Final redistricting lines bring changes to county By Laura McFarland Managing Editor POWHATAN – The Virginia Supreme Court last week finalized the state’s new redistricting maps, which will see Hanover County now split between two congressional districts, go from three to two different representatives in the State Senate, and see changes in the House of Delegates as well. The court took over control of Virginia’s redistricting process after the Virginia Redistricting Commission, which was made up of citizens and legislators, got bogged down by partisan politics and failed to meet the deadline to come to an agreement on the state’s legislative and congressional districts. Earlier in December 2021, the court reviewed maps prepared by two “special masters” – Bernard Grofman, nominated by Democratic legislators, and Sean Trende, nominated by Republican lawmakers. The final order on Tuesday, Dec. 28, 2021, adopted their redistricting maps

but the SCC ruling places the future of the project in question. Beth Minear, a spokesperson for CPLLC, said earlier this month that a negative SCC ruling would not force the company to “abandon” the project and the developer would seek other options regarding the

project. Company officials maintained in several SCC filings that the project did not require SCC approval since the gas was targeted for wholesale use. In other words, the transported gas would be processed in Charles City and distributed to power providers in the region but not sold directly to customers. The latest ruling enforces

the SCC’s earlier position that Chickahominy Pipeline LLC is a public utility and subject to agency regulation and approval. The rejection bolstered the objections of a number of citizens who have expressed concerns regarding the proposed project. They formed a group called Citizens Against the Chickahominy Pipeline. After a number of citi-

zens contacted local officials regarding the project, Hanover officials attempted to contact the developer for more information, but cited a continuing lack of communication between the county and company officials. In a Zoom session held earlier this month, pipeline officials said the lack of outreach was a mistake, and admitted some residents were hesitant to

allow inspection of their property for the project. “The company wanted to get a feel for constructability and the routes first to see if it’s even feasible before we started the outreach,” Minear said. She conceded the outreach surrounding the project left much to be desired. “It was a mistake. We should have done outreach first before an ask ... We have not done a great job with outreach and we’re making up for it and hope to gain your support.” The proposed pipeline would access supply from an existing pipeline in Louisa County and transport it to the Charles City facility, as yet unbuilt but SCC approved power plant. Landowners were contacted last summer in Louisa, Hanover, Henrico, New Kent and Charles City counties seeking permission to survey land that might be included in the final route. Pipeline company officials provided the following statement following the Dec. 22 ruling: “Chickahominy Pipeline has received the ruling from the State Corporation Commission (SCC), which adopted the opinion of its Hearing Examiner. As previously stated, Chickahominy Pipeline disagrees with the opinion that it should be considered a ‘public utility’ due to its ‘sale’ of natural gas.” It continues: “Chickahominy Pipeline is reviewing the SCC ruling and is weighing its options on how to proceed. As noted, after receiving the opinion of the Hearing Examiner in November, the requirement of full SCC regulation of the pipeline will not cause Chickahominy Pipeline to abandon the proposed project – it may appeal, file an application for a certificate, or consider other options. Chickahominy Pipeline still plans to pursue this project.

The power generation station the Chickahominy Pipeline intends to serve is already permitted and shovel-ready. Weather-independent energy generation is a real need for this area to sustain Virginia’s population growth and business growth in the tech industry.” Several environmental groups issued press releases in support of the SCC decision. “The Chickahominy Pipeline would be a backwards-looking investment in so-called ‘natural’ gas at a time when Virginia has committed to a clean, zero-carbon energy grid,” said Southern Environmental Law Center (SELC) Senior Attorney Greg Buppert. “The Commission’s full oversight of this climatewarming project is necessary to protect the public interest.” Hanover County Administrator John Budesky said the county was still weighing the full impact of the ruling. “We are still working to understand the full implications of this ruling on the project. I have heard that the applicant may still seek to move the project forward in some capacity,” Budesky said. An invitation has been extended so company officials can address citizen concerns and fully explain the path forward. “We don’t fully know their plans and have invited them to our board meeting on Jan. 12 at 6 p.m. to present to the board of supervisor,” he said. “I do believe requiring them to be regulated may provide additional protections for our residents. To date I have not met with a citizen that has been supportive of the project.”

