■ L ATE vote counting from La Trobe polling booths shows that L abor candidate Simon Curtis had slim victories in only two areas: Belgrave and Tecoma. Greens candidate Tom Cummings won the Kallista booth for La Trobe, but all other polling places in the New Free Press readership area went to Jason Wood, Liberal. Wood registered wins in Belgrave South, Boronia East, Clematis, Cockatoo, Emerald, Ferntree Gully, FTG North, F TG Upper, Ferny Creek, Gembrook, Macclesfield, Menzies Creek, Mount Dandenong, Olinda, Sassafras, Selby, The Basin and Upwey. The swing has local political observers analysing if the vote has impact for local State member, James Merlino (MLA, Lab.) Merlino holds the seat of Monbulk by a margin of 6.1 per cent, and has held the seat for Labor since 2002. As Deputy Premier and Minister for Emergency Services, Mr Merlino faces ● James Merlino heavy opposition from MLA for Monbulk volunteer firefighters over his stance in the Country Fire Authority dispute. ■ Montrose Brickworks Flora Reserve is described as one of those hidden jewels of the Yarra Ranges Shire In its previous life the reserve served as a hub for the construction industry, which is a far cry from the flora park of today. In 1904 the site became home to the Darby Firebrick Company, which was owned and established by local businessman David Mitchell, father of Dame Nellie Melba. The Montrose Brick industry boomed and in 1920 Clarence ‘Clarrie’ Button purchased the brickworks, which was churning out 16,000 bricks per day. The brickworks was brought to a halt by World War II when many of the workers went to war, leaving Clarrie with no choice but to sell the business to Rimington’s Nursery in 1945. The site was used to make flower pots until the 1960s. If you visit the site located on the corner of Montrose and Cambridge Rds, Montrose, you will find no signs of the factories that once stood there. The bushland is crawling with paths, ferns, grasses and tall trees, taking visitors away from the urban suburbs with only a distant whir of passing cars.

■ A former drainage reserve in Ferntree Gully is to be sold by Knox Council to the adjoining owner at 10 Blucher St, for $45,000, plus GST, plus all Council’s costs in relation to this sale.
Worth $1 mil. ■ Streetscape works worth almost $1 million have been completed for Mountain Gate. Knox Council approved $921,989 for the project. The Council has been addressing defects with cthe ontractor along with reconciliation of variations. The contractor is completing outstanding minor works with the supply and installation of additional seat furniture, the June 28 meeting of Council was told.

■ Yarra Ranges Council says it is full steam ahead for a new multi-purpose community hub in Belgrave following last Thursday’s official contract signing. Council CEO Glenn Patterson with Inspiro CEO Karyn McPeake signed the agreement, formally marking the partnership between Yarra Ranges Council and Inspiro. The $9.3 million Belgrave Community Hub will provide a one-stop shop for essential community health services that complement the valuable work provided by GPs in the local area. The project will help respond to a high demand in the Belgrave area for allied health, family and children services and dental services. It will also provide purpose built accommodation for visiting specialist services such as mental health and public dental services and services for people experiencing family violence.

Wanted for Kilsyth assault ■ Mooroolbark Policeare investigating an assault and criminal damage which occurred in Kilsyth last month. Investigators have been told a 29-year-old Ringwood woman was leaving a shopping complex on Mt Dandenong Rd about 10.45 am on Tuesday, June 28. As she drove out of the car park, a man walked behind her car and punched the tailgate several times. The 29-year-old parked her car and approached the man on Mt Dandenong Rd in an attempt to get his details. It is alleged the man then punched the woman to the face

Producer Alyssa Allen visited Belgrave for the weekly Your Town segment and met with town wizard Bai Desi. Maureen Miller, volunteer at Belgrave Op Shop and Dandenong Ranges Emergency Relief Service, told 3AW that Baba Desiis an icon in the town. "A lot of tourists come and want their photo with him," Ms Miller said. "He sometimes sits down with people and has a little talk with them. He's just a presence in the town."

■ The Knox City Council Minutes for its June 28 meeting total 324 pages. Cr Karin Orpen told the meeting that part of the Ferntree Gully Structure Plan is for a pedestrian and cycle shared overpass that will help combat the parking issues at the 1000 Steps and be the missing link in the Lilydale to Belgrave cycle route. Cr Orpen saidthe Coalition Government committed $300,000 if re-elected towards addressing the parking at the 1000 Steps.

