‘Beau’ died on Thursday at the Chum Creek Wildlife Shelter where he was being given care after the attack at Bundoora.

‘Hope’, who had an arrow fired into the base of her tail and was rescued two days before ‘Beau’, stood by him.

Beau's carer Belinda Gales, of the Chum Creek Wildlife Shelter said: "He showed no sign of any unusual distress or discomfort the day before. At this

A Thomastown man was charged and bailed to appear at Heidelberg Magistrates’ Court on June 25 facing numerous charges including cruelty to animals and committing a wildlife offence.

"Our properties were prepared but the bush wasn't," Dr Harvey said.

“The idea is if you reduce fuel, there is no fire. If there is no fuel, there is no fire.

“Bald Spur Road has never, or the mountain either side of it, has never had a fuel reduction burn.

“The last fire which went through Bald Spur Road was in 1962 and it was a reasonably cool bushfire,” Dr Harvey said.

LET’S NOT REPEAT MISTAKES

■ Gaps in accountability; a bulky bureaucracy with gross inefficiencies; and lack of warnings to the public seem to be recurring themes at the Victorian Bushfire Royal Commission.

Premier John Brumby last week went on record to say that he thought Victorians were starting to “get it” - a better understanding of what happened on Black Saturday, and what is happening in the reconstruction and recovery process.

We wonder.

Bushfire survivors are now going through ANOTHER emergency, one in which they believe they are being forgotten or neglected.

The problems they are suffering seem to be linked to the quite similar gaps in accountability and bulky bureaucracies that didn’t help things on February 7.

Problems at Ground Zero

■ Money is still not getting through quickly to a large number of bushfire-affected people.

Despite the ‘spin’ at various levels of government, a number of services that are needed by people aren’t being provided efficiently.

Some areas and some groups of people - rightly or wrongly have the perception they have been forgotten. They feel alone.

Victorian Bushfire Reconstruction and Recovery Authority Chair Christine Bixon gave a 2½minute interview to the ABC last week where she acknowledged that bushfire survivors have now entered a three-month ‘angry’ stage.

SURPRISE FOR GLEN FISKE

Yesterday marked the four-month anniversary of the Black Saturday disaster. We have consistently suggested to Victorian Bushfire Reconstruction and Recovery Authority representatives - from Christine Nixon, to her PR operatives - that they need to have a weekly ‘conversation’ column to the residents of this area. They have ignored this suggestion, yet we are 17 weeks down the recovery track.

Indeed, the VBRRA communications seem to be evolving into positive ‘spin’, which looks confected, and appears to sometimes aim at talking ‘upwards’ to politicians with a message that all is fine, rather than ‘downwards’ to the people, who know that all is NOT fine.

Last week’s VBRRA Recovery Update newsletter (No 5) has upbeat stories, which are more suitable to a social club newsletter, rather than a disaster recovery action plan document.

Headlines such as ‘Middle Kinglake rises to the challenge’, ‘Extra Cash For Winter’ and columns by John Landy and Ms Nixon are warm and fuzzy ‘spin’. But what about real dialogue with survivors? At The Phoenix, we’re more than happy to help in a positive but real way in this vital process.

● Simon Rogers ■ ABC Kinglake Ranges presenter Simon Rogers had some surprises when he arrived at the Southbank studios on Thursday to conduct the 94.5 FM breakfast program, while Louise Fitzroy was making her way to the Kinglake Neighbourhood House.

Simon was allocated a studio that did not have a phone, so it looked as though he would be unable to do any of the five interviews that were lined yp for the day.

A quick move to another studio in a news break prevented Simon having to do a complete solo performance for the early morning session.

STRUGGLING IN AFTERMATH

■ AKinglake businessman, who has supplied their name and address, but requested anonymity raises the matter of small businesses trying to recover after the February 7 fires: “Being a small business owner in Kinglake and being in touch with a lot of small businesses at ground level, there is growing concern of the viability of people’s businesses.