End of season provides lasting message By Jim Ridolphi Contributing Columnist

I

t would be futile to ignore those feelings of warmth and belonging that accompany the holiday season. The joy of reuniting with family or gathering for that special reunion are seasonable reminders of the things that are really important in our lives and the importance of connecting with family and friends. I’m not sure why these feelings are so closely associated with Christmas and why many of us feel the need to be close to those they love at this time of year. It’s also a mystery how those who so diligently observe every civility during the few days surrounding the holiday can return to lives that often do not include those simple acts of contrition or compassion. Through decades of celebration I’ve learned the true happiness of the season resides in those simple things that make the holiday special. Ornaments hung on trees from decades of memories reveal histories of Christmas past, or remember those who are no longer here to celebrate with us. With each passing year, the most well-worn of those ornaments are the ones closest to my heart — that heart shaped Christmas tree with a baby’s photo in the center or a battered badge denoting baby’s first Christmas. What they lack in luster, they more than compensate for with meaning, and their frayed edges tell the story of a family. With passing years, the excitement of Christmas morning has waned for me, and the real joy of the season is experiencing that same excitement by the ones you love; and those Christmas traditions that somehow seemed burdensome in your younger days become the staples of the celebration. For example, a simple drive through the city to observe decorations is no longer a mission to find the tackiest lights or the most bizarre displays of Christmas cheer, and is now highlighted with the joy of a simply decorated tree sitting on a solitary hill. While we rode through the Fan District admiring the large variety of decorations and endless streams of lights, I took particular notice of the front windows of the historic homes. The sight of a beautifully decorated Christmas tree sitting in the liv-

ing room filled with family and friends provided me with the spirit of the season. The warmth of a crackling fire and dimly lit bulbs provided a form of decoration that evokes the Christmas spirit for me. While my children marveled at the unique collection of lights and inflatables, I searched for that uniting bowl of egg nog and the warmth of a family gathered to celebrate the season. It’s the warmth of the celebrations, the sense of unity and the promise of the season that make it special, and for two weeks of the year, all of us take a minute to reflect and remember. As we prepare for a new year filled with uncertainty and challenges, paying that Christmas spirit forward could make that journey more palatable. Placing all of those special ornaments in old worn boxes and returning them to storage should not represent the end of a season of caring and compassion, but should, more importantly, remind of us of the things are truly important in our lives and provide inspiration for the upcoming months. Caring for the less fortunate, addressing confrontation with compassion or understanding a different point of view are seasonal messages that serve all of us well for the months that follow, and adhering to and maintaining the promise that makes Christmas a magical time of year is perhaps the most sincere celebration of the season.

Readers support equal rights for all students Dear Editor, My partner and I would like to express our support for Ms. Merrill, and her efforts to ensure that Hanover schools include and accept all students equally. We would like her, her son, and all families in Hanover to know that, while we do not have school-age children, we fully endorse and support the rights of all to self-identify and be recognized however they choose. We would also like the Hanover School Board to know that we support these basic human rights of all students. Just because a loud minority pays too much attention to other peoples’ personal lives does not mean that restricting self-identity is “the will” of Hanover County as a whole. We may remain mostly silent, but know that everyone we interact with in Hanover County, whether parents or not, feels the same way. Love is Love. The freedom to pursue life, liberty, and happiness must apply to all Americans. Regards, Jack Garrett and Quincy Sherry Mechanicsville

your appointment - no need to get them early. Depending on the status of COVID this year, we hope to do both drop-off returns as well as in-person returns. If you choose to drop off your paperwork, make a copy f or us and keep your originals. You’ll need an appointment either way. When coming in for a tax session, you must bring: a photo ID for both taxpayer and spouse, a Social Security card for everyone on the tax return (dependents included), all tax forms received such as W-2s and 1099s, health form 1095-A (if you received one), and any other “Important Tax Information” you received in the mail. If you want your refund directly deposited into your bank account, you must bring a check with the account

and routing number on it. Also, bringing a copy of last year’s tax return with supporting documents is helpful in the preparation of this year’s return. For anyone interested in becoming a volunteer tax return preparer, training for the current filing season is complete, but the program is always looking for new volunteers. If interested in volunteering for the 2022 filing season a year from now, you may apply online at TaxAide@AARP.org. More information about Tax-Aide may be obtained at: 888-687-2277 or TaxAide@AARP.org. The volunteers at the Mechanicsville site are excited to be open again this year and are looking forward to doing tax returns for our local folks!

