Meet Frank Teboul, CEO of Fourteen
Frrank Teboul is not only CEO of the Fourteen, but the owner of the construction company that built the magnificent towers, FT Construction. Enterprising, forward-thinking, and creative, this is far from Frank’s first luxury property development on the island, and it won’t be his last. It has been, however, the one that has required the most ambition and tenacity. Embarking on building the island’s highest towers, and then having to start the process right after the historically devastating Hurricane Irma, was no small feat. Later on, the COVID-19 pandemic did no favours to the global construction industry. But Frank had a determined vision, adaptability, trust in the future, and the earned confidence of former clients.
Frank was born in the port city of Marseille, France, but spent his life in Corsica, a French island in the Mediterranean Sea. Corsica is a stunning tourism destination, boasting historic towns, rich cultural heritage, and breathtaking landscapes – from picturesque coastlines, to lush forests and protected areas teeming with wildlife, to imposing rugged mountains. In fact, it’s known as the ‘Island of Beauty’.
However, Frank dreamed of living in the Caribbean, and started saving for the future venture. While he was seriously considering the Dominican Republic, a friend familiar with St. Maarten thought that this island suited him better, and suggested he visit. He took the advice, made a fateful trip with his wife to test the waters, and saw that it was where he wanted to be. Shortly after, he made the big move with his young family in tow.
A few years later, he started to
develop his local repertoire of exciting building projects, which continues to today. Under his belt are some recognisable residential and commercial projects such as La Siesta on Simpson Bay Beach, Ocean Edge in Beacon Hill, the Eleven Residence and extensive Jordan Village in Cupecoy, and naturally, the Fourteen. He continued with the recently inaugurated commercial complex The Hills in Cole Bay, and is currently working on a grand condo project called Aqua in Cupecoy. Next year, a new apartment complex project in Simpson Bay will commence, called Dolce.
With the island not having many high-rise buildings, Frank has been pushing boundaries and making bold choices. When the time came to plan and develop what would later be called the Fourteen, he envisioned tall, elegant towers, higher than any other on the island. Making this possible would require techniques, equipment and expertise not easy found, not to mention, a level of entrepreneurial risk and dedication. Many thought it could not be done on the island, that building over ten floors shouldn’t be attempted. After the development was completed, Frank can look back at any uncertainties with a sense of pride.

Meet Michael Schoonewagen, our Managing Director
If anyone can claim truly extraordinary hotel career experience, managing 5-star operations and creating exceptional guest experiences in a range of destinations across the world that most have only ever dreamed of visiting, it’s Michael Schoonewagen, the Fourteen’s Managing Director.
Michael embarked in an ambitious International Expatriate Career after completing an MBA in International Hospitality Management from the Centre International de Glion – a prestigious hospitality management school in Glion-sur-Montreux, Switzerland.
This career path entails working in a new tourism destination every three to five years – each with its own unique attributes, diverse in terms of tourism markets, workplace language and culture, and natural or historical marvels.
Michael followed this path for more than three decades, affording him a genuine wealth of professional and personal experiences, and lessons in leadership across different facets of the hospitality industry. He has a particularly strong background in the management of Food & Beverage, Spa, Weddings, Executive Retreats, Leisure Resorts and Luxury Travel.
He has served as general manager in a variety of luxury resorts across Europe, the South Pacific, the Indian Ocean, and here in the Caribbean. The list includes (but is most definitely not limited to) the St. Regis Bora Bora, which situated on its own private island in French Polynesia and is considered one of the top 20 resorts in the world; and The Royal Mougins Golf Resort and Spa, which Michael also oversaw the building of, in what is considered the most beautiful town of the French Riviera. General Manager positions within the Caribbean have included the Cabrits Resort & Spa Kempinski Dominica, Scrub Island Resort & Spa in the British Virgin Islands, and the Belmond La Samanna in St. Martin.
Long before starting this international career or education in the tourism industry, Michael had a solid foundation when it came to living in different countries, and learning to speak different languages. Born in South Africa to a Dutch father – the 2nd Director of Tourism of Mauritius in 1962 – and Scottish mother, Michael grew up speaking both English and Dutch, and went on to spend his adolescent years in the south of France. Given this global
experience as a whole, he speaks fluent English, French, Dutch, and Portuguese, as well as conversational German and Spanish, and even understands some Russian.
Professional connections in the hotel world eventually led Michael to the island of St. Martin, where he served as General Manager at the Belmond La Samanna until shortly after Hurricane Irma caused a shutdown of the property in its 2017 fury. While he would need to leave, more than once in fact, his life had become more rooted here, and he would return.
In the meantime, he was recruited to open the Cabrits Resort & Spa Kempinski Dominica, which he remembers fondly as a fantastic hotel and destination. There, he served as General Manager until the severe impact on the tourism industry caused by the COVID-19 crisis. After briefly returning to St. Martin, he served another stint at a luxury Marriott Resort in the B.V.I., the well renowned Scrub Island Resort & Spa, and then made his way back to St. Maarten where he remains, as the Fourteen’s Managing Director.
After experiencing so many parts of the world, weighing the pros and cons that matter to him, and moving constantly for 35 years, Michael is sure that St. Maarten is where he wants to be – working and living with his family.
While life without constant relocation might sound less exciting to some, Michael is enjoying adapting to a different work setting here at the Fourteen, where he takes on all the responsibility of running the property like a 5-star hotel, while it has a different operational structure and serves a wider a variety of clients – from short term guests, to owners that rent out their apartments, to livein owners. New strategies and approaches are needed, a welcome challenge to this adaptable hospitality specialist.

