contenders. Atlee, on the other hand, will potentially face much less

postseason competition. Deep Run, Douglas Freeman, Glen Allen, Henrico, J.R. Tucker, Mills Godwin and Varina will be missing from winter play. The 40 schools not participating in winter sports represents 12.6% of the VHSL’s mem-
