ROSS FUELS THE DEBATE
■ Kinglake musician Ross Buchanan certainly has some influence ... and some friends in high places. Ross performed Kinglake’s latest anthem, The Place I Want To Be, in front of a crowd of several thousand people in the Lakers’ first match for the season, against Emerald. Ross,who lost his children, Neeve, 9, and MacKenzie, 15, in the February 7 fires, wore an Australian flag as a bandana... and called on fuel services to be returned to the mountain. Within days, arrangements were made for a petrol tanker to be at the Kinglake West CFA station, seven days a week, 7am-7pm. Well done, Ross! ● Victorian Premier John Brumby joined in the chorus when Kinglake musician Ross Buchanan performed the local anthem ‘The Only Place I Want To Be’
A LOCAL VOLUNTEER firefighter has been secretly interviewed by Police about any involvement in the Black Saturday blaze that killed 38 people at Marysville, report daily press and TV sources. According to media reports led by John Silvester of The Age, detectives believe the February 7 fire that spread to Marysville was started about 2.30pm near the abandoned Murrindindi Mill. Police had caravans in Yea and Marysville at the weekend in a bid to have members of the public provide more information that might lead to the arrest of the offender. At the weekend, a senior detective denied that Police were close to making an arrest. CFA boss Neil Bibby warned against people turning against the 60,000 volunteers amidst the claims. Turn To Page 7

■ ABC Kinglake Ranges has changed its broadcasting frequency from 97.1FM to 94.5FM. It is hoped that the local volunteer group will take over the station later in the year.

■ Flowerdale won the Black Stump cricket match against Kinglake held at the Hume and Hovell Cricket Ground, Strath Creek, hosted by Don McQueen. The 2010 event is planned for February 7, the first anniversary of the Black Saturday bushfires.

APPEAL LAUNCHED AT KINGLAKE
■ The statewide Good Friday Royal Children’s Hospital Appeal was launched from the Kinglake CFA Station. Appeal Director Christine Unsworth launched the annual event flanked by the captains of neighbouring CFA brigades including Kinglake West, Toolangi, St Andrews, Flowerdale and Glenburn. Also on hand were members of the State Emergency Service and the Community Emergency Response Team. A fire truck with CFA, SES and CERT members left Kinglake on Good Friday afternoon and travelled to Greensborough where they met with other brigades in the region. The trucks travelled in convoy to Melbourne to deliver the collected money at Docklands. Late in the afternoon, CFA members were piped into Etihad Stadium to a heroes welcome by the Victoria Police Pipe Band led by Constable T Bear.

Annual support Local brigades have been supporting the Good Friday Royal Children’s Hospital Appeal for years. Normally they collect money at intersections in Greensborough and raise up to $5000. “We know how the brave CFA volunteers have helped those communities in trouble and now they have again put their hands up to tin rattle and fundraise for the Good Friday Appeal,” said Ms Unsworth. “In the long history of the Appeal and in towns across Victoria there has always been a CFA collector, fundraising coordinator or support group.” “Their continuing efforts, even in these most stressful times, highlight the calibre of these wonderful men and women. “All of our volunteer fundraisers are like family and our heartfelt condolences and best wishes go out to them,” Ms Unsworth said.

■ About 5000 motorcyclists brought the Ring Road to a standstill as they made their way from St Kilda to Whittlesea this month to raise funds for the Bushfire Appeal. One organiser, John Karamouche, said the convoy spanned seven kilometres.

Volunteers at Strath Creek ■ The Hume and Hovell ‘village green’-style cricket ground at Strath Creek was saved in the Black Saturday fires, with the pavilion and residence owned by the McQueen family miraculously untouched. The tool workshop was destroyed, along with 12 residences in the valley. A Flowerdale family who lost everything in the fires have been accommodated at the bunkhouse at the cricket ground. Over recent weeks students and
teachers from Ballarat Grammar School have volunteered their time to help farmers affected by the fires. The Ballarat team has been removing burnt fences, rolling up wire and making ready. Anne McQueen has a message at the Hume and Hovell website for visitors: "What can you do to help? So many people are asking. "Come up and enjoy all there is on offer in this region, please don't stop coming here. Give people encouragement and hope for a bright future.”