HISTORY AND CONSTRUCTION OF THE TOWERS
THE VISION
With a strong background in construction, having built several large complexes on the island, The Fourteen CEO Frank Teboul remained open to new challenges. While on vacation in Miami, he was struck by the impressive highrises, and remembers telling his travel companion that he would love to build something like that in St. Maarten. A few years later, that aspiration started to materialise with the groundbreaking of the Fourteen.
Frank envisioned a hotel somewhere near a beautiful beach, and once on location, knew that it would consist of two contemporary and elegant towers, straddling a 25 metre pool. The name also came to him on-site, the plot being situated next to hole number 14 at the neighboring golf course.
A TIME TO ADAPT
The project however, was jeopardised before it even got started, when everything changed for St. Maarten. There was a serious need to consider the way forward, and if building the Fourteen would need to be cancelled. Hurricane Irma, the strongest storm on record to hit the island, and the Caribbean, left a wake of devastation and
uncertainty in its path in late 2017. No aspect of life on St. Maarten was left unscathed.
Not knowing how long tourism – the country’s economic lifeline – would be affected, and with banks and investors not positive considering these aspects, it would be risky to follow through. Nevertheless, Frank chose to do so, and

the project was even featured on a French television show about the island’s recovery.
Instead of halting the project, Frank slightly changed the business strategy. Instead of a hotel, the project would be luxury apartments, sold to owners who could live there, or rent them out. Paired with facility management and being located in a desirable area, this became an attractive investment opportunity. Initial investments were largely based on the trust of previous clients. Slowly things came together and after the delay, the project was able to start.
Around a year into construction, the COVID-19 pandemic made its debut, and caused around a year’s delay between lockdowns, travel restrictions, and extensive global shipping interruptions. The cost of shipping and materials increased drastically.
IMPORTANT ASPECTS OF CONSTRUCTION
While FT Construction had already handled large projects, a wide range of expertise needed to be coordinated to make this grand project a reality. Design was entrusted to architect Pablo Marroquín, of the firm Arka.
Testing and research by engineers is naturally extensive when it comes to high-rises, no less in rocky areas. There were two possibilities when it came to the foundation:
support with piles, or extensive excavation and filling. The second option was used for the first tower. While it cost more, it was the better choice considering equipment availability and timing. Later, piles were used for the foundation of the second tower, using equipment that needed to be imported to St. Maarten.
When it comes to planning for extreme weather events, extra precautions are crucial, and very different for structures as high as the towers of the Fourteen. The glass, needed to ensure those amazing views, can withstand winds of up to winds of 400km per hour (or 250 miles per hour). When it comes to earthquakes, anything higher than 15 floors needs to adhere to a different standard, and the Fourteen is up to European code standards.
All in all, both expertise and equipment were recruited locally where possible (from the company Independent Consulting Engineers [ICE]), as well as from Miami, USA; Poland; Guadeloupe; and Paris, France.
SPECIAL CONSIDERATIONS
When it comes to unique challenges of building such tall structures on a relatively compact plot of land, the focus was on research and preparations, and especially the laying of the foundations.
History and Construction
Floor by floor, each taking roughly two weeks to construct, the towers came to be. Cranes with great reach carried concrete and other materials to each floor, and for every six floors, the cranes themselves needed to be elevated and secured to the building.
While emergency staircases were available along the process, exterior elevators installed for transport of the many workers. The construction site, at any given time, was abuzz with around 100 workers, of different professions.
Plumbing is also one of the special considerations when it comes to high-rises, which required special expertise and
extra equipment so that water pressure is ideal, from the highest to the lowest units. Ongoing monitoring is also important, as any leaks that go unnoticed would have the potential to damage apartments below it.
An innovative and efficient approach was chosen for keeping the beautiful exteriors, and the ever-important glass windows and doors, clean and clear. The company Ecoserv carries out this service, employing a drone that sprays cleaning solution and rinse from the ground floor straight up to the top. The innovative application of this technology is unheard of on the island.

