Proposed school budget has raises, new positions By Jim Ridolphi for The Mechanicsville Local
MICHAEL GILL
HANOVER — Hanover County Public Schools superintendent Michael Gill presented a 2022 operating budget that seeks to turn back the clock on many goals outlined in last year’s budget presentation. Many items on the 2021 budget were slashed due to COVID-19 concerns, including teacher salary increases and a number of additional mental health
Call center fielding vaccination questions HANOVER -- Effective Wednesday, Jan. 20, Hanover County set up a call center to answer questions related to COVID-19. The number is 804-3653240, and it is open from 8 a.m. to 4:30 p.m. Monday through Friday, excluding holidays. Voice messages left in the mailbox after hours will be returned the next business day. This is being done in coordination with the Chickahominy Health District, which includes Goochland, New Kent and Charles City. “Our staff will be prepared to provide the most current information related to the Coronavirus, including the vaccine,” said Deputy County
Administrator Jim Taylor. Referring to the Virginia Department of Health’s (VDH) priority groups, Taylor said that the call center could help people determine which group they are in and sign them up for alerts and notifications. The call center may be beneficial to people who don’t have internet access or an email address. Currently, first responders and healthcare professionals are receiving the vaccination. and emotional support positions. Gill told Hanover County School Board members that all of those important needs addressed in last year’s budget are back on the table with this year’s proposal at a special budget meeting held Jan. 19 at the Central Office. Included in that list of budget priorities is a 2.5 percent increase for teachers and a continuing commitment to address compression issues in the salary scale. Gill proposed a $300 buffer sepa-
rating pay grades that will result in additional raises for about 75 percent of Hanover teachers. Including the 2.5 percent salary increase and compression adjustments, some teachers could enjoy an up to 6 percent increase, with an average increase of 3.7 percent systemwide. The proposal also restores nine additional positions addressing increasing mental health, behavioral and emotional well-being among students and

school counselors. When Gill was forced to adjust his 2021 budget almost last year, he told board members he was not hitting the delete button, but only pausing on the long list of needs facing the system. On Jan. 19, the superintendent indicated the 2022 proposed budget attempts to hit the play button again. This year’s proposal continues a tradition of placing priorities on academsee BUDGET, pg. 4
Local rescue pup Allie taking part in Puppy Bowl By Melody Kinser Managing Editor
Photojournalist Joel Klein captured this unusual image of Historic Polegreen Church last week. He said he used an 8mm fisheye lens for the rounded effect to one of Hanover County’s most popular scenic destinations. The photo received quite a response on The Local’s Facebook page.
MECHANICSVILLE -- A 6½-month-old rescue named Alabama, known as Allie, will be taking part in Puppy Bowl XVII on Feb. 7 on Animal Planet. She will be appearing as her pre-adoption name, Milky Way. The program will air at 2 p.m. on Animal Planet and Discovery+. Erin Kennedy of Mechanicsville rescued Allie, a pit-boxer-Catahoula (a Louisiana bred dog), from Operation Paws for Homes. “What essentially happened – and is important to note – is that I rescued her from an organization called Operation Paws for Homes. They are mostly in Central Virginia, but have 800 volunteers between North Carolina and Hershey,

ics, but also focuses on other areas and seeks to provide a holistic approach, including social and emotional well-being. “I’m happy to go back a year ago and unpush the pause button and push the play button because those needs in January 2020 are still needs … and more in 2021. What you see moving forward is addressing those same needs and expanding on them,” Gill said before outlining the FY2022 budget. The superintendent said his $215.5 million proposal relied on a more generous
than usual allotment from the Commonwealth. Like many school districts across the state, Hanover is experiencing a decline in enrollment during the pandemic that could have resulted in significantly lower state contributions. To assist school divisions, the state issued $2.9 million in no loss enrollment compensation. In addition, the division received a one-time state grant that added another $2.8 million to the revenue side of this year’s budget. Even with those increased, and one-time, state funds,
local monies still provided the majority of funding for this year’s budget, about 49 percent while the state share equaled 47 percent, a decrease of 1 percent. Gill said those lowered enrollments could present future problems and the bulk of vacancies are occurring at the kindergarten level. As of September, Hanover enrollment had dropped 927 students systemwide from last year’s figures. The superintendent said he expects those numbers, especially in the kindergarten ranks, to rebound in the future.

