After a year off due to COVID-19, the Mechanicsville Christmas Parade returns on Sunday, Dec. 5 beginning at 2 p.m. in the Village of Mechanicsville. Presented each year by the Mechanicsville Rotary Club, this year’s theme for the parade is ‘I’ll be home for Christmas.’ This year’s 2-mile route parade route starts at Signal Hill Road at Hanover Green Drive, marches through the Windsor subdivision via Strain Avenue and Hillis Way, down Atlee Road and turns onto Mechanicsville Turnpike to end at Elm Drive.

he latest CDC approvals has removed many doubts regarding vaccinations for children aged five and up. Unfortunately the fear of getting a shot for young children persists, but one insightful Hanover fourth grader has come up with a solution that makes that process easier for younger patients. With full belief in the old adage that a spoonful of sugar makes the medicine go down, Washington Henry student Ava Rogers came up with a plan to make the vaccinations go easier for younger students seeking the shots. Ava’s grandmother, Jocelyn Crooker is a registered nurse and works for the Medical Reserve Corps doing vaccinations, and provided the inspiration for Ava’s mission. She was working at a vaccination clinic when Ava and her parents arrived her to get her a shot at Oak Knoll Middle School. Realizing the trauma getting a shot can evoke in some kids, Crooker picked up a large lollipop see SWEET, pg. 16

“The holiday season is a prime time for hackers, scammers and online thieves who are out there looking to take advantage,” said Virginia’s Chief Information Security Officer (CISO) Michael Watson. “The primary threats range from bad actors trying to trick people with fake products, claims of unauthorized credit card activity and even fake shipping

details for products. Missing man located deceased On Saturday, Nov. 20, while the Hanover County Sheriff ’s Office’s sUAS (Drone) Team was conducting a search for Randale B. Rosemond, the body of an adult male was located deceased in a wooded area off of Shady Grove Road near Kelley Drive. The deceased individual has since been identified as Randale B. Rosemond. There were no signs of foul play observed. Rosemond, was reported missing on Wednesday, Nov. 18. He was last seen in

the downtown Mechanicsville area on Wednesday, Nov. 17. The body was transported to the Office of the Chief Medical Examiner to determine the actual cause of death. The investigation is still ongoing. The sheriff ’s office would also like to extend its sincere appreciation to the Virginia Department of Emergency Management and local citizens for their assistance with the search.

E

ver wonder why people still play croquet or gather around a table for a good game of Parcheesi? It’s because these games have stood the test of time eluding fads and fancies that come and go with every generation, and have a unique attractiveness that keeps us coming back for more. There’s no argument that levels of popularity vary as time passes, but there is that secret something that makes some sports immune from fickle fans always looking for the latest craze or newest sport. Which brings me to some new sports that I am not at all certain will endure that same scrutiny or enjoy similar popularity for decades to come. That’s not to discount the enormous talent it requires to play any competitive sport…. and getting on television to compete, that’s a whole new level. I was exposed to one of these newfangled forms of competition earlier this year when an event captured my attention as I was flipping channels. “We’ll be back with more death diving after these messages,” the announcer said, providing a tiny tease of what was to follow. I had a minute or two to spare and I’m a sucker for carnival type barkers that always promise more than they deliver, so I waited. To be honest, they had me at death diving. Envision a site akin to the cliffs in Mexico where divers plunge hundreds of feet in to treacherous waters. The death diving participants gather on a wooden platform sitting atop of a rocky ledge. Without warning, they run full speed and propel themselves skyward, making no effort to compose themselves in some suitable position for entry

that might alleviate serious injury. They perform what appears to be the ultimate belly flop, sometimes staring at the judges in defiance of the impending doom. At the very last second, they reach for the toes and try to achieve some sort of geometry that allows them to survive the attempt. Judges score the attempts on how long they achieved the perfect parallel belly flop before assuming a semi acceptable entry position. The results were announced for the six contestants, an equal number of men and women. It was noted that the original lineup featured 12 entries, but half withdrew due to injury. No Kiddin! A few days later I witnessed another sport that my better judgement suggests will not test that aforementioned test of time. It’s called Spikeball. Teams of two line up around a circular net, and bounce an oversized tennis ball aimed at the competitor. They must return the serve with a return bounce off the net. I suppose the one rule is that the ball cannot hit the ground. The action was fast and furious, but lacked something, which made me search for other viewing options. Several days later, I discovered a game many of us played as toddlers has made its television debut in a series of contests where the participants chase each other through obstacles and try to touch them. You’d be correct in assuming this is what we called Tag. I watched one of the episodes but, somehow, the lack of mosquitos and the fact that not a single soul got pushed with an aggressive shove through a row of shrubbery, made it less than captive programming for me. Who knows? All of these contests might achieve enormous popularity and become a staple of the American sports scene; or they might enjoy a more low-key popularity as one of the sports people play that you’ve never heard of. And I’ll admit that any exercise is good exercise.