Tom, wife Cynthia, and daughter Ellie (and son Kristian), have just celebrated 11 years since opening the doors. The family just completed the installation of 227 solar panels, courtesy of Sun Edison. Metro is the first family run business to achieve that milestone.

Concern about pokies in Yarra Ranges Shire ■ A contribution of $5000 has been requested of Yarra Ranges Shire by the Alliance of Gambling Reform. The request was put to last night’s meeting of the Council, as The New Free Press was being published. The Alliance is comprised of more than 20 Councils, the Salvation Army, the Municipal Association of Victoria, the Victorian Local Governance Association and the Gambling Impact Society. Yarra Ranges Council has a policy in relation to electronic gaming machines (‘pokies’): “Council will also seek to minimise harms through its advocacy, programs and services and by working in partnership with community services, Gambler’s Help and other local governments.” Councillors were told that the invitation to contribute centred on undertaking shared advocacy to reduce th harms from pokies gathering. “Harms from pokies, which are a legal form of recreation in Victoria, are well documented,” said Ali Wastie, Dir-

Belgrave upgrade
■ The Yarra Ranges Shire Council is planning to spend $150,000 on Belgrave township improvements in the coming 12 months. The works are included in the draft budget soon to be voted upon by Councillors.
Sassafras works
■ Parking will be improved in the Sassafras township in the coming 12 months, under plans to be funded by the Yarra Ranges Shire. The sum of $140,000 is to be spent in the Mountain Hwy area at Sassafras, for upgrades to the existing gravel parking area.
Building spending
■ Yarra Ranges Shire is looking to fund a number of building projects in the 2016-17 financial year. The draft budget likely to be approved soon includes funding for $8.1 million tobe spent on community building renewal works and community pavilion improvements across the municipality. Specific projects in the hills area include: ■ $30,000 Burrinja Cultural Centre, Upwey, to undertake a detailed concept plan, ■ $1m Community Sports Pavilion, Belgrave South - with $750,000 in funding $300,000 from State Government, $150,000 from Federal Government, $200,000 from the Sports Club and $100,000 from Bendigo Bank (construction phase), ■ $896,000 Community Sports Pavilion, Upwey (construction phase), ■ $1.43m Monbulk Regional Soccer Centre for final completion, and ■ $261,000 Changing Places facilities (includes Monbulk Aquatic Centre, Yarra Centre and Lillydale Lake).
Money for reserves
■ The sum of $1.43m will be spent on improvements to recreational, leisure and community facilities, including sporting reserves. Local Briefs Coldstream plan
■ A planning scheme amendment for a 29.6 hectare area at Coldstream was due to be discussed at the Yarra Ranges Shire Council meeting due to be held last night (Tues.) at the Lilydale offices. Ali Wastie, Director of Social and Econmic Development, was due to present a report that recommended that the Minister for Planning be apporoached to authorise a Planning Scheme amendment for a building extension at 30-32 Melba Hwy, Yering. The owner wants to extend an existing packing/store building on the property. The site is within a Restructure Overlay and the lotsw have not bveen completely consolidated in accordance with the restructure plan.
Shire’s next meeting
■ The next ordinary meeting of Yarra Ranges Council is scheduled to be held at 7pm on Tuesday, July 26, at the Council Chambers, Civic Centre, Anderson St, Lilydale.
Fatal at Glenburn
■ Police are investigating the circumstances surrounding a fatal collision which occurred at Glenburn on Tuesday last week. Officers have been told a Toyota ute was headed west along Break-O’Day Rd around 6.05pm. The male driver lost control of the car and collided with a east bound Mitsubishi van. The driver of the van, believed to be a man in his 30s, died at the scene. The other driver, a man believed to be in his 20s, suffered life threatening injuries and was transported to hospital for treatment.
Emerald shelter to be removed
■ Cardinia Shire Council is to remove a bus shelter that it owns on Belgrave-Gembrook Rd at Emerald, amidst considerable public opposition. The Council acknowledges that the Emerald Community House has contributed to the appearance of this shelter over a number of years, but says that no formal maintenance agreement exists for ECH to manage the shelter. The Council submits a list of shelters that have reached the end of their life to Public Transport Victoria. PTV then proceeds to install and maintain a standard glass shelter at the nominated locations at no cost to Council. An independent structural engineer’s assessed and recommended replacing the shelter because it was structurally unsound and posed a community safety risk, a Council spokesman said. The Council has agreed to replace the existing bus shelter with a heritage style shelter, in keeping with the character of Emerald village. The shelter is one of seven that have been identified for replacement in the hills area over the coming months. “Council is aware that some people in Emerald are opposed to the removal of this shelter and are staging a protest at the site,” the spokesman said. Emerald Community House has provided Cardinia Council with a copy of a report prepared by a builder who states the shelter “is in sound condition” and “requires maintenance”. “As a result of the protest, Council has received a complaint from a member of the community who has been unable to use the shelter for its intended purpose. “Council does not have a scheduled date for removal of the bus shelter,” the spokesman said.