Dad was right about President Carter By Melody Kinser Managing Editor or the first time since he left the White House on Jan. 20, 1981, Jimmy Carter did not attend last Wednesday’s inauguration of President Joe Biden. Our nation’s new leader did note in his inaugural remarks that he had spoken with Carter the night before. Carter was a one-term president, having lost to Ronald Reagan, who then held the office for eight years. A true Southern son whose life -- with the exception of serving in World War II -- as governor of Georgia and president of the United States, has been centered in Plains, Georgia. He and his wife Rosalynn have been married since 1946. Their lives today, as has been throughout their union, is strongly influenced by their devotion to their church. People travel great distances for the opportunity to hear the former
F
president deliver his weekly message during Sunday School services. Carter’s absence during last week’s ceremonies reminded me of a statement my father made about him as he prepared to leave the presidency. “He will become the greatest former president ever.” Truer words were never spoken. The Carters, both well into their 90s, remain active with Habitat for Humanity. Yes, they continue to build houses and help others. For years after leaving Washington, he was often called upon by presidents to travel to foreign lands to work for peace, monitor elections, and disease prevention and elimination. I recently came across a CNN special about Carter, which referred to him as “The Rock ’n’ Roll President”. I had no idea how “connected” he was in that realm. The Allman Brothers, from Georgia, raised money for his campaign efforts; Willie Nelson performed concerts for him;
Johnny and June Carter Cash lent their talents to his bids for public office. Those are just a few of the entertainers who believed in Carter and his agenda for America. In recent years, it was common to see Presidents Carter, George H.W. Bush, Bill Clinton, George W. Bush and Barack Obama together. Political affiliations had no affect on their friendship. As we pray for our country and its new beginning with Biden and Vice President Kamala Harris, I think about Dad talking about President Carter and the legacy he will leave. Without question, Dad was right: President Jimmy Carter will go down in history as if not the best, certainly one of the best, former presidents. He continues God’s work and that’s what matters most. He was missed last week, but I’m sure he is a phone call away if needed.
Racism in America: Where do we stand today? By Jim Ridolphi Contributing Columnist As we commemorate Dr. Martin Luther King Jr. and his life and legacy, it’s the perfect opportunity to take a personal inventory of our personal and public attitudes toward racism in America.
Where exactly do we stand when it comes to racial harmony, and how far have we come? More importantly, it’s a chance to evaluate just how far we have to go as a nation when it comes to equality and fairness. As a child, I grew up in a city where racial lines were clearly drawn,

and there was a separate but unequal status quo that seemed impenetrable. In the early 1950s, that mood changed in Montgomery, Alabama, and the city became a focal point for racial inequities. The driving force behind that movement was a young minister named Martin Luther King
Jr., who called for change from his Dexter Avenue pulpit. Even with the frequent marches on weekends, and limited boycotts, life went on in Montgomery and the strife of the day had little influence on our daily lives. see OPPOSITE, pg. 8

Hope for end to Trump’s bitter bipartisanship The state of modern American politics inside the Beltway is spiraling uncontrollably in the abyss of partisanship, with little to no regard for the health of the nation. Self-righteousness now dominates, leaving civil discourse, logic and respect for the views of others in the rearview mirror. The discordant rhetoric from executive and legislative branch officials over the last decade has been shameful, and it instigated multiple lawless protests. The latest was the Jan. 6 assault on the Capitol by conservative activists that left bodies in its wake. Donald Trump’s allegation that corruption caused him to lose the presidential election rallied incensed supporters who believed their votes had been invalidated. America’s 43rd President George W. Bush held Trump accountable and decried the activists: “I am appalled by the reckless behavior of some political leaders since the election and by the lack of respect shown today for our institutions, our traditions, and our law enforcement…” Likewise, Tom Cotton, R-Arkansas; House Minority Leader Kevin McCarthy, R-California; Ted Cruz, R-Texas; and other GOP notables rightly disparaged the incident. A number of Republican congressmen joined Democrats who called for Trump’s resignation, and the former president is the subject of an impeachment process. Paving the way for the outrageous Capitol incident was the aftershock from Minneapolis policeman Derek Chauvin’s brutal murder of George Floyd last summer. Driven by the perception that racism is standard operating procedure in America and in law enforcement, liberal militants see LETTERS, pg. 8

RACISM Continued from pg. 6
On some Saturdays, we gathered as a group of curious children and made the short trek to downtown Montgomery and stood on Dexter Avenue as the protest marches continued. An occasional firecracker would interrupt the unified voices of the protest, but the mood was largely non-confrontational and forgiving. I took special note of the nuns and priests who marched with the protesters signaling their solidarity in the fight. “Wow, there are nuns from church in the march,” I quietly exclaimed to my cousin. An angry man standing directly behind us made a hasty and stern reply as he looked directly in my eyes. “Those aren’t real nuns.