The application period for the upcoming year began Jan. 3, 2022. The deadline is March 1, 2022, for the relief to be applied to the tax bills due (first half) on June 5, 2022. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31, 2021. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres around it. The home’s owners can have a combined gross annual income of up to $52,500 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income. About 1,250 households currently participate in Hanover County’s tax relief for the elderly and disabled program. The average tax savings is about $1,200 for those households; about 35% of the participating households pay no county real

estate tax at all as a result of the program. Because of this program, qualifying Hanover County residents had their real estate taxes reduced by about $1.5 million last year. Disabled applicants must provide certification of disability. This can be a statement from the Social Security Administration, a statement from the Veterans Administration, a statement from the Railroad Retirement Board or a sworn affidavit from two medical doctors. Once an application is on file, only an affidavit is needed for the following two years, unless there is a significant change in income or net worth. A new application is necessary only every third year. All information on the application is confidential and is not open to public inspection. Remember, applicants must sign up by March 1, 2022, for the relief to be applied to the real estate tax bills that will be sent out later this spring and which are due (first half) on June 5, 2022. “This is a great program designed to help those taxpayers who most need the help,” said Scott Harris, Hanover’s Commissioner of the Revenue. “We invite all residents who think they might qualify to call our office.” To apply, call the commissioner of the revenue at 365-6128. If you have computer access, application forms can also be downloaded from www. hanovercounty.gov. Submitted by Tom Harris, Hanover County public information officer.

Council reviews legislative agenda with Del. Fowler he said. He said he is committed to the state’s plan to provide broadband to underserved areas within the next three to five years. Fowler highlighted a number of issues facing legislators when the General Assembly convenes. “A big challenge we have is health care,” Fowler said. “One of the big things we’re worried about is Medicaid and its reimbursement rate for healthcare workers. They are just not paying enough,” Fowler said. He focused on home health care workers whose compensation is, in his opinion, woefully lacking. “We can either pay now and increase the pay for these folks, or the patients get sicker and go to the hospital, racking up tens of thousands of dollars in bills.” Fowler said a key factor in maintaining vital programs is directly related to the state’s healthy business climate and its ability to attract and retain viable businesses. He said efforts to attract those good businesses is highly competitive in this region. “We are competing with states around us that are a little more attractive than we are,” Fowler said. “I don’t like coming in second or third place…. I want Virginia to be in first place. So, we need to look at some things.” One of those things is leg-

rior to last week’s final Town Council meeting of the year, members met with Del. Hyland “Buddy” Fowler to review the Town’s 2022 Legislative Agenda. “This is going to be an active General Assembly session,” Fowler said. “It’s like everyone is trying to drink from a fire hose at one time,” he added describing the hectic atmosphere as delegates draft bills for the upcoming session. Fowler said there’s no shortage of innovative ideas and programs to consider in the upcoming session, all considered with the mandate of a balanced budget. “That forces us to make tough choices. You have to say no to some really worthwhile projects.” “Broadband is a big issue,” he said. “We’ve already stepped up getting more money in to the pipeline. In his proposed budget, the governor put more money in.” Fowler, a member of the Finance Committee, said he’s concerned that last year’s broadband allocations have yet to enter the market, and providing another large lump sum raises concerns. “I’m not sure we can swallow all that money at one time,”

impaired drivers due to marijuana use. Driving under the influence of drugs “is a completely different thing and requires different training,” he said. Vice Mayor John Hodges asked Fowler to oppose the elimination of any funding sources that are vital to communities like Ashland. He said with pressing issues like COVID-19, it’s important to maintain a locality’s ability to raise revenues through measures like machine taxes. Fowler said there is a need for tax reform in the Commonwealth. “Not all taxes have the desired effect we would like them to have,” Fowler said. “I think we need to have a comprehensive look at it.” Council Member Kathy Abbott asked for clarification regarding the relationship of towns and counties and the unintended impacts of some legislation. “Part of our legislative agenda is making sure that any laws created don’t create that conflict between county and town, and that it is clear what kind of voice we can have,” Abbott said. Fowler said the Virginia Association of Counties and the Virginia Municipal League are tasked with researching bills that could impact localities, and “they do a great job of making everyone aware of what’s going on.” Several members ques-

