Shire Hall tribute for Doug Lade ■ The Yea Shire Hall will be the venue this Friday (June 17) for a celebration of the life of Doug Lade who died on Wednesday last week (June 8) at age 95. The prominent Highlands farmer had an active life in agricultural pursuits, the returned services community, and Yea district civic life. He was active with the Yea Agricultural, Pastoral and Horticultural Society, where he was a fleece judge for the annual Yea RSL Sub-Branch prize. He maintained a keen interest in Yea district civic affairs. Born in Yea on March 27, 1921, Doug Lade’s passing is mourned chiefly by wife Peg (nee Webb Ware), and children Alistair and Paula, Jenny and Rob (dec.), Neill, Sally, Meredith and Assad. He was grandfather of Hugh and Tess Williamson, Isabel and Elliot Lade, Shanaz and Ariana Delawari. A private cremation was organised by the family, with the public celebration of his life to take place at the Yea Shire Hall at 2pm on Friday.

McLeish funeral

■ The passing of Campbell Colin McLeish, in his 92nd year, was reported in last week’s Local Paper. A service to celebrate Campbell’s life will be held at Scots Presbyterian Church, Yea on at 2 pm today (Wed., June 15). RSL personnel have been invited to attend.

Service for Mavis

■ A service for the late Mrs Mavis Nina Gray (nee Young) will be offered at 10.30am today (Wed.) at St Luke's Anglican Church, Pelissier St, Yea, proceeding afterwards to the Yea Cemetery in Meadow Rd, Yea. Her passing is mourned by son Peter, and daughter-in-law Debbie. She was special Nan to Erin, Joel and Casey. Arrangements are in the hands of Mick and Ann McCormack Funerals.

Memories of the daily bus to the Murrindindi Mill

● Dave Palmer at Rural Tanks and Garden Beds ■ Many years ago, Dave Palmer was our paper boy in Yea, delivering a copy of the afternoon Herald to our printing office for John and Jeannie Handsaker’s Yea Newsagency. On May 8, 1989, along with Andrew Walker, Dave started his apprenticeship with John Peacock of Rural Tanks, then at Glenburn. “Right from my first day of work (I) had intentions of owning Rural Tanks,” Dave says at his website, www.ruraltanks.com Dave DID take over the business - in2002, near the 20th anniversary of when John Peacock started the firm on May 14, 1982, and after it had been carried on by Davin Peacock. Dave is quite the marketer. His website now includes several videos, selling the benefits of tanks, raised garden beds, wicking beds and aquaponics systems.

Represent us Sir, Reading The Local Paper regularly as I do I can’t help see a predictable line of attitude from the Murrindindi Shire Council. It is the same attitude displayed by many government levels. We saw it with the North-South Pipe, we saw it with the Carbon Tax, we saw it with regards to the Ambulance pay issue,we see it again with the current CFA debate (with the exception of Jane Garrett who is to be applauded for her stance on this issue). I had an experience last week that further displays this attitude. We took a call from our local members office, (we are in the seat of McEwen); and a young lady asked if there were any issues. One I pointed out is the slogan of the sitting member which says “He is there for us”. I expressed that I have lived in Seymour for over 10 years, own and run a business here, belong and have belonged to a number of clubs and organisations (some of which I have held office within) and regularly attend local activities like the market (I usually run a stall and my wife used to run one too), the Seymour Alternative Farming Expo and the Seymour Show (where I ran a stall also), to name a few. I further pointed out that in all that time I have never seen Robert Mitchell; ever! The attitude displayed is that these people seem to think there job is to tell us how to live our lives – WRONG. They seem to think hand shakes, smiles, photos and occasional letters cut the mustard – WRONG. They seem to think it is their right to respond or not to pressing issues – WRONG. Councillors, State politicians and Federal politicians: your job is to REPRESENT YOUR CONSTITUENTS. I suggest these serving and prospective office bearers look up the word “REPRESENTATIVE” and perhaps structure future behaviour around being one. - Dave Palmer 4 Redbank Rd, Seymour