Tribunal overturns Council decision ■ The Victorian Civil and Administrative Tribunal has overturned a planning permit refusal by Yarra Ranges Shire Council. QV Homes Pty Ltd applied to VCAT Member Christina Fong to issue the permit for a development at Summiot Ct, Mooroolbark. Town Planner Jason Sumner appeared for QV Homes, with Catherine Bennett representing the Council. The permit is for 10 attached dwellings, with 13 trees within the site to be removed. The Council refused to grant a permit for a multi-unit development on a lot of 2576 square metres. Yarra Ranges Council cited reasons of neighbourhood character, being contrary to state and local planning policies, and not meeting local standards.
Ms Fong was told that the land was in a General Residential Zone of the Yarra Ranges Planning Scheme. The Tribunal heard that residential development had been proceeding in the Kilsyth-Mooroolbark area over 60 years. It had resulted in a sense of openness and well-established gardens. “The nature trees which occur widely in thse areas link them with the treed backdrop of the Dandenong Ranges.
The Tribunal was told that a recommendation was in place where the maximum building height was 11 metres above natural ground level, for lot sizes of 1500 square metres or greater. VCAT heard that the purpose of the General Residential Zone was to “respect and preserve” neighbourhood character while allowing “modest housing growth and diversity”. Two refusals in Smmit Ct had previously been upheld by the Tribunal.
Mr Sumner submitted that the design of the development, with substituted plans, responded to the policy text of the site. He said that it respected the open and landscaped front setbacks in the street, a single access point, no on-the-boundary construction, retention of trees, and a landscape scheme. Ms Fong completed an on-site inspection. The character is evolving,” she said. A medium density development of four single storey dwellings had been completed at the southern end of the street, and four double storey dwellings were under construction. Council submitted “without prejudice” conditions for a permit if it was issued. Ms Fong placed a considerable number of conditions in the planning permit for the development.

Fee discount ■ Knox Council is asking the Department of Economic Development, Jobs, Transport and Resources for an urgent amendment to the Domestic Animals Act 1994 Schedule Registration Fees, introducing a new reduced fee category providing for the registration of entire dogs and cats under six months of age at a reduced fee. “This change (would) allow the registration of dogs and cats at a reduced fee allowing adequate time to have an animal desexed to support common veterinary advice to owners that an animal should not be desexed prior to six months of age,” said the motion successfully put by Cr John Mortimore and Cr Joe Cossari on June 28.

Ferntree Gully plan scores the VCAT nod ■ Happy Tex Pty Ltd, which wants to develop land at 21 Westley St, Ferntree Gully, has had a win at the Victorian Civil and Administrative Tribunal against Knox City Council. Tribunal Senior Member Laurie Hewet has ordered that the Knox Council decision be set aside, and that a planning permit with conditions be issued. Town planner Ms E Loke appeared at VCAT on behalf of the Council.
Mr Hewet was toldf that the Mountain Gate Activity Centre is located to the south of the site. The plan for the site involves 13 double storey dwell-
ings, and modifications to existing dwellings. The original application increased the number of dwellings on the site to 18. An amended application from the developer reduces the number of dwellings to 16. Mr Hewet, in granting the permit, said that the Knox neighbourhood is characterised by detached dwellings with large backyards with contribute to the area’s green and leafy character.