looted, destroyed property and attacked police officers from coast to coast. Instead of denouncing and resisting the criminal behavior, sympathetic political leaders either enabled the anarchy or remained silent. Peaceful protests to correct wrongdoings are both appropriate and necessary for America or any society to improve, but lawlessness is unacceptable here as is progressivism aimed at anything less than predictable, positive outcomes. Regrettably, many politicians have lost any sense of morality, promoting personal agendas instead of America’s, a betrayal of their sworn duty. Some preach unity yet focus much attention on identity – race, skin pigment, sexual orientation, culture, economic status – any human characteristic that tends to divide us. While denouncing malevolence, they undermine the nation’s foundation and its
They are protesters dressed up like nuns,” the man said in an agitated voice. For years, I never questioned his assertions, but the statement always remained in my mind as I watched other protests in other venues over the years. As I listen to my children, I realize that time, indeed, is the great equalizer, and the years between today and those Saturdays in Montgomery have erased or hidden much of the hatefulness … but not all. It’s reassuring when I hear my children speak of their classmates, never reverting to racial descriptions or stereotypes to describe their classmates. Their evolving minds are absent the misguided stereotypes I grew up with as a see RACISM, pg. 18
primary force against evil, mankind’s Creator, by removing Him from our public institutions. They forget that slavery and the oppression that ensued after its abolition ultimately yielded to America’s Constitutional values and the influence of the faith that has thrived over 2,000 years, Christianity. America cannot guarantee that evil is nonexistent in 330+ million people, only that the nation is committed to protect the rights of anyone victimized by it. Moreover, isolated transgressions enacted by purveyors of evil do not make America or those who uphold its laws systemically malicious. When thousands of National Guardsmen assembled to secure Joe Biden’s inauguration, at least one person in this nation under God prayed it would be peaceful and that politicians will end the partisan bitterness that marked Donald Trump’s term in office. If not, the nation may suffer more self-inflicted wounds. Daniel Corso Mechanicsville
Brown Grove supporters: environmental issues among concerns By Jim Ridolphi for The Mechanicsville Local No one is exactly sure when the State Water Control Board will schedule a special meeting on the pending Wegmans‘ Department of Environmental Quality (DEQ) application for a 219-acre distribution center near Sliding Hill Road, but it appears certain that hearing will take place. Originally scheduled for Jan. 22, SWCB officials confirmed earlier this month that meeting was canceled. NAACP director of Environmental Justice Chris French said there’s no official word on the rescheduling of that meeting, but indicated it could be scheduled as early as next month. “We’ve been told recently by DEQ that they are either too busy or they’re working on responses to the public comments to even give us a new timeline as to when this permit is going to be heard by the State Water Control Board,”

“Essentially, it really is just a bunch of dogs in a makeshift arena with toys. They just play with toys. If any of them in their play, and they’re running or whatever, a touchdown collects points that way,” Kennedy added. “Any dog that gets on either side across one of the touchdown lines gets a touchdown.” “We’re actually doing a puppy bowl viewing party at River City Roll for dogs and humans to attend. We’ll have a little Puppy Bowl field and it starts at 2 o’clock.” River City Roll is located at 939 Myers St. in Richmond. Those interested in attending need to make reservations -- because of COVID-19 -- at rivercityroll.com.
French said. The Jan. 22 special meeting was canceled “because of substantial concerns and issues associated with this project as well as issues associated with possible legal concerns,” French said. He joined a number of opponents to the project in a Zoom press conference last week hosted by Del. Elizabeth Guzman. French listed a number of concerns regarding the wetlands in addition to the environmental justice concerns expressed during the one-hour conference. Concerns over wetlands delineation and permitting processes, as well as inadequate analysis all require further investigation, according to French. “There are a number of overarching concerns that have come into play,” French said. “What we’ve noted from the very beginning of this effort is that there has been inaccurate
information put forward by consultants within the permitting process; and what that has resulted in is a fairly fatally flawed process.” Due to public scrutiny surrounding the project, some of those inaccuracies have been revealed. For example, the number of acres affected by wetland disruption has doubled with subsequent surveys. French contends the current permits do not meet state and federal requirements and expressed environmental justice concerns have not been adequately addressed. And those environmental justice concerns have taken center stage in recent months, gaining support from several legislators who joined a press conference last week to express their opposition to the project. They were joined by several residents of Brown Grove who said the proposed distribution center would provide the final blow to a neighborhood that, in their mind, has
The gathering will meet on Tommie’s Patio, named in memory of the dog that was set on fire and died. “I learned Allie would be eligible to participate in the Puppy Bowl through OPH,” Kennedy said. “Because of COVID, I couldn’t go up there, so it had to be a PCH (Pet Central Helpers) volunteer,” she continued. “I drove to Baltimore, where she met up with her sister Comet. And then they went on a road trip with an OPH volunteer for a trip to New York for three days,” Kennedy said. “Because of that, we actually don’t know anything as puppy parents. We’re going to learn what happened when it airs.” Team Fluff Allie is named
after the band Alabama Shakes. Six years ago, Kennedy rescued Amos Lee, who is now 6½. “He’s an angel, a gift from God, 10 dogs in one.” She also said that he is “a true mutt – a great big brother for her.” Kennedy praises the word of those who rescue dogs. “Allie’s mother was brought here from Mississippi and gave birth two days – nine in the litter -- after arrival to a foster mom in Aylett.” The puppies were fostered for eight weeks before all being adopted. “I was really lucky to get Allie. I’m biased, but I definitely think she is the cutest one.” The pick-up location was PetSmart on Bell Creek Road in Mechanicsville. For more information, go to ophrescue.org.
been reduced, infringed upon, and largely forgotten by local officials. Deacon Kenneth Spurlock of the Brown Grove Baptist Church outlined an oral history of Brown Grove that revealed generations of a generation largely forgotten by the people who lived around it. “It is a community that has been historically abused and looked over,” Spurlock said. “For years, we have seen businesses come in to this community ... and it has caused a
state where businesses come in and Brown Grove is being pushed out.” He pointed to the construction of Interstate-95, development of Hanover Airpark, a truck stop , a stump dump landfill and concrete plant. “Now we have this distribution plant about to be placed across from the Brown Grove Church,” Spurlock said. Realizing the growing threat of surrounding business infringement, Spurlock said a group of residents went to
the courthouse two decades ago seeking some proffers to protect the integrity of their community to no avail. “They said Brown Grove was not a recognized or residential community,” Spurlock said. Spurlock and others who spoke at the press conference indicated no opposition to the Wegmans’ project, but insisted Brown Grove is not the right location. A civic association was