tioned the availability of beds and professional assistance for mental health patients and the need for increased availability of beds for these patients. Fowler conceded the issue represents a major challenge for legislators. “We do need to increase the number of beds, so I guarantee you that’s something the General Assembly will be looking at.” Abbott also reiterated the town’s position in support of a high speed rail project, but clearly noted the desire for a two-track system through Ashland. “I have to bring that up because you’re here,” she said. Trivett addressed the issue of local control regarding several issues including land use and right of way. “We are hoping that representatives in the General Assembly will respect the integrity of the Town with the decisions and challenges that we make,” the mayor said. “We’re not saying we want to have all the say so, but we do, at least, want to be heard and be considered in the discussions,” Trivett said. Farrar summarized the council’s position regarding this year’s legislative agenda. “Our main underlying message is let local officials make local decisions. The citizens will tell us if they don’t like what we’re doing and they’ll make it loud and clear,” he said.

New state redistricting maps now have Hanover in House of Delegates Districts 59 (above) and 60; State Senate Districts 26 (top right) and 10, and Congressional Districts 1 (right) and 10.

primaries and general elections moving forward, according to the court’s final order on Dec. 28. How this will all impact the upcoming General Assembly session or potential elections in 2022 remains to be determined. As of Dec. 27, Hanover County was represented in the Virginia Senate by three different senators: Ryan McDougle, R-4; Siobhan Dunnavant, R-12, Jennifer McClellan, D-9. In the Virginia House of Delegates, republican Buddy Fowler represented District 55 and republican Scott Wyatt represented District 97. Republican Rob Wittman represented all of Hanover in District 1 in the U.S. House of Representatives. The sprawling 1st District will now extend from western Chesterfield, western Henrico and eastern Hanover County northeast to Westmoreland County on the Northern Neck and south to York County and Poquoson. Meanwhile, Northern Hanover, as well as Louisa, Fluvanna, Goochland and Powhatan counties, move into Republican Rep. Bob Good’s 5th District, which extends southwest from Richmond’s outer suburbs to Pittsylvania County and Danville. Hanover’s representation in the State Senate will now be split in two instead of three. Residents of eastern Hanover will now fall

12

into District 26 along with New Kent, Gloucester and Mathews counties and parts of James City and King and Queen counties. Northern Hanover will now fall in District 10 and be joined by all of Powhatan, Cumberland, Amelia, Goochland, Appomattox, Buckingham and Fluvanna counties and portions of Louisa and Prince Edward counties. In the House of Delegates, Hanover will still have two representatives. Instead of being paired with parts of Caroline and Spotsylvania counties in the 55th District, Northern Hanover now falls into District 59, which includes parts of Louisa and Henrico counties. Meanwhile, eastern Hanover, which used to be paired with New Kent and part of King William in the 97th District, now falls in District 60 with only parts of New Kent County.

‘Special masters’ In the memo about their maps that Grofman and Trende sent to the Chief Justice and Justices of the Supreme Court of Virginia on Dec. 27, they talked about the importance of the feedback they received from Virginia residents. They acknowledged that, “redistricting is a complex task, one that requires the balancing of multiple competing factors. “Unfortunately, it simply was not possible to incorporate every request while remaining within

The Mechanicsville Local

the bounds of Virginia and federal law,” the pair wrote in the memo. “Moreover, there are likely thousands of maps that accomplish certain goals of redistricting that we did not accomplish, but they come at the expense of other goals we sought to achieve. We did, however, read every comment and, where appropriate, explored ways to address the suggestion.” In the same memo, Grofman and Trende pointed out that they have received a good amount of criticism for not paying enough attention to the residences of legislators, which “weakened several congressional incumbents and paired together multiple senators and delegates.” “We believe that one reason for employing redistricting commissions, however, is to minimize the power of politicians over the drawing of lines, and a frequently voiced objection to partisan line drawing is that it ‘allows politicians to choose their voters, rather than allowing voters to choose the politicians,’ “they wrote in the memo, quoting a N.Y. Times article.

