Long before there was a Scottsdale, the Native American community lived and toiled dug canals in what is now the finest small city in the nation. From the time that Winfield Scott and other western settlers arrived here in the 1880s, through the eventual incorporation of the city in 1951, to the present, Scottsdale has seen tremendous change. Scottsdale has been in a perpetual state of reinvention. For much of our incredible history of settlement, development and growth, the Chamber has been at the center of the action. Business leadership has helped shape the evolution of this great place, forever looking forward and acting with a progressive eye towards the future. Older than Scottsdale itself by four years, the Chamber has helped to serve as careful stewards of this incredible place through its various incarnations. Consistent throughout the changes and growth of our organization has been the desire to exercise thoughtful business leadership and commitment to the kind of community stewardship that has made Scottsdale one of the most enviable places in the nation in which to live and work. In our relatively brief history, the only constant in Scottsdale is change. Cities either choose to progress or die, and it is the Chamber’s role in this community to continue to provide an avenue for business leadership to help this great community move forward to an even more exciting and distinctive future.

reek philosopher Heraclitus once said, “the only constant is change.” That couldn’t be more true than with the ever-changing face of Scottsdale’s industries, the business and economic drivers that have not only developed and prospered in this city, but which have also given it its identity. From the early ranching days to the recent proliferation of high-tech and global corporations, the past 50-plus years in Scottsdale has seen its share of industries that have run the gamut from tourism to healthcare, showing not only the city’s diversity, but its ability to embrace change. Before World War II, farming and ranching were Scottsdale’s primary “industries.” Cotton was the cash crop from about 1913 through the 1930s, with cattle ranching becoming more popular—and profitable—until the late 1950s. It was around that time that farmers began to sell their land to developers looking to build housing and shopping developments to support Scottsdale’s growing population. After the war, tourism and arts were the economic drivers that continued to boost the economy throughout the 1950s and 1960s. Both were important generators of revenue, tax dollars and employment to Scottsdale, which still holds true today. As more and more tourists began visiting Scottsdale, other areas of industry began to grow, such as hospitality, arts, attractions, sports and retail. In fact, during the ’50s and ’60s, Scottsdale was known as a significant fashion Cowboy road sign (circa 1956). destination, with many renowned fashion and accessory designers located along Fifth Avenue. With Scottsdale’s popularity as a vacation oasis increasing substantially, Mayor Malcolm White, working with the Chamber and other civic leaders coined the well-known phrase describing the city as “the West’s most Western town.” Celebrating its western culture, the city successfully found ways to preserve the past while ensuring a successful future. Drawing on its western heritage—a popular aspect of the city’s appeal, particularly among international visitors—Scottsdale launched a number of signature events. The Scottsdale Jaycees kicked off Parada del Sol in 1954, and the following year, the internationally-renowned Scottsdale Arabian Horse Show began. For more than 50 years, both events have generated millions of dollars in revenue for the city.

During the 1980s, the Scottsdale Chamber of Commerce and the City of Scottsdale did extensive research to find what industries would be most appropriate for Scottsdale, ensuring that the city’s Scottsdale Fashion Square economy would be as diverse as possible. What they found was that Scottsdale was becoming a prime location for corporate regional headquarters, high-tech businesses, and research and development firms. From 1986 through the 1990s, a number of corporate headquarters relocated to Scottsdale, including JDA Software, Vanguard and the Dial Corp/Henkle. And in the 1990s, as Web-based technology made it possible for businesses to operate virtually anywhere, many business owners chose Scottsdale as the most desirable location for themselves and their employees to live, work and play. Access to the Scottsdale Airport and Phoenix Sky Harbor Airport was also a key factor in businesses moving to Scottsdale during the 1980s and 1990s, as was the availability of office space and land in the Perimeter Center, areas north of the CAP canal zoned for business, and the Scottsdale Airpark, which today is a major economic stimulus to the city of Scottsdale. The Scottsdale Airpark is a 3,100-acre commercial area that has become a national model for airportbased business parks thanks to the efforts of Scottsdale business and community leaders. in 2008 - 2800 companies and 52,000 employees. According to reports, the workforce within the Airpark tripled in the last 10 years, making it the second largest employer in Scottsdale. Still at the center of the Airpark is the Scottsdale Airport, which has grown with the businesses that surround it. In 2004, there were more than 450 aircraft based there, ranging from single-engine recreational planes to corporate jets. In addition, approximately 200,000 takeoffs and landings occurred, making it the second busiest single-runway airport in the country and the busiest corporate jet facility in the state. Another significant business center is SkySong, dubbed “the new model for this century’s workplace environment.” Located at Scottsdale and McDowell roads, SkySong is a mixed use project designed to bring business, innovation and technology together. An affiliation with Arizona State University also provides extensive research capabilities, as well as access to education opportunities and cultural events. In the years ahead, one thing is certain...the only thing constant is change.