(Editor’s note: The following was submitted by Hanover County Public Schools.) ASHLAND -- The Hanover County School Board recently approved the 20212022 school year calendar. The calendar can be found at http://hcps. us/UserFiles/Servers/Server_1250983/File/ Events/Calendar/HCPS%202021-22%20 Adopted%20Calendar.pdf. Note that the school year is slated to begin on Tuesday, Sept. 7. Similar to the start of this school year, the school district will limit attendance on the first day of school (Sept. 7) to pre-K, kindergarten, first grade, sixth grade, and ninth grade students to allow its newest learners and those facing the most significant transitions into its buildings first. All other students will begin instruction on Wednesday, Sept. 8. Here are other notable highlights that school leaders hope will be helpful as you begin planning for next school year. Two full weeks for Winter Break Spring Break is the first full week in April Election Day is a student and teacher holiday Seventeen of our schools serve as voting precincts and experience hundreds of visitors on Election Day every November. As a result, we are moving parent/teacher conferences to the day before the election (Monday, Nov. 1, 2021) in order to reduce traffic and increase safety at our schools. Eliminated seven Early Closings to give much-needed professional learning and collaboration time to our educators. This also eliminates disruption to the school day and to student learning, as well as limits early closing-related logistical issues for families. Added four Flexible Learning Days (more information below) to allow for inno-
vative instruction and additional planning time for educators, among other benefits. All four of these days are on Mondays. What is a Flexible Learning Day? The Flexible Learning Day is an asynchronous learning day in which students will participate in carefully designed and meaningful learning activities from home. The activities will be designed to be completed independently and will not require students to login to their class. The activities can be completed and turned in to be counted within two days of the Flexible Learning Day. The Flexible Learning Days will provide teachers with opportunities to collaborate within their content area, provide time to plan instruction, participate in professional learning activities, and assess individual needs of students. Students will be provided activities prior to the day. Students who complete the activities will be counted as attending school for that day, allowing HCPS to maintain 180 days of learning. More information regarding student learning opportunities and Flexible Learning Days will be shared in the coming months. According to Michael Gill, superintendent of schools, the proposed calendars were developed by a committee of parents, teachers, support employees, and administrators and in coordination with the other major school divisions in the metro-Richmond area. “Thank you to everyone who submitted questions or comments during the calendar planning process,” Gill added. Information submitted by Chris R. Whitley, Hanover County Public Schools public information officer.

All decorations and tree stands must be

Spurlock and others who spoke at the press conference indicated no opposition to the Wegmans’ project coming to Hanover, but insisted Brown Grove is not the right location. “We do not oppose the project as a whole,” Spurlock said. “Our belief is that it should be placed somewhere else outside of the Brown Grove community.” In 1870, six residents formed the nucleus of the Brown Grove Baptist Church, its current brick structure constructed in the 1940s.

“We are proud of our heritage and humble beginnings,” said Diane Drake, a longtime resident of Brown Grove. Charles Morris is a direct descendant of Brown Grove’s founder and moved to the community in 1976. He expressed concerns regarding unmarked graves located on the proposed site. “Wegmans should not be allowed to build in Brown Grove.” Bonnica Cotman also is a longtime resident of Brown Grove and said she recognized the threat posed to Brown Grove by the construction of the distribution center early in the process. “We were not only fighting against Wegmans but our state and federal government,” Cotman said. “By the time we found out about this our [Hanover County] Board of Supervisors had already moved this project forward.”
Cotman said the early approvals left community members with few options except to contest the DEQ permit from the state. She noted a significant lack of communication from DEQ and the Army Corps of Engineers and said many of her emails have gone unanswered. “They are no longer responding to me,” Cotman said. She extended an offer to Governor Northam to visit Brown Grove and witness firsthand cohesiveness of a community.“Brown Grove is history. Brown Grove is family. Brown Grove means something to us who live here, who worship here, who were raised here. Haven’t we had enough?” “Brown Grove has been here for 150 years and we plan on being here for another 150 years,” she concluded. Guzman organized the

