With the reduced expenditures and increased revenues, the proposed budget enjoyed an adjustment of approximately $2.5 million.

“Normally, I would be ashamed of getting that so wrong, but in a pandemic, I’ve giving myself a little bit of grace. How do you plan for something that we’ve never experienced?” Farrar said.

Regardless of how, Farrar said the county landed in a good spot, financially speaking.

“We ended up in a far better place than we thought we would,” he said. “All in all, the end story is really great news,” Farrar added noting that lodging, meals and sales tax all reflected significant gains.

While those areas have enjoyed increases, Farrar said the Town is still playing catch up from the days of record revenues in 2018-19.

The final quarter also revealed reduced expenditures in public safety and public works sometimes due to the scheduling of construction projects. “Largely it’s due to savings from snow, an accumulation of all the divisions public works has,” Farrar said.

Due to closures early in the fiscal year, Parks and Recreation also recorded significant expenditure savings.

“When you balance the two together (revenue and expenditure savings), we’re looking at putting almost a half million back in to our unreserved fund balance. That’s great and that will make your budgeting time come January a lot easier and a lot more of a fun discussion we can have. We may be in a position where we can start from scratch and work on next year’s budget,” Farrar said.

The extra funds are not money that can be used for discretionary spending, but is returned for consideration in next years budget.

“Even though we have a surplus of $520,000, that’s not money we can spend on sidewalks or other projects,” Vice Mayor John Hodges said. “It’s going in to a reserve fund balance for us to consider in conjunction with the budget next year.”

Although the preliminary report offered council members encouraging news, some of the figures could slightly change, but Farrar believes in the veracity of the figures.

“The key word in this is preliminary,” Farrar said. “While I believe in the accuracy of these numbers, they are subject to change with a journal entry or something that gets caught at the last minute.”

Hanover wins close match in county quad

GLEN ALLEN – One could make a lot of money selling the close shave at the finish of the Hanover County Quad Wednesday.

Atlee was looking set to claim a victory as the last group reached the 18th hole at The Crossings. But a strong performance by Hanover’s No. 6, Alex Wratchford, brought the Hawks a one-stroke victory.

Wratchford shot an 84 to earn Hanover 330 to 331 win.

“It was exciting. It came down to the last hole,” said Patrick Henry head golf coach Dave Hudak.

It was crowded at the top. Hudak’s Patriots weren’t far behind, six strokes in back of Hanover with a team score of 336. And, while Mechanicsville was a pretty distant fourth team-wise, the Mustangs could boast of the day’s medalist, their No. 1 Madison Lehr, who shot a 2-over 74.

Still, Hanover won the day based on the tight grouping of its top four: Adam Lankford and Walter McLamb each scored a 9-over 81 to lead the Hawks, followed by Paul McNally at 83 and Wratchford’s 84.

For Wratchford, a sophomore, his performance was a big boost.

“He made the team as a freshman, but didn’t play during the pandemic season,” said Hanover head golf coach Phil Hein. “He’s battled for that six or seven spot this year for us.”

His performance, however, was just what the Hawks needed – and emphasize – this year.

“Our whole philosophy is, we don’t have a Wilkinson this year. We have a balanced team,” Hein said. “My one shot 81 and my six shot 85. It’s a four-shot swing there for the most part. These kids are all learning that team golf is what matters.

“It’s nice to have a big horse to ride up front and still throw up a good number, but if we all come together and play our game, we can be competitive on any given day.”

Atlee was led by Katie Watson and Turner Fitzpatrick, who both shot 78. The Patriots were led by Dain Ailor with a 76.

Mustangs stampede to big win at Deep Run

GLEN ALLEN – When you’ve lost 23 of your last 26 football games, you look at a new season as a new opportunity. And when opportunity presented itself early in Mechanicsville’s seasonopening drive Thursday night at Deep Run High School, Mustang head coach Ryan Turnage rolled the dice.

On fourth-and-12 inside Wildcat territory, rather than punt, Turnage gave the green light to junior quarterback Jordan Callahan who, after not finding an open receiver, took off and willed himself to a first down.

That spark turned into a Mechanicsville offense on fire, racking up over 250 yards of rushing offense in a 43-7 rout over Deep Run to give the Mustangs their first win since Oct. 11, 2019.

It wasn’t just the offense on fire, as the Wildcats visited Mechanicsville’s side of the field six times, but couldn’t find the end zone until the fourth quarter after the game’s outcome had long been decided.

