I have had the pleasure of serving the National Guard Association of Texas since
2005 in several roles, including unit director, secretary/treasurer, vice president, president-elect and now as president. During that time I have witnessed the growth of the organization on so many levels. NGAT is now more fiscally sound than at any other time in its fifty-two year history. Membership, while low in percentages, is still one of the largest dual membership organizations of its type in the nation. We have successfully hosted a national conference, bringing thousands to our state’s capital. We host legislative events and impact legislation in both Austin and Washington. NGAT provides the back-office support of the newly created Texas Military Forces , Caucus in the state legislature. During the recent change of command ceremony held at Camp Mabry, MG Jose Mayorga (NGAT Life Member) was commissioned an Admiral in the Texas Navy by Senator John Cornyn. He was also awarded the Legion of Merit and Texas Superior Service Medal for his outstanding years of military service and accomplishments as the 50th Adjutant General of Texas.

PATTERSON PROMOTED TO BRIGADIER GENERAL (BREVET)
217 TRS COMMANDER LEADS TEXAS MILITARY FORCES DISTRICT 10 When disaster strikes Texas, the Governor may call upon the Texas Military Forces (TXMF) — Army National Guard, Air National Guard and State Guard — to work hand-in-hand with the state’s Department of Public Safety and assist with emergency operations under the Defense Support of Civil Authorities (DSCA) program. To facilitate emergency relief efforts, Texas is divided into 22 Disaster Districts. Each district has emergency management elements trained, equipped and organized under the National Incident Management System. The 217th Training Squadron Commander and NGAT Life Member Lt Col Jim Marrs was recently appointed as the Texas Disaster District 10 Commander. Out of the 22 Disaster Districts, only three are commanded by Air National Guardsmen. As District 10 Commander, Colonel Marrs assumes command of all TXMF personnel in 13 counties — Coke, Concho, Crockett, Irion, Kimble, Mason, Menard, McCulloch, Reagan, Schleicher, Sterling, Sutton and Tom Green — when the Governor declares an emergency. Working with civilian leadership in his district, Colonel Marrs is charged with ensuring the TXMF personnel under his authority assist with protecting the critical infrastructure and more than 150,000 people in the district. NGAT Life Member and Minuteman recipient COL (Ret) Larry Patterson was recently promoted to Brigadier General (Brevet) by MG Jose Mayorga during a ceremony held at the 56th Infantry Brigade Combat Team Armory in Fort Worth. During the ceremony, Patterson was also awarded the Silver Order of the De Fleury Medal from the U.S. Army Engineer Association. H

TEXAS WELCOMES 51ST ADJUTANT GENERAL Story by SGT Joseph Pugh
The Texas Military Forces welcomed its 51st Adjutant General during a change of command ceremony held at Camp Mabry in Austin. MG Jose S. Mayorga relinquished command after nearly two years of dutiful service. Maj Gen John F. Nichols assumed duties as the new adjutant general of Texas, following two years as the Assistant Adjutant General (Air) and Commander, Texas Air National Guard. U.S. Senator John Cornyn took part in the ceremony, passing the flag for the Texas Military Forces from the outgoing to the incoming commander. MG Mayorga expressed his gratitude to his troops, saying, “Thank you for your service to our state and nation. You represent a very small segment of our society and are truly a remarkable group of individuals. You are the very best our state and our nation have to offer.” As commander of the Texas Air National Guard, Maj Gen Nichols was responsible for almost 3,500 Air National Guardsmen throughout the state of Texas. Maj Gen Nichols earned a bachelor’s degree from the U.S. Air Force Academy in Colorado Springs, Colorado. He graduated from the Squadron Officer School, the Air Command and Staff College, the Air War College, and the U.S. Air Force Fighter Weapons Instructor School at Nellis Air Force Base in Nevada. As a command pilot with more than 3,000 hours in a fighter aircraft, he held a series of distinguished assignments. After completing an active duty tour, Maj Gen Nichols joined the Wisconsin Air National Guard in 1992. At Madison, he was the chief of Wing Weapons, the 176th FS Operations officer, and the 11th FW Operations Group commander. Maj Gen Nichols joined the Texas Air National Guard in April 2000. He served as the vice commander of the 149th Fighter Wing from April 2000 to March 2002. Before assuming the position of Commander, Texas Air National Guard, and Assistant Adjutant General (Air), he was Wing Commander of the 149th Fighter Wing in San Antonio, Texas. The NGAT Legislative Committee had a very busy and successful year in FY09-10, and has a full slate of activities planned for FY10-11. Several key legislative goals were secured, and NGAT members were also very active in communicating with our Congressional delegation.
L E G I S L AT I V E TA S K F O R C E ACTIVITIES
E M A I L / FA X B R I G A D E NGAT members have been very responsive in writing to Congress in support of specific legislation. This past year Texas ranked third in the nation in the number of messages sent to Congress through the NGAUS website, sending 8146 messages to members of Congress. This year we hope to generate over 12,000 messages. If only 1,000 of our members would commit to sending one message a month, we can reach this goal and hopefully achieve some notable legislative successes. Watch for email alerts, or logon to ngat.org to keep informed.
The Legislative Task Force visit to Washington D.C. this year was reduced in scope compared to previous years due to the imposition of a freeze on earmarks in appropriations legislation, eliminating the need to present a TXNG priority funding list. Instead, a small NGAT delegation met with key members of the Texas delegation and pressed several personnel issues. NGAT did host its annual Congressional Staff Appreciation reception, which was well attended by members and staff. We are making plans to return to Washington D.C. in late spring in conjunction with a proposed visit by Major General Nichols to meet members and staff, and host another legislative reception for the Texas delegation.
K E Y L E G I S L AT I O N PA S S E D A key legislative victory this past year was a provision in the FY 2011 National Defense Authorization Act that allows TRICARE beneficiaries to keep their dependent children insured on their own plans up to age 26. The TRICARE Management Activity office is tasked with coordinating all the details. Although the new program will not formally take effect for several months, it is important to note that the government will pay the bill for any eligible health care costs incurred retroactive to 1 January 2011. Remember to keep copies of all of your bills if you plan to enroll your children in this program. You will be able to submit claims for reimbursement when the program is finally implemented. There will definitely be an additional premium to be paid for those dependents between the ages of 21 and 26. TRICARE fees/deductibles were frozen again last year, and after considerable pushback from the military community, Secretary Gates has taken this off the table for the current year’s budget. However, this is a battle that may surface in either the House or the Senate as cost-cutting measures are considered and debated. Medicare reimbursement rates for doctors were due to be reduced, but have been postponed once again. This is an important issue for us, since TRICARE reimbursement rates are tied to the Medicare rate. If reimbursement rates fall for Medicare, then fewer doctors will continue to accept TRICARE.

