LOCATION, LOCATION, LOCATION… A city that is situated along a river or seacoast always has something over cities that don’t have such a location. And when a part of the city (le Vieux Québec, in this case) is built on a cliff, then we’re talking about an exceptional city. Québec - with its lower half on the Saint Lawrence River and its upper half perched on a rocky cliff that they call


> INTRODUCTION Cap Diamant - literally has everything within its walls to be a place worth seeing: city walls, a citadel, old stone houses, narrow brick streets, cosy shops and restaurants. Actually, Québec can be characterised in just five words: a walking city par excellence. And it’s our experience that congress-goers are ecstatic about this kind of city. And furthermore, if the hotel where you’re staying is located within walking distance of the congress centre, then we’re talking about a comfortcongress-city. Québec has that, too. In 1985, by virtue of its authentic colonial past, UNESCO added Québec city to its World Heritage registry. We Europeans have often known far too little about Canada’s history, because we’ve always thought that the country is too far away and too big and doesn’t have enough suitable congress venues. But that’s just airy imagining - we now know that Canada and her cities have purpose-built congress palaces that could well make a lot of European cities jealous. History? For example, who knows Samuel de Champlain’s (the discoverer of New France) legendary pronouncement? ‘In 1608, travelling back up the Saint Laurence, I discovered a spot of exceptional beauty. I founded a city there and called it Québec…’ The name Québec was provided by the Mi’kmaq Indians and means: ‘where the river narrows’. I didn’t sail up the river myself in 2009, but I took the train from Montréal to a place I now call: Quel Québec! What a beautiful congress city!

QUÉBEC IS A CULTURAL CITY When I first met Elyse Busque of Québec’s Tourism Office on that warm June 4th Wednesday in the small but pleasant Château Bellevue hotel, I was no longer able to restrain myself and I asked her the question: Why do you all speak such weird French? ‘Monsieur, that’s not weird French, that’s Québecois, a

variant of the French language. Our whole culture is intertwined with the language of our ancestors. In this respect, Québec the city (de Québec) and Québec the province (du Québec) are a rarity in North America.’ I didn’t ask any more questions about French and I thought: what a luxury when a population can speak both French and English, two world languages! Those who would like a good introduction to Québec upon arrival should go immediately to the Observatoire de la Capitale and take in the panoramic view of the city from 221 meters up! And those who want to discover the soul of the city right from the start should visit the French America Museum, located in the Séminaire de Québec (1663). And then the voyage of discovery can begin.

And it’s our experience that congress-goers are ecstatic about this kind of city First of all, you should know that Robert Lepage, one of Canada’s foremost artistic visionaries, is venerated there each year in July and August when he presents The Image Mill. And now for a museum visit - to the Fortifications of Québec, a National Historic Site, which makes Québec the only fortified city in North America. And as you walk along, you will observe that all the saints are present in Québec in the form of street- and place-names (the only one I was unable to find was my own: Saint Marcel or Marcellus.) The language and Catholicism are inextricably bound with the city’s culture. You’ll notice this when you step into the Musée des Ursulines de Québec. But the true culture of the city is held in the hearts of the people - a good-natured smiling folk - who live there.

Things to know about Québec SPECIAL EVENTS, FESTIVALS, AND VENUES Other factors also add to Québec City’s appeal as an association congress destination. One is the succession of major events and festivals throughout the year, including such highlights as the Québec City Summer Festival. Another attraction is the city’s wide selection of unique venues ideally suited to special theme events and activities. Chapels, vaulted cellars, theatres, museums, palatial homes, courtyards, towers, grand old public buildings and much, much more are a real inspiration to convention and meeting planners. Notable special venues include: la Chapelle du Musée (Grand Séminaire), Musée National des beaux-arts du Québec, Ile d’Orléans, Beatle Paul McCartney’s restaurant, Aux anciens Canadiens, Lapin Sauté, Inititale-Relais Gourmand and Panache. Take my word for it!

EASY ACCESS Québec City is also blessed with a modern transportation infrastructure providing direct access to much of the U.S. Northeast and Ontario. The Jean-Lesage International Airport, modernized in 2008, offers direct flights to Montréal, Ottawa, Toronto, Detroit, Boston, New York, Cleveland and Paris along with a number of smaller centers. Flying time to Montréal is 45 minutes, and New York and Toronto are one and half hour away away.

A VIBRANT ECONOMY Also spurring business travel to Québec is the city’s vitality in a number of key economic sectors. Long a government town, Québec City now boasts leadingedge expertise in such areas as biomedical, life sciences, agrifood, optical, geomatic, photonics, laser, metals, wood industry and materials, and pollution control technology. It is also home to many emerging multimedia businesses and insurance companies.