History and Construction
The significant task of installing and maintaining the elevators in such tall structures was entrusted to Cube, a company responsible for the maintenance of over 100 elevators on the island, including the Princess Juliana International Airport and several upscale hotels. The company also serves the neighboring islands of Anguilla, Saba, and St. Barths.
Cube is the exclusive official reseller of Kleemann elevators and escalators in the region, and can boast having the fastest elevators on the island (at 2.5 meters per second),
over a whopping 22 floors, right here at the Fourteen. Cube CEO Mario Cubuzio has worked in the industry for 25 years in cities over the world including Switzerland, Italy, Algeria, and Malta, and established Cube in St. Maarten which has quickly become a leading elevator company among the local industry.
In July of 2023, the Fourteen CEO, management and staff celebrated the completion of the second tower, bringing the grand construction project to a satisfying end.

Built-in cabinetry and shelving are spread throughout the apartments, and all modern amenities are provided including washers and dryers, TVs, fridges, and dishwashers, all while seamless design and attention to detail bring these practical aspects together in a refined setting.
While the rooms rented out directly by the Fourteen are fully furnished, all with a luxurious aesthetic appeal, apartment owners are free to furnish and style the apartments to their own taste.

THE PENTHOUSES
The crowning glory of any real estate development are the penthouses. The Fourteen has two of them, one perched atop each tower, which command the entire floor and are the epitome of luxurious living and modern sophistication. Taking center stage, no doubt, is the Fourteen’s beautifully curated swimming area and poolside restaurant, The Fairway. You’ll be reminded that although there’s a lot to explore on the island, you don’t need to leave the comfort of your home away from home in order to enjoy this Caribbean paradise.
Even though this relaxing haven is on the ground floor, it still provides a lovely view of the neighboring golf course, of greenery leading right up to the island’s distant hills, and of Mullet Bay beach.

themselves to a sense of luxury, natural beauty, and calm. The landscaping, from breezy potted palms to manicured border hedges, provide for tranquility and privacy, without obstructing the view.

