CHRISTINE NIXON, Chair of the Victorian Bushfire Reconstruction and Recovery Authority, says she does not believe bushfire funds have been rorted. Yet Bushfire Fund Advisory Panel member Pat McNamara is questioning the integrity of claims made for $1000 payments from the Federal Government. He says that whilst 2000 homes were burnt in the Black Saturday fires, the Government paid 67,000 claims, each of $1000. “When you expect to pay out about $2 million and you pay out $67 million, I guess you could call it a rorting of the system. “I suppose a lot of people app-

ABOUT THE PHOENIX There is no better symbol for the spirit of the people of this region that the Phoenix. The phoenix is a mythical sacred firebird with a tail of beautiful gold and red plumage (or purple and blue). It has a 500 to 1,000 year life-cycle, near the end of which it builds itself a nest of myrrh twigs that it then ignites; both nest and bird burn fiercely and are reduced to ashes. From those ashes, a new, young phoenix or phoenix egg arises, reborn anew to live again. The new phoenix is destined to live as long as its old self. The bird was also said to regenerate when hurt or wounded by a foe, thus being almost immortal and invincible — it is also said that it can heal a person with a tear from its eyes and make them temporarily immune to death. TRIBUTES FLOW FOR RODNEY CRAWFORD
■ It was standing-room-only at Ashton Manor (formerly The Abbey), Diamond Creek, on Friday for the funeral service of St Andrews man, Rodney Crawford, who died on June 7, aged 55, after illness. Rodney Bruce Crawford was born on January 9, 1954, and was the son of Cyril and Lesley Crawford. He was raised in a closeknit community in Reservoir, attending East Reservoir State School and Reservoir High School. Rod was heavily involved in Scouts at 4th Preston and Venturers at Reservoir; played hockey and was a strong swimmer; enjoyed fishing, hunting, shooting and the bush life; was proficient at building; and was an enthusiast for restoring cars, especially his beloved Mini Minor, burnt out at St Andrews on Black Saturday. He worked at ANZ and Esanda, was involved in building and welding projects, and also was a taxi driver. He worked with his brother-in-law ast RMIT for several years. Rod had a 29-year association with St Andrews, with 20 years service as a CFA volunteer. He was a popular patron at the St Andrews Hotel. Rodney and Maree Crawford raised sons Rory and Marek, who are now young adult men. Sister Kaye Maden, and her husband Alan, told of happy days with family holidays at McCrae and South Australia, surrounded by family pets. Alan told of how Rod chose the St Andrews property, and how the home was expanded to 20 squares over the years. Kaye told of Rodney’s cheeky character and his ability to turn events into fun. She remembered his youthful energy, his love for cars, and his ability with projects. Rodney had worked as a child model, featuring on television ads and in catalogues. His red locks of hair, and cheeky smile, made him a favourite for modelling assignments. Celebrant Christine Capewell told of Rod’s working life, his marriage to Maree and their later separation. Mourners heard of how Rodney fought cancer, and then a brain tumour more recently.
FUN DAY AT HURSTBRIDGE ■ A Community Fun Day will be held at Hurstbridge Community Centre this Wednesday (June 17) between 10am-12.30pm. Playgroup Victoria and Hurstbridge Community Centre is inviting all Nillumbik families with babies, toddlers and preschoolaged children to the event at 50 Graysharps Rd, Hurstbridge. There will be free play activities for families to share, including painting, playdough, puzzles and belly dancing. ● Rod Crawford Family members remembered Rodney’s brave fight against illness, and how he re-settled at George Jackson’s property at Strathewen. Rodney had packed all his possessions into a container, and had moved into a caravan on George’s property at Strathewen, near St Andrews. George Jackson lost his life in the February 7 fires. Rodney Crawford was away from the property on the day, and lost everything. In recent weeks, Rod’s health deteriorated, and he again fought the illness as best he could. He was surrounded by family and friends. Rod returned to Epworth Hospital, where he passed on Sunday last week (June 7). A private cremation followed Friday’s service. ■ Editor Ash Long says: The Phoenix joins with the community in extending sympathy to the Crawford and Maden families on their loss. We grew up with Rod in those happy Reservoir years. He will be sadly missed.

Melbourne radio commentator Derryn Hinch said that after the February 7 inferno B”word was spreading, well, like a bushfire that anybody could get money. Just say you’d lost all your belongings or your identification. “People who had safely gone to stay with relatives were putting their hands up for an easy thousand bucks. It was like a malfunctioning ATM that was spitting out fifty dollar notes to all and sundry. “At the time we tried to alert authorities to the scam but it was put in the too hard basket.” Mr Hinch had stinging criticism for the VBRRA Chair: “Well, Ms Nixon, I not believe that nearly 70,000 qualified compensation and if you do, well, nothing much has changed since your deluded days as Top Cop.”

■ Country Fir Authority Chief Officer Russell Rees came under intense questioning at the Victorian Bushfire Royal Commission last week. Mr Rees defended his actions on Black Saturday: “I see my role as not being involved in determining the strategies, but ensuring that the structures and systems are in place to make that happen.” Mr Rees said a wall map that he used in his office on February 7 was now missing. He had progressively used handdrawn additions to the map to track the fires. “I'm not responsible for deploying every single tanker, you would well understand,” Mr Rees tol Jack Rush, Counsel assisting the Commissioners. “We are putting literally thousands of vehicles into the field

■ BP Australia has notified nearly 5000 volunteers from not-for-profit organisations across Australia that they are recipients of free fuel to assist them in their volunteering work. As part of BP's Vouchers for Volunteers program, the oil company is providing $250,000 worth of fuel vouchers to volunteers across Australia. BP's Corporate Social Responsibility Manager, Dr Mark Glazebrook, says BP received around 15,000 applications from across the country. Dr Glazebrook says the recipients are spread across a diverse cross-section of Australia and are performing invaluable roles in the community. He says that because fuel can often be a significant expense for volunteers, this program provides a practical way for BP to say 'thank you' to some of the many dedicated Australians who freely give their time to help others. “Bronwyn and Shane Sparks lost their home at Kinglake during the Black Saturday bushfires,” the community station’s website reveals. “They were cleaning up their block when a stranger approached them and said she had livced in their houise over 50 years ago. “The stranger was Jospehione Otaway, and she comes back to Kinglake every Fridayt to have a meal and relive her memories of the town.”