Special meeting of Council ■ A special meeting of Murrindindi Shire Council is to be held at 6pm tonight (Wed.) at the Alexandra Chambers. Purpose of the meeting is to consider the draft budget for 2016-17 and Council plan review, including the major financial document, the ‘Strategic Resource Plan’. The meeting was called at short notice last Wednesday (June 8) when advice was first given on the Shire website. The regular monthly meeting of the Council is due to take place next week, on Wednesday, June 22, also at 6pom at the Chambers in Alexandra. The new financial year, for which the budget applies, commences in two weeks

and two days, on Friday, July 1. The Council has had to re-work its budget after its planned 5.4 per cent rates increase was disallowed by the Essential Services Commission. Instead, the ESC has granted Council permission to raise rates by up to 4.3 per cent. This is an increase above the standard 2.5% fixed cap. “"We note that the ESC has not approved the additional 1.1% rate increase sought by Council to fund maintenance of existing service levels. This represents $170,000 over the 2016-17 financial year, which the ESC believes can be absorbed within Council's 2016-17 budget,” said Mayor Cr Margaret Rae.

Local author Tracy Joyce’s book dream comes true ■ Glenburn-raised Tracy M. Joyce says she spent half of her childhood riding horses, and the other half trying to stay out of trouble. The only way she did that was by reading books and writing stories. As an adult, that passion for writing has resulted in her childhood dream of being a published author come true. Tracy is an author of speculative fiction. Her debut novel, Altaica: Book I in The Chronicles of Altaica, is published by Odyssey Books. Tracy has long been a fan of the fantasy genre, but particularly likes novels that deal with deep characterisations and that don’t flinch from the gritty realities of life. This and her fascination with the notions of “moral greyness”, that “good people can do bad things” and that we cannot escape our past provide the inspiration for her writing. Combine that with her love of history, horses and archery and you have Altaica, she says. Book two in the series is Asena Blessed. Tracy has a website where her books are promoted: tracymjoyce.com

Image is important Sir, The image of a Chief Executive Officer has great impact on an organisation. The Murrindindi Council needs to attract business investment, and requires senior officers who look the part. Did you see CEO Abbey on television recently? I did. I thought she could have done much better. There are a number of local fashion companies in our Shire that could provide CEOAbbey with impressive locally-produced garments. Mayor’s Column Cr Margaret Rae ■ The theme of continuous improvement is now a thread that runs through daily life. In the health sector, CQI or Continuous Quality Improvement has been a mantra for many years and is one we have become used to. The language used in local government might sound different but the principles are the same and are now becoming well embedded. Recent initiatives such as the Know Your Council website are really driven by two factors: one is transparency and accountability to all our communities; the other is to provide a real opportunity to examine and evaluate what we do and how we do it. This we can do much more effectively when we have real comparative data from which we can gain a better understanding of many issues. All organisations are good at looking at their responsibilities, capacity and performance through the prism of their own experience; it can be a brave organisation that throws itself open to detailed analysis and scrutiny by external and independent professionals. By virtue of calamity, we were probably amongst the first of the councils to undergo such scrutiny - but the value has been inestimable. The understanding of what we do, how we do it, the cost both now and into the future of continuing to do what we have to do and what the community wants us to do, has brought into the spotlight a whole range of challenges. There are many things that can be done better, there are many things that need to be done better; and these need three things to underpin success. Firstly the 'what' needs to be identified, secondly the 'how' needs to be understood and finally, it all takes money and resources. So the end result is that it all takes time and this is where frustration can set in. However, initiatives such as Know Your Council can really assist in the analysis. Apart from allowing the community to compare different aspects and performance outcomes across similar councils, it provides local government itself with a unique collective insight into costs and outcomes for councils. It leads to consultation and discussion on why there are sometimes significant differences between similar councils, it leads to problem sharing and solution seeking, and it can lead to positive collaborative initiatives which result in shared benefits. The shared goal in all of this is to continually improve performance and to deliver services to the community whilst mitigating the impact of growing costs on ratepayers and residents. The time factor will always be an issue - it takes time to understand a problem, to research the issue and then to implement a successful solution. One matter that has taken considerable research, resources and time for us has now come to successful fruition. When I joined Council, one grumble I frequently heard was that the website was too hard to use, too hard to navigate, and people just couldn't find what they were looking for. Well, I am very pleased to say that the next time you want to know something important to you that you should be able to find it quickly and easily. The development and introduction of our new look website has now been completed. I have been exploring it and the various 'buttons' and links are working well to take me exactly where I wanted to go. Also the search facility is much better and you should find it more responsive. The ultimate aim is to improve your ability to communicate with us. So can I encourage you to explore the website, to test it out, and to tell us how you found it - whether you still experience problems, or whether it was a good experience. - Cr Margaret Rae

