What is the Emerging Leaders Incentive Scheme?
Entry Level All Aboriginal and Torres Strait Islander students are eligible for Entry Level funding, which is comprised of a school fee subsidy and uniform allowance. This Entry Level funding is not available until the Emerging Leader’s Personal Leadership Agreement is signed and returned to their Emerging Leaders Coordinator.
The Emerging Leaders Incentive Scheme is an Indigenous Advancement Strategy project funded by the National Indigenous Australians Agency and developed by Townsville Catholic Education. All Aboriginal and Torres Strait Islander secondary students are eligible to apply. The Emerging Leaders Incentive Scheme provides a holistic and equitable approach to scholarships and student development and works with TCE systemic secondary schools to improve student outcomes.
SCHOOL FEES = UP TO $500 PER TERM UNIFORMS = UP TO $500 PER YEAR
Uniform subsidy is to be used for uniforms only in 2022. Any unused funds will not be applied to school accounts at the end of the year.
The only requirement to access Entry Level subsidies is to register your student. Register them now by following this link…

Personal Leadership Agreements The most important part the Emerging Leaders Incentive Scheme is having students set their own goals and take an active role in their school and community. These goals are set within the Personal leadership Agreement, which forms a link between the student, their family and the school. How does

Examples of Personal Incentive Goals
A PIG is an additional cost or costs related to schooling that you may incur over the course of the year. Each PIG is personalised, because each student will have their own idea of what would be considered success. The main part of Emerging Leaders is that it’s an Incentive Scheme, as students should absolutely be rewarded for their high attendance, improving academically, and growing their confidence to engage more in their school and wider community. Being a goal, this is something we would work towards, and we do this by encouraging participation for bronze, commitment for silver, and leadership for gold.
REMEMBER… 1. Keep your receipts for your Personal Incentive Goal.
2. Hand them into the office or give to your Coordinator.
3. I f you reach Bronze, Silver or Gold you will be reimbursed the amount for the Incentive Level.
Here are some examples of approved PIGs, along with examples of what we do not approve. Please note, this is not an exhaustive list and all goals are approved on a case by case basis.
Pillar
Attendance
Examples of PIGS
• Driving lessons • License expenses • Graduation Formal expenses – e.g. dress, ticket, car hire etc • Bus pass to get to school
Academic Improvement
Engagement
• Musical instrument • Arts Workshops and lessons • Retreats • Extracurricular activities – e.g. Mulkadee, QISSIN, Rep Sports attendance expenses
Not approved • Phone • Holidays • Casual clothing and footwear • Netflix or other content streaming subscriptions • Gaming consoles
Incentive Levels At the end of the year, Coordinators and Mentors will sit down to see how each student has tracked against their goals, and if they are eligible to receive additional reimbursement as part of an incentive level.

THE EMERGING LEADERS INCENTIVE SCHEME IS BASED ON THREE PILLARS:
Attendance Pillar: Only reasonable absences will be used to determine incentives in Term 4. This requires all absences to be communicated with the school.
Attendance Academic Improvement
Engagement: Each school has different activities they use for engagement. The important thing is to encourage your Emerging Leader to show up, get involved and try their best!
Engagement We know reaching Gold is difficult for students in years 7 - 9 so we offer these opportunities to help them show us they can be committed and leaders. Please encourage your students to register for an elective in Term 2.
