Ex-Kinglake GP’s registration to be cancelled

■ THE health practitioner registration of former Kinglake GP, Dr Hassan Alkazali, is to be cancelled for 18 months from May 1.

The Victorian Civil Administrative Tribunal reprimanded Dr Alkazali for professional misconduct.

The Medical Board of Australia alleged that Dr Alkazali propositioned a “particularly vulnerable patient” by phone and text for sex.

Judge Pamela Jenkins, Dr B. Burge and Dr A. Reddy oredered that Dr Alkazali must undertake counselling approved by the Medical Board of Australia, at his own expense, before re-applying for registration.

Dr Alkazali must undertake a program of education in relation to the maintenance of professional boundaries, if he wants to work again as a doctor.

He would be banned from have any non-clinical communication by telephone or text with patients.

● Dr Hassan Alkazali “The Tribunal is not satisfied that (Dr Alkazali) will be a fit and proper person to resume medical practice after a period of suspension,” the determination said.

“The Tribunal considers that (Dr Alkazali) would need to go through the process of persuading the regulatory authority that he is truly reformed and that he is a fit and proper person to resume practice, after a period of deregistration,” the Tribunal said. ● More details on Page 11.

Award for Yea CWA stalwart Local Briefs Missing

● Tara Clark ■ Police are appealing for public assistance to help locate missing teenage girl Tara Maree Clark, 15.

Police and Tara’s family hold concerns for her safety.

She is described as 164cm tall, with a medium build and brownish-red wavy hair.

Tara has a nose piercing, a ‘taper’ in her left ear.

■ Yea CWA stalwart Elizabeth Kisler celebrated her 80th birthday and her fellow members had a surprise in store.

Elizabeth was presented with a service award badge and a certificate for 50 years dedicated service to the Country Womens Association of Victoria.

A party was held at the Tea RSL Hall late last month with Elizabeth blowing out 80 candles around her cake.

Elizabeth was secretary for many years and always been a haqrd-working branch member at Yea, and also at the former Wilhelmina night-time branch.

Elizabeth has been heavily involved in local community service including Lions, where she was active in a number of projects including the op shop.

She is wife of retired Yea Shire Engineer, Stan Kisler, and mother of Stanley Jnr.

More wasps on way ■ Murrindindi Shire Council Mayor Cr Charlie Bisset is urging all members of the community to report or destroy nests.

The next few months are likely to see an increase in European wasp numbers, she says.

"Council will act quickly to remove nests on Councilmanaged land and infrastructure, but we really need the community's assistance in identifying these wasp nests locations.

“Once reported our officers will visit our site as soon as possible to destroy the nest.

"Wasp activity is generally concentrated around food sources and they do create a nuisance in our townships near shops and cafe areas.

European wasps can be identified by their bright yellow and black stripe bandings.

Residents aware that there is a wasp nest on their prop-

erty, should take necessary safe steps to remove it, says the Council. European wasp nests are usually found in the ground, but can occupy wall cavities, tree hollows, river banks and other confined spaces.

"The best time to destroy the wasp nest is in evening, when there is the least activity,” says Cr Bisset.

“European wasps react to noise vibrations and can be very aggressive so dealing with them at this time is the safest.

They can deliver multiple and painful stings," the Mayor said.

■ People requiring further advice on how to deal with a wasp nest on their property or to report a nest on Council land can contact Murrindindi Council on 5772 0333.

Yea will be known as ‘Wasp City’

Sir, I have just moved down to Yea from up North and received a copy of your paper. It is the best received in my travels around Australia. So please keep up the good work.

What I see is that the people of Yea need your help urgently. Never have I seen such a wasp plague this bad with little done to stop them.

When in Seymour, a caravaner said “it’s wasp city in Yea”.

If Yea wants caravaners to stop in the town things need to be done as soon as possible, and not let go on.

