MURRINDINDI SHIRE POOR PERFORMANCE

■ MURRINDINDI Shire Council performs poorly in a number of key indicators in the ‘Know Your Council’ performance level summary overseen by the Victorian State Government. Latest figures were released last week.

The Council’s expenditure level per property assessment is $3231.61, compares to an average of all Victorian municipalities of $2948.33.

Workforce turnover, usually an indicator of staff morale, is 16.1 per cent, far ahead of the state average of 11.55 per cent.

Unrestricted cash is 8.38 per cent, compared to the Victorian average of 110.72 per cent.

Local asset renewal as a percentage of depreciation is 49.41 per cent, compared with 75.71 per cent elsewhere in the state, on average.

Country Club Hotel re-opens

■ Publican John Drysdale has re-opened the Country Club, Hotel.

First patrons lined up at the wholly refurbished Yea icon from Monday.

The building has been extensively re-built

by Hedger Constructions following fire.

John Drysdale has re-furnished the premises, which now includes a lift, and new facilities and kitchen.

The upstairs area can be used for Yea community functions. It seats more than 100 people.

The hotel is readying for the heavy snow traffic expected this weekend for the Queen’s Birthday Holiday weekend. Local staff have been employed by the hotel.

News Briefs Teens arrested ■ Police have arrested two teenagers following a brawl at the weekend in Doreen.

The incident occurred about 3.30pm outside a licensed premises on Hazel Glen Drive.

A 24-year-old Doreen man was taken to hospital with serious but non-life threatening injuries.

A 17 year-old boy from Doreen and a 16year-old boy from South Morang were arrested by Police and were assisting with enquiries.

The investigation into the incident is ongoing and detectives from Whittlesea Crime Investigation Unit would like to speak to anyone who witnessed the incident or has further information.

It’s believed up to seven males were involved in the brawl.

Anyone with information about the incident is urged to contact Crime Stoppers on 1800 333 000.

Narbethong plan

■ Submissions made by two people at last month’s Murrindindi Shire Council seemed to help swing a vote to allow a dwelling on a Stoney Creek Ct property at Narbethong.

Paul Thomas and Eileen Hogan spoke in favour of the proposal, even though a Council officer had suggested that a permit be refused.

Refusal at K’lake

■ Murrindindi Shire Council has refused permission for a shed extension on a property at Hill Rd. Officers reported that V. Dimoski was asking for approval to enclose an existing verandah for storage purposes.

Locals lose case

■ Despite his 40-year residency in the Buxton area, Arthur Jones has lost his objection to the Fun Mudder event planned for the area on October 22 at Granite Park Pl. Organiser Nick Bolto said he was keen to work with Mr Jones to enable the event aimed at young people - top go ahead.

Four land owners in the area had expressed their concern about the event to Murrindindi Shire Council.

Must allow progress

■ Redgate Ward councillor Margaret Rae told last month’s Murrindindi Shire Council meeting that we “must allow for progress to occur”. She was speaking about the plan for a service station on Whittlesea-Yea Rd, Kinglake West.

Only Cr Bec Bowles voted for the proposal not to be allowed.

● Margaret Abbey, Shire CEO ■ Murrindindi Shire residents seem unperturbed that their Council is predicting a $1 million loss this financial year, and $½-million deficits in each of the coming 10 years.

Only two people have lodged submissions about the Draft Annual Budget for 2017-18, which is due to be discussed at a special meeting of Council tonight (Wed.) at Alexandra.

One submitter asked about employee costs, legal expenses and intent to borrow.

The Council is asked to clarify legal expenses which are quoted in the range of $248,000-$265,000.

Queries are also asked about why Council borrows $500,000 each year and pays interest, when it was $22 million in reserve.

■ A second submitter is asking Murrindindi Council how cash levels are projected to rise when the Shire is proposing a deficit budget.

Extra police in region ■ State Highway Patrol and licencing officers, as well as members of the Operations Response Unit, will support local police throughout the snow season, conducting targeted operations to ensure community safety in Victoria’s north-east.