Teachers’ concerns aired as budget process approaches By Jim Ridolphi For The Mechanicsville Local In recent months, Hanover School Board meetings have been dominated by a set of issues that focused on mandatory mask policies and the treatment of transgender students and how they are treated in county schools. In reality, school officials are tasked with a variety of pressing issues, one of those involving the upcoming fiscal year (FY) 2022-2023 budget and how to address a growing list of items, including employee compensation and scheduling. Last month, a county teacher addressed the board regarding the lack of time provided for teachers to perform regular duties like planning future lesson plans and evaluating progress of students. That teacher described Hanover teachers as overworked and overwhelmed, and asked board members to consider options to alleviate workload problems. Those concerns were echoed by Virginia Professional Educators Assistant Director John Szewczyk as he addressed the board at an earlier meeting. “Over the past month both Hanover Professional Educators and Hanover Education Association have been approached by our members with one overreaching concern. The number of non-teaching duties in Hanover County Public Schools has become overwhelming, not sustainable, and a deterrent to quality education,” Szewczyk said. “The concern has superseded all other concerns, including salaries, health insurance, and even class sizes,” he added. Szewczyk said the added workloads are affecting all teachers including ones considered the best of the best. They are “the ones who staff the AP programs, the ACA, the IB programs; the ones who, in many cases, have been honored here at school board meetings.” He said teachers are complaining of burnout and some have considered exiting the position. Szewczyk said the best job market in 100 years is tempting to some teachers who are experiencing expanded workloads. “They have plenty of other opportunities,” he said. Programs like Action Team meetings and Thoughtful Thursdays and after school departmental meetings are adding hours. Szewczyk said those meetings could be combined. The addition of Flexible Learning Days has

only added to the list as teachers must assess each submitted entry by students work on independent projects on those days. “Educators are supposed to provide substantive feedback on every student submission they receive.” Members of Hanover Professional Educators (HPE) and Hanover Education Association (HEA) have submitted lists of tasks that could be eliminated. “I emphasize the items on the list came directly from HPE and HEA members, not from me and not from our two presidents,” Szewczyk said. He said solutions to the problem are not complex and little of no budgetary impacts. “Taking things off teachers’ plates, in most instances, costs nothing.” Referring to the list of suggestions, Szewczyk said, “It is the one action you can take to immeasurably improve teaching and learning conditions right now.” Maintaining the high standards of the system and instilling a confidence in the public’s high expectations is a high priority for Hanover County Public Schools. One of the good things that emerged from last year’s IB in every high school controversy was that the Hanover community has really high expectations from our school district,” Szewczyk said. “If these expectations are going to be met, the number of non-teaching duties must be reduced.” Szewczyk was optimistic that the problems will be addressed. “We have the capacity to get this done; all it takes is the willpower. Let’s make a great school district even better by doing the right thing for our hardworking teachers.” Some of the suggestions submitted by HEA and HPA members included: Give teachers time back during the workday by releasing students from teacher classrooms in between the ending bell and arrival of second load buses so they can clean their classrooms. Elimination of the workbook “To Create Learning Intentions and Success Criteria.” Eliminate TalentEd teacher goals on teacher’s evaluations, which were constructed using data with little teacher input. Eliminate after school Action Team meeting. Eliminate after school departmental meetings that could take place at the end of a faculty meeting.

He was born in Highland Springs, Va., to Ethel and Henry C. Duesberry. He was a true Virginia gentleman and a graduate of Highland Springs High School. At just 17, he left Virginia for the first time to go to New York for his assignment to the U.S. Coast Guard. He served in the U.S. Coast Guard during World War II, where he crossed the