I tried to have lunch but the wasps were that bad my food went into the bin, wasps and

all. If this problem is left to go on, travellers won’t stop as the word will soon spread.

This will mean that shops won’t get much trade and Yea will get a bad name (‘Wasp City’).

There are lots of travellers, that if bitten, will need hospital urgently.

While here I have a catcher out. It is full in two days. At $4 a recharge, it’s expensive.

When wasps outdo the flies, it’s bad.

I hope you can get things stirred up and help the people of Yea with this wasp problem.

Book on Mrs Kelly ● Cindy McLeish ■ Local MP, Cindy McLeish, showed the value of persistence, when official news came through that electronic 40kmh speed signs will be installed in front of Yea Primary School.

It follows her twoyear campaign to improve road safety.

"I am delighted that the campaign to improve safety in Yea has been recognised by the Victorian Government," Ms McLeish said.

Minister for Roads and Road Safety, Luke Donnellan, has indicated that the new speed signs will be installed soon.

School ignored

■ "VicRoads have considered the circumstances of the location and in recognition of the traffic volume on the (Melba) highway, the often inclement weather and the presence of the flagged crossing, will be installing electronic speed signs to enhance the prominence of the school speed zone,” Mr Donnellan said.

Ms McLeish said that in spite of the good news, action should have been taken earlier.

Public appeal opens

■ The public appeal to raise $70,000 for the Yea Community Centre was launched.

The local paper reported that there was a total of $38,000 already raised, with $1000 per week needed to reach the target.

CEACA chase

■ CEACA - the Continuing Education and Arts Centre of Alexandra - appealed for 800 participants to donate, to meet a shortfall in government funding.

Chair Virginia Linton-Smith said a well attended Committee of Management meeting decided to go to the people for sipport.

“What is principally needed immediately is the interest and participation of all members of CEACA. If funds are not found to bridge the gap this year, a severe curtailment of activities may have to be considered.”

Rodney’s record

■ Yea swimmer Rodney Lawson broke new Australian national record time for the 50mtre breast-stroke sprint in Perth.

Rodney, of Francis St, Yea, was competing in teh Australian Swimming Championships at Beattie Park, against Olympic swimmer Peter Evans.

Rodney shaved 1½ seconds off his contestant’s time to swim the distance in 29.47 seconds. His world ranking became ninth fastest, following the extraordinary swim.

Strath Ck sports

■ The Railway Hotel team from Yea won the Strath Creek tug-o’-war competition. The four successful members were Laurence Coonan, Gavan Coonan, Andrew Bowe and Joseph McCarthy.

Other competitors were Daryl Skinner’s Yea team, the Roughriders (who defeated B. Sloan’s team). Norm Thompson’s team were successful against Webbie’s Whirlwinds and Ian Clark’s Freudian Slip who beat Dave Stewart’s team in the first round.

The woodchop was won by Kevin Harris, followed by Gordon Buckland and Dennis McMahon Jnr.

Hotel changes

■ Yvonne and Malcolm Sissins announced their takeover of the Glenburn Hotel. Jacobs Creek Wines were priced at $4.99; Great Western Champagne was listed at $4.49; and Ben Ean Moselle was on special for $2.99 per bottle.

■ Our advertisement for the Maindample Hotel listed CUB bottles at $17.95 per carton; with stubbies at $19.70 per carton. Cans were priced at $19.95 per carton.

Call to ‘resign’

■ Yea district identity Don Lawson called on the Yea and District Memorial Hospital Board to resign, after it lost community support and confidence.

A Health Department master plan signalled Yea Hospital to become a geriuatric centre, Alexandra to be a surgical hospital, and Eildon to be an obstetric facility.

Mr Lawson said specialist hospitals made sense in large cities, but had no place locally.

300 years for roads

■ “At the current rate, it would be approximately 300 years before all the roads within the shire were sealed,” the Kilmore Free Press reported its local Shire Engineer to say.

That Council constructed only about one kilometre of rural gravel roads per year.