“Small business owners live and breathe their businesses. Noit only do these businesses allow them to care for their families, but it also helps define them as a person. Often these businesses are family-run, therefore often a family has no other outside income to help maintain them.

“The concerns involve outside businesses being brought into the area to do the business that the local owners need to be completing.

“This will push many families away from their homes to find work, placing more strain on families, by separation at a time when the family unit needs to be the focus.

“Eventually it may cause the sale of people’s homes, either for financial or personl reasons.

“We need time to recover but we also need the opportunities to regain our employment.

Personally we have tried to use local people tohelp us repair our own property even if means waiting a little longer for them to get to us.

“It certainly has made the message Use Local - Buy Local - Support Local - more important for our long-term survival.”

Mitchell interviewed locals about the recovery processs. We hear the program included Strathewen local resident Denis Spooner giving a blast to Premier John Brumy. “He deserved it,” Denis later told Mitchell.

■ The Victorian Bushfire Appeal fund will give $7 million to YMCA Victoria to run school holiday camps for children from bushfire-affected communities.

The school holidays program will cover 16 of the bushfire districts and up to 30,000 children affected by the bushfire disaster.

Launched ■ The Sugarloaf Pipeline Alliance launched a new paramedic service at its Glenburn hub on Friday.

Spokeswoman Denise Hurley says the service will provide emergency assistance to people in communities along the Melba Highway from Yarra Glen to Yea, while supporting project workers. See Page 8

The function was hosted by Ivanhoe Grammar School principal Rod Fraser, who earlier in the week had welcomed Jeff Kennett, Chairman of the Beyond Blue depression initiative, to a leadership breakfast..

Ivanhoe Grammar School has a campus at Bridge Inn Road, Mernda, in addition to its long-established Ivanhoe headquarters.

A number of its Mernda-based students were directly affected by the February 7 fires.

The school’s Director of Development, Paul Walsh, last month made a delivery of TV-video equipment to the Marysville Primary School, without media fanfare.

Ivanhoe Grammar School plans a continuing involvement with providing some further equipment for the Marysville school as it rebuilds.

The Automotive Brands Group, incorporating Autobarn, of which Mr Dumbrell is Chairman, is providing playground equipment for pre-schools in the bushfire region. ● More photos on Page 8

SUPPORT FOR LOCAL CHILDREN

■ Kinglake and Whittlesea communities are host four sessions sto provide practical tips and advice for parents, carers and community leaders with a focus on supporting children and young adolescents after the bushfires.

The sessions are an initiative of the Whittlesea Community Recovery Committee Wellbeing and Mental Health Working Group and the Kinglake Ranges R e p re s e n t a t i v e Group.

The sessions will provide experts in trauma and grief to share down-to-earth, practical tips and parenting strategies.

Each session will also provide an opportunity to explore and gather relevant information, learn what programs are currently available and seek appropriate referral pathways.

The first session was held at Kinglake Community Centre on Friday. It examined the needs of young people (10 to 25 years).

Child and Adolescent Psychotherapist Carol Woolcock and Jane Nursey, Manager Psychology Trauma Treatment Service at Austin Health shared their ideas and discussed support options.

● Peter Hosking The next session will be held from 7pm this Wednesday (June 10) at Whittlesea Community Activity Centre, in Laurel St, focusing on strategies for younger children (under 10 years) with Clinical Psychologist Peter Hosking who has a background in supporting communities experiencing trauma and natural disasters.

Two other sessions for parents, carers and community leaders will be held later this month. The first will be on Wednesday, June 17, in Whittlesea with a focus on adolescents.

This session will feature Annie Norish from the Australian Centre for Grief and Bereavement Counselling and Support Service.

The second session will be Friday, June 26 in Kinglake with a focus on under 10-yearolds and featuring Jane Nursey, Man-

ager Psychology Trauma Treatment Service at .

Members of the Upper Murray Horseman Association sent a team of about 12 people to show the art of horsemastership to local children.