While NGAT will pursue initiatives designed to enhance or expand benefits for current, former, or retired members of the Guard, it is important for our members to realize that the current Congress is not only unfriendly to increasing government expenditures, it is looking to reduce costs wherever possible. Your Association finds itself as much engaged in trying to retain existing benefits as in trying to expand benefits. We believe the next few years will be critical in securing existing benefits from radical cuts. Our legislative priorities for 2011-2012 are much the same as for the last few years, illustrating how difficult it is to secure expanded benefits, and how important it is to recognize and defend against attacks on existing benefits. In addition to supporting the federal and state initiatives of the Adjutant General, NGAT is pursuing the following priorities for our members:
FEDERAL
receive military retirement pay by one year for every two years served after 20 years. Duty Points: Remove the annual limit on inactive duty points that can be applied to retirement. Title 32 Benefits Parity: Eliminate the lack of benefits parity between duty performed under Title 10 (federal authority) and Title 32 (state authority) by allowing military service under Title 32 to be creditable for the same purposes as military service under Title 10.
HEALTH TRICARE: Remove fee determination from DOD to the Congress. Continue to block any proposed health care fee increases, enrollment fees, or increased co-payments or deductibles. Prevent any erosion of existing benefits (pharmacy, quality of care). Provide TRICARE Prime coverage to all drilling Guard members. Block any reduction in TRICARE/Medicare reimbursement rates for physicians. Health Insurance Premium Offset: Allow Guard families the option of an equivalent offset to civilian plan premiums during activation. Pre-Tax TRICARE Payments: Allow uniformed services retiree beneficiaries, their family members and survivors to pay TRICARE enrollment fees and supplemental insurance premiums with pre-tax dollars. Dental: Provide all Guardsmen coverage under the TRICARE Dental Program (TDP) to include an annual dental examination at no cost to the member and full payment by the TDP of any dental treatment needed to bring the member into a Dental Class 1 or 2. Post Traumatic Stress Disorder Assistance: Fully fund PTSD/TBI care and research initiatives. Partner with health care entities to seek funding for community-based programs that mitigate, treat and help overcome the damage of service family post traumatic stress disorder.
OTHER Employer Tax Credit: Authorize federal dollar-for-dollar tax credits to employers who make up negative salary differentials of their deployed Guard and Reserve employees. Provide employers a tax credit for compensation paid during the period employees are performing service as members of the Ready Reserve or the National Guard. SSAN Taxes: Lower the tax on retirees’ social security benefits from 85 percent to 50 percent.