Key player in growth ■ Murrindindi is a member of the Peri Urban Group of Rural Councils, along with Bass Coast, Baw Baw, Golden Plains, Macedon Ranges, Moorabool and Surf Coast. Established in 2007 as a Group, this Peri Urban region is considered a key player in Victoria's population growth outside of Melbourne, Geelong and the regional cities of Ballarat and Bendigo. As we all appreciate, the region provides opportunities for affordable and lifestyle living. It is also a major food producer, water catchment and significant recreation and environmental destination enjoyed by Melburnians and other visitors. Meetings are held bimonthly and consist of the CEO and a representative Councillor from each member Council. As part of my Planning Portfolio, I'm very pleased to be the nominated representative Councillor for our Shire. Our Mission Statement is to advocate for support and solutions for the Victorian Peri Urban Region, at the local, state and national level. We speak with one voice and advocate for solutions to shared issues. To successfully manage the population growth and visitor populations, the peri urban region also requires an overarching strategy which will identify suitable employment and investment opportunities and the required infrastructure projects for the region for it to grow and have self sustaining economies. We are committed to growing our communities in a sustainable way, retaining local character, important agricultural lands and environmental assets for Victoria. A robust strategy of this nature will enable cohesive, whole of government planning and the sharing of significant infrastructure which will reduce unnecessary duplication across the region. Additionally, the strategy will enable both local and state governments to have a clear and

● Cr Christine Challen comprehensive understanding of the ongoing requirements for the region. The councils of the peri urban region face significant financial challenges in funding current and future growth infrastructure as a result of significantly lower budgets than neighbouring municipalities. On average, we have four times the land size of the regional cities and we are 50 per cent larger than the interface council areas (the municipalities that form a ring around metro Melbourne, for example, Cities of Casey and Hume, Mitchell, Nillumbik, Yarra Ranges). The sheer scale of the Peri Urban Shires results in low population densities dispersed across very large Shires, Murrindindi being the classic example. Across much of the region, the impacts of population growth, lack of resources and forward planning by successive governments are evident now and will become contentious local issues into the future as communities continue to grow and change. A sample of the evidence of the growth and impacts include: ■ The regional secondary college at Warragul has been asked to identify how to accommodate double the number of students. ■ The Golden Plains Shire is one of the three fastest growing Councils in regional Victoria. Despite this, there is currently no secondary school within the Shire. ■ Kinglake secondary education options require students to leave the mountain. In this context, a range of public transport

options is essential. ■ Support for specialist services at local hospitals is critical as the lack of specialist medical care is leading to residents moving out of shires to reside closer to medical services. ■ Across the peri urban region, more than 38,000 people are already commuting to employment outside the region. This will rise to 58,000 by 2036 if strategic interventions are not delivered to create more local employment. Our Growing Solutions campaign has included sending an outline of issues report to all Federal candidates in the forthcoming election. Strengthening and supporting agriculture is another key priority for our Peri Urban Group. Our region is home to 10 per cent of Victoria's agriculture production and produces 17 per cent of the state's produce, generating 5268 jobs in the region. We're ideally placed to further develop and capitalise on the export market and domestic trends for farm gate sales, pick your own and artisan foods. We're involved with the FoodPrint Melbourne project which is investigating Melbourne's food system and the potential environmental, economic and social benefits of sourcing more of Melbourne's food from regional Victoria, with a particular focus on the city's peri-urban region. We are also working on a Discussion Paper: Supporting Agriculture in the Peri Urban Region. As member councils share so much in common, we're also able to consider issues such as Commonwealth funding, effects of cost shifting, services provision, planning regulations, wind farms, water issues, SES funding, Arts and Library, the list goes on and on. Our Council is committed to the Peri Urban Group of Rural Councils Forums and the active voice and opportunities these will provide to all our communities going forward. - Cr Christine Challen

Curriculum Day ■ A Curriculum Day was held yesterday (Tues., June 14) at Whittlesea Secondary College for a ‘whole staff development day’. This created a four-day weekend for WSC students. ■ Year 7 immunisations are due to take place at the College on Thursday next week (June 22).