Choir at St Andrews ■ St Andrews Hall will be the venue for a performance by the Out of the Ashes a capella singing group at 7.30pm this Friday (June 12).

There are about 50 members of the choir, formed soon after the Black Saturday fires.

‘Vulnerable must wait’ ■ Files at Seymour’s Office of Housing are bulging with new applications as vulnerable Victorians are forced to join the queue for public housing, says Shadow Housing Minister Wendy Lovell.

“The waiting list for public housing in Seymour increased by 22 families in the March 2009 quarter, taking the waiting list to 243 applicants.”

“The number of families waiting for urgent early housing in Seymour also increased. The early housing waiting list increased by 10 families to 106 applicants.

“An increase of this magnitude in a single quarter is very alarming. Housing Minister Richard Wynne needs to stop making excuses and realise that more needs to be done to assist vulnerable Victorians who are unable to afford or sustain private rental housing," Ms Lovell said.

Bushfire scam alleged ■ Geoffrey Pearson, 55, is to face Court on July 2, to face allegations that he collected 40 cars meant for bushfire victims, but some were sold on eBay and some privatel;y.

Ten cars are alleged to have been sold to wreckers for cash.

“Every person who donated a car was under the impression it was going to be donated to a victim,” Sen. Const. Len Ladner told Bendigo Court.

Rise in violence tipped ■ “Kinglake Police are bracing for a rise in domestic and family-related violence as depression begins to take its toll on bushfire survicors,” reports Mark Smith of the Whittlesea Leader, after an interview with the station’s offer-incharge, Sgt John Elks.

The Tree Project ■ The blacksmiths working on the Tree Project will be demonstrating leaf forging at the events listed below.

These are the final events the blacksmiths will be doing as they wish to finish the leaves in July and move onto creating the branches for the tree.

Stress relief workshops ■ St Andrews resident Jo Debricant will be running a series of free stress relief workshops for community members and professionals affected by the bushfires. Jo is an experienced facilitator with The Art of Living Foundation.

Through the Breath Water Sound Trauma Relief course simple texhniques, such as breathing and meditation are used to relieve stress, improve clarity of thought and create harmony to address the negative repercussions of trauma at the root level.

Containers available ■ Shipping containers are available for people who lost their primary place of residence in the Black Saturday fires.

They can register with Yarra Glen Recovery Centre for a shipping container to use as storage on their properties while they rebuild.

It is believed that 100 shipping containers are available, with free drop off and collection, and free rent for 12 months.

Anyone interested needs to register in person at the Yarra Glen Recovery Centre, with documentation that proves their primary residence did burn down . Suitable paperwork is an insurance letter/assessment or Destroyed Homes grant.

BUSINESS HELP AT WHITTLESEA

■ Economic development is a high priority for bushfire recovery in the City of Whittlesea with a range of initiatives under consideration in partnership with the business community.

More than 120 people attended a special bushfire recovery business dinner to share their stories, discuss ideas for ongoing support and access a range of services and information.

Guest speaker and Macedon Ranges Councillor Helen Relph shared her experiences in business recovery following the 1983 Ash Wednesday bushfires in the Macedon area.

CPA Australia, Regional Development Victoria, Rural Financial Counselling Service, Small Business Victoria and Small Business Mentoring Services provided information about the range of support services available.

Whittlesea Mayor Councillor Mary Lalios said the dinner was very well received and provided businesses with some useful tools to help with the next steps in their recovery.

"Many of the 176 properties directly affected by the fires (in the City of Whittlesea) were home-based businesses or tradespeople who have been severely impacted, as well as the numerous businesses who donated goods and services to assist in the emergency," Cr Lalios said.

● Dr Chris Harvey, of Bald Spur Rd, Kinglake, at the Royal Commission ■ Long-time Kinglake resident Dr Chris Harvey told last week’s Victorian Bushfire Royal Commission that there had been 47 years of negligence by authorities in not preparing the Kinglake bushland against fire.