‘OUR BEST PROMOTIONAL TOOL IS OUR STAFF!’ When you sum up the historical facts broadly, Québec City Convention Centre could be regarded as one of the oldest purpose-built convention centres in P.-Michel Bouchard Canada. In 1974, the Municipal Convention Centre was opened under Hilton Québec’s management. In the meantime, this Centre has been completely supplanted by the Hilton Hotel; and a bit further along, the new Convention Centre was built, officially opening in 1996. One percent of the total construction budget was spent on art. Which is clearly evident the moment you step into the spectacular entrance hall. A high, elongated foyer, coloured in gradations of blue tones, with two striking artworks on the ceiling and ground-level inscriptions expressing a series of current-day social concerns and aspirations. But the Centre’s AIPC Apex Award for the World’s Best Congress Centre in 2006 is not only due to the building but also to the people who work there. Chief Executive Officer P.-Michel Bouchard has a clear view on this.

AND AT THE CONVENTION CENTRE IN QUÉBEC, THESE NEW VALUES ARE CERTAINLY NOT JUST WORDS.

HQ: What do you yourself think is so distinctive about the Québec City Convention Centre?

P.-Michel Bouchard: For me, first of all, the location is very important. We’re literally in the heart of the old centre on a cliff, and the centre is totally linked to its surroundings by the large windows that open out onto the old part of the city and the river. Two 4-star hotels (with a total of 948 rooms) are linked to the Centre by underground passageways, and a 5-star hotel, the Château Frontenac totaling 618 rooms, is within walking distance of the Centre. Just a short walk from the Convention Centre, 13 superior category hotels offer a total of over 3,250 rooms. I cannot imagine a more comfortable, convenient location.

HQ: Many Europeans often think that Québec is very far away... P.-Michel Bouchard: We need to communicate better about accessibility, because Europe has become a very important market for us. On

average, a flight from the major European cities takes no more than 7 hours. We have 100 flights weekly from over 40 cities in 20 European countries. We feel very fortunate on this point.

HQ: And everywhere I hear words of praise about the team cordiality and eco-friendliness! P.-Michel Bouchard: For us, the people who work here are our greatest promotional asset. Often they have worked here for a long time - they know the house like the back of their hand, and they regard the guests as their family. Their natural aptitude for providing service is supplemented with basic services like personalised visitor welcome, information, orientation and crowd control.

HQ: So, European congress organisers will surely feel at home here? P.-Michel Bouchard: They will discover Europe in North America, first of all - and even more: security, culinary surprises, history, and an especially attractive price. We’re unbeatable in the realm of price/quality ratio.

friendly management is more important than just talking about it. Our personnel are trained every day in treating the environment responsibly. That includes everything: light, food, water, waste, regulations, maintenance, even how they should dress. The congress-goers notice this during a congress, and we see that they then start to take part in the process naturally.’

‘You are Marcel,’ a stranger said to me as I stepped into the building and was going to the reception desk to ask for Mr. Louis Vaillancourt, with whom I had my first appointment that day. ‘How do you know that?’ I asked the man who was carrying a large bunch of keys in his hand. ‘I’ve read your blog - and I recognise you from the photo. My name is Louis Vaillancourt, Events Coordinator, and today I’ll be showing you how we welcome people here, and I’ll have you experience the exceptional service that we give to clients.’ I thought: this man doesn’t need to do anything more - I’m already experiencing it: there’s a fantastic welcoming atmosphere here!

A remarkable example of the Québec City Convention Centre’s green actions: ‘We no longer serve water from plastic bottles. We’ve had special water carafes designed that are filled regularly with pure, cold water. The presentation on the table is nicer, and the quality is often even better than bottled spring water. No more unnecessary transport of tons of water and tons of plastic waste.’

It was a pleasure to scour the several floors of the Centre with Louis. Humour and relaxed laughter on all sides. Along the way, we ran into Marc Poirier, Director of Building Management and Event Support. He immediately took over conducting the visit. And Marc showed me what I had never before done in my life. We went from place to place and looked only at the practical execution of green management in the Convention Centre. ‘It always begins by drawing the visitors’ and congress delegates’ attention to it,’ Marc Poirier stressed, ‘that we are a centre that favours green management - and that eco-

He continued: ‘By the way, we’ve received the BOMA BESt Level 3 certification. A reward for our team’s efforts over the years to reduce the Centre’s environmental footprint. We not only favour green management, but we also offer clients ecofriendly event solutions. We’ve been helping client’s reduce their event’s environmental footprint with our eco-friendly event programme. To date, 39 clients have chosen one of the eco-conscious options, which are: zero waste, zero waste event with offset action, or zero waste carbon-neutral event. The clients are ecstatic about the result. And we’re even more so!’