ABOUT THE PHOENIX There is no better symbol for the spirit of the people of this region that the Phoenix. The phoenix is a mythical sacred firebird with a tail of beautiful gold and red plumage (or purple and blue). It has a 500 to 1,000 year life-cycle, near the end of which it builds itself a nest of myrrh twigs that it then ignites; both nest and bird burn fiercely and are reduced to ashes. From those ashes, a new, young phoenix or phoenix egg arises, reborn anew to live again. The new phoenix is destined to live as long as its old self. The bird was also said to regenerate when hurt or wounded by a foe, thus being almost immortal and invincible — it is also said that it can heal a person with a tear from its eyes and make them temporarily immune to death. In her previous role as Victoria Police Chief Commissioner, Christine Nixon came under criticism in the columns of the press. But much praise is due for Ms Nixon in her role as Chair of the Victorian Bushfire Reconstruction and Recovery Authority.

Ms Nixon is patient, understanding and stretching to assist. Long Shots asked if she had taken a day’s break since starting in the role after the February 7 fires. She smiled - and said a simple ‘No”. Ms Nixon had been due to go on a threemonth holiday to places including Alaska ... but stepped straight into the crisis role after retiring as the ‘Chief’

Wildlife Victoria volunteers are using Night Vision Monoculars in their search for injured animals in the bushfire areas. Gal Shivtiel, Search Team Leader, says: "This equipment will allow us to head out in the dark, and virtually double the amount of time we can spend in the field."

Big mistake ■ The Brumby Government is working hard to help the bushfire victims. But it has made a big mistake by dipping into the Red Cross Bushfire Relief Fund for $9 million for rubbish and tree clearing. That should be a government spending item. Members of the public didn’t donate money to prop up government tasks.

● Fran Bailey ■ Murrindindi Shire insiders say they were shocked when McEwen MHR Fran Bailey went on ABC radio and called for the dismissal of Council CEO Mark Henderson. “If people are making comments like that on the radio, they should have some common courtesy and speak to people like me and the Mayor and the Council directly,” Mr Henderson said.
● National Park Hotel, Kinglake ■ In the most recent edition of The Phoenix (Apr. 1), we gave space for National Park Hotel operator Craig Lovick and Sharon McCulloch to tell their story of how they fought the Black Saturday fires at Kinglake. Not everyone agreed with their version. One prominent Kinglake businessman challenged The Phoenix on the coverage that we gave, but conceded it was the newspaper’s role to provide a platform for people to relate their stories and opinions, even if people disagreed. Another reader, June, e-mailed: “There are dozens who disagree with the pub owner's version, and locals are currently black-balling the pub as a result.” June remarks: “There are lots of politics in Kinglake and area. Wilde and a range of entertainers will perform at Buckley Hall, Ivanhoe Grammar School, from 6pm-9pm on Saturday, May 16. Tickets, priced at $50 each, cover finger food and pre-drinner drinks from 6pm-7.30pm. The concert, for people aged 18 and over, runs for 90 minutes until 9pm. A raffle will be conducted. All proceeds go towards the Rebuilding Communities Music Appeal, replacing lost and damaged music resources in fire-affected schools and community centres. To The Editor Sir, I live in Smiths Gully, 2km from the fire front of Black Saturday, on alert for a month, and suffering survivor guilt over a lucky wind change that destroyed so many others’ lives and homes. Before then, we felt reasonably prepared for a bushfire, but not now.
Bureaucracy hinders rebuild To The Editor Sir, Local councils and their planning bureaucrats are once again becoming their own worst enemy when it comes to managing the bushfire rebuild. Despite all levels of government agreeing to prioritise the reconstruction of regional communities, bushfire affected families are being held-up by local planning laws. When the State Government committed to allowing homes located in Wildfire Management Overlays to be exempt from the traditional planning permit process, the clear message was that local councils were to help, not hinder. Disappointingly, there have been numerous reports that local councils are taking too long to process native vegetation, heritage, flood risk and land slippage overlays in these regions. This is not good enough. Master Builders urges these council’s to allow the rebuilding process to work as promised and prioritise projects which are occurring as
a result of the bushfires. If they don’t have the staff to do the job, hire more. If they can’t attract them, offer better incentives. The longer it takes to rebuild these communities, the less likely it will be that life can return to normal. We can get our regional towns back on track, but only if we are all kicking in the same direction. - Brian Welch Executive Director Master Builders Association of Victoria