Victoria Police will be sending these extra members to assist local police during the snow season this year.

Police will have a seven-day-a-week pres-

ence in the alpine areas, with police and ORU members stationed at Mount Hotham, Falls Creek and Mount Buller from the official opening weekend on Saturday (June 10), for the duration of the season.

Eastern Region Assistant Commissioner Rick Nugent said the assistance from the ORU would give local police a boost during the snow season. ORU members will be paired with local members to utilise local knowledge.

In Our Schools YHS 3-day trek ■ Yea High School Year 12 Outdoor and Environmental Studies class travelled to the Bogong High Plains for a three-day, threenight bushwalk.

Students started at Pretty Valley Hut and walked to Wallace’s Hut, an iconic hut built in the late 1800s.

The walk continued to Edmondson’s Hut. The walk included a 2.5-km trek uphill through a snow gum forest.

Students were able to climb one of the highest peaks in Victoria (Mt. Nelse) with 360 de gree views of the Victorian Alps.

Crazy Hat Day ■ Yea Primary School is holding its Crazy Hat Day tomorrow (Thurs., June 8).

A Prep. Information Night is being held tomorrow from 6pm-7pm.

Grades 3-6 students were due to travel to Quantum yesterday (Tues.) for a science excursion.

Yea Primary School students are due to participate in the Division Cross Country on Friday (June 9).

Young firefighters ■ The Triangle Junior Fire Brigade, hosted at the Buxton Fire Station, is calling on young people aged 11 years and older to consider joining the CFA as a Junior Member.

Membership is open to girls and boys who live in or around Buxton, Marysville, Narbethong and Taggerty.

The CFA has more than 250 Junior Brigades across Victoria. Run by CFA volunteers, the Triangle Junior Brigade provides a range of safe, enjoyable and challenging activities for young people.

A revitalised program for the Triangle Junior Brigade will involve fortnightly activity sessions during each school term.

There is no cost to join and the CFA provides each Junior member with a polo shirt, sun hat, and overalls to wear during training activities.

Junior members are registered with CFA and covered by insurance. Junior members are able to join their local brigade at 16 years of age and elect to remain involved with the Juniors if they wish.

Junior CFA members participate in a range of activities including team building, practical skills, fundraising, first aid, community service, sporting and social activities and excursions.

If you are interested in hearing more about the JuniorVolunteer Development Program, an information session is being held at the Buxton Fire Station on Sunday June 18 between 10am and 12 Noon with a sausage sizzle, tour of the station and the opportunity to talk with current and former Junior members.

PARTY time ■ Alexanndra Secondary College students will be taking 20 Year 10 students to experience the P.A.R.T.Y program at the Royal Melbourne Hospital tomorrow (Thurs., June 8).

P.A.R.T.Y stands for Prevent Alcohol and Risk Related Trauma in Youth. It is a program designed for 15-25 year olds to experience the reality of traumatic injuries.

Review in place ■ The independent reviewer at Dixons Creek Primary School is Darrell Mullins.

He will be conducting the review over two days: July 21 and August 4. The review panel usually consists of: a School Council member, two principals from other schools, the principal and one or two teachers from this school.

The 2016 Annual Report to the School Community has been written and will be endorsed at the next School Council meeting.

Whilst the benefits of using of horses for Riding for the Disabled are proven, the benefits of EAL are yet to be.

"Herds to horses are just like teams to people. Horses require a leader that they trust and respect, just like we would love to have in the workplace," Karen says.

This two-hour Kinglake EAL session involved eight people, divided into groups of two, attempting to control a horse on halter ropes around four obstacle courses.

EAL appears primarily aimed at women wishing to empower themselves in the corporate world.

Yan Yean MLA talks about Black Saturday ■ Danielle Green, Yan Yean MLA, has spoken in State Parliament about the work of local firefighters on Black Saturday in 2009.

“I rise in this place this morning to thank the Deputy Premier and Minister for Emergency Services for visiting the Eltham integrated station ... and taking all questions from career firefighters and volunteers collectively.