Pets of the Week Photos submitted by Andrew Hodnett
The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Ben, Animal ID# 577459, is a 5-year-old (estimated) male canine/ hound mix. He has had his first set of vaccines and is Heartworm test negative. Ben is a really nice dog. He came to the shelter last month as a stray. Ben likes to be around people. He is friendly and does well on a leash. Ben also is compatible with most other dogs. He likes to run and play. Ben will make a good indoor family dog. Rei, Animal ID# 577639, is a 1-year-old female feline domestic short-hair. She has had her first set of vaccines and is FELV-FIV test negative. Rei is a very sweet cat. She was surrendered to the shelter earlier this month. Rei seems to be well litter trained and keeps her cage clean. She also likes to be around people. Rei is laid-back and likes to lounge and observe. She is used to living indoors, so she will make a great house cat. For more information on these great pets, as well as the many more still in need of homes at the Hanover County Pound Facility, call 804-365-6485 during the day. those charged with reporting those types of incidents. More than 40 percent of homebound students are being taught at home due to mental health issues. Gill said the behaviors being displayed are not unique, but being displayed at a much younger age than in past years. Special Education needs also are on the rise with a 58 percent increase in 2016, including a 46 percent increase in autism. More teachers also are needed for English Language Learners whose numbers increased to 500 last year. Gill’s proposal included nine positions to address mental health, counseling, and behavioral management
concerns, including a director, two school counselors and six behavioral or emotional teachers. In addition to those positions, the new budget addresses needs for the county’s Online School, in its first year of operation. Gill proposes 10 new positions for the online school, including three new assistant principals. Gill outlined several other wage-related items contained in this year’s proposal. In addition to the 2.5 percent proposed salary increase, potentially the largest increase (including compression adjustments and Governor Northam’s proposed increases) since 2008, the budget features an increase of $1 per hour for bus drivers and hourly increases for instructional assistants.
A major portion of increases in health care costs for employees also will be mitigated at a cost of $1.7 million. Assistant superintendent Terry Stone presented the fiveyear Capital Improvement Plan that includes plans for a new replacement school for John Gandy and Henry Clay elementary schools in Ashland and planning for a new secondary school in the eastern portion of the county has been moved up a year to 2023 in the new plan. Year five of the CIP features the design for the new Battlefield Elementary School replacement project. “A budget should be a reflection of a school division’s priorities, and what I hope I’m able to demonstrate tonight is through this proposed budget, see BUDGET, pg. 18

COVID-19 cancels 2021 Ashland Strawberry Faire ASHLAND – As the COVID-19 virus continues to spread rapidly, the Ashland Strawberry Faire Committee has decided to cancel the 2021 Faire. “We are so disappointed, but we feel that this is the most responsible decision,” Sharon Chidsey, president, said. The Faire is providing options to the vendors already committed to this year’s Faire, including rollover of fees, receiving a refund minus a nominal administrative fee, or a donation of all/ part of the fee to be earmarked for the Hanover County Public Schools and Randolph-Macon College scholarship program.
Scholarship Donation Appeal Thanks to generous contributions from the board members, vendors and sponsors, the Faire distributed $6,000 in scholarships last year despite canceling the Faire. The Faire committee would like to distribute scholarships again in 2021 but cannot dip into the start-up funds for the 2022 Faire. Therefore, a Scholarship Donation Appeal has been created. If you would like to donate to the scholarship program, you can safely do so online at www.AshlandStrawberryFaire.com or you may mail a donation to ASF, P.O. Box 1973, Ashland, VA 23005.
About the Ashland Strawberry Faire Scholarship Program The Ashland Strawberry Faire offers nine (9) scholarships to Hanover County Public High School students and one (1) scholarship to a Randolph-Macon College student. The first is given in memory of Dick Gillis to a student at Randolph-Macon College majoring in political science. Gillis attended R-MC and served as Ashland’s mayor for 20 years. While he was mayor, he initiated Ashland’s title as the “Center of the Universe.” Four scholarships are given in memory of Tafi Yourtee, one to each of the county’s high schools to a student planning to major in one of the performing arts. After moving from New York, where Yourtee performed
on Broadway, she continued her acting career in local theater groups. Another four scholarships are given in memory of Jay Pace, one to each of the county’s high schools to a student planning to major in journalism. Pace was editor/publisher of the Hanover Herald-Progress that received many awards during his tenure. The 10th scholarship is in memory of Norman Bugge and awarded to a student attending Hanover Center for Trades and Technology. Bugge worked for the telephone company that is now known as Verizon. In his spare time as 2017 file photo a volunteer, he was instrumental in getBuckets of strawberry take center stage for the town’s favorite Faire. ting the Faire’s stage built and the electrical panel wired among many other things. All scholarship recipients are selected by the individual schools. If you are interested in pursuing one of these scholarships, contact your school’s main office or guidance counselor for more information. The next Ashland Strawberry Faire is June 11, 2022 “The Faire committee will miss our friends this year,” Chidsey said. “Thank you to all the amazing volunteers, creative vendors, wonderful community sponsors, and hardworking non-profit workers that make it magically happen.” The next Ashland Strawberry Faire is tentatively scheduled for June 11, 2022, on the campus of Randolph-Macon College. The Faire continues to be made possible through a partnership with the Kiwanis Club of Ashland.