Last day of term ■ Friday next week (June 24) will see the final day of Term 2 for most government schools in the region. Term 3 is due to run from July 11 until September 22, advises the Department of Education and Training.

New program ■ Ty Hoggins, Acting Principal at Whittlesea Primary School, advises that Term 3 will see the introduction of an eight-week program through the Life Skills Group for our year 4, 5 and 6 students. “This once a week incursion program is titled 'Mindfulness in Action'. Earlier this term this program was trialled with random classes and the feedback was extremely positive from both the students involved and the teachers,” Mr Hoggins said. “We feel this program will complement our PATHS curriculum and support our senior primary students. Our students will learn about mindfulness as well as effective teamwork, perseverance, creativity and having strength / courage.”

Heis removing the entire board of the Country Fire Authority because he couldn’t get his way. Daniel Andrews seems prepared to put at least 50,000 CFA volunteers offside, in order to repay his own personal debt to the United Firefighters’ Union who helped him win his marginal seat of Mulgrave. The Union wants power over the statewide volunteer organisation. Premier Daniel Andrews has made the wrong call. He has lost a Minister; he is losing the CFA Board; and Dan has lost country Victoria. Yea local Julie Welch writes: ‘Daniel Andrews has no idea’ ■ Time to vent my frustration and anger. The Yea CFA was a huge part of my life growing up. My Dad (Ian Byrne) was a member for over 49 years and my Mum (Joan Byrne) was the communication officer. We even had a radio set up in our home. Through times of fire, flood, accidents etc, they along with many volunteers put their lives on hold to support their communities. I remember many times in the middle of the night, that radio going off. Our home became the base for these unfortunate events. People would come and go to see what they could help. Daniel Andrews has no idea what these everyday people would sacrifice to keep their community safe. I remember not seeing my father for days in January 1969 fighting fire that surrounded Yea. I am so glad they are not here to see what has happened to CFA now, although those who knew my Mum, would know she would be venting her anger in any shape or form. ■ While walking at Eltham North recently, a young woman, a stranger to the district, was struck by several stones which were thrown, at her for no rcason by school children. The stones were accompanied by vulgar expressions. . The incident, which occurred on Tuesday, is not the first of a similar nature to have happened in this locality, according to one resident. The young lady had been out walking and was returning to Eltham. Just after she had passed the school gate several im pudent remarks were passed to her by a band of children. Taking no notice, she walked on, when suddenly there was a volley of stones, several of which struck her, but she was not injured. This conduct was continued for some distance along the road, no other adults being in sight. The young lady can offer no.reason whatsoever for the extraordinary conduct. She spoke only, once, asking who threw the first stone which struck her. As soon as her back was turned she received a further volley.

■ On Sunday afternoon miraculous escapes were experienced by a party of motorists whose car rcapsized after having failed to turn the sharp corner in the Yarra Glen road, near the cemetery. The car, which was a tourer, was travelling towards Yarra Glen, and when on the corner, skidded for nearly twenty yards, and turned over within ten yards of a tree. Only minor injuries were received, but the car was extensively damaged.

Prof. Laver tribute ■ As. chairman of the Kinglake National Park, I would like to place on record the high esteem and trust in which Mr Harris was held by all mem bers of the committee. He was the first park ranger to be appointed, and always proved himself worthy of the trust and confidence placed in him. ■ Wendy Lovell, MLC for Northern Victoria, last week presented a petition to the State Upper House on Premier Daniel Andrews’ restructure of the Country Fire Authority. The petition “draws to the attention of the Legislative Council that Premier Daniel Andrews must not hand control of the Country Fire Authority to the United Firefighters Union . “The petitioners therefore request that the Legislative Council of Victoria ensure that the Andrews government reject any EBA conditions that: ■ allows the UFU to direct or impede CFA activities; ■ undermines the autonomy of CFA volunteer firefighters; ■ impacts upon the rights of CFA volunteer firefighters (including through the volunteers charter); ■ leads to a reduction in surge capacity of the CFA to respond to major events.”