“These firefighters were not just from the Eltham integrated station but also from the neighbouring Diamond Creek brigade, where I have been a member and have served over many years, the Wattle Glen brigade, the Plenty brigade and many others.

“This was a very long conversation, very measured, very respectful.

Cool weather tipped for truck, ute show ■ Minimum temperatures as low as 3° are predicted for Sunday (June 11) when the Alexandra Truck, Ute and Rod Show takes place on the Queen’s Birthday Weekend.

Large crowds are expected in Alexandra.In 2009, numbers are said to have exceeded 12,000.

An $80-per-person gala dinner will be held on Saturday night at the Alexandra Secondary College hall.

There will be entertainment on the night from the Tim Farren Band, and laughs with comedian Tom Siegert.

The show dates back to 1996 when 200 people attended the first event.

Organisers say that Alexandra now hosts more than 100 trucks of all descriptions: log trucks, tippers, vintage and tow trucks.

There is expected to be more than 200 utes on display, including B&S utes, working utes, town utes, and chicks utes.

Some 30 hot rods are expected on display, there will be imber harvesting machinery, and a big wood chop with more than 50 axemen.

Poor performance ■ Murrindindi Shire indebtedness, at 30.79 per cent (non-current liabilities as a percenjtage of own source revenue) compares to the ‘all Council’ figure of 24.65 per cent.

The ‘Know Your Council’website figures show that the average Murrindindi Shire Council residential rate (as at 2015-16) was $1021.57.

“Council achieved 61 per cent of its total revised capital works budget for 2015-16 due to significant carry forwards from 2014-15,” Murrindindi Council officer explain at the website.

The findings come as Minister for Local Government, Natalie Hutchins, announced the findings of the 2017 Community Satisfaction Survey, conducted by the Victorian Government on behalf of 68 participating councils.

According to the latest published figures, Murrindindi Council made 8 per cent of its decisions behind closed doors.

Community satisfaction with Murrindindi Council’s consultation dropped further to 45 per cent. By comparison, at adjoining Mansfield Council, the satisfaction rate is at 59 per cent.

Cost of governance is $31,681.86 per Councillor.

Community satisfaction with Council decisions has fallen to a concerning 42 per cent.

“This result is below the small rural average for 2015-16 and a 5 point decrease from 2014-15 and may reflect a response by the community to the decision made by Council with regard to application for a rate cap variation for 2016-17,” the Council says.

Whilst it takjes five days to start a Home and Community Care service in Mansfield community, it takes 12.22 days for Murrindindi residents.

Infrastucture costs in Murrindindi are $20,010.22 per person, compared with $11,699.16 in Mansfield Shire.

Six per cent of the local population lives at socio-economic disadvantage, according to figures from the Australian Bureau of Statistics.

It costs $1758.04 per planning application for Murrindindi Council to run its service; neighbouring Mansfield Shire achieves the same for $1541.49 each.

Some 36.02 per cent of Murrindindi Shire’s library resources are less than five years old. At Mansfield Shire, the figure is 62.70 per cent.

The direct cost per library visit in Murrindindi is $18.93; at Mansfield it is $4.38.

“Three of Council's libraries also serve as customer service centres, with staff undertaking both library and other Council service duties. As such, some costs are unable to be allocated specifically between library and other service functions,” Murrindindi Shire says. Cost of the mother and child health service in Murrindindi is $110.15 per service; at Mansfield it is $66.78 each.

Murrindindi Shire Council is expected to bring down a loss of more than $1 million in the current financial year. The Shire is forecasting a loss of $½-million in the coming 10 financial years.

■ Boil separately and in the usual way equal weights of cabbage and potatoes; when cooked, drain and press the cabbage well; mash the potatoes smooth with dripping or butter. Heat together, adding a boiled onion chopped small. Put an ounce of butter or dripping to each pound of the mixture, salt and pepper in proportion. Heat over the fire for a few minutes, then fill a hot mould. Turn out, and serve. I think the onion improves the dish, but some persons dislike the addition.