“The DSE have never been up there to do any burning off, which it would be the state forest which wasn't prepared.

“It was metres deep in places with leaves and debris from 47 years worth of - do we call it negligence? I would call it negligence, but I don't know whether I'm being fair.

“It may well be an inability to perceive the problem or it was easier not to perceive the problem maybe. I don't know. This is my opinion, and I think it is also other people's opinions also.”

Dr Harvey said people became immune to fire warning messages.

“Never having experienced a 47-degree day before, it was quite different. I have discussed this thing with lots of people. The 7th February, it was a culmination of days prior to that. It was eight weeks without any rain.

“Listening to the same warnings from the CFA about "Today is a day of extreme fire danger" - I can nearly do it verbatim for you - "Today is a day of extreme fire danger. Do not use chainsaws, mowers, slashers, welders or grinders outdoors unless it is extremely necessary" and I can't see any necessity to use a grinder on a 47 degree day.

“Now, we have listened to this warning every since the day we came to Australia. My first day in Australia over 25 years ago was going up to Wangaratta when Bright, Wangaratta, everywhere was on fire. I had never seen so many fire engines in my life, and this was coming from freezing cold England to a place that was on fire and it was quite a strange experience, “I can assure you, to have smoke everywhere, and I just didn't know what to do. So we have lived with fire since day one being in Australia. Listening to the - it was almost immune, you were almost immune to the warnings because it is the same - you get football commentators, when they are talking about a football match, they are using incredibly colourful and creative language to describe a guy who jumps up in the air and grabs a ball. He becomes a hero, he becomes a world class player at everything. Okay, it's exciting, but people have become immune to this type of colourful language and when something is extreme, it doesn't get any worse than extreme on any other day, whether it is a 27 degree day or whether it is a 30 degree day and we have a north wind blowing. The factors that go into making an extreme fire danger day are not described to the people who really need that warning. We needed more.

“My dead neighbours, my deceased neighbours, my friends, we needed more information. An extreme fire danger day to us is a day to be vigilant. That is as far as I would describe that.”

Dr Harvey said he wouild never forget the telephone message he received from his neighbour who died in the fires: “Chris, this is Carol Holcombe speaking. It's half past four.

We have been told there is a fire at the bottom of Bald Spur Road and there is no need to worry.

We don't believe it is a problem." And that was it, that was it.”

Royal Commission Briefs CFA issued warnings ■ Supt. Rod Collins conceded last week that although it was technically the responsibility of Victoria Police to issue warnings to the public about bushfires, it was largely done by the Country Fire Authority.

‘Leave it to experts’ ■ Ms Richards, counsel, asked Supt Collins: "According to the manual, it is the responsibility of the control agency to issue a warning. It is the responsibility of the relevant emergency response co-ordinator to ensure that consideration is given to the warning. It is then the responsibility of Victoria Police to deliver the warning. That's not in fact what happens, is it?” --- “No.” “In the case of a fire?” --- “No. “In the case of a fire, essentially the Victoria Police leave it to the fire agencies to issue the warnings and deliver the warnings to the public?” --- “Not only fire. We do that in flood, we do that in anywhere - we do that in the metropolitan area in that, if we have an issue, for example a plume, we don't have the expertise to work out where that plume is going to go. As I said, three to five per cent of business is emergency management. The fire services do. They have scientists and experts who can tell you where that's going to go, so it is not only fire management. I don't think - what you are saying to me just puts another link in the chain. I think it is better off to clearly say to the fire agencies, "You have the expertise, you issue the warnings" and then from a co-ordination point, yes, we make sure those warnings go out.”

Lack of logs explained ■ Supt. Rod Collins explained his level of note-taking on Black Saturday to last week’s Victorian Bushfire Royal Commission: “The way I do my business is I find if I become a note taker in an incident like this where you have to record a lot, I then get distracted from the co-ordination function and the talking, liaise and making decisions.