■ Samantha Dunn, Greens MLC for the East Metropolitan seat, has called for the immediate halt of logging in local forests. “I bring the Minister’s (Agirculture) attention to a recent article published by Long Term Ecology, ‘Are nest boxes an effective management tool for Leadbeater’s possum?’, in which Australian National University Fenner school research scientist Lauchie McBurney finds that nesting boxes have been a very expensive but ultimately unsuccessful experiment managed by VicForests and funded by taxpayers. “Will the minister stop wasting taxpayer moneys on futile alternative habitat-manufacturing experiments and act to stop the logging agency from cutting down the natural habitat on which this species depends? “It has been made evident by the science, including the threatened species scientific advisory committee, that what the Leadbeater’s possum needs is the protection of all large old trees and stags in the Central Highlands, such as those found in 1939 fire regrowth forests. When will the minister stop enabling the VicForests logging agency in the destruction of this habitat, tipping the species into extinction?”

Family violence cases: funds needed at W’sea Legal Service ■ Parliamentarian Georgie Crozier last week told the Legislative Council that urgent funding is needed for Whittlesea Community Connections. “My adjournment matter this evening is for the Minister for the Prevention of Family Violence,” Ms Crozier said. “It is in relation to the Whittlesea Community Legal Service, a Whittlesea Community Connections service, which I had the pleasure of visiting with my colleague Mr Ondarchie last week when I was out visiting parts of his electorate. “We met with a number of organisations and people who are dealing with these matters, not only in my responsibility area of early childhood education but also in the very important area of family violence. “We had a very good meeting with the Whittlesea Community Legal Service, which is doing a terrific job in relation to the numbers of people, particularly women, it is seeing come through its service each day. “The staff cited figures to us that in the most recent quarter, that being from January 1 to March 31 this year, they have seen 128 new clients across all the services that they provide.

With that, they are really struggling to keep up with demand. “There is greater awareness, of course, with the Royal Commission into Family Violence. Whittlesea Community Legal Service has in its family violence unit two part-time family violence lawyers who have been funded out of the Department of Justice and Regulation. “The funding for those two positions runs out at the end of this year. That is a concern that the staff hope will be addressed when that funding issue comes up. “In the meantime they are really seeking an immediate injection of funding to be able to deal with this situation that they are seeing on a daily basis - that is, two reports each day. “Whittlesea Community Legal Service is providing very good services across a range of areas, particularly in the area of family violence “Whilst there are various reviews and committees being undertaken to look at the implementation of the recommendations of the royal commission ... the action I seek is that the minister look at the needs of Whittlesea Community Connections and provide urgent funding to assist with its demands in relation to family violence reports - two a day.”

■ Danielle Green, Yan Yean MLA, spoke last week in State Parliament about the Doreen Seniors: “I rise to put on the record my support and heartfelt congratulations to the Doreen Seniors Club and its amazing work fundraising for the Biggest Morning Tea event, raising significant money for the Cancer Council. “I had the privilege of joining these fabulous people and my federal parliamentary colleague Rob Mitchell at the Bridge Inn Hotel. “It certainly was a big, big morning tea with over 300 people in attendance, and it seems that this group just gets bigger and bigger each year. “It was wonderful to catch up with so many friends old and, I dare say, some new after this event. In particular I think it shows the way that people communicate in this day and age. “Many people said they were my Facebook friends and they felt that we knew each other, but we actually had not met face to face, so it was really delightful. “I am advised by the club that today members are all a bit tired but delighted with their efforts. The club is still counting the funds but can report at this stage that the funds raised will exceed well over $10 000. “It is always difficult ground to single out supporters when there were so many, but I am advised every trader in the Laurimar shopping strip and almost all those in Mernda donated to the event and the cause. “The Bridge Inn has been a wonderful host. I want to put on the record the great work of Danni Trebiano, the club secretary, and all the many others who put in great efforts for this event. “I look forward to next year,” Ms Green said.