Innovation and Beyond

Beginning in the late 1950s, a shift in industries began to take place when Motorola opened its plant on McDowell Road. Considered Scottsdale’s first “major employer,” it employed thousands of engineers and industry workers, whose presence drove construction of housing, schools and retail centers. With Motorola (now General Dynamics) setting the groundwork, other high-tech industries followed. To meet the needs of a rapidly growing community, Scottsdale Healthcare opened its first hospital in downtown Scottsdale on Osborn Road in 1962. Then called the City Hospital of Scottsdale, it housed 120 beds and served Scottsdale’s 10,000 residents. As the city continued to grow, so did the need for quality healthcare, spurring the hospital to open additional campuses throughout the city in the following decades. Scottsdale Healthcare Shea opened in 1984 and, in 2001, the Virginia G. Piper Cancer Center opened. Scottsdale Healthcare Thompson Peak, the organization’s latest facility opened in 2007. Scottsdale’s foothold on the healthcare industry was solidified even further when the renowned Mayo Clinic opened a campus in north Scottsdale in 1987. Mayo’s third campus in the country offers outpatient services including surgery, endoscopy and radiology. In 1998, the Mayo Clinic Hospital—the first hospital planned, designed and built by the Mayo Clinic—opened, delivering inpatient medical care to the surrounding community as well as patients from across the country and the world.

1947 The Scottsdale Chamber of Commerce was reactivated with silversmith Wesley Segner elected as the organization’s first president. Originally organized in 1921, the Chamber had been defunct since the Depression. 1951 The Town of Scottsdale was incorporated as a city and Malcolm White was elected mayor. At the time of incorporation, Scottsdale consisted of one square mile and had a population of 2,000. 1955 The first Scottsdale Stadium was built on the corner of Civic Center Boulevard and Osborn Road. The Baltimore Orioles were the first Major League baseball team to play there. 1956 A Life magazine article called Scottsdale “one of the most desirable communities in the West.” The endorsement helped contribute to the city’s boom in population and building. 1957 Motorola opens on McDowell Road. 1958 Jack Huntress converted an auto repair store into a soda fountainrestaurant called the Sugar Bowl. 1959 Paul Messinger opens Messinger’s Mortuary on the corner of Miller Road and Indian School Road. 1960 Scottsdale’s census data puts the population at 10,026 in the city’s land area of 3.8 square miles. 1962 The City of Scottsdale Hospital is built on the corner of Osborn Road and Civic Center Boulevard. It later becomes Scottsdale Memorial Hospital and then Scottsdale Healthcare. 1967 The Scottsdale Airpark (then called the Thunderbird Industrial Park) opened on the site of Thunderbird Field in north Scottsdale Road. Casa Precision, the first tenant, broke ground one year later. 1970 Scottsdale Community College opened. The school was built on land leased from the Salt River Pima-Maricopa Indian Community. Later that year, Scottsdale Community College opened on the Salt River Indian Community to the east of Scottsdale. 1973 The Scottsdale ArtWalk began. It is soon called “America’s Original ArtWalk.”