Fire at Toolangi

■ Murrindindi CFA were called to investigate a report of smoke near the Toolangi State Forest, 30 years ago. The report came from the observation post at Mount Despair.

Yea promotion on TV

Station upgrade

■ Wattle Glen CFA fire station is receiving a $500,000 upgrade. Emergency Services Minister James Merlino and Yan Yean MLA Danielle Green were on site last week to turn the first sod.

Local construction firm Keith Miller and Sons Builders Pty Ltd was awarded the contract to build the extension, which is due for completion in August.

The State Government is also rebuilding the station at Plenty.

Cycle Dindi soon

■ Yea and Alexandra Rotarians are combining to organise the Cycle Dindi event on Saturday, April 1 (first weekend of the school holidays) on the Great Victorian Rail Trail.

Funds raised will be directed to the Community Boys Journey, a program that helps youth by involving them in outdoor activities.

What The Papers Say Rail Trail plan

■ Local Council and the State Government are working in partnership to assess the feasibility of a new 65km rail trail from Wallan to Heathcote.

The path will be potentially used by recreational walkers, cyclists and horse riders.

The groups want to know if the community has any concerns about that trail and if they believe the trail will be used and provide benefit to local people.

■ The Burrumbuttock Hay Runners have set off on their 12th trip to deliver droughtrelieving stock feed to farmers in western Queensland.

This district’s contribution to the hay run, consisting of 10 semi-trailers loaded with donated hay, began their more than 4000km journey from Euroa, headed for Muttaburra in central Queensland.

Lights for SES

■ The Whittlesea and Craigieburn SES units will no longer need to rely on surrounding SES groups for lights, thanks to a $39,000 grant from the state government.

The money is part of the government’s $15 million Emergency Services Volunteer Sustainability Grants program.

Whittlesea SES unit controller Gary Doorbar said the lighting platform was essential.

Cultural change

■ Cultural change is needed at Nillumbik Council according to a report by independent investigator Christopher Wren QC. The experienced barrister was handpicked to look into events surrounding the decision to implement the shire’s contentious new planning provisions, C101, last year.

Mr Wren said there was a breakdown in good governance when copies of legal advice were not provided to councillors.

He said staff didn’t “observe proper process” when a letter was sent to Planning Panels Victoria requesting the appointment of a panel before the council decided to do so, and public consultation was “largely inhouse” with a “small number” of people.

■ Coldstream looks headed for a multi-million dollar economic boost as a proposed tourist park received Yarra Ranges Council’s blessing.

■ Rural Victorian first-home buyers will gain as the State Government doubles the regional owners’ grant.

The grant increase, from $10,000, was announced late last week. It is expected to help up to 6000 young buyers over the coming three years.

Premier Daniel Andrews said the changes will make it easier for young people in country Victoriato build andlive in their own community.

The Premier said the move will boost local jobs.

The $20,000 grant will be paid to eligible buyers for contracts signed after July 1, 2017, until June 30, 2020, for new houses, units or apartments valued up to $750,000.

First-time buyers who purchase an existing grant are in eligible for the grant.

Bev, family care educator ■ What made you chose to become a Family Day Care educator?

My children were in child care while I worked. I used Family Day Care and I thought I am going to do that for the days of the week I don't work, so that I can still keep my job and do Family Day Care at the same time.

But then I ended up liking child care better than the job I had.

How long have you been doing Family Day Care?

Twenty years.

If I were to walk into your home on a Family Day Care day what would I see and hear?

A big greeting is important to me when the children come in the door.

You always have to acknowledge the kids, give them a big hug and be happy to see them - which I am. Parents will come in and sign the time sheet.

Usually we have an art table set up and the kids generally go straight to the table.

We will have rice play or boxes and cubbies. There will be a few things set up so that the kid's eyes and minds are taken off their parent.

They love to run around and have a look at everything. The whole goal is to make them feel at home.