Grofman and Trende did point out that the new maps drastically cut down on the number of municipalities and counties that were split between districts. The pair also noted that, what they sought to do with the new redistricting maps was undo “decades of convoluted line drawing,” and they shared the belief that “future remaps should not involve the same amount of disruption, since they would presumably be drawn in a fashion that permits population adjustments to existing districts without substantially affecting the preservation of cities and counties.” The memo that Grofman and Trende sent to the court outlines a great deal of their reasoning in regard to partisan balance, population equality, splitting precincts and tradeoffs that were inevitable to meet the standards they set for themselves. He was a member of the Capital Airport Commission since 1986 and served as its chairman twice during his tenure, most recently in 2017-18. The Commission oversees Richmond International Airport. He also represented the board on the 300th Birthday Celebration Committee, the Agricultural and Forestal Districts Advisory Committee, the Cannery Advisory Committee, the Facility Space Needs Committee and the Safety and Security Committee, as well as being an alternate member on the Finance Committee. Educated in Hanover County Public Schools, Stanley graduated from Patrick Henry High School in 1962 before attending North Carolina State University for two years. A longtime owner of Stanley Lumber, a family business, he later served as president of AMS Timber LLC, another lumber business. An avid softball fan, Stanley managed and sponsored teams for a quarter century, traveling to distant cities to “play ball.” He was also a lifetime member of the Virginia Jaycees. When asked in an RTD candidate profile in 2017 if he would do anything differently regarding his tenure on the board if given the chance, Stanley replied, “Nothing.” “I have enjoyed it. It’s a long 34 years and it’s a lot of people that you try to help and you do your very best,” he answered. “A lot of people don’t like government. I’m sort of like that myself. ... I’m a conservative. I think you should live within your means. I’m just that type of individual. I always did what I said I was going to do. If I tell you something, I usually do it. ... I think that’s why I get elected.” Hanover County Administrator John Budesky issued the following statement regarding Stanley’s passing on Friday, Dec. 31, 2021. “The Hanover County community lost a true champion today,” Budesky said. “Mr. Stanley was a voice for all of the citizens of his district and was one of the most committed citizen advocate Board members I have ever had the pleasure of serving. His loss will be felt well beyond Hanover to the Richmond Region and the broader Commonwealth.” Hanover Board of Supervisors Chair Sean Davis said Stanley’s passing is a professional and personal loss for him. “Bucky and I were close, both personally and professionally,” he said Friday. “We worked on many issues together and for that I am thankful. He always put his constituents first.” Davis said he admired Stanley’s ability to feel the pulse of his community and represent his district appropriately. “On more than one occasion Bucky would end a conversation with someone who was asking for something that he couldn’t support by simply saying, ‘My folks won’t go for that,’ ” Davis said. “That meant the conversation was over.” “I just know that I will miss my friend Bucky Stanley,” he concluded. Vice chair Angela Kelly Wiecek described Stanley as a “a man of deep personal faith.” “For 38 years, he sought to live that faith by serving his constituents with unwavering dedication. HCPS employee requests prioritized for upcoming budget process By Jim Ridolphi For The Mechanicsville Local Hanover County Superintendent of Schools Michael Gill will present his proposed 2023 budget at a special meeting Jan. 18, and a public hearing will be held the following week Jan. 25 Earlier this month, representatives from both organizations representing Hanover teachers presented their wish list for the upcoming budget. Gene Matthews, president of Hanover Education Association (HEA), began his presentation by acknowledging the $1,000 bonus provided to all full-time employees in their November checks. “It was a very kind and thoughtful gesture, and school employees really appreciate it,” Matthews said.

be heard in the public forum,” she said. Del. Scott Wyatt represents the 97th District in the Virginia General Assembly, which includes parts of Hanover County, but previously served on the county’s board of supervisors with Stanley. “This is a huge loss for Hanover County,” Wyatt said. “I had the privilege of serving with Bucky for my four years on the board and he was always supportive and a strong advocate for his constituents.” He said Stanley’s commitment to those constituents was a large factor in his long and successful career. “It’s a position where citizen engagement is vital, and Bucky knew the community he served. He’d start his day off at the Fas Mart drinking coffee with a lot of the local folks, then move on to churches to check on people,” Wyatt said. “He was genuinely engaged with the folks in his district.” Wyatt said Stanley was instrumental in maintaining Hanover’s rural character and limiting high density growth in the county. Former Hanover County supervisor Jack Ward served many years with