THINKING INSIDE THE BLUE BOX Finding a new brand for the Québec City Convention Centre has not been an easy task, admits Ann Cantin, Director of Communications Ann Cantin and Marketing. ‘But sometimes you need a makeover in your communication with the outside world.’ She explains: ‘Although the Québec City Convention Centre has enjoyed considerable success with its communication platform over the past 10 years, it was time to lead the way into the future with a bold and powerful image. We have successfully risen to this challenge by building on our strengths - and we are very proud to introduce a new, contemporary

image that reflects the youthful vitality of an impassioned team and a booming economy. With its specialized, innovative and highly trained workforce and creative environment, Québec City is a true technological centre. The City combines science, know-how, and a deeply innovative ability to succeed in key booming markets such as life, health, nutrition sciences as well as applied technologies and processed materials.’

A HOTEL WITH STRONG FAMILY TIES Robert Girard’s five children have all inherited the hotel passion from their father. The hotel virus originated in 1975, when the Girard family took over the Château Laurier. Since then, the history of the hotel is one of expansion. In 2007, the hotel as it now is held its grand opening: a 4-star hotel with the accent on business stays. Which, in other words, means specialised in tailor-made conferences for several hundred persons.

The reason the NATO organisers chose Hôtel Château Laurier Québec for their June 2009 summit meeting surely has a lot to do with the city of Québec itself, but the hotel’s location was also a plus. LE NOUVEAU HILTON QUÉBEC AS I BEGAN MY VISIT TO THE HILTON QUÉBEC, I QUITE SPONTANEOUSLY REMARKED: ‘THIS HOTEL IS PROBABLY JUST LIKE ALL OF THE HILTONS THE WORLD OVER.’ BUT I HAD NOT RECKONED ON THE GRACIOUSNESS OF THE HOST AND, AS IT SO HAPPENS, THIS TIME THE HOST WAS A CHARMING HOSTESS WITH THE MELODIOUS NAME OF GINA CUGLIETTA - WHICH CERTAINLY SOUNDS THOROUGHLY ITALIAN. GINA IS DIRECTOR OF SALES & MARKETING, AND SHE TOOK THE TIME TO EXPLAIN TO ME - IN COPIOUS DETAIL - JUST HOW EXCEPTIONAL HER HOTEL IS.

A HOTEL BUILT ON A CLIFF ‘I know very well,’ Gina assured me, ‘that visitors often say that when you’ve seen one international hotel you’ve seen them all.’ I could appreciate her sympathy with my comment and answered that, if she could enumerate for me three strong and differentiating characteristics of the hotel, I would never again speak of hotels in general terms. Gina Cuglietta had not a bit of difficulty with this.

Nothing. I’ve even found a special detail in the hotel myself. In every room, beneath the main window, there’s a long, narrow window that you can open day and night. So you can always fill your room with healthy Canadian air. If I had my way, I would rename the hotel the Gina Hilton Québec.

A hotel in a castle

FAIRMONT LE CHÂTEAU FRONTENAC

For more than a century, Québec City’s Fairmont Le Château Frontenac has been the true-life castle of many people’s dreams… Everyone — young and old, music and film stars, personalities and political figures — have enjoyed discovering Fairmont Le Château Frontenac. This tall stately building, with its green copper roof, is the city’s landmark. And, by virtue of its especially massive design, its turrets and its age (it’s 116 years old!), the Fairmont hotel is also the most-photographed hotel in the world. I learned all this from Caroline Bérubé, Director of Sales. She also placed me in front of a big surprise. For the first time in my life, I was greeted in a hotel lobby by a dog of the St. Pierre breed. Those arriving at Fairmont Le Château Frontenac will almost always see two scenes. The first falls under the category ‘Suivez le Guide’ (follow the guide). Charmed by a character right out of the late 19th century - a chambermaid, a bourgeoise, or a printer, decked out in full historic costume, you will discover the luxurious interior of the hotel listening to the most incredible stories. For 50 minutes, tours will take you through a guestroom, salons such as the grand ballroom, works of art and antiques that are to be found in the castle. The second scene is of another order. That of a loyal St. Pierre dog, who works in the hotel five days a week. His name is Santol, he is the hotel’s appointed Canine Ambassador. He was introduced in 2007 and his duties include welcoming guests, getting petted and accompanying guests on walks in the neighbourhood. He works for free - but a donation to MIRA, a charity which raises 200 guide dogs every year, is more than welcome. Santol has his own business card and employee badge, and you can even send him an e-mail: lcf.santol@fairmont.com. Of course, there is no lack of great names in such historic surroundings. Fairmont Le Château Frontenac is proud to have welcomed some of the world’s most known celebrities — Princess Grace of Monaco, Charles De Gaulle, Ronald Reagan, Charles Lindbergh, Alfred Hitchcock, Queen Elizabeth, Celine Dion, Paul McCartney and many more. During World War II, Le Château Frontenac became the center of the Québec Conferences of World War II involving U.S. President Franklin D.