“Defensively, we played really well in the first half. We felt like we had a good handle on what they would try to do to us,” Turnage said. “Our game plan was simple, and the kids played hard.”

After Callahan found Aaron Maxie on a 31-yard touchdown pass for the game’s opening score, the Mustangs struck again, thanks in part to a huge Deep Run mistake, as a snap to the punter on fourth down sailed over his head. The Mustangs took over at the Wildcat 7, and Cole Varner scored from 2 yards out for a 14-0 lead.

Colby Messe finished a second quarter drive with a 7-yard touchdown run to extend the lead, and, on the final play of the first half, kicker Thomas Richman nailed a 44-yard field goal which sent the Mustangs to the locker room in a frenzy leading 24-0.

The defense got into the scoring act as Maxie added another touchdown, this time stepping in front of a Deep Run receiver for an 8-yard interception return for a score to make it 31-0 with 4:52 left in the third quarter. Early in the final stanza, Varner broke open a 56-yard run to add six more points.

The Wildcats’ lone tally was courtesy of a Robert Paster run with 7:07 remaining. Mechanicsville’s Adam Elaal finished the scoring with a 7-yard run with 1:08 remaining.

The victory, while critically important for a young team searching to begin a new era roughly coinciding with the name change of the school and the team, came with some serious rough edges. The Mustangs committed 17 penalties for 165 yards.

It’s not easy to win a football game by 36 points while committing so many infractions. Turnage understands why it happened and had already started working on it in the postgame huddle on the field.

“We preach to them about being excited. Some of them took it a little too far,” Turnage said. “We’ll address it. We’ll take care of it.”

And while Mustang fans can certainly be excited about not only the win, but also the plethora of young playmakers on display on opening night, they should take the most pride into this Thursday’s home opener against Powhatan for the work

Raiders accept Warriors’ gifts in 17-0 victory

MECHANICSVILLE – Henrico’s football team visited Atlee Thursday bearing gifts, and the Raiders were not in the least bit shy accepting them.

Atlee eagerly took advantage of Warrior mistakes, making Henrico pay dearly for its mistakes and penalties in earning a 17-0 season-opening win.

Henrico led in most offensive statistics: 160 to 104 total yards, 73 to 13 passing yards, 63 to 51 total plays. The two teams were roughly equal in terms of rushing yards, first downs, and third-down conversions.

But the Warriors had four turnovers – all interceptions – to none for Atlee, one blocked punt, a bad snaps and a fumble on a punt that repeatedly gave Atlee excellent field position deep in Warrior territory.

“Any win is a good win,” said Atlee head football coach Matt Gray. “Football’s a game of situations and you try to take advantage of everything you’re given in all those situations.”

Atlee’s first score followed one of Henrico’s earliest mistakes. On the Warriors’ first possession, they were stifled by Atlee’s defense. The snap was a bit short, and as the punter reached forward to snag the football, his knee hit the ground. The ball was ruled dead, and the Raiders took over.

Atlee running back Caleb Warren took Henrico’s first gift and ran 12 yards for the Raiders’ first score. Zach Tschantre’s conversion attempt was good, making the score 7-0.

For the most part, the Raiders controlled the line of scrimmage, both on offense and defense.

got a special group of guys. I think we’ve got some talented guys. But I think what is most fun about this group is they’re extremely high character, they work really hard, and they play for each other.”

After a disastrous opening the Warriors rallied somewhat to keep Atlee from crossing the goal line.

When a blocked Henrico punt gave the Raiders a firstand-goal at the Warrior 5, Henrico’s defense stiffened, forcing the Raiders to opt for a 23-yard field goal attempts. Atlee kicker Zach Tschantre’s aim was true, increasing the Raiders’ lead to 10-0.

The Raiders found success hitting the left side of the Warriors’ defensive line. But that wasn’t necessarily a weakness on Henrico’s part.

“They were being really aggressive on defense,” Gray said. “They’re good. That’s a good football team.

“We were trying to find things that were going to work, and when we found it, we stomped in the mud puddle until it was dry.”

Atlee could not get to the end zone in the second- and third quarters. A nearly 40-yard-long field goal attempt by Tschantre hit the crossbar and fell into the end zone.

Still, Henrico wasn’t finished with its gift-giving. A fumble on a fourth-quarter long snap gave the Raiders great field position one more time. Again, Warren unwrapped the present with a 2-yard touchdown run, and Tschantre added the pointafter to make it 17-0.

Warren led the Raiders offensively with 15 carries for 75 yards and both Atlee touchdowns.