The current native vegetation legislation doesn’t let us do much to improve our situation, so I have started a petition to have the legislation changed. The petition is gaining widespread support across the whole of Nillumbik because a lot of people feel the same way that I do. I am not a member of any lobby group. I am not a developer. I have no hidden political agenda. I love where I live and the bushland around me. I am simply a Mum who watched the horror unfold around her and who is dreading next summer. All I want to do is make my family safer if I cannot evacuate early. ■ A group that accuses the State Government of pandering to the “green movement” launched a bumper sticker campaign aimed at raising awareness of the role ground-fuel plays in the severity of bushfires, reports Kath Gannaway of the Mountain Views Mail. Thousands of the stickers will go out to communities across Victoria after the launch by the No Fuel No Fire Alliance at Fernshaw Reserve on the Black Spur.
M’dindi fire deliberate ■ “Having invested more than 40,000 hours of Police investigation into the devastating fires that raged across Victoria on Black Saturday, Police belive they are close to finding the person responsible for the Murrindindi/ Marysville fire,” reports the AlexandraEildon-Marsyville Standard. Assistant Commissioner Dannye Moloney said he needs cto hear from people who were in the area of Wilhelmina Falls Rd, in Murrindindi.. “We know the fire was deliberately lit and we want to apprehend prosecute the person(s) responsible.”
Trauma sets in ■ “Angry Arthurs Creek and Strathewen firefighters have accused the CFA of letting them down in the wake of Black Saturday,” reports William Jackson of the Diamond Valley Leader. “Nearly two months after the bushfires many of the traumatised volunteers - including six who lost their homes and are living in caravans - were yet to receive a phone call from CFA headquarters. The majority has not received coiunselling or psychological assessment. Some are considering quitting due to the lack of support.” ■ The Phoenix adds: Premier John Brumby noted, when addressing the Kinglake football match, that the Ash Wednesday fires in 1983 saw many CFA volunteers resign. He praised the 2009 volunteers, urging them to stay on.