“You spend more time writing down what you have just said than you do, so I chose to use a designated note taker who wasn't with me all the time, naturally, when I would walk into a discussion with a CFA manager or similar but, yes, that's the reason behind that.”

Supt. Collins later acknowledged there were deficiencies in the system: “That's a failing of the system going forward. With the right IT and the right process underpinning it, hopefully we will fix that.”

Need for improvement ■ Counsel Ms Richards asked: “Having been in the IECC on February, 7 do you think there is a better way to ensure information flow between agencies?”

Supt. Collins: “Yes, undoubtedly, and everyone agrees with that. We were in premises that were not designed for what we were doing, and without exception I think all agencies would accept that.

“It is not the fault of anyone involved. We were in a situation that wasn't the best, the ideal situation. I think the people worked very, very well together and things were done, but if you haven't got, like, good technology to back that up and good break-out rooms and those sort of things.

“At the end of the day the building - the principle and the workings of the people were good, but the infrastructure that underpinned it could have been better.”

Keep it local: Supt.

■ Supt. Rod Collins said there was a need for local knowledge on emergencies to be respected: “Me, for example, Kinglake prior to the fires I've visited twice in my life. So, if I'm making decisions about Kinglake, I've got no local knowledge at all, so you have to use the local input. The question then is how do you get that local person into a centralised position for coordination, and if you do that are you taking away a valuable asset that they need at a local area.”

‘WE HAD A VERY, VERY BIG SITUATION ON OUR HANDS’

■ Senior Victoria Police Superintendent, Rod Collins, the State’s ‘Emergency Response Officer’, was called to give evidence at the Victorian Bushfire Royal Commission last week.

Supt. Collins acknowledged it was ultimately the role of Victoria Police to issue warnings to people being affected by bushfires, but it was the responsibility of agencies such as the Country Fire Authority and the Department of Sustainability and Environment to provide the information for and the content of the messages.

Supt. Collins: “To actually know where that fire was at that time was a difficult situation in this monster of a fire, so we have to look at the way we do things going forward. To me you would be irresponsible if you didn't.

“There is definitely some issues that occurred on February 7 that we are addressing to try and go forward. That was in good intent with the people involved; we just had a very, very big situation on our hands that means we now have to look at what we do and what worked and what did not work.

“But I think primarily the first thing we do we are looking at what didn't go out. To me the first thing we have to do is make sure we can collect the information, very timely, that knows where that fire is, and that becomes the meshing of a lot of different bits of information and probably developing some systems to support that.”

Commissioner McLeod asked if the system for warnings was designed for emergencies smaller than the February 7 fires.

“Do you think the emergency management arrangements that are in place would work best in an emergency which is easier to manage in the sense that it is occurring more slowly? The fire event of course on Saturday the 7th was a very, very fast moving set of events which made it extremely difficult for a complex management arrangement that is in place both at the strategic level and at the tactical level for it to all work perfectly because there are many layers in it and there are arrangements for information to go up and down the chain, which in the force of circumstance on the day worked imperfectly because of the impossibility of information flows being able to move quickly up and down, with people being engaged in highly stressful operational activity.

“Now, if that is the case, and my first question I guess is do you agree with that? Secondly, should there be some way in which the management structure for the event in such a fast moving incident such as it was ought to have the capacity to be streamlined in some way so that it is simplified, so that the layering, if you like, that appears to exist in the formal arrangements doesn't become a burden to management of the total incident or is simply ignored in the process because of the need to get on with taking speedy decisions, such that then there appear to be gaps in the accountability framework and how it has performed during the event?”

Supt. Collins: “I think the first thing that everyone struggled with on the day going forward, timely, which gets back to your comment or your observation, correctly, that generally we have worked over the last few years in these bigger incidents of campaign fires. Every day during summer there is a very quick fire that starts somewhere and the ability of the fire services has been great to jump on that and put it out.