After receiving an honorable discharge from the USCG, he began a career at FFV/Interbake Foods, where he worked as operations manager for 42 years and met his wife, Rose, a charismatic Italian single mother from New York. He was a devoted husband and father who worked diligently to raise his five children and teach them the value of hard work. He enjoyed cars and history and taught his sons how to fish and work on cars every Saturday. After his retirement, he enjoyed traveling and taking many cruises around the world with his wife. He was a dedicated member of St. Thomas Episcopal Church, where he served in numerous capacities. Harry always made sure his family vacationed together every summer and they enjoyed many beach vacations together throughout the years. He was preceded in death by his parents; sisters, Elizabeth and Florence; brother, Andrew; son, James L. Duesberry; and his adoring wife of 63 years, Rose F. Duesberry. He is survived by his devoted children, H. Coleman Duesberry III (Denise), Robert S. Duesberry (Lisa), Richard L. Duesberry, Sandra D. Luck; his favorite son-in-law, Charles Luck; grandchildren, Shawn (Jeanette), Kristen (Matt), Bradley (Brianna), Kelsey, Ashley, Nicholas, Mollie (Bobby), Adrienne, Maggie and Nathan; great-grandchildren, Savanah, Gabrielle, Braydon, Kiley, Rowan, Eli Henry and Brooklynn. John's duty stations were numerous, including Germany, Vietnam and Thailand and he was awarded the Purple Heart and Bronze Star. He served his country for a total of 34 years of federal and military service.

These clinics are available to all 5- to 11-year-old HCPS elementary and middle school students to give them the opportunity to receive their first or second dose of the Pfizer vaccine. And if light cannot escape from the event horizon of a black hole, how could we hope to see one? And yet, last month I promised to give observational evidence for both! Recall that a neutron star is one possible remnant of a Type II supernova, the result of core collapse in a massive star. One such supernova was observed in 1054 AD in the constellation Taurus, at the location of what is now known as the Crab Nebula. At the center of this expanding cloud of glowing gas we find an interesting object. In 1968 astronomers detected a radio signal flashing 30 times a second. This was subsequently extended to observations across the spectrum, from X-rays to visible to ultraviolet light. All flashing simultaneously with a period of 33 milliseconds! This is an example of what we call a pulsar, and pulsars are best described as rapidly rotating neutron stars. The magnetic field of the precursor star gets compressed and trapped in the neutron star, and the angular momentum of the star gets trapped as well. (Think about how a skater’s spin increases as she pulls her arms closer to her body. Similarly, a giant star which might rotate once a month will transmit a rapid spin to the core which is only a few kilometers across.) As the star spins its magnetic field sweeps through the ionized remnant gas, causing electrons to spiral at relativistic speeds around the magnetic field “lines.” This motion in turn produces a collimated beam of “synchrotron radiation” which sweeps around

like a searchlight – as the beam crosses our line of sight, we see it flash. That’s the pulsar, and that’s how we can observe neutron stars. (If you’re so inclined, search online for the “Crab Pulsar Movie.”) Note that we’re not so much seeing the neutron star as we are seeing what’s around it. What about black holes? Again, we cannot see across the event horizon, so we have to content ourselves with seeing what’s around it. As material falls in toward the event horizon, angular momentum conservation will form it into an “accretion disk” – and it will become very hot because of energy conservation. So, what we can “see” is this disk. The inner edge of the disk is unstable, and some of the superheated gas that tries to fall into the black hole will be ejected in a pair of relativistic jets along the symmetry axis of the disk. We can see these jets from the cores of active galaxies, where supermassive black holes provide the engine to drive them. At the center of our own Galaxy lies a 4 million solar mass black hole known as Sagittarius A* (A-star). Here we don’t see jets, but we do see its gravitational influence on orbits of stars nearby, and strong emissions at X-ray and radio wavelengths. On a smaller scale we can see relativistic jets in an object identified as SS 433 – interpreted as a stellar mass black hole in a binary star system. So, yes – we can observe these extreme objects! Lunar phases for December: New Moon on the 4th at 2:44 a.m.; First Quarter on the 10th at 8:37 p.m.; Full Moon on the 18th at 11:37 p.m.; and Last Quarter on the 26th at 9:26 p.m. All times are Eastern Standard. Mercury returns to evening twilight late in the month. Mars is visible in predawn twilight. Venus, Jupiter, and Saturn are all visible early evening. Venus is very bright to the southwest and sets about two hours after sunset. Jupiter is not as bright as Venus but still spectacular, setting around 9 p.m. Saturn is in between, setting at 8 p.m. As we have previously noted, planets are “wanderers,” so we cannot expect them to repeat their configurations from month to month or year to year. The “fixed stars” are predictable. Here’s