What is a typical day in your Family Day Care home like?

Busy! Usually we start off with art and craft. The kids love it. We will spend an hour or so doing different things and communicating with each child.

Some find this easy and some find it a bit harder, and I work with all of them to make it fun. Then if it's nice weather we will go outside to play.

They will have a quick run around before we come back in to wash their hands before morning tea.

Then they will have more free play while I clean up a little bit.

They will then come in for lunch. They set the table, set up their own place mats. And then I will pick the child sitting the nicest to help me serve the lunches and another child will go and get the drink bottles.

Then they will set up for sleep time. They grab their own sleeping bags. This is time where they either have quiet time or they will have a sleep.

Then after rest time we will set up for afternoon tea around 1.30-2 and after that we get ready for school pick up.

● Wendy and Allan Brew ■ A local Strath Creek volunteer writes: “My Sunday mornings are usually spent in church, however this week was Clean up Australia Day and I joined a contingent of volunteers from the Strath Creek Landcare Group who spent their time cleaning up along the roadsides around Strath Creek.

“This is our contribution to maintaining the beauty of our local landscape.

“There are thoughtless people with an amazing mind-set in that they think it is acceptable to dump anything they don't want or can't be bothered disposing of themselves.

“The road up to the Murchison Spur is constantly littered with waste such as computers and old fridges, and this year we picked up a couch, two bed bases and two mattresses.

“Cans, bottles, fast food packaging, cigarette packages and lolly papers are common.

Imagine having to pick up used tissues or an abandoned bike glove ‘christened ‘ by a passing wombat.

“Volunteers work in teams with a ute to each team, and wear high-vis vests. The Council provides clean up bag and gloves.

“Most motorists are thoughtful and pass slowly but some whizz past without a thought for the collectors on the side of the road.

“Our group competes to see who can find the most unusual piece of rubbish. This year we picked up a good tow bar, and a new boxed set of John Wayne CDs. “Having off-loaded our rubbish collection into bins left for us by the Shire, the Landcare Group retired to the Strath Creek Hall, where locals Wendy and Allan Brew provided a slap-up morning tea, with refreshments ranging from party pies and pizzas to mini carrot cakes and cheese cakes.”

Having the opportunity to convey the needs, desires and aspirations of our communities at the big table and advocating for their implementation.

What surprised you most about your role as Councillor?

I can only speak for the current Council but I have been very surprised by the level of collaboration, respect and teamwork amongst all of the Councillors and Council officers.

I was expecting a group of strong willed individuals butting heads over personal agendas with a strong opposition to change and I am very surprised (and grateful) that that is not what we've got.

I much prefer to get away from the touristy areas and see and learn things from a local perspective.

Who inspires you?

I am inspired by any body who works selflessly for the benefit of others.

There are many famous examples who have achieved some fantastic results but I am particularly inspired by the ordinary, everyday people who work tirelessly within all of our communities.

The ones who don't seek recognition or pats on the back, and just get out there and do it.

Dr Alkazali struck off

■ The Victorian Civil and Administrative Tribunal had previously found that Dr Alkazali behaved in a way that constituted “professional misconduct”.

The panel, headed by Judge Pamela Jenkins, said that Dr Alkazali had a “serious failure to maintain appropriate professional boundaries”, and that he engaged in sexualised behaviour; improper advice to a patient; and had been part of misleading and deceptive communications with the Medical Board ofAustralia.

“The Tribunal is not satisfied that (Dr Alkazali) will be a fit and proper person to resume medical practice after a period of suspension.

“The Tribunal considers that (DXr Alkazali) would need to go through the process of persauding the regulatory authority that he is truly reformed and that he is a fit and proper person to resume pratice, after a period of deregistration,” said the VCAT determination.

“The Tribunal has concluded that the specified period of cancellation is necesary to protect the public and maintain appropriate professional standards and the integrity of the medical profession, having par-

The determination said that allegations did not involve a physical sexual relationship.