“The problem we then have is the ones we can't stop. Normally, even if we had two or three of these bigger events, events that became monster events, but these bigger events, I think quite clearly - or my belief is, not quite clearly - my belief is that we probably could have managed that.

“If you have an event at Horsham and you have one at Bunyip and you have even a big one at Kilmore, as it turned out, you could probably within the system use that. It is when you get multiple events running and we are trying to use particularly IT structure, because every

● Police Supt. Rod Collins thing now is about information and your accountability is about information that hasn't been designed to carry the load that we want it to carry.

“To me the use of logs has got to go out the back door because if you use electronics they are time stamped, they know where they have gone to, they are your log, but unfortunately at the moment all the services, including I think the permanent services, have a difficulty with that structure.

“We have good IT until you start to want to push down at maps that - I'm not a technical person - but gobble up all these gigabytes and these sort of things and the problem is you can't use them, so you then go back to a manual system.

“So, in answer to your question, yes, some of that may have to be streamlined and maybe it is taken in another step and looked at independently; I don't know.”

Supt. Collins said it was proper that fire control agencies issued the warnings: “The community are dealing with fire services at the local level all the time, through their living with fire programs and all those issues that are there.

They are the experts and they have the respect of the community at a local area. Same with flood, whatever.

“Then, if all of a sudden, when you go to an emergency, police start giving the warning, I as a citizen would say, "What do police know about it?" So we have to do a re-education process. It is not just as simple as doing it. If a decision was made to go that way, there is a whole process of educating the community that needs to take place.

“At the end of the day, we will have - community confidence in different areas in relation to the fire response will be different, but we will rebuild that coming out of this. But I'm very, very careful in emergency arrangements of training and educating the public because public involvement is just essentially. That's the bottom line. Then, on the day of an event, bringing in a new player or someone they don't quite understand.”

The policeman was asked about the “stay or go” policy.

Ms Richards, Counsel: “The "stay or go" policy does not require that people only be evacuated early in the day, does it?” --- “No, but the "stay and go" guidelines tell us that you don't do it in the face of a fire.”

Royal Commission Briefs ‘Nixon arrived at 4pm’ ■ Christine Nixon, then Victoria Police Chief Commissioner, arrived at one of the emergency control centres about 4pm on Black Saturday, the Victorian Bushfire Royal Commission was told last week by Superintendent Rod Collins.

‘Stay or go’ policy ■ Victoria’s controversial ‘stay or go’ policy in the face of a disaster is still in force, Supt. Rod Collins told the Royal Commission last week.

“What is my understanding of the policy up until the 7th, or still is the policy, but looking at that particular policy is that with the "stay and go" policy in relation to private dwellings, effectively, in wildfire areas, is that the decision to evacuate is with the person that lives in those premises.

“So, yes, evacuation is a consideration, but you do it prior; you self-evacuate. They don't use the word "evacuate", they say "go", but if you're going, you are evacuating, that's what you are doing. And you make the decision to stay. That is the policy that I interpret that we don't tell people to evacuate in the face of the emerging fire in this case. Fire is taken outside the - it has evolved outside the normal arrangements in relation to this "stay and go" policy. I think it is called something a little bit longer than that, but "stay and go" is sort of my synopsis. That is what I understood it to be at the time.

“The problem would have been, and when you consider evacuations, is that at 11 o'clock, maybe even later, we were publicly telling when I say "we", collectively the emergency services group - telling people that, "You should have made your decision now," this is before the fires have effectively started, "and you should have enacted your stay and go policy."

2½ days this week ■ This week’s Royal Commission hearings resume tomorrow (Tues.), with another full-day session on Wednesday, and a halfday session on Thursday.

My word!