a voice in the rebuilding process. "This partnership agreement will provide the broadest possible consultation process and allows communities to best address any issues arising for Murrindindi residents," Ms Nixon said. Deputy Mayor of Murrindindi Shire Council, Cr Kevin Bellingham said the agreement would ensure a strong working partnership between the Council and the Authority. "A significant area of the Shire of Murrindindi was devastated by the Black Saturday bushfires and we know the rebuilding process will be a massive task. "We will work closely with each of the fire affected communities to ensure they are able to participate in the planning and rebuilding," Cr Bellingham said. The agreement allows for the establishment of a Committee of Council under Section 86 of the Local Government Act 1989. The Committee's membership will include Murrindindi Shire Councilors and staff from the Authority, the Department of Human Services and the Department of Planning and Community Development. The Committee's primary role will be to focus on long-term strategic management of the rebuilding process and ensure each community's economy, infrastructure and transport, environmental, and health and wellbeing requirements are determined and met. The Committee will also ensure the activities of the Authority, Murrindindi Shire Council and other state and federal government departments are co-ordinated. It will have the delegation to make decisions to assist the longterm recovery process. The Committee will consider recommendations provided by up to six Advisory Groups representing fire affected areas within the Shire of Murrindindi. The Advisory Groups will comprise representatives of local community and community groups which existed before the fires and those which have evolved as a result of the disaster. People who nominated for consultation roles proposed by Council will also be considered. Advisory Groups will be set up to represent the Kinglake Ranges, Marysville District, Flowerdale Valley, and communities along the Melba Highway with potential for Advisory Groups to be set up in Yea and Alexandra/ Eildon.
GRANTS FOR $40,000
■ The Victorian Bushfire Appeal Fund, with an Advisory Panel chaired by John Landy, has announced an additional needs based grant of up to $40,000 for homeowners whose principal place of residence was destroyed in the fires, with a second needsbased grant of up to $16,000 for homeowners whose principal place of residence was damaged. These payments will take into account an individual’s capacity to recover, larger households, elderly people and special needs such as a disability. This new grant is in addition to previous grants. ● David Balfour ■ A special ‘4 The Firey’ night was held on Friday (Apr. 17) at Queensbridge Hotel, Southbank, to show solidarity for the family of firefighter David Balfour who was killed at Marysville in the Black Saturday fire. Auctions, guest speakers and celebrities were attractions of the night which paid tribute to the Canberra man who died in the line of duty a few hours before he was due to return home on the Tuesday ((Feb. 10). Mr Balfour distinguished himself during the 2003 Canberra firestorm with the help of volunteers from Victoria. Celia Balfour revealed her brave husband of 20 years was driven by a sense of duty to return the favour.
POLICE HUNT ARSONIST
■ Operation Phoenix detectives are gathering evidence with the view to laying charges over the Marysville fire that killed 38 people on February 7. Police believe that the fire may have been deliberately lit, and are trackling information that the blaze may have started in the vicinity of Wilhelmina Falls Road at Murrindindi about 2.30pm on Black Saturday. One theory being advanced is that the firebug is a volunteer firefighter who later in the day joined CFA troops in fighting the unprecedented blaze.
‘Inappropriate’ Neil Bibby, of the Country Fire Authority, said some members of the public had “turned” on CFA vouknteers. “We have had people who have taken inappropriate action against our volunteers and tarred them all with the same brush,” Mr Bibby was quoted to say. The focus should be on the good work selflessly dcone by the majority, he said. CFA volunteers undergo background checks befor ebeing allowed to join the organisation and advanced profiling techniques are being developed. Police and CFA are working together on the investigfation.

Kleenout ■ One Kinglake family, who lost everything in the fires, is now $8000 out of pocket because of the financial collapse of the Kleenmaid whitegoods company. The family paid the money in advance to the firm as part of their own rebuilding purchases.
■ Fawkner and Springvale crematoria initially banned bushfire victims, particularly from Marysville, because bodies may have had an asbestos contamination risk, reported Ellen Whinnett in yesterday’s Sunday Herald Sun (Apr. 19). "Shattered families were told their loved ones' final wishes for a cremation would not be granted. Instead, they were to be buried in a grave, and the records marked that the body posed an asbestos risk." The ban was later overturned.

‘Harm’s way’ Both CFA and Police have warned the public not to make premature judgements, not to slur the other 60,000 volunteers who put themselves in harm’s way in the never-to-be-forgotten efforts on that day, and the weeks that followed. A Police source is believed to have leaked information last week that a CFA member lit the fire that quickly moved from Murrindindi across to Marysville. The story was carried by John Silvester of The Age, and also carried by Ten News.

● Amongst the many icons destroyed or damaged in the Black Saturday fire and recovery operations were the memorial gates at the Yea Recreation Reserve, which were ‘collected’ by a fire vehicle at the time of the emergency. The gates were installed as a memorail to leading citizen, Major F.G. Purcell, who died in 1927.
■ An animal remembrance day will be held at Rochford Winery, Coldstream, on Sunday (April 26) at 11.30am. RSPCA Chief Executive Officer Maria Mercurio said the Animal Remembrance Day is an opportunity for the community to come together to remember the beloved pets that were lost or injured in the fires. "It is also an opportunity to reflect on the devastating and unprecedented loss of over one million animals and native wildlife on Black Saturday."