75 submissions

■ The cutting of school crossing supervisors and the on-selling of the former saleyards site are two of the biggest issues to come out of Mansfield Shire Council’s proposed 201718 budget.

A special meeting was held for the shire councillors, chief executive officer Alex Green and council’s departmental managers to hear submissions on what ratepayers thought of the proposal.

What they had to say was a resounding “no” to both issues – keep the crossing supervisors, and keep the former saleyards.

More than 75 submissions were received in regards to the proposed budget – an unprecedented response for the Mansfield Shire.

YEA NETBALL REPORTS D-GRADE

■ D-Grade suffered their first defeat of the season, with Alexandra stealing the lead late in the game to take the four points.

Both teams struggled to score in the first quarter with Alex able to take a slight advantage into half-time after an error riddled second quarter by both teams.

Yea had its best term in the third, opening the play up and moving the ball fluently into attack to score 9 goals to 4. Captain Sarah Lobley was a standout at GK deflecting many incoming balls to send the Tigers back forward.

Yea had a three-goal lead as the final term started and the opening minutes went goal for goal. Alexandra soon levelled things again before Yea had a great few minutes of play to push out to a 19-16 lead. With only a couple of minutes remaining, the Rebels played patient but intense netball to score four goals in a row to steal the lead and take the points.

C-GRADE

■ C-Grade came off a three-week break this week, so the Tigers really had to get back into the zone.

The Tigers matched a competitive Alex CGrade side on Saturday over in Alex. It was tough leading up to the match as Alex had a lot of movement in their teams over the season break.

It was an even start from both sides, Yea showing some good passage of play at times, Alex showing more defensive pressure in the first half then the Tigers. Both teams limited the space and shut down all possible drives in attack. Defenders, Deb, Kim, Ruby and Emily had a tough day trying to shut down their tall goaler and their experienced mid court.

In our attacking end Fiona and Jess showed much better movement, presenting well and sharing the workload. Both shooting out an even 17 goals each. For Jess and Fiona to score off every ball it all starts with our attacking line.

Ruby did an exceptional job in C and then moving into GK. Judy, Molly and Jordan are getting better every week, really developing strong connections and working together on game days and at trainings.

It was a strong game by the Tigers, they fought well and just got over the line in the end.

Standouts for the match were the back trio, Deb, Kim, Ruby and Emily who were impressive all game. Well done girls.

■ After handing out a 90 and 60 goal hiding to their previous two opponents the Tigers knew facing old foe Alexandra was going to be much tougher. The girls came away with a 15-goal victory but the match was a lot closer than the final margin.

After an even start to the game, Yea produced an important five minutes during the first quarter which saw them take a six-goal lead to the first quarter. This six-goal buffer was the key to the game, as the margin bounced around thatsix goals for the following two quarters.

At times the Tigers rushed their ball movement and made silly errors allowing Alex back into the game but pleasingly the girls responded to play some great netball.

RhiAldous and Lauren Cronk were tireless in defence and their relentless work in the goal circle forced Alex to turn the ball over on many occasions.

At three-quarter time the Tigers hung on to that six-goal lead and were urged by their coaches to make sure the basics were done well and the rest would follow. Each girl did that and Yea produced a great final term to score 16 goals to 7. Amanda Akers was dominant under the ring with 11 goals for the quarter.

Credit to the whole team for their fierce but controlled to determination to win this game.

Overall it was a fabulous team performance with Cindy Newcomen the coach’s pick for the day for her great drive and work in the goal third.

This also lifted our shooters, Hannah B and Jordan W, to sink some much needed goals.

Caitlyn positioned herself around the ring well and passed effectively to Yea shooters. 14-20 It was goal-for-goal this quarter which allowed Seymour to creep up on the score board.

This put pressure on both sides which resulted in many turn overs. The Tigers managed to keep the pressure on and came away with the win.

A-GRADE

■ It was a slow start this week for the Tigers, major errors on the Tigers behalf resulted in Alex scoring off our centre passes.