Guests are invited to enjoy the pool all day into late night, from 7:00am to 11:00pm.
Our poolside restaurant, The Fairway, is open 7:30am through to 6:00pm and offers guests a selection of breakfast, lunch, snacks, homemade desserts and drinks.
Whether you’re sitting with a larger group or on your own, there’s plenty of shaded space where you can stay cool under the canopy while enjoying the poolside atmosphere. You’re also free to eat and drink on one of the many comfortable lounge chairs surrounding the pool, soaking in the sun as you relax. Your orders will be delivered right to you.
The Fairway starts the day with a selection of fresh made sandwiches, eggs, and French pasties including croissants and pain au chocolat. A pleasant start to the day, along with a nice cup of coffee or tea.
The kitchen kicks into high gear for lunch from 11:00am, serving up a variety of satisfying and tasty meals. Dinner is available for groups of four or more, with prior reservation.
There’s something for everyone, from well-balanced salads to flavorful fish dishes and hearty stews. Making yourself at home
At the Fourteen, we make it as easy as possible for you to settle in and feel at home right away.
WiFi: Near the entrance, you’ll find a small sign (displayed on the wall under plexiglass) with concise, handy information about the apartment, including the WiFi instructions. WiFi is available in all common areas, and there will be a separate connection for each apartment.
Appliances: You’ll also find a user-friendly guide with instructions on how to use all of the appliances, including the induction stove, dishwasher, washing machine and air conditioner.
TV: All apartments have TVs, it is up to the individual owners what cable providers or streaming services are in use.
Cleaning and maintenance:
Always contact reception for any maintenance issue; guests are asked not to attempt to repair anything themselves. Reception is available 24/7. Every apartment has a washer and dryer. Apartments rented directly from the Fourteen by visitors also have cleaning and laundry service automatically, while apartment owners can choose whether they will use these services or not. Trash shoots are available on every floor.
Groceries: Upon booking, guests will be given an option for groceries to be purchased and delivered to their apartments before arrival. This service is from the Carrefour supermarket, which is a few short minutes’ drive from the property. There are also two grocery stores within walking distance, and The Fairway (our on-site restaurant) also sells some basic items for purchase.
Prepared food: Our on-site restaurant, The Fairway, opens at 7:30am, and serves up breakfast and lunch, closing at 6:00pm. Meals can be delivered to the apartments, or made to-go. Dinner is also on offer, but only for groups that reserve in advance.
The area has great dining options, both casual and upscale, within a short drive and within walking distance. If ordering food for delivery, just let reception know once you’ve ordered so that security will know to expect the delivery driver. The available options for delivery are available at the reception desk.

Check-out time is 11:00am, check-in is from 4:00pm. Please enquire with reception if late check-out or early check-in can be requested in your case, if needed.
For any maintenance issues that may arise, guests are asked to call reception to report it, rather than attempting to fix it themselves.
Smoking is not permitted in the apartments. However, smoking is permitted on the balconies/ terraces.
No parties, no loud music after 10:00pm, and no playing your own music in the pool area.
Pets are allowed, but please let us know in advance.

GETTING AROUND
The Princess Juliana International Airport is located mere minutes away from the property, and a shuttle can be arranged to-and-from the Fourteen. The airport offers direct flights to some of the world’s most frequented airports including Paris, Amsterdam, Toronto, Charlotte, Miami, New York, Chicago, and Atlanta.
The Fourteen has partnered with several car rentals, and a fleet of cars are conveniently based on the property for guests who wish to rent. On-demand service is also offered, and taxis or tour buses can be arranged, enquire at our concierge desk for details. Ample parking is available at the property.
The public transportation system is limited on the island,
with most residents and visitors alike using private vehicles to get around. Mini-buses, which take cash, operate along the main roads between towns, not running on set schedules and rarely using bus stops.
WITHIN A STONE’S THROW
There’s lots to see and do in the immediate area, within an easy walking distance or short drive. Within very convenient walking distance, you’ll find great dining options, both casual and refined, and well as bars and live entertainment – everything from burgers, to BBQ, to Mexican, sushi, sandwiches, pastries, and steaks. The American University of the Caribbean (AUC) School of Medicine is located nearby, adding to the liveliness of the otherwise very quiet area. A casino and entertainment complex right across the road is in the process of being rebuilt. The Fourteen’s prime location truly offers a blend of
tranquility and convenience.
Within a very short drive, you can make your way to two lively and scenic areas, perfect for spending a leisurely afternoon or evening out – Maho Village and Porto Cupecoy.
Maho Village is a small and vibrant strip, lined with world class restaurants, entertainment and shopping. You’ll find Maho Beach, famous for up-close planespotting, right on the other side of it. Porto Cupecoy is a charming open plaza, nestled into a tall Mediterranean style residential complex and marina, and surrounded by small cafés, restaurants, and boutiques.
Directly next to the Fourteen lies St. Maarten’s only golf course, ideal for the sport’s enthusiasts who can indulge with unparalleled convenience and scenic surroundings.

ACTIVITIES
Mullet Bay, within a stone’s throw, is truly one of the island’s most sought after beaches, but this 37 square mile island also boasts a total of 37 beaches. Princess Juliana International Airport serves as the regional hub, and there are various ferry services available at different points on the island, opening the door to island