Ashland Town Council takes action on EDA acquiring South Carter site By Melody Kinser Managing Editor ASHLAND – Town Manager Joshua Farrar reviewed a budget amendment totaling $460,000 from a Community Development Block Grant for Fiscal Year 2020-2021 at the Jan. 19 meet-

to the Ashland Economic Development Authority and $50,000 going into the town’s budget. The EDA will utilize the funds to purchase property at 99 S. Carter Rd. Council approved using Unreserved Fund Balance to the General
Fund for the demolition of the structure at that address. Farrar said the goal is to have all the work completed by June, so the business does not cross into the upcoming fiscal year. A contract is in effect through December. Action on the budget
amendment passed unanimously. The town will pursue a reimbursement grant from the commonwealth. Farrar said, “The action item resolution is largely for you to express your intent to the EDA what you want them
to do with the property. It is important for the record, for the public to understand what your expectations are, so that the EDA considers the potential of purchase.” “The EDA would be the owner,” Farrar continued, providing “more see COUNCIL, pg. 18

■ RESIDENTS IN 6 STATES CASH IN: The phone lines will be ringing off the hook. That’s because for the next 48 hours, packages containing actual Gold Vault Bricks still loaded with four 5-ounce Jumbo State Bars layered in valuable 24 Karat Gold minted by the Federated Mint are being shipped to residents in 6 states. These are the only Gold Vault Bricks known to exist and everyone wants them. That’s because they’re still loaded with Jumbo Gold Bars bearing the name of The First Bank of the United States of America and the state they were once destined for. And here’s the best part. If you live in one of the 6 states listed in today’s publication you cover only the minimum gold fee set for state residents of just $49 per ounce. That’s a real steal because residents living outside of the designated 6 states must pay $124 per ounce if any remain.
Residents snap up Gold Bars issued in 6 States
Heavy Gold Vault Bricks loaded with valuable Jumbo State Bars layered in 24 Karat Gold are up for grabs as thousands stand to miss the deadline to claim the gold bars; now residents in 6 states can claim the Gold Vault Bricks for themselves and keep all the valuable bars found inside just by covering the minimum gold fee set for state residents within the next 48 hours “It’s like a modern day gold rush,” said Mary Ellen Withrow, emeritus 40th Treasurer of the United States of America. That’s because actual Gold Vault Bricks™ still loaded with four 5-ounce Jumbo State Bars layered in valuable 24 Karat Gold bearing the name of the First Bank of the United States of America™ and the state they were once destined for are up for grabs as thousands of U.S. residents stand to miss the deadline to claim the gold. And today’s announcement confirming the release of Gold Vault Bricks to the general public is as big as it gets. Believe me, I know how valuable these Gold Vault Bricks are to resellers, collectors, dealers and anyone else who gets their hands on them,” Withrow said. “So my advice is this, anyone who gets an opportunity to get their hands on one of these Gold Vault Bricks better jump at the chance before they’re all gone,” Withrow said. “These Gold Vault Bricks loaded with massive 5-ounce Jumbo State Bars layered in valuable 24 Karat Gold make the most impressive gifts for Christmas, birthdays, graduations, weddings, and any other occasion, especially for that hard-to-buy-for person,” Withrow said. According to Ms. Withrow, since thousands of U.S. residents stand to miss the deadline to claim the gold, today and tomorrow are intended as a “special 48 hour release” for the benefit of persons living in; ST, ST, ST, ST, ST and ST. This gives residents of those states a fair chance to claim the Gold Vault Bricks and all the valuable gold loaded inside for themselves. But, Ms. Withrow added, “The Gold Vault Bricks are only available as inventory permits during the special 48 hour release and once they’re gone, they’re gone.” The emeritus Treasurer added, “Remember this, these Gold Vault Bricks contain a full 20 ounces of high demand bullion copper layered in valuable 24 Karat Gold and we have no power to stop dealers, resellers, collectors and the like from buying up all the Gold Vault Bricks they can get their hands on and reselling them for a big profit,” Withrow said. Anyone who fails to obtain them during this special 48 hour release may be forced to buy them later in the secondary market from a dealer, reseller or collector at a hefty premium. ”We already know the phones will be ringing off the hook. That’s why hundreds of agents are standing by to answer the phones beginning at 8:30am this morning. We’re going to do our best, but with just 48 hours to answer all the calls it won’t be easy. So make sure to tell everyone to keep calling if all lines are busy. We’ll do our best to answer them all,” Withrow said. “That’s why Federated Mint set up the State Distribution Hotlines in order to make sure residents in the 6 designated states listed in today’s newspaper publication can get them now,” Withrow said. The only thing readers of today’s newspaper publication need to do is make sure they live in one of the 6 states listed in today’s newspaper and call the State Distribution Hotlines before the special 48 hour release ends midnight tomorrow. ■