Matthews said the list of budget requests was compiled by surveying memberships and requesting that they rate the issues in order of importance. No. 1 on that list was the issue of salaries and compensation. “Overwhelmingly, our HEA and HPE members indicate a need to improve salaries as their overreaching goal,” Matthews said. “Therefore, we ask for minimum 5% pay raise for all school board employees.” He also requested that administration continue efforts to address compression in salary scales. “Our associations also ask that any decompression money be paid to teachers on the steps in the 25 to 35-year range on the salary scale,” Matthews said. “Both HEA and HPE members indicated that fixing salary compression for teachers and continuing the movement to a linear scale should be a priority for the school board.” Members also requested the school board absorb any and all increases to the employee’s share of health insurance premiums.

Stanley and said they developed a personal friendship that endured after Ward departed public service. “Bucky was a fine man. I always thought he was the conscience of the board,” Ward said. He noted Stanley’s connection with his constituents and his strong will to adhere to his beliefs. “In the 16 years I served with him, he never voted for a single tax increase,” Ward said. “Bucky was a man of the people.” Del. Hyland “Buddy” Fowler Jr., R-55, said he knew Stanley for more than 30 years and worked on almost all of his campaigns, including serving as campaign manager a few of times. “Bucky enjoyed great support from his constituents due to his neighborly approach to service. Bucky loved Beaverdam and Hanover County and was its greatest defender and cheerleader,” Fowler said. “I worked with Bucky on so many issues it would be hard to count, and it was always a pleasure. Bucky will be missed, but will also be remembered as the consummate public servant.” In honor of Stanley, Budesky ordered county flags to be flown at half-mast until sundown the Sunday following the funeral services. Funeral arrangements are pending.

Both organizations prioritized the need for a daily unencumbered 45-minute planning period for all HCPS employees. “We would also ask that every HCPS teacher receive a 30-minute unencumbered lunch period,” Matthews said. Hanover Professional Educators (HPE) president Bill Callahan asked that bus drivers receive raises above the 5% level and also receive longevity payments of an additional $1 per hour for every five years of experience beginning at year 15. Callahan also requested that VRS retirement coverage be offered to bus drivers. “VRS coverage would be a powerful incentive for our excellent drivers to remain with HCPS and to incentivize future quality candidates,” he said at the school board’s regular December meeting. He requested the same compensation for all food service staff, instructional aides and employees on Levels 2 through 10 on the Uniform Pay Plan. He also requested a stipend be paid to all teachers employed in the Advanced College Academy Program. Callahan addressed teacher concerns regarding work/life balance issues and acknowledged that efforts by school officials to address these concerns have yielded some results. “Since we first spoke on this issue back in October, our members have noticed a reduction in unnecessary duties; however, much remains to be done,” Callahan said. “Once more, we emphasize that many of these factors can be addressed without impacting the overall budget.” He cited a recent change in schedule. “For example, Nov. 12 was turned into a full professional day and teachers were given the flexibility to work from home.” Gill will present his proposed 2023 budget on Jan. 18.

NASA group works on planetary defense against asteroid strike By Dr. George Spagna Special to The Local Note: The Keeble Observatory at Randolph-Macon College will continue pandemic restrictions at the present time, with anticipated reopening for public viewing in the spring. s NASA throwing darts at space rocks? Not really, but they did launch a space craft known as DART on Nov. 24. DART, as with many things NASA is an acronym – in this case the Double Asteroid Redirection Test. You will recall a flurry of movies and television stories about saving the world from giant comets, with the typical story line requiring Bruce Willis to

blow it up with nuclear bombs. Not only a bad idea, but one not likely to work anyway. Believe it or not, NASA has a group working on planetary defense, and this mission is to test a way to deflect a potentially dangerous asteroid so that it won’t hit us. The idea being tested is known as kinetic impact – basically hitting the asteroid with a high-speed projectile and nudging it into a safe trajectory. If you can do this when the asteroid is far away, even a small change would suffice. Rather than wait for a real threat, DART will try this out on a non-threatening target. Didymos/ Dimorphos is a double system that is reasonably close but not on an orbit that will intercept Earth. Didymos is the larger of the two at about 780 meters in diameter. Dimorphos is only about 160 meters across and it orbits Didymos with a 12 hour period. The idea is to slam the DART