These advisory groups will assist the Murrindindi Bushfire Reconstruction and Recovery Committee. The groups comprise community members who submitted an expression of interest to Murrindindi Council together with representatives selected from a number of community groups. "Thorough community consultation is a vital ingredient in the recovery process," says Murrindindi Deputy Mayor, Cr Kevin Bellingham. “The advisory groups ensure a broad representation of people in local communities and create a proper and effective forum where their input can be channelled.” Local advisory groups will also have the ability to recruit additional members when a need for a particular skill is required or if representation from a specific section of the community is identified.

■ Murrindindi Council is working with contractors, Grocon, to ease traffic problems on the Black Spur, associated with transporting the large amount of waste from Marysville. The Council has been working with Grocon, the Victorian Bushfire Reconstruction and Recovery Authority and the Environment Protection Authority to establish a new waste cell at the Alexandra landfill. This cell will be used to dispose of bushfire waste from properties in the Marysville district, alleviating the need for the heavy vehicles involved in the clean-up process to travel over the Black Spur. The new cell has been designed and constructed in accordance with EPA requirements to contain solid inert waste. The cell has been lined with a 600mm layer of compacted clay covered by a 300mm drainage

■ New rules are in place to distribute free firewood to bushfire-affected residents in the eastern-half of the Murrindindi Shire. The Murrindindi Council has developed the plan with the Berry Street organisation "to ensure the available firewood is more closely targeted to those who need it most". It aims to particularly target those seeking emergency relief or to those residents who have a Health Care Card. A central distribution point has been established in the east of the shire replacing the previous stockpile sites in Buxton and Marysville. The new plan sees council contractors continuing to split bushfire salvaged trees into firewood. Berry Street is coordinating distribution activities with a range of volunteer groups to arrange home-delivery to individuals living within the shire. “The new plan is designed to ensure firewood

RADIO TRANSCRIPTS GIVEN AT HEARINGS
■ Word-by-word transcripts of the broadcasts by 774 ABC and 3AW radio stations on Black Saturday have been submitted to the Victorian Bushfires Royal Commission. The Commission was told on Thursday that a typed series of transcripys had been prepared as had a CD. Media Monitors had provided the recordings from the commercial station 3AW. Mr Cleeland, counsel appearing at the Commission said: “Mr Chairman, we think given the focus of this Commission at least at this stage is primarily on information and warnings that were given to the Victorian public during the currency of the fires, and for that reason we submit that this is important material for the Commission to receive, both the original transcripts and indeed the summaries now provided which seek, as was suggested yesterday, Mr Chairman, to draw together both the website warnings and indeed the information on radio.” Counsel assisting the Commission, Jack Rush, warned that some of the radio transcript material was “innacurate”. Questioned at the Royal Commission, CFA Chief Officer Russell Rees was asked to review material that was broadcast on the ABC, 3AW and 91.1 about fires, starting with the Bendigo blazes on Black Saturday. He was alswo asked about the fire at Ferntree Gully. Mr Rees: “At this point in time, understanding that we have got fires, of the East Kilmore fire and the Bunyip fire, we have got a range of fires down around Narre Warren, Harkaway, and this fire probably is the fire of most significant potential on that day that did not develop into a major fire. “If we look at that fire, it is at the base of the Dandenongs in Quarry Road. It was on the side of the road and edging into the forest. If you look at that amount of forest that's beyond it and the lay of the land, I believe the fact that this fire was suppressed is an enormous achievement given the deployment depletion that would have occurred in this part of CFA's area committing to those range of other fires. “I have a view that if we had lost that fire and it had gone up the escarpment of the south face and west face of the Dandenongs, I know that we have had a terrible tragedy on February 7, but the suppression of this fire along with a number of others indicates to me that it could have been far, far worse. “I don't think anyone under appreciates the risk in the Dandenong Ranges, but if you just look where that fire was, the topography, the history of fires in that area back to the '60s, to 1997 and now, I believe that was not only a significant achievement, but it is testament to CFA and the fellow firefighters, our fellow agencies that we were able to achieve that. I just cannot predict what would have happened if we had lost that fire.” Mr Rees was asked how e thought the system of warnings performed on Black Saturday: “Given the mechanisms we had in place, the planning that we had put in place, the use of the various sources and resources, I believe our people did the very best they could to provide information and that there was quite significant information provided particularly for those fires in the, I will call them the country areas, on the country radio, quite significant. I have previously talked about, and we have discussed the short comings, the content and all those other factors, but given where we were there was an enormous amount of information both before and during the day.” Commissioner McLeod: “Mr Rees, could I just make the comment that it seems to me that was a fairly qualified comment which was prefaced by your reference to given the resources that were in place and the systems that were in place, you went on to say your members did the very best they could have done on the day, and I don't think that's so much in question, the real question for us is were the resources that were in place and the systems in
place adequate for the event. Now, I'm not asking you to give a definitive answer to that at this point, but I simply make the point that I think that was a fairly qualified response to that question?" Mr Rees: “Yes. We could argue - we could put the point for a very long time that the language in the messaging could have been better, the way you put the messaging together could have been better, and that's the qualification I wanted to put.