■ Counsel Ms Richards posed this question to Supt. Collins at last Wednesday’s Royal Commission hearing: “You were also asked to provide a detailed account of steps taken by you to ensure that consideration was being given by the CFA and the DSE to warning the public of the dangers of the fires and to any necessary evacuation, including any briefings to Mr Walshe and the Chief Commissioner. As I understand it, your response to this request is you were responsible for ensuring that and this response is set out at paragraphs 45 to 48 of your statement - you were responsible for ensuring consideration was given to alerting the public to existing and potential dangers arising from the fires. To this end you were focused on the information that you were receiving that related to the fires' location, urgent threat messages that were being issued and the establishment of traffic management points or roadblocks, as we call them here, in the fire affected regions. You were able to satisfy yourself that proper consideration was being given to alerting the public to dangers based on the information that you had to hand, and you also relied on some reassurance from Superintendent McNeil of EMJPIC. Is that a correct summary of your response in relation to warnings?”

Supt. Collins: “That's a synopsis, yes.”

‘Ridiculous’ questions ■ Counsel Mr Livermore objected to some of the questioning put towards Supt. Collins at last week’s Royal Commission: “This line of questioning is just ridiculous.

“For some reason my learned friend wants to set up this witness for some purpose and it is just a futile line of examination, in my submission.”

■ The possibility of home-and-away matches of the Yarra Valley Mountain District Football League at Gallipoli Park, Marysville, is being canvassed.

Stephen Walter, CEO of the League, has been told that the Marysville community might even look to host a YVMDFL final in the future.

And the chance of forming a Triangle Football Netball Club in the future is also on the drawing board.

Marysville man John Phillips has been active in discussions with a number of football league officials over the past month, reports the Triangle News, published by the Marysville and District Lions Club.

Mr Phillips has spoken with Mr Walter; Rob Sharpe, CEO of the Eastern Football League; and Michael Sholly, CEO of the Victorian Amateur Football Association.

“All were extremely supportive towards the idea of locating fixtured games to Marysville when facilities become available, and the poss-

“The new community centre, which Russell Crowe and Luc Longley have generously contributed to, would need to be located at the ovcal and incorporate football/netball facilities in order to attract funding from the VCFL. “Timing wise, it would be great to see something commence in 2010, but obviously that would depend on building schedules, and Council approvals,” “The community centre at Gallipoli Park will need to become the core for these facilities, but additional funding will be required,” Mr Phillips said.

PARAMEDIC SERVICE LAUNCHED

■ A new paramedic service for the Sugarloaf Pipeline is providing an additional life-saving service for local communities from Yarra Glen to Yea. The service, which is initially based at Glenburn, is providing immediate support for workers on the project but is also available to back up existing community emergency services.

Alliance spokesperson, Denise Hurley, said the service could prove critical if any serious accidents occur along the Melba Highway.

“While the service has been established for the workers, it is also linked into the public ambulance despatch,” she said.

“It may be called upon by despatch if the nearest public ambulance is unable to attend or our service can get there quicker and help save lives. It also has four-wheel drive capability to access more difficult terrain.”

The service, supplied by Life Aid, will be based in the Glenburn area for the next few months until pipe laying is completed, and will then relocate to Yea. The service will provide workers with training - such as confined space and breathing apparatus training - and injury management support.

The Sugarloaf Pipeline Project remains on budget and ahead of schedule.

Big week for Glenburn

● Chad Morgan ■ Renowned entertainer Chad Morgan was about to appear at the Glenburn Hotel in a fund-raiser for the Glenburn Fire Brigade’s support tanker appeal, we reported 25 years ago this week.

“Chad Morgan’s first venture into music was at the age of four when he started to yodel,” we noted. “By the timehe was 18 he was writing songs for both himself and others.”

Problems in Yea ■ Yea parking officer Jack Sahlstrom told Council that speed of through traffic entering the town was “most disturbing”. He said semi-trailers were offending: “I had reason to book one person and warn several others re parking. It has been rather quiet.”

Visited University ■ “Mrs Sydney Webb was present at Deakin University (Geelong) when her daughter Virginia (van dan Heuvel) graduated as a Bachelor of Education. She had attended Yea Primary School before attending St Michael’s Church of England Grammar School and Toorak Teachers’ College where she graduated with a Diploma of Education.