how the December constellations were described in 2007: Looking overhead at midmonth, about three hours after sunset, finds the constellation Andromeda at zenith. It’s not an impressive or terribly bright asterism, but is noted for the presence Metro Creative Services of the Andromeda Galaxy. Two million years ago the light you see from this relatively nearby galaxy, much like our own, left to come to Earth. We see our own galaxy in cross section as the faintly luminous Milky Way, stretching from east to west, with a distinct bow towards the north. The stars making up this band are typically hundreds to thousands of light years away – a factor of over a thousand smaller than the distance to Andromeda. The constellation Cassiopeia is to the north, in the plane of the Milky Way. It looks like a crooked M. To the west-northwest, Cygnus the Swan now looks like its other namesake, the Northern Cross. Deneb is the bright star at the top of the cross, about 40 degrees from the horizon. To the northwest is Vega, at about 18 degrees, and Altair is a little lower and to the west. Above Orion is the familiar cluster of the Pleiades, about 55 degrees from the horizon and climbing. A special note, that the Geminid meteor shower should peak early in the morning of the 14th. For several days around that date, you can expect to see up to 75 “shooting stars” per hour. For best viewing, get to a dark site away from city lights. Nov. 12 marked the completion of another affordable home for a local resident. Tyree Highsmith purchased Habitat’s newest home and received the keys to his new home. Highsmith has been in the Habitat program since the Spring of 2020 and is a long-time employee of General RV in Ashland. He is a widower with a grown daughter who lives in a Richmond Habitat home. She inspired him to pursue homeownership through the Hanover and King William Habitat program. His new home is a 1,400-squarefoot, three-bed, two-bath home situated on a beautiful lot in the town of Ashland. He is excited to finally have a place to call his own and started moving in that night. This home on North Center Street was Habitat’s Ragan Phillips Memorial Home. As a member of the organization’s

“But when she saw the need to help other children at vaccine clinics, she asked her grandmother to help her order a bucket of 1000 DumDum lollipops,” Jocelyn said. Crooker reached out to Alyssa Lewis, the Medical Reserve Corp coordinator for the Chickahmoniny and Henrico Health Districts, and asked if Ava could provide lollipop at various pediatric vaccination clinics. The answer was yes. Crooker describes her granddaughter as a “typical 9 year old who loves playing outside, riding her bike, being in school with her classmates, making art and especially going camping with her family.” Her commitment to family, the intellectually disabled and her concern regarding vaccinations reveal she is much more than typical and displays an uncanny commitment to community and a concern for her fellow students.

“I love how Ava took an experience that was uncomfortable for her and was inspired to make a "sweeter" experience for other kids,” Ava’s mother Erica said regarding her efforts. Jocelyn has returned to working vaccination clinics and experienced firsthand the fruits of Ava’s efforts. “At the clinic where Ava's first lollipop supply went, it was wonderful to know that Ava was helping her community in this way,” she said. “She decided that she could earn money and buy DumDum lollipops for kids to get at the vaccination clinics. And that’s what she did. Ava was able to donate 1000 lollipops to her community. They were delivered to the Chickahominey and Henrico Health Department team.” Lollipops were shared at a recent Goochland vaccination clinic with more planned for future clinics.

"When I got my shot, I felt bad, but my Grandma gave me a lollipop right away and the lollipop changes your brain to focus on the lollipop instead of the shot,” Ava said. The 9-year old had been working through the fall as her Mother’ helper, caring for and spending time with a cousin who has intellectual disabilities. “She takes this commitment seriously and her family pays her for her efforts,” her grandmother said. Ava completed those important duties each week, and was saving the money earned from her service in hopes of purchasing an Oculus VR set. She quickly devised a better use for her savings.