spacecraft into Dimorphos at about 4 miles per second and see if that changes the orbital period by a few minutes. Intercept is expected in late September or early October. Lunar phases for January: New Moon on the 2nd, at 1:35 p.m.; First Quarter on the 9th, at 1:13 p.m.; Full Moon on the 17th, at 6:51 p.m.; and Last Quarter on the 25th, at 8:42 a.m. All times are Eastern Standard. Hanover County farmer reelected to Virginia Farm Bureau board Hanover County grain and hay producer Leigh H. after mid-month. Venus is also moving closer to the sun’s position in the sky and will move into the morning sky after Jan. 9. Similarly, Saturn will disappear from early evening skies after Jan. 20. Jupiter remains in the western skies until about 8:30 p.m. Mars is a predawn object, rising about two hours before sunrise. Looking overhead about two hours after sunset, you will find the constellation Perseus at zenith. Its two brightest stars are Mirphak and Algol. The latter is a multi-star system whose third component was discovered by my undergraduate advisor, Dr. Alan Meltzer. He had a wry sense of humor, and his joke on this was especially witty for those Latin students who have read Caesar’s commentaries on the gallic wars – “Algol is divided into three parts.” Ask a Latin teacher if you don’t get it! That bright star to the east of zenith is Capella, in the constellation Auriga. It’s the sixth brightest star as seen from Earth. Below zenith and

to the southeast we have a wonderful alignment. Sweeping your attention downward, you’ll find the Pleiades, then the constellation Taurus, with its brightest star Aldebaran as the heart of the Lion. Below Taurus, Orion is rising. Gemini is to the east, with Castor above Pollux its two brightest stars. Cygnus is setting to the northwest, in an orientation that makes clear why it is known as the Northern Cross. The Quadrantid meteor shower peaked overnight on the 3rd and into the 4th. Those interested needed to get away from city lights for a good view. House cats through ‘Working Whiskers’ Cat Adoption program Contributed Report news@mechlocal.com The Regional Animal Shelter is kicking off a new proactive cat management program known as “Working Whiskers” cat adoption program. This program will help less-social and feral cats that are not suitable for household pets to find a home and eliminate the need for euthanasia of these otherwise healthy cats. These cats can live comfortably in barns, stables, agricultural property, wineries, breweries, warehouses, workshops, nurseries or greenhouses, while providing companionship to other animals and expert rodent control. Cats in this program will be adopted in pairs and will be fully vetted prior to adoption - spayed or neutered; rabies

vaccination; distemper vaccination; ear mite treatment; flea & tick treatment; microchip; and ear tip. If you are interested in considering adoption of a pair of “Working Whiskers”, please contact us at animalshelter@ kingwilliamcounty.us or 804769-4983 and we will send you a link to the program overview. Please note, the shelter does not need cats for this program, we have plenty! If you have feral or less social cats living around your property, the best thing for them is to stay where they are already comfortable and at home rather than relocating them. If you need assistance spaying or neutering cats so they do not continue to reproduce please contact the Indian Rivers Humane Society who has a feral cat spay/neuter program, 804-885-3109.

Mechanicsville sweeps home tourney titles By Rod Short for The Local MECHANICSVILLE — It might have been a long time coming, but that made the taste of success that much sweeter as the Mechanicsville High School boys and girls basketball teams swept the championship finals at The Ville Holiday Classic. Following an 80-32 conquest of a winless, but improving Colonial Heights the evening before, the varsity girls team tipped off against the 5-2 New Kent Trojans. The Mustangs, coached by Alvin Puller with assistants Jennifer Elkins and Cornelius Williams, had finished 1-8 during the abbreviated 2020-21 season. “This is pretty much the same group we had last year, but they’re older and play together really well,” Puller said before the game. “They worked hard during the off-season, playing travel basketball, spending time in the weight room and working on agility. “New Kent is a pretty good team, but if we play our game, this should be a good game. . . . The inside play should dictate how well the game turns out.” That prediction proved true as both Ashley Owens and Madison Butler clogged the middle to make their presence felt. Both teams started out cold, but Mechanicsville broke a 2-2 tie close to midway through the first before warming up to finish the quarter to with a solid 11-2 lead. New Kent found its mojo early in the second, how-