Meg, Nikki and Megan showed some good connections in the attacking end, driving strong and hitting the circles edge. Chelsea did an amazing job in centre, defensively and attackingly.

Sarah had a brilliant first quarter in WD, putting an enormous amount of pressure outside the circle, which helped Bridget and Brooke.

Rebounds and communication was the highlight for the defenders.

Due to an injury, play was stopped until the player was removed from the court. Thoughts are with the Alex shooter and we all hope she has a speedy recovery and that we see her back on court when we meet again.

This left both sides playing out the rest of the second quarter (seven minutes) and five more minutes into the third quarter. During this time Soph W and Soph S came out and gave a little more direction and drive to the side.

It wasn't easy to stop and start so credit to both Alex and Yea who stepped back out on court and kept playing.

This weekend we welcome Yarra Junction at home.

YEA JUNIOR NETBALL REPORTS UNDER 16

■ Yea started off strong and scored the first three goals. Jordyn O made great leads towards the ball and passed it nicely in to our shooters.

Defensive pressure from the Tigers was strong which resulted in a few turn overs. It was lovely to hear to hear positive encouragement from the Tigers bench from Hannah C. Seymour 2, Yea 9.

Ruby came on into C and was a great help, using her speed, to help bring the ball down the court. Hannah C's three feet was perfect, putting pressure on Seymour WA. Teagan and Ebony are a great combo in GD and GK getting many rebounds and intercepts. 8 -14 Viv held well on the ring for Yea’s GK throw in. Yea’s incentive dropped a little but hearing encouraging words from the coach on the sidelines the girls refocused and got their mojo back.

UNDER 14. DIVISION 1

■ 1st Quarter. Yea started off with great defence work by Holly (WD) allowing Abby (GA) to get the first goal. Melina (WA) called for the ball well from Jordyn (C) doing a great with her passes. Cassie defended well as keeper and Ruby (GD) kept a sharp eye on the ball. A great exciting start for Yea. Yea 15 to Seymour 1.

2nd Quarter. Yet again a fantastic quick start with Maggie (GA) getting 4 quick goals. Great intercepts by all the girls kept a good lead. Ruby (GD) and Cassie worked well in defence getting a lot of turnovers. Melina (WA) made quick decisive moves down to Abby, Holly kept very close to her opponent. Yea 29 to Seymour 5 3rd Quarter. Grace came on this quarter and did a great job in centre. Maggie kept smiling even after she missed a few goals. Lots of encouragement amongst the girls keeping them hungry to win. Yea 34 to Seymour 13.

4th Quarter. All girls kept close to their opponents. Melina played well in WA and Cassie did some great defending using her height.

Jordyn played well in centre and moved the ball quickly forward. Melina assisted well with Maggie (GS) and Abby (GA) in the goals. An exciting game to watch our girls win easily. Last goal of the game was a flukish shot by Abby, you just had to be there to see it. Well done to all girls.

YEA JUNIOR FOOTBALL REPORTS UNDER 12

■ In the fog of Yea, as hands froze and toes hurt just at the thought of kicking a football, our Tigers took to the field to play Broadford.

It didn’t take long for the leather to warm up and we were again treated to another exhibition with look away handballs and line breaking runs as we jumped out early, 3.3 (21) in the first.

The midfield strength shown from Monty Lawson and Luke Kelderman continued to drive Yea forward. Rhys Harding at full forward presented hard all day leaving the Broadford defence scrambling.

6.4.40 at half-time before Broadford had warmed up and started matching us around the ground and on the scoreboard. The last quarter was testing for the tigers as they showed us what an organised unit they’ve become, holding strong for the win in ice cold conditions.

Not much deserves to be written about the first half as both sides played poorly with only five goals kicked between the two teams.

Alex certainly picked up in the third quarter with six goals to one as they started to find team mates by both foot and hand.

Around the clearances Brent McDonald, Corey Jack and David Bourke were winning the ball and providing Tom Halligan opportunities to use his pace whilst Jedd Hamill provided a target up forward.

