THOSE WHO FOLLOW THE CONGRESS INDUSTRY KNOW THAT PARIS IS CONSTANTLY DEVOTING THE GREATEST CARE TO THE ASSOCIATION BUSINESS. OBVIOUSLY IT WORKS; PARIS HOSTS OVER 600,000 DELEGATES AND 900 CONGRESSES EVERY YEAR AND REACHED THE FIRST PLACE EX AEQUO WITH VIENNA IN THE 2008 ICCA CITY RANKING. Report Marcel A.M. The Paris Convention Bureau (PCB) is no stranger to these situations. And I must be even more precise: I’m talking about the team of Elodie Coudre, Congress Manager. In a very short time, Elodie has become the darling of many association executives. Because she’s a charming young lady? No, that’s not the only reason! In particular, it’s because she’s competent, displays great enthusiasm for her work, and has mapped out with her team a working process that can serve as a model for a lot of European convention bureaus. I experienced this first-hand at the beginning of April, during the second edition of ‘Paris Destination Congrès’ gathering the local scientific profession, the French members of international associations based in Ile-de-France, and the Parisian congress players hosted by the Mayor of Paris in the City Hall’s elegant salons. What an honour!
AN EXPERIENCED CONVENTION BUREAU There was a clear overtone during ‘Paris Destination Congrès’: a city can only develop into a successful congress destination when all partners make an extra effort. Paul Roll, Paris Convention and Visitors Bureau general manager, knows that better than anyone. He can take pride in the fact that he has created in 2004 a specialised unit within the PCB that seems to be at ease with coordinating the Parisian players as well as assisting association executives at each stage of their bidding process and event. And there are just a handful of these in Europe, or rather, in the world. During ‘Paris Destination Congrès’, the tremendous efforts that must be made to land a congress were frequently attested to by the association executives themselves. Competition is fierce, and the know-how has to be there.
Pro-activity and mobilisation - these are the key characteristics that the Paris Convention Bureau team keep clearly in view when they go about attracting large congresses to Paris. In 2008, this service kept track of 350 associations and supported 60 bids for large international congresses (a 30% growth over 2007). Mobilising all the players in the field has resulted in more than 50 international associations selecting Paris for their congresses between 2009 and 2016 (for a total of over 200,000 delegates). Meanwhile, another 60 projects are up and running in competition for congresses between 2010 and 2019.
AN ACTIVE AND LONG-TERM INVOLVEMENT OF THE CITY OF PARIS In 2006, the Mayor of Paris, Bertrand Delanoë and the Paris City Council committed themselves to giving active support to hosting international congresses in the city by creating a welcoming atmosphere (support letters and welcome speech, social event at the City Hall, messages on the 170 city billboards, etc.), guarantying the smooth running of the whole process and heightening public awareness of the content of the

On the local picture, the City of Paris has implemented a 7,000 additional bedroomsplan by 2020 (including heavy-weight 3 stars hotels), to adapt the Parisian offer to the ever-growing demand and to international standards. And do not underestimate the role played by the Paris Chamber of Commerce and Industry – CCIP which among other things has merged its conference, exhibition and corporate event sites with the UnibailRodamco group to give birth to VIPARIS, the first European operator.
‘PARIS DESTINATION CONGRÈS’ AWARDS ITS AMBASSADORS On April 9th, 2009, during “Paris Destination Congrès”, 10 France-based association executives involved at the European or international level were honoured by the City of Paris for their essential share in defending Paris’ bids over the last five years, all of them with the assistance of the Paris Convention Bureau. ments, when the 10 medals were pinned on by Christian Sautter, Deputy Mayor in charge of employment, economic development and international attractiveness, who said: ‘True ambassadors, these great personalities of various scientific disciplines can best share their experiences while hosting their international congress. By winning, they assess the “Parisian know-how” in their scientific and professional environment. The goal has been reached in Paris: the mobilisation of all professionals from the meeting industry, the local authorities and the scientific circles, in order to win.’
EXAMPLES OF SUCCESSFUL CONGRESS BIDS ESC CONGRESS 2011 Every city wants to woo and win - at least once in its life - the congress of the European Society of Cardiology (ESC). Not easy to pull off, because the requirements set by the ESC are very high, because this congress is regarded as the reference in the medical sector, and because this is also one of the largest congresses in the world. The Paris Convention Bureau, the City of Paris, VIPARIS, the CCIP and the hotel chains, have been working for over 5 years to offer the ESC a VIP-PARIS treatment in 2011 all the way to a global scientific approach. This will indeed be a unique opportunity to enhance

congress to ensure event legacy. Since then, the Paris Convention Bureau has sought assistance from the City of Paris for more than twenty international congresses (over 100,000 delegates), without forgetting meetings between deputy mayors and international associations during site inspections.

the city’s general concern on cardio-vascular diseases through a public event.
Mrs. Elise de Haro, French Hemophilia Association (AFH)’s treasurer, gave a beautiful example of how they have been working as a team with the Paris Convention Bureau and Le Palais des Congrès de Paris to land their World Congress. She sketched out the various steps they undertook through a five year-process, “from Paris bid announcement to the completion of the bid book, site inspections, promotional documents and support letters, the Paris Convention Bureau has been standing alongside the AFH at each stage of the bid” says Elise. Even though Paris had already lost once to Buenos Aires, the AFH refused to give up and they applied again for 2012. During the 2008 Congress, the AFH and the PCB spoke loud and clear from their common experience in front of a general assembly of 109 countries. The unprecedented verdict (78 % for Paris), has been sum up by Elise as such: “It is a wonderful human experience, it has been wonderful and it will be all the way till 2012”.

We are also very lucky to have the support of many French healthcare organisations and we plan to work with them very closely in 2012 and 2014. We held our largest Forum in Paris in April 2008 and at that time were seriously considering holding the event at a repeat location. Due to the success of the event and the fact that it is such an exciting city - we agree to consider Paris as one of our repeat locations. We approached the Viparis team to propose that we bring the Forum to Paris for two years (2012 and 2014) in the first instance and consider the possibility of future bookings after 2014. We had some very honest discussions with the team about our budgetary limits, especially in view of the current economic climate. The team at the Palais des Congrès de Paris and the catering team at Concorde La Fayette then worked very closely with us to meet our requirements. The Palais des Congrès is situated in a good location with easy access by shuttle to the airport and by metro and taxis to Eurostar. It has two 5-star hotels onsite and many others of varying price range in the immediate surroundings. The venue size and format gives us the opportunity to continue to grow our event in future years. It is an extremely easy venue to negotiate around and, most importantly, the teams at the Palais des Congrès are very welcoming and have already proven that they can manage our event to the very high standards we have set.’