VALUABLE: THESE ARE THE FOUR 5-OUNCE JUMBO GOLD BARS SEALED AWAY IN EACH GOLD VAULT BRICK BEARING THE STATE DESTINATION
How much are the Gold Vault Bricks worth: The answer is, it’s impossible to say. But, it would be foolish for anyone to try and determine the value of these Gold Vault Bricks based on today’s price of gold. Here’s why. Gold, silver and all precious metal values always fluctuate and there are never any guarantees. But what we do know is that these are the only Gold Vault Bricks still loaded with four 5-ounce Jumbo State Bars known to exist. In fact, the value of the pure 24 Karat Gold layered content is just a bonus for anyone lucky enough to get one of these Gold Vault Bricks because there’s no telling how much the actual collector value could be worth. That makes the minimum gold fee set for state residents of just $ 49 per ounce which totals $ 980 for the full 20 ounces locked away inside these Gold Vault Bricks a real steal since residents living outside of the designated 6 states must pay $124 per ounce, which totals $ 2,480, if any remain. Why the vault fee is so low: Since thousands of U.S. residents stand to miss the deadline to claim the gold, Federated Mint has re-allocated Gold Vault Bricks to be sent out in the next 48 hours. That means the gold is up for grabs and now residents in 6 states can claim the Gold Vault Bricks for themselves and keep all the valuable bars found inside. These are the only Gold Vault Bricks known to exist and everyone wants them. That’s because they’re still loaded with four 5-ounce Jumbo State Bars layered in valuable 24 Karat Gold bearing the name of The First Bank of the United States of America and the state they were once destined for. Hawk boys gut out third-straight victory By Rob Witham and Dave Lawrence The Mechanicsville Local

Patrick Henry’s T’Nyah Baylor (14) fights off Mechanicsville’s Madison Butler as she gets off a shot in the Patriots’ 65-40 win over the Mustangs Friday. Baylor finished with 10 points.
MECHANICSVILLE – Nowhere in the game plans of Hanover boys basketball does it say to paint a Picasso. The Hawks are gritty, tough, a grinding team that works both sides of the court, fueled by defense as they work on offensive efficiency. Having Charlie Rohr on the floor certainly doesn’t hurt. Rohr’s 24-point performance Friday night was just over half of the Hawks’ production as Hanover improved to 3-1 with a 46-33 win over visiting Atlee, which, after seeing its season delayed while navigating the world of coronavirus, is desperately searching for an offensive spark. After defeating Mechanicsville 62-43 in their opener on Jan. 18, the Raiders scored a combined 67 points in defeats at home Wednesday to Patrick Henry and Friday at Hanover. For the Hawks, under new head coach Michael Rohr, who moved from girls varsity to boys varsity this season, it’s a defense-first attitude that has carried them early. “They’ve bought into the defense and they’re really working hard at learning a lot of the different things that go into it,” Rohr said. “I think a lot of our struggles on offense have been bad habits. These guys have played a lot, but haven’t been taught the understanding of sets and why we do different things.” After a heartbreaking 61-60

loss to Mechanicsville in their opener, the Hawks ripped off three wins last week, capped by the Atlee victory. The younger Rohr carried Hanover from the start, scoring nine of the team’s first 10 points as they built a 17-4 lead early in the second quarter. But Atlee scored nine of the half ’s last 13 points, using buckets from Kennan Martin, who led the Raiders with 10 points, and Rally Axselle, who contributed nine, to make it a manageable halftime deficit at 21-13. Rohr’s second half production came at key intervals. After Atlee missed a 3-pointer that would have cut the deficit to just three, Rohr’s strong drive to the basket made it 25-17 midway through the third period. In the final minute of the frame, he did it again, stealing a Raiders pass in transition and

scoring to help Hanover build the lead back to 13 at 36-23 after the third. Will Murphy helped Hanover put the game out of reach, hitting all four of his free throw attempts in the fourth period. Braniel Santos contributed five points, five assists and three steals for Hanover. “I thought we did a lot of good things defensively, Coach Rohr said. “We’ve been doing an outstanding job on the glass, which is not an easy thing to do playing the zone [defense].” The Hawks’ 2-3 zone set is currently the foundation of everything else they do on the court. The other county teams will need to find answers for it in order in the final two weeks of this abbreviated season. After a rematch with the Raiders at see VICTORY, pg. 22

Swimmers improving as postseason looms By Dave Lawrence Sports Editor MECHANICSVILLE – When Hanover County’s four high school swim teams gathered for their first actual competition on Jan. 16, there was a bit of rust. While the swimmers were strong for the most part, some were a bit off on certain skills like turns. There was no evidence of rust in the second week of their regular seasons Saturday. As a result, there were plenty of electrifying results. By the time the meets at Burkwood Swim & Racquet Club wrapped up, Patrick Henry’s boys and girls swept Mechanicsville in the nightcap. Hanover’s boys beat Atlee in the day’s opener, while the Hawk and Raider girls competition ended in a tie. Quick improvement is vital, as the teams have one more week to qualify for regionals. “We definitely saw some improvement from last week to this week,” said Patrick Henry head swim coach Bob Flanagan. “But we’ve still got a way to go.” For all four county teams,