Local Junior Sport Community Day at Yea junior football ■ Sunday’s junior football matches formed a vital part of Community Day (also known as Hug Your Neighbour Day) The day serveed to remind all players, coaches and supporters of the importance of community relationships, mateship and sportsmanship between Yea and Alexandra, despite fierce on-field rivalry. At the conclusion of Sunday’s matches, the players (not coaches, parents or club officials) were required to collaborate and select one opponent who performed well and demonstrated good sportsmanship throughout the game. News Extra Yea toilets re-open ■ Yea’s public toilets, closed for almost two months, re-opened in time for the busy Queen’s Birthday holiday weekend. ■ Banyule Crime Investigation Unit detectives are appealing for public assistance following the theft of a purse and credit cards at Greensborough last week. The theft of the purse occurred at a Greensborough supermarket on Wednesday (June 8) at about 1.30pm. Credit cards, taken from the purse, were later used at various shops in the Macleod area. The man police wish to speak to is described as being aged between 30-40 years with short brown hair. He was wearing a hi-visibility jumper or long sleeved T-shirt, blue jeans and black shoes. Investigators have released an image of the man they wish to speak about the theft and the subsequent use of the credit cards. Yea started off the game with the first goal. Becky presented herself well with each centre pass and helped bring the ball down to Yea's shooters. Yea got off to a nice lead. Yea 20, Alexandra 4 Q2. Yea's defensive pressure on Alex's centre pass was strong every time. Caitlyn took a great intercept in the centre resulting in Yea getting a goal. Hannah stayed close to her player with doing that she managed a few turn overs. Yea 35, Alexandra 7 Q3. Alex got the first goal and then quickly backed up by another one. Yea was a little unsettled this quarter but after they scored a couple quick goals they soon settled. There was a lot of turn overs from both sides with the ball going back and forth, so not a lot of goals were attempted. Q4. Yea's pace was quick this qtr which got them the first three goals. ■ Under 14. Division 1. Q1. The sun came out to shine on a tough game for Yea. Unfortunately Alex rattled Yea to the point of fumbles, bad passes and late drives. Even with this challenge saw the girls not give up. Yea 2, Alexandra 8 Q2. The 2nd quarter saw the girls come out with more confidence which was shown by 5 quick goals in the first 5 minutes. The 2nd half of this quarter was a tug of war between the teams to score. Yea 9, Alexandra 12 Q3. This quarter was tough, a position change by Alex brought down the confidence of Yea. Ruby ran from one end of the court to the other to support, attack and defend. Jordan was also quick to help out in mid court when needed. Yea only scored 3 goals to Alex's 8, the pressure was felt. Yea 12, Alexandra 20 Q4. Yea fought back this quarter to score back to back goals. As much as they didn't give up, the girls lost to Alex. It was a fantastic game to watch. RSL boss answers Sir, As President of the Alexandra RSL, having read the article about the Yea-Kinglake RSL Sub-Branch (The Local Paper,June 8), I would like to throw some light on some of these matters and to explain how the rules of membership work. There are four basic categories of membership, Service, Affiliate, Second and Social. Service is for returned service men and women and those that have served or are still serving. Affiliate is for the family member of some one who has served or is still serving, or a member of our emergency services such as Police, Ambulance , CFA/MFB, SES, etc. Second is where a member frequents another RSL and for convenience wishes to be a member there also. Social is for persons who have no family ties with military service, who wish to avail themselves of RSL fellowship. On the membership application form there is a mandatory section for the person seeking membership, to be nominated by a service member and seconded by a service or affiliate member. This could be regarded as sponsorship. If a person wishes to take out second membership it is incumbent on this person providing proof of current membership of another RSL. This is normally done by producing a current membership card or at least a receipt showing current membership status. It must be pointed out that this is the cheapest level of RSL membership, currently being $10 per annum. All other membership fees are as set by individual clubs with a minimum of $25 per annum. It is with due care that clubs need to check with other clubs that a person who claims membership elsewhere is actually a financial member. I see no problem with the request for proof of current membership. In the case where a person wishes to transfer membership from one club to another it is the responsibility of the receiving club to contact

YEA GOLF CLUB PENNANT ■ Kevin Coghlan took out the 2016 Prideaux Cup on Saturday narrowly beating Greg Clements by one point over the two round stableford event. Steve Wealands, an outer radius member visiting the folks for the long weekend, was the day’s winner though carding a fine 37 points. Steve has a great swing and hit the ball well. John Tanner with 35 was runner up, Mick Spagnolo third and Neil was NTP. Carl Maffei once again showed what a great clubman he is. Six of our ladies enjoyed two days Par 3 golf at Kyabram last week and return to Yea GC this week to practice for the July Gender Challenge.