State Missions and Training (TXSG): Recommend that the full funding of $1,068,366 be restored to the biennium budget for missions and training funding for the TXSG, including Operation Lone Star. Transferability of Benefits: Fund unlimited transferability to dependents of both the Post 9/11 Veterans Education Assistance Act of 2008 and the Montgomery GI Bill benefits. Colonel Tony West was awarded the NGAT Minuteman Award in recognition of his outstanding service to the Air National Guard, the Texas National Guard, and to the National Guard Association of Texas. Colonel West has served over thirty-six years in the Armed Forces of his country, including service on active duty, in the Ohio Air National Guard, the National Guard Bureau, and in the Texas Air National Guard. His service has been marked by a commitment to excellence, a care and concern for his people, and proven leadership. Colonel West served on active duty as an enlisted airman, then served in both enlisted and officer assignments in the Ohio Air National Guard. Following service in the National Guard Bureau and graduation from the Air War College, he returned to NGB as the Executive Officer to the Director of the Air National Guard. Following this Colonel West became Director of Security Forces of the Air National Guard, and led the largest mobilization of Security Forces in Air National Guard history in response to the attacks of September 11, 2001. In November 2002, Colonel West was assigned as Director of Staff for the Headquarters, Texas Air National Guard. In 2008, he assumed command of the Joint Counterdrug Task Force. Since 2010, he has served as the National Guard Liaison Officer to the Commander, NORTHCOM. Colonel West has long been an active and committed supporter of the National Guard Association of Texas. He is an NGAT Life Member, and served on the NGAT Board of Directors from 2006 to 2010. He is also a member of the National Guard Association of the United States, and served on the Homeland Security Task Force. He was Vice Chairman of the 132nd Annual Conference of NGAUS hosted by Texas in Austin in August 2010, and currently is chairman of the NGAT Resolutions Committee. H

TSgt Andrea Marqueses first became active in NGAT in 2006, when she attended the EANGUS National Conference in Salt Lake City, Utah. In 2008, she was elected to the NGAT Board of Directors, serving as the youngest and most junior member of the Board. In 2009, she was appointed by the Adjutant General of Texas to the board of the Texas National Guard Family Support Foundation, and currently serves as Vice-President of the foundation. TSgt Marqueses is an NGAT Life Member, and a member of the Enlisted Association of the National Guard of the United States. She has been a volunteer worker at several NGAT conferences, and also worked as a volunteer at the 132nd Annual Conference of the National Guard Association of the United States held in Austin in August 2010. Annual membership has continued to drop over the past quarter. At the end of February 2010, Annual Conference, we had 342 active annual members, 163 retired/former Guard annual members, and 127 TXSG annual members, for a total of 632 annual members. This year, as of the end of February, we have 239 active annual members, 130 retired/former Guard annual members, and 101 TXSG annual members, for a total of 470 annual members. We do get a considerable number of people who renew their dues during the annual conference, so current numbers may be slightly higher.
Our membership in national organizations remains overall poor. In NGAUS, our membership percentage remains the worst in the nation. Last year we had only 177 active members and 162 retired life members. In EANGUS, our membership has also fallen considerably. This year, we have 230 annual members and 129 life members. We encourage all NGAT members to assist us in expanding membership to the next generation of Guard soldiers and airmen. H

136TH AIRLIFT WING DEPLOYS TO AFGHANISTAN Fighting in the rocky mountains and desert sands of Afghanistan, a timely airdrop of equipment can make all the difference to the American and Coalition fighters on the ground. Providing those vital supplies will be the mission of the approximately 140 members of the 136th Operations and Maintenance Groups who boarded a C-130 for the long trip to the desert on March 18, 2011. For many of the deploying Airmen, this was not their first time to put their civilian lives on hold and answer their nation’s call. For some, this deployment represents their tenth, eleventh, and even twelfth time to fly cargo, personnel, and medical evacuees in support of their fellow warriors overseas. The 136th Airlift Wing, in support of Operation ENDURING FREEDOM, has deployed over 1,000 Airmen over the course of 23 Air Expeditionary Force deployments since 2003. The Texas National Guard Family Support Foundation (TXNGFSF) was awarded a $160,000 grant from the Texas Veterans Commission (TVC). Funds from this grant provide for temporary, emergency financial assistance for TRICARE Reserve Select (TRS) and TRICARE Dental Plan (TDP) and medical and non-medical expenses. Currently enlisted service members in the rank of E1 to E6 are eligible to apply. Service members who receive assistance through this grant will also receive a referral for TVC employment counseling and other TVC services. H When you join EANGUS, you become a part of your state association NGAT. H To identify yourself as a professional member of a professional organization. H Your dues help pay for legislative advances at the state and federal level to keep the National Guard strong. H A grant of $500 is available from the “We Care for America” Foundation for Guard members and families in severe financial crisis. H EANGUS Members and family members are eligible to apply for several educational scholarships valued from $500 to $2,000.
EANGUS membership is included in the NGAT Annual Membership through 31 December 2011. Later this year, the NGAT Board of Directors will review annual membership fees to determine if a dues increase will be required. Effective 1 Jan 2012, EANGUS Annual Membership fees will increase from $9.00 per year to $12.00 per year. Membership applications are available at www.ngat.org or at www.eangus.org.

You will find plenty of beer and brats at this year’s NGAUS conference in Milwaukee, a city famous for both. Packer pride will be evident, as will that distinctive roar of a Harley-Davidson motorcycle. A unique event at this year’s conference will be the “Freedom Ride,” a motorcycle road trip from the streets of Milwaukee to the scenic countryside of Holy Hill. The ride starts the morning of Aug 26 and will return in the afternoon. If you want to ride, HarleyDavidson will have motorcycles for rent.