It was a football, in actuality. But Cousins, who sent the ball soaring through the uprights for an 18-yard field goal with 7 seconds on the clock to give his Blue Devils a heartpounding 16-14 win over visiting Patrick Henry in the region title game Saturday, said the ball looked like the trophy in the moment. “Stay confident, stay calm and drive through it,” said Cousins of what went through his head during the kick, holding the trophy in question amid throngs of joyous coaches and teammates. “I was always ready for it. You’ve got to expect the unexpected.” And after the ball split the uprights? “It’s over, that’s game,” Cousins said, shaking his head and grinning ear to ear. Both stands were packed to the gills, and the 2,500-plus onlookers spilled over to line fences surrounding James E. Dawkins Field on a comfortably brisk and sunny afternoon. Patrick Henry (10-3) opened the scoring with 5:30 to go in the first quarter on a 27-yard burst up the middle to the end zone by quarterback Jordan Allen, a tenacious and explosive runner who racked up 219 yards and four TDs in the Patriots’ semifinal win over top-seeded Dinwiddie. No way could that happen. After all, the Cavaliers and Cougars were evenly matched, a fact borne out by eye-popping stats and comparative scores. The numbers notwithstanding, each had far too much talent, speed, athleticism and resolve to be dominated by the other. In fact, their winner-takeall matchup on a clear, breezy, mid-30’s Friday night had all the makings of a down-to-thewire nail-biter. The Cavaliers, though, made sure that it was anything but. “Did I expect this? It stings right now, but in time it will heal and we’ll be fine.” Lewis said his team had to win first- and second-down battles to limit the Patriots’ typically formidable, Allen-led ground game, which generated 205 yards in the teams’ first meeting. This time around, Allen was largely bottled up, though he still wound up with 110 yards on 25 totes. Led by tackles De’Andre Crump and Jalen Spears, Varina consistently won the earlydown battle in the trenches to keep PH from sustaining long drives. The Blue Devils answered Allen’s first TD run on the next play from scrimmage, a 60-yard catch and run down the right sideline on a short screen pass from quarterback Myles Derricott to receiver Kaveion Keys. ORDINANCE 21-12 AN ORDINANCE TO ESTABLISH THE MAGISTERIAL (ELECTION) DISTRICTS FOR THE ELECTION OF THE MEMBERS OF THE HANOVER COUNTY BOARD OF SUPERVISORS AND TO ESTABLISH THE PRECINCTS AND POLLING PLACES FOR ALL ELECTIONS IN HANOVER COUNTY. WHEREAS Article VII, Section 5 of the Constitution of Virginia requires local governments to reapportion their population among electoral districts every ten years so as to give, as nearly as is practicable, representation in proportion to the population of the district or ward; and WHEREAS this requirement also is contained in Section 24.2-304.1 of the Code of Virginia; and WHEREAS local governments use data generated by the United States Census, which is conducted every ten years, to accomplish such reapportionment, and refer to this process as “redistricting;” and WHEREAS the County has undertaken an extensive analytical process—using criteria set forth in the Code of Virginia and recognized by federal and state courts and adhering to the requirements established by the United States Constitution, the Constitution of Virginia, and applicable statutes and case law—to develop the proposed plan of redistricting, in an effort to ensure that all Hanover County residents enjoy full representation on the Board of Supervisors for Hanover County; and WHEREAS the County has undertaken a similarly extensive process of public communication and education to facilitate the best and most thorough understanding of the proposed plan of redistricting by all residents of Hanover County. That in order to reapportion the representation in the Hanover County Board of Supervisors among Hanover County’s magisterial (election) districts (hereafter, “Districts”) as required by Article VII, Section 5 of the Constitution of Virginia and Section 24.2-304.1 of the Code of Virginia, the boundaries of the County’s Districts and the voting precincts and precinct polling places therein are modified from the boundaries established by Hanover County Ordinance 11-08 and as modified by Ordinance 12-05 (together, hereafter, the “2011 boundaries”) as described below, and as shown on the maps attached hereto. 2. That the County of Hanover is hereby divided into seven Districts, as follows: a. Ashland District. The 2011 boundaries are modified by removing the Honey Meadows and Cool Spring West subdivisions (bounded by Atlee Station Road on the south and Cool Spring Road on the east) from the Chickahominy District and including them in the Ashland District This modification to the 2011 boundaries will affect 1,787 County residents who resided in the Chickahominy District as of the date the 2020 U.S. Census was conducted. b. Beaverdam District. The 2011 boundaries are modified as follows: i. By extending the current District boundaries just west of the Town of Ashland into the South Anna District, such that 115 County residents who were deemed to reside in the South Anna District as of the date of the 2020 U.S. Census now are deemed to reside in the Beaverdam District. ii. By retracting the current District boundaries in the westernmost part of the District such that 605 County residents who were deemed to reside in the Beaverdam District as of the date the 2020 U.S. Census was conducted now are deemed to reside in the South Anna District. c. Chickahominy District. The 2011 boundaries are modified as follows: i. By removing the Honey Meadows and Cool Spring West subdivisions (bounded by Atlee Station Road on the south and Cool Spring Road on the east) from the Chickahominy District and including them in the Ashland District. This modification to the 2011 boundaries will affect 1,787 County residents who resided in the Chickahominy District as of the date the 2020 U.S. Census was conducted. ii. By removing those portions of the Chickahominy District bounded by Verdi Lane, Academy Drive, Shady Grove Road, and Pole Green Road, and including them in the Henry District. This modification to the 2011 boundaries will affect 463 County residents who resided in the Chickahominy District as of the date the 2020 U.S. Census was conducted. d. Cold Harbor District. The 2011 boundaries are modified by extending those in the Old Church Area into what is now denominated as the Henry District, such that 768 County residents who were deemed to reside in the Henry District as of the date of the 2020 U.S. Census now are deemed to reside in the Cold Harbor District. e. Henry District. The 2011 boundaries are modified as follows: i. By removing certain portions of the Chickahominy District bounded by Verdi Lane, Academy Drive, Shady Grove Road, and Pole Green Road, and including them in the Henry District. This modification to the 2011 boundaries will affect 463 County residents who resided in the Chickahominy District as of the date the 2020 U.S. Census was conducted. ii. By retracting District boundaries in the Old Church area, such that 768 County residents who were deemed to reside in the Henry District as of the date the 2020 U.S. Census was conducted now are deemed to reside in the Cold Harbor District. f. Mechanicsville District. The 2011 boundaries are unchanged. g. South Anna District. The 2011 boundaries are modified in two ways: i. By retracting the District boundary in the area just west of the Town of Ashland such that 115 County residents who were deemed to reside in the South Anna District as of the date the 2020 U.S. Census was conducted now are deemed to reside in the Beaverdam District. ii. By extending the District boundary in the westernmost part of the County into what is now denominated the Beaverdam District, such that 605 County residents who resided in the Beaverdam District as of the date the 2020 U.S. Census was conducted now are deemed to reside in the South Anna District. 3. That each District shall be made up of one or more voting precincts, and for each voting precinct there shall be established a precinct polling place, as follows: a. Ashland District shall consist of five (5) voting precincts, as follows: i. Ashland Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. ii. Berkley Precinct – Boundaries unchanged from those currently in effect; polling place changed from Ashland Fire Station to John M. Gandy Elementary School. iii. Kersey Creek Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. iv. Sliding Hill Precinct – Boundaries unchanged from those currently in effect; polling place changed from Chickahominy Fire Station to New Highland Baptist Church. v. Honey Meadows Precinct – Precinct is renamed from the Chickahominy Precinct and the boundaries of said precinct are modified to extend into an area denominated as the Chickahominy District as of the date the 2020 Census was conducted so as to encompass