Traffic heavy at K’lake ■ Kinglake residents Mr and Mrs L Andrews objected to the granting of a planning permit for the proposed Glenburn Rd, Kinglake supermarket-general store, we reported in 1984.

“Mr and Mrs Andrews bought their propety which is virtually next door to the proposed site on the understanding that it was residential land.

“It is currently necessary for a second person to stand on the opposite side of the road to warn of approaching traffic, when reversing out of their driveway.”

Community bus ■ Yea Shire ha received a request from Kinglake Lions to se if a bus company can be approached for a community bus on a weekly basis to Greensborough Shopping Centre.

“It is thought that the bus could make the journey allowing passengers to have three or four hours shoppingt time at the centre.”

■ Kinglake footballer Neil Owen, a Kinglake West resident, was honoured by the Panton Hill Association after his 400th game. Neil originally played for Kinglake before it was disbanded, and then continued his career with Whittlesea.

“That club held a barbecue-disco where telegrams were read,” we reported in an era before faxes and e-mails.

‘RADIO SIGNAL IS OK’

■ Last week’s edition of The Phoenix quoted a Buxton resident who said she was unable to receive a signal from any radio station at her residence.

Upper Goulburn FM radio station VicePresident Peter Rice told The Phoenix: “Whilst there may be limited commercial and ABC radio services in these areas UGFM Community Radio (Radio Murrindindi) efficiently serves this area and has for quite some years.”

The community station celebrates 15 years of broadcasting this year.

“The transmitter that caters for the Triangle area is 98.5 FM located nearby at Mt. Gordon. Other transmitters are located near Alexandra/Eildon 106.9 FM, Yea district 88.9 FM and Flowerdale/Hazeldene 98.9 FM,” Mr Rice said.

“UGFM is part of the Shire of Murrindindi Emergency Management Plan and takes its role and responsibilities to provide emergency and other information to the Shire very, very seriously.

“In fact on Saturday, February 7, UGFM alerted listeners early to a developing fire near Wandong.

“Later when the Murrindindi Mill outbreak commenced listeners were advised that a fire was rapidly spreading into the Black Range and heading south eastwards.

“This initial warning for the Murrindindi Mill fire was at 3.16m, about 18 minutes after it was first reported. Further very regular warnings/updates were broadcast as the situation developed on the Saturday afternoon and night and over the next month until the fire was declared controlled.

“The station operated under extreme difficulties at times but is proud of the job that was done.”

Mr Rice said that as the fire tore through, the transmitters at Mt Gordon and Flowerdale were destroyed but they were able to have them replaced within a few days with an enormous amount of work.

“UGFM is continuing to give very considerable emphasis to the recovery and rehabilitation phases,” said Mr Rice, who is also the station’s Assistant Manager.

A new satellite studio has been established at Marysville with some programming coming from the temporary village and much more planned for the future as soon as some Marysville area volunteer presenters complete their training.

“UGFM is generally received in all areas of Buxton (and the surrounding area) although I cannot discount some isolated pockets could have have receiving difficulties although these would be very isolated based on our feedback and experience.”

District News Briefs Cash for orphans ■ New funding has been announced for children orphaned by the Black Saturday bushfires. Children and young adults who lost one or both of their parents in February's bushfires will receive tens of thousands of dollars from the Bushfire Appeal Fund.

Almost 50 children and young adults are now orphans because of the fires. Chairman of the Bushfire Appeal Fund, John Landy and Premier John Brumby were in Marysville last week to make the announcement.

"Truly, it's one of the most tragic aspects of the Black Saturday is the fact that these children and young adults have lost their parents," Mr Landy said.

Children under the age of 18 who lost both parents will receive a $50,000 grant immediately, payable to their guardians. They will then be eligible to receive additional money every year.

Young adults who lost a parent will also be give a $35,000 trust fund, which must be used to pay for education.