The Tribunal concluded that Dr Alkazali’s telephone conversation and subsequent text messages were of an overtly sexual chracter, directed at a particularly vulnerable patient.

The Tribunal rejected Dr Alkazali’s explanation that the communications were in the nature of a joke.

“Rather, the Tribunal found that he intended his sexual propositioning to be taken seriously and indeed that is how it was interpreted by the complainant.

The Tribunal said DrAlkazali’s conduct constituted a grave breach of trust.

“The position of (Dr Alkazali), as a respected family doctor, heightened the power imbalance between (Dr Alkazali) and the complainant, which in turn could only compound the shock, hurt, confusion and humiliation experienced by the complainant in response to (Dr Alkazali’s) conduct.

The Tribunal said that Dr Alkazali had been willing to deceive another health care practitioner.

The Tribunal said it was not satisfied that DrAlkazali expressed any genuine understanding or acceptance of his misconduct.

Dr Alkazali claimed he was “traumatised” by 17 notifications made to the Medical Board when he was a GP at Kinglake. The Tribunal heard of many previous complaints.

Council News Time to have your say

● Cr Charlie Bisset, Mayor ■ There is still time for Murrindindi Shire residents to have their say on how the Council should operate.

“The new Council has been busy working on the creation of its new Council Plan which will guide its work for the next four years,” said a Council spokesman.

“As part of this process Councillors want the community, to have your say to help plan and shape a better future for Murrindindi Shire.”

Murrindindi Shire Council Mayor Cr Charlie Bisset says she would like to thank those in the community that have already joined the conversation and encourages those that haven't to have a say before the survey closes on Sunday, March 19.

"Councillors and Council staff have been popping up at a number of community events, markets and community meetings since the survey launched on February 17,” Cr Bissett said.

“We have had a good initial response, with just over 500 surveys submitted in the first two weeks. But there are almost 14,000 people living in the Shire and we want to hear from them all.

Local Sport Yea Cricket Club

■ Last weekend saw Yea travel to Nagambie on Saturday and Sunday for their A-grade semi final matchup, with the winner earning a berth in the grand final.

Yea won the toss and elected to bat first, however the Tigers were quickly pegged back, struggling their way to 4/31.

David Pelosi (18) and Dan O'Dwyer (29) set about steadying the ship with a fighting partnership to move the score along to 69 before Pelosi was out.

This sparked another mini-collapse for Yea, before Matthew Lockhart (23) and Brad Clements (32) came together for a hugely impressive 52 run partnership under pressure to pull Yea up over 140.

The last three wickets fell quickly as the innings came to a close for 143, a slightly below but very defendable total.

Nagambie made a steady start to their chase, reaching 21 without much issue.

That was until Lachie Beattie, bowling one of the quickest spells seen in the SDCA this year, removed one opener with a bouncer, followed by bowling Nagambie's number three in the same over.

The following over Andrew Chisholm struck as well, meaning Nagambie had lost 3/4 and were now teetering at 3/25.

Following a small partnership skipper Cam Armstrong brought himself into the bowling attack with immediate effect, taking a wicket with his first ball, reducing Nagambie to 4/ 42.

This was where the good news ended for Yea however, as the batting side coasted to 4/ 76 at stumps on day one.

Play resumed the next day with Yea knowing if they could strike early and get into the lower order they were still a big chance to win the game.

However some extremely disciplined batting from Nagambie gave Yea no chance, with the Tigers managing only one more wicket, courtesy of Armstrong.

Nagambie ended up comfortably completing the chance five wickets down to win through to the grand final, with opening batsman Luke Nolan finishing unbeaten on 50.

While it was a disappointing end to the season for Yea, it has been a hugely successful season.

Having finished seventh last season to now finishing fourth this year, while seeing their young players come on in leaps and bounds as A-Grade cricketers points to a bright future for the side.