see improvement, and that is what they are seeing. “We came back stronger this week,” said Mechanicsville head coach Jennifer Vieni. “We had some really good competition against Patrick Henry – more kids on the same level, a good playing field.” The highlight of the meet was in the final boys event of the day, the 400-yard freestyle relay. The Mustang boys – Logan Deal, Tyler Hill, Jacob Brown and Alex Preumer – edged the Patriot team of Hayden Bartz, Deklan Cauthorne, Cole Nuckols and Paul Datovech by just over two seconds, 3:35.18 to 3:77.62. which has had to delay the start of its season. Despite that, the Patriots have had plenty of work to do. The Patriots capped last week win a 65-40 win at Mechanicsville High School, but the game was much more of a scrap than the score suggests. The Mustangs closed out the first period with a 7-6 lead. The Patriots’ offense struggled to put the ball in the basket: guard Logan Nuckols scored 15 of Patrick Henry’s 20 first-half points. “The first half was struggle,” said Patrick Henry’s head girls basketball coach Phillip Cobb. “We were flat. No intensity. Give Mechanicsville the credit.
They came out to play and we did not. We were fortunate to stay in the game and we finally had a little fire in the second half. We came out and, I think, we made a 24-7 run in the third quarter and got some more of the girls scoring.” At halftime, the Patriots came out with new energy. The Mustangs had just as much energy, but the second half brought more than its share of jitters, too. “We had a really hard first half and were hanging with them,” said Mechanicsville starter Lydia Elkins. “In the second half, we had lots of fast breaks and we needed to con-
trol the pace more, but we were still playing hard and fighting through.” Both teams fought hard, engaging in a physical game, especially in the paint, but the Patriots, led by Ava Smith and Jessica Osuanah, lead in the battle of the boards, with Smith hauling in 11 rebounds and Osuanah 10. “If you control the boards, you’ve got a pretty good chance to win the game,” Cobb said. “Defense and controlling the boards and trying to get some second shots – if you’re getting one shot and done, you’re going to have a long night.” Nuckols continued keeping
the pace for the Patriots in the second half, finishing with 38 points. “She’s our leader. She’s our go-to,” Cobb said. “We definitely look to her to get us going. But we were off, flat, and it takes more than just Logan for us to be successful. We were able to get some other girls to contribute in the second half.” T’Nyah Baylor finished with 10 points for Patrick Henry. Madison Butler led the Mustangs with 24 points. R-MC women try to enjoy shortened season By Rob Witham For the Mechanicsville Local ASHLAND – For the select few allowed to enter Crenshaw Gymnasium Saturday afternoon, it was an experience only explained as “alternative universe meets new era.” No fans, bench seats all 6 feet apart, and – patrolling the sideline – Lindsey Burke leading Randolph-Macon women’s basketball for the first time since being named head coach in April. In the midst of it all, despite a cold afternoon from beyond the arc, the Yellow Jackets never trailed, opening their abbreviated 2021 Old Dominion Athletic Conference schedule with a 77-64 win over Ferrum. The victory was a primary goal for Burke, but not the only goal. “I told them, first and foremost, to have fun,” Burke said after the win. “I think a big key this whole year is having some fun. We’re able to do something right now that a lot of teams aren’t able to do.” The big question coming
Rob Witham for The Local
Randolph-Macon’s Devan Conrad (13) drives for a basket on Rerrum’s Aisha Martin (30) during the first half of the Yellow Jackets’ 77-64 win over the Panthers in their season opener at Crenshaw Gymnasium Saturday. Conrad was one of four players in double figures with 10 points.
into the season was how to replace the production of Kelly Williams, the program’s second all-time leading scorer (1,956 points) and greatest rebounder (1,395), plus standouts Charlotte Woods and Michal
Ross. From the opening tip, Randolph-Macon showed they won’t be afraid of the 3-point arc. Cheridan Hatfield, who led the Yellow Jackets with 16 points, drained a 3 for the

first points of the game while Randolph-Macon held the Panthers scoreless for the first four minutes. Down 11-3, Ferrum used a 7-0 run to pull within one at 11-10 late in the first period. It would be the
closest the Panthers would come to taking a lead. The Yellow Jackets had no problem attacking the paint as well, using a Becca Arrington steal to find freshman Catherine Kagey, who then fed Devan Conrad for a layup to make it 25-16 seven minutes before halftime. The team extended the lead to 17 before Ferrum cut the margin to 42-30 at intermission. Kagey, a 5-foot-9-inch swing player from Faith Christian in Roanoke, had nine points and nine rebounds in her debut, and Burke likes what she sees. “She’s going to be good,” Burke said. “I think she’s going to be a force to be reckoned with as she continues to build her own confidence.” For a team that lost so much to graduation, there was no sign of tentative play. While chemistry and execution need growth and refinement, the Yellow Jackets, picked to finish eighth in the ODAC this season, are brimming with confidence already. The Panthers spent the sec-
ond half trying to come back, only to be repelled time after time. With their lead down to six early in the fourth period, Aimee DeBell, Kagey, and Arrington all scored to return the lead to double digits. DeBell finished with 15 points, 19 rebounds, four assists and two blocks, firmly establishing herself as ruler of the inside for the new-look Yellow Jackets. Arrington finished with 15 points while Conrad added 10. With plenty of experience returning from an ODAC Championship team, these Yellow Jackets should be a tough out for any conference opponent. They went 14-of-16 from the free-throw line, and, with improved accuracy from long range, Randolph-Macon will be fun to watch. It’s the same fun that Burke wanted her Yellow Jackets to have as – despite all the changes and challenges surrounding them and the world – they finally got to do what brings them joy: play the game.