the Honey Meadows and Cool Spring West subdivisions, affecting 1,787 County residents. The polling place is unchanged from that currently in use. b. Beaverdam District shall consist of six (6) voting precincts, as follows: i. Beaverdam Precinct – Boundaries are retracted in the western part of the Precinct such that 605 County residents who resided in the Precinct as of the date the 2020 U.S. Census was conducted now will reside in the South Anna District, specifically the Montpelier Precinct. ii. Western Hanover Precinct – Eliminated. iii. Blunts Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. iv. Wilmington Parrish Precinct – Boundaries extended into a portion of the area previously occupied by the Western Hanover Precinct. The polling place is unchanged from that currently in use. v. Courthouse Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. vi. Oak Knoll Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. vii. Oak Hill Precinct – Boundaries are extended into an area west of the Town of Ashland denominated as the South Anna District as of the date the 2020 Census was conducted, affecting 115 County residents. The polling place is unchanged from that currently in use. c. Chickahominy District shall consist of five (5) voting precincts, as follows: i. Clay Precinct – Boundaries are adjusted to remove those portions of the Chickahominy District that are being included in the Henry District. The polling place is unchanged from that currently in use. This change affects 463 County residents who resided in the Precinct as of the date the 2020 U.S. Census was conducted. ii. Shady Grove Precinct – Boundaries unchanged from those currently in effect; polling place unchanged from that currently in use. iii. Atlee Precinct – Boundaries are retracted to remove those portions of the Chickahominy District that are being included in the Ashland District. This change will affect 1,787 County residents who resided in the Precinct as of the date the 2020 U.S. Census was conducted. The balance of the Precinct is divided to maintain a portion of the existing Atlee Precinct and to create the new Rutland Precinct. The polling place for the Atlee Precinct remains unchanged from that currently in use iv. That with the exception of Hanover County Code Section 8-2 establishing the central absentee voting precinct for the purpose of receiving absentee ballots, previously adopted ordinances establishing election districts, precincts, and polling places are repealed and the provisions of this Ordinance 21-12 establishing Districts, precincts, and polling places shall be effective on the date of adoption by the Board of Supervisors. These changes shall not be administered or enforced prior to approval by the Attorney General for the Commonwealth of Virginia.

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments.