■ The Yea Cricket Club's presentation afternoon/night will be held on Saturday, March 18. The event will commence at 4pm and will include both Junior and Senior presentations. There will be a spit roast provided, and the club looks forward to seeing all there.

Yea Golf Club

■ The final round of the Foodworks Murrindindi Masters was held at Yea Golf Club on Saturday in fine warm conditions.

Despite some late withdrawals a good field of 85 players took part. There were 15 players from Alexandra, 10 from Eildon, 27 from Marysville and 34 from Yea. The volunteer outdoor workers from Yea Golf Club presented the course in good condition after the recent warm, dry weather and the players were pleasantly surprised at the very good green grass coverage on the fairways.

Yea Club Captain, Gary Pollard, thanked the Reddrop family, represented by Norm Reddrop, for their wonderful contribution to golf in the Shire of Murrindindi since the 2009 bushfires.

In the women's section Jenny Coleman from Maryville, was the star performer on the day with an excellent 43 stableford points.

This won Jenny the Mini Masters for the day but also took her to the Murrindindi Masters title for 2016-17. Her best three-round total was 109, five shots clear of Margaret Blair, also from Marysville.

The A-Grade event for the day went to Laraine Callanderfrom Yea with 38 points with Adrianne Anglin, Yea, runner-up with 37. B-Grade also went to a Yea player, Sue Aurisch with a fine 40 points. Margaret Blair was runner up with 39.

The best score in the men's section was 38 points with three players tied. The countback lead to Maurie Frogley from Eildon to take out the Mini Masters. Martin Lowe, Yea, took A-Grade with 38 and Dean Malley, Eildon was second with 37. John Norfolk, Alexandra took B-Grade with 34 points on countback from Joe Tricarico, Marysville. Simon Rouget, Alexandra, also with 38 won C-Grade from Gary Brown on 37.

Local Railway History with Lance Adams

Forgotten stations of the local line ■ When the Tallarook-Yea line opened in 1883 the intermediate locations were 5 mile gatehouse, Trawool, 9 mile gate house, Kerrisdale and Homewood.

Later, after the opening of the line an additional station, Wrights Siding (later renamed Granite) was added to service a granite quarry (supplying granite stone to the monumental trade).

This location was about 3 km on the down side of Trawool.

Over its existence, Granite had two separate stations.

The first one situated on the Up side of the line on the Up end of Falls Creek (recently renamed Trawool Creek) and a later replacement station which was situated on the down side of the line, at the down end of the Falls Creek bridge.

Both platform structures were of wooden construction and just what date the replacement station was brought into use I don't know.

At right is an early photo from circa 1920 of a Tallarook-Yea hauled by a DD class loco on a mixed train standing at the second Granite platform.

This station ceased to exist from the 1950s.

This location situated right at the bottom of the steepest pull on the line (the Granite bank) was spoken about often, by 1950's local enginemen as being a particularly difficult, slippery climb when coming from a standing start on a frosty morning.

This station had long been removed when I came on to the line firing in the 1960s.

Not much remains at this location now, although an earthen mound of dirt, exists on the Up side of the former line near Trawool Creek.

This had nothing to do with the Granite station site, and its origins are unknown to me at present.

Another station that did not survive the 87 years on the Mansfield extension was Balham.

This location just past the Tunnel was originally a construction siding for the line when it was being built in the late 1880s/early 1890s.

A large homestead in the area was Balham which utilised this siding almost exclusively.

In the early 1890s, the Balham Homestead made application to the Railways Department for the spartan amenities at this location to be upgraded to a full station.

The railway department stated that if the station was to be upgraded, the ‘Balha’" homestead would have to bear the expense and not the railway department.

A stand off took place and the siding and site were consequently removed.

When I first came on the line some 70 years after Balham was removed, the previous layout and wooden platform face were clearly visible.

This area was severely ravaged in the bushfires of January1969, and precious little now remains. A walk around the area today would still turn up some archaeological gems.