1976 Armor Dial, which owned such subsidiaries as Greyhound and Armor Foods—opened their testing and manufacturing facilities at the Scottsdale Airpark. The company’s corporate offices followed suit 21 years later in 1997. 1987 The Phoenix Open moved to Scottsdale’s Tournament Players Club. Now called the FBR Open, it is the most-attended PGA golf tournament in the world. 1987 Joining its facilities in Rochester, Minn., and Jacksonville, Fla., the Mayo Clinic opened its third national campus in Scottsdale.

What is the most challenging aspect of owning and running a salon?

Scottsdale is synonymous with salons and spas. What do you do to set yourself apart? What most sets Steven Paul apart is the level of passionate service customers receive from their stylist or other service provider. The salon’s atmosphere is also unique. Furnished entirely with period antiques and washed in warm colors, the ambiance makes people feel welcome and at home. Too often, large salons such as ours feel cold, sterile and unwelcoming. That’s not what we’re about. From the moment you walk through the door, you can feel the warmth and love.
What type of experience do you create for your clients? I like to create the type of experience that moves clients to tell us how we’re doing. The greatest compliments we’ve received include, “Everyone was so friendly” and “I have never been so happy about my hair.” We also love it when clients say there is such a great energy about the salon.

“My career started 27 years ago when my mom suggested it might be something I’d enjoy and be good at,” Scholz says. “Proof that moms really do know best, I completed cosmetology school and opened my first salon in 1983. It was about the size of a closet, but I couldn’t have been happier.” Scholz has significantly upsized since then. At more than 13,000 square feet, Steven Paul Salon is a signature salon and day spa that offers a multitude of services including hair, nail and skin care, massage, medical aesthetics and tanning. “We opened the salon in downtown Scottsdale eight years ago. We were drawn to this wonderful building on the corner of Third Avenue and Marshall Way because of its charm and friendly neighborhood feeling,” Scholz says. “With the downtown trolley, horse-drawn carriages, art galleries, boutiques, and fabulous restaurants and wine bars all within walking distance, we just knew this was exactly what we wanted for our clients to experience and enjoy.” With approximately 80 hair designers, estheticians and nail technicians on staff, Steven Paul Salon offers an array of the latest services and innovations
in beauty. From hair extensions to nail art to skin rejuvenation, the salon also offers massage and medical spa services. “We offer Botox, laser facials, laser hair and vein removal, and hormone balance therapy,” says Scholz. “We also have Versa Spa sunless tanning and antiaging treatments.” But what gives new meaning to the words “full-service” are the salon’s unique amenities. If clients are in the mood to treat themselves to a mini shopping spree, Bizaar Bazaar has everything from ladies and men’s fashions to handbags, jewelry and accessories. Or if something tasty is in order, Café Steven Paul serves up sandwiches, salads, soups and flatbread pizza. It’s been more than 25 years since Scholz’s mother gave him those words of advice that established his career in the salon industry. In 2002, she passed away from cancer, inspiring him to create Margie Girl Cosmetics in her memory. “Margie was my best friend and sole inspiration for what is now Steven Paul Salon,” he says. “I feel her love and pride everyday and will forever strive to make the salon a place full of love, passion and devotion to the amazing art of creating beauty for all those who enter.”

For stylist and entrepreneur , the decision to get into the beauty business began with a little nudge from his mother.
The most challenging aspect of the business is also the most rewarding and that is to be in a profession that allows us to make people feel better about themselves. There’s nothing better than watching your client walk out of the salon with a much brighter skip to their step than when they came in and knowing this may have just been the most pleasant thing that’s happened to them all day.

