INTRODUCTION Creative Europe is the European Union’s programme to support the cultural, creative and audiovisual sectors. From 2014-2020, €1.46 billion is available to support European projects across 39+ countries with the potential to travel, reach new audiences and encourage skill-sharing and development. Creative Europe’s Culture sub-programme supports creative, cultural and heritage organisations through four funding opportunities: • Cooperation Projects European collaborative projects • European Platforms Distribution of new works • Literary Translation Translation of European works • European Networks Professional exchange Creative Europe runs prizes such as the European Union Prize for Literature and European Capitals of Culture. One-off cross-sector calls have included Refugee Integration Projects and the European Creative Hubs Network. It also has a MEDIA sub-programme, investing in film, television, new media and video games.

CREATIVE EUROPE’S OBJECTIVES AND PRIORITIES Collaboration is a key part of Creative Europe and the best projects are ideas-led, jointly developed with partners and respond directly to the following priorities and objectives. CREATIVE EUROPE’S OBJECTIVES
Capacity building: digitisation

• Help the cultural sector to adapt to new digital developments, and encourage the use of digital technologies from production and distribution to consumption.
Develop the sectors’ capacity to operate transnationally Promote the transnational circulation of works and people Reach new audiences in Europe and beyond Encourage innovation (artistic, business models) Strengthen policy making.
CREATIVE EUROPE’S PRIORITIES Cooperation Projects, the main funding opportunity of the Culture sub-programme (explained overleaf), supports partnership initiatives that respond to one or more of the following five priorities. Transnational mobility Mobility not just for mobility’s sake • • • • • • •
Improve professional skills, peer learning, education or training Artistic creation or production Career opportunities Reach new audiences Extend lifespan of tour or performance or exhibition Increase consumer choice or access Capacity building of cultural operators.
Capacity building: new business models • Explore new ways of working: diversification of income streams, compare and contrast new business models and marketing techniques. Capacity building: training and education • Create opportunities for training for staff, artists, professionals • Have a collaborative approach to training (peer-to-peer, learn from other sectors) • Help improve employability through formal and informal learning.
Audience development Working with audiences, not just for them • • • • • •
Involve audiences at any step of the creative process Develop new audiences and maintain existing audiences Conduct research on current and potential audiences Apply segmentation models i.e. groups/demographics/behaviour Map out your audience development strategy Integrate research and monitor progress – ask audiences what they think.

COOPERATION PROJECTS Cooperation Projects is the Culture sub-programme’s main funding opportunity and around 70% of the budget is allocated to these projects. WHAT DOES THIS FUNDING SUPPORT? This funding opportunity supports cultural and creative transnational collaborative projects across any art form for a maximum duration of four years.
• You can apply for a grant of up to €2 million • You can apply for up to 50% of the total project budget. These grants are shared between partners and the partnership decides how much is allocated to each organisation.
Cooperation Projects give partners the time, space and funding to develop collaborative responses to jointly identified issues. They aim to create an impact that is more than the sum of the individual initiatives, and project applications need to demonstrate the added value of collaborative working.
Match funding is required and the partners decide how much each organisation agrees to contribute.
WHO IS THIS FUNDING FOR?
• • • •
Creative, cultural and heritage organisations working across any art form, such as visual arts, dance, theatre, literature, performance, music, heritage (tangible and intangible), architecture, design, circus, festivals, craft and fashion. This includes higher education institutions, local authorities, social enterprises, charities and companies operating in the cultural and creative sectors. Projects can be inter-disciplinary. The applicants (the project leader and the partners) must be active in the cultural and creative sectors and be legally established in one of the countries participating in the Culture sub-programme of Creative Europe. Individuals may not apply for a grant.
WHICH COUNTRIES ARE PART OF THE PROGRAMME? 28 EU member states: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the UK EEA countries: Iceland and Norway Neighbourhood countries such as: Albania, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Georgia, Moldova, Montenegro, Republic of Serbia, Tunisia and Ukraine Organisations and individuals from non-eligible countries can still participate as associate partners and benefit from up to 30% of the project budget once the eligibility threshold is met.

partnerships can come about organically: you might already be working with international peers and organisations or have been referred by colleagues. COOPERATION PROJECTS: CASE STUDIES PUSH • Small Cooperation Project led by Imaginate Festival in Scotland • The partnership brings together five partners from the UK, Belgium, Denmark, Ireland and Norway • Received Creative Europe support of €168,655 in 2016. As part of this two-year project, PUSH: • • •
Aims to develop thinking, ideas and artforms in theatre and dance for young audiences in Europe Stimulates European dialogue around three important topics in theatre and dance for young audiences: gender, migration, and (over)protection Offers international, high-quality opportunities for artists, including: three artistic Labs, five festival visits, eight networking events and eight public events.
OPERA VISION • • •
Large Cooperation Project led by Opera Europa The partnership brings together 30 opera companies from 18 countries, including the UK’s Opera North, Welsh National Opera and Royal Opera House Received Creative Europe support of €1,993,000 in 2017.
As part of this four-year project, Opera Vision: • Builds on previously supported Cooperation Project The Opera Platform • Provides an online destination for both opera lovers and newcomers • Live streams opera productions and offers opera content with subtitles and on-demand • Invites young people and teachers to discover opera through content for different age groups.

THE NEW NETWORKED NORMAL • • •
Small Cooperation Project led by Manchester-based arts catalyst Abandon Normal Devices The partnership brings together five organisations from the UK, France, Germany, the Netherlands and Spain Received Creative Europe support of €200,000 in 2017.
Over two years, the project looks at art, technology and citizenship in the age of the Internet with the aim of engaging with contemporary and critical culture. As part of this two-year project, The New Networked Normal sees: • • •
Co-production and circulation of new artworks Capacity building in digitisation and the circulation of art works and debate online A programme of audience engagement through real world and online activities.

This call is now closed for applications. However, it is possible for currently supported European platforms to add new partners each year. LITERARY TRANSLATION This funding opportunity is aimed at publishers or publishing groups and it supports the translation, production and promotion of European fiction, poetry and plays. It supports the translation of literary work from one European language to another in order to encourage new audiences and promote cultural exchange. • Publishers can apply for up to €100,000, which represents a maximum of 50% of the eligible costs, with a slate of 3-10 works • There are two categories of Literary Translation funding. The first is for two-year projects and the second is for longer-term support through a framework partnership agreement and the deadlines are less regular.

IMPACT: BEYOND FUNDING Creative Europe’s Culture sub-programme has supported 148 UK cultural, creative and heritage organisations with grants totalling €19 million in 2014-2017. • • • •
Cultural, creative and heritage organisations of all shapes and sizes and from across the UK have successfully applied to take part in collaborative projects, including local councils and higher education institutions UK organisations are well-networked in Cooperation Projects, being involved as a partner or a lead in around half of all funded projects so far. The UK is the second most-partnered country The UK’s five biggest partnering countries are Italy, France, Germany, Spain and Belgium UK-led projects have a higher than average application success rate, which is 19% success compared to 16% European average.