The workshop aimed to identify priorities in order to build to a better, sustainable Flowerdale community. A number of representatives from the CSIRO were there to share their expertise in a range of fields – integrated urban water and waste systems, energy efficient design, environmental science and communication. 54-POINT WIN STARTED RECOVERY
■ “The whole of Australia is proud of you,” said Federal MHR Bill Shorten, prior to the April 4 football game between bushfire town Kinglake and Emerald. A crowd of several thousand people gathered to seeing the Lakers take to the field, after speeches from local Club president Cameron Caine, Premier John Brumby, and the national anthem sung by Federal Minister Peter Garrett with local man Ross Buchanan who lost two children in the February 7 disaster. Buchanan also perfomed a song that won the applause of the local community: Kinglake, That’s The Only Place I Want To Be. The crowd solemnly observed a minute’s silence for the victims of the February 7 fires. The match was the first in the 2009 season fixture for Division 2 of the Yarra Valley Mountain District Football League. Kinglake’s 54-point win was a much-needed boost to the town’s morale, and is a symbol of the “We Can’t Be Beaten’ motto adopted by locals. The crowd participated in many activities inlcuding social drinkls following the game. The Emerald team was extraordinarily gracious in defeat.

News Briefs First Impressions
■ The visit of First Impressions Youth Theatre to Whittlesea may be of interest to young people, aged 13-18, with an interest in theatre, drama, performing arts and media. First Impressions Youth Theatre is a creative group of young people, and can support ideas and projects generated by its members as well as mounting large scale performance projects. FIYT will be running workshops in Whittlesea township from term two, 2009. Sessions are held on Friday afternoons, 3.30pm-5pm from Friday (April 24). The workshops will cover: drama, comedy, improvisation, story-telling and acting skills. These workshops will be run by industry professionals, giving access to some of Melbourne’s best, most highly respected and most exciting artists. CWA does it again ■ Wilhelmena CWA has done iut again - by winning the State Song and Costume Competition for the third year in a row. The ladies won with an item titled The Story Teller. All songs were from Hans Christian Anderson. Music and choreography was produced by Valmai Harris, who is associated with talent shows through each year. Eleven members took part in Section B which comprises nine to 14 performers. ‘Uninteresting footy’ ■ Despite a lovely sunny day and an oval in tip-top condition, Saturday’s football at Yea was about as uninteresting as it could possibly be. Yarra Junction, apparently headed for the chopping blocks in Second Division, could not gvet near the Yea sides. The two early games were hopelessly onesided, the locals scoring more than 30 goals to one. While the visitors did better in the senior game, Yea ran out iwnners by 152 points, 26.23 to 4.3. Peter Cunningham was present with his arm in a sling, following a football accident at school, and Trevor Aldous was off-side with the tribunal. Glenburn icon passes ■ On April 8 (1984), Mabel Rose Franklin passed away in her 92nd year at Leandysill Private Nursing Home, Essendon. She was born at her grandparents’ home, Underwoods, 1892, which was behind the Glenburn Hotel. Four dead trees still stand today where the home was and the gradparents’ grave is on G Muller’s property. Her father Thomas Underwood was Yea Shire president 1878-1879. He married Emma Draper of Arthurs Creek, she passed away at the age of 45, where Baynes Furniture Store is today, where there was a guest house.

■ Mr Race Mathews, the Minister for Arts and Minister for Police and Emergency Services, visited Yea on Thursday (April 12), we reported 25 years ago this week. His visit included a pre-dinner drinks function at Beaufort Manor. Mr Mathews arrived in the company of Mr Max McDonald, member for Evelyn, and Mrs McDonald. They were met on an informal basis by Shire President, Cr I Sharp and Mrs Sharp. Mr Mathews was introduced to Councillors and Shire Officers. In the afternoon, the Minister abd Mr McDonald were taken on a brief tour of the Yea township in the company of the Shire President and Cr Macintyre. The tour took in the police station, fire station and the proposed site for the ambulance station. Later the Minister’s party travekked to Kinglake in the company of Cr Sharp and Mrs Sharp. This took in the Child Care Centre, the site foe the Senior Citizens’/Community Centre, fire brigade and SES buildings. Matters that councillors proposed with the Minister included Police services at Kinglake. The Kinglake district is quite remote from the Whittlesea Police Station, and even further from the permanent station at Thomastown. Because of this remoteness, and the difficult road access, it was felt that the standard of Police service to the district is far less than satisfactory. Difficulties were being had in the district with contacting Police headquarters. Police services at Yea were also proposed for discussion. The Yea Police has recently been strengthened by the appointment of a third member. The problem still exists, however, in handling the large throughput of motorists travelling to the snowfields and Lake Eildon. A manned highway patrol vehicle concentrating on the newly declared Melba Highway would help relieve this problem, it was considered.