ISSUE: It is getting difficult to meet payroll and other bills since customers are taking longer to pay. What can I do to make sure I can cover all the expenses?
ISSUE: I’ve heard that video conferencing is very expensive and only big companies can afford to use it. Is that true?
ISSUE: Why are Hired and Non-owned Auto coverages included in my business insurance program?
Answer: Businesses are strapped for money and trying to close the gap (e.g. when payroll and expenses have to be paid before cash comes in from customers). The cash gap can be shortened by factoring which provides quick access to cash by advancing against a company’s accounts receivables. Factoring differs from a bank loan in that funding decisions are based on the creditworthiness of your customers; a bank makes credit decisions based on a company’s financial history and standing.
Answer: This has been true in the past. Today, however, there are HD videoconferencing solutions for even the small, one-person office. Some companies have systems that cost hundreds of thousands of dollars for the system itself, then thousands of dollars in monthly fees to keep it running. Fortunately, there are videoconferencing providers that will give you a true high-definition experience (just like watching your HDTV at home) for a fraction of the cost. They will even let you rent the system and provide the support, training and maintenance for a small monthly fee.
Answer: Unlike personal car insurance, commercial car insurance will not automatically extend to a rental car. The Hired Auto option provides for the extension of selected coverages to a vehicle rented on a business trip or for a replacement vehicle while an insured vehicle is being serviced. The Non-Owned Auto option provides liability coverage for your business if an employee, using his own car, causes an accident in the course of his employment, such as running an errand or making a sales call. These coverages are also available as an option on your General Liability coverage. Please consult your insurance agent for details.

ISSUE: Does the Americans with Disabilities Act (ADA) permit an individual with a disability to sue a business when that individual believes that discrimination is about to occur?

Answer: There was a recent survey among consumers by Ad-ology Research that quoted consumers as saying that 48% believe that a lack of marketing by a business during a recession indicates that the business is likely struggling. On the other hand, the survey noted that a large majority of consumers think that businesses that continue to market are competitive and/or committed to doing business. Now is a time to capture those consumers and stay ahead of your competition. Be diligent and cost-effective, but don’t be absent – not now. Target your clientele, build a powerful message and advertise with consistency to capture the market.
Answer: We all have sales goals. Some are weekly, some are quarterly and others are annually. In order to reach those goals, it’s important to spend your time wisely and stop chasing leads.
Answer: The ADA allows an individual to allege discrimination based on a “reasonable belief” that discrimination is “about” to occur in a place of public accomodation. For instance, a person who uses a wheelchair may legally challenge the construction of a new business that would not be accessible to individuals who use wheelchairs. If involved in the construction of a business open to the public, consult your architect and attorney early, when ADA compliance may be relatively inexpensive compared to a lawsuit later down the road.

Prestige Cleaners Donn Frye, president Don Frye Sr., founder It all started in 1964 when the first Prestige Cleaners opened on the corner of Scottsdale and Camelback roads. Forty-five years later, the family-operated company has grown into one of Arizona’s largest dry cleaners with approximately 100 employees and eight Valley locations. Heading up the operation is president Donn Frye, son of Don Frye Sr., who, at 92, has had a memorable career as founder of Prestige Cleaners. In 1980, the U.S. Small Business Administration named him Arizona’s Small Business Person of the Year and the late mayor of Scottsdale, Herb Drinkwater, proclaimed June 17-23, 1984 as Don Frye Week in recognition of Frye’s contributions to the Scottsdale community. “When my father started the business, one of his goals was to get to know our city better, including the business people who made Scottsdale successful,” says Donn Frye. To do this, the company joined the Scottsdale Chamber and became involved with a number of local nonprofits. Prestige’s commitment to the community is as strong as it is to their industry. Over the years, the company—which received the Scottsdale Chamber’s Sterling Award for Small Business in 2005—has developed and implemented such services as home and office delivery, wedding gown preservation, same-day service and convenient drive-through service. And in an industry where chemicals and solutions are so prevalent, Prestige has made a significant effort in reducing their carbon footprint with such offerings as biodegradable poly bags (or no poly bags) and a hanger recycling program that rewards customers while keeping hangars out of landfills. “We are known as the ‘greener cleaner’,” says Frye. “This is a result of years of researching and investing in products, systems and equipment that offer the most gentle and environmentally friendly garmentcare available.” As the company approaches its 50-year anniversary, Frye says it will continue to be involved with the industry both locally and nationally. “This allows us to keep up on the latest innovations and products, and help us decide what can best help us serve our customers.”