In defence Chase Pearce and Andrew Wood kept the Tiger forwards in check as Alex finished off the game with a further three goals to one to double the visitors score winning 11.6 (72) to 5.6 (36).

SENIORS The Seniors included Captain Chris Mullins playing his 200th game along with Jack Elkington and Luke Heard to replace Jacob Brereton, Conor Heaslip and Brent McDonald.

On a fine early winter's day, the Rebels were keen to extract some revenge from our last meeting where the Tigers were too good in the Elimination Final last year.

The ground was in great condition after early week rain as Alexandra won the toss and kicked to the hill end with a big crowd in attendance.

Yea was first to goal at the town end before Alexandra ran the ball around the caravan park side to give Scott Hill a chance but he was astray but Hill soon made amends from closer in.

Both teams were contesting hard and play was scrambly, Alex used the ball with purpose and Brayden Norris finished well but the Tigers kicked the next major.

A strong contest from Rhys Steward enabled Luke Heard to goal from a Yea kick-in as Alex was using the ball well, finding Brayden Norris again and his long kick from near the scoreboard was accurate.

Ryley Norris combined with Ben Cooper for their fifth goal before Yea intercepted an errant kick out of defence for their third goal reducing the margin to 16 points at the first change.

Strong attacking by Cooperand Steve Steiner allowed Will Goonan to goal early in the second as Alex appeared to get on top in general play with Brayden Norris marking well up forward.

A 50 metre penalty enabled Will Goonan to kick a second goal but Alexandra's inaccuracy was the only thing keeping Yea in touch at this stage but they got closer with successive goals.

Brayden Norris, two further goals and Hill extended Alexandra's lead to 55 points at the long break.

Yea reduced the margin with the first goal of the third quarter as Alex added behinds but Hill again goaled from the angle.

Chris Mullins was jumping over the big Yea ruckman and Cooper and Steiner along with Zach Heaslip and Nathan Dundas were on top in the midfield whilst Brayden Norris and Heaslip increased the lead.

Yea with forwards Rattray and Pearce marking strongly and kicking accurately were efficient up forward.

Michael Coombs and Norris again stretched the lead to 57 points at the last change. Unselfishly Norris passed to Hill for his fourth goal as Alex continued to attack but the competition's leading goal kicker Rattray continued to trouble the Alex defence.

Heaslip running into form took a one armed mark and goaled before Cooper burst from the centre in customary style and kicked accurately, further goals to Jack Goonan and Heard finished off the work from up field as Alexandra recorded a 70-point win 22.20 (132) to Yea 13.4 (82).

Best players included Ben Cooper (2 goals), Brayden Norris (7 goals), Stephen Steiner, Scott Hill (4 goals) Zach Heaslip (2 goals) and

A large crowd of players and supporters in the clubrooms after the game saw that the Hedger - Ivey Memorial Challenge Cup was decided as a draw as each Club had three wins from the six games of football and netball.

Members of each of the families were present to present the Cup kindly donated by Cindy McLeish, State Member for Eildon.

This Cup will now be played for at the first meeting of the clubs each season.

On a great day of country football and netball between two Clubs that have been playing against each other since the late 19th century, one piece of news that I received highlighted the day when I spoke to Ethan Richie's dad who told me that Ethan, who was at the games, got a good report from the doctors recently and is doing well.

The gate raffle was won by Kath Anderson, the points margin won by John Westwood and meat tray won by Russell Purcell.

YEA GOLF CLUB REPORT

■ Robert O’Halloran (16) with a fine 38 points won the Stableford competition at Royal Yea on Saturday. He also won midweek as well.

Second was Terry Chaplin (19) on 33 points on countback from Carl Maffei (25) third. Carl won NTP on the 2nd and Bill Dredge won the Club Award.

Sixteen men were contesting the first round of the Prideaux Cup and it was also the special draw of Chook lotto: Peter Keast winning the golf lesson and Malcolm Bett the money.