FLOWERDALE HOLDS DINNER ■ Premiers in 1982-83, Flowerdale cricketers slumped to second last this season but this did not precent a most enjoyable dinner at the Flowerdale Hotel on April 6, we reported in 1984. Significant statements were those by President Geoff Gillies, when he averred that the club was not dispirited through missing teh four - they had lost some good players, but were happy with the leadership of Nigel Waterhouse. Ex-proprietor of the Yea Chronicle, Mr Tom Dignam and his wife were guests of the club and in thanking them for community spirit over many years, Life Member Russell Collins presented Tom with an inscribed tankard, and Dorry with what she describes as “the nicest arrangement of flowers she has ever seen”. The following ladies were presented with cups and saucers for dispensing afternoon teas: Mesdames Bernice Wearne, Kay Roberts, Jenny Gillies and Terri Roberts.

■ Kinglake was clear winner of the Larry Finch - Garry Wilson Memorial Shield played against the Tigers at the Yea Recreation Reserve on Saturday. Brent Gallicho, the Kinglake forward who booted 10 goals in the first round against Emerald, tallied eight majors in Saturday’s contest at Yea. Luke Nott kicked six goals for the Lakers. For Yea, Patrick McKenna kicked three goals. Strong performers for Kinglake were captain James Walker and Matthew Thomas. Good contributors for Yea included Ryan Akers, David Purdue, Jake Connell, Emmerson Daines and James Clavarino. This coming weekend’s matches sees Kinglake play Yarra Junction at home. The Yea Tigers will travel to ThorntonEildon for their contest on Sunday (April 26).

Larry, Garry honoured
■ Good to see the Yea-Kinglake match honouring two past champions, no longer with us: 500-game-plus Tigers veteran Larry Finch, and Kinglake stalwart Garry Wilson. Larry was a yellow-and-black club legend who played into his fifties prior to his shock and sudden passing. Garry died last year, and was a vital part of the re-borth of the Lakers around 1990. ■ When the two teams meet again later in the season they will play for the Yea Chronicle Shield, which will also become an annual event. This shield has been re-invented from days gone by by when Yea and Kinglake would play for the Chronicle Cup, a contest devised by Ash Long, then-owner of the Chronicle, and now proprietor of The Phoenix.
■ Kinglake Football Netball Club has raised more than $130,000 to help local fire victims. President Cameron Caine says it isan extraordinary amount of money for a small club to raise when so many members have their own problems to cope with after the fires. The money that the Lakers have collected won't be ploughed back into the Club, instead it will be used to help those most in need. Players and Committee members worked tirelessly recently and banked more than $100,000 after a Crown Casino function. Vice-President Danny Heal was instrumental in putting the night together while also helping to organise Kinglake's first game of the season, which attracted more than 2500 fans. Kinglake’s Community Sports Manager, Rick Wall, says the Club's Bushfire Appeal fund is on going

■ A bevy of tennis champions were booked for a 'Back To Tennis' session held at Whittlesea Tennis Club yesterday (Sunday) afternoon (Apr. 19). Purpose of the free afternoon was to offer some respite and entertainment, and say thanks to the countless volunteers involved in firefighting and relief efforts and energise the tennis community within the affected areas. The list of past and present personalities booked to lend a hand included Todd Woodbridge, Alicia Molik, John Fitzgerald, Wayne Arthurs, Paul McNamee, Richard Fromberg, Nicole Pratt and Evonne Cawley.

The Phoenix Stop Press Control burns annoy grape growers Yarra Valley grape growers have voiced anger at the weekend’s control burns during their re-scheduled Grape Grazing Festival. The event was originally timed for February, but had to be re-arranged because of the Black Saturday fires. Growers say the smoke from the burns did not help in attracting visitors back to the Valley.

Murrindindi Shire’s Mark Lettinger believes the local budget for cleaning up properties in that shire will exceed $5 million, with more than 150 contractors so far engaged on projects. An effort is being made to employ local people where possible.