the break. Following the half, New Kent played a determined game, but was not able to make up any ground on the Mustangs as the latter team took a 40-22 lead into the final quarter. Sensing victor y, Mechanicsville extended that margin to a 22-point 44-22 lead with 6:07 remaining in the game. That margin held until the final few minutes as the Trojans continued to play hard until the final buzzer sounded with the Mustangs on top 54-38. It was just the second Holiday Classic victory for Mechanicsville in six tries. Madison Butler led the team in scoring with 27-points scored while junior Bennett Carlton kicked-in in another 13. “Our team started a little slow, but it’s something that we’re working on,” Butler said. “We needed to slow it down and play our game. It’s coming together a little more each game and hopefully we’ll take that to the regionals and go on from there.” “We were a little surprised early in the second quarter, but we worked it out,” added team captain Lydia Elkins. “We had a few fast breaks and it got us going. We’ve got a few harder games coming up in the next few weeks.” Following a happy victory Joel Klein for The Local celebration, the Mustang boys Mechanicsville’ Christian Eldridge finds his path to the basket blocked by several Grace Christian defenders in the Mustangs’ 59took the floor to face King 51 victory on the first night of The Ville Holiday Classic basketball tournament on Dec. 28,2021. ing to avenge a 37-point loss to Mechanicsville just weeks before. Coach Gene Foley’s Mustangs, after opening the season with back-to-back victories, were looking to right their ship after going just 1-5 afterwards. The Mustang boys came out of the gate strong during a high-energy opening quarter, but saw King William take a slim 8-7 lead with 4:49 to go. Mechanicsville never trailed and from that point accelerated to a comfortable 20-11 lead to begin the second frame. Using quickness to penetrate inside the paint, Mechanicsville stretched that margin to 11-points, 26-15. The Trojans then made the necessary adjustments, however, to shut down the middle and the Mustang’s lead to six points, reaching 36-30 at the half. With momentum on its side, King William tied the game with 5:53 left in the third. With its offense shut out for the first half of the third quarter and down 36-39, Mechanicsville hung with the Cavs before regaining the lead 41-39 with 3:14 to go. A turning point came when burly senior Cam Eldridge was sent tumbling after an attempted steal. Elridge got up grinning and calmly sunk a pair of three throws which fired the Mustangs up. Sparked by his hustle, the Mustangs went on to extend their lead to eight points. In the fourth quarter, King William charged back to cut into that lead 53-49, but Mechanicsville stood its ground and ended the game 62-54 to claim its first Holiday Classic championship victory. “Rarely has the trophy stayed here, so it was nice to see that happen. [King William] never gave up and played all the way well and we were expecting until the final whistle,” Foley an enthusiastic crowd on both said in a nod to the Cavaliers. sides. “King William always travels “The defensive effort was

good. We defended their screens really well and we didn’t have a lot of silly fouls. We just played good fundamental

defense. We’ve had a few games where we were in a position to win. Tonight was the first time we put someone away. We’ve

won some games, but the close ones we’ve seemed to lose over the years. This is a confidence builder for them. We’ve built

something nice around here.” Mechanicsville opened the tournament with a 59-51 victory over Grace Christian, which is coached by Foley’s predecessor, Chad Bishop. The significance of winning the tournament was not lost on the Mechanicsville players, some of whom started their careers during Bishop’s tenure. “It means a lot. Our school has never won our own holiday tournament before,” said senior Samuel Grubbs. “We had our game plan locked down for certain defenses and sets to break the press. Sticking to our plan made the difference.” Abram Hendrickson echoed Grubbs’ comment. “It felt good to win this. We were unsuccessful my previous three years. It says a lot about our hard work and effort that we were able to bring the trophy home,” Hendrickson said. “Seeing the growth and the confidence in myself and my teammates is showing. It’s good to see us put it together for a win.” Rod Short can be reached at sports@mechlocal.com.
