Brief Programme I propose a permanent market that includes accommodation for those market stall holders who work there. Within the permanent market there will be housed a dairy as well as integral allotments in order to produce a large proportion of the goods that will be sold. Within the multi-purpose building I also propose a performance school and space for the community, to not only bring in revenue for the market, but also to allow the community to become familiar with the market.
Site The building will be located on a forgotten and lost space, on a brown field site within East London. I am looking at Hackney, at a point where the mobile selling trams come to rest.
Community Workers -
The market stall holders will be the growers and the dairy farmers who produce their produce. They will also be the fixed users of the building, as their accommodation, for them and their family, will also be located within.
Users -
The community will be the regular users of the building. Whether it be to visit the performance school, see performances or to visit the market place. The Community would be made up from people from the immediate area, a 10 mile radius approximately, and the building would be en route for may ‘convenience’ buyers.
Builders -
Local contractors will be used, aided by the local community. It would be brilliant if the building could partly become a ‘community self build’.
Natural Community -
The natural community would be made up of the cows and goats, as well as the crops (with low maintenance needs but high yield that can be grown in restricted areas.

1. The London Plan / PPSI Government Objectives There is a Government objective to redevelop brown field instead of Greenfield to reach 60% of new building being built on this kind of land, announced by the Government in 1998. To use derelict land with the legacy of previous industrial uses to promote the object of economical benefit being linked to environmental enhancement. The Council should promote the move of efficient use of land through higher density, mixed use development, suitably located on previously developed land and buildings. They should seek actively to bring vacant and underused previously developed land and buildings back to beneficial use. Intensified mixed uses that will accommodate employment and economic activities and residential uses more efficiently, especially compared with run down employment and warehousing uses. (For example – Ash Sakula – Hothouse – Hackney Fields) 2. SHAPE east A London programme supported by the Government to promote a positive influence on the quality of urban design and built environment, through supporting the professional community, engaging the public and facilitating debate and understanding between the two. Its supporters are; The Architect Centre Network CABE – The Government’s advisor on architecture, urban design and public space English Heritage Improvement East – Improvement and efficiency partnership Private trustees – providing money, community consultations, talks and training and learning facilities 3. Government ‘Grow Your Own Revolution’ – Hilary Ben in 2010 wants to – reduce dependency on imports by reforming the EU’s common agricultural and fishing policies. Building on examples from the National Trust and create a ‘land bank’ of allotments across the country. Cross-departmental policy report, ‘Food 2030’, to support further farmers’ and community markets to boost consumption of local produce. FFLP – Community driven body – The Soil Association – Food For Life Partnership. 4. The Federation of City Farms and Community Gardens – A Charity that supports, represents and promotes community managed farms, gardens, allotments and other green spaces, creating opportunities for local communities to grow. It empowers local people of all ages, background and abilities to build better communities, usually in developed areas and provide decision makers, funders, the public and the media. 5. Agenda
Matters to be addressed
-
Improve inner city mental health Create a more compact but better used city plan on a small scale Production of a ‘Local Commercialism’ movement Demonstration of the performance and beauty of a community scheme that lasts Permanent markets with mixed community use can last
Intentions
-
To combat consumerism and the dependant use of large chains by providing exciting local produce and a hub for the community To re-awaken the performance of market selling, and provide a performance space that involves the community completely within the building’s cycles For the community to be involved in every aspect of the building To provide a spectacle within the programme, the combination of the two have not been seen or noticed before To re-awaken the community spirit, and to enlighten people to the potential of a community run scheme
Motivation
-
Lack of community working together to produce a collective outcome To combat the ‘commercial convenience’ that has developed within England To bring back the happy nostalgia of the market, and to make it last To rise to the challenge of creating a lasting permanent market and a lasting project that is fundamentally run by the community
